Determining the environmental consequences of green field projects is becoming an increasingly important component of new projects. Feasibility studies are regarded by potential investors as incomplete if a comprehensive Environmental Impact Assessment (EIA) has not been completed. These EIAÆs need to meet various local and international requirements in order to achieve bankability. Heavy mineral mining projects are often located in ecological sensitive coastal zones, and bring with them a suite of social impacts in the mainly developing countries within which they are usually located. This paper draws on experience gained in undertaking EIAÆs for heavy mineral mining projects in Kenya, Mozambique and South Africa, and uses these case studies to identify potential pitfalls. Important lessons include the need to initiate the EIA process as early as possible in the project, in order to develop management systems to mitigate the environmental impacts of exploration. Close and on-going consultation with affected communities is also seen to be critical to the success of the EIA. Proactive participation on the part of the environmental consultants with the project team and all interested and affected parties (IAPs) is important. An EIA commissioned later in project planning makes it difficult for the EIA to contribute in a positive manner to the project. Early engagement with environmental consultants allows the environmental assessment to develop from a report to an actual process, and to become fully integrated with project planning. The proviso is that an initial æfatal flawÆ assessment is required to identify any potential æshow stoppersÆ, in order to meet one of the important objectives of EIA, namely an assessment of whether or not the proposed project is the preferred development intervention in the study area. For more controversial proposals this may require the commissioning of a Strategic Environmental Assessment (SEA), which circumvents some of the limitations of the project level EIA. Whilst confidentiality is a constraint to full disclosure, an open participatory approach to public consultation is essential to add credibility to the EIA process and to gain, at least, the acceptance of the process from the majority of IAPs. Full disclosure is encouraged by organisations such as the International Finance Corporation, who acknowledge that good public consultation costs a lot of money, but bad public consultation costs a lot more! An open approach to disclosure presents understandable difficulties for proponents, as they are required to give up some of their control over the project, and to trust the social scientists engaged in the process. However, independence in the EIA process is critical to its success. This paper will highlight these and other issues by drawing on five case studies to identify lessons learnt, and explore the above themes in more detail.

Coal dust explosions have occurred in coal mines across the world. The Mitsui Miike Coal Mine disaster in 1963 was an example of how this hazard was not managed effectively, resulting in the loss of 458 lives and hundreds of people sustaining permanent brain injury from carbon monoxide poisoning. Management of the risks for this hazard have been well documented and have been implemented in modern coal mines. A recent trend in some mines has seen the abolition of barriers on roadways on the basis that the risks are being managed by the current controls. These controls include stone dust application, trickle dusters, dust analysis and dust removal. The resurgence of Silicosis and Coal Worker’s Pneumoconiosis (CWP) in coalmines has placed the spotlight back on the management of worker exposure to particulate matter across all mining sectors (Coal Workers Pneumoconiosis Select Committee, 2017). There already exists a substantial body of knowledge on particulate matter and its impacts upon human health (National Academies of Sciences, Engineering, and Medicine, 2018). The contribution of silica to respiratory disease is well known and there is a growing concern for exposure to diesel particulate matter. However, it is also clear that there are major gaps in our understanding. In part, those gaps relate to the contribution to adverse health effects of mineralogical constituents in the dust (LaBranche et al, 2021a). It is also becoming evident that the size and shape of the particulate matter can affect its potential impact on human health.The University of Queensland has developed a methodology for characterising respirable and inhalable dust samples using scanning electron microscopy. Multiple samples from numerous mining operations have already been analysed using the UQ methodology. The process has been successful in showing the variety of mineralogica lcomponents and particle size distributions presentin various areas of the mines.

Mined-out limestone/aggregate quarries in Japan contain many high and enormous pit walls. Many precious resources are abandoned in these final pit walls. In addition, there are many mines which are located in or near populated areas in Japan. Utilisationof the potentially useful under- ground space at mined-out sites is a topic relevant to the practice of surface mining. This paper describes and discusses the concept of underground space utilisation and tunnelling systems, referring specifically to geotechnical/ tunnelling parameters.

