Sulphur as an element has been used for centuries. The technique of storing, handling and transporting it in its various forms has changed through the years. Freeport Sulphur Company, a division of Freeport Minerals Company, has produced sulphur since 1912. The first storing and transporting of this product as a liquid began in 1947. Significant environmental problems occurred in the handling of solid sulphur in the late fifties and early sixties. Since the sulphur WAS produced in the liquid form and the major customers used it in the liquid form, it became obvious that a liquid transportation system was the solution. The liquid sulphur delivery eliminated the dusty and hazardous handling problems and the contamination of the sulphur by dirt, acid, moisture and other materials. The remelting by the customer to use the sulphur is thusly eliminated with a savings in energy. In addition, this change in the mode of handling permitted a broad development of new sulphur mines in the marshy coastal area of Louisiana and offshore in the Gulf of Mexico.

M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

"With the aim to mitigate excavation risks and reduce the costs caused by tunnel boring machine (TBM) stoppage when tunneling under uncertain soil conditions, prediction ahead of the tunnel face has become an increasing interest in the tunneling community. Our research topic is concerned with developing effective concepts for nondestructive identification of geological anomalies ahead of the tunnel face by waveform inversion of reflected tunnel seismic waves. The authors demonstrate that this new technique is promising in providing tunnel engineers with an accurate image of the geological situation that the TBM is going to encounter thanks to the waveforms’ rich information about the geological structure that affects propagation, reflection/refraction and mode conversion behavior of the elastic waves. By setting up a 2-dimensional numerical model for simulation of tunnel seismic wave propagation influenced by a dip layer change ahead of the tunnel face, the authors show that the waveform misfit to be minimized by the inversion process is highly multimodal and therefore propose a hybrid stochastic optimization method that can quickly and robustly converge to the global minimum. DEVELOPMENTS IN TUNNEL ADVANCE EXPLORATION Conventional site investigation by drilling boreholes helps to draw a general image of geological structures along the borehole axes but that image is likely to misrepresent the detailed geological structure due to limited sampled locations. Due to high costs and restricted boring space which deep tunneling and tunneling under urban areas encounter, many industrial and academic research groups have had great interest in developing nondestructive ahead of the tunnel face prediction systems. That means only excitation sources and receiving sensors, which are usually placed on the ground surface or on the side walls or on the cutter head of the TBM, are used for acquisition of the measurement data. The recorded signals in the form of seismic or electromagnetic/ electrical waves, which travel through the geological structure or are reflected back from it, hold the signature of the geological structure of concern, such as geological layer changes, fault zones, erratic rocks, boulders, construction remnants, etc., and therefore can be used to reconstruct the spatial and material properties of those hidden geological structures. Most common nondestructive ahead-of-tunnel investigation systems to date are based on interpretation of reflected elastic/ acoustic waves (seismic waves) and analysis of electromagnetic/ electrical resistivity signals (Mooney et al. 2012). However, due to insufficient penetration depth and spread of signals generated by radar and geoelectric sources, the use of seismic waves for ahead of the tunnel face prediction (tunnel reconnaissance) is more preferable (Kneib et al. 2000; Bohlen et al. 2007)."

One responsibility of the Minnesota Department of Natural Resources is to encourage the development of mineral resources within the state. A second responsibility is to ensure that mineral development does not adversely impact other natural resources, including the water resources of the state. One approach the Division of Minerals has taken to fulfill these responsibilities is to conduct cooperative research with the mining industry. To encourage mineral development the Division has cooperated with industry on projects related to exploration, mining, and mineral processing. To examine environmental issues the Division has worked in concert with iron ore, base metal, and precious metal exploration and mining companies, as well as the Western Governors' Association, US Bureau of Mines, US Bureau of Land Management, and the US EPA for the past 20 years. These projects were conducted to evaluate methods of predicting, preventing, controlling, and treating problematic mine waste drainages, as well as mine waste revegetation. This paper I) briefly summarizes cooperative projects conducted, 2) enumerates elements which have contributed to the success of cooperative projects, and 3) describes changes implemented for future projects at the Division's new field and laboratory research facilities, as well as at existing mine and plant sites.

