The study evaluates the hydrological behaviour of exposed and covered waste rock dumps. The objectives were to determine the major factors influencing unsaturated flow in waste rock dumps and covers, and to improve the in-situ, laboratory and numerical modeling characterization methods. Using material properties obtained from in-situ and laboratory tests, waste rock dumps of different configurations, with and without covers, were modeled. It was found that a properly designed “Store, divert and release” (SDR) cover allows most of the water to be diverted downslope and discharged outside of the waste rock dumps. The SDR cover seems to work efficiently even in extreme storm events. The numerical modeling results show that the unsaturated hydraulic properties (e.g. air entry value and water entry value) of the materials largely control the infiltration of water into waste rock dumps.

Allmand exhibited its LSC 100Light Sequence Commander, the mining industry’s first automatic lighting and command control system. The system is available with all of Allmand’s portable light towers. The LSC100 uses a preset photocell sensor that allows the light tower to be automatically turned on or off. At dusk, the sensor engages the power unit and then activates the light. At dawn, the sensor automatically shuts off the light. The unit also features an eight-event digital timer that allows eight separate sequences daily. The LSC100’s sequenced light control ensures that the engine is started before the lights are turned on or off. This prevents possible generator damage that can occur if the unit is powered down under load. Also, a low-fuel shutdown sequence helps protect the generator from damage by automatically shutting down the unit when the fuel level reaches 10 percent. And the LSC100’s smart circuitry senses engine water temperature during startup, determines the glow-plug time requirement and schedules repeat intervals, if necessary, to start the diesel engine.

Mineral exploration activity in the US suffered through another depressed year in 1984. And continued strength in precious metals (and possibly industrial minerals) exploration failed to make up for declines in other minerals. 1984 offered little solace for the explorationist. But some new data on mineral exploration provided better statistics for analysts of US mineral exploration trends. The Society of Economic Geologists (SEG) published data from its survey of 1980,1981, and 1982 exploration by US and Canadian companies - 96 companies responded (Barber and Muessig, 1984). In addition, a Mining Engineering (April 1984 p. 345) article by Emerson and Ivosevic presented their data on annual exploration expenditures in the US for gold and for all minerals from 1961 through 1983. A review of 1984 domestic exploration and development activities reported in several industry journals indicates that almost 90% of those projects were directed at gold and silver deposits. Statistics on 1984 exploration expenditures are not available. But some industry observers believe that precious metals accounted for an even larger share of industry's exploration budget in 1984 than in 1983. The El Sauzal gold-silver deposit is a high-sulfidation, epithermal precious-metals deposit hosted by an east-dipping sequence of dacitic and rhyolitic pyroclastic and debris-flow units of probable Oligocene age. Total gold production since startup in late 2004 is approximately 450,000 oz. of gold. Above the sulfide boundary gold is mainly disseminated as small grains interstitial to alunite, kaolinite and quartz. The majority of the ore is found in quartz-alunite-kaolinite altered rock that mantles tabular to irregular silicic cores of vuggy, residual quartz ±kaolinite ±dickite. Grade domains are modelled as subhorizontal to east and southeast-dipping. Higher-grade domains cut across alteration zones and also coincide with transitions from vuggy quartz to quartz-alunite-kaolinite. The highest grades are commonly found marginal to vuggy quartz in transitional, hematite-rich quartz-kaolinite and quartz-alunite-kaolinite rock.

INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Coal gasification solid residue (slag) contains unconverted carbon (char) which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal -3.4 mm gasifier slag (~85% ash) to separate high (~100%) ash slag from low (~50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71% was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1 mm in size.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. The Magmont Mine, a 50/50 venture between Cominco American Incorporated (the Operator) and Dresser Industries, Inc., (Halliburton), is a metallic mining and milling facility in the new lead belt of Missouri. The mine is located approximately 100 miles southwest of St. Louis. Legislation passed in 1992 by the Missouri legislature requires all metallic mining and processing facilities to apply for a Metallic Minerals Waste Management permit (MMWM) for their waste facilities. Regulations were subsequently promulgated by the Missouri Department of Natural Resources (DNR). Cominco obtained a MMWM permit (MM-006) from the Missouri DNR in 1992.

Your assessment of the minerals business. The global mining industry is strong. I am convinced it will continue meeting the mineral needs of the world population for the foreseeable future. Two developments have greatly enhanced the industry’s ability to produce low-cost minerals. Technological innovations have resulted in increased productivity. And there has also been a dramatic expansion of the number of favorable countries in which to explore and mine. Capital expenditures have flowed to the low-production-cost mines and development projects as well as to the exploration projects and stable countries having the best potential for valuable mineral discoveries.

