Despite the importance and usefulness of basicity in metallurgical slags, the optimum quantitative expression of it has remained elusive, partly due to the fact that the precise concept of basicity has not been properly clarified. The two basic approaches to the concept of basicity are the Lux-Flood, which perceives basicity in terms of the activity of the free oxide ion, aO2-, and the Lewis, which perceives basicity in terms of the ability to donate negative charge. The former has been almost universally adopted in the area of metallurgical slags, while the latter has been increasingly accepted in the field of glass chemistry. In this paper, some difficulties of the Lux-Flood approach are pointed out, including the need for indirect measures of aO2-, which have proliferated in recent years. Accordingly, it is suggested that the Lewis approach has a good deal to commend it, and that the quantification of it in terms of optical basicity is the best measure of basicity available, which should therefore be more widely applied in metallurgical slags than it currently is. The fact that there are intrinsic problems in evaluating the optical basicities for the transition metal oxides is acknowledged, and a new scale is recommended. The patterns of iso-optical basicity lines in ternary systems are shown to agree well with the pattern of iso-activity and iso-capacity lines under appropriate conditions.

Modern, high-output, continuous process plant requires heavy capital expenditure and is exroected to achieve a high rate of return upon the investment made, thus its high utilisation is an economic necessity. Downtime is extremely expensive not only in terms of idle capital but also in terms of lost production and revenue. A sound maintenance management system can alleviate the problem of unscheduled stoppages and a key document in the maintenance system is the Work Order because it both initiates work and conveys maintenance control information back to the administrator. This key document must be supported by an information base that provides technical data, job procedures, spare parts, history and costing. To be effective this information must be easily and immediately available to all concerned. Computer technology has developed extremely rapidly over the last ten years and with it a wide variety of on-line computerised maintenance systems. Selection of the most appropriate system for a given industrial plant is not a straight-forward process. Computer requirements for hardware and software must be matched to the requirements of the maintenance system and such matching must be carried out in an ordered and rational way. At Kalgoorlie Nickel Smelter, time was taken to review the existing maintenance system, select, study and test the new computerised maintenance management package and plan its implementation. As a result, the initial target of equipment recognition has been achieved on schedule and within budget.

The disagregation and privatisation of the mining and power gene ration operations of the former State Electricity Commission of Victoria has being taking place over the past five years. This has transformed the service provision to the new organisations and has resulted in major change to the working lives and professional relationships of thousands of Australians. The authors wish to take this opportunity to explore the issues arising as the program of privatisation of public assets continues. Changes within the workplace which resulted from the outsourcing of the 'investigation and design' functions and more lately as a result of privatisation of the operating, generating and distribution businesses are discussed. The responsibility of managers retaining the services of design engineers has changed. There is an added responsibility of contract administration and an increased focus on intellectual property and strategic issues. The way in which the sectors are adapting is discussed and future directions are explored. We welcome this opportunity to explore the changes in professional life which have taken place over the last five years in the Latrobe Valley Power industry. Engineers and earth scientists have a pivotal role in the continuing successful operation of the three Latrobe Valley Mines of the generation companies. The Mines' collectively excavate annually over 13 million cubic metres of overburden and 48 million tonnes of coal for delivery to mine-mouth power stations and for briquette manufacture.

he Melbourne City Link project will complete a missing link between two existing major freeways in the Melbourne road network, providing a much needed bypass of the Central Business District for through traffic. The project, which is being financed under a BOOT arrangement with the Victorian State Government, involves the upgrading of significant stretches of existing freeway and the construction of new sections involving viaducts and tunnels. The tunnel sections, which are the focus of this paper, are beneath residential and business areas, the Yarra River, the Royal Botanic Gardens and significant sporting facilities where surface construction would be either impossible or unacceptable (reference Figure 1). The shorter, 1.62 km west bound Domain tunnel comprises two cut and cover sections through Olympic Park then the Yarra River, the driven section of 0.68 km length and exits through a common cut and cover section with the east bound tunnel under St Kilda Road and Sturt Street. The longer 3.76 km east bound tunnel commences at the common portal, through cut and cover under St Kilda Road then 2.86 km of driven section before exiting at a cut and cover section at Burnley. The longer Burnley tunnel has an access and ventilation shaft at approximately its mid point.