Sampling and geological models are the basis of recoverable resources models. They are pillars of mineral resources and reserves estimation, and what geostatistical methods for grade estimation should rely upon. The resource model is best estimated if geostatistical methods make good use of sound geologic models. Data collection from the original drill holes, including field procedures and the quality assurance and quality control (QA/QC) of those samples are pillar one of a resource model. The second pillar of the model is the good use of the logged geological information, resulting robust geological interpretations, and the corresponding three-dimensional models of those interpretations. These models are partly subjective and mostly conditioned by the quality of logging and the geologist’s experience. They are also conditioned by the quality of the three-dimensional models built, regardless of the modeling method employed, traditional or implicit. Grade estimation is more commonly done by applying some geostatistical method and using the two basic sources of information, data and geologic model. Multiple stages are involved in this process, and in all of them there are uncertainties and risks that have to be dealt with. Knowledge, understanding, interpretation, and management of the model’s fundamentals are critical, given that they directly affect its accuracy and predictive quality. The mitigation of related risks allows for the creation of opportunities, generating value and reducing the project’s uncertainty. This paper discusses some of the key variables, uncertainties, and risks involved in the resource modeling process, illustrating with specific examples; discusses possible risk mitigation alternatives, and proposes best practices to avoid or mitigate those uncertainties. Emphasis is placed on taking advantage of technological advances without ignoring fundamentals. INTRODUCTION In the area of mineral resource estimation, one alarming trend that these authors have observed in the past 20 years or so is that the care and diligence in checking the work as it progresses has generally diminished. This is, perhaps, an unintended consequence of the availability of new technologies and tools that attempt simplify and speed up the work involved. This has led to a more casual attitude towards checks and balances that have to be in place at any given stage of the process before proceeding to subsequent stages, as best practices dictate. To some extent, some of these aspects are covered in international standards for resource estimates reporting (JORC, 2012; CIM, 2010). But these are broad, and do not specifically recommend best practices to a level of detail that would have an impact on certain aspects of the process. There are numerous references in the geology and mining journals and conferences that discuss the consequences of poor recoverable resource models (Baker and Giacomo, 1998; Vaughan, 1997).

Rare earth elements (REE) and critical minerals are increasingly becoming more important in our technological society and are used in many of our electronic devices (such as cell phones, computer monitors, wind turbines, etc.), batteries, and magnets. Measuring REE and critical minerals in ashed coal approximates the REE and critical minerals in the fly or bottom ash remaining after coal is burned at a power plant, where REE and other critical minerals could be leached. In New Mexico, there are 26 coal fields in Late Cretaceous rocks in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, Rare Earth, and Critical Minerals) program. Higher concentrations of REE (as much as 2103 ppm total REE) are found locally in ashed coals from the basins. More chemical and mineralogical analyses are required to fully understand the distribution and origin of REE in these deposits. As the demand for REE increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics, perhaps even from coal.

Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer. Thin seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges are increased depending upon the presence of various external factors such as labor unions, Federal and state regulations, and market characteristics. This paper explores the turn-around situation occurring at Tanoma Mining Company (TMC), a medium-sized underground coal mining company in central Pennsylvania, USA. Using a systematic approach of improving management controls and direction, labor relations, and communications, coupled with an intensive upgrade/rebuild/replacement program for equipment and systems used at the mine, TMC has begun reversing its' cashflow position from negative to positive within two years.

Rapidly searching for carbonatite-related rare earth element (REE) mineralized systems is of paramount importance to explorers, because these systems provide the world’s most significant supply of REE. Biotite and barite are suitable indicator minerals that can offer reliable elemental geochemical information used for REE exploration. In this study, we provided an elemental geochemical dataset of biotite and barite from Cenozoic REE deposits in the eastern Tibetan Plateau, and compared the obtained data to those of biotite and barite forming in other geological settings. The F (i.e., fluorine) contents in carbonatite-hosted biotites are highly variable, with biotites from mineralized carbonatite complexes having much higher values (1.05–2.37 apfu, where apfu = atoms per formula unit) than their counterparts from barren carbonatite complexes (≤ 1 apfu). It is therefore believed that the presence of high-F biotites can be regarded as a sign for predicting REE reservoirs. Barites in REE mineralized systems contain much higher (even one or to orders of magnitude) total REE contents (ΣREE >100 μg/g) relative to those species forming in carbonate-hosted fluorite-barite deposits and open marine environments. This means that the high ΣREE concentration of barite can serve as an effective index for REE exploration. The above information is integrated into a REE exploration program in which the areas with strong local tectonism along cratonic edges are priority exploration targets, and high-F biotites and REE-rich barites can serve as direct indices for rapidly identifying carbonatiterelated REE mineralized systems at a strategic distance from other geological settings.

