For risk management to work, its various aspects need to operate interactively, not in isolation from insurance. This is the approach recommended in this paper. The risk management process is a strategic method for reducing an organisation's total cost of risk. The development and availability of modern software for cavern design over recent years has provided design engineers with a range of usable design tools. The paper discusses the range of modern software available, presents a design methodology, reviews ground investigation requirements and software available for data processing and management, and discusses requirements and common analytical considerations with reference to typical packages. Caution is given of the tendency for readily available and user friendly software to be used without a full appreciation of the underlying engineering principles.

The resurgence of mining over the last 30 years has coincided with a growing awareness in the community of the importance of environmental protection and conservation. This involves a growing concern about environmental degradation, an increasing desire for the setting-aside of natural areas for wilderness preservation, accelerating pressures for the return of large areas of Crown land to Aboriginal ownership and a widening view that economic growth itself may be undesirable (Burton, 1987). This has lead to much public debate over the implementation of sound environmental policies to achieve a balance between economic necessities and ecological goals.

Traditionally mill operators have been employed with varying educational backgrounds with little if any formal training in aspects of mineral processing. Pasminco Mining-Rosebery, in line with other organisations, saw the need for a prerequisite entry level for operators to enter the industry. After initial discussions between various West Coast Mines personnel, union and government representatives, an industry working group was formed in 1989 with the aim of developing a traineeship suitable for the mineral processing industry. Training and technical representatives from four of the West Coast Mines and TAFE were commissioned with the curriculum development. The resultant course, which is recognised under the Australian Traineeship system, involved an integrated on and off-the-job training program, including 13 weeks of formal off-the-job instruction.

Hydrodynamic conditions such as gas dispersion, mixing intensity and solids suspension are known to govern the metallurgical performance of the flotation process. Understanding flotation cell hydrodynamics is therefore important for the optimisation of existing cells and for the design of the larger and more efficient cells which are needed to handle the finer, lower grade ores currently being mined. This paper presents the results of numerous studies that have been carried out to characterise the hydrodynamic conditions in a number of different types of flotation machines both in Australia and South Africa. Measurement techniques that have been developed to determine gas dispersion and other hydrodynamic properties in industrial flotation cells are described along with applications for their use. The results show distinct differences between the way flotation cells are operated in the two countries.

In Europe there are many regions, where coal or lignite is mined with surface methods. In most of these regions coal/ lignite is mined below groundwater table and mining opera- tions require pumping big volumes of water. Drawdown of groundwater table has influence on surface water and ground- water on adjacent areas. Mine drainage requires purification and its discharge changes flow in existing streams. Some of mine water is used by mining companies themselves, some is used by other industries, some for communal purposes and some for irrigation. However, majority of mine water is dis- charged to rivers without use. The above issues are discus- sed on the background of general, technical and water charac- teristics of such regions in B European countries. Conclu- sions and prospects for future complete the paper.

The use of a field spectrometer to systematically analyse drill samples from over 200 holes around the Permian-Carboniferous Ravenswood gold deposits in north-east Queensland has successfully identified both small and deposit-scale changes in the alteration mineral chemistry. Changes in chlorite composition within the tonalite host rocks are evident at the district scale, with Fe-rich chlorites seemingly more common in the vicinity of the deposits. Significant variations in white mica chemistry also occur, but mostly on the vein selvage scale, with no clear distinction between near-mine and distal compositions. The results indicate that chlorite compositional maps produced from regional field or airborne spectrometer data could potentially be used as a vector to ore in exploring for similar deposits in the area. The most common reason for gold-bearing deposits being refractory is the presence of sulphides; in many cases these interfering minerals contain arsenic, antimony, or other environmentally-sensitive elements. A number of processes have been proposed or developed for pre-oxidation of interfering minerals. In most cases developers have focussed on gold recovery and capital costs, with relatively little data on the deportment or form of these potentially harmful elements. This paper surveys recent work connected with pressure pre-oxidation processes. Data from pilot plant treatment of refractory gold materials, using the nitric acid Redox process, is discussed along with the attendant flowsheet and engineering implications. Four refractory gold-bearing materials have also been tested at the University of South Australia for arsenic and antimony deportments.