The geological and economic aspects of the known deposits of uranium in southern Africa are described. Processes influencing uranium mineralisation in the relevant geological environments are elaborated upon in order to define fundamental characteristics of mineralisation in the sub-continent and identify potential areas for the location of new deposits. Several areas, namely the Damara orogenic belt and its extension in Zambia and Zaire, the Bushveld zone, and the terrains of uranium fertilisation from the mantle have a high probability of hosting uranium deposits which are yet to be discovered. Uranium resources of the southern African region have been estimated and production forecasted to the year 2000. This geographic region contains one quarter of WOCA's resources in the Reasonably Assured Resources and Estimated Additional Resources - Category I exploitable at less than 130/kg U. On this resource base, it has the potential to maintain its position as the leading exporter of uranium in the world with a production of 13 350 t U308 by the end of the century. Zambia and Zaire are expected to join South Africa and Namibia as uranium producers in the next decade, with their combined share of projected production being in the order of 10%.

In the last three decades various theories have been presented to allow the estimation of the force required to cut rock. These have generally relied on an hypothesised mechanism of chip formation.The paper presents results of an experimental program completed on an unjointed artificial rock in which the force and chip geometry were measured during deep cutting with a quarter scale bulldozer tyne. The program included various depths of cut and artificial rock of varying strength. The experimental results are compared with predictions based on three expressions for cutting force. Generally the measured forces are within the range of those predicted but none of the methods predicts the cutting force with any accuracy. It is considered that the discrepancies are due, in part, to the fact the that actual shape of the chip formed in deep cutting is quite different to that assumed in developing the theories and thus the theories cannot be expected to predict the cutting forces. It is concluded that Evans and Nishimatsu's theories predict lower bound estimates of the horizontal cutting forces. Deliac and Fairhurst's approach appears to over estimate the forces required to cut rock. New methods of prediction are required based on the observed mechanisms of failure.

This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

Thrusting is well documented in the Finisterre/Sarawaget moun- tains, the Kainantu-Waf district and in the Highlands between the Kubor Anticline and the Ramu Valley, Papua New Guinea. The thrusts trend NW and involve rocks ranging in age from Permo-Triassic to Plio-Pleistocene. Evidence from the Finisterre/ Sarawaget mountains demonstrates that a major phase of thrust- ing commenced in Pliocene times and continues today. Palaeostress analyses is a sensitive technique for assessing the kinematic history of faulting. The picture gained from the Finisterre/Sarawaget mountains, the Kainantu district and be- tween Kundiawa and Keglsugl is simple, involving a north to northeast ol. Local complexities between the upper Chimbu Valley and Brahmin indicate extension on a NW-N trend. The simplicity of this anlaysis, which accords with seismic and geo- detic strain data, shows that the major faulting in Papuan Orogen is no different from that in the Papuan Fold Belt; that the Papuan Orogen and the Papuan Fold Belt together form a young thrust- fold complex; and that such structures as the Kubor Anticline may be fault-bend folds. Recognition of the obduction of the Finisterre/Sarawaget reef/ volcanic complex over the Australian plate, the gas seeps in the Ramu Valley and foothills of the Finisterre/Sarawaget Mountains, oil seeps in the Goroka and Kundiawa regions, and our interpre- tation of the PNG Orogen as part of the Papuan Fold Belt indi- cates unexpected probability that the PNG Highlands are pro- spective for hydrocarbons.

During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

Optimising a mining or a quarrying operation about the overall cost is quite a challenge as there never is a situation where we have exactly the same conditions regarding rock properties, explosives' performance, mining equipment or evironmental restrictions. The amount of endless influencing parameters and variables make the evaluation process difficult. The enormous progress we have seen during the recent two decades in computing has however significantly increased our ability to evaluate and process the information gathered, and refine our existing prediction models. Refined models demand an increasing volume of good quality information to show reliable conformity with reality. There is a great need for co-operative work in the mining and quarrying society if we shall be able to screen all available data, systematically find the key-parameters influencing the results and to build robust scientific models. No organisations today have all the skilled people needed or can afford to hire the necessary specialists in all the overlapping branches. This paper highlights some on-going work where the Dyno Explosives Group is adding some new pieces to the giant jigsaw puzzle representing the ultimate model of the mining and quarrying operations we all of this society would like to see completed.

The conventional transportation system in open pit, a to u.* itc:,~> truck., to carry the ore along the ramps. Normally, the transportation distance increases greatly as mining progresses deeper. A new approach to overcome the above disadvantage is to adopt a buried roadway by which ores is transported by conveyors from the mining area to the outside dump in the shortest distance so that the production efficiency is greatly increased. Maintenance of the buried roadway in a good working condition is the key factor that determines the success or failure of the proposed approach. This includes the determination of support load, types and structures of support and other related supporting measures. The crucial problem here is to effectively control the load applied on the buried roadway in a certain range that the ordinary support can stand. Based on the theoretical analysis, numerical modelling and physical simulation testing using equivalent material, this paper studies effects on control of the support load by adopting certain measures, for instance reinforcing the surrounding rock and placing the extendable layer between the support and a rock mass. Furthermore, the influence of the dynamic load induced by the movement of heavy vehicles on the stability of the buried roadway is also investigated.

