The Illawarra Branch of the Australasian Institute of Mining and Metallurgy over recent years has established an enviable reputation for organising and conducting conferences, colloquia and symposia. And this Symposium must surely enhance that reputation. The subject of the Symposium, Seam Gas Drainage has become a matter of great import- ance to the Australian Coal Industry in a comparatively short time. Our short experience being due to our operations, until recent times anyway, not being unduly affected by gas. The Australian Industry, by virtue of its mines getting deeper and higher rates of extraction being required is now encountering the difficulties with gas which have for so long been part of the coal mining scene in many other countries. Because these gas emissions affect our working conditions by way of creating hazards and affect our production by way of bringing about cessation of operations from time to time this Symposium must be regarded as being very timely out here. I must congratulate the Branch Committee on the general set,yp :o.f the programme of papers. The classification of papers into four groups and the sequence in which the papers were presented provided an excellent flow through from introduction to finality. A number of rehabilitated open cast coalmines in SA are already decanting. The paper focuses on the situation at one of these mines where the following information exist: monthly decant rates and rainfall; sulfate concentrations of the decanting water; water level measurements inside the mine prior to decanting; ABA analyses; information about the rehabilitation (drainage slope, vegetation, soil used). A 2D-model was constructed for the mine and calibrated against six years of flow data. About 85 per cent of the decant outflow rate comes from direct recharge on top of the rehabilitated mine while the other 15 per cent is derived from lateral groundwater inflows. The estimated recharge value was 17 per cent of the rainfall. Measured sulfate values showed that the sulfate generation rate for the mine was in the order of 7 kg/ha/d. Conclusions from the study are:most of the water decanting from rehabilitated open cast coal mines is derived from recharge via rainfall; given a specific sulfate generation rate, then: the lower the recharge the less the decant rate but the higher the sulfate concentration of the decanting water and vice versa; future prediction of the decant rate must be stochastic according to expected percentile monthly rainfall values; and as a first assessment of the predicted sulfate concentration of decant water from rehabilitated open case mines, the 7 kg/ha/d sulfate generation rate can be used.

Regulators have an important role to play in fostering and enabling reliable, effective, environmental management. Given this, it is perhaps surprising that there has been relatively little debate on exactly how regulators can enhance their own approaches, in order to promote improved outcomes overall. The authors argue that applying research on High Reliability Organisations, as well as the University of Pennsylvania’s Penn Program Framework for Regulatory Excellence, to regulators has the potential to facilitate positive environmental results across the mine life cycle.

Mining engineering, metallurgy and minerals-related geology have proud traditions and are essential professions to support a safe and sustainable minerals industry. However, the future of these professions is under threat. The courses that produce such graduates are disappearing worldwide and the number of graduates available to enter the industry has been falling in English speaking countries for at least a decade. It is unlikely that this problem will be remedied by æsupply and demandÆ. Instead, some active intervention is required.

Ore reserve estimation has been described as the most individualistic, the most prickly and even the most controversial of all the technical aspects of the mining profession. This symposium is a great opportunity to look at the present state of the art and full marks must go to the Sydney Branch for organi- sing it at this time. To a bank that granted his request for a loan, the late American humorist Robert Benchley responded, `I don't trust a bank that would lend money to such a poor risk'. This quotation is unlikely to be the norm among mining companies that secure project financing. However, a poor appreciation of one of the key risks of a mining project, the reserves, often results in disastrous financial consequences. This conclusion is the subject of the discussion and analyses presented in this paper.

The accuracy with which block values are known can have a fundamental effect on the success of an operation.From a geostatistical study the variance of the error in extending sample values to block values can be determined and the engineer must ensure that this is sufficiently small by adjusting the size of blocks or moreintensive sampling. A study is given for a deposit showing a high degree of anisotropy and it is shown that the shape of the block is not important in determining the estimates.

Deformation of the lithosphere by tectonic forces is investigated from both observational and theoretical standpoints. Global and regional geophysical data bases, coupled with the means for their rapid display and analysis, facilitate recognition of areas of the con- tinents and oceans where the response of the lithosphere to these deforming processes might fruitfully be studied. Gravity anomalies, from Seasat altimeter data and from land and shipboard measurements, provide critical infor- mation on the isostatic state of deformed lithosphere and therefore on its thermal and mechanical properties.

The purpose of any feasibility study is to determine whether a particular investment or management program will enhance shareholder wealth by, for example, producing an economic return in excess of the cost of equity capital.The threshold rate of return conventionally used in gold feasibility studies is higher than the cost of equity capital, meaning that some viable projects are wrongly described as being sub-economic with their development deferred.Is the industry failing to fully realise its potential? Aside from important technical considerations that determine the cost of exploiting inground inventories, feasibility studies need to incorporate expectations about future gold prices, exchange rates, interest rates and tax rates.Rather than revert to speculation, insights from capital markets give a rigorous framework in which these parameters can be determined for feasibility purposes. Separate questions sometimes, and then inadequately, addressed by feasibility studies include: ò Is it optimum? Many projects are expanded soon after project commissioning - what does this say about the quality of the initial feasibility study? Moreover, does the rate of extraction really matter? ò What is it worth? Although feasibility studies are designed to address viability rather than valuation, such studies are never- theless used by the industry as further evidence that the equity markets have got it wrong again! More likely the problem is with the financial slide rule being used. ò Can it be debt financed? The bankable feasibility study has entered the vocabulary of the gold mining industry but what does it mean? Does it matter anyway how the project is to be Financed?

