The Southern Nevada Water Authority (SNWA) operates two water-intakes in Lake Mead, located 20 miles east of Las Vegas, Nevada. Severe drought has caused decline in lake level by 85 feet since 2000 and future declines are expected. SNWA will construct a third deep-water intake to ensure existing water system capacity. This paper describes expected construction challenges for the new project that consists of: an intake structure and tunnel beneath the lake, pumping station, pipeline to connect existing treatment facility, and interconnecting underground adits. The project will be completed in the year 2012 for total estimated cost of approximately $600 million.

Sustainability issues are from rising interest and importance for the mineral industry worldwide. In order to bring them into management processes and to improve decision processes, economic, ecological and social aspects of products, services or technologies have to be assessed. In this paper, the concept of integrated sustainability assessment is presented. Each aspect is assessed with quantitative or qualitative methods. The results of these ecological, social and economic sub-assessments are integrated by the means of Fuzzy Logic in order to regard preferences of decision maker and circumstances of decision situation. An example demonstrates the application of this new instrument.

The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations. This paper highlights some of these limitations and provides selection criteria for a new organic coating developed for one such difficult application, DSI?s Omega BoltPTM Pwhich is an expandable ground support. Elemental analysis of slurry streams using X-ray fluorescence (XRF) has long been employed. However, detector technology has limited the application of XRF devices. Using detector technology employed on NASA's Mars Pathfinder to analyze soil samples, Process Control, Inc. has developed an on-line analyzer to mount on a sampling system. The prototype XRF elemental analyzer was installed at Detroit Edison's Monroe Power Plant in January, 1998 and has been employed to monitor feedstock quality. A slurry system has been developed for flotation control. This paper describes the testing of the analyzer using the new, draft ISO standard for evaluating the performance of online analyzers (ISO/DIS15239).

The largest structure along the Tauern highway section between Salzburg and Villach is the 6.4-km-long Tauern Tunnel. The major geotechnical problems that came up surprisingly while driving the headings of that tunnel and their successful solution form the content of this article. A detailed discussion is presented of the special construction methods developed by systematic application of the principles of the New Austrian Tunneling Method with which even very heavily squeezing ground with large excavation areas can be mastered reliably and economically.

Rehabilitation challenges were met nearly two months ahead of contract schedule for the Design-Build, Fast Track Scituate Aqueduct & Tunnel project in Cranston, Rhode Island. The aqueduct and tunnel were built in the 1920s and consisted of three sections—a 2.3 m diameter reinforced concrete section that extends approximately305 m before it transitions to a horseshoe-shaped 2.3 m wide by 2.1 m high cast-in-place concrete tunnel that continues for approximately 5.3 km until it transitions back to a 2.3 m circular section that extends approximately 1.9 km to the end of this project. Major repairs were required to assure sustained operation of this water supply tunnel.

The possibility of drilling oil wells from underground locations is not a new concept. It bas not been cost effective for the oil industry in the past and therefore disregarded. Today's state of the art in tunneling and shaft sinking greatly improves the potential for this type of oil field development scheme. This report presents a plan for providing a aeries of drilling bases and the design of the drilling location. The design minimizes the amount of excavation needed to develop the oil field and maximizes the use of rapid excavation techniques.

All aspects of precious metals processing were featured at a symposium held Oct. 3-6, 2007, at Loews Ventana Canyon Resort in Tucson, AZ. Although billed as "Precious Metals Processing: Advances in Primary and Secondary Operations," the symposium also looked at economic, regulatory and environmental issues affecting the precious metals industry. The symposium was sponsored by SME; The Minerals, Metals & Materials Society (TMS); and the International Precious Metals Institute (IPMI). It included workshops, technical presentations, guest speakers and social activities. Mining industry management, process engineers, equipment manufacturers, consultants, metals marketers, academics and others involved in the precious metals industry attended the conference. Needless to say, with gold nearing $25.721g ($800/oz) and platinum pushing $41.801g ($1,300/oz) at the time of the meeting, the mood among the attendees could not have been more positive. The symposium was privileged to have Father Ernest S. Sweeney, professor of Latin American History at Loyola Marymount University, as a guest speaker. Sweeney, a Jesuit priest, provided a colorful account of the history of mining in Arizona and the surrounding region of North America (Fig. 1). He described the importance of the mining industry and said, "To go down into the bowels of the earth to extract its riches for the benefit of all of us is an awesome task deserving our sincere respect and gratitude." However, he warned the industry that: "The ever increasing de¬mands on the mining community for the protection of the environment calls for endless efforts to maintain ethical standards in a business filled with risk, uncertainty and frustrations." Sweeney noted that the Spanish conquest of the Americas was driven by the three fundamental motives of "God, glory and gold." He noted that gold was the basic, most powerful driving force of the conquest and occupation of the Spanish empire. The first European to explore Arizona was the Franciscan missionary Marcos de Niza. He came to Arizona in 1539 in search of the fabled Seven Golden Cities of Cíbola. Sweeny noted that Spanish explorers were consumed, as Cortes himself described it, "with a burning fever that only gold could cure." Sweeney told the story of some of these early explorers, including Francisco Vázquez de Coronado who "mounted an expedition in pursuit of gold and rich empires to conquer." Coronado passed through Arizona and discovered the Grand Canyon. "Coronado returned to Mexico exhausted, bankrupt and disillusioned, but with a wealth of new knowledge of the borderlands of the Spanish empire," said Sweeney. He then described the colorful history of early gold, silver and copper exploration and mining in Arizona, including the famous tale of the Lost Dutchman's Mine. The Woodbury L-73 Tunnel involved the design and construction of a 96-inch tunnel driven through 8,080 lf of very difficult ground conditions. Anticipated ground and groundwater conditions consisted of potentially flowing silty sand with cobbles and boulders, mixed face of sand and sandstone and full face of the St. Peter Sandstone. Actual conditions were similar, although the quantities did change from bid quantities. This paper presents the approach used for development of the GBR regarding risk management. The means of arriving at a fair compensation for variances from the baseline values to address the actual encountered tunneling behavior of the soil, boulder count and its effect on production rates are presented.

