In the past few years the hydraulic aspects of rotary drilling have received considerable attention. It is generally recognized that accurate prediction of circulating pressures is desirable, particularly in those areas where a delicate pressure balance is necessary to prevent both blowouts and lost circulation. For calculation purposes the standard hydraulic equations for the pipeline flow of Newtonian fluids have been altered to facilitate similar calculations for non-Newtonian or plastic fluids.'.' This latter classification includes most colloidal types of drilling muds. Two properties: plastic viscosity, un, and Bingharn yield value, Y,, are commonly used to define the flow characteristics of a plastic fluid. These are commonly obtained with multispeed viscosimeters such as the Fann V-G meter.3 Normally these measurements are obtained at some surface temperature, and are not corrected to circulating temperatures for calculation purposes. This may result in considerable error, particularly in the laminar flow calculations which comnlonly apply to the drill pipe-borehole annulus. The purpose of this study was to investigate the effect of temperature on the flow properties of some water-base muds. A laboratory model Fann V-G meter was used for measurement of viscosities, yield values and gel strengths. An aluminum water jacket with O-ring seals was machined to fit around the mud cup of the Fann meter. All mud samples were prepared by thorough mixing in a Hobart mixer. Viscosity and gel strength measurements were made with the Fann meter using standard procedures. Flow properties of muds were studied at 80, 120, 160 and 180°F. The compositions of the test samples are given in Table 1. The typical effect of temperature on the flow properties of these drilling muds is illustrated by Fig. 1. It was found that plastic viscosity and apparent viscosity decreased with an increase of temperature. However, the curves were not linear, and did not appear to follow any definite trends or patterns. Yield point data showed much more scattering.' Since a usable method for predicting drilling mud flow behavior with temperature was desired, an attempt was made to find a simple relationship between these variables. The concept of local equilibrium is examined and, in particular, the applicability of the concept to two-phase binary diffusion couples is discussed. It is concluded that, if binary solid solutions are treated thermodynamically as ternary solutions, vacancies being the third component, then recent experimental observations of nonequilibrium interface compositions (i.e., compositions different from the phase diagram values) are consistent with a state of complete dynamic equilibrium at the interface. CLASSICAL approaches to diffusion and to other irreversible processes often utilize a postulate of "local equilibrium". That is, one assumes even in the presence of gradients, fluxes, and time changes of properties, a) that the Second Law can be formulated locally, and b) that thermodynamic equations of state among intensive properties are identical with those for equilibrium phases. A direct consequence of this assumption, for example, is that one would calculate the total entropy of a nonequilibrium phase simply by integrating the entropy density (eu per unit volume) over the volume of the phase, assuming that entropy density is the same function of energy and particle density as for equilibrium phases. In the study of diffusion and of diffusion-controlled phase transformations, metallurgists take this concept of local equilibrium for granted and utilize it automatically. In fact, experimental evidence of all kinds is overwhelming that "local equilibrium" is a valid limiting law, approached more and more closely as gradients and rates of change approach zero. On the other hand, we have neither experimental nor statistical thermodynamic proof that this principle of "local equilibrium" should remain rigorously valid at high gradients and for rapid processes. Theoretically, in fact, one would expect deviations because interactions between adjacent volume increments of material affect the evaluation of entropy. Also one observes experimentally structural and small energetic differences between equilibrium and nonequilibrium phases. The purpose of this paper is to present a thermodynamic framework for the study and correlation of deviations from strict local equilibrium in isothermal diffusion and related processes. This procedure, in effect, preserves the principle of local equilibrium by thermodynamically assigning the deviations from static equilibrium properties to a defect component. Although this theory is entirely phenomenological, the possibility does exist of correlating the theory with experimental observations of defects under favorable circumstances. The most immediate application appears to be to the equilibria at the interfaces in two-phase binary diffusion couples. A recent pertinent work by Eifert et al.1 has shown that the concentrations of aluminum in the a(fcc) and B(bcc) phases at the 0-8 interface in Cu:Cu-12.5 wt pct A1 diffusion couples are greater than those given by the