Mineral raw materials, because they are essential to our industrial prosperity and military strength, must be made available in substantial quantities regardless of cost. Variations in the cost of procuring minerals, as compared with the cost of obtaining other commodities, and changes in the cost of production of different minerals relative to one another, will naturally influence the quantities of a given mineral item that can be marketed readily. However, in the last analysis, the cost of winning minerals from the ground usually constitutes only a small fraction of the value of the end-use products and services derived from them. The miner's share of the cost of a typewriter, telephone circuit, or even a modem office building, is almost insignificant. Far more important to the ultimate consumer, therefore, than any minor saving in cost is the assurance of ample supplies of the minerals needed to aliment our expanding economy. To create a successful metal mining operation involves (1 ) the discovery and systematic development of a mineral deposit, (2) extraction of the ore, (3) the mechanical and metallurgical processing to eliminate worthless or harmful impurities, and (4) the profitable disposal of the product. The fist step of the technological process belongs chiefly in the realm of the geologist, the second is a mining engineer's job, the third is mainly up to the millmen and extractive metallurgists; whereas the fourth and equally important step poses a commercial problem that has aspects in common with the marketing of other products. Ore finding is far from being an exact science. There is no mathematical criterion for evaluating the efficiency of prospecting and exploration. Lady Luck shares the honors or assumes part of the blame along with the prospector and geologist. Marketing like- wise involves factors that seemingly defy engineering analysis. As the coating formed affects the corrosion rate, duplicate samples of eight non-ferrous alloys were placed in flowing mine water. The alloys tested were as-cast or as-rolled and machined or polished. The paper describes the tests and gives the corrosion losses and the appearance of the samples at the end of the test. AN IMPORTANT factor affecting the rate and nature of corrosion of metals and alloys is the film, or coating, formed on the surface; and this may accelerate or retard corrosive action once started. The formation of films and coatings is intimately associated with the chemical composition and physical constitution of both the metal and the corroding medium. A film or coating may be either the corrosion product resulting from oxidation; that is, an oxide or salt, or a deposition of suspended matter from the corroding media upon the surface of the metal, or a mixture of both. The coating may adhere tightly or loosely to the surface of the corroded metal. In short, a film or coating is the reaction product of the corroding medium and the metal, which adheres to the surface of the metal and with which may be intermingled material from the attacking media not concerned in the chemical reactions. As the, terms film and coating are used by different writers for very different things, distinction is made between the two, by the present writers, on the basis of thickness. Thus, a film is defined as a corrosion product or deposition, on the surface of a corroded metal, that is of such thickness that it cannot be measured by the metallurgical microscope. A coating, on the other hand, is of such thickness that it can be measured. If the resolving power of the 2 mm. (equivalent focal length) apochromatic oil immersion objective (N.A. 1.4) is taken as the limit of the microscope, the limiting resolution is two lines that are 0.0002-0.0004 mm. apart. When Ponce de León landed in Florida in 1573 he was told of an Indian chief that possessed much gold. In 1576 Diego Meruelo obtained some of it from the Indians, and in 1579 Álvarez de Pineda reported that the natives wore ornaments of gold, which they obtained from the rivers. These statements all refer to the southern Appalachian region. The name is recorded in 1527; when Pamphilo Narváez landed at Tampa he heard that there was much gold to be obtained in a region named Apalache. * In 1564 René Laudonnière describes the methods used by the natives to win gold in the Apalatcy mountains.† However, no serious mining operations were undertaken until long afterward; the mining of gold in the Southern States may be said to have had its beginning when a nugget was found at the Reed mine, in North Carolina, in 1799. This nugget, which was of "the size of a small smoothing iron", was kept for several years before the finder learned what it was, but later more lumps, one weighing 28 pounds, were found in the same locality, and eager digging ensued. ‡ Thomas Jefferson, in his `Notes on Virginia', mentions the finding of a quartz specimen, not a nugget as is generally stated, that contained 17 pennyweights of gold; this was found on the Rappahannock river in 1782. §

