Within the Business Process Improvement Program initiated at Placer Dome during 2003 was the Business Performance Management Project (BPM).BPMÆ s aim has been to extract productivity improvements from individual business units by providing a model for implementing leading practice based management process within the Placer Dome Group, sharing management best practice, injecting new management techniques and instilling a continuous improvement culture. The installation of an underground dispatch system has been a key component of the BPM project at Osborne Mine.Information capture and analysis allows for corrective action to be planned and executed before there is a material impact on the performance of a business unit. This paper briefly describes the principles and practices of effective business performance management, the four processes of a management operating system namely; strategic and tactical planning, implementation and reporting. The identification of business drivers, their measures and associated key performance indicators is discussed. The benefits of an underground dispatch system at Osborne with respect to safety, production and maintenance is described along with the installation process within the mining department that included its configuration, resourcing and roll out.

Zhangmatun Iron Mine is situated in the suburbs of Jinan city, Shandong, China. Because of surface environmental constraints, no suitable site can be selected to dispose of mill waste. The full mill tailings must be disposed of underground. This paper deals with the work conducted at Zhangmatun mine to develop a total tailings backfill system, taking advantage of a doubleshaft blade mixer and an activating agitator to prepare backfill. Cement and ground slag are added to tailings for strength development. Two stopes have been filled and the pillars have been effectively mined out during the field trial. The application of innovative total tailings backfill technology is a new concept at the mine. Detailed planning has achieved a close integration of mining, milling and backfilling. Full mill tailings, with or without rock, are disposed of underground in a continuous process to fill, totally and systematically, the cavities formed by mining. Utilisation of cemented tailings backfill solves not only the problem of disposal of mill waste, but also the resource problem of providing backfill materials to the mine. The strategy also maximises ore recovery for the mine.

Armstrong's (1983) criticisms of PhiIip and Watson's (1982b) note on optimal drilling patterns are based on misinterpretation, supported by errors in geometry. Furthermore, Armstrong argues conceptually from the perspective of Matheronian geostatistics, as does also Rudenno (1983a, b). Thus, both authors embrace a global, probabiIistic method of assessing spatial data sets, an approach that must be contrasted strongly with local, deterministic interpolation methods. Some of the important assumptions of geostatistics are outlined and the non-unique nature of the method discussed. A probabilistic approach can be judged appropriate when exploration data are erratic, or known to be unreliable, or when extrapolation is desired. Where data are treated as exact, kriging can give the most biased result if tested against other interpolation methods. We reiterate our previous conclusion that the equilateral triangular grid is approximately 30 per cent more efficient (in terms of numbers of drill holes) compared with a square grid for the same maximum interpolation distance. This is simply due to the improved isotropy of sampling. New, locally-based, deterministic methods for computing ore reserves seem to be required.

As a prelude to studying the sorption desorption and permeability behaviour of coal cores in a triaxial stressing rig using sorb- able gases, the air permeability of typical cores was measured. Lump coal samples were obtained from three gas-troubled collieries in Queensland and New South Wales. These were cored in the laboratory and a simple laboratory permeameter employed which accepted 38 x 40 mm cores in a thick rubber sheath. Air pressure of 500 kPa was applied outside the sheath to provide suitable sealing between the rubber and the coal. Differential driving pressures up to 100 kPa were employed and the air flow measured by displacement of water columns in inverted graduated cylinders. Flow measurements accurate to + 2% could thereby be achieved. Coal lumps were cored both parallel and perpen- dicular to the bedding plane, and were observed prior to measurement for any notable features, in particular for the presence of fissures. Between samples an overall variation of from 100 milliDarcy was found in Appin, Westcliff and Leichhardt coals. With a brownfield project comes control integration challenges. The Khumani Iron Ore Mine’s second phase expansion posed a number of challenges as there was substantial brownfields work conducted. The fi rst phase was the compilation of the modifi ed process functional specifications for the project. The second phase was an audit on all of the operational sequences; this included a comparison between the SCADA sequences, sequential starts analysed from the historian data (with the potential for improvements made by the plant operators in manual start-ups) and what was proposed in the process functional specification. Differences, inclusions and missing equipment were highlighted. The third phase was the comparison of interlocking and control in the PLC with the updated process functional specification; this was done during the coding process. Running parallel to the three phases was the SCADA integration; tie-ins to the existing SCADA were conducted on maintenance days and shutdowns, in many instances with ‘dummy’ equipment to get the operational staff accustomed to the new interface. This paper details each of the phases, the success of this methodology as well as the pitfalls experienced.