Rockbursts, as they occur in South African deep level gold mines, have a lot in common with natural earthquakes. Both violently release seismic energy and cause damage to underground and surface structures. Rockbursts are the main cause of fatalities in deep gold mines and the problem may increase in severity with future mining at greater depths. Although the emphasis in Rock mechanics is on the prevention of rockbursts, prediction would provide a partial solution to the rockburst problem. A research project was initiated in 1981 on Western Deep Levels to investigate the possibility of detecting and identifying precursive microseismic activity. This project has succeeded in locating potential sources of seismic events with reasonable confidence. The timing of these events may be estimated with less confidence, and an important parameter, namely the potential size of the rockburst, still cannot be determined. An example of a large seismic event and its associated precursive activity are discussed. Practical prediction systems will, at least for some time, involve subjective decision making which will place a new responsibility on the mine manager as well as the rockburst specialist. The moral pressure on the manager as the final decision maker will probably be greater than the fear of leqal prosecution.

THE absence of any locality maps of the district of Morobe has been seriously felt by mining engineers engaged on the goldfields, and as it was evident at the beginning of operations that the administration would be unable to make good this deficiency, ascheme for making rapid traverses was worked out, and in all subsequent travelling the necessary records were kept for the construction of a reliable reconnaissance map of the Bulolo goldfield and its approaches (see Plate 1.). Since all the field work had tobe carried out without encroaching on primary duties, the compilation of sufficient data was a somewhat lengthy business. It was found that in this r;ough country a pedometer was useless, as it was impossible to calibrate it for the variation in length ofpace between climbing semi-precipices and walking over level country. Further, the native tracks "meander" so excessively that the only method of calculating air-line distance is by timing, and a knowledge of what the timing represents, and until a 10kg experience had been gained in the time taken to cover known distances in various types of-country, one could not feel competent to estimate sufficiently accurately. It was found that reliability could be attained only when walking at nearly top pace. Inregard to aeroplane traverses, results were reliable only when the air was fairly still.BEARINGSIn arriving at the bearing between main traverse points, the method used was to keep a "boy" about two chains- behind when marching and sight back on him, standing, at about two-chain intervals. The search for economic mineral deposits is becoming more difficult as exploration goes deeper in the established mining camps and spread out to the surrounding covered areas, which may have an `overburden' some hundreds of metres thick. Geophysics is finding an ever increasing role in such exploration. When the target is zinc, the task often becomes even more difficult since sphalerite, the most commonly mined mineral, is non-magnetic, resistive, and relatively light compared to other sulphides. Fortunately, sphalerite commonly occurs in association with other sulphides, which are magnetic and/or conductive and/or heavy, thus most zinc-rich orebodies have at least one contrasting physical property to aid exploration. This paper presents the physical properties of sphalerite and other potentially important zinc minerals. Results of petrophysical measurements of samples from various zinc-rich ores are presented together with examples of geophysical surveys over a number of zinc deposits. The results show that the physical properties are not merely dependent upon the properties of the orebodies' constituent minerals. For example, the small (0.4 Mt) and low-grade (five per cent Zn + three per cent Pb + two per cent other sulphides) Flying Doctor deposit at Broken Hill, New South Wales (NSW) is much more conductive than the large (3+ Mt) and high grade (14 per cent Zn + five per cent Pb) Cadjebut deposit in Western Australia (WA). The wide application of computers in beneficiation plants has resulted in the creation of a number of complex automatic control systems at all stages of ore dressing processes. To create such systems it is necessary to solve complex problems of analysis and calculation. The application of computers to solve these problems demands development of simple and effective methods of investigation and simulation of ore dressing process dynamics because all the known methods are complicated in usage and cannot guarantee the desired accuracy and quality of process control. A new grapho-analytical method of investigation and calculation of ore dressing flow sheet dynamics, worked out by the authors of this paper, is based on proportion method development and is used to construct dynamic characteristics of the investigated processes. It is possible to use the given method for investigating benefication schemes with flotation machines having non-linear static characteristics and circulating loads. The suggested method of investigation of concentration flow sheet dynamics allows us to obtain dynamic characteristics of technological process parameters in both linear and non-linear systems. Moreover, the final result can be obtained without labour consuming analytical calculations by a simple graphical construction based on the static characteristics of the known equipment and processes.