With most of the coal currently mined in the eastern U.S. already requiring cleaning to meet electric utility coal specifications, the question remains how medium- and high-sulfur coal producers will provide the even better quality coal expected to be demanded if pending acid rain legislation is enacted. One emerging approach is to crush the coal to liberate additional ash and sulfur so that better quality coal can be produced at equal yields. This paper discusses how to measure liberation. the premiums the utility market is willing to pay for lower sulfur coal, and a staged middlings crushing scheme that promises the benefits of total raw coal crushing but at lower costs. For some coals, cautious application of liberation concepts may be the only way to produce a product that can be quality and cost competitive in the future utility coal market.

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. Research and development studies were carried out at the Canada Centre for Mineral and Energy Technology to produce a synthetic forsterite sand from asbestos tailings for Les Sables Olimag Inc. The National Research Council of Canada also supported and collaborated to the project. Theoretically, the technological approach consists of a heat at over 1300°C; however, the process without additive would result in the production of an enstatite-rich product (MgSiO3) having a fusion temperature less than 1600°C. The purpose was to foster the formation of forsterite (Mg2SiO4), a more refractory compound. The fabrication of the forsterite product requires pre-agglomeration of serpentine-MgO with a binder, which is stable at high temperature, to prevent the loss of the powdered magnesium oxide as dust in the kiln off gases and to maintain the mixture homogeneous during the process. Characterization of the end products with respect to mineral composition and thermal resistance are described. The synthetic forsterite in sand form was tested with success under a bath of liquid steel maintained at 1700°C for up to two hours. The advantages of the new sand and its potential applications will be reviewed.

Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilize crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realize reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

Silicon is the second most abundant element on earth, exceeded only by oxygen. Silicon dioxide forms a crystalline structure of repeating SiO2 molecules which form characteristically hard, durable crystals. As a result, crystalline silica is Ubiquitous in the crustal rocks, sediments and the mineral products derived from mining. An examination of the history of studies that identify silica as a human and animal carcinogen is presented in the context of the development of a public health policy in California. The implications for the cost of conducting aggregate and other mining operations in the state are discussed.

In the past few years the world petroleum industry has increasingly felt the weight of changes in the principal economic factors affecting pro¬fits. As a result of, these changes, it has been necessary for many oil companies to acquire certain new facilities in order to strengthen their competitive positions and thereby protect their tremendous investments in crude oil reserves, pipe line facilities, refining operations, and marketing outlets. Principally these needs have been met by new capital outlays. A supplementary, method of acquiring needed facilities, however, has been to obtain existing facilities through complete or partial acquisition of other companies.' properties. It is this method of meeting competitive pressures with which this paper is concerned. This paper presents a statistical breakdown of the mergers and acquisitions which occurred in the oil industry between January 1, 1954, and October 1, 1959, showing the frequency' with which certain types of properties were acquired in each of the years studied. In addition, it discusses the principal economic conditions which stimulated many of these property trans¬fers, comments on the effects of these mergers on the consuming public, and indicates the types of, mergers and the rate at which they may be expected during the next three or four years. The basic data upon which the statistical analysis presented in this paper is based were taken from several published sources. Obviously they are somewhat incomplete because not all mergers and acquisitions were reported However;, a careful search was conducted through, The Wall Street, Journal, The Oil and Gas Journal, Potroleum Week, and The Oil Daily with the result that the data should be reasonably complete and comparable for each of the years studied, It is believed, therefore, that the statistical analysis which' follows provides a reasonably accurate indication of the general trend in mergers and acquisitions during the period studied.

The Quick-Erect Stopping System (QESS) offers a new way of reducing the radon exposures of miners in Germany, especially during remediation work in old mines. The QESS is a light-weight, modular, and reusable construction kit of interlocking telescopic aluminum tubes, radon-proof foil, and expanding foam. It is designed to seal off radon-rich parts of galleries within only a few minutes. Originally, the QESS was developed to protect miners against radon exposures. Then, the QESS found the attention of several mine rescue teams at a German mining conference. The Student Mine Rescue of the Technical University Bergakademie Freiberg and the Wismut Mine Rescue carried out firstmine rescue drills in Freiberg and Schlema. Additionally, a mine rescue drill was carried out by the Front Range Mine Rescue in the Edgar Experimental Mine of the Colorado School of Mines. These drills helped to improve the systemand highlighted its potential for mine rescue operations. Now, the QESS is wellsuited for small-scale mining. The QESS can be used to seal off galleries in only a few minutes to both protect miners fromradon exposures and to support mine rescue operations. Moreover, the QESS was also successfully used in ventilation experiments.