Competitive commercial circumstances internationally provide a prime impetus for miners to seek new technologies as a means to profitability and survival. Engineering and project management activities play a vital role in establishing, operating and developing the capital facilities used by miners. Computer based technologies are the single most important technology for maintain- ing competitiveness in engineering and project management into the future. Current applications of computers in engineering design and drafting are finding economic applications, computer-aids are more readily introduced, accepted and profitable. Computing technology is advancing very rapidly and on a broad front in hardware, software and communications. This technology advance is improving the ability of engineers and project managers to provide a high quality, responsive and low cost service which will improve in parallel with computer technology. As this technology advances, a key challenge is created for managers in selecting hardware and software, in developing people and organisations and in marketing the technology to advantage. While the future holds many exciting developments, people will still hold the key roles. While the nature of their roles may change, the final acceptance or rejection of technology will be by people, whether as users or owners, who will judge on the basis of whether their stake is improved or not.

The appearance of the Cornish miner in South Australia was, in the simplest terms, the result of resource development economics. In Cornwall in the middle of the 19th century tin and copper mining was declining, while in the new colony of South Australia copper mining was booming. Experienced hard rock miners in Cornwall there- fore escaped unemployment at home by accepting an assisted passage to South Australia. There, in a colony where they were needed, they made their skills available and received good wages. There are many testimonies which support this simple thesis. Take for example the following extracts from contemporary newspapers in Corn- wall: Persons of small capital will find this an excellent opportunity for emigrating to the young and thriving colony ... The miner will find a rich and unbroken field for his operations. The Colony abounds with minerals... (West Briton, 19 July 1844) Miners make a great deal of money here (South Australia). All of them earn ú2 to ú3 per week and in many cases when they have a portion of the mine on tribute one person has cleared ú100 in a couple of months or so. (Cornwall Royal Gazette, 21 July 1848)

The presence of coal in the Sydney area was confirmed in 1891 when Cremorne Bore No. I intersected cindered coal at 1 854 m. The decision to develop Sydney Harbour Colliery was based on the results of Cremorne Bore No. 2 (drilled in 1892) in which a 3.12 m. seam of unaltered coal was encountered at 889 m. Geologists from the New South Wales Department of Mineral Resources consider that this seam is probably equivalent to an upper split of the Bulli seam. Long Cove at Balmain was selected by Sydney Harbour Collieries Ltd. as the site for mine development in 1896. This was due to opposition to the proposed establishment of a colliery on the north shore of Port Jackson near Cremorne. Construction of the main access and ventilation shafts (termed Birth- day and Jubilee), other mine infrastructure and the quay wall occurred between 1897 and 1902. A fatal accident in which five men were killed occurred during the construction of the Birthday Shaft in 1900. This acci- dent resulted in amendments to the Mining Act providing for guide rails in shafts.

Diamond drilling was first carried out at Norseman in the Princess Royal Mine, early in this century. Little concentl'ated drilling was done from then until Western Mining Corporation commenced drilling in 1934. Since then Central Norseman Gold Corporation N.L. has continually employed diamond drilling in exploration of the field. After 1946 the advantage was seen of applying broad pattern surface drilling at Norseman in the reef exploration. In 1953, as a result of the steeply rising cost of drilling and the time taken to penetrate surface material by light equipment, heavier drills and new rigs were introduced. The surface drilling programmes called for a greater monthly or annual footage and to satisfy this new techniques were introduced. The Mitchell-21 machines were discarded and A-3000 machines were installed, firstly under a 48 ft. fixed tower, then mounted on a truck with a 20 ft. tower, and finally on a truck carrying a 40 ft. tower. With the mobile units a compressed air compressor is attached. By use of compressed air with either the Reed roller or Hawthorne bit, rate of penetration of overburden is greatly increased. The mobility of the truck mounted machines has greatly reduced the time required to move from one hole to another, and the use of heavier machines on a three shift per day basis has considerably increased the footage per shift. The general result is an increase to 1,500 ft. of drilling per month per machine, while costs have been greatly reduced in spite of increased wages and diamond prices.The underground drilling technique is described. Analysis of performance has not been made because the drillers performance is subject to shaft routine and service.INTRODUCTIONGold was first discovered at Dundas in 1894, and at Norseman, 14 miles north, in 1895. From that tirpe until 1935 mining activity fluctuated. Following the mining revival in 1935, production in the field has remained comparatively stable. This stability in part has been due to the broader scale of operations of Central Norseman Gold Corporation N.L., and in these operations diamond drilling has played an increasingly important role.

