"Metal prices are frequently the most critical and least predictable element in determining the profitability of mining operations. Short -term fluctuations can be offset in varying degrees by hedging or other market actions. Such solutions are not practical for the longer term, The paper investigates the nature and extent of metal price risks and evaluates methods to reduce them.IntroductionIt is management's responsibility to improve the odds by managing the-risks by identifying them clearly, assessing them accurately, minimizing them where possible-and, then, timing decision s success fully.In determining the profitability of current operations, preparing forward plan s or developing feasibility studies for new projects or expansions, pr ices are usually the most critical input. Being market determined rather than cost based, they can also be the most unpredictable As a result, commodity prices are frequently the greatest of all risk factors.Nature of Commodity PricesThe cyclical nature of commodity prices is well known. They are stable only when supply is in balance with demand and forecast to remain that way. An imbalance on either side of the equation can lead to a price reaction completely out of proportion to the actual or perceived surplus or shortage.This exaggeration arises through the cumulative effect of market forces. When the market senses an uptrend, consumers buy for the expected increase in activity. They also seek additional quantities for inventory before price s rise. Merchants defer spot sales anticipating higher price s, speculators go along for the same reason, and producers raise prices in response to demand. Events tend to confirm the expectation of each party and strengthen their reaction causing prices to move higher."

"A long-standing objective has been to obtain interpretable measurements of the oxidation-reduction potential in mineral slurries. For this purpose several sensing electrodes (black platinum wire, platinum foil and spiral, gold foil and spiral, and sulphide minerals such as chalcopyrite and galena) were investigated to determine their response to the presence of sulphide minerals in the pulp, and to the addition of reagents commonly used in flotation. The observed discrepancies between the electrodes may be explained using a combination of the classical mixed potential model for complex solutions and the probability of contact between the mineral particles and the sensing electrode. It is shown from laboratory testwork that gold spirals are preferred over platinum electrodes. Finally, some of the practical aspects of using the electrochemical measurements in a plant environment are discussed.IntroductonThe interpretation of flotation of sulphide minerals in terms of electrochemical (electron transfer) processes has brought new possibilities for process control of selective flotation. Investigations on massive and compacted particulate bed electrodes have shown that the flotation of a given mineral in the presence of a collector can be controlled by the potential induced on the mineral surface. Also, phenomena such as collector less (self-induced) flotation, activation by heavy metal ions, and natural selectivity sustained by galvanic coupling during flotation might also be controlled by electrochemical means.The technique for measuring electrochemical potential in slurries is an adaptation of that used for solutions. The measurement of the oxidation-reduction potential of a solution (ORP , Redox, Eh) is usually carried out by immersing a noble metal electrode (platinum, gold or silver) and a non-polarizable reference electrode: Standard Hydrogen Electrode (SHE), Standard Calomel Electrode (SCE), or silver/silver chloride (Ag/AgCl) in the solution. (The abbreviation Eh implies the SHE is the reference electrode.) The potential difference between the two electrodes is measured using a high impedance electrometer. ASTM standard D 1498-76 (revised 1981)(1) covers the practical details of such measurements; however, it does not deal with their meaning either in complex solutions or in mineral slurries ."