The results of pot-furnace tests with 35 bituminous coals from 20 seams in New South Wales and Queensland were used to establish the relationship between coal properties, as determined by standard laboratory tests, and the combustion process. The rate of combustion is influenced chiefly by the expansion of the fuel bed, but this cannot be accurately predicted from the crucible swelling number of the coal.The effects of various other factors, such as calorific value and ash yield, were investigated and statistical analysis of the results shows that the coals could be classified satisfactorily according to two experimentally derived parameters, namely heat-release rate at an air flow rate of 260 lb/sq.ft/hr and air flow rate giving stoichiometric combustion. The grouping obtained is shown to be related to ash yield and swelling number.INTRODUCTIQNThe rate of heat release from the fuel bed of a travelling grate stoker and the efficiency with which the heat is used depend upon the design and method of operation of the furnace as well as upon the properties of the fuel. It is difficult to draw general conclusions concerning the influence of fuel properties from tests on a single stoker installation. In the pot-furnace test, on the other hand, a part of the same combustion process as occurs on a travelling grate is carried out in isolation, uninfluenced by furnace design variables, and consequently the effects of coal properties and of the method of pretreatment can readily be demonstrated.While the combustion pot provides a rapid method of assessing the combustion characteristics of a fuel during the ignition and burn-out stages under standard conditions, and of predicting changes in performance with changes in fuel or in air flow rate, it is unable to simulate certain features of furnace design and operation. The use of scrapers in mining and earthmoving operations is not new; in fact they are one of the earliest methods of bulk earthmoving. A single machine, which can load, haul, and dump material with a minimum of ancillary support is a highly productive and cost-efficient method of earthmoving. In recent times scrapers have been unpopular due to perceived problems and operational limitations, but the last couple of years have seen a resurgence in the use of scrapers in the Bowen Basin as a primary prestripping tool. The main operational limitation of scrapers is the economic operating range. Maximum productivity and lowest cost per bcm is achieved on short leads, as the lead distance increases the cost per bcm quickly reaches and then overtakes that of an truck-excavator fleet. The geometry of a ætraditionalÆ coal mine does not readily allow short leads for prestrip fleets due to the nature of dragline stripping operations. The strip arrangement means that material has to be taken around the end of the pit, meaning a longer haul distance than the actual point-to-point distance between load and dump. This can be alleviated by using pit bridges, however these can cause spoil problems for draglines if not properly planned and have been avoided by many mines. Due to the economic haul distance limitation of scrapers, truck-excavator fleets have become the normal method utilised. Currently more geologically complex mines are opening up, which do not allow traditional down-dip strip mining to occur. Cross-dip mining methods allow for short leads between prestrip loading and dumping areas, hence scrapers and bulk doze are realistic alternatives to a truck-excavator fleet in the prestrip environment. Keeping the lead distance to a minimum a fleet of 657Æs can move material at a very low cost. The other main operational limitation of scrapers is the type of material that can be economically excavated. Hard material can lead to damage to the bowl, free-flowing sand will not readily stay in the bowl leading to reduced load factors. Ripping the material with a dozer prior to excavating can lead to improved loading time, and greatly reduced GET consumption. When considering scrapers for prestrip operations a number of things must be considered: is the lead distance within the economic haul distance? should twin power (push-pull) or single power (dozer pushed) scrapers be used? do I need to rip, what should I rip with? what ancillary support is required? is there another system already available on-site which is currently under utilised? This paper considers the parameters under which large twin power scrapers are the most effective way of undertaking prestrip operations.