The West Fork project is located in Reynolds County, Missouri, in the mineralized zone referred to as the Viburnum Trend. The West Fork orebody has a calculated ore re- serve of 13 600 000 tonne (15 000 000 st) con- taining 5.5 per cent lead, 1.2 per cent zinc, and recoverable values of copper and silver. A total of 64 600 tonne (71 200 st) of lead concentrate and 11 300 tonne (12 500 st) of zinc concentrate will be produced annually. The mill was designed to operate at an average capacity of 3450 tonne/day (3800 st/day), based on a 95 per cent availability factor. The mill will operate 24 hours a day, 5 days a week, with maintenance performed, as needed, on weekends. The mine will operate on an identical schedule; but the underground, pri- mary crushing will operate on a six hour/shift, three shift/day schedule. The 1.07m x 1.22m (42in x 48in) jaw crusher will produce a minus 20cm (8 in) material at an average rate of 191 tonne/h (211 st/h). The jaw crusher has almost twice the throughput capacity required, but the decision to install that size of crusher was based on the need to handle over sized rock in the ore.The coarse crushed ore will discharge into a 180 tonne (200 st) skip pocket, which will allow up to a one hour surge capacity prior to hoisting. Hoisted ore will discharge into a 900 tonne (1000 st) storage bin located adjacent to the headframe. The skip pocket and coarse ore silo comprise the total ore storage capacity. The concept of having no intermediate fine ore storage between the secondary crushing and grinding sections was borrowed from the Brushy Creek Mill of St. Joe Minerals, which operates adjacent to the West Fork property. Integration of the secondary crushing and grinding circuits has worked ' successfully for years at the Brushy Creek Mill. The most obvious advantage to eliminating the intermediate fine ore storage is'capital expen- diture savings. The capital expenditure savings include the cost of silos, feeders, and the cost of additional conveyor length and eleva- tion. Savings in operating costs will also be gained, particularly in reduced maintenance costs. Other factors which influenced the decision to eliminate fine ore storage were the simplicity of the secondary crushing sec- tion and the limited area available for con struction of the facility

A major new mine to be developed at Pike River during 2005 has been designed to have a minimal impact upon the environment, and an overall net conservation gain. The Pike River Coalfield is located on the West Coast of the South Island of New Zealand on the top of the Paparoa Range approximately 46 km north east of the coastal town of Greymouth. Pike River Coal Company Ltd (PRCC) holds a 40 year mining permit over the coalfield.   In October 2004, the Minister of Conservation granted PRCC access through 1.25 km of Department of Conservation land via an access agreement, and the Environment Court issued a number of consents for the development and operation of the mine, in addition to some existing consents.   The underground mine at Pike River is located under land administered by Department of Conservation, and has been designed to avoid or mitigate adverse environmental effects and integrate into the natural bush surroundings. The mine process has been designed to operate within an environmentally sensitive area and will incorporate technologically advanced methods of mining and processing. The mine process involves hydro mining of the coal, and transportation via a 12 km coal water slurry pipeline, to a dewatering complex located on PRCC land. This will ensure that traffic in the Pike River Catchment up to the mine is minimised.   An extensive series of management plans and monitoring programmes will be used to ensure that the environmental effects of the mine activities are minimised, by evaluating the performance of managerial procedures, and physical mechanisms in place to avoid or mitigate the effects. Trial mining and substance management plans in conjunction with an orthophoto and surface monitoring protocol will ensure that surface features, and water ways are protected from any adverse effects. The Blue Duck enhancement, and pest and predator control programme will help ensure that an overall net conservation gain is achieved.   Developing transparent working relationships and good communication with Department of Conservation, Iwi (Ngati Waewae and Ngai Tahu), and local environment groups has been and remains very important in the development of this project.

Secondary steelmaking (or ladle metallurgy) has been developed as a post- steelmaking ladle treatment to produce steel of superior quality. Its rapid growth has resulted from quality improvements, productivity increase, operational flexibility and process route economics. Advances in secondary steelmaking are very impressive during the past decade, and many commercial systems have been developed for performing one or more of the following unit operations: degassing, atmosphere regulation, reheating, refining with synthetic slag, rinsing gas treatment, injection of solid materials and alloying. The metallurgical requirements imposed by the current competitive steel market include more precise analysis tolerances, minimum level of detrimental elements, improved cleanness, demanding service performance and better processability. In most cases, these requirements could only be realized by the application of appropriate secondary refining facilities. Continuing developments in simplicity of design, cost advantage, quick cycle time, improvements in peripheral services such as refractories, instrumentation and in-situ analysis, extensive exploration of new applications, and the use of computer, can be expected. An exciting future is predicted for the widespread adoption of secondary steelmaking to perform most of the major refining functions over a variety of steel quality. It will also become a vital link in the total steelmaking process for production of tonnage steel at the large integrated steelworks and the mini-steelmills.

