The bureaucracy in Victoria has worked against exploration and mining development. There is no doubt that the new Mineral Resources development Act has simplified matters on the mining side of the system. However, WMC's Bendigo and Deep Lead experiences demonstrate that other parts of the bureaucracy can cause serious delays. The mining industry continues to view the approval process causal of excessive costs and delays compared with other States (and countries) and prohibitive to investment in Victoria.

McLeod: Without getting into the argument as to how well we can know our resource levels specifically in the immediate short term, I would like to make one or two points about the future, and perhaps try and persuade people that they are not really facing a doomsday. It is fair to say that over the last few years the rate at which we have increased our resources has far exceeded the rate at which we have used them, and this is likely to continue for quite a few years yet. As people are now looking for a substitute for petroleum, later on we will be looking for a substitute for coal, should the position get serious. After all man is pretty versatile, has plenty of initiative-and makes allowances for experience. It has been demonstrated here by the way people are looking at use of low quality coals and better use of the coals that are available. It would be fair to say that what now we regard as economically submarginal deposits will, by the time we need them, become economic. I think that there is quite a lot in front of us in exploration and finding new reserves. I would like to have comment from yourself sir, because I recall reading a report of a meeting, here in Wollongong I think it was, in which you addressed the local branch on the future of coal in Australia, and you said that the coal basins of Australia had been well explored and there was not much chance of new discoveries. Since that time we have seen some thousands of millions of tonnes turned up in the Galilee Basin of Queensland, we have seen five hundred million tonnes turned up in Lake Phillipson in South Australia. Do your previous comments still apply? I would like to hear from some of the exploration people, who are operating on an Australia-wide basis, as to how they regard our chances of discovering significant new deposits and significant extensions of known deposits. H,artnell: Mr. McLeod has asked me to comment on what he has just said. I think that the important thing is that our knowledge of the main coal basins in Eastern Australia is increasing in detail but for the most part the extent of coal basins is not being increased in respect of their superficial areas. There are additions but they are not substantially changing our expectation of what the main coal basins will be. I believe that our task is essentially to intensify our knowledge of the main coal basins that we know about. This is important for example for the various reasons that Mr. Roach was talking about, that is the problem of surface alienation, jeopardising the chance of recovery when you go to underground operations. My approach to this whole problem is predicated on the belief that coal has a special destiny to perform in the next fifty years. I believe that it is going to take up to fifty years and maybe a little longer before the enormously demanding technology for nuclear power recovery is in fact achieved. When it is achieved the supply of energy to the world will be enormous, much beyond what we have ever even dreamed about. The mind boggles at what the people of the middle of next century, of two thousand and fifty, will command in the way of physical resources. It is going to be, I believe, tremendous, but the technology involved is very demanding. I mentioned to Mr. McLeod the other day that according to the information that I got in November last, 60% of the nuclear power stations in the United States were out of action, by automatic cut offs because of safety requirements. The technology of breeder reactors seems each year to be a bit further off. In the meantime coal I am sure is going to be called on to supply power directly to fluidised bed and other technologies for power generation. It is going to be called upon in the near future, I believe, to supply liquid fuel on a vast scale and the only thing in my view that we should be thinking about is whether the coal producing countries of the world will succeed in producing as much coal as is going to be demanded. I believe the real challenge to the coal mining industries of the world is that they may fail to do what is going to be demanded of them. This is a challenge I believe to mining technology. I think that we should be working deliberately and energetically finding ways and means where underground recoveries, instead of averaging 50%, can average 50% plus, plus, plus, and this is the first requirement. We should be spending many millions every year, here and overseas, on increasing our means of winning coal because every tonne of coal that is alienated and left irrecoverable in the earth is going to weaken the capacity of the coal mining industry to fulfil, what I believe to be its destiny in the next 50 years.

In July 1997 Macraes Mining Company Limited deferred a 9 Mtpa expansion of the Macraes Gold Project because of the uncertainty of the future gold price and its impact on equity markets.  Additionally delays in the resource consenting process led to further uncertainty.   It has subsequently announced that a study has been commissioned to recommend a staged approach to development of its New Zealand business. The best economic development path will be determined to maximise returns to shareholders.

