Solar ponding to crystdlize sodium chloride has been used for thousands of years.1 The systems used were inefficient and usually small compared to the large 25,000 acre pond areas seen today. It has only been in the last 25 years that any real effort has been applied to develop solar ponding technology. Many large solar pond systems have been constructed without much thought to efficient and optimum production rates. The recent high costs of labor, of equipment and of energy have forced producers to take a closer look at their solar pond systems in an attempt to squeeze out the highest possible yields. Other companies such as the Arab Potash Company, the Dead Sea Works, Texas Gulf (Moab, Utah) and San Francisco Salt Companies have no more land area in which to expand and therefore efficient ponds are essential. This paper is written to show how the subdivision of solar ponds can result in production increases of up to 20% and beyond.

The Haile Gold Mine was the largest gold producer east of the Mississippi River prior to 1942. It is currently the only producing gold mine in the Southeastern United States. Current development involves the mining and heap leaching of some 1000 TPD. Carbon is employed as a recovery medium. Due to its clayey nature and excessive fines in the oxide ore, agglomeration using Portland cement is required prior to leaching. The ore ranges in screen size from two inches to -200 mesh. The agglomerating step combined with certain other conditions has enabled Piedmont Mining Company to achieve recoveries of 90%.

With computerized balance techniques gaining prominence in recent years, it is essential that engineers understand the basic principles that underlie the new methods, as well as the various applications for design of new plants and analysis of existing operations. This chapter discusses two important types of metallurgical balance: (1) steady-state design (2) operating data adjustment Application of computerized steady- state design balancing is demonstrated through the example of a typical copper concentrator flowsheet. Operating data adjustment to achieve a consistent balance is demonstrated for a typical concentrator operation.

At present, there are two known cobalt deposits in the 48 contiguous states. This paper is a brief description of one of these deposits. It is a Mississippi Valley type deposit, but somewhat atypical in that the metal of greater interest is cobalt as opposed to lead, zinc, and copper. The history and present work are outlined along with a discussion of the geology and mineralogy.

History Leaching of sulfide ore was first attempted by the Phelps Dodge Corporation about 1900 at Bisbee, Arizona, when Dr. James Douglas conducted experiments in an attempt to apply the leaching techniques then in use at Rio Tinto, Spain. Although this initital attempt was unsuccessful, research work was continued which culminated in successful leaching operations at Tyrone, New Mexico, in 1917 and at Bisbee beginning in 1920. Leaching has continued intermittently since that date, with material from the Lavender Pit being leached today. The Lavender Pit Leach Dump Stripping for the Lavender Pit was started in 1951, with mining operations on stream in 1954 and continuing to the present. All material removed from the pit has been classified as waste, leach material, milling ore, or direct smelting ore, depending upon grade and degree of oxidation. Lavender Pit leach material has been stockpiled in a single dump, called No. 7 Dump. This dump covers an area of approximately 135 acres and average about 300 feet in height. The dump has been deposited over a period of 20 years by truck haulage and contains several layers, each of which has a permeable boulder layer at the bottom and a compacted layer at the top. Leaching of Lavender Pit material was started in 1956 and has proceeded simultaneously with dump construction. Former leach pond areas and haulage surfaces have been ripped with D-9 tractors before deposition of succeeding layers of ore.

In May 1975 the U. S. Bureau of Mines contracted with the University of Missouri-Rolla, Rock Mechanics and Explosives Research Center to develop a Hydrominer modification to a long-wall shearer unit, wherein the rotating pick-laced drums and connecting gear drives are replaced by a water jet cutting head.1 The concept of the water jet cutting head is based on using the high localized energy of the water jets to isolate a slice of coal by cutting a slot under, at the back of, and at the top of the web. The plow blade of the head then advances into the cut and wedges the pillar over onto the conveyor (Figure 1). There were several potential advantages foreseen for the system of which perhaps the most significant were the elimination of coal dust from the working area2 and the ability, with a variation in nozzle geometry, to cut webs of greater depth with a small increase in equipment horsepower. The University initially designed the head, based on experiments carried out in the laboratory, under an earlier Bureau of mines contract. The experiments showed that it was more advantageous to work at a pressure of 10,000 psi with an estimated flow rate of 50 gpm than go to the higher pressures and lower flow rates which have been advocated elsewhere.

