Froth flotation technology is the backbone of the minerals pro-cessing industry where minerals are concentrated by selective separa-tion; either direct or in-direct flotation. In direct flotation useful minerals are conditioned to become hydrophobic (water-repellant) and attach to air bubbles while impurities (non-useful particles) remain in water. The hydrophobic particles are transported by air-bubbles to the top froth (foam) layer in flotation tank which can be removed as a concentrate. There are many factors that controls this selective separation process such as: particle’s degree of hydrophobicity, size, mass loading, air holdup and bubble size distribution. Turbulent fluctuation of the slurry in the tank is another important factor that controls the collisions rate between particles and bubbles and hence attachment rates. The turbu-lent fluctuations are measured by the local distribution of turbulent dissipation rates. Conventional flotation machines are restrained by residence time of the slurry that is about 3-5 minutes that results in a large footprint and limits the capacity of flotation plants. The designers of conventional flotation machines try to reduce the footprint of flota-tion tank by scaling up the flotation machines to increase plant throughput. The scale-up process reduces the specif power consump-tion and the local distribution of shear rates and turbulence dissipation rates. This scale-up results in a larger mean bubble size and lower particle-bubble attachment rates.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. The combined study of ground water regime and rock deformations has resulted in the theoretical substantiation of the common principles for analysis of the hydrodynamic and geomechanical processes Within the scope of unique scientific direction -hydrogeomechanics (Mironenko and Shestakov, 1974). The hydrogeomechanical models are widely used now for the analysis and forecasting the extremely important processes connected with the safe and efficient mining operations, as well as with the protection of geological medium. Among these processes are: -deformations of the open-pit slopes and spoil dumps; -consolidation of rocks due to the ground-water pressure drop; -water-end-rock material inrush into mine workings caused by deformations of the undermined rock mass; -geodynamical processes due to the changes in ground water regime; -artificial hydrofracturing in rocks; -transformations of clay linings under the tailing ponds and other technical water basins.

The concern for air pollution goes back centuries as will be seen from this quotation : "Strife and coal, it seems, have a hand-in-hand historical relationship. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining, the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers, etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables.

Many of the trace elements found in coal are associated with mineral matter, making it possible to remove them by physical coal cleaning. As part of work funded by the Electric Power Research Institute, both conventional and advanced coal cleaning processes were found to provide large reductions in the concentration of many trace elements that, if released into the atmosphere, are considered to be potentially toxic or environmentally harmful. Advanced physical cleaning technologies appear to provide greater reductions than conventional technologies. Chemical cleaning processes may also remove many trace elements, possibly including organically-bound elements such as beryllium. Care must be taken in the disposal of coal cleaning plant refuse because oxidation and leaching of this material can create highly acidic leachate and many trace elements are mobile in an acid environment. Laboratory leaching procedures are potentially useful in determining the degree of risk of water contamination by trace elements should an acid environment form.

In open-pit mining, blasting pattern design is performed to achieve a desired degree of fragmentation for loading, hauling, and crushing operations. Inappropriate fragmentation of rock will result in numerous problems such as incurring extra costs for secondary blasting, production interruption, etc. Wetness of the blast holes is one of the most important factors, which can cause the inappropriate rock fragmentation. Lowering ambient temperature in the vicinity of the explosion, the presence of water in the hole adversely affects the quality of the explosive while dissipating part of the explosion energy, ending up with inappropriate fragmentation problems. In the present research, in order to study blast-induced fragmentation conditions in Baba-Ali Iron Ore Mine, three scenarios were considered: explosion of ammonium nitrate with fuel oil (ANFO) in dry hole, explosion of ANFO in wet hole, and explosion of the emulsion in wet hole. For this purpose LS-DYNA, a numerical simulation code was used. Results of the present research showed that, compared to the explosion of ANFO in wet hole, the explosion of the emulsion produced more uniform distribution of fragment size, while the explosion of ANFO in dry hole resulted in fewer large fragments.

