Large scale surface mining has a major impact on land use. Without reclamation, abandoned mining sites are usually less productive than before mining. With increasing and completetive land use demands in the United States, it becomes increasingly evident that multiple land use should be considered for all areas that will be mined, with special emphasis on coal, sand, gravel, and stone. The mining of these commodities affects the largest land areas and the latter two are commonly mined near population centers where high land-use pressures justify serious consideration of multiple use. Typically, sequential use will mean restoration of the mined land or at least transformation of the land into a useable state. Determination of land reclamation capability is a viable approach to planning reclamation of surface mined land. The natural resource base--geology, soil, and water--controls the type and intensity of land-use practices which can be sustained following mining. Evaluating physical limitations can eliminate consideration of uses which would severely impair the environment or which are impractical. This approach provides for an environmentally and economically sound land use at very little cost. In addition, it can save or make money for the mining company and landowner. Sand and gravel is an especially significant resource because it is mined throughout the entire country and commonly extracted near cities. Increasing urban growth and industrial activity require increased supplies of sand and gravel. This translates into expanded surface mining and an increase of disrupted land. Oftentimes this land is within an urban area and has potential for real estate or water-based activities. Design of underground openings is becoming more critical as the mine deposits become lower in grade, initial investments increase, ore depth increases, additional safety regulations come into law, and increased ore recovery is required for conservation of minerals. Stability of these openings is dependent on the strength of the rock mass and the pre-mine stress field. The rock mass is composed of solid blocks of rock (rock sub- stance) and structural features (faults, joints, bedding, etc.). Methods of testing the rock mass strength are improving and be- coming more common, however it is difficult to justify the high cost of large scale testing for an initial mine design. An alternative to testing the rock mass is to measure the rock substance and the structural features separately, and then combine them to estimate the rock mass strength. The rock mass strength will vary depending on the orientation of the opening with respect to the structural features. The other factor affecting the stability of underground open- ings is the pre-mine stress field. Methods are available to measure "directly" the pre-mine stress in competent and relatively massive rock. These methods are costly to employ, therefore, they may not be justified in an initial study. The pre-mine stress field can be estimated based on the structural relationships formed from past tectonic events.

Roadheaders have become widely used in underground mining and tunneling operations because they offer the flexibility to excavate soft- to medium-strength rock formations. A critical issue in successful roadheader application is the ability to develop accurate and reliable estimates of machine production capacity and the associated bit costs. Increased pressure to improve productivity and lower costs in the mining and civil construction industries has been the driving force behind the more wide- spread use of mechanical excavation systems. This has caused both industries to move away from the conventional drill and blast methods. Additional benefits of mechanical mining include improved safety, reduced ground support requirements and fewer personnel. These advantages, coupled with recent enhancements in machine performance and reliability, have resulted in mechanical miners taking a larger share of the rock excavation market. Roadheaders are the most widely used underground partial-face excavation machines for soft- to medium- strength rocks, particularly for sedimentary rocks. They are used for development and production in soft rock mining (main haulage drifts, roadways and crosscuts), particularly in coal, industrial minerals and evaporitic rocks. In civil construction, roadheaders are used to excavate railways, roadways, and sewer and diversion tunnels in soft ground conditions. They are also used to enlarge and rehabilitate underground structures. Their ability to excavate almost any profile opening also makes them attractive to those mining and civil construction projects where various opening sizes and profiles are needed. In addition to their high mobility and versatility roadheaders are generally low capital cost systems com- pared with most other mechanical excavators. Because of higher cutting-power density due to a smaller cutting drum, roadheaders can excavate rocks harder and more abrasive than continuous miners and borers.

Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To compound problems, average head grades for refractory U.S. gold ores have fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Particularly in hard, (semi)refractory sulfide ores, many operations may experience substantial decreases of gold recov­ery. For example, Martins et al. (1991) report that at an Austra­lian mine, sulfide ore treatment led to 4 - 10 % lower gold reco­veries as the work index increased from 8 kWh/t to 14 kWh/t and the grind coarsened. Many refractory ores should actually be classified as semirefractory since a fine sulfide fracturing and liberation would make 80 - 90 % of the gold cyanide leachable. However, conventional comminution is often prohibitively expensive for these ore types.

Separation and identification of minerals composing the Tunisian silica sands have been conducted by acid etching and hot filtration/sedimentation (HFS) without affecting the quartz component. It was found that the hot acid etching process is an effective method to separate quartz and clay minerals in the silica sand. The SEM micrographs of the silica sand show rough surface and some cracks with irregular shapes. The surface becomes clean and smooth after acid etching process. After chemical dissolution, the clay minerals were recovered by hot filtration following by sedimentation at low temperature. FT-IR, EDS maps, and secondary electron (SE) analyses of separated clay minerals reveal the presence of Fe2O3, montmorillonite, and kaolinite minerals. The LIBS analysis of clay minerals shows the presence of Al, Fe, Ca, Al, and Mg. The sequential etching process can be introduced in the purification methods as an effective way to separate quartz from clay minerals.

Barrick's Goldstrike AA heap leach pad is an HDPE-lined facility that was used for gold recovery from low-grade ores using conventional cyanide heap-leach technology. The pad was operated from 1987 through 1999. Goldstrike prepared a unique reclamation plan for the AA leach pad facility to provide for a cost-effective, environmentally sound facility closure and to fulfill the State of Nevada's closure requirements. The traditional Nevada leach pad closure procedure involves rinsing to reduce the cyanide concentration to an acceptable level followed by reclamation. However, rinsing does not typically reduce certain metals and compounds, and some constituents may increase in concentration with rinsing. A closure scenario to effect limited infiltration through installation of a capillary cover for the leach pad was developed. The capillary cover was constructed by placing a fine-grained layer above the coarse-grained spent leach material to create a capillary break. In an arid climate such as in Nevada, the fine-grained layer will rarely reach saturation, and the cover will be able to store water during precipitation events and will allow removal of water through evaporation and transpiration (ET) during the growing season. A 1.22-m (4 ft) cover thickness was selected as the optimum design cover thickness. The drainage network on the surface of the recontoured AA heap leach pad was specifically designed to enhance the re vegetation, reclamation and sediment yield control aspects of the AA heap leach pad closure, while resulting in a natural looking surface that is compatible with the surrounding topography. Adjacent natural topographic features were used to establish target design parameters for recontouring and erosion-control design.

One often sees in the papers, in these days of ecological consciousness, estimates of the quantity of land that has been "devasted," "ruined," or "destroyed," by surface or strip mining, especially for coal. One feels sure that coal miners must have been the first to discover the art of excavation and that the public didn't know of its existance until five or 10 years ago! Estimates of the acreage vary widely with most of them sounding somewhat unreal. One estimate of 175,000 acres in Alabama appeared in one newspaper article and the implication was that all of this was mining for coal. The question was raised anew last summer when the author began working on a land use estimate utilizing aerial photographs, a preliminary project to the Alabama Earth Resources Technology Satellite (ERTS) contract presently being fulfilled. One land use category was barren or waste land and aside from some sand beaches in the two coastal counties in Alabama, recently strip mined land constituted most of that category. It quickly became apparent that old stripping was very hard to detect so that estimates from aerial photographs are not accurate. With regard to relatively new stripping, a thin veneer of reflective dirt washed over the countryside may result in a considerable overestimate of the excavated area. Actually, there is a way to estimate the area excavated by strip mining using published Bureau of Mines figures. At least three sets of data are needed: (1) Coal production figures, (2) average thickness of coalbeds mined, and (3) an accurate recovery figure.

