Considering the two most important issues the ironmaking industry faces today, i.e., energy consumption and greenhouse gas emissions, it would be advantageous to utilize the concentrate-size raw materials directly without pelletizing or sintering, especially without the use of coke. This plenary lecture describes two such processes developed at the University of Utah. One is the Flash Ironmaking Technology (FIT) and the other is a moving-bed process for continuous ironmaking with gaseous reduction of iron ore concentrate (MBIT). These technologies are designed to produce iron directly from iron concentrate without requiring pelletization/sintering and cokemaking in two significantly different temperature ranges. They take advantage of the high reactivity of the concentrate particles and will considerably reduce energy consumption and carbon dioxide emissions compared with the current processes. The process of the development from the conception of the idea, to kinetic feasibility establishment, to laboratory flash furnace, and finally to the operation of a prototype facility for the development of the FIT is discussed. The development of the MBIT also started with the formulation of the process concept, followed by kinetics feasibility establishment, and the design of a potential industrial reactor. The results of economic analyses on the FIT are briefly described.

INTRODUCTION The Tokyo metropolitan region, inclusive of the three neighboring prefectures (Kanagawa, Chiba and Saitama), has the highest concentration of population and industry in Japan; with an area of 13,500 km2 or only 3.6 percent of the national land, but a population of 31.8 million or 26 percent of the national total, and a Gross Regional Product (GRP) of146 trillion yen (US$1.33 trillion) or 36 percent of the overall GDP of Japan as of 1990. Tokyo Bay, embraced by the metropolitan region as shown in Figure 1 (a), (b), is open to the Pacific Ocean as a marine gateway and is ringed by large cities and coastal industrial zones together with port facilities, all constituting a concentration of prime importance for socio-economic activities. The Trans-Tokyo Bay Highway (TTB highway), which crosses Tokyo Bay and provides a direct transportation link between the west and east sides of the bay, has long been a sort of “dream-come-true” project in Japan. As shown in Figure 2, linked to the Tokyo Bay Shore Highway, Metropolitan Inter-city Expressway, Tokyo Outer Ring Road, Tateyama Express-way, and others, it will play an important role as an integral part of the regional highway network to help promote spatial redistribution and multi polarization of urban functions, thus strengthening cooperation between cities and restructuring the metropolitan region. The TTB Highway is a project of 15.1 km in length designed as a toll highway to cross the bay by tunnel and bridge, and will require ten years to complete at a total cost of more than 1,438 billion yen (US$13.077 billion). Following more than 20 years of feasibility and environmental assessment studies, construction of this giant offshore highway project commenced in May 1989 as the first large-scale highway project with private-sector participation under the prevailing Road Law in Japan, and is now steadily proceeding toward the goal of completion in fiscal1997. This report outlines the entire TTB Highway project, including the waterproofing measures against high water pressure and the rapid construction method applied in the construction of shield tunnel sections.

This study showed the kinetics of gold chlorination leaching from an anode slime complex containing copper, silver, barium, selenium, and tellurium. AgCl and BaSO4 control the rate of gold leaching, and the interface transfer and diffusion across the product was selected as the desirable kinetic model. The concentration of hydrochloric acid, chlorine gas flow rate, pulp density, and temperature have been precisely studied. The results showed that temperature and hydrochloric acid have a favorable influence on the leaching rate. However, the chlorine gas flow rate is inactive in the reaction rate. Furthermore, the leaching rate decreased with an increasing pulp density. The leaching process was controlled by the interface transfer and diffusion across the product, and the activation energy was determined to be 13.66 kJ mol–1.