The aim of this work is to assess the performance of different constructive solutions against explosions on the strength of masonry walls. The solutions tested, namely an external metal mesh, a glass fibre film on the external face of the wall and a basalt fibre film located on the inner face of the wall, have low to medium cost and are originally designed for other purposes, like seismic protection. Four cubic boxes 3 × 3 × 3 m were built using each of the solutions and typical masonry blocks. In the tests, a spherical plastic explosive initiated in the centre was placed at scaled distance of 2.9 m/kg1/3, so that moderate damage would be caused on the wall. In order to assess the performance of the explosive, pressure gauges were placed at the wall and at different distances from the explosion. Additionally, vibrations were monitored with seismographs in the far field and a high-speed camera was used to estimate the shock wave velocity during the tests. The resulting damage has been evaluated on 13 points of the external wall of each box using a rebound hammer. Damage maps have been drawn for each wall based on these measurements and damage has been assessed inside the box considering the fragments mass launched during the test. The use of external metal mess leads to a decrease of 34 per cent on damage of the external wall and 38 per cent reduction of spalling. Fundamentally, the development of a minerals processing project is a very risky enterprise. Most mining companies do not have sufficient financial resources to undertake significant projects and hence have to undertake external financing. Indeed, most resource companies understand the high risks associated in developing their projects and therefore, wish others to share in the risks. Most merchant banks, on the other hand, are searching to find suitable resource development projects in which they can share their risk and also share a large proportion of the ærewardÆ. To resolve this issue a Feasibility Study is completed by the project developer and assessed by the merchant bank often with the assistance of an æIndependent EngineerÆ (IE) who assesses the validity of the development proposal. Generally speaking, unless the Feasibility Study has been prepared improperly, the technical aspects of most mineral projects are reasonable. Some of the more recent so-called æhigh techÆ projects are exceptions but these still do not present major technical mistakes or misconceptions. p> In most cases, the major criticism the IE presents after discussing the validity of the ore reserves focuses on production plans, capital costs and operating costs. Of these three parameters the production plan is one in which owners tend to be far too optimistic and financiers, until recent years, have not taken a position. The most critical part of the development plan is the ability of the project, as designed, to attain the required design performance and, even more critically, the ability of the owner to reach and sustain this level of production. In short, how long should the æramp-upÆ be planned to take? Financiers have become more circumspect and are now taking a more conservative view of new project performance by factoring into their project financial analysis longer periods of ramp-up, higher capital costs and higher operating costs. However, these financiers can also be part of the æproblemÆ if they become overly conservative. This paper attempts, by way of case studies available from the public arena, to identify the pitfalls the project owners can meet and possible means of avoiding the disastrous financial conundrum whereby the second or third æownerÆ is the company that reaps the rewards initially extrapolated. The paper briefly discusses this problem by referring to projects known to the author and including previous studies that looked at this very problem. It is emphasised that many of the opinions stated within the paper are strictly those of the author and could be subject of much debate.

A practical approach has been developed for the design of both grates and pulp lifters. It is based on: an appreciation of the process interaction between grates and pulp lifters, an interpretation of mill charge structure as it relates to discharge through grates, and an analysis of pulp and solids flow in pulp lifter channels. This approach can be used to improve the overall discharge effectiveness of AG and SAG mills.

Majorfeatures of the composition of such alluvial deposits are the lowcontent of gold and the small size of the gold particles. Atpresent, the gold-miners treat alluvial deposits in which a portionof fme gold (0.25 mm) exceeds 45 per cent. This presentation opens with a definition of technology and how it is implemented. The expenditure and progress on R&D in the mining industry is then investigated and found to be difficult to quantify. The needs and interests of that industry including contribution to this Congress are examined and it is concluded that short-term rather than long-term goals seem to be prevalent. The presentation concludes with the opinion that the answer to the question in the title is both affirmative and negative but overall there is a need for the mining industry to become more innovative.

