The power industry throughout the world is in the midst of a significant transition that will result in a major restructuring. Deregulation of utilities in the United States is continuing, resulting in increased competition among power providers. The traditional ways that electric power is globally bought, sold and delivered will also change. However, according to the Department of Energy's (DOE) Pat Godley, one thing is clear: "Those who provide the power during the 21 st century will be those who are willing to change - those who are willing to accept new ways of doing business and willing to employ new technologies." Godley is assistant secretary of fossil energy with DOE. Her comments came during the opening remarks at the Fourth Annual Clean Coal Technology Conference, held in Denver, CO, Sept. 5-8, 1995. The conference was sponsored by DOE and the Center of Energy and Economic Development. Under the theme "Global Opportunity," more than 300 coal and utility executives spent three days discussing the new face of the electric-power industry throughout the world and the new, mostly clean coal technologies (CCT) that will be available to power providers.

Massive banded Fe-Zn-Cu-Pb sulfide deposits in the Bagdad are associated with metamorphosed eugeosynclinal mafic volcanic and intrusives rocks Precambrian age. The geologic environment is very similar to that of the Jerome-Prescott area which lies 70 km. east of Bagdad. Mining of massive sulfides deposits began in 1917 on the Copper King mine in spite of its early discovery and the discovery of the Old Dick mine in 1882. The first shipments of zinc ore from the Copper King were hand sorted and averaged 46.89% Zn, 5.7 oz. Ag, 3.58% Pb and 1.68% Cu. Oxidized copper was first produced from the Old Dick mine in 1943~ In all, five deposits of massive sulfide ores have been mined in the Bagdad for a total production of nearly 2 million tons with an average grade of 12.0% Zn and 3.6% Cu. The largest deposit, the Bruce mine is currently closed because reduced metal prices and has produced a total of 823,000 tons of Zn-Cu ore to date. Mining of massive sulfide ore in the Bagdad area is presently idle. However, the potential for locating yet undiscovered ore bodies is good. Exploration for new ore bodies is difficult at best due to the complex geologic history of the area, the small size of individual ore bodies and lack of understanding as to the formation of massive sulfide deposits. The purpose of this investigation was to obtain a better understanding of the host rock formations through detailed geologic mapping, petrography and chemical analysis.

Rock from underground mining has a size-distribution, that varies from mine to mine, depends on rock conditions and mining method and on how much explosives etc, that is used. Because at the high costs, associated with full-scale studies of the size-distribution of blasted rock in a mine, detailed information is seldom published about such size-distributions. However, some facts can be noticed. Rock from tunnelling and other types of development work has a fine fragmentation. Cut-and- fill mining is a method that normally results in blasted rock with an advantageous size distribution. Block caving on the other hand often results in large amounts of boulders, since blasting of the rock is normally not used.

A significant technological development is discussed for the processing of certain problem power plant flyashes which contain a high water soluble mineral content and which are known to yield inferior flyash based brick. This development is based on the addition of hydrochloric acid to the flyash-bottom ash-sodium silicate blends used for the production of flyash based structures. Favorable changes are evident in (1) sodium silicate consumption, where often approximately one-half of the amount used for making brick from normal flyash is required; (2) processing costs; and (3) strength and appearance of the resulting freshly formed green and fired structural products. In some high cost instances-(above the cost of 30 dollars or less per thousand brick estimated for normal flyashes) hydrochloric acid additions can replace or reduce other costly additives required with problem flyashes to result in a savings of as much as nine dollars per thousand brick. These developments offer promising possibilities for utilizing problem flyashes as well as flyashes which may come into contact with water soluble, sulfur as a result of the eventual application of certain experimental air pollution control processes.

Iron ores may be upgraded by flotation of iron oxides or siliceous gangue using either cationic or anionic collectors. The electrostatic mechanism of adsorption can account for the complex chemistry involved. In industrial practice, only cationic silica flotation is used at present in North America. Some of the seemingly paradoxical phenomena of cationic silica flotation behaviors in meeting the demand for low silica concentrates are reviewed.

Phase III of the Orme Street Combined Trunk Relief Sewer project connects two existing 2.13 m diameter combined sewers to a new 3.66 m diameter relief sewer at 7locations along a 970 m alignment in downtown Atlanta. The alignment was enveloped by adjacent structures and utilities. The project was constructed below the groundwater table through compressible residual soil, rock and mixed face using a myriad of construction techniques, including compressed air NATM and jet grouting. Numerous design and alignment changes and accommodations for existing utilities and conditions were made during construction. The authors believe this to be the ?rst NATM project in North America utilizing compressed air tunneling.