INTRODUCTION The most serious occupational radiation episode in U.S. history was the exposure of uranium miners to radon daughters in the 1945-1968 time period. Although the maximum permissible dose at that time was 12 WLM (working level months) per year, average exposures were several times that figure, and ten times higher exposures were not uncommon. Starting in the early 1960s, mounting epidemiological evidence appeared for an excess incidence of lung cancer among these miners; up to 1974, there was an excess of 134 cases (159 observed vs 25 expected) among the 4000 in the group under study (NAS-1980). When this excess became apparent, the Federal Government took jurisdiction, greatly tightened enforcement, and in 1969 lowered the maximum permissible exposure to 4 WLM per year. These standards were met largely by a great improvement in ventilation. As a result of these measures, average miner exposures were reduced 5-fold from 1965 to 1968 and by another factor of 3 by 1970. In 1978, the 4 WLM/year maximum permissible exposure was exceeded by only 37 of 7500 underground miners, for only 16 wars it exceeded by more than 25%, and for only 8 was it exceeded by 502 (AIF-1980). The average exposures to the various groups are listed in Table 1. We see that the average exposure for all miners was 1.03 WLM, and for those who worked essentially full time underground it was 1.45 WLM. For purpose of later discussion, it will be convenient to choose a single value for average exposures. In view of the fact that employment situations and job categories are bound to vary over a lifetime of work, we take this to be 1.3 WLM/year. The purpose of this paper is not to dwell on history, but rather to address the question of whether or not this present situation is satisfactory. This question was considered recently by a study group under the auspices of National Institue of Occupational Safety and Health (NIOSH-1980) and it answered the question in the negative, concluding that the maximum permissible exposure should be substantially reduced. However, their arguments were incomplete and were lacking in perspective. The principal thrust of this paper is to provide some of the material overlooked. RISK TO URANIUM MINERS FROM RADON EXPOSURE In order to quantify the risk to uranium miners under present working conditions, it is first necessary to estimate the risk of lung cancer per WLM of exposure. The most straightforward way of doing this is to use the data on the group of uranium miners under study. These are listed in Table 2 for 8 exposure ranges and for the total group (NAS-1980). If all data are given equal weight, the risk is seen to be 3.5 x 10-6 per year per WLM. Much can be said in favor of using this value for the risk as dose independent; it is within one standard deviation (SD) of the observations in 5 of the 8 dose categories (as expected from the definition of SD), and within 2 SD for all 8, and for the three cases differing from the mean by more than one SD, two are above and one is below. However, the uranium miner exposures in the present situation will be far below those covered in Table 2, so it is worth considering the possibility that the risk differs from this at low doses. From the last column of Table 2 we see that the experience from all exposures below 600 WLM indicates a risk higher than the mean for the entire group by more than two standard deviations (the value 600 WLM in this comparison was deliberately chosen to maximize this deviation; for exposures below 360 WLM and 840 WLM, the excess is only 1.0 and 1.6 standard deviations respectively). In view of this tendency for the risk to be higher at lower dose, we will take the risk to be 5.0 x 10-6 per year per WLM in what we will refer to as model A. "This paper describes the optic fiber structural monitoring system implemented for Pavoncelli Bis tunnel. The paper highlights the optic fiber sensors customization capabilities, how they smoothly fit precast concrete lining processes and TBM operations, and how a lifelong service monitoring can be achieved. An overview of readings’ evolution during excavation concludes the paper.INTRODUCTIONPavoncelli Bis is a 10 km hydraulic tunnel designed to by-pass the existing Pavoncelli tunnel which experienced severe damages during the 1980 Irpino-Lucano earthquake, in south of Italy (Barla 2009). Pavoncelli Bis excavation work commenced in 1988-90, however, when excavation approached pk. 0+583 in 1992, water percolations became more and more consistent and resulted in work suspension. The tunnel was eventually sealed at pk. 0+383, leaving a flooded section between pk. 0.383 and pk. 0+583. Work resumed in 2012 where EPB-TBM excavation was adopted to cross the flooded section and to overcome complex hydro-geological conditions in various lito-types and, in particular, in the Varicolori Clay-shales area (Figure 1).Consequently, stress evolution monitoring is extremely important during construction and during the service life of tunnel lining in clay-shales and in faults areas. In particular, the paper focuses on the monitoring system proposed for the newly EPB-TBM excavated portion from pk 0+583 onwards where optic fiber sensing technology was chosen for its reading stability and reliability in presence of water and its ability to be connected in series and remotely interrogated at kilometers of distance. FBGS OPTICAL FIBER SENSOR TECHNOLOGYFiber Bragg Grating Sensors (FBGS) are gaining increasing attention in the field of experimental stress analysis. Basically, Fiber Optic Bragg Sensors are strain-measuring devices and therefore provide many of the advantages of the well-known metal foil strain gages (Kreuzer 2007).Bragg gratings are written into so called single-mode fibers. These fibers consist of a very small inner core of 4 to 9 µm diameter and an outer part (cladding) of pure glass (SiO2) of 125 µm diameter. The difference of refraction indexes between inner core and cladding causes the light to propagate only inside the small core."