During the course of an investigation of the plastic flow of aluminum aircraft sheet under combined loads, several problems arose in which analyses of the conditions leading to unstable plastic flow were needed. In order to provide these analyses, and in the hope of attaining a better understanding of the general problem of unstable plastic flow, the present study was undertaken. It is well known that unstable plastic flow is associated with a form of mechanical instabi!ity frequently observed during the plastic deformation of ductile metals. This instability is characterized by the fact that, at its onset, plastic straining mill proceed at a constant magnitude of the externally applied forces. It is further typical that the resulting unstable flow is generally accompanied by the formation of a neck, a local bulging, or some other form of heterogcneous deformation. Perhaps the most familiar example of unstable plastic flow to the metallurgist is the formation of the neck in the ordinary tension test. It is well known that in this test most metals exhibit a maximum in the externally applied load, followed by the process commonly referred to as "necking down." Instability in the simple tension test has been frequently discussed and numerous investigators1'2'3'12 have derived the criterion for instability in terms of a critical rate of strain hardening. It is the purpose of the present study to extend the criterion for unstable flow to the more general case where the body undergoing flow is subjected to combined loads. It is hoped that the problems considered will provide a more consistent picture of the general features of this important form of mechanical instability. The most practical implications of instability in plastic flow arise in connection with sheet metal forming operations. In the formation of a great many sheet metal parts, the deformations are produced primarily by stretching. If the conditions which lead to unstable flow are fulfilled in such a formation, and if the resultant instability leads to a pronounced localization of flow, then the useful limit of ductility of the material will have been reached. It i; also essential that the effects of instability be taken into consideration in any study of the plastic flow and rupture of metals under combined stresses. (Cleveland Meeting, October, 1912.) ALEXANDER PARKES patented in England in 1851-52-53 a process for desilvering lead by means of zinc, making use of the greater affinity of silver for zinc than for lead, discovered by Karsten in 1842. The efforts in England to develop it commercially were not particularly successful, nor was the attempted introduction into the United States. This last was not surprising, as it was about the beginning of our Civil War, and at that period there was very little lead-bullion produced in the united States and there was no field for the process here. There was at that time on Staten Island an establishment that pattisonized lead, probably from Rossie, N. Y., and Chester, Pa., and possibly some Spanish lead, but the production of lead-bullion in the Far West had not yet begun. In 1864, Edward Balbach, of Newark, N. J., patented in this country a process for desilvering lead by means of zinc, and in 1867 Edward Balbach, Jr., patented a " movable black-lead retort with a neck, placed in a furnace," for the purpose of distilling the alloy of zinc, lead, and the precious metals. A brief comparison of the Parkes and the Balbach processes is interesting. The Parkes process as practiced in England consisted in stirring into silver-bearing lead, melted in a kettle, from 1 to 2 per cent. of zinc, cooling, skimming the alloy of lead, zinc, and silver that rose to the surface, liquating it in an iron retort, distilling the residual rich alloy in fire-clay retorts, thus regaining the zinc, and refining the desilvered lead at a low heat in a shallow cast-iron pan that formed the hearth of a reverberatory furnace. The original aim of the present investigation was to study the mechanism of cracking on hot-deforming red-short steels. During the microscopical examination of hot-deformed soft steels attention was directed to various patterns of so-called veining in