The installation of truck turntables at above-ground crushers has the potential to yield gains in efficiency and productivity by eliminating the need for the trucks to turn around and reverse up to the crusher to dump their loads. The benefits include savings in time, fuel consumption and tyre wear. In addition, having a smaller area near the crushers dedicated to manoeuvring the trucks can be a significant benefit at some sites. Safety is also enhanced using turntables.This paper describes a project with the Australian Turntable Company to develop software that generates near-optimal layouts for the paths taken by the trucks in the vicinity of the crushers when turntables are present or absent. The geometry of the paths is constrained by the turning radius of the trucks and by the boundary of the manoeuvring area. The software quantifies the benefit of installing turntables by generating a design for paths with turntables and comparing it with the layout in current or planned use by the mining company. Perseverance Mine is a part of Leinster Nickel Operation (LNO), a fully owned division of Western Mining Corporation (WMC). The town of Leinster is located 370 kilometres north west of Kalgoorlie. LNO operates an underground gold mine and mill at Agnew, 30 kilometres west of the town in addition to two nickel mines and a mill 15 kilometres east of Leinster. Both the Perseverance and Rocky's Reward nickel orebodies are mined by open pit and underground methods.The Perseverance orebody was discovered in the early-1970s. Decline development commenced in 1977 and the first ore was milled in 1978. The shaft sink started in 1979. The shaft was comissioned in 1983, four years after sinking commenced. The mine was placed on care and maintenance in 1986 and purchased in January 1989 by WMC.

Bulk mining and handling technologies have been affected in two ways by the soaring costs of oil products in recent years. Firstly, the substition of oil by coal, oil sands and oil shale demands the development of high-capacity mining and handling equipment, and secondly the rising fuel costs favour a trend away from cost-intensive heavy truck transport. To cope with the growing volumes of material in mining and handling, larger equip- ment units have to be designed. This tendency becomes apparent from the examples of the Hambach open pit mine in Germany, and the Port Kembla handling plant in Australia. A combination of the flexibility of heavy truck transport and the cost advantages of belt conveyors is achieved by the system of semi-mobile crushing installations described in this paper.

A block model of the orebody is used to plan a mine. The first requirement is to identify ore to be extracted, discarding waste, so as to meet target grade, generally in multiple analytes. Commonly, cut-off values are set for each analyte, so as to distinguish ore from waste. It will be shown that, if more than one analyte is important, this procedure is wasteful of ore and a composite cut-off function is preferable.A second requirement is to sequence the ore extraction so that the variability in ore grade is controlled: failure to do so will result either in low-quality ore being marketed, or excessive re-handling being required to blend the ore to reduce the grade variability.A third requirement is that the extraction sequence should be such as to control the amount of equipment movement required, enhancing the equipment productivity.The overall objective, to optimise the Net Present Value (NPV) of the mined ore, is simply stated but complex in realisation, since so many factors, such as target grade, grade variability, equipment choice, equipment movement, and downstream blending all have alternatives which can be traded off against each other, and all of which contribute to the costs and benefits making up the total NPV.There exist commercial packages for ore selection and mine planning. However, they are often of a ‘black box’ nature, and users are sometimes not fully aware of the criteria being applied. In particular, the treatment of quality as a multidimensional vector may be problematic. The purpose of this paper is to discuss some of the issues involved and to suggest an alternative set of approaches, which should complement existing commercial treatments.The discussion will be illustrated specifically by reference to the mining of iron ore, but the issues are relevant to a wide variety of mining situations

