Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The São Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. A radioisotope probe (Minexan 202) capable of simultaneously analyzing a mineral slurry for five elements and pulp density has been developed by Outokumpu Oy, Finland. The probe is designed to operate immersed directly in a process stream, or it can be equipped with a flow cell through which passes a continuous sample of the main stream. A minicomputer (PDPII) is used to control the probes and calculate the assay data. This paper describes the probe as applied to slurry analysis and compares it to the conventional x-ray on-stream analyzer (Courier 300).

Soda ash is the trade name for sodium carbonate, a chemical refined from the mineral trona or naturally occurring sodium carbonate-bearing brines (both referred to as natural soda ash) or manufactured from one of several chemical processes (referred to as synthetic soda ash). It is an essential raw material in glass, chemicals, detergents and other important industrial products. Production U.S. soda ash production during 2004 increased to10.9 million Mt (12 million st). Five companies comprised the domestic soda ash industry. Four were in Wyoming operating five plants. One was in California with one plant.

Coal dust explosions in underground coal mines are prevented by generous application of rock dust (usually limestone). If an explosion should occur, the rock dust disperses, mixes with the coal dust and prevents flame propagation by acting as a thermal inhibitor or heat sink. To investigate this process in more detail, a number of explosion experiments using various coal dust and limestone rock dust mixes have been carried out at the Lake Lynn Experimental Mine (LLEM). These were conducted in a single entry of about 1600 ft (488m) in length and initiated with a methane gas explosion. A consistent set of post-explosion floor dust samples were taken along the entry after each test. These dust samples have been analyzed in the laboratory using thermogravimetric analysis (TGA) and solubility to determine how the limestone rock dust behaved during the coal dust / rock dust explosions. The preliminary results are reported in this paper and indicate that the chemistry of limestone plays an important role in its capacity to inhibit coal dust explosions. The results also show that it may be possible to estimate the intensity of the explosion using these conventional methods of analysis. More than ever before, mining projects are besieged from growing regulatory, political, public, and special interest group pressure. Administrative and legal appeals to permits and environmental documents can delay project start-up and add tremendous cost to mineral development. Some mining projects have been canceled given undue external constraints. Successful managers must learn to cope with these constraints. This paper will discuss controversy and present a number of environmental management tips to minimize the potentials for delay and to lessen the impacts from government and anti-mining pressures.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. The equations of heat conduction are numerically solved for two kinds of artificial freezing- mechanical freezing and liquid nitrogen freezing. A two dimensional finite difference model simulating the freezing field is developed. The procedure introduces a way to simulate the effect of latent heat released when water transforms from liquid to solid. The procedure also produces a way to calculate the harmonic mean of heat conductivity used when dealing with heterogeneous material. The theoretically derived temperature distributions in frozen soil are given and compared with measured data. An analysis is made on the thermal design in shaft freezing. The average temperature of frozen soil is calculated by using numerical integration. The regularity of development of frozen soil radius is revealed and given in an appropriate mathematical model.

Daw Mill Colliery, UK Coal, near Coventry in England, mines the Warwickshire Thick Seam at 800 m/2500 ft depth using longwall retreat with gateroads supported by rockbolts. Over the last eight years the mine has worked longer and wider panels with extraction heights of over 5 m. Recently the mine has experienced high deformation conditions principally from the rib sides resulting in operational issues and production delays. Investigation of rib deformation was undertaken using new inspection and measurement techniques, including systematic laser surveying, and improved rib support consumables were developed and introduced. A new rib trussing system using textile webbing has proved very successful.. A rib support management system was also developed and introduced for face retreat. This allowed rib support to be more effectively managed both for production and safety. For the current developments, new 28-mm-diameter roof and rib bolt systems have been introduced and rib bolt length has been increased to 3 m, with the aim of achieving gateroad stability over the life of the panel. Significant reductions in roof and rib deformation have been confirmed by the latest monitoring results. These ground control innovations are allowing Daw Mill?s potential to be realised. Production from 302?s face in 2008 set new UK and European records. However the support enhancement process continues and further innovations are planned.