"INTRODUCTIONThe Ruttan Mine is located twenty-two km east of Leaf Rapids in northwestern Manitoba. The copper-zinc exhalative massive sulphide deposit is comprised of a series of individual and interconnected en echelon lenses which strike east 20 degrees north and dip south 70 degrees. The mine has been owned and operated by the Hudson Bay Mining & Smelting Company since July 1987. Sherritt Gordon Mines Limited began mining the orebody in 1973 from an open pit, but production has been entirely from underground since 1980. HistoryDuring the progression from open pit to underground mining, it was recognized that manual methods of ore reserve calculation were inadequate for responding to changing metal prices and evaluating alternative mine plans. The mine planning system that was developed is described in the paper, ""Computerization of Ore Reserves and Mine Planning Functions at Ruttan Mine"", presented by B.C.W. Haystead at the 1984CIM Annual General Meeting. At that time, programs for core logging, diamond drill hole plotting, grade interpolation, ore outline digitizing, and reporting had been developed by the Systems Department for use on Sherritt's UNIVAC 1100 mainframe computer. Telecommunications linked terminals at the Ruttan coreshack and office to the UNIVAC in Fort Saskatchewan, Alberta. The same mine planning system was also used at a second property.Operation of the mine planning system was expensive, and it was evident that increased use required a costly upgrading of the UNIVAC in order to maintain an acceptable service level to all users. The system was re-evaluated,' and it was concluded that: core logging was not easily adaptable to a new property, nor flexible enough for exploration; plotting, grade interpolation, and digitizing required considerable manual effort; and that the UNIVAC operating system was difficult to learn.It was recommended that a study should determine if: core logging could be redesigned and/or implemented on a microcomputer; interactive graphics be used to reduce the effort for functions requiring visual interpretation; and the creation of input processors would assist users in setting up parameters for guiding the programs."

"Ni-based superalloys have been replaced in the last low pressure stage of jet turbines for aircraft by titanium aluminides. In order to improve the properties of these Ti-Al alloys and extend their usage deeper into aircraft engines grain refinement by inoculation has been investigated. Borides are the most common inoculants for Ti-Al alloys, however they form brittle particles which are detrimental to the final properties of the alloy. Inoculants manufactured from a Ti-Al alloy with refractory metal additions were proposed to alleviate the issues arising from inoculation with brittle particles. An alloy was chosen which had less than 10% lattice mismatch with the alloy of interest (Ti-46Al) to maximize efficiency. Initial experimentation showed a decrease in as-cast grain size by a factor of 2 between the inoculated and non-inoculated samples along with an absence of the brittle particles found with boron inoculations. Investigations into the interaction between the inoculants and the melt were also carried out to better understand the inoculant size distribution and efficiency upon solidification.INTRODUCTIONTitanium aluminum alloys are an interesting material for aerospace applications. Their high temperature oxidation resistance and high specific strength make them particularly promising (Kim & Dimiduk, 1991). Recently, titanium aluminides have replaced nickel based superalloys in the last low pressure stage of the GEnx turbine engine. In order to increase their usefulness in turbines their properties must be improved for high temperature (>800oC) applications. Grain refinement is one method to improve the properties of a material, however current methods of grain refinement of Ti-Al alloys by inoculation have significant drawbacks. A new method of inoculating Ti-Al alloys by using Ti-Al alloys with small refractory metal additions (Nb, Ta) has been developed to avoid the drawbacks of current methods while still being effective grain refiners."

"The Pierre Beauchemin Mine attained commercial production in January 1989, and went on to produce 23 968 ounces of gold for the year, 3% higher than forecast. Underground development was accelerated to prepare the way for the production of an estimated 40 000 ounces in 1989.IntroductionThe Pierre Beauchemin Mine is located nine miles west of the city of Rouyn-Noranda (Fig. I).As a result of the amalgamation with Sullivan Mines in October 1987, the mine is now entirely owned by Cambior Inc.The Eldrich deposit was discovered in 1953and began production in 1955, closing in 1962 following the decrease in gold prices and the simultaneous decrease in silica content in the ore, which was sold to the Noranda smelter for flux. A total of 717 000 tons grading 0.14 oz Au/t were produced during this period.From July 1984 to October 1987, an underground exploration program was carried out by Sullivan on the Eldrich mining concession and the nearby Flavel property. The first phase of the program included reinstallation of surface facilities and dewatering of the Eldrich Mine. Following the completion of the first phase, extensive exploration was carried out, including a major program of diamond drilling. It was then decided to deepen the shaft to a depth of 1800 ft to access a new zone called the No.5 Zone .Following the amalgamation with Sullivan in October 1987, Cambior assumed the role of operator for the project, and continued the shaft deepening work that had already been started. A feasibility study was completed in April 1988 and the Cambior board of directors approved a production decision for the Eldrich-Flavel project.The preproduction program extended from May to December 1988 and was aimed at preparing the stopes in the upper part of the mine and at developing the mine infrastructure at the bottom of the mine.The mine was officially opened in August 1988. Cambior renamed the project the Pierre Beauchemin Mine in recognition of Pierre Beauchemin's pioneer-work."

