The use of fluid jets for industrial purposes has received considerable attention in recent years. The convening of The First International Symposium on Jet Cutting Technology1 in April 1972 devoted solely to this subject probably heralds the coming of age of this new science. It is interesting to note the emphasis in the conference towards the cutting of rocks, minerals, and soils, indicating the attention being devoted to excavation and mining. The use of water streams for mining of minerals is not new. It is well over a century since its first application.2 But its use in coal mining has been somewhat restricted over the years. In the past 30 years the U.S.S.R. has successfully used water for coal extraction, and these techniques have been examined in 15 countries in recent years. In the United States research on various aspects of the method has been conducted for over 15 years,3 but success stories from the Soviet Union,4 JapanS and Canada6 in the last 5 years has spurred greater enthusiasm. IIT Research Institute has done pioneering work in the 7-12 13-15 area of water jetting for rock and coal breakage. It has just completed an experimental study involving mining of coal with a 50,000-psi and 100,000-psi jet in a stripping operation14 under the sponsorhip of the U. S. Bureau of Mines (Contract No. HOll1789). As a complementary program the Bureau initiated a project to design a water-jet coal-mining machine (Contract No. H0133119). IITRI was a successful bidder on this competitive procurement.

This section presents highlights of world economic and mineral industry performance in 1982, a year characterized by continued recession, and selected 1983 forecasts of economic indicators of importance to the mineral industry, some of which indicate a modest improvement in the economies of the United States and Western Europe. The U.S. Economy in 1982 In 1982 U.S. gross national product (GNP) in current dollars increased at a rate of 4 percent, but GNP adjusted for inflation (real GNP) declined at a rate of 1.8 percent. Yearend 1982 real GNP was at roughly the same level as in 1980 (table 1). Thus no growth in real terms had taken place in the United States during the 1980-82 period.

"INTRODUCTION ""Free silica"" includes all free forms of silicon dioxide, such as quartz, chalcedony, tridymite, cristbbalite, opal, diatomaceous earth, and lechatelierite. The term, has been used rather loosely however, as synonymous with quartz, as quartz is the most abundant form of free silica. ""Combined silica,"" on the other hand, has been reserved to denote silica combined with other elements as silicates.Improvements in methods for the determination of free silica, and quartz in particular, have been the subject of considerable interest during the past decade, owing mainly to the accented and increased knowledge concerning quartz as a causative factor in silicosis. Analysis for quartz, however, is of importance in many other fields, including the determination of quartz in ceramic raw materials, such as feldspar and clay; the evaluation of a beneficiation procedure by the ore dresser, such as in the concentration of iron ore; control studies of a manufactured product, such as silica brick; and routine analysis of rock, mineral, and ore samples by chemists and petrographers."

Toward the goal of maximizing minerals and metals recovery from domestic resources, the Bureau of Mines, U.S. Department of the Interior, has conducted in situ corrosion studies at the Salton Sea Known Geothermal Resources Area (KGRA) in the Imperial Valley, Calif., to evaluate and characterize materials of construction for geothermal resources recovery plants. General-, pitting, and crevice-corrosion characteristics of 13 commercially available alloys were investigated for periods of 15 and 30 days in seven process environments expected to be found in typical geothermal resources plants. Stainless steel alloy 29.4, Inconel 625, and the Hastelloys G, S, and C-276 were the most resistant to general corrosion, did not pit, and exhibited little susceptibility to crevice corrosion. Stainless steel alloys 430, E-Brite 26-1, and 6X had low general corrosion rates, but pitted and were susceptible to crevice corrosion. Stainless steel alloy 316 L had a low corrosion rate, but corroded intergranularly, pitted, and was susceptible to crevice corrosion and to stress-corrosion cracking. Titanium-1.5 nickel and TiCode-12 had low corrosion rates, did not pit, and were not susceptible to crevice corrosion. Carbon and 4130 steels had high corrosion rates, pitted, and had high susceptibilities to crevice corrosion. The major scale-forming mineral on the corrosion samples in most of the process environments studied was galena mixed with lesser amounts of other minerals.

