The 18th National First-Aid and Mine Rescue Contest was held in the Memorial Auditorium, Buffalo, New Vork, October 5, 6, and 7, 1959. The meet was sponsored by the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other safety minded groups. The Arrangements Committee, as authorized by the General Committee, made a11 the necessary arrangements for conducting the 1959 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. Trevorrow, Bituminous Coal Operators' Association; and James Westfield, Federal Bureau of Mines.

In late 1946, research was begun at the Bureau of Mines Electrometallurgical Laboratory at Boulder City, Nev., to determine the possibility of electrowinning manganese from chloride electrolytes on a continuous basis. All phases of electrodeposition were investigated on a small scale it the laboratory, and the results were reported by Jacobs and Churchward. These results indicated that a chloride process had certain possible advantages over the sulfate process that made it worthwhile to continue the investigation on a semi-pilot-plant basis, and this paper reports the results of this work. Research and development work on a process for electrowinning manganese from low-grade ores has been carried on intermittently by the Bureau of Mines since 1936. A process was developed, using sulfate electrolyte, that has been extensively described in the literature.

"The US Bureau of Mines and the University of Minnesota have developed design and performance criteria for a personal diesel exhaust aerosol sampler for underground coal mines. These are based on the premise that size can be used to separate diesel exhaust aerosol, which is mostly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. The sampler has three stages: a respirable aerosol preclassifier, a 0.8-um aerodynamic diameter inertial impactor to collect mineral dust and a final filter to collect the diesel aerosol. Using a sample flow rate of 2 L/min and gravimetric analysis to within 0.1 mg, the measure sub-0.8 um diesel aerosol has an a-priori limit of detection of 0.3 mg/m3.A miner working in an underground coal mine with diesel equipment is exposed to a wide array of pollutants from the diesel exhaust. These include CO, CO2. NO, NO2, SO2, diesel exhaust aerosol, and a variety of hydrocarbon compounds. A quantitative definition of the health risk resulting from these exposures remains elusive. During the past several years, though, progress has been made in defining the problem.Results from epidemiological studies by Garshick et al. (1988 ), animal inhalation studies by Mauderly eta). (1986), Iwai et al. (1986), and Brightwell et al. (1986) and in vitro studies by Lewtas et al. (1986) have provided sufficient data for the National Institute of Occupational Safety and Health (NOSH) to recommend that ""whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration"" (NIOSH, 1988). NIOSH further stated that ""though the excess risk of cancer in diesel-exhaust-exposed workers has not been quantitatively estimated, it is logical to assume that reduction in exposure to diesel exhaust in the workplace would reduce the excess risk.""The Mine Safety and Health Administration (MSHA) has also been directed by an advisory committee to establish a diesel exhaust aerosol standard and to establish regulations to minimize exposure to diesel pollutants in underground coal mines (MSHA,1988). Both reports point out the need for development of measurement techniques for respirable diesel aerosol.In the past four years, the US Bureau of Mines (Cantrell,1987 and Cantrell, et al. 1987), in cooperation with Marple, et al. (1986), at the University of Minnesota's Particle TechnologyLaboratory (PTL), have studied the use of size-selective sampling techniques to measure the mass concentration of diesel aerosol in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler for use in underground coal mines.These criteria are based on the premise that size-selectivesampling techniques,can be used to separate diesel exhaust aerosol, which is predominantly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. In addition to the performance criteria, this paper discusses the laboratory and field test data used to develop the criteria."

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations beginning with No. 4251, of which this is the fifteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by halt townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 halt-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The Descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion covering that area.

Petrographic methods of examination were used by the Bureau of Mines on a suite of samples of ultramafic rock from Soapstone Ridge, Ga., located about 8 miles south-southeast of Atlanta. The samples were analyzed to determine (1) their potential for releasing regulatory particles upon crushing and grinding and (2) their concentration of fibrous particles that approach the dimensions of amphibole and serpentine asbestos minerals. Such particles might be generated during grading and excavation for housing and industrial development and could become a health concern. Light optical microscopy, scanning electron microscopy, and X-ray diffraction were the techniques used to examine the samples. Six of the twelve samples contained amphibole as a major mineral; in five, it was a moderate to minor mineral. One sample contained no amphiboles, and serpentine was not observed or identified by X-ray diffraction in any of the samples. In nine of the samples, the amphiboles exhibited a habit that was either prismatic or acicular, but not asbestiform. Two of the samples did contain asbestos, occurring as small veins or fracture fillings, which represented only a minor percentage of the total sample. Similar petrographic screening is recommended for examining any rock deposit or mine location to delineate hazardous and nonhazardous mineral areas.