Goldex Mine is an underground mine located near the town of Val-d?Or. Multiple innovations were required to work the mine. Due to its low grade, it was important to develop a bulk mining method to economically extract the ore. The method used is a combination between shrinkage stope and long hole stope methods. This modified method is more than adequate; however, all of the ore body must be liberated in a very short period of time. Therefore, to bring down 23 Mt of ore, large blasts up to 1.8 Mt are required. The situation is also complicated by the fact that the mine is located in a residential area. No less that 40 homes are built within a 1 km radius of the mine site. In addition to managing mass blasts, means must also be found to mitigate the vibrations produced by the blast to diminish the disturbance to the neighbourhood. Therefore, the mine used numerous tools to properly plan the blasts and reduce the impacts. A program to control vibrations was one of the first tools put in place. The program?s aim was to draw up an action plan to ensure a follow-up of the homes by inspecting them. The second tool was to develop a methodology to plot a reliable attenuation curve and to adequately determine the maximum charge weight for each blast. Finally, effective communication tools were developed to inform the neighbourhood. There was a huge amount of work to be done in relation to the bench. Reliable and fast loading techniques had to be found to load large blasts in a very short period of time. Adequate logistics had to be developed to send underground more than 20,000 kg of emulsion per day while performing the daily underground operations. Technology had to be developed to adapt the i-kon electronic blasting system to large blasts. Since the control of the charges was the major factor to reduce surface vibrations, it was important to employ loading techniques that would permit decking of the long holes to reduce the charge weight per delays without adversely affecting the loading. All of this work requires an enormous amount of energy but also close collaboration between the different stakeholders (various departments, suppliers and consultants).

The volcanic-dominated Tetagouche Group in northern New Brunswick contains numerous massive-sulfide deposits and intimately associated metalliferous sediments. The massive sulfides are generally hosted by Llanvirnian-Llandeilian volcaniclastic sedimentary rocks of the Nepisiguit Falls, Patrick Brook, and Boucher Brook formations. These formations are intercalated or closely associated with rhyolitic-dacitic flows and/or domes, and minor continental tholeiites of the Flat Landing Brook Formation. Pyroclastic rocks are relatively scarce in the silicic volcanic complex. Tuffites and epiclastic sandstones, of the Nepisiguit Falls and Patrick Brook formations, respectively, generally occur along the fringes of the silicic volcanic complex. The flows and tuffites are intruded by quartz- and feldspar-phyric rhyolite (porphyry) dykes, sills, and domes. Although the volume of the silicic volcanic complex is large, evidence for a previously proposed collapsed-caldera model is lacking. On the basis of host-rock type and stratigraphic position, the sediment-hosted massive sulfides have been divided into three groups: the Brunswick-, Caribou- and Halfmile Lake-type deposits. Syngenetic feeder pipes and asociated alteration zones are generally not present beneath the Caribou- and the Halfmile Lake-type deposits and, if present at all, are poorly developed underneath the Brunswick-type.