The integrity of unconventional shale gas well casings positioned in the abutment pillar of a longwall mine could be jeopardized by longwall-induced deformations. Under such scenarios, the surrounding fracture networks could provide pathways for gas flow into the mine creating safety concerns. To provide recommendations for developing guidelines that ensure a safe co-existence of longwall mining and unconventional shale gas production, this study evaluates the impact of parameters that could affect potential shale gas flow into the mine in the event of a casing breach using a discrete fracture network (DFN) model. These parameters are evaluated using a conceptualized DFN realization that is representative of the fractured zone in the overburden, and the range of parameter variations is within values validated with field measurements. The results show that a decrease in fracture aperture (potentially due to longwall-induced stress in the likely vicinity of the breach location) reduces the potential gas flow to the mine by a significantly higher proportion. A 50% decrease in the aperture of the fracture that directly transports the gas from the casing breach location reduces the gas flow to the mine by over 70%. Similarly, changes in the fracture water saturation level significantly affect the gas flow. In all cases, the potential gas flow to the mine is higher if the casing breach occurs at an increased gas well pressure. These findings provide critical information regarding the impact of each of the parameters associated with gas flow in the event of a shale gas casing breach near a longwall mine and could help towards the development of guidelines to ensure a safe coexistence of both industries.

The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

Discussion by A. Unal Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use their in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 in (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two-seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al. (1990), surprisingly, does not give any geological interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics, It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimental variogram as no spatial correlation. This very well known phenomenon is called the pure nugget effect in geostatistics (Journel and Huijbregts, 1978) and perhaps can explain the lack of correlation found for pyritic sulfur content. The lack of correlation found for the total sulfur content may also be explained in the same way because the total sulfur content is dominated by the pyritic sulfur content in this case study. One should notice, however, that the situation may completely be reversed after cleaning the coal. Not all of the inorganic sulfur should be expected to be in the form of pyrite nuggets in a coal seam. It may also be disseminated in the coal seam and it is expected that it follows a certain spatial structure. However, an existing spatial structure may be masked by including a part of the roof rock, rich in sulfides, into the seam thickness in an arbitrary fashion because areas having a sandstone roof sometimes are known to show a higher sulfur content due to the downward percolation of solutions rich in iron sulfides (Clark, 1979). Plants use sulfur in their growth processes. Much of this sulfur is bound organically during peat accumulation and coal formation (Cecil et al., 1978.) This suggests a spatial structure of some sort for the organic sulfur. However, it is not possible to test this hypothesis because the results obtained by the authors for the organic sulfur content are not given in this paper. For this reason, the conclusion that simple average of the nearby samples would provide the best unbiased estimates is questionable for organic sulfur and is not based on any substantial supporting evidence. It is suspected that no spatial structure was detected and this was due to high sampling and laboratory analysis errors. Before concluding that sulfur variability in the seam at the location of study was random, a more detailed study for the disseminated non-pyritic sulfur should have been conducted, not for the sake of scientific curiosity only, but also due to its utmost importance with regard to coal cleaning and emission control. Pyritic sulfur can be cleaned to a considerable extent, whereas organic sulfur can not, making the emission control strategies highly dependent on the spatial distribution of the organic sulfur (Knudsen, 1981). In the light of these facts, one wonders why Barbaro et al. (1990) did not present the results of their study for the sulfate and organic sulfur content. Inflammability and crossing point apparatuses were used to study the influence of increasing amounts of such inerts as ash, fly-ash, pyrite, limestone and Portland cement with several pulverized bituminous coals. The results indicate that it requires large proportions of inerts to substantially suppress the ease of ignition.

