Phu Bia Mining Ltd, a subsidiary of Pan Australian Resources Ltd owns and operates the Phu Kham copper concentrator located in the Xaysomboun District, Lao PeopleÆs Democratic Republic. Construction and commissioning of the 12 Mt/a copper concentrator and associated facilities was undertaken by Ausenco Ltd and handed over to Phu Bia Mining Ltd in April, 2008. The first copper concentrate was produced in April 2008 and the ship carrying the first shipment of copper concentrate set sail 27 July 2008. Nameplate mill throughput was reached in August, 2008 when 1 020 000 dmt of ore was treated in the milling and flotation circuit. The Cu-Au mineralisation is contained in skarn and stockwork mineralisation and is interpreted as a distal expression of a conventional porphyry copper-gold system. Copper mineralisation is principally in the form of chalcopyrite with lesser bornite. Gold occurs as small grains, typically associated with copper minerals. In the upper portions of the orebody, oxidation and water table movements have resulted in near surface leaching of the copper and below the leached zone, supergene enrichment resulted in chalcocite mineralisation. The circuit operates with a semi-autogenous grinding (SAG) û ball mill circuit, feeding a bank of OK200 rougher cells. Rougher concentrate is reground in an IsaMill prior to entering a cleaner circuit consisting of three stages of cleaning and one stage of cleaner scavenging. The concentrate typically assaying 24 per cent Cu and 6 - 7 g/t Au is hauled for over 1000 km across the border to the Port of Sriracha in Thailand, and stocked in sheds at the wharf from which it is shipped to various Asian smelters. This paper discusses the successful commissioning and ramp up to design tonnage and metallurgical performance. In addition, a program to optimise both the comminution and flotation circuit is detailed with reference to grinding efficiency, flotation residence time and size by size mineral recovery.

The Golden Cross is the first large precious metals mine to be both commissioned and closed in the æmodernÆ era in New Zealand. This paper discusses the life cycle of the Golden Cross mine, with emphasis on the closure process and post closure management.   The closure process has generally been very well managed, and successful, but in spite of that some on-going issues remain unresolved. Nearly nine years after the end of mining the mine owners are still actively managing the site, with no immediate end to that in sight.   The site has been described as atypical, due to the identification of a deep seated landslide below the tailings and waste rock storage facilities. However that should not be given too much emphasis when addressing the overall closure and post-closure management issues, which could well apply to other existing and future mine sites in New Zealand.   The Golden Cross can provide valuable lessons for other miners, and the issues arising at this site should be watched closely by the industry as a whole.

As more than a few mines gradually sink under the weight of emails, whiteboards, notice boards and ever more complex spreadsheets, the holy grail of effective short-term interval planning and control in underground mines is as far away as ever. Despite the mining industry investing ever greater amounts in planning and Enterprise Resource Planning systems, short-term plans become ever more complex and rigid. What the industry desperately needs are not more ‘disembodied voices down the speaking tubes’, but flexible and effective planning systems that encourage people to make reasonable commitments to each other so that everyone can work as a coordinated team to complete the work required each shift.One solution to the challenge has emerged. This paper describes the ‘Fewzion’ shift planning and short interval control system which has been developed at Anglo American’s Moranbah North and Glencore’s Oaky Creek coalmines in Central Queensland. Fewzion has drawn on management theory embodied in Management Operating Systems, Lean and Theory of Constraints approaches to continuous improvement to play a key role in both mines achieving record breaking tonnages.In addition to explaining the Fewzion approach, a case study is presented describing how Anglo American’s Moranbah North improved production by 39 per cent in 2014/2015 and won ‘Coalmine of the Year’ two out of the last four years and how Glencore’s Oaky Creek sustainably improved monthly development meters by 34 per cent within two months of implementing Fewzion.CITATION:Moynagh, P and Britton, G, 2017. In Australia, current production of rare earth element (REE) minerals, monazite and xenotime, occurs as by-product from titanium-enriched placers and beach sands. Undeveloped REE resources are associated with carbonatites, alkaline igneous rocks, pegmatites, phosphorites, cemented fluvial sandstones, and uranium mineralisations. The REE are held within a range of minerals including silicates, phosphates, a1uminophosphates, carbonates, and oxides. The development of these REE resources may require new processing and extraction methods. The distribution of REE in the currently mined ore minerals, monazite and bastnaesite, does not match that requested by the market. Exploration for new REE resources should be focused on ores with more marketable REE distributions, particularly with heavy REE, neodymium, samarium, europium and yttrium enrichments. Such ores occur within alkaline igneous rocks, in laterites overlying carbonatites and alkaline igneous rocks, and in placers derived from low-grade regional and contact metamorphic sediments. Lateritic REE deposits may be easily and economically mined by shovel in open pits and are unlikely to require extensive crushing and milling. In addition, lateritic REE clay deposits may be processed by simple hydrometallurgicaltreatment mehtods.