phase diagram. It is postulated by these authors that the supersaturation of the o phase at the interface provides the driving force for the a-to-B lattice transformation; the excess free energy of the a phase, ?Gaxs, arising from the greater-than-equilibrium aluminum concentration is about 3 cal per g-atom. On the basis of the schematic free energy-composition diagram shown in Fig. 1, Eifert et al. concluded that the thermodynamic situation at the interface is one of the partial equilibrium; that is, = for the more mobile aluminum whereas will be reexamined in the latter part of this paper. THERMODYNAMIC PROPERTIES OF DEFECTS A rigorous analysis of the thermodynamics of defects requires an added degree of freedom in the Phase Rule sense, because the standard formulations of solution thermodynamics (partial molal properties of components, free energy minimization, equality of chemical potentials, and so forth) involve the implicit

Growth directions of tin, zinc, and cadmiun whisker crystals grown spontaneously fi-om the solid are summarized. In tin the edge and diagonal directions of the unit cell are jound with the exception oj- the [110] diagonal. In cadmiurn and zinc the usual dip-ections are a or a + c. The c direction has not been ohserwed. The gvouth directions from the solid are for the most part the same as those found for vapor-grozun crystals and are the ohserz:ed glide directions in plastic j-lou. Whisker crystals of these elements grown from the solid are not twinned. Specular lateral reflections are associated with planes of snall crystallographic indices. WHISKER crystals of tin, zinc, or cadmium grow spontaneously at room temperature in periods from months to years from thin electroplates and other prepared films of the respective metals.''2 It has been established that these crystals are single, but the question of twinning, such as occurs in whisker crystals of silicon,3'4 has not been resolved. Studies of morphology have been restricted to determinations of growth directions.5-' Whisker crystals are both straight and kinked. A few studies have been made on kinked whiskers including measurements of kink anglesa and determinations of growth directions,' but unfortunately not both on the same crystals. The kink angles, for the most part, for each species are grouped closely about a few unique values, but these values are not always those between observed growth directions in a single crystal. To supplement existing data, the growth directions, identification of lateral features, and presence or absence of twinning were determined with a Weissenberg goniometer by a method described elsewhereg on eight whisker crystals of tin, five of zinc, and five of cadmium. One kinked cadmium whisker was examined in detail. The specimens were needlelike, a few microns in cross section, and of the order of a millimeter in length. They were removed from electroplated substrates on laboratory specimens and commercial equipment after several years of growth as described in Table I. Since the specimens were less than 10 p in cross section they were ideally strong with no attendant risk of plastic deformation or damage in handling. Only deformation twinning has been reported for these elements. Therefore, twinning probably should not be expected in whisker crystals of these metals, particularly a twin plane containing the growth direction. A twin plane oriented in this direction was the one sought in this study. No examination was made for twinning at the boundary between kink segments except for one cadmium crystal. Well-defined reflections occur as a whisker crystal of tin, zinc, or cadmium is rotated about its growth direction when illuminated by a beam of light Although these reflections had been noted in earlier investigations, no study of them was made, probably because the earlier studies had disclosed also that

The American Institute of Mining Engineers, the second of the four great national engineering societies established in the United States, was organized in 15,71. Its membership is composed of men engaged in the different branches of mining, metallurgy, geology, and chemistry. It includes both those who have worked their way up from the ranks and graduates from mining schools and universities, and at all times has counted in its membership leading technical educators. By a letter ballot of the members of the Institute, it was voted, at the annual business meeting of the Institute on February 18, 1919, to change the name of the American Institute of Mining Engineers to the American Institute of Mining and Metallurgical Engineers. The vote for the amendment to the Constitution making this change was a heavy one for such matters. It is the consensus of opinion that this marks an epoch in the history and usefulness of this Institute, and it is expected that the change will presage a large and healthy growth in metallurgical fields. Many metallurgists who knew nothing about min¬ing were loath to join a society of mining engineers, despite the fact that over 35 per cent. of the papers published in our Transactions during the past five years have dealt with metallurgical subjects.