Introduction An examination of statistics for the world phosphate fertilizer industry since 1980 reveals that there is an increasing tendency for fertilizer-manufacturing activity to concentrate in the areas of phosphate-rock mining. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping a more valuable finished fertilizer product will always, as long as cost considerations control the decision, be resolved in favor of the latter. The historical existence of substantial phosphate fertilizer-manufacturing capacity, which is oriented toward fertilizer-consuming activities and dependent on imported phosphate rock, shows that narrow cost considerations have not always determined the industry's location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent are these changes. These questions are the subject of this investigation. Recent trends in world phosphate trade Since 1980, the changing pattern of world trade in phosphate materials reflects an increased interest in manufacturing phosphate fertilizer in rock-producing areas. This is shown by the decline in the total tonnage of phosphate rock being traded worldwide compared to world consumption of phosphate fertilizers (Fig. 1). This relative decline has continued since 1984, which is a longer period of time than could be explained by temporary cyclical market factors. Other evidence corroborates this conclusion. The world's phosphate-rock production is relatively concentrated geographically. In 1992, the top ten producing countries accounted for 92% of world production. Figure 2 shows that the share of world fertilizer production in the top ten rock producers has increased. Yet, further evidence of the direction of trade changes can be had by looking at the pattern of the world's sulfur trade. The first step in the manufacture of any of the widely used phosphate fertilizer products is the acidulation of phosphate rock with sulfuric acid. In most instances, phosphate fertilizer producers have found it economical to produce their own sulfuric acid by burning elemental sulfur, and such operations account for over 60% of all sulfur consumption in the world. 1 Therefore, a concentration of phosphate fertilizer production in rock-producing countries should produce a similar concentration of sulfur imports in the same countries. Figure 3 suggests that there has been a tendency since 1989 for sulfur exports to go increasingly to the rockproducing countries. World phosphate-location strategy is not limited to the alternatives of shipping rock and shipping finished fertilizers. A third alternative consists of producing phosphoric acid, the principal phosphate fertilizer intermediate, at the rock deposit, and then exporting it to market-oriented ammonium phosphate plants. This arrangement offers the importing country the advantages of shipping a more concentrated product while retaining the economic multiplier benefits of a domestic high-analysis fertilizer industry. India, and several other countries, imports merchant-grade phosphoric acid to use as input for the domestic value-added fertilizer industries. For various reasons, the trade in phosphoric acid has never quite lived up to the promise suggested by the foregoing discussion. Figure 4 shows no growth in this trade in the last ten years, either in absolute terms or in relation to the world's consumption of phosphoric acid. Most of the decline in the trade in phosphorous in rock form has been replaced with trade in finished fertilizers. The trade in superphosphoric acid was a growth activity in the late 1970s with the growth in US exports to the USSR, and this trade survived the Carter-era embargoes of US-Soviet trade. However, no additional sizable markets for superphosphoric acid developed, and other suppliers sought out the Soviet market. The problem with superphosphoric acid is that the cost of its incremental concentration is as great as the savings from shipping the more concentrated product. The Soviet market was a special case. The political breakup of the Soviet Union disrupted the superphosphoric acid trade after 1991 and led to a shutdown of the US export capacity.

The requirements of metals by modern society have created big challenges for mining engineers minerals processing engineers, metallurgical engineers and economists to produce these metals economically from mineral deposits which contain, with time, less and less value. The advances of science and technology allow, today, the exploitation of mineral deposits which only few years ago would not have been considered economical. However, there are limitations both on the minimum grade of recoverable values contained in the ore to be fed to a mill or on the concentrate to be smelted, and on the maximum content of "impurities" i.e. chemical elements which are difficult or expensive to refine from the ore, from the concentrate or from the metal. It is also known that the cost of treatment in a mill or in a smelter, for unit of metal contained in the ore or in the concentrate, increases as the grade of the recoverable values contained in them decreases and also if the content of impurities increases. In order to work a mineral deposit economically it is necessary to ensure not only that it has more than a minimum content of values, less than a maximum content of impurities and that there exists a good up-grading or metallurgical process but also to ensure that the opti-

The present is rooted in the past. This is particularly true in the case of mining operations. Coal mining in the United Kingdom is considered an old Industry comprising today 246 Coal Mines many of which have worked coal reserves in their locality for over 100 years. More than half the current producing mines lie in the Yorkshire and Midlands coalfields. They are in the oldest age group and produce 70% of the Industry's output. Some 50% of the remaining U.K. workable reserves amounting to approximately 98,000 million tons are still available to these regions. Fig. 1 Over the past two decades a gradual erosion of demand for coal in the U.K. has virtually halved the Industry's capacity. The number of Mines has reduced by 53% during the past 10 years. Productivity has increased by some 42% mainly through improvements in the central coalfields which has enabled costs to remain broadly competitive with oil.

In order to develop more accurate procedures for scale-up and design of semi-autogenous-grinding mills through detailed mathematical models, a better understanding of the charge motion and rock/ball segregation is needed. To achieve this a 0.61 m (2.0 ft) diameter x 0.305 m (1.0 ft) length plexiglas mill was constructed as a scale model of a commercial SAG mill. Rock motion in the rotating mill was simulated using various sizes of ceramic balls. Quantitative measurements of dynamic angle of repose, water and slurry motion, holdup and size segregation of the charge were taken. In addition, a video-presentaiton (available to the public) was prepared to elucidate charge and water motion at various mill speeds, charge volumes, rock size distribution and flow rates.