Although giant strides have been made in the Australian mineral industry over the past quarter of a century in terms of mineral discoveries, self-sufficiency of commodities, contributions to exports and other aspects, there are unhealthy signs emerging which require attention. For instance there are 20 out of 34 discoveries of base metals, uranium and nickel which for a number of reasons await development. Some of the reasons for the standstill in the mineral industry are partly economic, partly due to competing land use, uncertainty in applying or, recognising the principle of crown ownership of minerals, and to some extent lack of appreciation of two closely related exploration activities referred to as development exploration and assessment Exploration.

A simple and rapid method for delennining gold and silver in carbon samples is described. The method involves dissolution of carbon ash in a strong oxidising medium of aqua regia and hydrofluoric acid. Gold and silver are determined in the resultant solution using atomic absorption speetrometry (AAS). The method is efficient and reproducible. Gold results are comparable to the standard fire assay results, with agreement of results within ± 5 per cent. The co-efficients of variation for gold and silver are 0.37 and 0.39 per cent respectively for six replicate analyses. The analysis of gold and silver in a batch of ten carbon samples can be completed in approximately four hours.

Chief Geologist, Groundwater and Engineering Geology Branch South Australian Department of Mines and Energy The six papers submitted for consideration during this session include two dealing with techniques for measing rock mass behaviour, including permeability, in boreholes, one describing the use of surface geophysical methods to delineate pollution plumes in groundwater together with analytical modelling of the plume, and one presenting a biological tracer technique applied to the determination of the origin of water entering underground mine workings. A paper describing dewatering at a base metal mine in Queensland includes an account of the investigation techniques employed to establish a conceptual model as a basis for the evaluation of various dewatering strategies. Of considerable interest is the use of a field gravity survey to delineate a zone of highly weathered rock which forms the major aquifer at the site.

Ore sorting has long been used to raise the efficiency and thus lower the environmental impact of mineral processing operations. It was first instituted as hand sorting, according to a humanly perceived difference in the ore, but is now automated using large mechanical sorters in order to meet the high tonnage throughput required in most minerals processing applications. In the past, ore sorting was generally used as a niche processing route when other approaches failed, and in this context, consequential environmental benefits are often not the first consideration in adopting sorting. When applicable, ore sorting offers environmental benefits in reductions in fines waste, reagent usage and energy consumption in milling. Although there are significant opportunities for the use of ore sorting technology in many minerals processing operations, industry applications, to date, have been limited mainly to the processing of diamonds, magnesite, talc and uranium ores. This limitation has principally been due to a lack of suitable sensing technologies for a wide range of ore types. The authors report on a wide-ranging review of the automated sorting of mineral ores, and in particular, on methods for discrimination of ore characteristics prior to mechanical sorting.

The redevelopment of the Telfer Gold Mine in the Pilbara region of Western Australia was primarily based on the construction of a 17 Mtpa dual train concentrator coupled with open pit and underground mining operations. The unique copper-gold orebody at Telfer requires the application of complex flotation conditions normally reserved for base metal concentrators, where two competing minerals are managed into separate products. This paper describes the commissioning of the flotation circuit, the process modes and the master/slave relationship that flotation has with a variable orebody.

The heavy medium cyclone plant for the preconcentration of silver-lead-zinc ore prior to grinding and flotation was commissioned in August 1982. This paper details the measures taken to get the plant up to design performance which involved modifications to the medium densifying and slimes clarifying sections. Operating experiences to date are described with emphasis on the low medium consumption recorded and severe wear on process equipment.