As copper reserves deepen, they are becoming increasingly less pure. Penalty elements such as arsenic, antimony and bismuth are occurring in increasing concentrations. Environmental issues with smelters are leading to increases in penalty rates for these elements such that some concentrates may become difficult to sell. Arsenic concentration in Rosebery copper concentrates during 2010 varied between 3000 and 8500 ppm. Arsenic levels above 5000 ppm can preclude import to some customer countries. Optical mineralogy has indicated that arsenic in Rosebery copper concentrates is most commonly associated with tennantite (Cu12As4S13) in solid solution with tetrahedrite (Cu12As4S13). In addition, silver reports to concentrate as freibergite (Cu12As4S13 ). A reduction in arsenic content will therefore lead to a concurrent reduction in the silver content.A literature review by Long, Peng and Bradshaw (2012) indicated that arsenic bearing minerals could be removed using potential controlled flotation. Some success in reducing the amount of arsenic had also been reported using either roasting or chemical depression using reagents such as lime and cyanide. Due to the location of the Rosebery concentrator adjacent to world heritage listed temperate rainforest, the use of a roaster or cyanide was immediately discounted. Lime is already used as a reagent in the Rosebery flow sheet, so could be considered as a potential arsenic depressant.In order to determine a method of separating out the high arsenic bearing minerals, two series of flotation tests were conducted. The first series investigated the effect of pulp potential on the recovery of copper, silver and arsenic minerals; a second series investigated the effect of pH, froth depth and regrind.CITATION:Long, G, Peng, Y and Bradshaw, D J, 2012. The future challenges in mining instrumentation, mainly on future intelligent mines, are to continue providing instruments with the highest level of reliability at the lowest possible cost, and also to take advantage of technology existing in other industries and to adapt it to the mining context. New wireless instruments (smart sensors, smart actuators, smart controllers) would also be very useful, as well as instruments fully adapted to the monitoring of large movements that are observed, in both underground and open pit mines. Mining instrumentation is found to various degrees in most mines, both open pit and underground. Smart mining instruments present a certain number of aspects specific to the environment in which the instruments are installed. Namely, the instruments can be installed either for short-term or long-term purposes. The mining industry is always looking for useful instruments that can provide relevant information on ground behaviour adjacent to mining stopes or permanent infrastructure. The instruments must meet the various criteria, and must also evolve with the new mining technologies that are continuously being implemented. A strong collaboration between the mining industry, research organisations, and instrument manufacturers is the key to meeting these objectives. This contribution describes the current trends on smart sensors and smart instrumentation with Wireless LAN support.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

Universities have had a long history in the education of geology graduates, Analysis of this history reveals a record of success, as judged on a world basis. However there have been significant changes in the last 20 years that have impacted on the ability of universities to continue to provide their traditional style of geology education. These changes have increased in the last 10 years. In the teaching side, there has been a change in expectations. Additionally the increasing workload decreases the value of each academic to perform the tasks needed by the new education. In the area of research, the funds provided have continued to decline, in both real and absolute terms, and it is now necessary for universities to seek out funds to pay for their postgraduate research. Additionally, the universities have slipped into the error of what cahn only be termed "academic incest", and research student mobility has decreased to an undesirable level, stifling initiative and new ideas in a number of cases, The only solution is for Government monies to be "directed" - ie that the postgraduate student must leave his or her original university in order to receifve the research stipend/scholarship. On the government front, the government and its agencies have not adequately analysed and recognised the need for the redirection of education and research funds into the needy areas of science and technology, especially those that related to the minerals area.