Approximately six hundred air sample measurements were taken at several U.S. underground metal/nonmetal mines in 1998 and 1999. This air sampling effort was organized by the Nevada Mining Association to evaluate mining conditions and to evaluate the Mine Safety and Health Administration’s (MSHA) Proposed Rule on Diesel Particulate Matter Exposure of Underground Metal and Non-metal Miners. MSHA’s proposed air sampling method, NIOSH Method 5040, was tested under controlled conditions and under normal mining conditions. Unfortunately, NvMA sampling results have indicated that carbonaceous rock dust, oil mists and even cigarette smoking create severe sampling interference problems for NIOSH 5040.The main conclusion was that NIOSH 5040 did not distinguish between DPM and other airborne carbon particulate. Thus, it is not a reliable method of accurately and unequivocally measuring DPM in underground metal/nonmetal mines.

Booster fans in underground coal mines are often located using the concept of a neutral point. Normally, intake airways are maintained at higher absolute pressure than return airways, so air leaks from intake to return. By adding a significant pressure force to a region of a ventilation system, booster fans installed in a return airway can increase the pressure in the return so that air leaks from return to intake. This is commonly referred to as recirculation. The neutral point occurs at the location in the system where the pressure difference between the intake and the return airway(s) is zero and at this point there is no leakage or recirculation. Ideally, placing a booster fan near the neutral point minimizes leakage and recirculation; however, in practice the position of the neutral point is not static and it changes as the ventilation system parameters change. This paper presents a study of how changes in the system parameters affect the location of the neutral point in a model coal mine ventilation system. First the effects of booster fan pressure and location on the neutral point are evaluated. Next the effect of increasing mine distance, and therefore mine resistance, on the location of the neutral point and the magnitude of recirculation is evaluated.

During the past decade, considerable effort has been made to develop improved flotation strategies for the sedimentary phosphate resources from Florida, particularly the dolomitic phosphate resources. New flotation equipment and alternate flotation strategies have been evaluated. These developments are reviewed for both traditional siliceous resources and future dolomitic resources. Most process strategies involve variation in the reagent sequence and/or the use of depressants/dispersants. Further research and development efforts in flotation technology are needed to increase flotation plant capacity by elimination of the conventional double float process, to improve the recovery of coarse phosphate, and to achieve the desired selectivity with respect to carbonate minerals, particularly dolomite.

An overview of the evolution of computerized mine planning and design has been given, emphasizing the need for a knowledge-based system for planning and design of underground coal mines. An outline for the development methodology and procedure has been provided. Problem structuring guidelines have been used to incorporate intelligence and integration to the design modules. A skeletal model for a mine planning and design expert system has been prescribed, and the development process has been documented in detail. A feasibility prototype has been developed to test the structure of the skeletal model and to ensure completeness of the design process. The feasibility prototype development and its contribution toward proto typing has been addressed in this paper. At present, prototype development is underway. The prototype is expected to be avail-able for testing and implementation in early 1991.

In the sintering of iron ores, the partial substitution of anthracite coal for coke breeze has been considered to be an effective way of reducing emissions and improvement in sintering properties. In the present study, the combustion characteristics of the anthracite coal and coke breeze were investigated and its influence on product sinter quality and sinter flue gases is being monitored. Pot trials are carried out with different coke breeze ratios, 0%, 40%, 50%, 60%, and 100%. It is found that as the percentage of anthracite coal is increased from 0 to 100%, the sintering time decreased from 24 to 20 min, and the productivity increased from 2.25 to 2.60 t/h/m2. Up to 60% anthracite coal substitution Tumbler index (+ 6.3 mm%), Product yield (+ 5 mm%), and fines generation (− 5 mm%) is found 62.29%, 85.17%, and 15.33%; moreover, hematite ( Fe2O3), magnetite ( Fe3O4), calcium ferrite phases ( CaFe2O4, CaFe3O5), and Silico ferrite of calcium and aluminum (SFCA) are major mineral phases found during microstructural analysis of product sinter. Blast engineers have been taking advantage of image-based rock fragmentation analysis methods for the past three decades to estimate rock size distributions. These methods utilize a range of image segmentation techniques, from manual to fully-automated, to delineate the edges of rocks in images. Rock delineation results are then converted to physical rock sizes (and percentage passing curves) by scaling the image pixels to correspond to physical measurements. The size scaling process is critical for acquiring physical measurements, but specifc to the limitations of different applications. This article starts by presenting a shovel bucket-based fragmentation analysis system, where scaling is done using the known width of the shovel bucket within the image. It will then describe methods that use pictures captured by digital cameras with scaling reference objects in the view. Finally, the article presents a method that uses three-dimensional imaging to capture images without the need for scaling reference objects.

