On the 1 June 1978, the Town and Country Planning Act 1953 was replaced by the revised and more comprehensive Town and Country Planning Act 1977. The new act brings in some substantial changes to the law affecting regional and district planning, and for the first time makes provision for maritime planning. The importance of the Town and Country Planning Act 1977 to the Mineral industry is primarily in the relationship between Regional Planning Schemes and District Schemes as the needs and resources identified in a Regional Planning Scheme will override the underlying District Schemes. The mineral extraction industry must be recognised as a regional responsibility which draws on the resources of a region to satisfy the demand of the communities within that region rather than a purely local operation within one District.

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. While objective selection and assessments are an accepted part of employing managers and other staff, they have had only a limited place when selecting mineworkers in Australia. Wambo Mining Corporation has used occupational testing as part of its recruitment process since 1994. For managers and staff in particular, it is considered this has contributed significantly to a 95 % fit of those appointees. In 1997 when Wambo undertook development of a new "on site" subsidiary underground mine called Wollemi Services, they wanted to select the most appropriate people in terms of skill and on the job performance. To achieve this they reviewed and improved their recruitment processes to facilitate selection and transfer of an initial intake of almost 50 staff and mineworkers.One of the issues for Human Resource Management was to provide an environment where employees could let go of previously held (but not necessarily individually believed) entrenched views about individual performance and assessment. It needed to be emphasised that performance could be objectively and fairly assessed. More importantly, the performance being assessed was the application of skills and that new skills could be learnt and individuals could choose to change Behaviour.

In this paper, the authors introduce a new flotation technique, a double collection flotation precess, which succeeds in separating feldspar from quartz effectively in weak acidic medium (pH = 5-6). In the presence of sodium hexametaphosphase(HMP), sodium oleate selectively improves the floatability of feldspar in the first collection step. Dodecyl amine- hydrochloride is used as collector in the second collection step to separate feldspar from quartz. The flotation tests with pure minerals as well as artificial mixture give out satisfactory results. The mechanism of reagent effect was investigated briefly, which is helpful for understanding the Process.

The End of the Line for Roadway Development By Michael Kelly, CSIRO Exploration & Mining Michael Kelly highlighted that roadway development performance remains one of the threats to expansion of Australia underground coal exports to the growing Asian market. In a recent industry study, automation was highlighted as one of seven strategies for roadway development improvement. Growing Asian markets The expansion of the Asian coal market is a long term driver for expansion of the underground coal industry in Australia - if significant productivity improvements are made. Imports of steaming coal by Asian APEC members are predicted to rise by from 150 MT to 190 MT. Australia is one of the few countries which has a potential capacity larger than predicted internal needs. Predictions are for exports of black steaming coal from Australia to increase from 50.3 MT in 1992 to 106.3 MT in 2010. To meet this prediction, an investment of $10.7 billion (in 1992 dollars) will have to be made in mining and transport facilities. This is equivalent to the opening of a major new mine each year until 2010. Many of these mines will be underground operations. However, much of Australia's capacity to respond to increased Asian demand will depend on its ability to develop underground technologies and improve productivity. The inability to make sustained improvements in roadway development rates has to date been one of the main reasons why new underground projects have failed to deliver the expected returns.

The increasing use of Ditch Witch trenching to define gold ore bound- aries in supergeme enriched near surface open cut mines has led to the consideration of using this technique for other sampling procedures. The use of Ditch Witch trenching for exploration has not been widely used and it is anticipated that the technique described will help stimulate more extensive use and new sampling techniques.

The lignite mines in the Latrobe Valley of Victoria/Australia have been using continuously operating mining systems for more than 50 years. The relatively small bucket chain dredgers of the early years have been progressively displaced by bucket wheel dredgers with increasing size, increasing capacity and increasing service weight. The large machines for the new open pit Loy Yang have a bucket wheel outreach of 46m, an effective capacity of 3350 bm' coal/h respective 2500 bm' overburden/h and a serv- ice weight of approx. 4500 t. The time between signing of con- tract and starting of operation for these machines is at least four years. The high service weight, the resulting high capital invest- ment and the long period for design, design review, manufac- turing, erection and commissioning of these machines directed the SECV to investigate a possible application of compact dredgers for the Latrobe Valley.