Transport technology has produced social changes since the invention of the wheel five millenna ago when man was freed from the need to expend large amounts of energy to move goods and people. Further impetus came with the Industrial Revolution when mechanical power producing devices were applied to land and-water transport. This leap, together with the application to air transport has caused enormous social changes in our way of life. The state of technological advancement of transport modes has dictated to a large degree the develop- ment of Australia and Papua New Guinea. It is suggested that we should not make advances for technology's sake but examine the real needs of the users of transport and ensure that the un- necessary costs are not incurred. The transporting techniques for the ore, waste and slurries used by Bougainville Copper in Papua New Guinea are, in general, quite conven- tional but the scale of operations and the location has modified some modes. in particular the soft' overburden and concentrates were slurried for trans- port and the lack of experience in humid climates restricted the choice of the mine haulage truck. The near future of the transport. industry is seen as an expansion in equipment sizes but the suggestion is made that we need to examine more than the economic and technical aspects; it is necessary for the social con- sequences of our actions to bear examination by outside opinion

Despite significant investment in safety in the mining industry (mostly focused on processes and systems), many companies are unable to sustain and further improve their performance resulting in continued workplace incidents. The problem persists despite the best efforts of companies and allocation of resources to achieve Zero Harm. A DSS survey in 2019 found that two out of five companies that cannot manage risks and face disaster, leave the market within five years. All safety/risk management systems have the common steps of risk identification, prioritisation, design of controls consistent with risk tolerance, and verification of implementation/operability of controls. This is then complimented with improvement to one or more of the above elements through learnings obtained from incident investigations. In principle, the above process should work to reduce risks to, and keeping them at, a risk level consistent with risk tolerance in the organisation.

Accurate computer prediction of the muck pile produced by a conventional blast requires modeling of the physics that occurs during the rock motion phase of a blast. The ability to predict the motion and the subsequent muck pile can have a significant economic impact on the mining industry. Some of the computer programs previously used to predict rock motion employed polygonal elements with comers and sides to model the rock (Cundall, 1971; Walton, 1982; Taylor, 1983). This approach allows the elements to bulk because of the corners and the aspect ratio. However, tracking the many interactions of the comers and sides of the elements is a computationally intensive process. Several other rock motion computer programs were developed that employed spherical elements, (Schamaun, 1984; Gorham-Bergeron et al, 1987) but they lacked correct bulking mechanisms or could not be vectorized for efficient execution on vector processing machines. A new spherical element code called DMC (Distinct Motion Code) (Taylor and Preece, 1989a, 1989b) has been developed this past year. DMC was designed and written to take advantage of super-computer vector processing capabilities. The efficiency has also been increased through the use of spherical elements, explicit time integration and a new contact search algorithm. When spherical elements were chosen for efficiency, some physically correct mechanisms for capturing the bulking behavior of the rock mass also had to he developed. This paper will treat several mechanisms that were developed to allow spherical elements to exhibit correct hulking behavior.

Exploration programs for both alluvial (placer) and hardrock platinum group metal deposits are being conducted in Papua New Guinea by a joint venture between Degussa AG and Pancontinental Mining Limited. Prospective areas were defined on the basis of ultramafic/ophiolitic source rocks shedding detrital platinoid grains. Field sampling techniques including churn drilling, together with appropriate laboratory analytical and mineralogical techniques, were developed and are contributing to the success of the exploration programs.