The Olympic Dam deposit is located some 600 km north of Adelaide in South Australia. It was discovered in 1975 by Western Mining Corporation and in 1979 a joint venture was formed with British Petroleum for the evaluation and development of the project. Studies were completed and construction started in 1986 with the plant being commissioned progressively between April and August of 1988. In 1993 Western Mining acquired BP's interest and are now owners of the whole deposit. The scale of the initial development was 1.5 Mtpa of ore for the production of 45 000 tpa of copper cathode, 900 tpa of uranium oxide and some gold and silver. Two expansion programs have occurred in 1992 and 1995 and current performance is at the rate of 3 Mtpa of ore for the production of 84 000 tpa of copper cathode, 1500 tpa of uranium oxide, 24 000 oz per year of confined gold and 380 000 oz per year of confined silver (Table 1). An aerial view of the plant is shown in Figure 1. The benefit of diversifying into the production of more than one product is undoubted and the flexibility of being able to produce variable quantities of copper and uranium also allows advantage to be taken of a change in market conditions.

At Mount Isa Mines, a system has been developed for general monitoring of underground mobile equipment. It can provide unit condition monitoring data such as oil pressures and motor temperatures as well as production type information such as unit location and load. The system does not rely on an expensive data communications infrastructure, using instead inexpensive radio base stations which automatically transfer data from mobile units to a surface database server on the company-wide computer network. This paper includes a general overview of the system and a discussion of the practical benefits it is expected to generate.

With the post-war expansion of mmmg activities on its Western group of mines, the management of Lake View and Star Limited has commenced a project for the improvement of underground ventilation.The major part of this project is to provide adequate return airways for the ventilation of the deep levels. To this end, the Ivanhoe South Extended shaft is being enlarged, and ultimately an exhaust fan with a capacity of 180,000 cu. ft. of air per minute will be installed at the shaft collar.Prior to 1932, the shaft was used exclusively for baling water from the 800 and 2,000 ft. levels. These two levels are the only ones connected to workings from the Horseshoe lease. After the installation of pumping plant at the Horseshoe Main Shaft, baling was discontinued, and the water was graVitated from dams to the pumps on the 1,000 and 2,000 ft. levels.Water makes into the shaft, through a series of fault planes, between the 600 and 1,500 ft. horizons. The total flow is 16 gal. per minute, of which approximately 7 gal. per minute graVitates to the 800 ft. level. As a big proportion of the water dropped uncontrolled through the shaft, a downcast current of air approximating 20,000 c.f.m. was induced. This air ventilated a limited area of workings in the Horseshoe lease, between the 2,000 and 2,360 ft. levels.In 1938, it was decided to reverse the direction of the airflow in the shaft. Throughout its history the mining industry has focused on the highest-grade deposits sited in the most convenient locations. The burgeoning global population and higher standards of living not only increase the demand for mineral products but also make it harder to mine and process them. The future will include the development of lower-grade, more complex orebodies, and orebodies in difficult locations. The industry will be expected to provide for humanityÆs needs while reducing its environmental footprint and maintaining profitability. This paper reviews some of the likely adaptations in mineral processing that will occur over the next 20 years. The challenges inherent in adapting to lower grade and more complex materials might be exacerbated by such factors as the availability of water and low-cost energy. In underground mining, higher energy costs are likely to foster further developments in underground preconcentration, especially for ores that can be upgraded at relatively coarse sizes. The adoption of underground crushing could also render material amenable to semi-dry preconcentration options such as might be achieved by the rotary classifier developed by CSIRO and being commercialised by RCR Tomlinson, or more modern versions of the hand-sorting of ore that use sensors based on colour or other suitable rock properties. The cement industry and some gold roasters have used the alternative of dry grinding and classification, which might also have a part to play in dry processing. There is also likely to be increased interest in options such as in situ leaching that further minimise the surface disturbance. Underground operations will have to balance the energy savings from reducing the amount of material brought to the surface and reduced surface disturbance against the practical limitations of installing and maintaining processing equipment underground. On the other hand, surface disturbance and energy issues in open cut operations will be balanced by potentially lower mining costs and higher overall recovery from the deposit.