Tunnel approach structures situated in slow moving earth flows are subjected to significant earth pressures. The authors have developed a system, utilizing collapsible concrete columns, that limits such loading. The system uses an array of collapsible concrete columns in front of the structure to absorb downslope movement and limit-imposed loads. This concept has been modelled using 3D FEM analyses and a rudimental lab test. For implementation, the collapsible columns would be prefabricated in strengths to mimic the soil strength profile. This concept has merit, and analytical results demonstrate that collapsible columns are a viable means to limit loading.

Recent underground nuclear tests in tuff, alluvium, salt, and granite have yielded data essential to the evaluation of mining applications of contained nuclear detonations. The data indicate that for these media the cavity radius is predictable within ±20% without regard to the properties of the rock in the immediate shot environment. Properties of the chimney of broken rock resulting from collapse of the cavity, on the other hand, are found to be related to the properties of the rock and its preshot structural weaknesses. Seismic effects and radioactivity distribution are sufficiently documented to serve as a basis for predicting the safety conditions associated with detonations for a variety of yields.

The subject matter of this paper, "Applied Rock Mechanics?," has its genesis in a recent field trip taken by the author. A more or less standard question asked at the mines visited was "How are you using the principles of Rock Mechanics to assist you in maintaining an efficient, safe, and competitive mining operation?" The question was couched in a number of different forms, but the intent was to determine whether or not a general theory based on reason and the scientific method was applied or whether the alternatives of tradition, intuition, ?common sense', revelation, ?shotgun methods' or authoritarianism were invoked. Perhaps two responses to this query will be illustrative of the general nature of the replies. At operation XYZ an extension to the known ore body has been found. The extension is of large enough size and grade that a mining scheme using load-haul-damp techniques is envisaged. Since this represents a departure from the present mining scheme, questions have arisen regarding pillar sizes, room and entry sizes and possible support requirements. A task force has been set up to expeditiously plan for these things and write the necessary specifications and requirements. The fundamental question was posed to members of this group.

Boyles Bros. Drilling Co. and Gibbons and Reed Company, both of Salt Lake City, Utah, have successfully combined into two joint ventures on the San Juan-Chama project of the U. S. Bureau of Reclamation. The Azotea Tunnel is 12.7 miles in length; the inlet portal is on the Navajo River in Archileta County, Colorado, and the outlet portal is in New Mexico, about 10 miles south of the state border. The Oso Tunnel lies immediately to the north of the Azotea Tunnel and discharges water directly into it. We are presently driving both tunnels with mechanical boring machines from their portals at the Navajo River. Both tunnels are circular, fully concrete lined. The Azotea Tunnel has a finished diameter of 10 ft. 11 inches while the Oso Tunnel is 8 ft 7 inches in diameter. Both tunnels are supported with circular, structural steel rings as required by ground conditions. In good ground rock bolts and steel roof plates are used.

The expanding volume of maritime coal transportation is intensifying the problems concerning large vessel service port construction, transshipment and environmental control. The major problem is the transshipment of coal. Customary methods for bulk transfer must be improved and/or new systems developed. Slurry unloading has a key role in the new systems. The present report reviews progress in slurry transportation research which has been done in Japan since the 1960s when large scale experiments for domestic transportation were done. Experiments on the effects of vibration on the slurry cargo and on reslurrying are discussed.

Controlling and predicting ground movements are essential to the design of shoring systems. The Courthouse Commons tunnel in San Diego, California, included a 56-foot-deep temporary shaft as a launching point for tunneling using the Sequential Excavation Method (SEM). The rectangular shaft was unique in that it was surcharged on one wall by an 11-story building and employed a hybrid support of excavation design. An array of geotechnical instrumentation was used to monitor lateral and vertical movements at the ground surface. Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