The Latrobe Valley is located approximately 150 kms east of Melbourne. Within a very small area there are 3 large brown coalmines and associated power stations, 3 large towns, and numerous smaller towns in the vicinity. The mines have been generating power for Melbourne and surrounds for the last 100 years, with two of the mines being owned and operated by the Victorian Government (State Electricity Commission of Victoria) prior to privatisation in the 1990s. All three mines were privatised with the expectation that the mine voids would be filled with water to become pit lakes, as the final landform/rehabilitation solution (Hazelwood Mine Fire Inquiry, Teague and Catford, 2016). It could be argued that until relatively recently, this was largely expected, by government and industry, to be the rehabilitation solution for managing the two key risks associated with the sites:  The geotechnical stability of the mine pits.  The prevention of fire – through covering coal batters with water. Transitioning away from mining economies requires collaborative, regional, innovative thinking with a multitude of stakeholders, from a wide range of government departments, industry, First Nations people and broader community. Closure planning and rehabilitation activities require a range of skills and experience, such as, closure planning, various scientific and engineering disciplines (pit water quality modelling, geochemical modelling, cover design, landform design, contaminated site etc), civil engineering, demolition etc. Some of these skills are similar, such as financial modelling, stakeholder engagement, contract and project management. But the majority are different to those required during the operational phase of a mine. These closure skills can also be lacking within government, with Departments more familiar with monitoring and compliance activities associated with operational facilities. Some key aspects that appear to be critical to planned successful closure are:  Collaborative regional and localised planning, with industry, government, community, First Nations and other industry, business leaders and entrepreneurs all involved in providing a smooth transition away from mining.  Well-defined and known regulatory pathways to achieve mine licence relinquishment assists in encouraging investment.  Appropriately skilled and experienced government and industry personnel.  Mining companies, who are committed to closure planning and provisioning from the earliest point in project planning.  Mine employees who are appropriately skilled and experienced in mine closure planning and implementation with access to all the relevant technical expertise required for the project. Areas like the Ruhr Valley in Germany provide good some examples of smooth processes that facilitate mine economies transition into new economies (World Resources Institute (WRI), 2021).

The mining industry often needs to operate in remote or climatically harsh locations. The industry has recently been forced to deal with extreme conditions including floods, heatwaves and droughts. As these are becoming progressively frequent occurrences, mines typically build ‘downtime’ into production schedules and expect to incur costs to manage the various risks arising from climate extremes. Importantly, many environmental conditions are becoming more extreme and consequently, risk management based on past data can become increasingly ineffective. Market and shareholder demand for fewer interruptions are another pressure on mines to avoid prolonged or frequent downtime. Hence, adaptation to climate is becoming an important strategic move for many companies, many of whom are using future climate scenarios and alternative risk evaluations.We present here a method that uses commonly available mine site data to assist decision-making for reducing vulnerability to sudden flood. The method, ‘climate-related adaptation from terrain evaluation results’ (CRATER), identifies a mine’s flood ‘hot-spots’ and presents them as a ‘traffic lights’ warning map. The process then requires a failure analysis process such as fault-tree analysis to identify both the cause of possible failures and a range of possible failure-avoidance adaptations. In the final stage, management can assess the most suitable option for the mine, based on the availability of capital such as time, facilities, labour and money in addition to social acceptability of the options. CRATER has been tested in an open cut mine environment and is now being further developed to identify how subsidence over underground mines may impact on flooding and ponding over the mining life cycle (CRATER II). The Chairman of this afternoon's session is Dick Carter. This afternoon is the culmination of this conference. We've looked in the first session at regulation; in the second session at valuation techniques and this session we look at valuation in practice. Dick's involvement in the mineral industry has been wide ranging and distinguished. Dick has worked with BHP since 1960, when he joined BHP Steel as a commercial trainee. Dick holds a B.Comm. from the Newcastle University College of the University of New South Wales and was educated at the Australian Administrative Staff College and Harvard Business School Advanced Management Programme. During the past decade, he has headed the minerals group's Aluminium Divison, Resource Planning and Development, Non-Ferrous Metals and Business Development Organisations. Dick currently serves as Executive Director of BHP Gold Mines Limited and Managing Director of Ok Tedi Mining Limited. His experience covers Australian Manganese Company, Mineral Deposits Limited, Northern Rivers Rutile, Tasmanian Electrometallurgical Company Limited, Mount Newman Joint Venture, Worsley Aluminium and Carnilya Hill Joint Venture Operating Committee. The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.