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. "FOREWORDAmong many problems created by World War II, the question of supplies and distribution of raw materials is of outstanding importance. One of the most critical of these raw materials is fuel, and of the fuels coal is of primary importance. The normal consumption of coal has increased greatly owing to the increased tempo of industry in general. It has been necessary to divert much of the fuel oil, gasoline, etc., ordinarily used for industrial and domestic purposes, to supply the enormous demands of mechanized warfare. Coal must be provided to replace this fuel. Furthermore, the enormous increase in the production of steel has increased the demand for coking coals to a critical point.The Solid Fuels Administration for War is encouraging the use of anthracite fines in the production of byproduct coke for blast furnaces for three reasons. First, the production of anthracite for domestic use; is hampered by the inability to find a market for the fines incidental to the production of domestic sizes. Second, the shortage of low-volatile coking coal is acute, and any action that will decrease the quantity of low-volatile coal required will relieve the situation. As will be seen in this report, there is some promise that use of anthracite fines in coke-oven mixes will lower the amounts of low-volatile coal required. Third, utilization of those anthracite fines will tend also to alleviate the general fuel shortage. It has been the privilege of the Bureau of Mines to cooperate with the Solid Fuels Administration in the technical problems involved."

To determine the availability of manganese for metallurgical purposes from selected world resources, the Bureau of Mines evaluated the potential production of contained manganese in concentrates based on the demonstrated resources of 23 foreign and 8 domestic mines and deposits in 9 market economy countries. All but 2 of the 23 foreign deposits are operating mines; none of the domestic deposits are in operation. The demonstrated resources of the mines and deposits used in this study represent an in situ ore resource of approximately 2.2 billion tons," containing 780 million tons of manganese with a total recoverable production potential of 514 million tons of contained manganese in concentrates. The analyses of mines and deposits in this study indicate that about 213 million tons of the contained manganese (41 pct) is potentially available at a January 1981 constant dollar long-run total cost of up to $1.50 per long ton unit (22.4 lb, or 10.15 kg contained Mn), approximately 428 million tons (83 pet) is potentially available at a cost of about $1.75 or less, and 491 million tons (95 pet) is available at less than $3.30. The remaining 23 million tons, which is potentially available at much higher costs (about $8 to $35 per unit), represents the U.S. deposits. On an annual basis, with a cost range of up to $1.75 per long ton unit, the availability from currently operating mines would last at least 80 years based on 1980 world production data. Total manganese production costs are estimated to comprise mining-8 pet, beneficiation-3 pet, transportation-26 pet, and smelting-63 pet.

"The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank.Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTIONWater spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles."

A series of four coal combustion experiments was conducted at the National Institute for Occupational Safety and Health's (NIOSH) Pittsburgh Research Laboratory (PRL) in the Safety Research Coal Mine (SRCM) to evaluate the response of fire sensors to a small 0.61 m square smoldering coal fire which transitions to flaming combustion in the presence of diesel emissions. An optical path smoke sensor alarmed earlier than a point type diffusion mode ionization smoke sensor which alarmed prior to a CO alert value of 5 PPM above ambient. The presence of steady state diesel emissions resulted in a decrease in the optical smoke sensor analog output voltage signal by less than 1.4 pct for the three coal fire experiments in which a diesel engine was operating, whereas the ionization smoke sensor output decreased between 10.8 and 26.7 pct after the initial surge of the diesel engine. A commercial diesel discriminating fire sensor did not alarm for a fire in the one experiment for which it was used. The results of the experiments demonstrated that an optical path smoke sensor might be used to detect a coal fire under the experimental conditions considered of starting a diesel engine followed by a slowly developing coal fire.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. These are intended as guides for operators in the selection of well-spacing, water-treating, and other techniques, as well as an indication of the results being obtained in waterflooding in various areas, fields, and horizons. In addition, Bureau personnel has arranged a tour of selected waterflooding projects each year for the past several years so that actual operating conditions may be observed and an additional opportunity provided for exchanging information. The range of composition of gases synthesized from solid fuels which are exchangeable with natural gas on current gas appliances was evaluated by theoretical principles. These principles consider primarily the flashback, blowoff, and yellow-tipping characteristics of air-entraining burner flames. It was found that complete identity between the synthetic and natural product is not necessary. Gases such as may be obtained by hydrogasification of coal and other solid fuels without the removal of unreacted hydrogen offer advantages in flame characteristics. Between 25 to 37 percent hydrogen can be tolerated in the sendout gas.