The mineral industry" has made and will continue to make important contributions to the growth of our economy. However, the industry is presently under continuous and increasingly severe attacks by organizations and individuals interested in the preservation of our environment. Yet neither the public interest value of preservation nor the public interest value of our mineral industry is known. In the absence of such values, judgments about best land use where minerals are involved are nearly always made on emotional grounds. An example of the sort of problem that has been created is in the New York Metropolitan Area. Because of institutionally-created shortages stemming largely from zoning decisions and building over deposits, the effective cost of fine aggregate delivered at dockside at Manhattan rose from $2. 65/cubic yard in July, 1969, to $4.10/cubic yard in May, 1970, this in spite of approximately ;l0,000 years of reserves on Long Island. The cost of fine aggregate for New York City alone has "Increased over $S million annually within one year, with the cost increase for the Tri-State Metropolitan Area (coastal Connecticut, New Jersey, and New York)" exceeding $10 million annually. The ab0ve situation has created a cost increase which is clearly the result of non-conservation of a mineral resource. That is, in readily measurable values, it Is costing the public about $10 million per year because good conservation practices were ignored-a public-interest loss. Admittedly, this is not the whole story because the public is simultaneously obtaining other values from the land surface that would otherwise have had to be dedicated, temporarily to be sure, to mineral recovery-a public-interest gain. However, the point is that we do not know where the balance lies-the net public interest value; it may lie one way for deposits zoned out of existence by a growing suburb, another for areas designed as permanent greenbelts, and still another for areas under new highways

This paper examines new copper production from waste-grade ore using Blue Planet Strategies’ DEMET™ (Dynamic Electrode Mining Effluent Treatment) technology, which aims to bridge the practical weak pregnant leach solution (PLS) processing gap in heap leach-solvent extraction/electrowinning (SX/EW) operations by electrochemically removing metals from weak streams and generating product streams strengthened in target metals in a functional analog to SX. Weak PLS treatment was studied and used to estimate the economic and production impacts for a representative hypothetical brownfield copper heap leaching and DEMET-augmented SX/ EW operation to utilize "waste ore." Copper removal at 86% plating efficiency to below 0.1 g/L copper with power consumption of 0.55 kWh/lb copper and product strengths of over 10 g/L copper are presented. Modeling yielded approximately $2/lb total copper production and = $1/lb treatment costs with an immediate operation gross margin increase of 12% for the augmented brownfield. Potential mine life extension with an average 38% gross margin on "waste ore" augmented production at copper values of $3.25/lb was also indicated.

Acid mine drainage, discharging from coal beds, has polluted our streams and rivers since early time. These pollutants affect water quality by lowering the pH, reducing natural alkalinity, increasing total hardness, and adding undesirable amounts of iron, manganese, aluminum and sulfates, The tangible damages are the costs involved in replacing equipment corroded by the acid water, additional treatment costs at municipal and industrial water treatment plants, and damages resulting from corrosion of steel culverts, bridge piers, locks, boat hulls, steel barges, pumps, and condensers. Intangible damages, which are real and important, include destruction of biological life of the stream, reduced property values, and streams rendered undesirable for recreational uses.1 The major problems of mine drainage occur in the anthracite and bituminous coal regions in Appalachia. However, many of the western mining states have significant mine drainage problems in specific areas, but the overall problem is not as great as in the eastern states.

Detailed mapping, using a large diameter diamond-drill in conjunction with high resolution reflection seismics, has increased known resources of kaolin clay and glass-grade silica sand from scattered deposits generally < 1 km2 to large areas of Cretaceous valley fill up to 130 m thick. Detailed chemical and physical analysis of drill core is presently underway. Silica sand deposits intersected in this study are up to 99.4 % SiO2 without beneficiation. Light grey to white kaolin clays identified by XRD and DT A have concentrations values (without beneficiation) up to 47.28% SiO2, 37.44% Al2O3, 0.45% Fe2O3, 0.49% K2O, 0.07% Nap, 0.07% CaO and 0.39% MgO.

Shovels, trucks and repair bays for the trucks each play their role in the capacity of an open pit operation. It is therefore convenient to have a procedure for the capacity calculation which takes all 3 factors into consideration in a comprehensive manner. This can be done by means of a cycle model, earlier developed for the shovel-dumper circuits, when the repair facility with its number of repair bays is added as a superimposed service system, which the trucks visit at certain specified intervals. The calculation model transforms the mechanical availability of the trucks into their operational availability. The system&apos;s capacity in truckloads per shift and the trucks&apos; operational availability of certain combinations of shovels, trucks and repair bays are shown.