Introduction Mechanical classifiers consist of a settling tank with parallel sides and a sloping bottom equipped with a mechanism which continuously agitates the pulp and removes the settled solids. The functions served by mechanical classifiers include the following: (1) allow the particles larger than the desired size to settle in the tank and provide an overflow product with a minimum of oversize particles, (2) produce an overflow product of sufficiently high solids content to meet the requirements of the subsequent processing steps, (3) agitate the pulp and permit separation of the entrapped undersize particles so they can report in the overflow product, and (4) drain and remove the underflow solids from the settling pool. Various types of mechanisms have been used to agitate the pulp and remove the settled solids, which include: (I) endless belt and chain drags, (2) reciprocating rakes, (3) helical flights mounted on a rotating shaft which extends through the settling pool, (4) helical flights inside of a rotating drum which contains the classifier pool, (5) troughed conveyor belts forming the settling pool in the concave curve of the belt closely following the tail pulley, and (6) low-speed impellers agitating the underflow settled in the apex of cone-type mechanical classifiers.23 The principal use of mechanical classifiers has been in closed¬-circuit wet grinding; however, this application has been widely displaced over the past few decades by the hydrocyclone. The hydrocyclone installation, including its feed pump, offers lower capital costs and requires less floor space. Nominally it produces an overflow prod¬uct of higher solids content, compared with a mechanical classifier, for comparable classification size up to 400µm (35 mesh). However, these advantages of the hydrocyclone are being gained at the sacrifice of some of the advantages of the mechanical classifier. The mechanical classifier requires less power and has lower maintenance costs than the hydrocyclone and its feed pump. The underflow product from the mechanical classifier can have a higher solids content and contain less entrapped undersize particles than the comparable product from the hydrocyclone. Consequently, it is capable of operating at a higher classification efficiency. A reduced circulating load24, 25 results under these conditions in a closed-circuit grinding application. Other applications for mechanical classifiers include desliming, dewatering, and washing operations. Sand-slime separation may be achieved using one or more stages of mechanical classifiers. Typical applications would include washing and deslimining of concrete aggre¬gate or sand; glass sand; abrasives; oyster shells; phosphate rock; iron, nickel, and chromium ores; alumina; zeolites; solar salt; and precipitates from chemical processing. As an example for the latter, Bitzer26 recommended the use of mechanical classifiers for countercur¬rent cementation-in-pulp of copper from the leach liquor. Similarly, mechanical classifiers are used in uranium processing27 for separation of the barren sands from the pregnant leach solution. Depending on the particle size and the effectiveness of the sand¬slime separation, the sand product from mechanical classifiers may be drained to solids content approaching 84%. Thus, mechanical classifiers are frequently used as dewatering equipment for various applications, such as: 1) Make a product having suitable solids content for subsequent transport by belt conveyor. 2) Provide a drained product to reduce cost of drying. 3) Provide a drained, washed, heavy sand product for return to the circuit. 4) Recover fine values from dilute plant effluents from coal, sand, phosphate-rock, and iron-ore washing plants and from steel-mill flue¬dust scrubbers. 5) Drain residual reagents of a preceding process stage prior to conditioning with reagents of different characteristics, e.g., cationic¬anionic flotation of phosphate rock, iron ore, etc. Design and Operating Features The proper selection of mechanical classification equipment re¬quires that the properties of the solids and liquid are adequately de¬fined. The following descriptive information regarding the solids is desired: feed rate, chemical and physical composition, density, tem¬perature, size analysis, and desired separation size. For the liquid used, the following data would be needed: feed rate, density, viscosity, pH, and temperature. Settling Area. The pool area required to permit a particle larger than the separation size to settle depends on the density and shape of the particle and on the density and viscosity of the pulp within the classifier pool. These criteria of the solids and pulp determine the settling rate which, in turn, determines the settling area required. Determination of the settling rate by long-tube batch tests can be used to calculate the settling area. A theoretical approach for estimat¬ing the settling area requirements is discussed in Chapter 1, Classifica¬tion Theory. This procedure can be used when neither test data nor empirical data from similar operations are available. Data on settling-area requirements and settling rates have been compiled by the manufacturers of mechanical classifiers. The approxi¬mate settling area required for a particular separation size can be estimated by using the curve shown in Fig. 65. This curve applies for closed-circuit grinding applications. For dilute velocity classification in open circuit, desliming, the length of the overflow weir, W, multiplied by the weir's mean distance from the feed opening, E, is used as the design criterion, instead of the settling area, in sizing the classifier. The area requirements, W X E, for dilute velocity classification can be expressed in terms of volumetric flow, Q, and settling rate, Rs, as follows: W x E = Q/(18.06 Rs) where W and E are feet, Q is gallons per minute, and Rs is inches per second. Overflow Weir. The hydraulic head, and thus the velocity at which the overflow crests the overflow weir, is one of the factors controlling the particle size of classification. Consequently, the length of the overflow weir must be designed to provide the overflow velocity which allows the particles larger than the desired size of classification to settle in the working area of the pool. "Presplitting is a form of blasting that when executed properly will create a smooth wall that will minimize secondary conditioning. In recent years, presplitting has become a popular technique to be used in both the mining and construction industry, however, presplitting fails on many occasions because of ‘geologic conditions’. This is typically because of improper explosive loads consisting of overloading and underloading blastholes. In this paper the authors introduce new factors such as a presplit factor which varies for different rock types, selection criteria for the spacing of presplits, the optimization of explosive load, as well as prediction methods for the environmental affects for the technique of Precision Presplitting. BACKGROUND Methods of controlled blasting in which a smooth, stable wall could be blasted have been an important consideration since blasting in mining and construction has begun. How can one use an explosive, with its massive energy and power, to break a non-homogenous rock without causing backbreak, poor walls, or deviations in the wall over large distances? The blasting industry has known for a long time that blasting ‘high benches’ would result in better walls and less backbreak. However, this was not a sufficiently controlled technique for critical projects, such as the Niagara Power Plant. This was one of the main challenges Hercules Powder faced when they began the project. In order to achieve this, they used a new tool in the explosive engineer’s toolkit, presplitting. The presplitting done on the Niagara Power Project utilized 1 ½” x 8” (38mm x 203mm) 40% gelatin dynamite in 2 ½” (63.5) diameter boreholes. This was done on multiple levels with benches between 12 feet to 52 feet (3.6m to 15.8m) with a total powder factor of 0.75 pounds/cubic yard (0.45 kg/m3). The spacing on these holes ranged between 18 inches to 24 inches (0.46m to 0.61m), center to center (Langfors & Kihlstrom, 1973). The strange aspect of this project was that this “lightly loaded” closely spaced row was fired before the production blast, yet this project produced some of the best walls seen at that time directly from blasting. In today’s blasting industry, presplitting is a more common way to produce smooth, stable high-walls for both the construction and the mining industry. Today, explosive loads for traditional presplitting is generally measured in pounds per foot (kilograms per meter) and typically ranges from 0.30 lb. /ft. to 0.5 lb. /ft. (0.45 kg/m to 0.75 kg/m). MECHANICS OF PRESPLITTING When analyzing a blasting process like the Niagara Project, many wonder how did that work when normally confining a charge would cause cratering and increased backbreak. Since then, presplitting mechanics have been studied extensively. It has been shown in many models that presplitting is not achieve through the collision of shockwave, but by gas pressure in the boreholes. In addition to models and finite element simulations, this has been proven full scale using Pyrodex, a propellant, to create a presplit plane with no shock wave present (Konya, Dean Barrett, & Smith Jr, Presplitting Granite Using Pyrodex, A Propellant, 1986)."