the ferrite, as related to variations in the deformation procedure and the heat-treatment of the steels. Later, a hot-short steel of higher carbon content was also studied. Historical Storey1 suggested in 1914 that veining developed during the gamma-alpha transformation from the growing together of several alpha nuclei within the same gamma grain. Rawdon and Berglund2 found that in soft steel, forged somewhat below A3, the ferrite showed profuse veining, while usually there was very little veining after forging at very high temperatures. They emphasized the similarity between the pattern of veining formed by deformation about 600°C and that of slip lines formed by deformation at room temperature. They also suggested a relation between the gamma-alpha transformation and veining. They became convinced from etching and from the slip-line pattern in cold-deformed material, that the orientation within any ferrite grain showing veining was uniform. In recrystallized alpha grains veining was absent. Veining did not appear materially to affect the properties of ferrite. Independent of veining, continuous networks, attributed to preexisting delta and gamma grain boundaries were sometimes found, the former only in cast steel. Those networks were usually connected with small inclusions. Ammermann and Kornfeld3 confirmed that recrystallized ferrite grains showed no veining. In soft steel annealed between A1 and A3 there was veining only in the ferrite grains formed during cooling. Electrolytic iron deformed at 880' was free from veining. Bannister and Jones' considered veining in ferrite to be a manifestation of microscopical and sub-microscopica~ inclusions. NorthCOtt,5,6 in studies on veining in steel and other metals and alloys, attributed veining to oxide inclusions. It could generally be removed by annealing in hydrogen, a suggestion earlier made by Rawdon and Berg1und. TrittOn (discussion in ref. 5) emphasized the importance of perfect polishing for bringing out veining by etching, and thought the veins or subboundaries were produced during the gamma-alpha transformation, when it was rapid, as a result of the volume change and contraction during cooling. Slight distortion would not allow projecting parts of a growing crystal to join up with atomic symmetry. Hanemann and co-workers showed that veining in ferrite consisted of ridges

The earliest mention of the sulphur deposits in what is now Culberson County, Texas, seems to be contained in " Explorations and Surveys for a Railroad Route from the Mississippi River to the Pacific Ocean, United States War Department, 1853-54." Captain John Pope (he was not commissioned Captain until 1856) had charge of one of the divisions of the Survey. In his report on the geology of the route, William P. Blake noted the analysis of a greenish earthy powder from the bed of Delaware Creek, at the springs, which contained 18.28 per cent. of free sulphur. The report states: "From the chemical examination of the waters of the spring, by Dr. Booth, it appears that chloride of sodium is the principal solid ingredient, but considerable quantities of sulphide of sodium are present. ***** The waters from the springs examined by Dr. Booth were alkaline, but it is possible that some of the springs are acid; and in this case the precipitation of sulphur would ensue on the mixture of the acid waters with those charged with alkaline sulphurets and the origin of the deposits of sulphur would be thus explained." This is the first reference to the existence of sulphur in that region, the first mention of the character of the water found there and the first suggestion as to the origin of the deposits. The possibility of the existence of acid waters was confirmed by E. M. Skeats, nearly 50 years later.' In this publication, Skeats says that the water from the sulphur deposits in Section 11, Block 114, Township 6, contains 79.08 grains of free sillphuric acid per gallon. This locality is about 13 miles (21 km.) south . of Delaware Creek and about 35 miles (56 km.) east of the Delaware Springs. The next published reference to the existence of sulphur in Trans-Pecos. Texas is in the Pirst Annual Report of the Geological Survey of Texas, 1889, page 226, where W. H. von Streeruwitz mentions that sulphur is found in that region, but gives no further information. THE fact is notable though probably little known that the United States is the only nation obtaining and distributing through its Government bureaus any data pertaining to waste metals and drosses. Some foreign governments do issue reports relating to mine or smelter produc-tion of primary