Weiss Transit and Level The illustrations shown are the transits and levels manufactured by the Weiss Instrument Co. of Denver, Colo:, and they state that city and mining engineers are securing satisfactory results. It is claimed that their patented prismatic telescope gives increased illumination with an astronomical eye-piece. The prisms are set in a milled seat for this purpose, and cemented in so they can never come loose or out of adjustment. All adjustment for collimation is clone with the cross-hairs. This telescope is 8 in. long for magnifying power of 20 diameters against 12 in. for regular old style. The field is 1° 45' with a clear aperture of 1 1/8 in. The principal advantage claimed for this type is the arrangement by means. of which vertical' sights can be had without an additional telescope.. As illustrated in Fig. 2 the telescope is in the position of a regular transit, and used exactly the same.

IN the West, capitalists have expended many millions of dollars developing the low-grade porphyry ores of copper. Half a dozen of these great enterprises have proved to be wonderful commercial successes. They have demanded improved crushing and concentrating machinery and consequently it has been .developed. Many improved methods, cheap power, superior business organization, all these have contributed to this success, but the main feature is the handling of the material in enormous quantities, on a manufacturing scale. The mining chance of "striking it rich" has been eliminated by the manufacturing certainty, of handling large quantities of material of known valise, which while of relatively low grade, is available in large tonnages, assuring a supply for .many years' run of the mill. Then the returns on the money invested are sure. The concentration of low-grade magnetic iron ores, separating the magnetite crystals from the gangue by the use of magnets, is a field of work in which the lessons taught by the development of the porphyry coppers can be studied to advantage. Large-scale operations, and the liberal expenditure of enough money at the start to insure the most economical operations, are the means of securing the desired results. The problem is to utilize millions of tons, and we may safely say billions of tons, of now worthless iron-bearing rock and to, produce from it 10,000,000 to 20,000,000 tons per year of high-grade ore carrying 60 per cent. iron or, higher;. to take the lean material as found in nature, varying widely in iron content, and bring it up to a uniform standard of shipping ore. At present these ores are mined carrying from 25 to 50 per cent. iron, and the shipping product is brought up to 60 or 65 per cent. Fe. If future economies of operation make it possible to extend this process so that 15 per cent. iron in the crude ore can be treated as a commercial success, the additional tonnage available will be enormous. A 15 per cent. Fe crude ore raised to 60 per cent. Fe concentrate with 5 per cent.

THE opinion has been widely held that the corrosion of alpha brass occurs by the selective solution of zinc. As late as 1939, Fink1 and Evans2 suggested that in the initial stage of the corrosion the selective solution of zinc produces copper-rich areas, which subsequently act as cathodes that facilitate the deposition of copper. Previously Abrams3 had shown that most of the copper found on corroded brass was redeposited and not residual, although he did not consider the nature of the initiation of the corrosion process. Enough data exist to indicate that any metal surface is sufficiently heterogeneous to provide the anodes and cathodes necessary for the initiation of corrosion.4,5 Thus, for alpha brass we need postulate not an initial selective solution of zinc, but only the existence of local differences in electrochemical potential. The heterogeneity responsible for potential differences may arise from oxide and other films as well as from alloy concentration gradients. Even though selective corrosion may be possible in some alloy systems, previous data on alpha brass as well as the experimental work reported in this paper do not require this supposition. Bengough and May,6 in a discussion of Abrams' paper, first suggested the addition of small amounts of arsenic (0.03 per cent) to alpha brass to prevent the redeposition of copper (dezincification). This suggestion was later substantiated by Nixon.7 In their studies of the inhibiting influence of arsenic, Evans and Fink were led to the selective-solution hypothesis