Due to falling metal prices and depletion of ore reserves, lead-zinc mining in the Leadville, Colorado, area gradually came to a halt in the 1950's. Exploration work continued, however, and by 1969 sufficient ore had been blocked out to warrant sinking a shaft and erecting a new concentrator to treat 700 tpd. The new shaft and concentrator were to be located in Iowa Gulch several miles east of Leadville at an elevation of 11,100 ft. The Leadville project is a joint venture between Newmont Mining Company and ASARCO with ASARCO being the operator. Design work began in the fall of 1969. Engineering was done by Torkelson Engineering Company of Salt Lake City in conjunction with the Central Engineering Department of ASARCO. The plant was constructed by Stearns-Roger Corporation. Construction began in the spring of 1970 and the plant went onstream in April, 1971. Flow sheets and equipment lists are attached. This paper will describe the flow sheet very briefly and discuss in more detail those aspects of the design which may be of interest, particularly the provisions for expanding the capacity of the plant.

An automatic microscope has been developed to .measure the size and populations of macerals and minerals in fine coal particles. Differentiations are made on the basis of reflectance. This study is concerned with the size distribution of pyrite inclusions. Most fine coal cleaning processes do not remove pyrite as completely as a straight density separation. Consideration of the pyrite size distribution is suggested as a more accurate method of predicting sulfur reduction by a cleaning process. Analyses of float-sink results and Deister Table operation in terms of pyrite particle sizes are made. Other potential applications of automatic microscopy are also discussed.