Hand-transmitted vibration (HTV) exposure is associated with various health risks for operators of mobile mining equipment (MME). The case–control research was conducted to determine the musculoskeletal disorder (MSD) risks associated with exposure to HTVs in the exposed (case) and non-exposed (control) groups. HTV readings were measured at the interface between the hand and the steering device using the SV 105B triaxial hand accelerometer connected to the SV106 human vibration analyzer involving 40 MME operators in accordance with ISO 5349:2001 guidelines. A questionnaire survey was also carried out among both the study groups using Cornell Musculoskeletal Discomfort Questionnaire. The European Union's 2002/44/E.C. was used to assess the health risks posed to the MME operators. Twenty-eight out of the 40 MMEs were generating HTVs exceeding the stipulated daily limits of vibration, putting 70% of the operators at increased risk for developing MSDs. The case group was found to have an elevated risk of exposure with odds ratio (OR) 7.56 (95% confidence interval (CI), 1.159, 49.39) and OR 12.80 (95% CI, 2.436, 67.285) times more likely than the control group to suffer discomfort in the left shoulder and left wrist, respectively, indicating increased risk of exposure to HTV. Additionally, cases had elevated risk associated with exposure to tobacco, OR 9.35(95% CI, 1.856, 47.129) compared to those who did not use tobacco. MSDs were more prevalent in the case group compared to the control group. This observation was validated by the field investigations and the responses of MME operators to the questionnaires.

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989, which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This paper reviews present diesel emission standards, available diesel exhaust aerosol measurement techniques, and the results of the occupational exposure surveys. In the surveys, diesel aerosol was emphasized because it is a major component of diesel exhaust, is suspected to contribute to the health hazard, and is readily measurable. Three primary aerosol measurement techniques were used: respirable combustible dust, size-selective sampling, and measurement of the elemental carbon fraction. Occupations surveyed included mine workers, railroad workers, forklift operators, fire fighters and truck drivers. The studies found mean diesel aerosol concentration levels in the range of 0.004 to 1.74 mg/m3? Highest aerosol exposures were in confined spaces such as mines where heavy diesel equipment is used. Polycyclic aromatic hydrocarbons typically are found at very low concentration levels and are not unique to diesel exhaust.

Several discrete-event simulation models have been developed for designing the conveying system capacities of underground coal mines. Most of these models require the use of a step-function approach to mimic the loading process at each conveyor loading point. Over the years, practitioners have generally employed one of three versions of the step-function approach. An important issue is how these three versions compare to each other in terms of simulated capacity requirements for belt conveyors. Another is-sue is how they compare to peak capacity design. This paper addresses these issues by statistically and quantitatively comparing their simulation results. The consequences and problems associated with using each version are also discussed and summarized.

In this work, the selective reduction of lateritic nickel ore was carried out using sodium sulfate, sodium carbonate, and sodium chloride as additives. The 5 wt% of anthracite coal, which contains 60.35% of fixed carbon and 1.9% of sulfur, was used as a reductant. All raw materials were mixed homogenously prior to the pelletization process into 10–15 mm of diameter. The reduction process was carried out to 50 g of pellets at 950 °C, 1050 °C, and 1150 °C for 60 min in a muffle furnace at atmospheric pressure. It continued with a wet magnetic separation process to separate ferronickel (concentrates) and impurities (tailings). Iron and nickel grade analysis was performed using XRF, while phase transformation and microstructure were analyzed with XRD and SEM–EDS. The results showed that the sodium sulfate was superior, resulting in the highest nickel grade in concentrate, i.e., 15.06%. The sulfidation mechanism, which could inhibit the metallization of iron, effectively increased the nickel grade in concentrate than decomposition of carbonate and chloridization process. The sulfur content in the reductant also influenced the selective reduction process. It promotes more sulfidation of iron, thus increasing the nickel grade in concentrate.

The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

For many years the green and dry compressive strengths' of pellets have been, considered as possible criteria of pellet performance during induration. Although widely quoted throughout the industry, little attention has been given to standardizing the unfired pellet compressive strength test or to determining the characteristics of the test. The purpose-of this study was to compare the constant deformation rate test with that using a constant loading rate in addition, the dependence of these tests on such pellet properties as size, weight, and method of balling was to be investigated.