Safety and cost in mining coal beds under the extreme pressures found at depth, full extraction to conserve resources, and even surface subsidence to minimize damage of improved areas have directed much well-deserved attention, in the United Kingdom; to roof-control methods. Because the effects of pressure will be felt intensely as our Pennsylvania anthracite mines grow deeper, the senior author took advantage of an opportunity afforded by a mission to Europe3/ to observe, to a limited extent, the effects of pressures found in deep mines and the manner in which they are con trolled. Organized research relating to strata control has been carried on in Great Britain for nearly 25 years. These activities have been ably outlined by Dr. D. W. Phillips.4/ Physical properties of coal-measure rocks, movements of roof and floor, and types of face and roadway supports have been investigated. Same of the forces induced by the extraction of coal have been measured. The results of this research have been publicized and openly discussed, and much progress has been made in establishing a better factual understanding of roof-control problems and their solution.

Three hundred and twenty-eight mines and quarries, representing 36 States, took part in the twelfth yearly accident-prevention contest conducted by the United States Bureau of Mines and known as the National Safety Competition. Four underground mines and one open-cut mine (which represents the quarry and open-cut mine group), each the leader in its group, were awarded the ?Sentinels of Safety? trophy. Relative standing in the contest" was determined by the number of days lost from accidents in proportion to the total number of man-hours worked. Since 1925, when the National Safety Competition was inaugurated, an increasing interest has been taken in it by mining and quarrying companies as a means of stimulating mine and quarry safety by competition among similar plants. Each participating plant can, on a basis of its standing and record in the contest, determine to what extent its safety program is succeeding or to what extent it needs strengthening. With this information, each company that has a low standing in the contest can intensify its safety-promotion efforts the following year to obtain a lower rate and possibly win the trophy or achieve honorable mention in the competition. Except for 1929, the National Safety Competition of 1936 represented more man-hours of employment than any other year since the yearly contests began.

This information circular is one of a series published by the Federal Bureau of Mines describing methods and costs at various mining operations. The Schwartzwalder uranium mine, situated about 20 miles west of Denver, Colo., is an important source of uranium ore in the Front Range. Production was begun in 1953, and nearly 36,500 tons of ore had been shipped by September 1, 1958. The mine is operated by Denver-Golden Oil & Uranium Co., Denver, Colo. Much interest has been shown in the property since uranium mineralization tit was found by Fred Schwartzwalder in 1949. The Atomic Energy Commission, Federal Geological Survey, Office of Minerals Exploration (formerly Defense Minerals Exploration Administration), and Federal Bureau of Mines have done work in the area, and various private concerns have shown interest in the property.

In support of its goal to maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines has investigated a novel hydrometallurgical system with sulfur dioxide. Differential leaching with dissolved SO2 of manganese, nickel, and cobalt from their hydrous oxides was found to be very rapid and efficient--almost instantaneous and quantitative. In this method a given weight of mixed oxides previously ground to minus 200-mesh is slurried with a leach solution containing a specified quantity of dissolved SO2 for 10 minutes at room temperature and ambient pressure. An empirical leaching parameter, R, is defined as the ratio of the number of SO2 moles in the leaching solution to the weight of the metal oxide charge. Plots of the variation of metal extraction with the ratio R generate a series of sigmoidal-shaped curves, each of which is characteristic of a specific metal extraction. A threshold value of R is required to initiate the leaching of a given metal from the mixed oxides. Once this threshold is reached, the metal recovery can increase to more than 95 pct in very short times. For increasing values of R, the extractability of various metals by SO2 follows the order: Mn > Ni > Co >> Fe, Al, Cu. Differences in the threshold R values permit a variety of metal separations to be made simply by adjusting the quantity of SO2 in the contacting solution. Success in this leaching system depends upon comminuting the sea nodules to less than 0.149 mm (100-mesh). Above this critical size, leaching is slowed due to the inaccessibility of inner particle reacting groups to the SO2 leaching agent. This results in nonselective extraction and less extraction of preferred metal values. At or below 0.149 mm, leaching by SO, is possible with all its attributes of selectivity, sensitivity, and rapidity. Leaching with HC1 solutions of the same pH level as dissolved SO2 yielded mixed, slow, and incomplete metal extractions. This observation rules out any interpretation based on hydrogen ion as the leaching agent. The leaching curves resemble the complexometric titration curves of heavy metals with specific coordination species.