metals, but none gives in scope and detail the information published now by the U. S. Bureau of Mines and formerly by the U. S. Geological Survey; and this is despite the fact that the funds annually allotted for those purposes are insignificant in comparison with allotments for the preparation of data relating to other industries of like importance. The earliest data on the production of metals from secondary sources in the United States were-contained in a press bulletin issued by the U. S. Geological Survey on Jan. 4, 1909. The information published was that for the year 1907 obtained and compiled by C. E. Siebenthal, who was one of the first to visualize the growing importance of the scrap-metal industry. The National Conservation Commission had emphasized its opinion that the known domestic supply of certain kinds of the more important metals was being rapidly marketed and that while there was no immediate cause for concern it was best to conserve such resources. Not only had there been a lamentable lack of any data regarding the quantity of scrap metals available or used but also gross carelessness and indifference in the segregation, collection, and effective use of scrap material. Siebenthal realized that even approximately correct statistics of recoveries from the more important base-metal scrap and drosses were nearly as essential to both producers and consumers as the statistics of the output of primary metals. There were not then nor are there now sufficient funds for complete collection of data, nor was it considered the province of the Geological Survey to do more than determine approximately the recovery of secondary metals for use in supplementing those given for the primary metals. FLOTATION of ores is a practical utilization of the energy that resides in the surfaces of solids and liquids. The best known manifestation of this energy is called surface tension; an equally important, though less apparent, phenomenon is adsorption. This paper reviews some of the recent investigations of these phenomena, and gives the results of certain experiments performed by the authors. Surface tension is a manifestation of energy having its seat at the bounding surface between the adjacent phases of a multiphase system. Thus, at the interface between a liquid and a gas, or between two immiscible liquids, or between a solid and a gas or a liquid, there are forces capable of doing work, their magnitude depending on the nature of the adjacent phases and the extent of the bounding area. These surface forces are inappreciable when the ratio of surface to volume of the adjacent phases is small, but they become powerful when this ratio becomes large, as it does when one of the phases is highly dispersed. Froth flotation, which consists in buoying solids heavier than water to the surface of water by means of gas bubbles, utilizes the force of surface tension to attach the solid particles to the gas bubbles and again to maintain the floating mass of bubbles as a more or less persistent froth at the surface of a pulp for a sufficiently long time to allow its removal. It follows from the second law of thermodynamics that the potential energy of a system in equilibrium is a minimum. Therefore a multiphase system, tending toward equilibrium, will arrange itself in such a way that the total energy of the interfaces will be the least possible. ALL types of commercial phosphate rock produced throughout the world contain fluorine in quantities ranging from approximately 0.4 to 1.3 per cent in the Curacao and Christmas Island phosphates to 3.1 to 4.2 per cent in the phosphates of the United States and North Africa1. For a given type of rock, the fluorine content is usually roughly propor-tional to the phosphorus content. SIGNIFICANCE OF FLUORINE IN PHOSPHATE ROCK On the basis of chemical and X-ray diffraction studies, Hendricks and co-workers2 concluded that fluorapatite, Ca10F2(P04)6, is the essential phosphatic constituent of the commercial types of domestic phosphate rock. On the other hand, Bredig and co-workers3 have recently advanced the opinion, also based on X-ray diffraction studies, that the mineral phosphates usually contain carbon dioxide in the apatite lattice, and that the phosphate rocks of. the United States are really fluorcarbonate apatites. However, the domestic types of phosphate rock do not seem to differ greatly from coarsely crystalline fluorapatite in their behavior toward chemical reagents in general, and for the purpose of this paper it will suffice to consider fluorapatite as being the essential phosphatic constituent of these types of rock.

