This work examined the feasibility of in-mine coal preparation in two phases. Phase I included a survey of previous investigations and a preliminary analysis of the economic and technical feasibility on a selection of representative sites and degrees of cleaning. The contract was terminated at the end of Phase I. The preliminary analysis determined that in-mine preparation systems can be applied using currently available technology. The most likely mines for application will have shaft or slope access and be deeper than 500 feet. The refuse disposal systems technically feasible are (1) pneumatic placement of coarse refuse in room and pillar panels or longwall faces, (2) mechanical placement of coarse and fine fractions in room and pillar panels, and (3) hydraulic placement of fine fractions in room and pillar panels. The economic feasibility is much more dependent on the refuse disposal-system than on the preparation system. It is estimated that the capital cost of an in-mine preparation and disposal system would be $6.00 per clean ton and the operating cost would be $1.24 per clean ton for a 1 million clean ton per year mine.

The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).

The study on improving surface coat refuse disposal site inspections included surface inspections of 15 refuse disposal sites. Monthly aerial photos were taken of the sites and computer methods were used to determine elevation changes. Photogrammetric techniques that were used are described in detail. A comparison of the results of each of these inspection techniques is included. A detailed evaluation of the photogrammetric techniques was made and conclusions were drawn concerning the advantages and disadvantages of using aerial photography and photogrammetry as part of the inspection procedure. Operators' opinions of the aerial photography methods are included.

As part of a Bureau of Mines research program to conserve critical and strategic metals, an aqueous electrodeposition method for preparing stainless-steel-type coatings was studied. Chromium powder (averaging 3 J1.m diam) was suspended in a ferrous-nickelous sulfate electroplating bath and occluded in the electrodeposited Fe-Ni alloy matrix. Subsequent heat treatment of the resulting composite coating formed the ternary alloy. The occlusion process was affected by the quantity of Cr powder suspended in the electrolyte and by the microstructure and composition of the electrodeposited matrix. Coatings containing up to 21 wt pct Cr were deposited from an electrolyte containing 20 vol pct suspended Cr powder. Heat treatment at 1,100° C for 8 h homogenized the composite coating. Deposition of 44Fe36Ni20Cr alloy coatings (250 J1.m thick) on AISI 1020 carbon steel rods, followed by heat treatment, provided complete protection of the carbon steel during exposure to a boiling 65-pct-HN03 solution. Corrosion rates of 0.6±OA mm/yr for the coating in the boiling HN03 approximate that of 304 stainless steel. Practically shaped electroforms have been prepared by the coating method.

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

The total number of petroleum refineries in the United States continued to decline during 1950, and according to the Bureau of Mines annual refinery capacity survey there were 357 refineries January 1, 1951, compared with 367 a year ago. The total throughput capacity increased 267,344 barrels daily during the year to 6,963,644 barrels daily as of January 1, 1951, continuing the trend of the past several years to increase the throughput capacity of the refineries and decrease the number of plants. The capacity of the average refinery to process crude oil increased during 1950 from 18,246 barrels daily to 19,506. The Indiana-Illinois refinery district accounted for 110,175 barrels, or 41 percent of the total crude-oil capacity increase, the Oklahoma-Kansas district, 17 percent, the California district, 14 percent, the East Coast district, 13 percent, and the Louisiana Gulf Coast district, 12 percent. Slight declines ill crude-oil capacity were reported in the Texas Inland, Texas Gulf Coast, New Mexico, And Appalachian refinery districts. The 160,100 barrels of additional crude-oil capacity that was building January 1, 1951, represents an increase of 10 percent over the year earlier figure. The only completely new refinery listed as under construct ion at the beginning of 1951 is located at Superior, Wisconsin. Other new construction involves enlargement of existing refineries. Plans for at least five additional new refineries are under consideration, and construction is expected to begin during the current year.

A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption if this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 mill ion tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably are in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

This Bureau of Mines report describes a tunnel stress relaxation gage (TSR) developed to measure initial radial displacement around full-sized underground openings. The TSR technique was shown to be a valid concept in previous field verification tests. Sensitivity has been improved by employing a titanium alloy cantilever in the transducer head, which also permits a deeper sensor location. Use of improved fabrication methods such as stainless steel bellows and sputtering techniques and use of an environmental chamber for testing greatly increased overall reliability. A miniature data acquisition system (DAS) was interfaced directly to the transducer for increased versatility and containment entirely within a borehole. The present TSR system is suitable for use around full-size underground excavations, particularly machine-bored openings. Field evaluation of the improved instrumentation verified the design goals.

In this report, the effects of anode-production variables, such as aggregate coke sizes, pitch binder content, and baking cycle, were investigated. A small alumina reduction cell proved effective in evaluating anodes prepared from commercial materials and from lignite coke and pitch. Compressive strength was found to be the physical property most significantly influenced, but it did not appear to affect anode consumption. Specific carbon consumption, that is, the ratio of carbon in the anodic gas to carbon theoretically oxidized at the anode, was used as an index of anode consumption. It was found that an anode made with lignite coke and commercial pitch was very low in consumption; however, anodes made completely from lignite but by a different fabrication method showed high consumption and anode deterioration. Microscopic examination of anodes after electrolysis showed evidence of higher consumption at low current densities, and was useful in judging overall anode quality. Based on the physical properties of the anodes and their consumption during electrolysis, lignite can be a suitable material for anodes, provided the proper fabrication conditions are used.