Over the past six or seven years important new ideas have been developed concerning the origin of nickel sulfide deposits. To a large extent these have been stimulated by the major nickel discoveries of the Eastern Goldfields area of Western Australia (Woodall and Travis, 1969; Ewers and Hudson, 1972). Prior to these finds, the most important nickel camps were regarded as being associated exclusively with intrusive rocks such as the Nickel Irruptive at Sudbury or the intrusive peridotites at Thompson, rocks that were thought to have no close association with volcanism. Study of the Australian discoveries, coupled with work in South Africa (Viljoen and Viljoen, 1969) and Canada (Naldrett and Mason, 1968; Pyke, Naldrett and Eckstrand, 1973), has shown that volcanic rocks with true ultramafic compositions and extrusion temperatures of 1400 to 1600°C were a common feature during the Archean. Under certain circumstances economic concentrations of nickel sulfides have formed from these rocks, either settling to the base of their associated flows or accumulating in shallow intrusive feeders to the flows. The aim of this article is to show how these ultramafic rocks can be recognized, how the nickel deposits, if present, are likely to occur within them, and what special features characterize ore-bearing examples of the rocks.

As far back as 1939 state laws have required reclamation of mined lands. Reclamation has been the topic of many discussions and presentations, especially since the late 1960's. In the past ten years many states have added legislation concerning the reclamation of coal-mined lands. In the near future, it seems certain that some federal regulations will be passed that will set minimum guidelines for the states to regulate. Besides the requirement of returning the land to the approximate original contour, future regulations will more than likely demand replacing topsoil from one to five feet thick. As regulations become more stringent, costs will rise accordingly. Since no one has developed a machine that can do all reclamation work by itself, it is necessary to review in detail the tools available and to select the most economical means.

"Coagulants rich in ferric sulfate can be obtained from pyrite-containing coal tailings using a biohydrometallurgical process. The aim of this study is to evaluate the relationship between quantity of pyrite and rate of oxidation, with regard to the consequent production of ferric sulfate for potential use as a coagulant for water and wastewater treatment. Leaching experiments were carried out on the laboratory scale on four coal tailings with different concentrations of pyrite. Characterization of the coal tailings was conducted for the following parameters: total sulfur, pyritic sulfur, sulfate sulfur, organic sulfur, and elemental analysis of CHN (carbon, hydrogen, nitrogen). The samples were also subjected to X-ray diffraction analysis to assess their mineral compositions. The leaching experiments were accomplished using a laboratory column constructed as a packed bed reactor with a sprinkling system in a closed circuit. After four weeks of leaching, the liquor was filtered and evaporated to an iron concentration of about 12 percent w/w, which is typical of the ferric sulfate coagulants commercialized in Brazil. IntroductionCoagulants used for the treatment of water and wastewater are predominantly inorganic salts of ferric iron and aluminum. Aluminum salts, including aluminum sulfate and aluminum chloride, and prehydrolyzed metal-ion reagents, such as polyaluminum sulfate (PAS) and polyaluminum chloride (PAC), are the coagulants most widely used for water treatment (Bratby, 1980; Tchobanoglous et al., 2003; Buzin et al., 2014).However, the presence of residual amounts of aluminum in drinking water has been controversially implicated in neurological diseases (Association of California Water Agencies, 2000; Becaria et al., 2006; Campbell, Hamai and Bondy, 2001; Rondeau et al., 2000; Walton, 2006). A possible alternative is to use iron-based coagulants, such as ferric chloride, ferric sulfate or polyferric sulfate, instead of the aluminum salts (Jiang, Graham and Harward, 1996; Jiang and Graham, 1998). Iron-based coagulants are commonly produced by the acid dissolution of iron scraps or iron ore (Tchobanoglous et al., 2003).Recent studies have shown that it is possible to produce ferric sulfate coagulants from the pyrite present in coal tailings through a biohydrometallurgical process (Colling et al., 2011). The main advantage of this process is that it does not require acid addition, which can be favorable in terms of production costs. Acidophilic bacteria, such as Acidithiobacillus ferrooxidans, can increase the rate of pyrite oxidation and dissolution by several times (Kontopoulos, 1998; Brett and Jillian, 2003; Johnson and Hallberg 2003). They can be highly significant in the bioprocessing of coal tailings for the production of ferric coagulants, as their action favors the acidification of the medium and iron leach (Colling et al., 2011)"