The genesis of giant hematite ore deposits in northwest Australia remains a contentious topic in part because key evidence supporting a unifying genetic model has not been found at all deposits. In particular, several papers have proposed that carbonate replacement of silica layers in banded iron formation (BIF) by basinal brines is a requisite first step toward ore formation. This initial hypogene stage is inferred primarily from the presence of silica-poor, carbonate-rich rocks found below ore and along normal faults at the Mount Tom Price and Giles Mini deposits. However, until recently such rocks have not been identified at the largest martite-microplaty hematite deposit, Mount Whaleback. In this study, samples of the upper Mount McRae Shale are examined for their chemistry, mineralogy and petrography. These samples were collected from several key locations, including within drill core that penetrates an area immediately beneath ore along the Mount Whaleback fault at Mount Whaleback. Compared to unaltered black shale from Wittenoom Gorge in the north and altered black and red shale at Mount Whaleback, reddish-green shale below the Mount Whaleback deposit is significantly enriched in MgO and CaO and depleted in SiO2. Samples of this shale consist predominantly of fine- to medium-grained dolomite and ankerite cut by chlorite and carbonate veins, contrasting with unaltered equivalents that contain mostly stilpnomelane, K-feldspar and relatively minor carbonates. This alteration is distinct from assemblages developed during regional metamorphism, and possibly represents hydrothermal alteration after metamorphism. Although several questions remain unanswered, these results support models that invoke an early hypogene stage during the formation of the martite-microplaty hematite deposits in the Hamersley Province.

The `environment' has certainly been a growth area over the past three decades with growing awareness in the 1960s, some large battles and the of significant legislation in the 1970s. The most important period however has been the 1980s and so far the 1990s where, in addition to the of some more rigorous legislation, we have seen the practical application of environmental management/rehabilitation Techniques.

The Northparkes copper-gold project is being developed in Central Western New South Wales approximately 30 km NNW of the town of Parkes and approximately 350 km west of Newcastle. The project is a joint venture between North Limited (80 per cent) and the Sumitomo Group (20 per cent). North is the manager. The basis of the project is three copper-gold orebodies, the northern two of which are being mined by conventional open cut methods with the third and largest orebody at the southern end of the lease to be mined by block caving. A fourth mineralised body has been identified in the centre of the lease. While further evaluation of this deposit is required it would appear to be amenable to block caving. Oxide caps of gold ore and copper-gold ore over-lie the two northern orebodies. Development commenced with the construction of a carbon-in-pulp (CIP) plant to treat the oxide gold ore. Construction of a flotation plant to treat oxide copper-gold ore and sulphide copper-gold ore is underway. When full-scale operation is achieved late in 1996 the plant will treat 5.0 million tonnes of ore per year of which 1.1 million tonnes will be open cut ore and 3.9 million tonnes will be block cave ore. In terms of annual ore tonnage the underground mine will be the largest metalliferous mine in New South Wales and the second largest in Australia.

The high pressure grinding rolls is one of the few new comminution devices that offer substantial savings when compared with traditional crushing and grinding circuits and with SAG milling. The machine has been well accepted in the cement industry, but mining companies have been more cautious in adopting this technology, partly because of wear and availability problems, and partly because of uncertainties in designing circuits which will deliver the power savings without complicating downstream processing. This paper addresses the latter problem by providing a model structure for predicting power draft and throughput from measurements made with small pilot scale high pressure rolls. Three existing models for predicting product size distributions are assessed and suggestions made for future work. The model structure comprises a power equation, incorporating measurements of torque and rolls speed previously used by the authors. Transport through the mill is assumed to be plug flow. Throughput is governed by the equilibrium gap between the rolls, which is determined both by machine settings and the physical properties of the feed material, including its size distribution. Therefore some form of physical testing in a model machine is required to determine throughput parameters. Results from copper and nickel ore experiments covering a wide range of machine conditions are presented and compared with model predictions. Model assumptions are discussed and directions for future work Suggested.