Physiol. 11): L365–L374, 1994.—Although integrity of the alveolar basement membrane may influence progression of lung injury induced by inhaled particulates, little is known about direct effects of coal dusts on the alveolar epithelium or its extracellu¬lar matrix (ECM). Effects of dust on synthesis of cell and ECM proteins by type II cells (T2P) was thus investigated. Three coal dusts (anthracite no. 867; bituminous no. 1451 and no. 1361) and mine dust MIT-3, of respirable size, were studied as a function of dose and time over 3 days of primary T2P culture. On day 1, 750 µg/ml of 867 were required to increase relative synthesis of ECM proteins (ECM/cell). MIT-3, 1451, and 1361 were without effect. By day 3, 867 or MIT-3 increased ECM/ cell 60-100% at 300 µg/ml; 1451 produced modest, dose-dependent stimulation, whereas 1361 remained without effect. None of the dusts caused significant cytotoxicity. The results show dose- and time-dependent effects of well-characterized coal and mine dusts to modify partitioning of newly synthesized proteins into the ECM and suggest that coal dust exposure may modulate structure or function of the subepithelial basement membrane.basement membrane; cell culture; inorganic dust; lung injury; extracellular matrix deposition; pulmonary epitheliumCHRONIC EXPOSURE to coal dust may be associated with development of pulmonary fibrosis and consequent loss of normal lung function (see Ref. 26 for review). Al¬though the pathways of inorganic dust-induced lung injury are recognized to involve an inflammatory re¬sponse, the underlying pathogenic mechanisms are not understood in detail. Acute and chronic responses to dust exposure involve a variety of interacting cells of the immune system, including macrophages, T cells, and B cells, along with pulmonary fibroblasts. These responses reflect direct effects of the dust particles, as well as indirect effects mediated by soluble factors, including cytokines and eicosanoids (see Ref. 41 for review).Studies of pulmonary macrophages and fibroblasts following silica exposure suggest that dust-induced damage at the airway surface may involve cellular injury through oxidant-mediated pathways. Coal dusts and related inorganic particulates can activate the alveolar macrophage (42) to produce fibronectin (15) and cytokines, such as interleukin-1 or tumor necrosis factor (4) and/or other soluble products which act locally (29) to cause acute cellular injury and to initiate the progression of fibrotic lung damage (16). Type I epithelial cells are typically more susceptible than type II cells to oxidant injury. Type I cell damage and subsequent death leads to denudation of the subepithelial basement membrane (2, 21) and can be associated with leakage of plasma constituents from the pulmonary vasculature into the alveolar compartment (13)."

In safety work a study of past accidents is of value in determining means of reducing future accidents of the same character. This is particularly true with reference to coal-mine explosions. Data from publications of the United States Bureau of Mines and from published reports of the State inspector of coal mines of Colorado are presented in this circular in the belief that they will be of value to operators by indicating methods of preventing future coal-mine explosions. The tables included are complete only with regard to major disasters. The Bureau of Mines considers as a major disaster one in which five 'or more men are killed. However, this circular also includes a considerable number of minor disasters, Various explosions in the coal mines of Colorado from 1883 to 1932, inclusive, are listed with information available as to their probable cause, number of men killed and measures which, if they had been in use at that time, might have prevented them. John McNeil, first Colorado State coal-mine inspector, on page 43 of his first report for the period ended July 31, 1884, made the following recommendations for the prevention of explosions in the coal industry: True causes could be traced either to insufficient ventilation, carelessness and lack of rigid discipline in carrying on energetic ventilation and other precautions needed to be enforced in a mine giving off explosive gases. *** When any quantity of fine coal dust is observed in an entry, air course, or room it should be made damp and be removed from the mine, and thus beep every place as free from dust as possible. *** A system of bratticing close up to the face of each and every place in the mine from crosscut last made (whether gas should just then show its presence or not) which should not be more than 50 or 75 feet according to the nature of the mine.