"Late in 1981, a six-rope friction hoist was installed in the Number 2 shaft at Les Mines Seleine Inc. on the Madeleine Islands in Quebec. This paper deals with the reasoning behind the selection of hoisting equipment from the economical point of view, safety point of view, future needs point of view, etc.After establishing the basic parameters for the hoisting system, features of the most common types of hoists (i.e. single-drum hoist, double-drum hoist, Koepe hoist) are briefly laid out. The reasons for selecting a friction (Koepe) hoist are summarized. However, why go for a six-rope hoist rather than the (in North America) more common four-rope hoist? As the subject hoist is the first six-rope hoist in Canada, this question is studied in more detail, covering initial cost, maintenance cost, etc., as well as practical aspects, such as safety, physical dimensions, etc.In summary, experiences from other multi-rope hoist installations world-wide are presented.BackgroundIn 1980, Seleine Mines Inc. was established as a subsidiary of SOQUEM. The new mining company was to develop and operate a salt mine and associated harbour on the Madeleine Islands in the Gulf of St. Lawrence. The Madeleine Islands form part of the Province of Quebec. The mine has a planned annual output of 1.2 million metric tonnes of salt, with reserves in sight for over 20 years. Mining will be by room and pillar, with an underground primary crusher and treatment plant. From the underground treatment plant, the salt will be transferred via conveyors to a 5.5-metre-diameter circular shaft and hoisted to the surface. Surface transportation to the warehouse will again be via conveyor, and a conveyor will also transport the salt from the warehouse to the point of shiploading."

Ni current collector has excellent electronic conductivity and mechanica, properties. However, nicke, cannot be used in H2S-containing syngas SOFCs due to sulfur poisoning and coking. Copper coated nicke, is prepared by electrochemica, deposition. XRD, SEM, and EDX techniques are used to characterize the samples. After high temperature treatment in syngas containing, the coated samples exhibit high resistance of coke formation and sulfur corrosion compared to pure nickel. Therefore, copper coated nicke, is a promising anode current collector for H2S-containing syngas SOFCs.

"The Iron Ore Company of Canada treats up to 125,000 t/d of iron ore at its Carol Concentrator in Labrador City, NF.A complete water balance study in the concentrator was done to show how to reduce the consumption of fresh water, to improve metallurgy in the magnetic separation (mag) plant, and to help reduce maintenance costs for the reclaim water and tailing pumping systems.The study showed that more than 60% of the water used in the mill was internally recycled dirty water from dewatering cyclone overflows, and that water reduction was closely tied to the effective use of these internal reclaim pumping systems. In addition, new operating parameters were set for the 4 -15,000 USGPM reclaim water pumps which should save over $100,000 per year in maintenance costs.IntroductionThe study described in this paper was set up for the purpose of lowering water usage in the concentrator, and to reduce tailing and process water pumping costs (operating and maintenance). Another benefit was also expected, namely, to improve magnetic separation efficiency through better water and density management of magnetic separator feed streams.The procedures selected to perform this work were: ( 1) to prepare accurate, as built flowsheets of the entire iron recovery process, including fresh and process water systems, (2) to calculate normal material balances in all circuits at full production, (3) to use the computer spreadsheet model so generated, to evaluate specific ways to reduce water consumption and (4) to re-evaluate metallurgical performance and operating parameters in the light of this information.Overall control of the 28 spiral iron recovery lines was found to be excellent because automated start up and shut down of the individual lines had been incorporated in the design from the start. Because production rates can vary due to sales requirements, mine and mill maintenance delays and hardness variance, the mag plant (which treats spiral tailings) must deal with a wide variety of operating conditions. Good water management therefore is a key item in achieving high recovery of the fine free magnetite which is too fine for recovery in the spirals.In order to make the study as accurate as possible, process data for major flows was reviewed by metallurgical staff and then by mill supervisors. The operating picture of the concentrator so generated was judged to be a good estimate of the mill at full production. By changing key inputs, the variance of process water demand and tailing slurry produced for several other operating conditions were studied.The usefulness of this exercise has prompted this present presentation to be made. Older plants by nature have undergone many revisions as operators have worked through ore changes, market changes, labour cost increases and the availability of new equipment, to improve their operation. Sometimes therefore it is necessary to stop and reassess what is happening in a plant in order to continue the never ending work of process optimization. The techniques used here were ideally suited to the gravity/magnetic concentration flowsheets used, but there is no reason why similar studies could not be done in other process plants.The authors of this paper hope that this experience at IOC will be helpful to others who face similar challenges in the pursuit of excellence in their processing plants."