in order to explain the initial corrosion of such alloys. They believed that an arsenic film covered anode areas and prevented the formation of copper-rich spots capable of acting as cathodes for the deposition of copper. They did not consider, however, the mechanism by which the arsenical film was formed. Bengough and May,8 in another publication, suggested that the commonly found gray or black arsenical film may act to: (I) carry oxygen to the brass surface, (2) increase the discharge potential of copper on brass, (3) precipitate cuprous chloride from colloidal suspension in chloride solutions. Masing9 assumed that the film found upon arsenical brass was metallic arsenic. His measurements of hydrogen overvoltage of bulk arsenic led him to believe that the inhibition of dezincification occurs because the overvoltage of a brass surface is lowered by the arsenic film. He reasoned that this film would permit the more rapid reduction of hydrogen at the cathode, which would prevent the redeposition of copper. In a recent paper,10 we have pointed out that the film formed during the corrosion of arsenical brass and copper in stagnant solutions is essentially arsenious oxide (As203),

In the course of a study of the electronic and thermodynamic properties of Pb-Se alloys it was found necessary to have an accurate knowledge of the phase diagram. However, the literature is in disagreement as to whether or not a monotectic reaction occurs in the lead rich portion of the phase diagram. Pelabonl reported only a two-phase region consisting of lead-rich liquid and solid PbSe extending from almost pure lead to the compound PbSe, and gave the melting point of PbSe as 1065°C. The data of Friedrich and Leroux2 are in general agreement with this type of diagram, with the melting point of the compound being 1088°C. However, Nozato and Igaki by inverse rate thermal analysis observed a monotectic reaction isotherm exlacing at 860°C with a monotectic composition of 20.5 at. pct Se. The miscibility gap in the liquid state extends from 7.5 to 20.5 at. pct Se. Hansen and Anderko4 accepted Nozato and Igaki's phase diagram in the region of the lead-rich monotectic. To reinvestigate this portion of the phase diagram, both thermal analysis and metallographic examination of various compositions were performed. The thermal analysis apparatus was constructed according to the specifications of the National Bureau of Standards. A t/t-l pct Rh thermocouple was calibrated against the melting point of copper (NBS), zinc (NBS), and antimony (A. D. Mackay), the emf being measured with a Rubicon Type B potentiometer sensitive to lpv. The absolute accuracy of the thermal analysis obtainable with this system is ± 0.5oC. Starting materials were semiconductor grade lead and selenium purchased from the American Smelting and Refining Co. Both elements were 99.999 pct pure with only trace impurities detected upon spectroscopic examination. One hundred galloys were sealed in quartz crucibles with a central thermocouple well under a vacuum of less than 1 p. This procedure prevented any composition change due to vaporization during the run. Cooling curves were obtained on the alloys listed in Table I. Data was taken by the direct method at cooling rates ranging between 1/2 to 2°C per min. The alloys were heated well above the liquidus and shaken vigorously to insure homogeneity. No evidence of an arrest indicative of the monotectic reaction was observed, and the two-phase region reported by Pelabonl and Friedrich and Leroux? was confirmed in general, although our data give higher liquidus temperatures than Friedrich and Leroux. The melting point of stoichiomet-ric PbSe determined for two different samples was 1080.7 0.5oC. The results of this investigation are compared with Nozato and Igaki's data in Fig. 1. To Complement the thermal analysis data, an 86 at. pct Pb specimen was examined microscopically. This composition was in the center of the miscibility gap reported by Nozato and Igaki.3 The alloy was heated to 1000°C, held for 1/2 hr, and water quenched. The specimen was polished using standard metallographic techniques for lead. The alloy was etched with an acetic-nitric acid etchant for 10 min at 45°C. Microscopic examination did not indicate the existence of two separate layers or solidified droplets imbedded in a matrix, as would be expected if a miscibility gap were present. The mi-crostructure shown in Fig. 2 consists of uniformly dispersed, dendritic PbSe in a lead-rich matrix.