A new approach has been developed that is capable of ascertaining the ore component that is responsible for the preg­robbing of pregnant pulps. Many gold mines are currently treating ores containing a component that is detrimental to the recovery of gold, in that they "preg-rob" the pregnant pulp by adsorption of some of the dissolved gold. The identity of the preg-robbing component in this type of ore has been the subject of considerable debate over a lengthy period, th various suggestions including amorphous carbon, chlonte, chalcopyrite and layered silicates, such as the phyllosilicate minerals pyrophyllite, kaolinite, phlogopite and illite. A means is now available to identify and characterize the preg-robber in gold ores. This new approach consists of contacting the ore with a synthetic aurocyanide solution, identifying the mineral grains by optical microscopy and analysing each grain individually using high-sensitivity electron microprobe analysis. The approach is exemplified in this initial study by identifying the preg-robbing component in an active sample of gold-bearing shale to be an amorphous carbonaceous phase consisting of discrete particles of about 5 µm diameter interspersed with shale particles and agglomerated into grains of up to 100 µm diameter. Microanalysis of these grains as well as other mineral particles revealed that the gold content of some of the carbonaceous grains was close to 7000 g,lt, with no gold being detected in any of the other mineral phases that were found to be present (e.g. quartz, chlorite, muscovite, pyrophyllite, etc). Bulk analysis of the sample for carbon and gold confirmed that gold loadings of around 7000 g,/t would be expected if all of the gold were adsorbed onto the carbonaceous component. The carbonaceous constituent is probably also responsible for the anomalously high surface area measured for the material. It probably acts in a similar fashion to activated carbon, and the correct choice of organic blinding agent will decrease the extent of preg-robbing by lowering the activity of the material for gold, without causing any downstream problems such as fouling of the activated carbon used for gold recovery

Despite numerous empirical, numerical, and hybrid studies conducted on the subject of coal rib failure, mine fatalities related to rib failures continue to occur. To date, a standard methodology for the design of coal rib supports which can accommodate the wide range of unique conditions found in coal mines in the United States has not been developed, forcing mine operators to rely on the trial-and-error process or industrial legacy practices for the design of coal rib support patterns. In this study, to better understand the support systems' effectiveness, various rib bolting scenarios were investigated. A coal mass constitutive model is implemented to a Distinct Element Method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength-reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid Banded-Bright coal (BBC) were considered in this study. Different scenarios such as rib bolt length and the number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength reduction method in DEM code with the coal-mass model can aid in the development of practical primary support charts, which can help in the rib support design process. Numerous articles have been written about the coal mine ; he has been compared with brave men who have gone out to conquer some unknown hazard throughout the ages. Now, however, modern mining is no longer something to be avoided, but a vocation that anyone can be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operators of most mines as well as the state and federal inspectors to see that coal mines are as safe or safer than work places in any other industry. How- ever, it is true that mine fires and explosions have occurred in the mining industry since its inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers&apos; Handbook, 1898, Caleb Pamely writes of an explosion that occurred at Fatfield, England in August 1708, resulting in the deaths of 69 persons. He states: "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." It is interesting to note that women were employed as miners in England during that period. In the United States, the first record of coal mined was in 1702 by the Jamestown colonists. In 1786, about 20 years after Pittsburgh, PA was first settled, a charter was granted by William Penn to mine coal on the banks of the Monongahela River. Then in 1803, the first important coal company, the Lehigh Coal Co., was established. From this beginning, the mining industry continued to grow in importance and the first state mining law was formulated in 1870. The Pennsylvania state mining law was followed in 1873 by Ohio&apos;s, and in 1876 by Maryland&apos;s. A mine explosion at Avondale, PA in 1869 stimulated state legislatures to formulate these early laws. In 1907 near the town of Fairmont, WV, there were, within three days, two explosions resulting in a total of 597 deaths. Because of this, the federal government took action and by 1910, the US Bureau of Mines had been established. This was perhaps the most significant change in health and safety for miners during the first half of the 20th century as the USBM concentrated its entire efforts in the study, research, and testing of methods totally directed towards improvement of the health and safety of the miner. After a mine disaster in Illinois, a federal law was passed in 1940 calling for federal coal mine inspectors. Then in 1969, Congress enacted the Federal Coal Mine Health and Safety Act following a mine explosion near Farmington, WV. In 1977, the law was revised and included noncoal mining operations.

Recovery of uranium from wet-process phosphoric acid is a newly developed source of uranium. Many processes have been developed but the OPAP (octylphenyl acid phosphate) process is still the valuable one because the OPAP reagent compound has the high extraction ,power and cheap cost. The OPAP process was already studied by murthy(1) in 1970 and its complete process flow sheet was first fulfilled by F.T. Hurst(2) in 1974. WCFC(3) (western Co-op Fertilizer Ltd.) in cooperation with ESI (Earth Science Inc.) set up the OPAP uranium recovery pilot plant in Canada in 1978. We have studied the OPAP process since 1974 and first improved the OPAP extractant by proper adjustment of the DOPAP/MOPAP mole ratio with CH3OH-H20 method, resulting in shortening the phase separation time and avoiding the precipitation occurrence in our process. Second, we utilize the reduction and oxidation occurring by DC power supply on either side of the membrane to achieve the extraction and stripping at the same time. An improved OPAP process in which high recovery yield of uranium and acid uncontaminated by iron has been developed in our laboratory.