The U.S. Bureau of Mines subjected the CSE SR-lOO self-contained self-rescuer (SCSR) approved by the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) to a series of laboratory treatments designed to simulate various environmental conditions in underground coal mines. The tests were designed to predict the ability of the self-rescuers to withstand those environmental stresses without causing a decrease in wearer protection. The apparatus were heated to 710 C for 48 h, cooled to -450 C for 16 h, vibrated for 9 h, and dropped 1 m on each axis. A critical concern was internal damage to an apparatus, without any obvious external signs, that would cause it to malfunction or seriously degrade its performance. Carbon dioxide (C02) levels in apparatus with combined treatments were higher than in apparatus with individual treatments and untreated apparatus. The higher levels remained within safe limits, however. None of the treatments caused venting of the small oxygen cylinder that provides starter oxygen. Some bottles were found to be empty because of manufacturing defects in the burst disks. This problem was corrected in later models. The heat treatments did make the case ends more difficult to remove and the breathing bag sticky and subsequently more difficult to unfold. An apparatus that was dropped and vibrated had a broken desiccant bag that released some of its contents which compromised the seal of the relief valve. The case was dented from the drops. As with the first-generation self-rescuers, if there is visible damage to the case of the apparatus, the apparatus should be considered to be internally damaged and must be removed from service.

The results presented in this report deal with the elimination of explosion hazards of ether-oxygen mixtures by the addition of helium. The method is based upon the fact that every combustible gas, vapor, or dust will not burn or explode when the oxygen content of the mixture is reduced below certain definite values. These critical oxygen values are usually different for each combustible, varying with the percentage of the combustible present in the mixture and also with the inert gaseous material used to reduce the oxygen content of the mixture.

A rock mass classification system has been developed for support estimation in mines using caving methods. The developed system (MBR System) accepts readily-obtainable geotechnical properties, and mining geometry, to develop a rating that permits recommendations for drift support in block caving mines. The data base includes major active United States caving mines. The method is intended to be used for planning and estimating purposes and for preliminary support design. The Manual explains the organization and nature of the MBR System, its derivations, details of required input data, methods for assessing the data and for developing rock mass ratings, and techniques for selecting the most appropriate mine support recognizing mine requirements and desired stability. A worked example is provided.

STATISTICAL data on injuries and employment pertinent to metal mines and to their mills, and/or processing plants are presented in this Information Circular for the calendar year 1960. The information pertains to metal mines, as well as ore-dressing plants and primary nonferrous smelters, refineries and reduction plants, and their auxiliary works. These data are voluntarily submitted annually to the Bureau of Mines by the operators, and contribute greatly toward the promotion of safety in the mineral industries. The data presented are classified according to the principal mineral produced and include information on copper, iron, lead-zinc, gold-silver lode, gold placer, uranium-vanadium and miscellaneous metals. A breakdown of miscellaneous metals by commodities is shown in table 19, page 41. The data also relate to workers engaged in production, exploration, development, construction, and maintenance and repair work, as well as supervisory personnel and office- workers at the mine or plant site. The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. This publication contains highlights of a 4-hour lecture and demonstration by the Bureau of Mines on the fire and explosion hazards of flammable liquids and solids, oxidizing materials, corrosive liquids, and compressed gases. The authors first presented this material as part of a 2-week course given to officers and enlisted men at the U.S. Coast Guard's Dangerous-Cargo Handling School, established at Fort Eustis, Va., in 1959. The Bureau was asked to present the lecture and demonstration because of the extensive experience of its researchers in handling certain harardous commodities.

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. "Refiners are generally considered solely as fuel producers, but actually they also comprise a group one of the largest consumers of fuel. For example, during the year 1929 the refineries-burned 51,544,000 barrels of oil as fuel, or the equivalent of over 5 per cent of the crude oil processed in that year. In addition enough other fuels - coal, natural gas, refinery or still gas, and petroleum coke - were utilized to raise the total fuel consumption based on B. t. u. equivalent to more than 10 per cent of the heat value in the total crude oil run to stills. Refineries utilize fuel chiefly as the heat-forming element distillation, but also under-boilers in the formation of steam used in refining, for the heating of buildings, and in the generation of electricity.In the early days of refining, the problem of fuel utilization and fuel economy was of scant importance to the refiners. Margins of profit were comparatively high and the major portion of the operatros1 attention was directed toward increasing their throughput. However, the keen competition that has prevailed in the refining industry over the past five years or more has taught the refiners that their expenses, one of the largest items of which is the cost of fuel, must be curtailed. Thus in 1925 the refiners used an average of 829,000 B. t. u. to refine a barrel of crude oil, wheras by 1929 this average had been reduced to 639,000 B. t. u., a decline of 23 per cent (see fig. 1)Since 1925 oil has ranked first as a refinery fuel (see fig. 2). The use of natural gas increased during 1926 and 1927 but declined in 1928 and 1929. On the other hand, the use of refinery gas has grown rapidly in importance. Coal has shown a steady decline in use at refineries since 1925. Petroleum coke has never supplied more than a very small fraction of the total fuel requirements, although there has been a steady increase in its use."

Researchers at the National Institute for Occupational Safety and Health are investigating technologies that could be used to detect objects, small vehicles, and pedestrian workers that may be in the blind areas of haulage equipment used in mining and construction. A detection system that warns the equipment operator that there is an obstacle nearby could prevent collisions and save many lives each year. One popular technology for collision warning systems is radar. Several different types of radar have been tested in the laboratory and on mining equipment. Early in the study, questions arose concerning the best way to test radar systems. Many factors affect the performance of radar, including the size, shape, and composition of the object that is to be detected; the height of the radar antenna(s); and the relative motion of the radar system and/or object. This report discusses several different test procedures and test targets and recommends methods to determine how effective a radar system will be in detecting a person near heavy equipment.