Riachuelo Lot 3 forms part of a sanitation programme being implemented in Argentina to relieve the Riachuelo river basin from its current contamination. The programme, by far the most important in its kind in the country during the last decades, will expand the sewage capacity of Buenos Aires and will benefit an area of 4.3 millions inhabitants by intercepting a number of waste water discharges and conveying them to a new treatment plant prior to final discharge into the Rio de la Plata. The project foresees amongst other works the construction of an onshore 48 m deep shaft at the outlet of the treatment plant plus a 4,3 m inner diameter outfall tunnel of 12 km length. The last 1.5 km of the alignment is fitted with 34 vertical risers jacked from inside the tunnel to allow the discharge and dilution of the treated effluent into the Rio de la Plata. This paper describes the peculiarities and challenges, both in terms of design and in terms of construction, of the outfall tunnel, which was entirely bored under the Rio de la Plata using a 5.2 m cut diameter Tunnel Boring Machine (TBM). On one hand, the tunnel segmental lining was designed to work in tension during the system flow rate peaks while on the other the tunnel excavation faced a variety of complex conditions, such as crossing water bearing permeable soft ground formations and advancing at face pressures in excess of 3,5 bars for the entire route.

"Native antimony metal is rare and antimony generally occurs together with gold, lead, copper and silver. There are more than 100 antimony minerals, although the sulfide mineral stibnite is the main economic mineral.Antimony enters the supply chain either as a result of mining (primary production) or recycling (secondary production). China has by far the largest antimony resources and is, as a result, the world’s center for antimony mine production. While China remains the leading primary producer, accounting for 69 percent (80.5 kt or 88,700 st) of the global 117.5 kt (129,000 st) in 2017, market consolidation and regulatory inspections across China leading to closures of facilities have caused a significant decrease in Chinese output from 115.8 kt (127,600 st) in 2015 (81 percent of global production).Tajikistan and Russia are the next largest producers of antimony after China, both ramping up production in recent years. Russia could significantly increase its supply of antimony if Polyus moves ahead with supplying 10-12 kt/a (11,000–13,200 stpy) of contained antimony from gold tailings. Australia and Bolivia are also significant mine producers outside China. The value of the different ores varies based on the metal content of the concentrates, with the most valuable gold-bearing ores sourced from Australia’s Costerfield Mine and the least valuable mercury-bearing ores sourced from the Anzob Mine in Tajikistan. On average, Bolivian and Russian ores trade at an intermediate value between those from Costerfield and Anzob. Nearly all of the rest-of-world production is exported to China, where the ores and concentrates are processed into antimony ingots and oxides.Antimony ingot production is not as widespread as is the case with antimony mine production, owing to the high levels of pollution that are associated with antimony smelting. It is for this reason that smelting has been largely confined to China and other Asian countries ,such as Vietnam and Myanmar, where environmental legislation has historically been less stringent. Tajikistan has become a growing producer of antimony ingot since 2014, coming from the commissioned metallurgical plant at the Anzob Mine.Antimony oxide production is undertaken on four continents with China being the biggest producer. There is also a considerable amount of oxide production in Europe (mainly Belgium and France), which relies on imported antimony metal feedstock, mostly from China.A new antimony project under construction by Strategic and Precious Metals Processing (SPMP) in Oman made progress in 2016 and 2017, and after producing first metal in April 2016 in test facilities, was set to be commissioned in the first quarter of 2018. Commissioning had been moved back to June 2018, with a potential ramp-up to 2-3 kt/a (2,200 to 3,300 stpy) of antimony metal by the end of 2018. SPMP is also reviewing producing antimony oxide as part of its flow sheet."

The image-based On-line Particle Size Analyzer (OPSA) system has been developed at the University of Utah to measure particle size distributions under plant conditions where overlapped and segregated particles are being transported on a moving belt conveyor. Evaluation of the OPSA system at several plant sites has been completed. The results show a consistent agreement between the particle size distributions obtained from the OPSA system and those obtained from laboratory screen analysis of belt samples. These results and the stable performance of the OPSA system during the field tests suggest that continuous quality control of crushed products is possible using the OPSA system.