The wide scale acceptance of the heavy media separation is due to its simplicity and efficiency. The two most important variables of the process are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media solids. The almost always present clay in the feed and conse¬quently in the medium acts as a stabilizing agent, and its optimum concentration varied between 3-4%.(1,2) Since polymers essentially perform the same function in oil well drilling muds - i.e. to suspend cuttings during drilling - as the fine clay in heavy media separation, this led to the investigation of whether polymers could be used in heavy media separation as supporting agents. During the first phase of the work, it was found that by the controlled addition of polymers, the stability of the heavy media increased without unduly increasing viscosity of the suspensions, thus yielding conditions for more effective and efficient separation. The results of the experiments were reported in a paper at the AIME Centennial Annual Meeting, March 1971.(3) This paper presents the results of the experiment carried out during the second phase of the work.

Underground mining is a very complicated and complex industrial activity. The uncertain and, in most cases, the incomplete knowledge of the geological and mineralogical nature of the deposits can cause unforeseen difficulties. For a safe and uninterrupted operation, in addition to good planning and scheduling, reliable and up-to-date monitoring and control of all processes and conditions become necessary. Today, this is even more important in view of increasingly difficult working conditions, poorer grades, and more complex and expensive machinery. In short, large capital investment and higher risk of financial losses are involved in modern-day mining operations. Monitoring and control of the underground mining process has become a very complex and difficult task in itself. Many different systems are available, and the correct choice .is of utmost importance from both the economic and safety points of view. This chapter will deal with aspects of underground production monitoring and control. There are, however, many other areas of equal importance which are covered in an excellent manner in a hand- book by Olaf (1976) on monitoring and control of underground operations.

A new P(MAAA) latex was developed and used in separation of ultrafine apatite from calcite and silica by means of selective flocculation. The latex was found to flocculate selectively apatite from apatite/calcite and apatite/silica mixtures in the presence of sodium tripolyphosphate and sodium silicate over a pH range from 9.1 to 9.4. The separation of apatite from calcite was more selective with sodium tripolyphosphate, while the results of the separation of apatite from silica were better when sodium silicate was used. In the apatite/calcite system, 90% apatite recoveries into a concentrate containing 34% P2O5 were possible in the presence of 4 mg/l of sodium tripolyphosphate at a latex dosage of 2.2 kg/t. In the apatite/silica system, 80% of apatite could be recovered into a concentrate containing 33% P2O5 in the presence of 20 mg/l of sodium silicate at a latex dosage of 1.1 kg/t. Deposition tests were used to study the interaction between the latex and the mineral surfaces. The results revealed that deposition density of the latex on apatite was higher than on calcite; the differences between the deposition onto these two minerals were higher at pH 9.2 than at 7.2. The results point to the stronger interaction between the latex and apatite surface when compared with the latex-calcite interactions.

The Cyprus Pima Mining Company&apos;s open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. At that tine reserves were law - volume (+10 million tons) and high grade (+1.5% Cu). Several periods of growth have brought the operation to its present production level of 55,000 tons per day of ore and +125,000 tons of waste. Over the years, a number of attempts to refine and polish the ore reserve figures have been made using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Other refinements were tried using adaptations of established methods combined with computer modeling techniques. The resulting mine-model ore blocks were an improvement but they still tended to show too match tonnage of mill feed, often at too low a grade. One attempt at Kriging had only limited success. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons thus far between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results. A new, better procedure for estimation of ore reserves apparently has been developed for the Cyprus Pima deposits. The specific procedures seem likely to have direct application to other, similar operations. The methods used to develop the procedures could be of value to still other operations.

The sixth survey on the mining industry by Comann Associates provided data for entry-level and midlevel engineers as well as executive officers. Average 1989 compensation - base salary and anticipated bonus - for chief mining executive officers or chief mining operating officers: $237,943. This is an increase of 20% over the results of the last survey, on 1985 compensation. The latest survey also showed that bonuses for chief mining executive officers averaged 33% of base salary. Average 1989 compensation for chief executive or chief operating officers at mining operations with under $50 million in gross sales, $148,638; at mining operation with more than $50 million in gross sales, $275,141. The survey showed that these officers averaged 14 years employment with their present company, had five years in their present position, and had an average age of 54.