Efficiently controlling foam/froth within mineral processing continues to pose a challenge to the mining sector. The foaming characteristics of aqueous solutions for two-phase systems of air/liquid are well-studied with theories and mechanisms proposed to describe and predict foam formation and stability. The types and structures of reagents that either promote or prevent foaming/froth formation and stability are well-defined in these studies and practiced across various applications. Three-phase systems of air/liquid/solid, such as froth from mineral slurries, however, pose a challenge with the presence of a large quantity of relatively fine mineral particles. Theories and mechanisms that rationalise the effects of chemical additives as a defoamer or foaming agent in aqueous can be applied as a general rule, but do not provide the most effective solution for mineral slurry systems. Silicone-based defoamers, particularly their O/W emulsions, have been widely and successfully used at various stages of mineral processing to efficiently control the mineral slurry foaming properties. However, their foaming control ability could be significantly impacted by different processing aids used during the upstream process. In a zinc-rich mineral system, a silicone-based defoamer starts losing the properties necessary to effectively control foaming in the leaching circuit when throughput is increased. In this study, the synergistic defoaming/anti-foaming effects from surfactants and silicone-based defoamers are discussed to effectively control foaming/froth in the zinc leaching circuit, even with lower total defoamer dosage. Improvements during mineral processing can also lead to a cleaner mineral grade by reducing waste.

The Clermont Coal Mine will export steaming coal from the Wolfang Basin in Central Queensland, Australia. It is expected to be developed in the mid-1990s.The majority of the reserves lie in the 30 m thick Wolfang Seam. Overburden depth varies from 80 m at the subcrop line to 190 m in the centre of the basin.

Since October 1972, New Zealand Steel Mining Ltd has loaded around 10 million tonnes of ironsand concentrate from single-point mooring buoys located off-shore at Taharoa on the west coast of the North Island of New Zealand. Before the first off-shore loading system was installed a considerable research effort was applied to proving the slurry loading technique. Subsequently the system has been expanded and a new buoy, pipelines and pumping system were installed in early 1978. Since then 110,000 DWT class ore carriers have been loaded at rates of around 2600 tonnes per hour through twin submarine pipelines. This paper reviews the operation of the shiploading system and attempts to answer the question: "If the Taharoa operation were to be planned in 1980, would the same research spending be necessary or have published research results since, made such practical tests unnecessary?".

The disposal of tailings has become a greater issue due to the changing economics of mineral extraction. The processing of lower grade deposits and tougher environmental regulations has led to the selection process for tailings disposal options becoming more complicated. Current selection methods are too time consuming or too easily manipulated for inexperienced users to use successfully. This paper examines a different method for the initial selection of a tailings disposal system, using a numerical system that was introduced into the mining method selection field. The numerical method system was compiled by reviewing previous work done on the positive and negative aspects of the tailings disposal methods used by the coal and metallurgical mining industries. Assessing the common trends and design aspects of each of the methods was undertaken and a ranking was designed to explain how well suited the tailings disposal methods are to a situation. The tool successfully analysed sites using common data to indicate methods for disposal that would have provided minimal technical problems, low environmental risk and been practically possible. The tool also proved successful in identifying critical areas that would need further investigation. This new system was tested on some disaster case studies from around the world in order to show that it could have successfully selected a different method for tailings disposal that would have prevented the disaster.

This paper provides an overview of the future for underground thick seam coal mining in Australia. It reviews the available and anticipated mining systems and technologies which may be adopted to mine coal seams of greater than 4.5 m thickness, together with an assessment of the likely technological and operational risks and challenges involved. This overview of mining systems is presented in the context of both current and recently completed research projects funded through the Australian Coal Association Research Program (ACARP). The projects have been joint investigations between The University of New South Wales Mining Research Centre (UMRC) and the Centre for Mining Technology and Equipment (CMTE). Outcomes from the projects have included an appraisal and classification of underground thick seam reserves in Australia and their suitability for each mining method.