I have spent my entire life in the mining industry pursuing what I believed was an honorable profession that provided products that were critical for our social and economic well being. Now I am told that all of my efforts been for nothing and that I have been doing something morally wrong - mining. This view of the future is not one that the mining industry has to allow to unfold. A determining factor in how things will turn out is continued improvement of the industry's environmental performance. To some extent, the current state of affairs in the United States is a result of the common perception that greedy corporations (usually foreign) are somehow ripping off US citizens of their native birthright or natural treasures in the name of corporate profits. Implicit in this view is the belief that corporations will take shortcuts or violate the environment in the name of profits. I have 26 years of experience in working in the copper, uranium and gold industries. Profits during those years were meager and difficult to find (Fig. 1). In fact, when I began working fresh out of college, I chose copper, which was then selling at around $1/lb. By the time I left copper mining, it was selling for 45 cents/lb. I then moved to uranium, which was selling for $52/lb. By the time I left it was $16/lb. I finally picked gold, which was then at ($650/oz). There is a whole generation of engineers, geologists and professionals who have spent two decades downsizing, closing mines, improving costs and getting smarter about how the mining industry does what it does. The environment, health and safety are areas where there have been great improvement. There are five characteristics of corporate governance that are critical for a company to develop and an industry to embrace if environmental, health and safety excellence is to reach new heights in the labor pool.

The vat leaching operation at the Yerington Mine was started in October, 1953. The original plant facilities consisted of primary and secondary crushing, eight leaching vats, precipitation launders, sulfuric acid plant and the necessary maintenance, warehouse and administrative facilities. By 1961, 35,000,000 tons of oxide ore had been removed from the mine exposing the underlying sulfide ore body. A 5,000 ton per day concentrator was constructed and put into operation to treat the sulfide ore in November, 1961. The original crushing plants were used for both oxide and sulfide ores. By adding a third crushing shift for six days per week, the treated ore was increased from 12,000 to 17,000 tons per day. To balance the oxide and sulfide ore reserves, the concentrator was expanded to 13,500 tons per day in 1967. Again, no additional crushing facilities were added. It was anticipated that the treatment rate of oxide ore would be reduced from 12,000 to 9,000 tons per day. Instead, the addition of two crushing shifts per week, and improved operating procedures, increased the treated ore to 26,500 tons per day, 13,000 tons to the vat leaching and 13,500 tons to the concentrator.

"Froth flotation circuits are widely used throughout the mineral processing industry for the concentration of fine particles. It had been estimated that nearly 2 Gt (2.2 billion st) of ores are treated globally each year using this versatile separation process (Fuerstenau, 1999). Due to the high feed tonnage, a large economic incentive exists for flotation plant operators to optimize the performance of this critical processing circuit. Prior to the 1950s, the optimization of flotation circuits primarily involved the manual adjustment of operating variables based on visual observation and sporadic sampling (Lynch, Harbort and Nelson, 2010). During the next several decades, however, the advent of improved on-line instrumentation coupled with the rapid development of high-speed microprocessors allowed the industry to develop more advanced control systems that could quickly adjust operational parameters in response to disturbances in ore characteristics and plant flows. These early online controls typically involved feedback loops designed to stabilize cell performance through the automatic manipulation of process variables such as pulp levels, gas rates and chemical dosages. The set-points for these controllers were often set by plant operators based on one or more operator objectives, such as maximizing throughput, recovery or grade. More recently, these regulatory controllers have been interfaced with high-level data display and management systems that provide operators with the ability to better optimize flotation plant performance based on mathematical models and rule-based algorithms (Greet, 2010).While tremendous strides have been made during the past several decades, even the most modern flotation plants are still faced with the long-standing question: “What are we trying to optimize?” From an operator perspective, some common responses include “Maximize tonnage of saleable concentrate” or “Maximize metals recovery at a customer-specified market grade.” These replies may or may not reflect those of management, who often focus on economic goals such as “Maximize profits for each operational unit” or “Maximize rate of return for all corporate assets.” Unfortunately, these high-level objective statements do not always translate well into practice due to the disconnect between plant operating protocols and product value. Attempts have been made by industry to overcome this issue using various types of optimization routines such as linear programming or other optimization engines. While this approach does have some merit, these blind routines require considerable input data and interpretational expertise and provide little or no fundamental insight that can be used to drive improvements in concentrator performance."

Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

Face and pillar bursts, bumps and bounces are violent failures that occur in underground coal mines in response to a complicated interplay of face and pillar geometry, seam depth, coal strength and moduli and interactions between roof, seam and floor strata. Additional complications arise from the presence of gas, mainly methane, and associated pressure and flow that vary with time and are further influenced by the rate of face advance. Numerical models provide a means of quantitatively accounting for the various complications of mining geometry, the stratigraphic column, mechanical properties, gas flow properties and associated interactions. A fully coupled hydromechanical finiteelement code, utAH4, serves the purpose well and allows study of the important interaction between stress concentration and gas pressure in determining safety and stability of the face during the advance of a longwall panel in a deep underground coal mine in central Utah. Face advance is relatively fast compared with gas flow and depressurization in coal seams of low gas permeability. Consequently, gas pressure is high at the face. When a longwall is stationary, depressurization occurs at the face, so effective stress and strength increase. thus, when gas flow at the face is high and requires a pause in face advance to bring gas concentration to an acceptable level, a second benefit occurs because of timely depressurization. However, quantitative analysis of a deep coal mine shows that regardless of gas pressure, high stress concentration is more likely to pose a threat to face and pillar wall stability.

The ability to track miners and communicate with them while they work in underground coal mines is important during normal daily operations, and critical in emergency conditions. As was evident during recent incidents at underground coal mines worldwide, communication with miners and the knowledge of their location is of great importance for rescue efforts and the preservation of life. Numerous technologies have been developed, adapted, and deployed to meet tracking requirements of the Mine Improvement and New Emergency Response (MINER) Act. Evaluating the performance of these systems has proven to be difficult for mine operators, system manufacturers, and regulatory agencies. The MINER Act of 2006 requires operators to improve accident preparedness by developing an emergency response plan specific to each mine. With the recent implementation of the provisions of the MINER Act of 2006, all underground coal mines in the United States are subject to the mandates of legislation concerning communication and tracking system installation. As of June 2011, 203 new or revised tracking and/or communication systems had been approved by the Mine Safety and Health Administration (MSHA), with nearly 50 other systems or revisions in the approval process (MSHA, 2011). At that time, the available approved systems for underground coal mine use included these types: ? Leaky Feeder Communication Systems ? Fixed Node-Based Communications and/or Tracking Systems ? Wireless Node-Based Communications and/or Tracking Systems ? Medium Frequency (MF) Communication Systems ? Communication System Peripherals Other types of tracking systems have since been developed and some manufacturers are seeking approval for use in this application. Some of the new products include Through-the-Earth (TTE) systems and various radio frequency (RF) adaptations. New technologies that are currently being developed and deployed in other industrial applications should also be considered, including acoustical, optical, inertial, and hybrid technologies To date, no uniform method has been employed in the industry to effectively compare and evaluate the performance of installed systems. Neither industry operators nor regulatory agencies can accurately assess the capabilities of installed systems in the continuously changing mine environment. There is need for a uniform evaluation method that provides the ability to assess how different systems and technologies perform in various mining applications, and whether they can satisfy the regulatory requirements.

For the pillars, which have been standing long after mining, the stability depends much on the weathering action in the presence of mine moisture. From the field observations, it has been found that this weathering action becomes critical in terms of pillar stability if the coal seam contains partings or binders in it. The weathering action degrades both the partings and coal in terms of their load bearing capacity as the mine moisture penetrates into them. This paper investigates the effect of weathering action on coal and partings in the laboratory. In the field, the strength profile in the coal and the partings and the effect of time (in terms of the pillar age) on them have been studied by using borehole penetrometer. In this paper, an attempt has also been made to establish formulae for time dependent strength of coal and partings.