To develop effective noise controls for continuous min-ing machines (CMMs) to reduce worker noise exposure. Background Noise-induced hearing loss (NIHL) is an occupational illness caused by chronic exposure to excessive sound levels. For underground coal mine workers, NIHL continues to be a serious health issue. Analysis of hearing loss data suggests that by retirement age, 70%?90% of U.S. coal mine workers will have a hearing impairment. Operated in the confined spaces of underground mines, large industrial mining equipment often produces sound levels that can be harmful to workers. Of all equipment used in underground coal mining operations, CMMs account for the most noise overexposures. To reduce the occurrence of noise over-exposures, engineering noise controls must be developed for the CMM.

Construction workers may be exposed to hazardous dust containing crystalline silica during site preparation when drilling systems are used. The National Institute for Occupational Safety and Health (NIOSH) found that drill dust could be decreased by using wet or dry dust reduction engineering controls, enclosed cabs, and implementing a dust control program.

"Purpose and Origin of Investigation.For many investigations of mineral products such as metallic and ceramic materials, especially refractories, a knowledge of thermal conductivity and specific heat at high temperature is required. Such data have been needed by the Bureau of Mines for checking heat balances in kilns, and computing heat loss through furnace walls.Design of apparatus for thermal conductivity tests was undertaken by the Bureau early in 1922, an industry at that time indicated that no equipment intended for extreme high-temperature observations was elsewhere available or likely to be in the immediate future.The Bureau's investigation was begun by C. R. Greenslade, assisted by F. A. Hartgen, and temporarily discontinued owing to their resignations in the summer of 1922. The work was later turned over to the writers of this report, and has been carried forward at intervals, along with other problems."

Oil-yield results are presented for 65 oil-shale sections in Piceance Creek Basin, Colorado, sampled during the period 1957 through 1963. Including previously published data, oil-yield results for 203 sampled sections have now been released by the Bureau of Mines to aid in appraising the shale oil potential of the basin. Oil yields of core samples (135 sets) were regarded as reliable bases for appraising the Mahogany-zone interval, but only 5 sets of cores sampled the deeper, lower-zone oil shales. Drill cuttings (68 sets) sampled the lower-zone oil shales, but their oil yields are principally indicative and should be confirmed by analyses of cores. More complete core sampling of the lower-zone oil shales is needed.

The Bureau of Mines in its safety work has for a number of years advocated and recommended the use of permissible portable electric cap lamps for use in all mines. In the course of time required for the evolution from an unsatisfactory to an efficient and safe light, but encouraging increase in their use has been experienced in Alabama. As early as 1916, small installations of these safer lamps were made or an experimental basis by several operating companies, and the first complete mine installation eras made at the Virginia mine of the Gulf States Steel Co., July 1, 1918. From the experiments in 1316 and the complete equipment of the first mine in 1918 gradual progress has been made until there are now 30 installations with 10 operating companies; as a result 20 mines have been put entirely and 5 partly on, closed lights, and 3 companies equip their engineering departments; two installations of closed lights are maintained by other companies for emergency use. One of the mines partly on the electric cap lamp is an ore mine - the only one in Alabama (and one of the very few in the United States) that uses closed lights. Detailed oil yield, lithologic, and mineral distribution data are presented for core and drill-cutting samples from the Western Oil Shale Corp. Project Utah EX-1 Corehole (WOSCO EX-I), drilled to sample a deeply buried oil-shale sequence in the Green River Formation of Utah's Uinta Basin. Drilling of this corehole was part of the evaluation of this site for possible oil-shale development by nuclear explosion. Sections sufficiently thick for nuclear development average 15 gallons per ton or less and consist predominantly of low-grade shales. Some properties of low-grade shales may be advantageous to a nuclear experiment by facilitating breakage, fracture development, and in situ retorting. The formation correlates precisely with the well-studied oil shales 25 miles east near the Colorado border. A 235-foot mineralized section containing nahcolite, shortite, and searlesite whose bottom lies 300 feet above the Mahogany zone is described.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Survey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. [Sales of explosives - permissible explosives5/ other high explosives, and black blasting powder - in the United States during the calendar year 1937 reached a combined total that slightly exceeded the quantity sold in 1936. A larger output was reported for permissible and other high explosives but a smaller for black powder. Production of the three classes of explosives totaled 404,744,294 pounds, more than 3 percent over 1336. The total quantity produced included 49,579,441 pounds of permissible, 288,924,253 pounds of other high ex- plosives, 36,403,950 pounds of black powder in pellet form, and 23,836,550 pounds of black powder in granular form. Sales of granular black powder declined 26 percent compared with 1936 and of pellet black powder 12 percent; gales of permissible explosives increased nearly 4 percent and of other high explosives 10 percent]