Ore selection is generally a highly subjective task, with emphasis on producing product with a consistent target grade matching a perceived market requirement. A composite selection criterion ‘Comp’ (a linear function of the grade vector) can be used to maximise ore tonnage at a specified target grade (in Fe and contaminants) extractable from a block model. The blocks correspond to the selective mining units, with grades interpolated from diamond drill hole data. An iterative procedure has been developed to identify the coefficients and cut-off value for the composite function ‘Comp’, maximising potential ore tonnage at target grade.Commonly, target grade is predetermined by marketing; however, there is no guarantee that maximising ore tonnage at a specified target grade maximises the potential value of the mine. If the value of ore could be expressed as a linear function of the grade components, then these coefficients would be appropriate for the selection criterion ‘Comp’. The cut-off value for ‘Comp’ would correspond to the marginal cost of production; all blocks with a ‘Comp’ score above the cut-off would be classified as ore; and the cumulative grade of these ore blocks would be the average product grade over the life of the mine.Unfortunately, no such value function for iron ore is generally available. Methods for estimating the value function are discussed, using the spot price and sensitivities based either upon operational tolerances for Fe and the contaminants or upon published price differentials. This approach has been applied to an anonymous Pilbara deposit with about one million blocks averaging 1.1 kt. It is shown how the optimal target grade, cut-off grade and maximum tonnage can all be explored as a function of marginal cost and iron ore price. Alternatively, given marginal cost and an iron ore price, the effects of changing the tolerances (and therefore the relative costs of the contaminants) can also be explored.It is suggested this procedure can enable informed decision-making for an iron ore mine. Rather than setting final policy for the entire life-of-mine, the method enables target grades and tonnage estimates to be revised by re-computation as the mine life proceeds to recognise changes in market conditions and knowledge about the resource.It should be emphasised that this paper is concerned with ore selection rather than ore sequencing. Appropriate ore selection is a necessary but not sufficient condition for maximising value. Having identified the set of blocks that potentially maximise value, the sequence in which they are mined will present a trade-off between producing at constant grade and extracting high value ore early. The sequencing issue is not considered here. It is shown that optimum ore selection for an open pit mine is independent of any consideration of discount rates, although ore sequencing will depend upon the time value of money if the product grade is to vary across time.CITATION:Everett, J E, 2015. Particle breakage is an essential part of mineral processing. The aim is to reduce run of mine mineral ore to an optimal size for liberating target minerals and for subsequent recovery by separation processes such as flotation. This size reduction is typically accomplished in a series of stages in a grinding circuit tailored to the properties of the particular mine ore. Commonly this involves two or more classes of equipment starting with crushers, followed by SAG mills and then sometimes ball mills. Occasionally, high pressure grinding rolls or other novel devices are substituted. Broadly, energy consumption increases and energy efficiency decreases with the fineness of the material produced by each piece of equipment. For many operations, up to 50 or 60 per cent of total greenhouse gas emissions from a plant arise from the operation of the comminution circuit with the majority produced by the finest grinding parts, such as the SAG and ball mills. Wear of mill liners and grinding media also add to greenhouse gas emissions generated by their manufacture. The need for continual cost reduction and increasing regulatory and social pressure relating to greenhouse emissions create a strong need for improvements in comminution energy efficiency. Traditional experimental and modelling approaches are not well placed to create the required insights into comminution fundamentals or facilitate radical step changes in performance. This paper discusses the role that advanced modelling (based on coupled DEM and CFD) can play in improving the energy efficiency and performance of existing mainstream grinding equipment and in the development of new ones with radically superior performance. Achieving this goal will also require an improved understanding of ore breakage and methods to include sufficiently realistic breakage models within the DEM models. Developmental issues for the modelling and the critical need for validation of the advanced model features are highlighted.