Bench scale and pilot plant research was conducted using dolomites (CaO,MgO) lime as the basic additive in the preparation of self-fluxed pellets from a typical magnetic taconite concentrate (5.57 S_2). The specific objective of this investigation was to ascertain the viability of the magnesia lime pellets in high temperature oxidizing and reducing atmospheres. Pellet basicity and induration temperature were major parameters affecting fired pellet quality; temperatures ranging from 1,200° to 1,250" C appeared to be the most favorable for production of self-fluxed pellets with basesities (B) above 1.0. Comparison of the mechani¬cal and metallurgical properties of regular (acid) and self-fluxed pellets (B 1.55) produced under similar conditions in a modified grate pelletizing machine showed that the self-fluxed pellets were more resistant to abrasion and to high and low temperature reduction disintegration, an important consideration in commercial application. The Plus 3 mesh Linder index increased from 68 percent (regular pellets) to over 90 percent (self-fluxed pellets). The reducibility and swelling indices of the self-fluxed pellets were found to be comparable to the regular pellets.

The Mt Todd Gold mine is situated near Katherine in the Northern Territory of Australia. Commissioning of an 8 Mtpa processing facility incorporating a four stage crushing circuit, ball mills, flotation, concentrate regrinding, high rate thickening and CIL processing was commenced during late 1996. A 4.5 M tonne /annum crushing and heap leach facility was commissioned during late 1994, and was subsequently upgraded to a nominal 6 M tonne / annum circuit during 1995. Processing equipment used included primary gyratory, secondary cone and tertiary Barmac VSI crushers. Some of the features of that crushing circuit and heap leach facility were presented at the Randol Perth 95 conference by myself. The location is described as sub tropical with average climatic conditions including 1100 millimetres annual rainfall, predominantly during the December. to March wet season, and 3000 millimetres evaporation and maximum temperatures ranging from around 26 to 46 °C. The main gold occurrence at the Mt Todd site is the Batman deposit, with current published Reserves of some 60 Mt@ 1.20 g Au / tonne ( 0.0425 oz Au / ton ). The primary ore from the Batman deposit is an extremely competent greywacke and is very hard at an average Bond Ball Mill Work Index of26.5 kWhrs/ tonne. Other indicators include a Bond Impact Crush Work Index of 20 kWhrs I tonne, an Abrasion Index of 0.15 and Ultimate Compressive Strength values of 100 - 200 MPa. The main gold occurrence is very finely disseminated free gold (at an average grain size of around 5 micron) within a combination of quartz and mixed sulphide. This gold bearing component is confined to largely parallel veins ranging from 0.5 to 25mm wide within a greywacke matrix. Although the gold is essentially non­refractory, there is a strong recovery versus grindsize relationship due mainly to the liberation characteristics and the relatively low permeability of the host greywacke rock.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10

Nevertheless, when conditions are favorable high advance rates can be achieved leading to economical tunnel construction. Successful construction of a tunnel in weak rocks depends on correctly anticipating the behavior of these unique materials. The objective of this paper is to provide guidelines that can be used to accurately classify the performance of weak rock in tunnels.