The highly-efficient and economically-feasible technology for bitumen recovery from US oil sands using a water extraction approach was developed at the end of the last century. This water-based bitumen extraction process has been optimized based on observations and analysis of microscopic mechanisms of bitumen release from oil sands and the bitumen transfer to a froth product as well as measurements of interfacial properties of bitumen. The wetting mechanisms that occur in the diluent-assisted water-based processing of US oil sands include bitumen film rupture and recession on sand grains and bitumen transfer to nucleated and injected gas bubbles. These mechanisms are reviewed in this contribution.

Two 610 m (2000 ft) long tunnels were driven through water bearing silts, sands and clays beneath the Sacramento River using a 4.59 m (15.1 ft) diameter Earth Pressure Balance Tunnel Boring Machine (EPBM). Four sheet pile shored shafts were sunk with and without dewatering. The pre-cast concrete segmentally lined and grouted tunnels were driven down at 6% grades beneath the river flood protection levees, buildings, roads, a railroad and adjacent to a Freeway Viaduct. Details of the schedule, cost, shaft construction, TBM, tunnel construction, and installation methodology for the twin1.676 m (66 in) steel force main pipes and environmental constraints are provided.

Sulfur removal from high sulfur coal has several objectives including: a) reduction of the atmospheric load that contributes to the problem of acid precipitation; b) reduction of ash, which contributes to decreased energy transfer in boilers, as well as ash disposal; and c) alleviation of the social and economic dislocations reluted to uneven geographical distribution of sulfur in coal reserves. Cost in relation to the value of refined coal will govern the development of an emerging coal refining industry. Estimation of the premium paid by power companies for coal with a low sulfur content is a good estimate of the value that will be added as the result of refining. Estimates of premiums paid in 1984 are $28.65/t ($26 per st) for reduction of total sulfur from 3’% to 1% S and greater than $28.65/t ($26 per st) for removal below 1% sulfur.

The North-South Bypass Tunnel is a new $AUD1.5 billion underground traffic route in Queensland, Australia, a project of the Brisbane City Council. The tunnel is approximately 5.2 km long, bypassing the Central Business District, and is adjacent to and below major buildings and services. Road tunnel alignment issues include the complex southern connections to the Pacific Motorway and the design of ramps to the east and the north. A review of road tunnel alignment criteria and accident data for Australian and overseas tunnels, similar to the proposed NSBT, are discussed. The key findings of this review lead to a rationalization of the traditional tunnel cross sectional width allocation. The road alignment design elements adopted for the NSBT are also discussed. The NSBT route crosses beneath the Brisbane River. Geotechnical investigations and hydrogeological modelling are described. The crossing has a fundamental impact on the alignment and the tunnelling methods. The tunnelling methods to be adopted and the tunnel support are described. The geotechnical investigations and hydrogeology analysis culminate in the selection of a single shielded TBM for the reference design. These outcomes are related to complex issues of hydrogeology and contaminated groundwater. These are discussed in detail.