For multi-site mining companies, checking the quality and consistency of the data recorded in risk registers is important for confirming how well mine safety management systems have been implemented. However, this task is complicated by the differences in scope of the site, their particular nature, the complexity of the operations and many other factors that can introduce nuances to the characteristics of the risk registers. We present here an application of a technique called Causal Network Topology Analysis for comparing the quality and consistency of risk registers. By quality we refer to, for example: - missing causal relationships between risks - location of missing controls - focus of risk treatment strategies: prevention versus mitigation controls. By consistency we refer to how causally interdependent are the risk events. There are often causal interactions between the lines of a risk register that mean that the likelihood and consequence scores that are applied to each risk event are not independent. We measure this degree of interactions by: - proportion of independent scenarios per register - efficiency of risk treatment strategy comparison. This approach can indicate quality and consistency differences between registers irrespective of the actual details of the site or operation. This occurs by comparing aspects of the structure of a causal network extracted from how the risk events, causes, controls and consequences causally interact. In this work we compare pairs of registers to demonstrate the approach.

The upper Arkansas River south of Leadville, Colorado, USA, contains deposits of fluvial tailings from historical mining operations in the Leadville area. These deposits are possible non-point sources of acid and metal contamination to surface- and ground-water systems. We used stable-metal isotopes to help ascertain metal retention and release mechanisms that influence metal transport from the deposits to shallow ground-water systems. To accomplish this, we excavated an intact core from a small fluvial tailings deposit and performed laboratory column experiments to examine the amount of metals leaching through the core. Deionised water was continuously applied to the top of the core, and effluent was collected from the bottom of the core for a period of about two months. Three saturation conditions were used, including unsaturated, partially saturated, and fully saturated. Reducing conditions developed upon partial and complete saturation of the core. During the unsaturated leaching phase, core effluents were acidic (pH 2.8 - 3.5) and contained elevated metal concentrations. During a portion of the unsaturated leaching phase, stable-metal isotope spikes and conservative tracers were simultaneously applied to the top of the core. The isotopes provide a means to delineate metal behaviour within the core. During the unsaturated leaching phase, the isotope spikes did not exhibit breakthrough with simultaneously added conservative tracers. However, some of the stable-metal isotope spikes did break through when reducing conditions occurred in the core (during the partial- and completesaturation conditions). In this paper, we use Cd as an example of the utility of stable-metal isotopes in geochemical studies. In the case of Cd, after the core was partially saturated, the 111Cd spike was released as evidenced by a change in the Cd isotope ratios in the effluent. This release continued during the fully saturated leaching phase, however, the total Cd concentration did not increase. These results suggest that the 111Cd spike was retained inside the core during the unsaturated leaching phase, and only partially released as reducing conditions developed. Results from this core-leaching experiment indicate there is a large reservoir of water-soluble material within the fluvial tailings deposit, which yields elevated metal concentrations and high acidity, and which may degrade adjacent ground- and surface-water quality. Use of stable metal isotopes in this study facilitated the determination of different metal-retention processes, metal-release processes, and metal sources in the fluvial tailings deposit in response to changing geochemical conditions.

The so-called COMAT process provides a method for leaching low grade sulphide mattes in an acidic ferric sulphate medium in such a way that non ferrous base metals such as Ni,Cu and Co are substantially all dissolved; the concentration of residual acid and dissolved iron remaining in the leaching solution is low, and a large portion of the sulphide sulphur is converted to elemental sulphur. Thus the quantity of neutralising agents required to remove residual acid and dissolved iron from the leach solution prior to subsequent recovery of the dissolved base metals is greatly reduced. The leach residue and iron precip- itate report in a readily filterable form. In this paper results obtained on a pilot plant scale are presented for the leaching of a typical low grade matte in the manner describ- ed above; for the solvent extraction and elec- trowinning of copper, and for the removal of residual acid, copper and iron from the copper solvent extraction raffinate. Processes tested on a laboratory scale for the further recovery of cobalt and nickel by solvent extraction and electrowinning, and for the recovery of sulphuric acid and ammonium hydr- oxide from the dissolved ammonium sulphate salt contained in the final plant effluent, are also briefly described.