The sulfur dioxide emitted in low concentrations in flue gases from the combustion of sulfur-containing coals and fuel oils is a significant factor in contamination of the atmosphere with sulfur dioxide. A review of methods for treating gases containing high concentrations of sulfur dioxide shows that they are seldom satisfactory for purifying flue gases. Processes developed specifically for treating flue gases using liquid absorbents are costly and may cause localized pollution, because the cooled flue gases can settle in the vicinity of the stack. Bench-scale research is being conducted to investigate the use of dry absorbents for sulfur dioxide removal at temperature levels of about 250°- 300° F. and 600°-650° F. Alkalized alumina has been found effective for treating simulated flue gas and Is regenerable by hydrogen, carbon monoxide, or producer gas. Other metallic oxides have been tested as absorbents also. Chemically impregnated activated carbons removed sulfur dioxide from the gas at 265° F. Vanadium pentoxide is effective as a catalyst for oxidizing of sulfur dioxide in the simulated flue gas at temperatures lower than have been used commercially for gases with higher concentrations of sulfur dioxide. Conversions of sulfur dioxide to trioxide wore studied as a function of temp- erature over a range of about 570° to 750° F.

The control systems engineer is often faced with the problem of designing tests or experiments where the cost of obtaining information is expensive. This is true in aerospace as well as in process industries. In these situations the details of test design should be carefully evaluated before any test is executed so that the maximum amount of information is obtained for the effort expended. In recent years there has been a steady trend towards increased automation, In the process industries this has resulted in extensive review of process variables and, instrumentation techniques, development of more accurate system mathematical models, and extensive investments in complex control system as well as completely automated plants. When planning and developing these systems, where each measure of a process variable is usually expensive, it behooves the design engineer to give considerable thought to the details of test design before instrumentation is procured and installed so that the maximum amount of information can be obtained for the expense incurred.

The generation of low cost power is but one phase of the TVA program for regional development. During the 36 years since TVA began, growth in its generation of electric power has necessitated a shift from a predominantly hydroelectric power system to a combination steam and hydroelectric system. The addition of steam-electric power plants to TVA's generating system was necessitated by the rapid increase in the traditional and defense demands for electric power in the 80,000-square-mile area served by TVA, the need to firm up the hydroelectric power, and the fact that all available sites for sizeable hydroelectric projects had been developed. At present TVA owns and operates 40 power plants--29 hydroelectric and 11 steam-electric plants. The total generating capacity of the hydroelectric plants is 3,105,430 kw, and the capacity of the steam plants is 13,951,135 kw. This provides a total generating capacity of 17,056,565 kw for the plants operated by TVA. Individual capacity of the 112 hydroelectric units ranges from 10,000 to 67,500 kw, and the individual capacity of the steam-electric units now in operation ranges from 60,000 to 950,000 kw. In addition to this generating capacity, TVA distributes the power from 6 U. S. Army Corps of Engineers hydroelectric plants on the Cumberland River. These plants contribute an additional 725,000 kw. Also, under an agreement with the Aluminum Company of America, TVA directs the stream flows and generation of their 423,715-kw system on Tennessee River tributaries and shares with Alcoa in the increased generation resulting from this coordinated operation.

Kaiser Resources Ltd. operates a coal mining complex in Southeastern British Columbia. A large surface mine, a conventional underground mine, and an innovative hydraulic underground mine are presently in operation. The products of these mines are fed to the Elkview plant. This coal has to be prepared to 9. 5% ash and 6'o total moisture for export from the port of Roberts Bank near Vancouver, British Columbia to Japan at a rate of 4. 5 Mltpy. The moisture requirement for the coal product was recently increased to 8. 0% total moisture. The entire operation has been described in various publications (1), (2), (3). Details of the venture will not be repeated in this paper. In this paper we hope to describe the modifications made to the original coal preparation plant in order to satisfy market requirements for quality and quantity of coal.

In an underground coal mining environment, a frictional ignition may be defined as the ignition of an explosive air/ methane/coal dust mixture by mining machinery. As the use of power loading equipment has become more widespread, frictional ignition incidents have increased. There have been many fatalities and injuries from this cause including the death of eleven miners in Sydney coalfield of Nova Scotia, Canada in 1979. This paper reports on the findings of a preliminary study carried out under the auspices of the Coal Research Laboratories, Department of Energy, Mines and Resources Canada. The objective of this study has been to identify a Longwall face cutting system that is inherently safer than the conventional shearer loaders used in Nova Scotia.