There are technical and commercial limitations on using high fluorine copper concentrates in industrial copper smelters. The presence of more than 1000 ppm of fluorine in copper concentrates affects the sulfuric acid units generally integrated to copper smelters, and penalties are normally applied to high fluorine concentrate prices. Several process alternatives to this issue were studied at CVRD Technology Center (SUTEC): modifications on conventional sulfuric acid plants to use high fluorine concentrates, removal of fluorine containing minerals in flotation using depressants, selective leaching of fluorine minerals and sulfuric leach of copper concentrates. Finally, a hydrometallurgical process of removing fluorine was developed by SUTEC.

In spite of our deep conviction that it would be wrong for the United States to enter World War II, when, after Pearl Harbor, we were actually in it, I felt that I must do all I could to help. The country had been so good to me that I could not decently stay on the sidelines. My first thought was that I might help with supply and administration in the Air Force, as in World War I. So on the evening of Pearl Harbor I wired the chief of our Air Force in Washington saying that I had been on Gen. William Mitchell's staff in World War I and was offering my services again. I received a noncommital answer, but after a couple of weeks was told to take my physical examination. I passed it, but nothing further happened. After helping to make plans for the wartime operations of Summit King and Desert Silver, Dorothy and I went to New York to spend Christmas with Molly and Peter, both of whom were in college in the East. I had to complete a report on the Argonaut mine in California first, though the war made my recommendations of dubious validity. Before Christmas I received wires from Temple Bridgeman, Phil Wilson, and other friends who had taken positions with government agencies responsible for securing mineral products needed for war use. They urged me to join them. It was evidently a case of not whether but how I could be most useful. After six uncertain days with the family in New York I took the night train to Washington on the 28th of December. I had a hectic day there. First I saw Arthur Bunker and Phil Wilson at what became the Aluminum and Magnesium Division of the War Production Board. Their office was in an old converted barracks. They asked me to examine magnesium deposits in Nevada at once, and then to look at other magnesium and aluminum properties. After leaving

Effective and profitable mining begins with good blasting results. While the importance of sufficient energy to break the rock is recognized, more attention should be paid to the time factor in blasting. Fragmentation, looseness and the shape of the muckpile can be improved and energy levels lowered through the use of proper delays. The long delay is also the most important parameter in establishing stable walls along the final limits of the pit. The time factor in blasting is explained through the rock acceleration process and its practical application is demonstrated by case histories.

Since the advent of machine coated paper in the mid 1930's, the kaolin industry has had a remarkable growth, In 1935 the domestic production of kaolin was 500, 000 tons and in 1970 the estimated production was in excess of 3. 5 million tons. The process industries which use kaolin most extensively are paper, rubber, paint, ceramics, plastics, catalyst manufacturers, ink, and pharmaceutical. The paper industry is by far the largest consumer of kaolin using approximately 70 per cent of the total tonnage mined and beneficiated. Up until 1970 the major kaolin producers were able to expand rapidly enough to supply the demand but for the first time in thirty years the demand is expected to be in excess of mining and beneficiation capacity through at least 1975. The major reason for this is the expansion of coated paper production in Europe and Japan. Two areas supply the lion's share of kaolin for the world markets. These are the Cornwall area in extreme southwestern England and a limited area of Georgia and South Carolina in the southeastern U. S. The English kaolins are primary - (found in decomposed granite) whereas the Georgia-South Carolina kaolins are secondary - (found in lenticular, continuous beds in the Tuscaloosa formation of Cretaceous age. ) The English kaolins are mined by hydraulic methods whereas the Georgia-South Carolina kaolins are mined by dragline or shovel and benefidated by using a wet process for the majority of the production and/or a dry

A longstanding problem in geostatistics is that kriging usually assigns significantly greater weights to end samples in strings of data than it does to central samples. These weights are theoretically valid, but suboptimal estimates may result when there are geological trends in the variable near contacts, that is, large weights may be applied to samples that are systematically lower or higher than average. A number of ad-hoc corrections exist, each with pros and cons; none are fully automatic with a well-defined measure of optimality. A new method for estimation in a finite domain is proposed. This method is referred to as finite domain kriging. The method is based on kriging with a successively larger number of data. The total number of relevant data (n) is established, and then n kriging matrices are solved. The first matrix has the closest single data value (n-1 weights are set to zero); the second has the two closest data (n-2 weights are set to zero) and so on. The final matrix has all n data. The kriging weights used for estimation are the average of the weights from the n successive kriging runs. Each kriging run is optimal, yet with different smoothing and a different treatment of data at the end of the strings. The result is a set of weights that does not give undue influence to data values at the end of strings. The methodology is developed with examples. Cross validation shows that finite domain kriging outperforms conventional kriging.