Electrospark Deposition (ESD) is a low heat-input, high energy density, micro-welding process. The short pulse duration and high-pulse frequency, in combination with the small amount of material transferred during each pulse, results in the evolution of extremely rapid cooling rates, believed to approach 105-106 °C/s [1]. This rapid solidification event results in the refinement of the microstructure to the nanostructured or amorphous level [2, 3]. Figure 1 displays the resultant microstructure of an Al-17%Si alloy deposited by the ESD process. Furthermore, it was determined that the microstructure of the deposit remained unchanged after subsequent layers were welded onto the presented layer. Freeforming of materials is a rapid prototyping process in which the deposited feedstock is built-up to the desired geometry in a near-net shape manner. Figure 2 displays the automated set-up employed produce three dimensional freeformed objects via multiple deposition trials of the ESD process. The automated XYZ table is equipped with CNC software to transform CAD renderings into three dimensional tool paths. Figure 3 displays an Al-12Si freeformed gear (2" diameter, 12 teeth) produced by the ESD process, prior to removal from the substrate. An SEM analysis of the freeformed component showed that the microstructure did not coarsen during the deposition of subsequent layers during the freeforming process, as depicted in Figure 4, resulting in the production of a bulk nanostructured component. This paper represents a summary of the capabilities of ESD to fabricate advanced materials possessing refined microstructure. In particular, results on the microstructural evolution obtainable for various wear-related systems will be presented. In addition, the feasibility of using the ESD process to freeform three-dimensional objects via multiple deposition passes will be presented and accompanied by a characterization of the properties of the freeformed component. "This document shows the development of a system called the “On-line charge level determination in SAG mills” (abbreviated as Jc). The Jc variable has certainly been difficult to measure due to the relevant number of factors and variables that affect the grinding phenomena inside semi autogenous (SAG) mills. To assess the feasibility stage of the proposed system, it was necessary to carry out two tests in different sized SAG mills, 38´ × 22´ and 36´ × 15´, respectively. In each test, the system was configured with a battery of sensors of the following types: (1) strain gauge, (2) accelerometer, and (3) gyroscope. The first step involved for charge level determinations was to determine kidney foot and shoulder by means of a study of the energy-impacts on shell structures. The second step consisted of correlating the measured grinding operational variables with the actual charge levels obtained from SAG mill crash stops. This system development is extremely useful and relevant for providing approximations about mass balances inside SAG mills. It will be a suitable tool for explaining “tonnes per hour” variations and determining optimal points under various operating conditions.INTRODUCTIONThere has been a growing necessity for technologies capable of obtaining “on-line data” of the main comminution variables in order to increase throughput. Computer systems have taken an important role in providing important solutions by means of processing on-line device signals (commonly referred to as monitoring). In semi autogenous (SAG) milling, there are many examples of monitoring devices that allow the operational staff to obtain detailed information both mechanically and electronically inside a grinding circuit. In this context, a new technology has been developed to obtain “Jc total charge (%) online” in two different SAG mills called Vibro-Energy® System.As part of the analysis performed by JKsimMet® the Jb/Jc was estimated because it has an important impact on SAG mill throughput. Different scenarios were simulated and contrasted at various theoretical Jb/Jc values in a baseline circuit (Figure 1)."

This paper describes the development of an infra-red ore dryer at the Mines Branch. The dryer utilizes an infra-red heat source mounted over a stainless-steel belt to dry ores and concentrates of varying particle size and moisture content. It has been found to ?be successful in meeting Mines Branch requirements of minimum dusting loss and ease of cleaning to decrease ,contamination between various batches of dried products. It is described with the hope that it might .prove useful in other laboratories where there are similar problems. It might have an application in the drying of concentrates containing high values where dust losses would result in a considerable loss of revenue; also for small batches of material or an intermittent drying problem.