Tracking plant and personnel in underground environments provides multiple potential benefits for a mine including increasing safety, better monitoring of production, traffic control, and in the future monitoring and control of autonomous vehicles. The main techniques for wireless tracking are to use radio frequency identification (RFID), signal strength based techniques, and time of arrival (TOA) based techniques. RFID does not provide continuous tracking and signal strength techniques have poor accuracy in the complex radio propagation environment present in mines. TOA based techniques are potentially the most accurate, but most current equipment does not realise the potential of the technique. CSIRO has been developing the wireless ad-hoc system for positioning (WASP) system for wireless tracking in a range of challenging environments including underground mines. WASP has been licensed for sporting applications and has delivered encouraging results in early trials for a surface and an underground mining application. The system utilises a number of ‘anchor nodes’ that are placed at surveyed fixed locations within the mine, and tags attached to plant or personnel to be tracked. The system provides an ad hoc data communication network, thus wired data connections are not required to the anchor nodes. WASP uses transmissions in the 5.8 GHz ISM (instrumentation, scientific and medical) frequency spectrum to perform highly accurate ranging between nodes, hence tracking of tags. The localisation performance of the system depends upon the radio propagation environment, ranging from 0.1 m in low multipath conditions. In this paper we describe the WASP system and provide results of initial testing in an underground mine that shows that the system achieves high ranging accuracy, hence localisation accuracy.

This paper presents recent case study data collected by field portable x-ray fluorescence spectrum analysers (FPXRF) as part of grade control activities at three separate (nickel, copper and copper/gold) mining operations. FPXRF has been under utilised for grade control in recent years, largely because the success of early versions of FPXRF was limited to a few metals (eg tin). Efforts to utilise these early versions for other metals was largely unsuccessful and created a perception that FPXRF could not be utilised more broadly within the mining sector and specifically the area of grade control. The structural setting of the analytical function within mining operations has also contributed to the under utilisation of more recent FPXRF instrumentation. The concept of FPXRF as a grade control tool straddles the boundaries of the geology and laboratory departments. As such, this option is often not considered as part of an assessment of grade control procedures for new and existing mining operations. This paper assesses data collected by Australian and New Caledonian miners using FPXRF technology as part of the grade control function and concludes that FPXRF can provide operational and cost benefits to certain mining operations.

Computer programs for the storage, retrieval and use of basic thermodynamic and physical property data for chemical substances are described. Methods are presented for the collection, critical assessment and pre- processing of source data for files containing enthalpy, entropy and heat capacity data for 3000 compounds, enthalpy and excess entropy for 200 dilute solutions and critical propert- ies and vapour pressure for 600 compounds. Retrieval programs are discussed which allow the tabulation or plotting of many basic and derived thermodynamic properties for chemical substances or balanced reactions. Examples are given of the use of such data to infer the stability or corrosion resistance of materials and the feasibility, yield and heat release of reactions. A general purpose calculation program is discussed which allows the equilibrium compos- ition to be found for complex systems with many species and phases, using the method of Gibbs energy minimization. Methods of correction for non-ideal behaviour in these systems are discussed, as well as methods for fixing, maximizing or minimizing any desired property of the system. Examples are given of the simulation of various laboratory Experiments and industrial processes by this method.

During the last decades, maintenance has changed from an ordinary repair activity to a complex function that plays an essential role contributing for the companyÆs results. The increasing level of complexity of modern equipment motivates maintenance personnel to improve both techniques, and management systems, in order to face the new challenges. Managing properly those modern means of production requires knowledge of methods and planning systems, controlling and performing maintenance tasks, in such a way that two objectives are achieved at the same time: system efficiency and cost-effectiveness. This paper shows CVRDÆs experience on evolving and implementing a model to plan and manage maintenance activities in order to achieve a higher level of performance on its operations.