The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. Plenary SpeechI have given considerable thought about what I might say to such a group of professionals, given that I am not an extractive metallurgist. It was immediately apparent that I would quickly be out of my depth if I tried to present some technical aspect of extractive metallurgy. So, instead I thought it might be useful to review the subject from the minerals business management point of view in order to improve understanding for the extractive metallurgist who some times finds it difficult to comprehend directions being given by management.

The present study shows a calculation of the amount of copper contained in the initial reserves that remains un-extracted. The study is based on data of 271 producing copper mines and includes geological parameters, mining methods used and the processing recovery. Estimations disclose that approximately 25 per cent of the metal contained in the original reserves is not extracted. One third of this value can be attributed to mining, whereas two thirds are related to processing. However, values differ for different ore deposit types and mining districts.

It is a notable achievement that in the year in which Australia is celebrating two hundred years since settlers first came fran Britain, The Australasian Institute of Mining and Metallurgy is responsible for some ten major conferences, of which at least four are specifically international, or have a very strong international involvement.

Underground mine development remains as one of the most important factors in cost effective mining. Various forms of continuous development have been proposed with some of the earliest conceived centuries ago.The bore, fire and muck approach remains, in the late 20th century, as the predominant method of underground development, despite intense efforts over the past decade or so to develop other systems.Following a comprehensive analysis of development in the Australian mining industry, the reasons why the traditional development cycle has remained unchanged are identified and potential directions for the future are suggested.

Computer simulation is a well-accepted tool for modelling the behaviour of large or complex operating systems. Less common is the use of simulation as a design aid, but FluorÆs simulation group regularly applies discrete and continuous simulation models to assist with optimisation and risk management in a wide variety of mining, mineral processing and logistics applications. To demonstrate the wide applicability of simulation modelling as a design aid, this paper describes three case examples from FluorÆs recent work that cover both discrete and continuous operations.

In considering the architectural design of the group of buildings which make the surface workings of a mine, the variety of function of the buildings is the most outstanding feature. It falls to the architect to unify the group in a manner which still expresses the function of the individual buildings. In achieving this, many perspective studies were made at an early stage and as the area was developed, a scale model was produced initially for design study purposes and later completed as a model of the final development.

All minerals contain radioactive elements, from the uranium ores of the Gabon, which contained sufficient uranium to initiate a natural nuclear reactor, to the very low levels of some recent evaporites. The commonly occurring heavy minerals such as ilmenite, rutile and zircon are no exception to this and contain varying qualities of radionuclides, depending on the source. With recent changes in legislation many natural minerals may become officially classed as radioactive. Such moves can inhibit the sales and exploration of many minerals in the heavy minerals suite. The many negative perceptions associated with the word radioactivity can produce an over cautious reaction from regulators and users. This paper presents a method of managing the radioactivity issues associated with minerals such that the safety aspects of workers and public are not compromised, whilst allowing the commercial use of such minerals to continue in a sensible manner. The paper focuses mainly on the mineral zircon and its uses. However the legislation changes particularly in Europe and the USA have the potential to affect all minerals imported into or produced in those countries. The model developed for addressing the issues of zircon radioactivity may be readily applied to other minerals since legislation governing such matters is not mineral specific. There is a strong need for education of both regulators and users of minerals. Regulators are usually not aware of the specific properties or uses of individual minerals. Similarly mineral users are not aware of the radioactive nature of their materials or how to manage this property. The paper concludes by recommending strong cooperative action by both producers and users of minerals to protect the future of their industry.

Technical control in an industrY invariably leads to a basic contribution from the science of chemistry. It is interesting to note. that the change from the "Assay Office" to the "Chemical Laboratory" has already taken place on the majority of progressive mining fields.Although the serlvices of an efficient chemical staff are freely availed of by operating departments, it is not generally realized that practical chemistry is definitely expensive. A great deal of misplaced energy and expense can be involved in an enthusiastic research campaign where a full appreciation of laboratory economics and a balanced sense of analytical values are lacking.In order to supply data to the various departments concerning individual costs, it was decided at the North mine to issue a supplementary sheet concerning laboratory activities.The costs are compiled under the Unit System, which is based on a relative comparison between the total cost of the various determinations. carried out and the number of such determinatiQns converted to an equivalent aggregate of units.The introduction of the system necessitates the initial compiling of a table of relative units for the various estimations carried out on the works. Each laboratory will find it necessary to draw up such a table governed by local conditions, and, as will be anticipated, a relative comparison of the cost for any particular estimation will show a variation on a lead field, a copper field, or a steelworks, etc.This is due, of course, to the predominating type of routine work, cost of landing reagents, frequency of assays, etc. The satisfactory preparation of the Unit Table requires a good knowledge of laboratory procedure.