Just a few years ago, my company was referred to as the Marion Steam Shovel Company. Though we still make shovels, both two and eight-crawler types, the eight-crawler stripping shovel appears to have been replaced by the walking dragline for overburden removal and in some cases for the mineral as well. The walking dragline appeared in the coal fields in the early 1930's. It is popular because it can cope with overburden depths in excess of 100 ft and with blasted sedimentary rock, all at an O & O (ownership and operational) cost of ±10[c] per bank cu yd (bcy).

E. T. Turkdogan (British Iron & Steel Research Assoc., London, England)—I would like to suggest a different method for the treatment of the authors' data on the Si-0 equilibrium in liquid iron. Because the activity coefficient of silicon dissolved in iron is influenced by the concentration of silicon as well as that of oxygen, the equilibrium constant K2 of reaction 2 becomes a function of metal composition, and, as shown in Fig. 1, a plot of log KP1 at 1600°C against the weight percent of silicon gives a smooth curve. A similar curve is obtained when log Kzl is plotted against the oxygen content of iron. Before

Pyritic smelting, so-called, as practiced in the Black Hills is pyritic smelting only in the sense that Dr. John Percy uses the expression in his " Metallurgy of Silver," where he describes a process for smelting dry silver-ores in connection with iron pyrites, to form a regulus. The ores treated by this process in the Black Hills are very siliceous, averaging about 74 per cent. of silica, from 10 to 20 of iron oxide, 4 or 5 of alumina, and from 2 to 4 of lime. In 1889, while Dean of the South Dakota School of Mines, I took up the question of their smelting. There were neither copper- nor lead-ores in the Hills; hence pyrite and pyrrhotite, of which there are large deposits, were employed to form a regulus. This mixture of pyrite and pyrrhotite, besides being absolutely barren of gold and silver, carried an average of 30 per cent. of silica. The only basic material available as a flux for the great excess of silica in the ores and in the pyrite was a dolomitic limestone. Moreover, the local coke gave 24 per cent. of ash, 60 per cent. of which was silica—as unpromising a set of conditions as can well be imagined. We had before us the examples of Mr. W. Lawrence Austin, of this Institute, who had experimented at Toston, Montana,"

OF what use is the federation to me and why should I support it?" is a question that has been asked by many members of the constituent societies of the F. A. E. S. during the last year; a question that is asked because the speakers do not realize what the Federated is doing or what is the field of its activities. "What is it doing for the profession and for mankind?" would be a more appropriate question, the answer to which is found in the closing chapter of Prof. Cassius J. Keyser's "Mathematical Philosophy."' The chapter is entitled "Science and Engineering." Professor Keyser writes from the layman's point of view. He is looking at the profession and at engineers from the outside. We have in his thoughts the oppor-tunity that Burns sought when he wrote "Oh wad some power the giftie gie us to see oursels as ithers see us." With the permission of the author and the publisher, we quote the following paragraphs: A layman, viewing a profession from the outside, seeking thus to ascertain its proper relations to the common weal, may bring to the task a certain freedom, which, were he a member of the profession, he might have lost. "Men trained in a profession," said Prof. David Swing, "come by degrees into the profession's channel, and flow only in one direction, and always between the same banks. The master of a learned profession at last becomes its slave. He who follows faithfully any calling wears at last a soul of that call-ing's shape. You remember the death scene of the poor old schoolmaster. He had assembled the boys and girls in the winter mornings and had dismissed them winter evenings after sundown, and had done this for fifty long years. One winter morning he did not appear. Death had struck his old and feeble pulse; but, dying, his mind followed its beautiful but narrow river-bed, and his last words were: It is growing dark-the school is dismissed-let the .girls pass out first."' I shall not be so much concerned with the present status of the science as with its potency and promise. Of individual engineers the ideals may be high or low, worthy or unworthy; but of engineering itself the ideal is great and mighty. It is of that ideal that I intend to speak.