Electronic detonator technology has been under development for the last two decades. Currently, there are a number of systems commercially available with several others still under development, each with its own unique features. This technology can offer a significant advantage to the drill and blast engineer through their ability to initiate an explosive charge at the æplannedÆ time. This new technology has created huge interest within the drill and blast community and also raised their expectations to produce better blasting outcomes. In many cases, specifications (or even expectations) of desired blast results are not properly defined. Interaction between the input variables (rock mass characteristics and blast design) and results (fragmentation, throw, damage, ground vibrations, etc) and their mechanisms, or relationship to one another, are not very well defined or understood. That is why rock blasting is still considered by many as an art rather than science. With one of the few remaining variables (cap scatter) now controllable, todayÆs blaster finally has the ability to apply science to his trade. Even though electronic detonators are available and becoming more commonly used, current field practices are not always conducive to extracting or deriving the maximum benefit from this new technology. In the authorÆs opinion, the following need to be understood to derive and sustain the maximum value: clear definition or specification(s) of desired outcomes from a given blast; impact of different features in an electronic detonator system (precision, accuracy, flexibility, reliability, etc) and their impact on the desired blasting outcomes; interaction of blast design variables (energy, energy distribution, timing, blast geometry) and their impact on desired outcomes; impact of rock mass variability and quality of blast implementation on the desired blasting outcomes; and critical need to utlilise appropriate tools and systems in order to measure and quantify benefits.In the authorÆs opinion a scientific implementation process is the key to derive the benefits. This paper analyses the industryÆs preparedness to derive the benefits from this technology and proposes a scientific methodology to understand, evaluate and sustain the value from this technology.

The Savage River open cut magnetite mine is located in rugged terrain in densely rain forested northwest Tasmania. The mine and concentrating plant are both in the Savage River valley. Pickand Mather Incorporated (PMI) operated Savage River as an open cut magnetite mine between 1966 and 1996. Acid rock drainage (ARD) was first noted in the last ten years of the operation, leading to elevated concentrations of heavy metals downstream of the mine. When operations ceased in 1996, PMI returned the mine to the Tasmanian Government along with a remediation fund of $11.4 million. At that time, the assessed cost of remediation was in excess of $120 million. As a result of the ongoing ARD contamination and to facilitate both a new operation and effective remediation, Goldamere Pty Ltd negotiated an agreement with the Tasmanian Government in 1996, which resulted in the Goldamere Act and the Goldamere Agreement. The agreement has allowed Australian Bulk Minerals (ABM) to remediate the Savage River mine in conjunction with the Tasmanian Government while re-invigorating a previously closed mine by providing ABM with an indemnity against past pollution. ABM can configure its mine and waste planning activities to maximise remediation benefits without fear of future litigation for past mistakes. The effect to date has been the development of a long-term strategy to remediate the Savage River and short-term remediation works such as water management, which provide benefits to the ecosystem. After five years, the Savage River is no longer significantly impacted by ARD for 30 kilometres downstream and trout are now reported within the reaches of the mining lease. The arrangements between ABM and the Tasmanian Government are an example of a genuine WIN WIN situation where co-operative environmental management of the site results in significant improvements and where the æregulatorÆ and the æminerÆ are working together to achieve mutually beneficial goals. The end result is a significant benefit to Tasmania.

The increased international focus on sustainable development and cost improvement, coupled with the unpredictability and adverse impact of droughts in Australia and globally, has highlighted the critical need for responsible management of water within the minerals industry. The Rio Tinto Technology Group recently initiated a priority program to examine how water management practices could be improved within the GroupÆs spheres of activity. Rio Tinto Technical Services (TS), the technical services consulting group of the Technology Group, has for many years been undertaking water management reviews and assisting group operations with the development of responsible water management strategies and plans. Rio Tinto therefore requested that Rio Tinto Technical Services develop a world-class approach to mine water management that will drive improvement in strategic assurance and operational efficiency of water at the companyÆs managed operations across the world. The initiative, known as æExcellence in Water ManagementÆ, includes the selection and use of state-of-the-art management, technical tools and methodologies to strive for best practice. The Rio Tinto Technical Services approach facilitates a consistent and objective assessment of performance across the entire spectrum of complex water management issues within a mining operation, from initial exploration through to decommissioning and close-out of the operation. Based on this rigorous assessment, detailed action plans can be developed, prioritised and scheduled for subsequent implementation. This paper presents the progress and experience gained to date in the æExcellence in Water ManagementÆ program, demonstrated by means of a pilot study conducted at Northparkes Mines in New South Wales.