During World. War II, when the curtailment of imports led to an unprecedented demand for domestic mica, beryl, spodumene, and other pegmatite minerals, the Bureau of Mines and the Geological Survey entered upon a program designed to expedite mining of these minerals from the Black Hills area of South Dakota. The program involved napping, sampling, and drilling of many pegmatite dikes in the southern portion of the Black Hills and beneficiation conducted in the field and in the Bureau of Mines laboratories at Rapid City, S. Dak., Rolla, Mo., Salt Lake City, Utah, and College Park, Md. This report describes the occurrence and sampling of the Beecher No. 2 pegmatite, which was investigated as part of the general pegmatite study in South Dakota. Investigation of the Beecher No. 2 pegmatite was started on November 20, 1943, and terminated in the spring of 1944. During this period, the Bureau of Mines took a series of trench samples across the pegmatite at the surface for grain-count studies and chemical analyses. The Geological Survey mapped the geology of the deposit after it was exposed by trenching and stripping.

"At the request of Philip S. Hoyt, the Eagle Mountain fluorspar deposits in section 35, block 68, Texas & Pacific Railroad Survey No. 9, were examined by an engineer3/ of the Bureau of Mines during March 1943: As a result of this examination; a preliminary program of trenching, sampling and core drilling by the Bureau of Mines was begun in. June 1943.4/ Eight deposits were explored.The Federal Geological Survey mapped the properties and furnished geologic information throughout the program, while the Texas .Bureau of Economic Geology6/ made preliminary maps that facilitated planning the exploratory work on section 35.The eight deposits explored by the Bureau of Mines are in block 68, Texas & Pacific Railroad Survey No. 9, Hudspeth County, Tex., approximately 7-1/2 miles south of. Hot Wells and 12-1/2 miles south of Allamoore, which is 10 miles west of Van Horn and 20 miles east of Gierra Blanco on U. S. Highway 80(fig. 1). A graded gravel road, built by the Public Roads Administration, leads from Hot Wells to the deposits in section 35, and there are unimproved roads, passable,by automobile, to all the other deposits.Carload shipments can be made to and from Hot Wells on the Southern Pacific Railroad, and complete railroad facilities are available at Allamoore on the Texas & Pacific Railroad.Van Horn and Sierra Blanca are the only local source of labor and. supplies. The prevailing wage for common labor is 60 cents an hour. Living accommodations are obtainable in Horn and Sierra Blanca.No electric power lines pass near the deposits. Diesel and gasoline motors are employed to furnish power for mining and milling operations.Two recently 'drilled water wells on section 35 furnish water for the mill. Other wells will be drilled if the present supply is inadequate for prolonged Peak operation.The properties lie in the foothills on the northeast side of the Eagle Mountains at 5,500 feet altitude. The Eagle Mountain Range rises sharply from a broad, flat valley known as Eagle Flat. Eagle Peak, the highest in the range, has an altitude of 7,510 feet. In the vicinity of the fluorspar deposits the topography is moderately reliefs ranging from 50 to 300 feet."

Information Circular (IC) 9453 Roof falls continue to be the greatest single safety hazard faced by underground coal miners. During1996-99, 44 coal miners lost their lives in rock falls and nearly 2,400 were injured. In addition, nearly 6,000 non injury roof collapses were reported. Roof supports are installed to protect the miners, but support system failures contributed to most of these incidents. Reducing the terrible toll taken by ground falls continues to be a major goal of research by the National Institute for Occupational Safety and Health (NIOSH).During 2000-01, NIOSH conducted a series of open industry briefings on New Technology for Coal Mine Roof Support in Norton, VA, Charleston, WV, Evansville, IN, Tuscaloosa, AL, Price, UT, Glenwood Springs, CO, and Washington, PA. Drawing on many years of research undertaken by the NIOSH Pittsburgh and Spokane Research Laboratories, the proceedings describe what types of coal mine roof support are available, how they work, and when they should be used. The major subjects covered include roof bolts, standing roof supports, cable supports, and longwall shields. Some special topics are also addressed, including an analysis of roof fall accident statistics, techniques for better skin control, and material handling considerations. The proceedings volume also contains information on several important new technologies, which are described for the first time, e.g., guidelines for selecting roof bolt