The MCssbauer effect was used to study the distribution of carbon in Fe-C alloys of high carbon content during room-temperature aging. In freshly formed rnartensite the carbon distribution is approximately random; carbon clustering occurs dun'ng aging. In the retained austete the carbon atoms are isolated, suggesting an efiective repulsion; and no rearrangement during room-temperature aging is evident. The kinetics of the carbon clustering in martensite has been studied in detail at 0" . 10". and 20°C. The time and temperature dependence observed is sinzilar to that reported for a variety of other aging effects, such as resistance change, hardness increase, and recovery of internal friction. The stabilization of the martensite kransformation also appears to be related to the clustering effect. DESPITE extensive efforts since the early days of Reaumur, the mechanism which provides the strengthening of steel remains controversial in many cases for several reasons: 1) The structure of as-quenched martensite is not well-determined. 2) Experimental methods capable of distinguishing between various hardening mechanisms are not well-developed. 3) The temperature of formation of many low-alloy martensites is so high that the martensite formed during quenching may be already tempered to some extent before any observation. Among all the hardening phenomena, the most puzzling one occurs at room temperature, where no structural changes have been detected by the usual methods of X-ray diffraction or electron microscopy. However, a new and more sensitive technique became available with the discovery of the MBssbauer effect. This effect makes possible the detection of changes in the local environment of iron atoms in solid solution. It has been extensively used in the study of substitutional alloy systems, for example, Fe-Al,1 Fe-Si,2,3 Fe-Rh,4 and Fe-Ni.5 Making use of the possibility of obtaining new structural information, we undertook an investigation of the aging of high-carbon Fe-C martensite to follow the structural changes involved in the aging at room temperature. Preliminary results6 showed that a clustering of the carbon atoms occurs with time. A systematic study of the kinetics of the process showed a striking similarity to the kinetics of stabilization of the marten-sitic transformation, thus suggesting further investigation of the relationship. EXPERIMENTAL TECHNIQUE To eliminate difficulties with the aging of martensite prior to the first experimental measurements, we needed an alloy with an M, temperature not above room temperature. Other investigators7 were misled by results obtained on alloys which transformed above room temperature and underwent structural changes prior to the first Mossbauer measurements. Winchell and cohen8 dealt with this difficulty by using a third element, nickel, to depress the MS below room temperature. The presence of nickel did not seriously interfere with hardness or resistivity measurements, but it would complicate the interpretation of the Mossbauer data by increasing the variety of iron environments. We chose, therefore, to obtain the necessary lowering of the M, simply by increasing the carbon content. After the first quench to room temperature, our specimens are retained austenite, which we later quench into liquid nitrogen. The martensitic transformation takes place suddenly, so that the as-quenched condition of the samples is retained, since the temperature is low enough to prevent any carbon diffusion. A Massbauer spectrum at 77°K can be taken and analyzed; after an appropriate up-quenching to the aging temperature, a new Mossbauer measurement at 77°K can be made. DIATOMITE is a hydrous or opaline form of silica, commonly known as diatomaceous earth, diatomaceous silica or kieselguhr. The term "infusorial earth" has lost its original meaning and today is incorrect in view of the distinctions between diatoms and infusoria. Various locality and variety names are obsolete but some retain local significance. Moler and Celite are trade names that have become associated with diatomite products from certain deposits in Denmark and near Lompoc, California. COMPOSITION Diatomite is essentially silica with some combined water (2 to 10 pct). Frequently it contains organic matter (from traces up to over 30 pct) and varying amounts of inorganic impurities such as sand, cryptocrystalline silica, clay, volcanic ash, calcium carbonate, magnesia and soluble salts. In the natural or crude state, diatomite contains from 10 to 65 pct or more of free water. Table I gives analyses of several diatomites from deposits of different types. PROPERTIES Pure varieties, either massive or stratified, are friable and porous, of low apparent density, and somewhat chalklike in appearance. Varieties containing organic matter vary from sedimentary oozes to peatlike materials. Impure varieties may be more or less claylike, sandy, calcareous or