Elimination of zinc by the reduction of iron works dusts is examined. The process consists of blending, filtration, drying, balling, preheating and reduction in the rotary kiln. Dust slurries and dry dusts are mixed and stored in slurry basins and the blended slurry is filtered. In the balling process it is important to make green pellets which will withstand Thermal shock in the preheater and rotary kiln. Preheating to about 2000C is preferred to ensure effective use of coke fines in the blast furnace dust. The coke retained in the pellets accelerates the reduction rate. However, at the initial stage of the reduction the pellets become weakened and have to be heated slowly to prevent ring formation. In order to ensure zinc vaporization, pellets should be heated to a temperature of 1100-11500C in the kiln with injection of l ignite fines from the discharge end. Pellets having a degree of metallization of more than 90% and containing less than 0. 1% zinc have been obtained using a test kiln. The final pellet product is intended for use as blast furnace feed. A new plant with a capacity of 20, 000 tonne of dust per month is now under construct- ion and will be in operation next year.

Most orebodies have cross-sections of less than I km2 and hence do not offer a particularly large target for exploration. Fortunately, although in the geological record ore deposits are small and rare and result from the exceptional coincidence of certain geological processes, these processes are mappable on a much larger, district to regional scale and constitute a mineral system in which the ore deposit is the central feature. A mineral system can therefore be defmed as 'all geological factors that control the generation and preservation of mineral deposits, and stress the processes that are involved in mobilising ore components from a source, transporting and accumulating them in more concentrated form and then preserving them throughout the subsequent geological history'. The mineral system concept emphasises that for many ore deposit types, although economically viable mineralisation may only occur on a scale of say, hundreds of metres, the total system offluid-rock interactions that led to ore formation can extend over a distance of tens to hundreds of kilometres around the deposit. When mapped out, the total mineral system provides a far larger exploration target than the actual ore deposit itself. Important geological factors defining the characteristics of any mineralising system include: I. sources ofthe mineralising fluids and transporting ligands; 2. sources ofthe metals and other ore components; 3. migration pathway; 4. thermal gradient; 5. energy source; 6. a mechanical and structural focusing mechanism at the trap site; 7. chemical and/or physical traps for ore precipitation. CANMET-MMSL and Penguin Automation Systems Inc have been exploring how process simulation and ventilation modelling software, when combined, can be used to optimise hard-rock/metal mine ventilation systems. In combination, it is anticipated that this methodology will facilitate the exploration of mine design options that affect ventilation requirements and ultimately cost. Such integrated mine design could limit, and possibly reverse, the drivers that under current practices would generally dictate increased ventilation, power consumption, cost and greenhouse gas emissions. It is believed that the mining industry needs such process models to develop better business cases. For example, the implementation of optimised ventilation systems will undoubtedly require significant investment and mines are often reluctant to try such conservational measures unless they can be proven cost-effective. In general, Canadian hard-rock mines know their ventilation systems are providing too much air and consuming power unnecessarily. This is because their systems are designed to provide maximum production flexibility, based upon peak demand, which may be at some future time, and operated continuously at that level regardless of actual need. Simplistic analyses have shown electrical energy savings can range from 30 per cent through to 90 per cent (Hardcastle, Gangal and Leung, 1998). These savings depend upon such factors as the intensity and continuity of the production schedule as opposed to non-productive time. Where these savings occur is also important, if limited to either the primary or auxiliary ventilation systems, they could be negligible in a mineÆs total energy consumption. The problem these mines face is determining what level of ventilation is required in real-time and then the relative benefits. Such parameters as varying electricity costs, heating fuel options, different design criteria and their complex inter-relationship can effect the selection of an optimal system, depending on whether energy, environment or cost is the prime driver. The use of process simulators in underground mining is in its infancy; to date they have been used to show the benefits over the life of a mine under different mining methods, such as a comparison of tele-remote mining from surface against conventional manned operation (Baiden, 2000). This ongoing development advances the use of such simulators into a new and potentially important area, namely modelling the life-cycle ventilation requirements of a mine. This paper shows how such a life-cycle analysis as opposed to peak demand can provide the basis for optimising the design of ventilation systems and their control.

The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

Low-grade, porphyry copper type mineralization at the Moonmera prospect is related to the intrusion of a granodiorite porphyry mass into the Upper Permian "Gracemere granodiorite". Significant copper mineraliza- tion appears to be associated with the alteration assemblage quartz-sericite- kaolinite. The ore shell is surrounded by a zone where montmorillonite and kaolinite are in greater abundance and this assemblage is over- lapped, mainly at depth, by potassium feldspar alteration. Secondary biotite is abundant throughout the mineralized zone. Preliminary sulphur isotope results on the sulphide mineralization are compatible with a magmatic origin for the sulphur.