"The selective adsorption of a flotation collector to a mineral plays a crucial role in enhancing the hydrophobicity of targeted mineral particles for attaching air bubbles in pulp. The recent progress of the structure-reactivity relationship of flotation collectors, the characterization methods for mineral surfaces with adsorbed collectors and their commercial application are reviewed in this paper. Particular emphasis is placed on the density functional theory (DFT) for understanding the reactivity of new collectors, the surface analysis techniques including time-of-flight secondary ion mass spectrometry (ToF-SIMS), in situ scanning electrochemical microscopy (SECM) and atomic force microscope (AFM) to characterize mineral/collector interface, and the flotation technologies for optimizing recovery of valuable minerals. Especially, the recently developing collectors such as Gemini, alkoxyalkylthiourea, dithiourea, amide-hydroxamate and oximido-thiol surfactants, and their specificity to given minerals are evaluated. Based on this crucial review, it is evident that the structural modification approaches for minerophilic or hydrophobic groups, and combined surface analysis approach for further understanding the adsorption mechanism of collectors on mineral surfaces will lay a solid foundation for the future development of flotation collectors. INTRODUCTIONIn mineral processing, flotation is the main process for separation and recovery of valuable minerals from the ores contained them (Fuerstenau et al., 2007). One of the key requirements in flotation process is to increase selectively the surface hydrophobicity of the targeted minerals by collector adsorption so that these mineral particles can preferably attach to air bubbles in a slurry or pulp (Fuerstenau et al., 2007). Flotation collector is a kind of functional surfactant, which is composed of polar and non-polar groups (Somasundaran, & Wang, 2006). Non-polar portion, commonly being linear, branch or ring hydrocarbon group, is termed hydrophobic group. The polar portion, exhibiting strong affinity to mineral surfaces, is known as minerophilic group (Nagaraj, 1988). According to mineral types including saline, oxide and sulfide minerals, flotation collector divides into sulfide and oxide mineral collectors. For efficient recovery of valuable minerals from the refractory complex ores, insights into the adsorption mechanism, hydrophobic model and subsequent flotation approach of flotation collectors have been regarded as an indispensable issue in mineral processing."

"In order to define the ore/waste boundaries as finely as possible, mine planners often insist on kriging very small blocks (relative to the spacing of the available sample grades). These kriged estimates for very small blocks are over-smoothed. For several simple sampling patterns the relation between the block size and the variogram range, and the kriging results were studied. Meaningful estimates of individual blocks are obtained when the variogram range is large compared to the block size and the sample spacing. For a variogram range less than half the sample spacing, the kriged block estimates were found to be uncorrelated with the actual grades. The over-smoothed estimates should not be used for calculating recoverable reserves IntroductionNowadays most mining companies know that the geostatistical estimation method, kriging, gives the best estimates of individual block grades. As most mining engineers and geologists are now familiar with the basics of geostatistics, the definitions of the variogram and of kriging will not be repeated here. An appendix containing definitions and mathematical formulae is given at the end of the article for the sake of completeness.Even though it is well known that the kriged estimates for very small blocks are over-smoothed, mine planners who want to define the ore/waste limits as finely as possible (especially for selective underground mines), are often tempted to krige very small blocks. So we ask how small is ""too small""? Clearly ""smallness"" cannot be expressed in yards or metres. It depends on the nature of the orebody under study and this is reflected in the variogram model chosen to describe it.To answer this question, the changes in four key parameters are studied:• the kriging variance,• the variance of the estimated grade,• the slope of the linear regression of the true but unknown grade on its estimated value, and• the coefficient of correlation between the actual grade and the estimate;as a function of the block size and the variogram range. (Definitions of these four parameters are given in the appendix). Ideally the kriging variance should be low while the variance of the estimated grade should be equal to the dispersion variance of the blocks. The slope should be l.0, and so should the correlation coefficient.These four parameters have been calculated for several simple 2-D examples. "While it might seem like heresy to suggest that ""taxation"" can be a source of financing, never the less some generous tax rules can considerably enhance the tax savings pertaining to a particular expenditure or project. A basic tax knowledge, and careful tax planning, can optimize government participation in a project. INTRODUCTIONIn trying to identify sources of financing for a project, ""government"" as a source of funding is normally thought of in terms of government grants, loan guarantees, interest rate buy downs, property tax waivers, hydro subsidies, and so on. Generally, such concessions are somewhat difficult to obtain, especially in the current period of apparent fiscal restraint. One source of government funding which should not be overlooked is the income tax regime, and, at the provincial level, the various provincial mining tax regimes.While the taxpayer would not normally view a tax system as a potential source of government financing, nevertheless various federal and provincial rules applicable to the mining industry can offer attractive tax deductions - and tax savings - with respect to particular expenditures. In fact, it is not unusual for a civil servant to refer to a tax deduction as a tax ""subsidy"". For example, in the right circumstances, the cost of a smelter expansion in New Brunswick would cost the operator only 31 cents on the dollar, with the federal and provincial governments paying for the other 69 cents by foregoing tax revenues (Table I). In a sense, such tax savings could be compared to a government grant equal to 69% of project costs. Of course, not every project expenditure will generate that degree of government funding. The fact of the matter is that the percentages of tax savings attached to different expenditures cover a wide range, depending on a complex mix of factors. The point to understand is that the tax rules can offer some valuable savings, even after tax reform, and that a basic knowledge of the tax rules can yield some fruitful rewards."