[A session of the Institute of Metals held during the February, 1926, meeting of the Institute, was devoted to a symposium on ''gas" in copper. S. Skowronski, Perth Amboy, N. J., was chairman. Skowronski, Perth Amboy, N. J.—There are today two groups of metallurgists, one group who believe in oxygen-free copper and another group who believe that oxygen is absolutely essential in copper; not that the two groups disagree, but that a certain grade of work calls for oxygen-free copper, while another grade of work does not. I can sum up the problem by reading the abstract of an article by Frederick Johnson of Great Britain in The Metal Industry of Sept. 4, 1925. Few, who have watched the trend of things during the last two decades, can have failed to notice the steady growth of opposition to the prevalent use of copper in the "tough-pitch" condition, which for many ages enjoyed an unchallenged supremacy. Broadly speaking, there are two schools of thought in the metallurgical world, one holding the view that copper containing a small proportion of oxygen is an eminently suitable material for users, the other expressing its preference, in no hesitating or uncertain manner, for copper from which oxygen has been removed by means of a deoxidizer. In the old days, before the advent of the converter and the electrolytic refining process, the copper of commerce was so impure that the presence of oxygen was imperative in order to neutralize the influence of impurities which militated against the hot-working properties of the metal. For electrical purposes, oxygen must be present, because sound bars and billets cannot be produced without it, except at the expense of electrical conductivity. For most engineering purposes, however, electro-deposited copper may be used either by itself or with the addition of alloying elements, e. g., arsenic and nickel, which experience has proved to be beneficial, such copper being freed from oxygen by the aid of a deoxidizer, e. g., phosphorus. Such material has positive advantages over "tough-pitch" copper as at present produced from refinery furnaces. It has greater toughness and malleability, and is immune from the action of reducing gases at high temperatures, the destructive action of which, in the case of "tough-pitch" copper, is well known. The reasons why there has been no wholesale replacement of "tough-pitch" copper by deoxidized copper are commercial in nature; copper can be more economically melted in large-capacity furnaces which lend themselves to the poling process and are not so suitable for control of uniformity of action of deoxidizers as the smaller electric or crucible furnaces, whilst they are also more convenient for the production of very large castings. Moreover, the equipment of most large copper manufacturing plants is designed for casting "tough-pitch " copper in open moulds, e. g., wire bars and cakes, and these could not be used for deoxidized copper, which must be cast in vertical moulds as in brass-shop practice. A contained nuclear explosion is proposed to produce a chimney of broken ore well below the water table. After the chimney is filled with water and reaches hydrostatic equilibrium, oxygen, under pressure, is introduced near the bottom of the mass of broken rock. The increase in solubility of oxygen at high hydrostatic pressure is sufficient to initiate the oxidation of the primary sulfides, chalcopyrite and pyrite. The oxidation and dissolution of these sulfides produces enough heat to increase the temperature of the ore and water in the chimney as much as 100° to 150°C. The rate of dissolution of chalcopyrite exposed to oxygen-saturated solutions becomes so rapid under these conditions that the rate of copper extraction becomes limited by the accessibility of chalcopyrite to the solutions. Means of solution control and distribution of oxygen in the chimney have been examined in some detail. A calculational model utilizing experimentally determined solubility rates is utilized to estimate the temperature rise in the chimney and the rate of copper recovery as a function of initial temperature, sulfide content of ore, and size of ore particles. It is concluded that the high pressure and high temperature obtainable in a large ore mass broken by nuclear explosives promise the rapid and economic recovery of minerals not considered soluble by conventional in-situ leaching methods. The method should be broadly applicable to the kinds of deep deposits that must be depended on for future production and with minimum disruption of the environment.

This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters. LIBRARIES are universally recognized as essential to modern civilization. In a world that gets most of its learning through the printed word, storehouses of print are a vital necessity. In this regard engineering differs in no way from the other learned professions, but until recent times the library needs of engineers have received rather scant attention. When the engineering profession was more of an art and less of a science than it is today, when each problem was solved more through the results of experience than by applying scientific principles, literature was less helpful. The engineer of today, however, is aware that his activities rest upon a scientific foundation and consequently comprehensive books dealing with more limited fields are now being published. Another difficulty for the operating engineer in the past was that the published works on engineering were written chiefly for use as college texts. A third obstacle to the development of engineering libraries has been the lack of librarians with experience in engineering.