The Bureau of Mines conducted laboratory studies on low-grade vanadiferous silicates from the Pumpkin Buttes and Nine Mile Lake deposits of Wyoming to examine techniques for extracting vanadium and uranium. Recovery from low-grade sources such as these could contribute to future vanadium production and reduce reliance on vanadium imports. The Pumpkin Buttes samples contained 0.03 to 0.04 pct V205 and 0.06 to 0.12 pct U308; the Nine Mile Lake samples contained 0.02 to 1.0 pct V205 and 0.06 to 0.19 pct U308" Leaching the Pumpkin Buttes samples for 18 h at 800 C with addition of 200 lb/ton H2S04 resulted in recoverey of 80 pct of the vanadium contained in the samples. The Nine Mile Lake samples were readily leached, yielding 78 to 94 pct of the vanadium after 3 h at 800 C with addition of 100 lb/ton H2S04, A solvent extraction procedure was used to selectively recover urani-um from Pumpkin Buttes and Nine Mile Lake leach solutions and to recover vanadium from the raffinates. In batch shakeout tests, Alamine 336 recovered over 95 pct of the uranium from leach solution adjusted to pH 1. Di-2-ethylhexyl phosphoric acid and Cyanex 272 recovered vanadium from the uranium raffinate after reduction and adjustment to pH 2; vanadium extractions of up to 96 pet and 92 pct, respectively, were achieved.

PRODUCTION of bituminous coal and lignite increased substantially in 1963 compared with 1962 figures. The major items of production, consumption, exports, and productivity increased. However, certain key items declined. For the fourth year there was no upward trend in mechanization; the percentage of total tonnage mechanically loaded remained the same as in the 3 previous years and the percentage of total tonnage mechanically cleaned was smaller than in the previous year. Furthermore, the percentage of total production mined by stripping and by augers increased. Most significant was the continued decline in average value and employment. Production.-The output of bituminous coal and lignite in the United States in 1963--459 million tons-was 9 percent greater than the 422 million tons produced in 1962. Production was greater in 1963, largely because of expanded consumption by the electric utilities and an increase in exports.

"Using electron spin resonance (ESR) spectroscopy we have carried out a systematic study of the measurement of concentrations of organic free radicals in freeze-dried lung tissue. Sixty-six tissue samples were obtained from the National Coal Workers' Autopsy Study (NCWAS). The samples were characterized in terms of the concentration per gram of the free radicals, and examined in relationship to the histopathological parameters such as age, numbers of years in the mining atmosphere, the degree of disease, and smoking history. Preliminary results indicate a positive correlation between the free radicals in the lung tissue and the severity of pneumoconiosis.IntroductionThis paper summarizes our electron spin resonance (ESR) measurements of the concentration of organic free radicals in the freeze-dried lung tissue of autopsied coal miners. This work was undertaken because it is well known that most coals contain carbon-centered organic free radi¬cals,(1,2) and recent studies from our laboratories indicated that reactive free radicals might play a role in the biochemi¬cal mechanism of coal workers' pneumoconiosis (CWP) (3) Thus we obtained 144 lung-tissue samples from the Nation¬al Institute for Occupational Safety and Health (NIOSH) in Morgantown. The samples came from the data bank of the National Coal Workers' Autopsy Study (NCWAS). This selection was unique because fairly detailed histopathologi¬cal information was available for each sample.Other recent studies in this field are those of Ohta et al (4) who conducted ESR measurements on black dust deposited in autopsied human lungs, but no coal miner was included therein. Earlier Retcofsky (2) had examined one lung-tissue sample via ESR spectroscopy and had concluded that the free radicals in the lung tissue reflected simply the fusain (narrow component) ESR signals. The present study was thus undertaken to complement the earlier work (2-4) and the results indicate a positive correlation with the disease severity fairly strongly."

Tables of 28 positions for all the transitions for nine common analyzing crystals for first, second, and third order reflections were compiled by the Bureau of Mines to facilitate elemental X-ray fluorescence analysis on multi-element systems. The tables are based on a compatible set of wavelengths for 2,346 observed X-ray transitions of the elements lithium to americium. The results are tabulated in order of increasing wavelength as well as by increasing wavelength for each element.