"Soil-gas Rn was measured by two types of alpha-particle-track detectors, by emanometry and by counting alpha-activity on Rn-decay-product collectors. Soil samples were analyzed for V by fluorimetric and fission-track methods, their Rn-emanation by decay-product collectors and their total alpha activities with track detectors. The same uranium anomalies were revealed by each method. Fission-track analysis of leaves for V showed only random variations with sampling site, and the Rn emanation of trees and leaves removed from them was barely detectable . The agreement among the other methods is significant, total alpha and collector methods are simple, rapid and useful, and a combination of methods at a site would reveal disequilibrium in the U-decay series if present. Track-Rn measurements are highly reproducible and insensitive to apparatus design and their sensitivity is not enhanced by covering the detectors with thin foil or placing them in large containers.IntroductionIn the past two years , a number of methods of geochemical exploration for uranium have been tested by the authors over the known copper-uranium occurrence at South March, Ontario. This was done partly to compare methods and partly to develop and test new ones. The South march deposit has been described a number of times by others(1,2,3,4). The methods included in this study were the following.Emanometry, Radon in soil gas is measured by pumping the gas into the cell of a scintillation counter or emanometer(5,6). Alpha particles from radon (222Rn) and its decay products (218Po and 214Po) produce scintillations of light in the silver-activated zinc sunphide (ZnS(Ag) covering the walls of the cell. These are counted by a photomultiplier tube and scaler, the count ra sulphide (ZnS(Ag) covering the walls of the cell. "Although the April 19, 1983 federal budget appears to put greater emphasis on new or expanded government spending programs in an effort to get Canadians working again, the budget proposals contain a light sprinkling of tax changes which could be of some direct benefit to the mining industry.This month, Tax Notes examines some of the more important of these changes.IntroductionSome sectors of Canada's mining industry could benefit from the proposed income tax changes announced by Finance Minister Lalonde in delivering his budget address to the House of Commons on April 19, 1983. Improved depletion allowance rules, expanded investment tax credits, better use of business losses, and inflation proofing of personal capital gains on Canadian common shares are all part of the measures included in Mr. Lalonde's first budget to try to reinvigorate the battered Canadian economy.Improved DepletionUnder the Income Tax Regulations, a taxpayer who incurs Canadian exploration expense (and certain other eligible expenses) is permitted to deduct not only the full amount of the Canadian exploration expense (""CEE""), but also an additional allowance (the so-called earned depletion allowance) equal to one-third of the CEE. Thus, a taxpayer in certain circumstances can claim a deduction of $1.33 for each $1.00 of eligible expenditure, including CEE.Although CEE can be deducted from any source of the taxpayer's income (for example, from investment income, salary income, and so on), prior to budget date the earned depletion allowance was deductible only from the taxpayer's resource profits. This restriction on the deductibility of the earned depletion allowance substantially reduced the attraction of the allowance: few individual investors or investment companies, for example, have the required stream of resource profits, at least when the CEE or other eligible expenditure is made."