"Underground structures such as square/arch steel sets, king beam structure, etc. are widely used for the roof support in underground mines. In designing and calculating the required carrying capacities of these underground structures, how to identify the potential rock loads on the structures over long term is a challenging question for ground control engineers. Based on design practices of both surface and underground structures, the authors have designed and applied appropriate load factors in underground structural design projects to accommodate different rock types, entry/intersection dimensions, roof geologic conditions, availability of roof bolts and water, etc. Classification of load (reduction) factors for large-span underground intersections are presented for reference. Success of designed underground structures in effectively controlling roof stability over years indicates the applicability of the load factor concept for underground structural design, and its same significance as of the load factor specifications in ASCE/SEI 7-10, ANSI/AWC NDS (2015), and AASHTO LRFD Bridge Design Specifications (2012). The load factor concept will facilitate ground control engineers to appropriately utilize popular structural design software, such as RISA-3D or -2D to efficiently design and analyze underground structures.LOAD FACTORS IN STRUCTURE DESIGN APPLICATIONSIn structures, loads cause stresses, deformations, and displacements. Assessment of their effects is carried out by the methods of structural analysis with the help of load factors. Loads can be increased or decreased by load factors to meet the requirement that design strength be higher than maximum loads. For example, in designing a staircase, a dead load factor may be 1.2 times the weight of the structure, and a live load factor may be 1.6 times the maximum expected live load based on the Load and Resistance Factor Design (LRFD) method. Entry-type mining methods, such as cut and fill method, play a significant role in underground mining, and they are still suitable methods for extracting deposits with irregular shapes and with weak host rocks. In these mining methods, the stability of the open spans is important for improving worker safety and increasing ore recovery. This study focuses on the application of six data mining classification methods, namely multinomial logistic regression (MLR), classification and regression trees (CART), logistic model tree (LMT), decision tree (J48), multivariate adaptive regression spline (MARS), and gene expression programming (GEP), in order to develop predictive models for stability assessment of underground entry-type excavations. For this purpose, a database containing 399 case histories of entry-type excavations from seven Canada underground mines was used. These models predict the stability status of entry-type excavations based on two input parameters, dimensions of the span and rock mass rating (RMR). The performance of developed models was evaluated using six performance metrics namely accuracy (ACC), sensitivity (SE), precision (PR), Matthew’s correlation coefficient (MCC), area under the receiver operating characteristic (ROC) curve (AUC), and performance index (PI). The results showed that all developed models can be used to predict the excavation stability, but the comparison of models indicated that the J48 model provides the highest performance with ACC = 0.900, SE = 0.869, PR = 0.922, MCC = 0.835, AUC = 0.891, and PI = 4.417. Thus, the proposed J48 model can be applied to identify the susceptibility of span instability in the entry-type mining, and if instability has been predicted, the necessary measures, including the use of suitable support systems, can be considered to reduce the casualties resulting from span instability.

This paper is intended to describe the utilization of Western subbituminous coal as used in a utility-sized steam generator. It compares this coal's characteristics with those of a typical Midwestern and Eastern coal as a base and reviews the various design considerations when blends of these coals are used. The effects of blending various low-sulfur Western coals with Midwestern or Eastern coals to achieve a predetermined sulfur dioxide emission and the resulting alteration in the coal characteristics as they apply to utilization are also reviewed. The blending of coals as one means of complying with sulfur dioxide regulations will take on increasing importance as the various deadlines for compliance with new and existing regulations approach. We must first consider the availability of these low-sulfur coals; and insofar as the Eastern low-sulfur coals have been mined for many years, we have focused our attention on the availability of the coal reserves west of the Mississippi River in the United States, as this is the area to which many people are turning in order to meet this requirement.

A short review of current practices and recent developments is followed by a description of a newly developed approach for solution of the optimum, ultimate pit limit problem. The new approach utilizes network modeling of the problem for solution by maximum flow algorithm. The latest developments in the implementation of maximum flow algorithm present significant time and memory savings as compared to initial development due to Ford and Fulkerson (1956). Results of a series of computational tests are presented to demonstrate how this approach performs as compared to the well-known Lerchs Grossman algorithm. It is also shown that the solution by the new method automatically includes several optimal solutions based on a predetermined number of benches to be included in the analysis.

Underground mine fires remain a concern for mine operators, posing a health and safety risk to mineworkers. In the last decade, the number of mine fires has decreased significantly; however, dealing with an unknown fire in underground mines can be a challenging task, which could lead to a hazardous condition for miners during an evacuation and rescue operation. A timely detection of a mine fire and monitoring its characteristics, namely size and location, are of great importance in reducing the risk of mine fire injuries. A new improved fire location algorithm has been developed and integrated into an Atmospheric Monitoring System (AMS) program by researchers from the National Institute for Occupational Safety and Health (NIOSH). This paper describes the new fire location model and presents the results of verification fire tests conducted at the Safety Research Coal Mine (SRCM) facility of the Pittsburgh Mining Research Division (PMRD) using the collected AMS data. NIOSH is endeavoring to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions in mines. The results demonstrate successful application of the improved fire location model and provide a useful tool for solving the problem of unknown fire location and reducing the risk of hazardous conditions.

In order to protect coal mine owners, operators, and lending institutions from potential environmental liabilities, responsible parties must maintain a thorough understanding of the environmental disposition of the property they control, and the ramifications of impending laws and regulations. The best way to accomplish this is to periodically conduct a Phase I Environmental Audit. The systematic approach of an audit will reveal areas of DOD compliance with SMCRA and EPA regulations which the coal owner and/or operator will be able to use to correct deficiencies and prevent the occurrence of conditions which could lead to permit block, fines, and ultimately reduced productivity.