In mid-1998 Atlas Copco Rock Drills AB introduced the first member of a new family of drill rigs. This new family, Rocket Boomer L1C/L2C/L3C, is based on modern computer technology and also on what is characterised as information technology. The design of the drill rigs are modularised both in hardware as in the software. This means that the functionality of the drill rigs is upgradable step by step. Added upon the basic drill rig functions are the new options as ABC Regular (known also as Contour Control), ABC Total, drillplan generator and communication products. The main objectives of these functions are to facilitate real quality drilling.

Solid Energy New Zealand (SENZ) uses a 20+ year period for integrated planning of all its business activities. It has an ongoing program of coal resource assessment to optimise future mines within this 20 year period, using a six step resource and mine planning process. Desktop review and conceptual study at preliminary Levels 1 and 2 are based on general coal resource information. Further coal resource investigations are carried out for the more detailed evaluations in secondary assessment, prefeasibility study, feasibility study and detailed engineering from Levels 3 to 6. At Levels 1 and 2, completing conceptual planning, including preliminary resource evaluation and economic appraisal to the target cost uncertainty level of ¦33 per cent, is challenging in New ZealandÆs highly variable geological and geographical conditions. Where coal deposit geometries are relatively simple, approximate methods for determining pit limits using overburden strip ratios, seam thickness, physical boundaries, and quality cut-offs may be sufficient. Many New Zealand coalfields are however complicated structurally, with multiple seams and extensive folding and faulting. Coal seams are characterised by variable dip, thickness, and quality over relatively short distances. In the North IslandÆs Waikato coalfields, coal is typically overlain by weak sediments and clay rich strata that necessitate very flat cut and fill slope angles. The proximity of these deposits to major infrastructure (including towns, highways and rail lines), significant environmental features such as the Waikato river and lakes, and valuable dairy farmland, add further complexity. Traditional preliminary mine planning techniques applied in these conditions are insufficient. Pit optimisation software, widely used in the metalliferous mining industry since the 1980s, offers the ability to analyse many more specific factors affecting pit limits, mine layouts, and economics, with more rigour and for a much larger number of scenarios, than traditional methods allow. SENZ therefore decided to adapt and use æWhittleÆ pit optimisation software for Level 2 analysis of several Waikato opencast prospects. This paper describes this work.

In the recent years several new blasting technologies have come into use in surface mines. Electronic initiation, low-density emulsion explosives and modelling software are in regular use throughout the world. In Australia, these new technologies have achieved significant application, largely in open cut coal mines where more than 20 per cent of blasting is now conducted with electronic initiation systems. These new techniques have contributed to the vast improvement in blasting outcomes evidenced by increased recovery of saleable product and faster excavation rates. In large surface mines, OricaÆs unique combination of electronic initiation systems, bulk emulsion explosives and modelling software can be harnessed to target critical value outcomes. This includes targeting better fragmentation, increased ore uncovery rates and better wall stability û all adding to improved mining operation profitability. Orica Mining Services have combined these technologies into a set of offerings called Blast Based Services (BBSÖ). The paper describes applications of these new technologies and possible benefits in large surface mines.

In Japan there exists a strong demand for mechanical excavation for tunnelling bacause the blasting method which produces much vibra- tions and noises is restricted in its applica- tion due to the fact that there can be many cases where tunnelling sites are located ad- jacent to residencial areas as a result of Japan's being a thickly inhabited country. Pressing demands for and deep interest in the mechanical excavation method have been shown by the circles concerned with reasons that it produces smooth cutting surface and causes less overcutting of profile as a result of the diffusion of NATM (New Austrian Tunnel- ling Method) in the recent years. This has caused a strong desire of the users to apply the conventional mechanical excavation method that has been used mainly for soft rock cutting also to the field of hard rock cutting. In order to meet such needs of the tunnel- ling industry, further research and development have been continued to have successfully real- ized the Boomtype Tunnelling Machine for Hard Rock.