Laboratory and pilot-scale test data have shown that the innovative feed presentation of the CrossFlow separator provides improved metallurgy when compared to traditional hindered-bed or teeter-bed classifiers. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Recent side-by-side industrial-scale evaluations have verified that this technology can improve overall efficiency, reduce the cut point of separation, and increase throughput capacity. This paper describes the important features that make this novel separator ideally suited for size classification and density concentration. Test data from heavy mineral, phosphate, and industrial mineral applications are also discussed.

Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

Developing natural aggregate resources (sand, gravel, and stone) creates environmental impacts. A systems analysis method has been designed to characterize the components of the environmental system, identify potential impacts to those systems, and evaluate the extent of those impacts. The step-wise method consists of problem definition, data collection, preliminary conceptualization and characterization, additional data collection, data analysis, and refinement. The method requires analyzes of various systems making up the environment, including land surface, geomorphic, subsurface, and groundwater systems. After system characterization is complete, the method focuses on identifying and evaluating potential environmental impacts to determine acceptable mining strategies.

Precast concrete segments have been used in sanitary sewer tunnel design for decades. Federal mandates (reduction in heavy metals and I & I), and system design changes (increased retention times) and other factors have exacerbated corrosion problems. In an effort to combat the ever-growing effect of microbiologically induced corrosion, owners, engineers, and designers have been specifying thin-film lining systems to protect precast concrete segments. These systems have compatibility and installation issues. Chemical additives or calcareous aggregates have been utilized in precast concrete, but have only proven to retard the rate of corrosion and do not eradicate the problem. Solid cast polymer segments are stronger than precast concrete, do not require linings or coatings, are impervious to ground water infiltration, and, above all, are inherently corrosion resistant through and through.

A large lab apparatus was designed using a scale-down methodology based on the design legacy of the current FLSmidth commercial forced air flotation machines. This new apparatus, along with a new test methodology, was used to evaluate new rapid prototype concepts. The apparatus was designed to monitor bubble size, power, pumping capacity, Jg, velocity profiles, froth character, and tip speed. The methodology developed follows a sequence that goes from hydrodynamic tests and solids suspension tests to a flotation kinetic test. This methodology has been demonstrated to be a good tool to determine the effect of machine design changes on flotation.

Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Part III reviewed the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona. Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and a P80 of 6 to 7 µm), pressure leaching at 160ºC with 1,380 kPa (200 psig) oxygen overpressure, DEW to produce LME Grade A cathode, recycling some of the lean electrolyte to the pressure leaching step, and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an acid-autogenous process for pressure leaching. This paper (Part IV) discusses the development and design of a full-scale commercial application for the Morenci operation in Arizona.

The San Vicente Tunnel Project is an 11-mile water tunnel constructed for the San Diego County Water Authority. One of the many challenges of the project included tunneling a 22,000-foot single-heading tunnel on the western half of the job in varying geology using a 3.66m (12ft) diameter open shield excavator or ?digger shield.? This paper will discuss the design considerations for the temporary liner, the tunneling, and ancillary equipment. It will also highlight the challenges faced while mining this geology, explain the methods implemented to drive this section of tunnel, and discuss the experiences while performing mechanized tunneling in an extensive and varied San Diego geology.

Theoretical and analytical analyses of three mitigative measures- plane fitting method, trenching, and tension cable led to the development of a total protection plan to eliminate or reduce damages to the residential structures subjected to surface movements caused by underground longwall mining. The protection plan was applied to twelve residential houses and two external garages. The success rate is overwhelming. This paper describes the methods employed for protection and results of those case studies.

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.