A portable electronic instrument was designed and constructed to detect unknown stress magnitudes in rocks. The principle used to detect stress is based on the propagation velocity method. This method allows the stress in a rock subjected to a load of unknown magnitude to be determined, provided that the wave velocity-stress relationship for similar rock is known. This is accomplished by measuring the travel time of longitudinal mechanical waves passing between two points a set distance apart in a rock. The velocity of the wave is calculated and the stress determined from the wave velocity-stress relationship. If the sending and receiving transducer spacing is constant, a time vs. stress relationship rather than the velocity-stress relationship may be used. The method is nondestructive and tests can be made without drilling or otherwise disturbing the rocks. The first studies undertaken in the United States to determine stress in rocks using propagation velocity techniques were reported by Obert1,2 in 1939 and 1940. The Soviet Union first reported using propagation methods to study rock pressures in 1951.8 Success of the method led to the development of a pulse-type ultrasonic seismoscope4 in 1953. Using this instrument, Ivanov and Betaneli5,6 in 1963 succeeded in devising and testing under field conditions a method of investigating coal pillar stresses. In 1967 Osipova7 reported results of similar studies in the Nakhichevan salt mines. In France, Tincelin8 has used the propagation velocity method to study the stress distribution in iron ore pillars. Uhlmann9 has investigated stresses in salt and potash pillars in Germany, using velocity techniques. Determination of uniaxial stress by propagation velocity methods is limited to rocks which have readily detectable wave velocity-stress variations. The present stress detection instrument is restricted in application to rocks which have a velocity change under stress of at least 300 fps. Examples of rocks which meet this requirement are sandstones, coal, and possibly some limestones. Testing of this instrument was limited to a laboratory study and the results may or may not be indicative of what would be found in a field test. A program of field experiments to study the feasibility of using this instrument to determine mine pillar and tunnel stresses is in progress. Instrument Design The instrument has two main components: A probe and a control-display unit. The probe is a hand-held device to which two identical rodlike transducers are rigidly mounted. Coaxial cable connects the probe to the control-display unit which is mounted in an enclosed carrying case measuring 7 % x 9 x 13 in. The instrument is designed so it may be carried and operated by one man. Weight of the probe and enclosed control-display unit is approximately 20.1b. The probe consists of two transducers identical in construction. One transducer is used to convert electronic pulses to mechanical waves and transmit these waves into a rock. The other detects the transmitted waves in the rock and converts them back into electronic signals. The basic element in both transducers is a piezoelectric crystal. The crystal is a disk made of lead titanate zirconate and has a natural resonant frequency of 400 kHz ±1% in the thickness mode. A schematic of one of the two identical transducing elements is shown in [Fig. 1.] A spacing of 6 in. between sending and receiving transducers has been found to be most satisfactory. The control-display unit consists of a pulse generator and a 1-in. oscilloscope. Various electronic devices are used for the power supply, amplification, and calibration. The amplitude of the square wave from the pulse generator can be continuously varied between 0 and +20 vdc. Pulse width can be set at 1, 2, 3, or 4 µsec. The repetition rate of the pulse can have the following values: 50, 75, 100, 150, 200, 250, 300, 400, 500, 750, and 1000 Hz. The oscilloscope delay system allows the travel time of the longitudinal wave passing through a rock to be measured to an accuracy ±0.1 µsec in the range from 0 to 995 µsec. Fig. 2 is a schematic of the various electronic sections in the control-display unit. After the completion, in 1905, of the Hammond Mining and Metallurgical Laboratory of the Sheffield Scientific School, Yale University, it became necessary to secure and assay a large assortment of ore-samples, and to arrange the results in such a manner as to admit of use with the least amount of work on the part of the instructor. At first, pulp-samples, together with their respective assays, were secured from the mines, smelters, and public aesayers, but this practice did not prove satisfactory. It was not only difficult to secure a suffciently large supply of material, but it was also impossible to secure the proper assortment required for instructing students. It involved considerable work for the donors to select the samples and furnish a record of the assays, and also for the instructors to examine each pulp and determine its character. Some of the samples did not contain a sufficient quantity of pulp for the student to check his work in case his first assay did not correspond to the record. In order to increase the number of samples and to vary the character of the material, pulp-samples were later mixed with barren rock and with sulphides, but this method also was unsatisfactory and has been discontinued. At present, small lots of ore are secured by gift or purchase from engineers, public assayers, and the managers of mines, mills, and smelters. These lots weigh from 10 to 100 lb. each, and are rarely finer than 0.25 in. in size. The larger samples permit of a careful study by the instructor in order to determine the best method of assaying to be followed. In universities in which assaying is taught the record of the samples should fulfill the following requirements:
