"The Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD), is continuing its High-Energy High-Displacement (HEHD) testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement, and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link fence, welded-wire mesh, and combinations of these products. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can be used by the practicing engineer to evaluate installed support based on visual observation of cracking and deformation. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to quantify the stability of installed shotcrete support. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD) is continuing research on the behavior of shotcrete when used as the surface support component in mining ground support systems. Ground control safety often depends on supporting, or at least containing, the ground between the rockbolts. Shotcrete and mesh, in various combinations and with other components, are often used to accomplish this (Figure 1). Maintaining support pressure during ground deformation is key to the performance of these systems, and to ensuring miner safety. However, the toughness of a ground support system–the ability to maintain strength over large deformations–is difficult to quantify. Researchers at SMRD have responded to this deficiency by designing a full-scale test device, described previously by Martin et al. [2015a], and beginning a testing program to assess the behavior of shotcrete surface support reinforced with a variety of products including: fibers, chain-link mesh, welded-wire mesh, spray-on polyurea liners, and combinations of these products. This paper presents the findings of these tests."

In the past decade, there have been several incidents of massive ground collapses in underground stone mines in the eastern United States. Fortunately, these events have not resulted in any fatalities. However, three mine workers were injured and many others were at risk due to the hazard from the fall of ground and/or the airblast associated with these massive collapses. The National Institute for Occupational Safety and Health (NIOSH) initiated a project to better understand the causes of these massive ground collapses to help prevent their future occurrence. The main objective of this study is to investigate the main factor(s)that initiated one of these massive ground collapses. The authors relied on several tools including three-dimensional (3-D) LiDAR scans for the surface subsidence feature and the underground mine workings around the collapsed area, borescope data at multiple locations around the collapse, S-Pillar analysis for average and unfavorable conditions, and numerical models. The emphasis has been placed on the impact of the following limestone pillar stability parameters: pillar width-to-height (W/H) ratio, benching, the existence of karst features, weak roof, and geological discontinuities. 3-D LiDAR scans were utilized to show the shape and the extent of karst cavities observed within stable pillars around the perimeter of the collapsed area. Together, this coupling of field measurements and observations and modeled systems suggests the potential causes of the collapse.

A number of wells were drilled at two phosphogypsum stacks, one at P-21 owned by IMC and the other at Agrico's South Pierce Stack. Each well was sampled, and composites representing 5-ft increments were leached with synthetic rainwater to determine the extent of metal and nonmetal migration. To simulate what was occurring in the stack, composite samples were placed in a column, so that the column represented the stack in miniature form. Leaching experiments showed that both metals and nonmetals moved down the column when water was added to the top of the column. Data obtained from P-21 showed that with time the concentration of metals and nonmetals reached equilibrium values. The concentration of Ca, SO4, F, Si, and PO4 were -600 ppm,~1,500 ppm, 32 ppm, 14 ppm, and 22 ppm, respectively. Column leaching of South Pierce material, representing 0 to 55 ft of stack, showed that after 355 in. of water, the stack was near equilibrium values down to the 33-ft level. With continued addition of water, the portion of the stack at equilibrium would continue to increase and eventually reach the values observed for P-21. The test showed that the sulfate concentration of the effluent from the stack would never reach the USEPA standard value of 250 ppm. During the leaching test, it was determined that the permeability of the phosphogypsum in the columns was 0.000103 cm/sec. This number was used in the modeling. The data obtained from the leaching experiments cast some doubt on the practice of entombment now being practiced for closure of phosphogypsum stacks. The data clearly shows that with time, the amount of material leaching from the stack is low in concentration, with only the calcium and sulfate at higher levels. When a stack is closed at an existing operating plant, allowing rainwater to fall on the stack and capturing the solution in the existing pond system would eliminate the need for covering the stack, since with time the closed stack would continue to leach and at some point reach the equilibrium values of the P-21 stack. Entombment means that the leachable material in the stack will always be there and will require monitoring forever. Allowing rainwater to decontaminate the stack may be the best environmental solution to the problem.

Surface mining of coal is undoubtedly one of the more controversial aspects of the mineral industries today. There is a constant tug between the need for readily available and inexpensive energy supplies and the desire to minimize disturbance to the land. Without a doubt, surface mining severely disturbs the land surface. The duration of this disturbance, from a minimum of a few months to a maximum of infinity, however, is strictly dependent upon the mine operator's willingness to reclaim. Surface mining critics claim that it is impossible to ameliorate the detrimental effects of this mining to insignificance. The more vocal critics, indeed, are calling for complete abolition of surface mining for coal. Thus, they do not believe that it is possible to restore surface- mined land to pre-mining conditions. As a consequence of this position, an adversary relationship has developed between the operators and their critics who, simultaneously, believe they are doing their best for the United States. In a forum of mining experts, there is little need to recount the kind and amount of devastation that can result from poorly reclaimed land. This has been done numerous times, including once 1 by the author. Of particular interest to this paper, though, are the environmental hazards associated with contour strip mining. In addition to the problems of area mining: denudation of vegetation; exposure of toxic spoil; increase of erosion runoff; etc.--contour mining has the very real problem of landslide due to the outslope stacking of overburden. Contour mining is understood to be the extraction of coal from a hillside outcrop such that the resultant pit follows, or nearly follows, an elevation contour. The problem with contour mining as usually practiced is that the spoil from the cut, or the first cut if multiple cuts are made, is placed on the outslope. If this slope is steep, the resulting pile is difficult to stabilize, generally erodes swiftly, and may fail disastrously.

The phosphate fertilizer industry is a large activity in Brazil because the soil has a phosphorous deficiency. The phosphoric acid that is produced is extensively used in the production of fertilizer. It is produced by reacting phosphate carbonaceous rock with sulfuric acid, generating phosphogypsum as a by-product. In 1991, there were about 29 million tons of phosphogypsum stored in Brazil. This has increased to an estimated 280 million tons in 2001. While the phosphogypsum is used in the cement industry and also in agriculture, the quantity used is much less than the production rate, and the stockpiles are still increasing. The radioactivity of this waste may not allow its continued use as a construction material and some other uses. However, Brazilian phosphogypsum contains a smaller quantity of radioactive materials than is reported for phosphate rocks from other countries. One important reason is the geological origin of the Brazilian apatite. All the large deposits being currently mined are igneous, not sedimentary, as is the majority of the phosphate rock produced around the world. An extensive study is being conducted to characterize the phosphogypsum generated in two production facilities in Sao Paulo state to develop safe uses for this waste and determine the environmental impact caused by the present method of phosphogypsum disposal.

5.1-PURPOSE, PROCEDURE, METHODS, MANAGEMENT Exploration can be technologically defined, with regard to the discovery of new mineral deposits, as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet and annual output of new extractive operations. The purpose of mineral exploration is the discovery and acquisition of new mineral deposits amenable to economic extractive operations now or in the future. A prime objective of mineral exploration, however, is to find and acquire a maximum number of such mineral deposits at a minimum cost and within a minimum time. Immediately upon the heels of a successful ''exploration" discovery follow activities called, first, development, then operation. Under U.S. Internal Revenue Code regulations (Secs. 1.615.1 and 1.616.1) in effect at the time of this writing, which state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer," exploration in the technological sense may well continue after a mineral property has entered the "development stage" as defined for tax purposes. In many instances continued exploration, after reaching the tax defined "development stage," has disclosed additional reserves which justify a much larger, more efficient and more profitable operation than that which would constitute the minimum feasible. Even after a mine goes into production, continued ore search generally will increase the reserves, either justifying expansions in plant capacity or prolonging the life of the operation, but this work (actually "exploration") is normally considered, for bookkeeping and tax purposes, a part of mine development. Each exploration entity defines its own objectives in terms of acceptable mini- mum rate of return on investment for any deposit found and retained, and in terms of which commodities, and markets, are to be involved. For these reasons, exploration programs, and aims, will vary over a wide range, although all have the common objective of endeavouring to create new profit centers for the future. 5.1.2-EXPLORATION METHODS Exploration has evolved in the past several decades into a highly sophisticated and expensive endeavor in which large corporate entities, or subsidaries, normally are directed and staffed by highly trained exploration specialists. In some instances consultants, with expertise in a given field, are utilized to the benefit of such corporate groups. The "grasshopper" approach to exploration-searching only for outcropping minerals and/or investigating only mineral prospects offered by the discoverers of such outcrops has given us most of the past and present mines in the US., but this method is rapidly approaching the point of diminishing returns in areas that have been thoroughly prospected for currently marketable commodities. Carajás is one of the largest open pit mines in the world. The mine is comprised by a haul road network more than 100 km long, where the need for good roads is paramount and determining of the truck performances. This work integrates, regarding the ultimate pit design, an approach to consider an economic value to an originally unfit material, assuming it has the appropriate characteristics for haul road construction, which sometimes lies over economic iron ore. This measure demonstrated an improvement in the utilization of resources and guarantee the necessary material to the haul road design and Mining Pads maintenance.

Among the many compositional parameters used to judge the quality of a steam coal is the fouling factor of Attig and Duzy1 [% base in ash % acid in ash X % Na20] in ash. The higher the fouling factor, the more likely the heat transfer surfaces of the boiler will acquire a deleterious deposit of sintered ash. While examining the elemental composition of ash from various size and gravity fractions of coals from Illinois, we noticed that variations in the fouling factor were attributable mostly to variations in the sodium content. Further, sodium content was essentially the same in all sink-float fractions from a given coal. In other words, sodium was related neither to the ash nor to the organic material. We therefore concluded that the sodium was most likely in the pore water, which was approximately a constant proportion of all fractions. This led to the supposition that the sodium might be removable through water extraction. This supposition tended to confirm the observations of Daybell,2 Daybell and Gillham,3 and Gluskoter and Ruch4 that much of the sodium in coals existed as water soluble sodium ions. In passing, it should be noted that most sodium in Western U.S. coals (i.e., Wyoming, North Dakota, Montana) is not water soluble, but rather is fairly strongly held in association with the organic material (ion-exchanged).5 Because data reported in the literature were not very conclusive about the typical proportions of sodium that might be removed by water extraction, and because there were few data indicating extraction rates, and finally, because our calculations showed a favorable economic incentive to lower sodium contents, we initiated an experimental program to investigate water extraction of sodium from Illinois coals.

Mine production systems (MPS) are characterized, more or less, by the following properties: uncertainty, subjectivity, impreciseness, polysemy, instability, indefiniteness and lack of data. From modern study aspect these MPS mathematically belong to the class of fuzzy systems. With this in mind, the usage of fuzzy sets is recommended as a methodology that treats impreciseness, indefiniteness and complexity of mine production systems in a satisfactory manner. Fuzzy modelling, discussed in this pa- per, is applied as a mathematical implement. The objective of the paper was to show production optimization in practice on the ex- ample of bauxite open pits where fuzzy linear programming (FLP) was used following the criterion per income. The variables in criterion function are linguistic variables while both variables and variable restrictions are presented by triangular fuzzy numbers (TFN). The term "satisfactory income" presented through triangle fuzzy numbers was introduced instead of "maximizing the income". sensitivity of the obtained solutions has been analysed

An investigation of several trace elements distributed among sulfide minerals from deposits located in the southeastern United States was conducted. The deposits investigated are distributed within both the Blue Ridge Province and the Piedmont Province, which are contiguous geographic provinces. Twenty five deposits were examined;' eleven in the Blue Ridge Province and fourteen in the Piedmont Province. Figure 1 shows the locations of deposits investigated. In the deposits investigated, the mineral phases examined were pyrite, pyrrhotite, chalcopyrite, and sphalerite. These phases were chosen because of their relatively widespread occurrence, although no pyrrhotite was seen in the Piedmont Province. A total of 116 polished surfaces of ores were prepared, and mineral phases were collected from these surfaces for analysis. Samples were analyzed for cobalt, nickel, manganese, lead, tin, chromium, molybdenum, and gold. A total of 372 analyses were made. Trace elements were determined by atomic absorption spectrophotometry following standard procedures. In this study, trace elements are defined as those elements which are present in the mineral but which do not affect the chemical formula for that mineral. Lead is considered as a trace element only in ores where little or no lead sulfide could be identified as a distinct mineral phase.

Municipal garbage incineration processes with coupled wet flue gas cleaning systems generate effluents containing toxic heavy metals such as mercury, zinc, cadmium and copper. The separation of these metal ions from the obtained scrubbing solutions is possible using liquid-liquid extraction. Extraction studies has been performed both with commercial extractants Aliquat 336, di(2-ethylhexyl) phosphoric acid and novel chelating agents as acyl thiourea and lipophilic oxathiaaza alkanes. Advantages and disadvantages of the investigated extraction systems are discussed. The paper reports on the basic research as well as on the testing in a laboratory scale.

Throughout time, the mining industry has been very successful in meeting the world's requirements for metals and materials while meeting the challenges of decreasing ore grades and increased emphasis on protection of the environment. This success has been due to the development and implementation of new technologies. A clear example of such a development over the past 25 years is the increasing use of leaching/solvent extraction/electrowinning for the recovery of copper from oxide and sulfide ores. The key to the successful introduction of this technology was the discovery and development of the hydroxyoxime liquid ion exchange reagents by General Mills Chemicals (now Henkel Corporation). An important role was also played by the close working relationships between General Mills Chemicals and Ranchers Exploration which resulted in startup of the first plant in 1968 and between General Mills Chemicals and Bagdad Copper which resulted in the startup of the second copper SX-EW plant in August of 1970. Following on the heels of the hydroxyoxime development came the commercialization of other new chelating reagents based on different chemical functionalities, i.e., beta-diketones, alkylated 8- hydroxyquinolines and sulfonamidoquinolines. This initial spurt of activity was then followed by a slowing of development in terms of new reagent functionalities. Activity has continued in terms of further optimization/improvement of existing reagent functionalities but the commercialization of new reagent functionalities has slackened. This observation reflects the fact that the development of new reagent functionalities for metal recovery has become increasingly more expensive such that the right combination of price and sales volume must exist in order to justify the investment required to bring a new reagent to the market place. Given the dependence of the mining industry on innovation to meet the needs of the future, one can ask how these new developments, particularly in new reagents, will occur. Electric power generation remains the greatest market for coal in the United States. In 1967, about 272 million tons of coal, amounting to over 51 percent of total coal consumption, were burned to satisfy this nation's hugh demand for power. The size of the utility market is currently five times that of 1941 and continues to grow with the demand for more and more energy. A major reason for this strong market has been the ability of the coal industry to supply a superior product for combustion while maintaining competitive prices. Now that the coal industry is engaged in intensive competition with nuclear power for future energy demand, it becomes ever more imperative that superior coal products are produced. One important problem when burning some coals is a liquid phase corrosive attack on boiler tube metal in the superheater and reheater areas of the furnace where steam temperatures may exceed 1050°F.

The Mine safety and Health Administration (MSHA) formed the Mine Ventilation Bleeder and Gob Training Committee in 1993. This committee was charged with developing a training course designed to enhance the knowledge and understanding of practical bleeder ventilation systems. The course will probably include a discussion on the theory behind bleeder system design, an in-depth look at the strengths and weaknesses of the basic bleeder system types, case studies, and a review of the systems currently in use. A database on active underground bituminous coal mines, gob areas, and the bleeder systems presently used was developed from questionnaires distributed to nine Coal Mine Safety and Health (CMS&H) districts. Representative systems were selected for thorough investigation to develop case studies. This paper introduces some of the material to be included in the course, including a description of basic bleeder system designs, a review of a portion of the database, and facts about the gob areas and bleeder systems investigated for the development of case studies.

As man searches unexplored horizons for new and economic industry, he must be constantly and acutely aware of the presence or absence of that precious commodity without which Industry, indeed Man himself, could not survive --W ATE R. The water requirements of the world today are magnanimous, considering that in 1960 the estimated consumption in the united States was over 300 billion GPD (1) or more than 1,700 GPD per person (5). The magnitude of the problem can be visualized as one considers that three times this quantity of water will be required in the united States by the year 2 000, when the dependable supplies of water are estimated to be only two-thirds of that required(2). How, then, can we continue to wreak such havoc on that life-sustaining substance -W ATE R? It is necessary, indeed mandatory, that those engaged in the Engineering profession consider it their moral obligation, not only to conserve the quantity of water which their conceived projects may require, but also to treat the effluent in order that the eutro-phication of natural water courses not be abnormally accelerated. The International Nickel Company of Canada Limited consumes some 33-1/2 millions of gallons of fresh water daily at its nine town-sites, fourteen mines and eight plants throughout the Sudbury district of Ontario. The present daily reuse of water exceeds 100 millions of gallons in the same area. It is noteworthy to mention that the milling rate has increased from 46,000 to 70,000 tons per day during the past five years, with no increase in water consumption. In fact, there has been a reduction in fresh water requirements.

Copper deposits in sandstones are excellent targets for open pit mines using SX-EW extraction and processing methods. The mineralogy consists of chalcocite as the primary sulfide and copper carbonates and sulfates in the zone of oxidation. Two general deposit types are recognized: early diagenetic copper deposits that are associated with the reddening of the surrounding sediments, and epigenetic deposits that are associated with the migration of copper-rich basinal fluids along faults into permeable reservoir beds with a source of reductant. Epigenetic copper deposits are more likely to contain enough tonnage to be economic.

Coeur d'Alene Mines Corporation's newest precious metals property is located in the old Rochester Mining District approximately twenty-five miles northeast of Lovelock, Nevada. Built at an elevation in excess of 6 000 feet, the Coeur-Rochester gold silver heap leach property encountered cold weather operational problems typical of most northern Nevada heap leach properties, soon after the start-up of operations last fall. Due to the size of the heap area under leach at Rochester, it was decided that 1 the usual practice of spraying to an "ice field" and waiting for the spring thaw was impractical. Further, the delivery schedule for a solution heating system of the size required was unacceptable. Accordingly, Rochester personnel embarked on a program to seek out a leach solution distribution system that would enable an operation through the winter and yet be cost effective. The findings of this program were rather dramatic and, as a result, the whole perception of heap leach solution application at Rochester has changed forever.

LKAB's Kiruna mine, located above the Arctic Circle in northern Sweden, is one of the world's largest underground mines, and it is one of the most modern. The Kiruna orebody is a high-grade magnetite containing about 80% low-phosphorous iron ore and about 20% high-phosphorous iron ore in situ. The mining method used is large-scale sublevel caving. Due to the blending of high-phosphorous ore with low-phosphorous ore during the extraction process, only about 20% of the run-of-mine ore can be used for the mine's low-phosphorous product. The blending process is highly irregular and difficult for the mine-planning personnel to predict. An algorithm was developed that uses principles of gravity flow to predict the run-of-mine phosphorous grades from the in situ geologic block model. The model can be used for both long- and short-term predictions.

Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. Technology Surface mining is the safest and most economical way to produce raw materials from the earth's crust. It also affords a more healthier working environment for the individual miner.