The relative merits of treating coal by flotation and spiral concentrators have been examined by tests on run-of-plant fines samples from three seams in the Wittingham coal measures of the Upper Hunter Valley. Flotation of the complete fines was found to be the most metallurgically efficient process with yields substantially superior to those obtained from treatment of only the deslimed fines. A strict comparison between spirals and flotation for the treatment of the deslimed fines was impossible due to differences in product quality. However, the results indicated that the performance of a flotation circuit would be equivalent, and sometimes superior, to that of a spiral circuit.

A novel method for determining viable cells of the mineral leaching bacterium Thiobacillus ferrooxidans has been developed. The cells were collected on 0.45/Lm cellulose acetate filters, washed with artificial minewater, and incubated in the presence of ferrous ion at pH3 in an atmosphere containing radioactive (14C) carbon dioxide. Colonies of bacterial growth were detected by the image formed on X-ray photographic paper (autoradiography). The method was compared with three conventional techniques and shown to detect three orders of magnitude more cells in cultures of Thiobacillus ferrooxidans in the late exponential phase of growth.

A major environmental impact study carried out in the sand dunes of eastern Cape York used image analysis of remotely sensed data to both select sites for ground investigation and categorise the different ecological units present. The approach adopted was particularly suited to the type of environment in question and allowed a high degree of quantification, at a high level of confidence, at costs several orders of magnitude less than conventional Methods.

Partitioning behaviour studies for -particles in the 250 to 1,000 micron size range at. the Curragh coal preparation plant are presented. Plant surveys were conducted to compare the partitioning efficiencies of dense medium cyclones and froth flotation. The aim was to assess the potential for improving yield of coal by directing more of the top size of flotation feed material to dense medium cyclones. ovel mass balancing and model fitting NI procedures were used. While flotation offers high yield of low ash particles smaller than 500 microns, dense medium cyclone rejection .of high ash particles larger than 250 microns is superior. These strengths of the two processes are turned to good advantage by the use or desliming sieve bends which tend to perform some density separation on the'size fractions of interest, directing lower ash material to froth flotation than to the dense medium cyclones.

The transportable moisture limit of a mineral concentrate (TML) is of great importance in the shipping of that material from Australian ports. Each year Australian mining companies incur substantial costs as a consequence of delaying shipments and/or multi-handling concentrates so as to comply with transportable moisture limits. Despite this there is a general lack of in-depth knowledge concerning factors that influence the parameter. Eight major Australian mining companies supplied sizing, specific gravity and TML data for their concentrates. Zinc, lead, copper and bulk concentrates were represented in their data. Estimated surface areas of the concentrates, as calculated from their normalised sizing data, correlated strongly with the reported transportable moisture limits. This high correlation prevailed in spite of the acknowledged limitations associated with the use of multi-sourced data and the adoption of simplistic approaches in the normalisation of sizing data and the estimation of surface area. Based on the broad range of concentrates studied, concentrate sizing data were concluded to offer potential as an alternative means of reliably estimating transportable moisture limits.

Any leader can achieve success in excellence through a proper process of problem formulation, data and analysis. Again, using key players can make the process more effective. It is important to remember that the people side of the solution is the key to success and that monitoring will ensure the solution will work. In the words of BHP BillitionÆs CEO, Chip Goodyear: Excellence is a mind set. ItÆs something that comes when people get rewarded forthinking outside the box and applying their skill and knowledge. It happens, not in$50 million chunks, but in hundred thousand and million and $2 million chunks.When you get 35 000 people thinking that way, then youÆve really got somethinggoing.