Over the last 15 years working in the mining, construction and extractive industries, one of the areas that has always concerned and at the same time drawn the author to it is the application of drilling and blasting in the underground development mining and civil construction tunnelling fields. In that time, the author has come across many drives and tunnels that are larger than design or badly damaged in the perimeter or both. When the question is asked as to why this is the case, the reply is generally æthatÆs the way it is and always has beenÆ. Sometimes it is blamed on bad ground, bad drilling, bad explosives, bad initiation or just plain bad. Most operators build a dilution factor into development and tunneling costs as an acceptance of overbreak and similarly pattern bolt everything to overcome excessive perimeter damage. This paper will attempt to unravel some of the mysteries behind perimeter drilling and blasting in underground drives and tunnels and discuss methods to reduce overbreak and therefore reduce costly dilution and to minimise perimeter damage which in turn will allow more cost-effective ground support. It should not be assumed that better drilling and blasting alone would automatically allow an operation to reduce ground support. The operator must still æreadÆ the ground and its characteristics in order to ensure sufficient ground support is placed to allow the operation to progress safely. This paper will not go into the intricacies of bolting, meshing, shotcreting, concreting and other ground support, but it will use indicative costs for the primary areas of drilling, explosives, excavation and labor to show the magnitude of cost-efficiencies which can be obtained through improved drilling and blasting applications. Drill and blast remains the most flexible and cost-effective method of underground excavation as long as it is applied safely and effectively.

Research and Technical Services, Department of Mines Western Australia The nine papers received for this technical session cover a very wide range of hydrological problems in various parts of the world. Three of these papers deal with hydrological predictions for new mines, while three are concerned with the prediction of water chemistry. The three remaining papers deal with gas injection as a dewatering tool, discharge formulae verification and the use of a physical model to predict subsurface strata movement and fracture development due to longwall mining. Hydrological problems in mine planning represent a major risk in many mining operations, booth as a potential life or equipment hazard and a major financial risk. The initial paper selected to review was therefore one by the president of a gold mining company, rather than by one of the specialist scientists, to remind us all that the main reason problems are faced and overcome in the mining industry is usually a commercial one. The 1980s witnessed a major revolution in the application of airborne geophysics to mineral exploration. The now commonplace term `high resolution aeromagnetics' (HRA) evolved from advances in survey specifications, instrumentation, data processing and imaging techniques which greatly improved the quality and geological information content of the final maps. Although initially HRA was successfully applied in `hard rock' basement terrains, eg the Archaean Yilgarn Craton of Western Australia, the technique along with the radiometric and electromagnetic techniques is now gaining wide acceptance in all geological terrains including inaccessible sedimentary rock dominated mountain belts such as New Guinea for mineral and petroleum exploration. It is also being used in more and more diverse roles away from exploration, such as environmental monitoring. The main reason for this acceptance is of course the very cost-effective surface and sub-surface mapping capabilities of the various airborne techniques. Although the three main techniques (magnetic, radiometric and electromagnetic) have been in use for some time, they are continuously being improved. Recent developments include: ò better navigational positioning using real-time GPS systems (Geographic Positioning Systems) such as Picodas Navigation Systen (PNAV); ò the use of magnetic gradiometer systems; ò improved sensitivity and sampling rate of magnetometers; ò increased use of ultra detailed low level (

One of the major changes in the resource industry in the nineties has been the re-internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in turn, has led to a new generation of exploration and mining projects. In South America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by R.T.Z. - B.H.P. at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.

"Geometallurgical variables often cause problems to conventional geostatistical workflows. There are many variables; some are compositional and some are non-additive. They often show: complex multivariate relationships undersampling relative to conventional grade variables unequal sampling; that is, all variables are not available at all data locations.A variety of approaches have been developed over the years, but geostatisticians remain mostly focused on modelling rock types and a few grade variables with an abundance of data. The problems are reviewed and a chained workflow is presented where appropriate techniques are employed in sequence to permit reliable spatial prediction of geometallurgical variables. The spatial models may be used to assess the value of additional data, for prediction of process performance, for improved mine planning and other optimisation tasks. The chained workflow will include data transformations such as ratios and normal scores that make the variables amenable to geostatistical modelling. Data imputation techniques to account for missing values are considered with special consideration to spatial correlation with the available data. Decorrelation techniques such as the principal components, min/max autocorrelation factors and projection pursuit multivariate transformation are employed to manage massively multivariate modelling. Full distribution modelling must be considered to avoid biases in the prediction of non-additive variables. The post-processing of geometallurgical models must be streamlined for robustness and efficiency. The precise workflow varies according to the specific purpose of the study.
