There has been a reduction in overall workforce in the mining industry during the current downturn; a corresponding reduction in fatalities and high potential incidents (HPIs) has not been observed. The same contributing factors can be seen in the vast majority of these incidents. These include inadequate supervision and lack of adequate risk assessment. How management structures, trains and leads an operation can have a great impact on eliminating these factors and reducing the risk of fatalities and HPIs.Contractors now account for 41 per cent of full-time equivalent employees in the Queensland mining workforce, and are disproportionately represented in the majority of fatalities and HPIs. Having a clear strategy for how contractors are integrated into the workforce is crucial. This talk will include a discussion of the data as collected in the Department of Mines and Natural Resources department database, and offer solutions based on this data.CITATION:LaBranche, N and Callinan, G, 2016. Legacy tailings storage facilities exist within operating mine sites across Australia. These tailings storage facilities are often viewed as rehabilitation liabilities but with considered assessment may prove to be a resource. Extraction of such a resource might add value to operations by providing cash flow during the development of new mines; providing supplementary mill feed for existing mines undergoing step changes in operations; and supporting mine closure activities. Hellyer Gold Mines is successfully extracting and reprocessing sub-aqueous material from legacy tailings storage facilities at their Hellyer operation in north-west Tasmania. The Hellyer tailings storage facilities contain poly-metallic material from the Hellyer and Fossey underground deposits dating back to the 1980s as well as material from tailings reprocessing activities by other operators of the Hellyer site. Hellyer Gold Mines is reclaiming sub-aqueous material using cutter-suction dredgers and reprocessing on-site. Hellyer is the only operation of its type in Australia and few such operations exist worldwide. Key learnings around the estimation of a resource for legacy tailings storage facilities have been acquired at Hellyer that can be applied to the assessment of other tailings storage facilities. The application of dredging as a mining method at Hellyer is delivered through collaboration with experts from outside the mining industry under the direction of a mining engineer. Key elements required for the planning and delivery of safe and efficient dredging inside tailings storage facilities have been identified at Hellyer and are presented to provide a road map to the development of other dredging operations.

A basic question in preparing this review was how to define sulphur mineral occurrences as being associated with the Pacific Rim. This question will be reconsidered later. The isotope composition of sulphur- containing minerals may be considered in terms of two primary sources - 1. deep- seated sulphur, devoid of crustal contam- ination with a 634S value near 00/0o and 2. oceanic sulphate which fluctuated in value between +10 and +300/00 over geological time (Claypool et al., 1980). However, minerals have seldom been directly derived from these primary sources as even evaporites have been dissolved and reprecipitated. The marine source is differentiated biochemically and isotopically in recent sediments where sulphide from bacterial sulphate reduction may be significantly depleted in 31S. The question of chemical interaction of ascend- ing magma with upper crustal rocks has become one of degree rather than whether or not it occurs. Mineral deposition is considered increasingly in terms of mixing of fluids and their chemical reactions with rocks rather than direct precipitation from magmas or hydrothermal fluids derived from them.

In recent years, the. art of electric steelmaking has received a great deal of attention, and naturally, much controversy has existed from time to time regarding the relative merits of different practices and tywes of furnaces. Nevertheless, at the present time, the basic principles of the process are reasonably well established, and by far the greatest percentage of electric steel is a product of the basic lined, direct arc type furnace. Ferro alloy manufacture has demanded the development of furnaces having very different characteristics to those used for steel. Some special alloys, however, require conditions of manufacture which are more closely approached in the steel type furnace, and thus the latter has been adapted where necessary for the production of these alloys.One such alloy, low carbon ferro-manganese, is manufactured at Whyalla, South Australia, in a basic-lined, direct arc furnace, which is used alternatively for the production of alloy steels.BRIEF HISTORY OF THE ELECTRIC FURNACEThe principle of melting by electricity was first applied to the melting of iron in 1879 by William von Siemens, whose equipment consisted of a small crucible into which were introduced two carbon electrodes. The primary objective of this research was to address the demands imposed on self- contained self-rescuer (SCSR) performance dur- ing simulated escapes. The results clearly indicate that SCSR performance, apart from the inherent technological features, is a function primarily of the physical and anthro- pometric features of the wearer, and of the particular nature of the escape route. These factors consequently play a major role in the planning of any escape strategy, which may vary from mine to mine. It is therefore concluded that each mine would have to formulate its own escape strategy which in turn would depend on the choice of SCSR, and the particular escape Route.

The QSL continuous lead smelting process incorporates two basically different pyro- metallurgical operations: roast-reaction, smelting of galena concentrate, followed by carbothermic reduction of some by-product lead oxide slag. Both steps are performed simultaneously in separate compartments of a long horizontal cylindrical reactor, which is lined with fused chrome-magnesite bricks. This converter-type reactor contains a liquid bath consisting of a shallow layer of lead bullion with a superimposed layer of slag, the lead content of which is gradually reduced from about 50% to discardible levels. Metal relative to slag, and slag relative to the gas phase are in continuous countercurrent motion. A lead well is arranged at the flue end of the reactor, and an overflow tap for slag at the opposite end. Tonnage oxygen for oxidation and smelting of the charge, and sub- stoichiometric mixtures of pulverized coal and oxygen for reduction and heating of the slag, are directly blown into the bath using fluid-protected Savard-Lee injectors. High gas-liquid momentum transfer ensures intensive local mixing, and enables rapid mass and heat transfer.