The valuation of exploration properties which contain no identified resources or reserves is the most subjective of all valuation tasks likely to be carried out by a geologist. The geoscience rating method proposed by Kilburn (1990) recognises this inherent subjectivity but also attempts to apply some discipline to the valuation process. Some other methods used for valuations of this type clearly lack discipline and are open to misuse and abuse. The Kilburn method essentially requires the practitioner to justify all aspects of the valuation process. The valuer must specify and, more importantly, quantify aspects which enhance or downgrade the intrinsic value of each property. The intrinsic value is called the ""base acquisition cost"" (BAC) and it represents the average cost to identify, apply for and retain a base unit of area of title. The BAC and base unit of area both vary with different types of exploration and mining title but remain constant for similar types of titles in the same mineral tenure regime. In the Kilburn Method the enhancement/ downgrading factors are determined by the geotechnical prospectivity (Kilburn Method) within the title. A modified version of the Kilburn Method presented here (""Modified Kilburn Method"") also focuses attention on other real variables besides the geotechnical attributes which influence valuations of this type, viz., competition for tenure and activity in the markets in which the exploration properties are being traded. The most active such market at present is the stock market. By utilising uniform BACs and base units of area (for similar titles) for all exploration properties (in practice in Australia this is only possible within a particular State or Territory), the method exposes the valuer's opinions of each of these variables to the scrutiny of the investor. The investor (or his professional adviser) is afforded the opportunity to directly compare valuations on different properties by different practitioners and can assess how the final valuation is weighted in respect of geotechnical prospectivity, competition for tenure, and stock/financial market sentiment. No other method currently employed in Australia to value mineral exploration properties affords the investor this `luxury', which some may argue is their right.

Day-to-day operating practices at existing operations need provide high quality data for decisions that will impact directly on the potential value of the available resource, in addition to meeting standards of quality expected of data used in feasibility studies that will be completed to obtain additional capital required to finance operational improvements. Drill hole location, down hole survey and assay data standards of accuracy and precision have received considerable attention in recent years. The authors propose that geological descriptions of both cored and non-cored drilling warrant at least equal attention, considering their fundamental role in establishing the framework used for geological modeling and resource estimation. The iron ore deposits of the Middleback Ranges have been a major source of iron ore for almost a century. High-grade hematite-dominant ore is currently mined by OneSteel from three open pit operations supplying ore to the companyÆs integrated steelworks at Whyalla. A review of OneSteelÆs future iron ore resources, commenced in 2002, highlighted the need for more flexible and comprehensive management of all forms of geological data used in resource evaluation. Driving this program was the information needs of feasibility studies of the Iron Magnet deposit, located beneath the existing Iron Duke and Iron Duchess mines. Prior to the beginning of 2003, resource evaluation drilling data collected by OneSteel was managed using an in-house system based on industry standard relational database software. The system was demonstrably effective in ensuring the fundamental integrity of basic drilling data, but lacked necessary capabilities for the acquisition and management of geological descriptions, geotechnical and geophysical data obtained by down-hole logging. OneSteelÆs existing system for the management and interpretation of geological descriptions was restricted to storage of a single three digit code for each lithological description interval. The original logs for a large number of older drill holes could not be located, having been either poorly archived or culled from the database in the belief that they did not contribute to the understanding of the resources currently being mined. The three digit codes represented a combination of lithological and stratigraphic descriptions, including many subtle variations in iron ore colour and texture believed to be associated with variations in geochemistry, but subsequently demonstrated to be either incorrect or inconsistently applied. This resulted in the establishment of a plethora of codes for a relatively small number of distinct lithologies. Improvements implemented by OneSteel geologists addressed these shortcomings by ensuring the new data management system: facilitated the objective description of lithological characteristics; distinguished between obsevations and interpretations (eg lithology versus stratigraphy); promoted consistency between descriptions provided by different geologists; and helped to ensure data integrity by developing an audit trail for alterations made to data subsequent to its acquisition. The data used to develop interpretations of mineralisation distribution and characteristics are fundamental to the effective utilisation of a mineral resource: any mineÆs most important asset. Resource related risk is widely recognised as the principal source of technical risks affecting resource development projects, whether they are new mines or expansions of existing operations. A key lesson from this work is that most commercial or æin-houseÆ developed geological data management systems are able to handle basic data validation tasks effectively. Geologists, however, need to ensure that the data management system is appropriately structured to help promote the acquisition of objective and consistent data for interpretation.