cherty. Compacted types approach porcellanite and silicified shales. COLOR-white, cream, gray, tan, brown, greenish to nearly black. The manufacture of coke in Peru, as practiced at the coalmines of the Quishuarcancha and Goyllarisquisca districts, is intermediate between the primitive coke-heap and the bee-hive oven. The method of coking is quite simple. In constructing the coal-heap, preparatory to burning, the ground is first leveled, and a simple stack of stone and clay is built, giving the bottom, to a height of 6 ft., approximately 6 ft. of external diameter. The size of the stack varies in different districts, but is generally 9 ft. high, and slightly smaller at the top than at the bottom. The walls of the heap are from 12 to 14 in. thick, which allows an inside diameter of from 3.75 to 4 ft. These walls are pierced at intervals by three or more tiers of openings or flues, connected with the central flue. The radial flues have a diameter of about 5 in. and are built with a gentle upward slope. The stack (shown in Fig. 1) is permanent; and in this respect the practice in Peru differs from other primitive practices in which nothing is permanent except the yard. Above the permanent 6-ft. portion of the stack there is added a cap of clay, about 3 ft. high, which contracts toward the top, where it has an inside diameter of about 2 ft. This clay cap is temporary, and frequently has to be renewed after each burning. Before charging the coal, there are first built, from the lowest tier of flues upon the ground, a number of temporary flues, leading from the central stack out to the edge of the coal-heap, and constructed of blocks of coal for the greater part of the distauce, the outer edge alone being of rough stoue. PRESENT-DAY processing in many industries, calcining, sintering, briquetting, beneficiation and nodulizing, increasingly calls for the handling of large volumes of hot bulk materials. Various types of conveyors have been employed. This discussion will cover the factors governing their selection. For temperature ranges up to 400°F, or approximately 200°C, a wide range of conveyors is available. Special constructions of rubber conveyor belts. steel conveyor belts, vibrating and shaker conveyors, apron conveyors, and drag chain conveyors, all are used successfully. As temperatures go well above 400°F, however, choice of conveyors is narrowly limited. This paper will consider the problem of handling bulk materials only where the temperatures exceed 400°F.

PHILIP D. BLOCK, JR., vice president of Inland Steel Co., visualizes a fine future for the Menominee Range of the Upper Peninsula of Michigan. He sees a future unclouded by threat from foreign ore imports or the development of low grade ore processing in Minnesota. The statement was made during the opening of Inland's new Cayia mine near Crystal Falls. Inland, according to the vice president, is planning to use an increased amount of the high phosphorous ores found on the Menominee Range. He said that other steel companies will probably do the same, because the steel industry has learned how to use ores of high phosphorous content. He said: "I do not mean to imply that we can use an unlimited amount of high phosphorous ores or that we can burden our blast, furnaces with 100 pct high phosphorous ores, but we have reached the point where we can absorb a much larger percentage of these ores without any detrimental effects. Foreign ores and lowgrade Minnesota ores cost too much to offer real competition, Block said. Transportation costs from the Menominee range to steel producing centers in Chicago and on Lake Erie are less than for any other range in this country. In the meantime, the American operators of the Bomi Hills iron ore mine in Liberia, have reportedly signed a new agreement with the Government. Several months ago, President Tubman of Liberia expressed a definite dissatisfaction with the original contract. Informants state that the agreement only needs the approval of the Export-Import Bank, which loaned Liberian Mining Co. $4 million to develop the iron ore properties. Majority stockholder of the Liberian Mining is Republic steel, with 61.57 pct of the stock. Under the new contract, the Liberian Government will start to share in the profits when the indebtedness is liquidated and the return of invested capital accomplished, or April 1, 1957, whichever is earlier. Under the old agreement the Liberian Government received a 5 cent per ton royalty and an additional sum based on the price of pig iron. The royalty rate reached more than 17 cents per ton this year. After debt liquidation the Liberian Government will receive 25 pct of net profits for the first five years; 35 pct for the next ten years; and 50 pct thereafter. Until the Government starts to share in profits it will receive a royalty of $1.50 per ton in U. S. currency, in addition to royalties provided for in the old agreement.