The Department of Industry and Resources (DoIR) is responsible for several sets of legislation, which, among other things, regulate the storage, handling and transport of dangerous goods as well as every aspect of the life cycle of explosives in order to prevent explosions, fires and spillages. The legislation with particular relevance to explosives includes: The Explosives and Dangerous Goods Act 1961; the act deals with the storage, manufacture, sale, import, authorisation and use of explosives. It is primarily framed for use of explosives and fireworks in the general community but also has relevance for storage on mine sites. The Dangerous Goods (Transport) Act 1998; this act regulates the transport of explosives on public roads, but not on mine sites. The Mines Safety and Inspection Act 1994 (MSI Act); this act and supporting regulations deal with the full spectrum of occupational health and safety in the mining industry. There is a substantial section in the regulations dealing with the use of explosives at a mine site.DoIR has identified the need for security upgrades of the Government Explosives Reserves, the need to tighten security measures at mine sites, the need for improved security checking for licensed shotfirers and the need to restrict the availability of explosives to authorised people who have had appropriate security checks. It is also clear that we need restrictions on the sale and use of ammonium nitrate (AN). A number of additional security measures are being proposed and all proposals are being refined by ongoing industry consultations. These will be adopted into new explosives regulations in association with the new Dangerous Goods Safety Act 2002 (DGS Act). Government finalised the act in June 2004. The act remains dormant until new explosives and dangerous goods regulations have been prepared. When the DGS Act and a suite of regulations are proclaimed as a package, sometime between December 2004 and April 2005, the old legislation consisting of the current two acts, will be automatically repealed. It is also proposed that all explosive regulation, including those under the MSI Act will be consolidated in one place under the DGS Act for user friendliness.

The present study concerns a new type of mixer-settler unit where coalescence is promoted by means of the phase inversion method (MSPI). Using two different systems (alkaline etching solution û LIX 54 in kerosene and acidic aqueous solution û LIX 984 in kerosene) the influence of the total flowrate, the A/O phase ratio and the hydrodynamic conditions in the nozzles of the scattering device on the extraction and separation efficiencies are studied. Two modes of operation are clearly outlined and a theoretical model predicting the separation efficiency is proposed and compared to experimental results. A comparison between mixer-settlers with classic decanters and the MSPI unit has demonstrated the advantages of the latter where throughputs in the range 20 -25 m3.m-2h-1 can be easily realised.

Magnetic methods have for a long time been used in the search for iron ore. In fact the first recorded geophysical prospecting was the use of a magnetic compass to locate iron ore in the Kuruna region in Sweden as early as 1640.The largest magnetic anomaly discovered, about 700,000 gamma-s, is in this region.The enormous deposits in Russia in the Kursk region, where the ore consists largely of magnetite, were discovered by magnetic methods. Heiland estimates the proved reserves at 290,000 million tons and the additional potential deposits at twice this amount.These magnetite ores Show extremely high magnetic anomalies and consequently very insensitive instruments could be used to survey them. The first aerial magnetic surveys were carried out in this area in 1928.Large areas of the iron ore producing regions in Norway, Sweden and the United States have been covered by magnetic surveys in the past 30 years, much of the work being started after the first World War.In every major iron ore producing country, except Australia, extensive magnetic surveys have been, or are, carried out with the purpose of extending the reserves of ore. Australia is indeed fortunate that the depletion of iron ore reserves and the location of new deposits has not become an urgent problem. Nevertheless, some minor reconnaissance work has already been carried out in Australia, and the Commonwealth Bureau of Mineral Resources, Geology and Geophysics is contemplating a more extended aerial magnetometer survey in the Middleback Ranges area. Human creativity springs from the natural desire of mankind to know and its capability to learn. Explorers and discoverers possess these features in a high degree. They are driven by an unrelenting curiosity to go beyond the boundaries of the known, to explore into the nature of things, to reveal connections between ideas, facts, conceptions, to view things from new angles, to change perceptions. A well-known fact about the construction industry - and underground construction in particular - is that all projects are unique. The degree of complexity due to the intertwining of the variety of project-related parameters is higher than in many other industries, thus forcing contractors as well as suppliers to be truly adaptable and flexible. The enormous advantages of shotcrete as a construction and rock support process and the improvement of materials, equipment and application know-how have made it a very important and necessary tool for modern underground construction works. The development of modem wet shotcreting in particular has enlarged the field of underground construction work. Projects that were impossible to be realised, have now become practicable. Subsurface structures can be placed where they are needed, without regards as to rock and soil conditions.