A variety of processing technologies exist for recovery from both primary and secondary sources of rhenium. Currently, there are no known primary rhenium deposits, thus, the method in which primary rhenium is produced is dependent on the commodity of which it is a byproduct, e.g., copper, molybdenum, uranium, etc. In addition, focus on the recovery of rhenium from secondary sources, such as alloy scraps and catalysts, is continually growing. In 1986, United States' barite production fell 48.9%, consumption - sold or used by grinding plants - was off 47.3%, and imports were down 63.8%. Meanwhile, world mine production decreased 29.6%, according to the US Bureau of Mines. However, value of US-produced barite FOB mine increased 46.51%, according to USBM figures. The declared value CIF US port of all imported unground barite decreased from $41.94/t ($46.23 per st) to $39.02/t ($43.01 per st). Nevada continued to be the leading US producer of barite with 69% of the total. It is followed by Georgia, Missouri, Tennessee, and California. The USBM estimates that 65% of the barite mined was used as a weighting agent in drilling fluids. The remaining 35% was used in the production of barium chemicals and as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. This sector made up a larger percentage of the US produced barite in 1987 than it did in 1986, increasing the overall value per ton of barite. Barite consumption was at its lowest since 1963. It is estimated that 80% of the barite was consumed in the drilling fluid market. The remaining 20% was used in barium chemicals, glass, and as filler in plastics and paper. The decline of barite used in drilling fluid followed the decline in the average number rotary rigs operating - 964 versus 1968 in 1985. This was the lowest average number of rotary rigs operating since 1971. The non-oilfield market was up 5.3% in 1986. This increase can be attributed to the increased use as a filler in plastics. Imports of crude barite, though down nearly two-thirds, still made up 65% of the barite consumed in the US. China was the leading exporter to the US with 58%, followed by India, 15.4%; Morocco, 11%; Thailand, 5.4%; Mexico, 4.6%; Chile, 3.9%; and Ireland, 1.7%. Less than 1% of the imported ore was used in the nonoilfield sector. Imports of ground barite dropped from 64.4 kt (71,000 st) to 19.8 kt (21,800 st) in 1986. Of this amount, 14.1 kt (15,500 st) were used in drilling fluids in 1986 and the remainder for non-oilfield use. During 1986, more of the grinding plants supplying the drilling fluid market were closed. Dresser Magcobar and IMCO Services, a Halliburton company, formed M-I Drilling Fluids Co. Mine production in the US will probably decrease in 1987 due to the lower cost of imported ore. No significant change is expected in the drilling fluid market. The average number of operating rotary rigs is estimated at 950 in 1987 versus 965 in 1986. The nondrilling fluid markets (chemicals, glass, and filler) will follow the overall US economy. Bauxite and alumina R. J. Anderson, Ohio State University US bauxite production in 1986 dropped to a pre-World War II level, continuing a decline that began a decade ago. 1986 production totaled 450 kt (496,000 st), compared to 674 kt (743,000 st) in 1985. World production of bauxite also decreased in 1986. This reflected the soft market in alumina, aluminum, and related products. Total mine production worldwide came to 79 Mt (87 million st), down from 85 Mt (94 million st) in 1985. For the sixteenth consecutive year, Australian production of bauxite led all other sources. No other country approached the 28 Mt (31 million st) mined in Australia in 1986, despite a 4.4-Mt (4.9-million st) drop in its output from 1985. Other major producers in 1986 were: Guinea 11 Mt (12 million st), Brazil, 6.5 Mt (7 million st), Jamaica, 6.5 Mt (7 million st), and Suriname 2.8 Mt (3 million st). Despite weakness in world demand for bauxite, Venezuela, heretofore an alumina producer, is now pushing development of a new mining venture near the western border of the state of Bolivar. Plans call for barging bauxite down the Orinoco River to the Ciudad Guyana alumina plant, a distance of 650 km (400 miles).

Gold and silver often occur finely disseminated in sulphide minerals such as pyrite. The use of biological leaching to dissolve pyrite and liberate gold has been extensively studied for a concentrate from the Porgera deposit, Papua New Guinea. The successful operation of a continuous bioleach circuit has been demonstrated. Bioleach residues were cyanide leached to extract gold and silver, and unreacted pyrite recovered for recycle to the bioleach. A 26 day steady state continuous bioleach test on a concentrate assaying 14.3 g/tonne Au and 87.0 g/tonne Ag produced residues with an average 73.5% weight loss and a pyrite oxidation of 88%. Cyanidation and recovery of pyrite from the cyanide residues for recycle gave overall recoveries of 92.1% gold and 74.6% silver. A proportion of the remaining precious metals was found in the bioleach solutions and may be recoverable. Losses to tails were 3.0% gold and 8.1% silver. Final tails represented 14.3% of the feed weight and averaged 1.84 g/tonne Au. A description of the continuous bioleach circuit and bioleach residue handling procedures, and the results of the study are presented. The features and advantages of biological oxidation as a pretreatment for refractory precious metal ores and concentrates are discussed.

London Underground is the oldest and one of the deepest Metros in the world. The temperature of the Underground has been increasing over the last 100 years, mainly as a consequence of increases in train service. Further increases in train service are planned in the coming years to meet the predicted growth in passenger demand. Unabated, the additional service will increase temperatures on the Underground. London Underground Limited (LUL) has therefore set up the Cooling the Tube Programme (CTP) to tackle the issues of thermal conditions on the Underground. Some of LUL?s studies and cooling methods have borrowed experience and techniques from the mining industry; some of methods used or proposed may in turn be of interest to the mining community. This paper presents a background into the sources of heat on the Underground network, the manner in which the heat is presently dissipated, the analysis of future temperatures and criterion and a number of means and methods being used or proposed to cool the network in an environmentally sensitive manner.