The long term energy demands in South Australia are such that there is a distinct possibility that one of the lignite deposits in the State will be exploited to feed a pulver- ised-fuel power station. Bowmans lignite deposit is the largest lignite deposit in South Australia and is considered to be a contender. The deposit is ideally situated (100 km north of Adelaide) but the quality of the lignite is poor (see Table 1). TABLE 1

The hydro-chlorination of Fe2O3 and Fe304 has been investigated in the range 850-950¦C in order to elucidate the role of iron in the segregation process for nickeliferous laterites. The kinetics of Fe203 chlorination using 20% HC1 - 80% N2 gas mixtures is consistent with a single-stage structure control model, whereas Fe3O 4 exhibits a two-stage reaction mechanism. Oxygen potential measurements using a CSZ probe located above the bed and X-ray powder diffraction results confirm the proposed reaction scheme. When a serpentine nickeliferous laterite (1.03% Ni - 11.7% Fe) was chlorinated at 900¦C with a 20% HCl - 80% N2 gas mixture it was found that the iron oxide in the ore was extracted in a similar manner to the synthetic iron oxides. Also, it was found that the nickel extraction from the ore paralleled that of the iron and the tests indicated that for the major part of the extraction, the solid nickel species were in equilibrium with the gas phase. The recovery of nickel from laterite ores by the segregation process has been investigated by a number of workers and several extensive reviews of the literature associated with this field have been published (Iwasaki, 1972; Canterford, 1975; Wright, 1973).

In late 1984, Council of the Australasian Institute of Mining and Metallurgy accepted a proposal to establish a Mineral Heritage Committee. This was to be involved in matters relating to mineral heritage-its recording, its preservation, and the acknowledgement that it can be of use to the mineral industry in the future. The Committee was established to ensure that all of the disciplines of our profession were included and that, so far as possible, all of our country as well as those countries of the Southwest Pacific Basin were represented. Some work has been commenced to bring real- isation of the importance of the heritage of our mineral industry to the forefront of the commu- nity's interest. There is not a state in this country and the Southwest Pacific where the mineral industry has not at various times proved to be the basis of community development.

Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. Early in 1990, Pancontinental Resources (Base Metals) Pty Ltd commenced flotation treatment of ore from the complex copper-lead-zinc sulphide orebody at Thalanga, 65 km west of Charters Towers in North Queensland. The orebody consists mainly of primary sulphide ore but also contains a substantial proportion of supergene ores which are being processed during the first year of operations. The supergene ores are of three main types, designated as A, B, and C. Supergene A ores are essentially copper ores, containing little lead and zinc, while B and C ores are copper-lead-zinc ores with different degrees of alteration of the original chalcopyrite and different ratios of copper to zinc content. Copper is present in the supergene ores mainly as chalcocite, digenite and covellite. Lead and zinc occur mainly as galena and sphalerite respectively. This paper describes the development of flotation plant practice, aided by laboratory testing, to process the supergene ores. The major challenge in treating these ores is that a varying proportion of the sphalerite is naturally activated and is not easily depressed in flotation by the conventional zinc depressants.

Infrastructure is defined as all those parts of a mining development which are not directly concerned with mining and mineral processing. Infrastructure is of significant and growing importance in the overall develop- ment of mines, and the costs could be critical in determining the viability of a project. Prior to_project authorisation, feasibility studies are required, often in considerable detail, to determine costs with adequate reliability. It is necessary that the Engineer should be adequately briefed for carrying out these studies and that good liaison and communication with the Owner be maintained. Methods, costs, order of accuracy, and some special requirements of these studies are discussed. After project authorisation, rapid im- plementation of the proposals is generally desired. A suggested organisation and method for this implementation is presented and dis- cussed. Comments on fees, and particular points in the relationship between Owner and Consulting Engineer are given. Particular reference is made to differences in conditions compared with public works projects. Realistic attitudes of mind towards environmental matters, industrial relations, and contractual relationships are advocated.

Trials of different tapping operations at Olympic Dam have been carried out with the aim of improving the safety of tapping and improving the integrity and lifetime of the taphole. This has involved trialling the use of a mudgun and drill on one of the tapholes of the electric furnace in place of the normal manual tapping procedures. The blister copper tapholes are currently closed using a conical clay plug formed around a steel bar. The plug is pushed into the taphole by hand to stop the flow, and the cooling on the outer part of the taphole freezes the blister copper in the tapping channel. The hole is burnt open using consumable oxygen lances. This puts the furnace technicians in close proximity to molten metal and heat û which is reflected in the safety incidents reported by these operators. By moving to a mudgun and drill operation, the furnace technicians will be moved away from the taphole area improving their safety. Additional benefits include: improved tapping cycles; extended taphole refractory lifecycles; and improved furnace integrity around the taphole, hopefully extending the campaign. This paper outlines the trials that have shown that it is possible to plug and drill blister copper (not matte) tapholes using a mudgun and drill.

Precious metal deposits containing fine-grained disseminated or dispersed gold-silver form by reactions between metal-bearing hydrothermal fluids and sedimentary host rocks. Host rock permeability and chemical composition exert a primary influence on the fluid movement necessary for any primary dispersion halos to form around ore bodies, and determine whether a disseminated style orebody itself will even form. Where the mineralized rocks are relatively unfractured the margins of the orebodies exhibit abrupt decreases in gold content, and strong corresponding decreases in the contents of other metals. Primary dispersion patterns of this type are difficult to recognize and commonly are only a few meters (or less) in width. If the host rocks were well shattered and broken before mineralization, remnant amounts of the hydrothermal fluids may be dissipated in fractures lateral to or above the ore zones. This causes geochemical anomalies to form with clays and silt- size silica within the fractures over distances of up to at least 30-50 meters away from the main orebodies. The tendency for large primary dispersion halos not to form around these deposits explains the disappointing results from so many drilling programs where no multi-gram gold-grade material was even found: if large areas and apparent large volumes of rock contain one gram or less gold that likely is the "orebody" and not a halo effect around high grade mineralization.