"Constructed between 1939 and 1945, the Rondout-West Branch Tunnel (RWBT) portion of the Delaware Aqueduct is 45 miles (72 km) long. The New York City Department of Environmental Protection (NYCDEP) first identified suspected areas of leakage from the RWBT in the 1990s. A $1 billion project is underway to mitigate the leakage through the construction of a bypass tunnel around the area of most severe deterioration, a 2.5-mile (4 km) section located beneath the Hudson River. Two shafts, 800 and 900 feet (244 and 274 m) below the ground surface, are being sunk to support the tunnel construction. The deep shafts will be subjected to high groundwater pressures and have been designed to accommodate multiple tunnel portals. This paper discusses the engineering decisions and analyses leading up to the final design. INTRODUCTION Project Background The New York City Department of Environmental Protection (NYCDEP) provides over 1 billion gallons (3.7 billion liters) of water to over 9 million residents of the City of New York and surrounding communities each day. This water is stored in upstate reservoirs and conveyed to the City via a system of aqueducts and tunnels. Water is delivered to the City almost completely by gravity and consists of three systems: the Croton, the Catskill, and the Delaware. The Delaware System is the largest of the three and supplies between 50% and 70% of the City’s daily water supply. In the 1990s, the NYCDEP discovered leaks in the central 45-mile-long (72 km) portion of the Delaware Aqueduct known as the Rondout-West Branch Tunnel (RWBT). The leaks release between 15 and 35 million gallons per day (MGD) (132.5 million liters per day) and are concentrated in two areas near Wawarsing and Roseton, New York. As part of the Rondout-West Branch Bypass Tunnel and Wawarsing Repairs Project (Bypass Tunnel Project), the leaks in the Wawarsing area will be repaired by grouting from inside the existing RWBT, and the leaks in the Roseton area will be mitigated by constructing a bypass tunnel parallel to and 1,750 feet (533 m) north of the leaking portion of the existing RWBT. Risk analysis is used extensively in many engineering applications. Although its use in the field of dam safety has been limited in practice, it has received considerable attention in recent years in the dam safety literature. Thus far, it has been shown that risk analysis in the evaluation of existing dams has the potential for providing a more rational basis for decision- making because of its focus on the direct issues--likelihood of failure, likelihood of loss of life, and risk cost of damages. It provides for a logical balance between the risk a dam imposes and the degree to which rehabilitation is required, compared to traditional evaluations based on somewhat arbitrarily chosen design events applied to large classes of dams. Dam owners could benefit by optimizing the cost of remedial measures. Downstream landowners could benefit by minimizing the likelihood of flood damages. However, it is also clear that significant technical and policy issues remain to be resolved before risk analysis in dam safety is accepted and routinely implemented in engineering practice. An obvious and important potential application of risk analysis is its use by the state regulatory agency as an in-house evaluation tool, or even as part of regulatory policy, in the implementation of its state dam safety program. Adoption of such a policy would have an important impact on the mining industry. .Although no state dam safety programs are known by the writers to have officially incorporated risk analysis into their regulations, there appears to be considerable interest in the concept. In recent surveys 47 states agreed that the development and promotion of a risk assessment methodology for state dam safety programs should be encouraged (Tschantz, 1983; Tschantz, 1984). The issue has also received important attention within the Association of State Dam Safety Officials (1986). One state-Illinois-proposed regulations during 1986 to allow risk analysis to justify lower spillway requirements for existing dams (Illinois Department of Transportation, 1986). At the Federal level, the National Research Council has found risk analysis especially appropriate for assessing dam safety at high-hazard dams (National Research Council, 19851, the Bureau of Reclamation has published guidelines for incorporating risk analysis into their dam safety grogram (U.S. Department of the Interior, 1986), and the Federal Emergency Management Agency has recently sponsored workshops and supported research related to risk analysis in dam safety (Federal Emergency Management Agency, 1985a ; Federal Emergency Management Agency, 1985b; - - McCann, et. al., 1985a, 1985b).