Edie Creek is located in the Morobe Goldfield about 17km by road from Wau in the Morobe Province of Papua New Guinea (PNG). Four distinct periods of mining development have occurred since discovery of rich alluvials in 1926. During the two years following discovery, individual expat-riate miners with gangs of native labourers mining rich alluvial gravels dominated the field. After the discov-ery of hardrock mineralisation in 1927, companies accumulated leases and devel-oped extensive underground mines and mechanical processing plants at Day Dawn Mine and Edie Creek/Karuka Mine between 1929 and 1942. After the Second World War, the underground operations were not re-opened, and mining activ-ities mostly concentrated on working alluvial and eluvial deposits. From 1962 onwards, Papua New Guinean miners became increasing producers as company activities declined. In 1990, Edie Creek Mining Company Pty Limited, a joint venture company involving Wau landowner groups commenced operations on New Guinea Goldfield's leases. It currently mines by open pit methods, rich quartz stringers and is invest-igating the open pitting of the Edie Creek/Karuka underground workings.This paper describes the mining and processing techniques employed during the various phases of develop-ment at Edie Creek in the past 70 years. The problems and hardships of operating on a new and remote goldfield are outlined.Abstract

There is a vast amount of geotechnical data, which can be obtained during exploration programs at new and existing mine sites. Additional information on the performance of the in-situ rock mass can be obtained from bore cores, which are usually only geologically logged and then stored. A computer based data management system for storage and retrieval of geotechnical data has been developed to access and manipulate such data.

Porphyry-Cu (Mo-Au) deposits and iron oxide-copper-gold (IOCG) deposits are both characterised by the presence of abundant halite-saturated fluid inclusions that reflect the circulation of hyper-saline hydrothermal brines. While it is widely accepted that brines involved in the formation of porphyry copper deposits derive from unmixing of moderate-salinity, intermediate-density fluids that exsolve from crystallising magmas, the source of brines that form IOCG deposits remains enigmatic and intensely debated. In this extended abstract, we summarise the fluid inclusion characteristics of both deposit types and present trace element compositional data for halite-saturated fluid inclusions from both porphyry copper deposits and IOCG deposits from around the world.While both deposit types typically contain halite-saturated fluid inclusions, vapour-rich fluid inclusions in IOCG deposits are less common than in porphyry deposits and evidence for fluid immiscibility is rare. IOCG deposits also typically lack intermediate-density fluid inclusions that characterise the deeper quartz-rich veins in many porphyry deposits. Many IOCG deposits contain CO2-only fluid inclusions, a type of fluid not observed in porphyry Cu deposits.Our fluid inclusion compositional data show that most porphyry Cu (Mo-Au)-related brines are dominated by Na, K and Fe and contain elevated concentrations of Ca, Cu, Pb, Zn and Mn up to around the one per cent level. On the other hand, IOCG brines are Na-Ca-Fe-dominated and typically contain far less Cu, Mn and Zn than porphyry brines. In addition to Ca, these fluids are also strongly enriched in Ba and Sr relative to porphyry-related brines. Such compositions are consistent with extensive fluid-rock interaction and/or an evolved sea water contribution to IOCG brines.A sea water or basinal brine source for IOCG brines is further supported by bromine concentrations that are much higher than is characteristic for porphyry-related brines. Porphyry brines have Cl/Br molar ratios of between 800 and 3000, which is characteristic of primary magmatic brines, whereas the Cl/Br composition of IOCG brines is more variable. For example, Na/Cl/Br ratios of most IOCG deposits in the world-class Carajás district fall on or near the sea water evaporation curve (most Cl/Br molar ratios are between 200 and 1000) and are diagnostic of sedimentary bittern brines. A few of the deposits in this district also show evidence of the input of subordinate amounts of magmatic brine. At Ernest Henry, in the Cloncurry district of Australia, most Cl/Br ratios plot close to the sea water evaporation curve, but Cl/Br ratios of up to ~5000 in several samples suggest the input of lesser amounts of magmatic fluids, and possibly evaporite-dissolution-derived fluids. Taken together with geologic constraints, these data strongly suggest that porphyry-type deposits form from the circulation of dominantly magmatic fluids, while IOCG deposits form from large-scale circulation of high-salinity fluids sourced dominantly from sedimentary basins with variable input of magmatic volatiles.CITATION:Rusk, B, Emsbo, P, Xavier, R P, Corriveau, L, Oliver, N and Zhang, D, 2015.
