SOME of the more important properties of finished materials are strength, ductility, toughness, resistance to alternating and repeated stresses, etc: Of these, the property that appears to have received the least consideration, at least in this country, is toughness, which is clue, possibly, to our regarding toughness as a qualitative property or, at any rate, as one that, parallels ductility. This arises out of our greater experience with the simple carbon steels in the rolled or forged (non-heat-treated) condition which, qualitatively, are tough if ductile and are not tough if brittle. In this way we have erroneously become, accustomed to judging the toughness of a material from its behavior in the tensile or similar test. The point of view presented in the present paper is that toughness, like hardness or tensile strength, should be regarded as an independent property and of sufficient importance to require, in so far as that may be possible, quantitative determinations. If such be true, it becomes at once necessary to devise experimental means for measuring, or valuating toughness, and the notched-bar impact test (the Charpy test) is advanced as the most logical test that has so far been developed for this purpose. It is further advanced, with particular emphasis, that we have two kinds of toughness to deal with and, accordingly, they will be dealt with independently. CLASSIFICATION OF MATERIALS ACCORDING TO TOUGHNESS Toughness has been defined somewhat as follows: Tough materials are those that offer considerable resistance to permanent deformation but which, once such resistance has been overcome, may' be deformed plastically, but only by the expenditure of considerable energy. In other words; tough materials may be deformed plastically but they absorb a considerable amount of work in the process. The rock mechanics approach to stability problems of steep rock slopes dealt with in this article has particular reference to the concept and methods of analysis developed by the Salzburg, Austria, school of rock mechanics. These theories are based on the principal postulate of the anistropy of the technological properties of in-situ rock masses. The present approach, which is more in line with geological engineering concepts, differs distinctively from the soil mechanics and engineering geological concepts commonly practiced in the United States. PRINCIPAL ENGINEERING APPROACH TO GEOTECHNICAL PROBLEMS AVAILABLE ENGINEERING CONCEPTS At the present time two different concepts are available for engineering analysis of underground structures and foundations in different earth material: soil mechanics and rock mechanics. Of these two branches, soil mechanics is, after 40 years of initially revolutionary and more recently evolutionary development, well established. Its principal concept of replacing in-situ soils or rock masses by perfectly homogeneous substitues has resulted in many practicable methods of analysis which, if applied with judgement, have resulted in successful applications throughout the world. Conversely, rock mechanics is still in the early stages of revolutionary development. Few, if any, standard concepts or methods of analysis have been established. Opinions vary widely. At present the professional background of an investigator very often determines the engineering concept to be applied to a particular problem, rather than its actual requirements if considered objectively. This paper stresses the rock mechanics or geological engineering point of view advocated by the Salzburg group. A review of the soil mechanics concepts is considered beyond the scope of this paper. The solids of the slurry are concentrated and removed from the apex of the cone while the "thinner" portion is discharged from a central tube in a flat head at the large end, fig. 1. The advantages of the cyclone thickener are that large volumes of slurry may be treated with small space requirements and that the underflow concentration may be controlled easily and readily to meet varying feed conditions. TO give a concise history of the Woman's Auxiliary of the A. I. M. E. is a difficult task and much interesting information must needs be omitted. The organization has grown and evolved so much from its early simple beginning that it seems best to adopt the technique of some of our modern novelists and begin with the latest development. As the headquarters of the A. I. M. E. is in New York, it follows that the Woman's Auxiliary to the A. I. M. E. necessarily has also its central office and government there. The affairs of the organization are administered by a duly-elected president and five vice- presidents, a treasurer, recording secretary, and corresponding secretary and a board of directors, the personnel of which includes each chairman of a section or an elected or nominated representative who is able to attend the monthly meetings of the board and correspond with the section for which she acts, and the chairmen of the five standing national committees, i. e. Educational Fund, Library, Emergency, Membership and Hospitality. The chairmen of these committees are all responsible to the president and board of directors and their activities must be indorsed with their approval.

CAPTAIN JOHN H. BALLAMY John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on August 9, 1918. Captain Ballamy was born at Plymouth, Pa., in 1886 and graduated from the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. He continued this diligent and energetic practice for many years. For sixteen years he continued in the employment of the Delaware, Lackawanna & Western Railroad Company's coal mining department, first as a practical miner, next as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company's office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. CAPTAIN JOHN H BALLAMY. Captain Ballamy's military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers' training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on August 9, 1918.

Longwall caving, one of the most economical and attractive mining methods, is yet one of the most difficult and hazardous.1 This dualism is inherent in a method which manipulates the mine supports themselves to aid in excavation. The difficulty is further compounded by the lack of an analytical method to predict and control results. This paper is intended to meet this need by providing a first approximation to the mechanics involved. The analysis will be limited to materials which are linear-elastic, homogeneous and isotropic. The rock structure is assumed to consist of beds of uniform thickness with no interbed bonding.2 Consequently, the mine roof can be likened to a beam, in which the action characteristic of longwall caving is the controlled deflection of the barrier supports. This deflection causes load to be intentionally transferred from these barrier props to the working face.3 Two of the requirements of this method, shared in common with other mining methods, are the provision of (1) adequate and (2) safe working space. The third requirement is the one characteristic of longwall caving and is somewhat in conflict with the second; (3) the development of near-failure static loads at the face. Requirement (1) is handled by spacing the barrier props sufficiently far from the working face for efficient operation. Requirement (2) limits the static stresses in the structure to predetermined allowable values. This means that it is not desirable to induce a maximum load on the working face as requirement (3) may imply. Such a condition could produce collapse in the whole structure. It is the purpose of the undercut to limit the depth, and thereby control the failure of the face. Therefore, requirement (3) really means the development of an optimum, not maximum, load which, in conjunction with undercutting, produces failure at the working face, with minimum powder consumption. Stress analysis requires an exact delineation of the structure and loads. The structure will be defined as the immediate roof and its supports. Since the roof is severed at the caving line, the supports reduce to the barrier props and the working face, as shown in Fig. 1. The mechanics of failure within the working face itself are complex and beyond the scope of this study, since the face represents a typical mine invert structure.4 However, this lack can be made good by the judicious collection of field data. The primary load on the structure is its own weight or body load which can be considered uniformly distributed over its upper surface. Additional loading occurs due to interference of overbeds with the structure. Wherever this occurs, the effect can be approximated by a load uniformly distributed on the upper surface of the structure.5 When this interference is intermittent, as with a much thicker overbed, the elastic curve for the overbed is superimposed on that for the structure and the extent of interference noted, as Fig. 2 shows. However, for simplicity, this study will ignore such intermittent loads without impairing the generality of approach. Consequently, the free-body diagram is that of a uniformly loaded cantilever beam with an inter-mediate support, as shown in Fig. 3. MODERN industry's incessant demands for increased operating efficiency and lower costs require that hazards attending all occupations be reduced to a minimum. Reduction of the inevitable losses that result from accidents and injury to the worker is one of the important economic problems confronting industry today and is the basis for the widespread safety movement. Dr. Charles E. Munroe, chief explosive chemist of the U. S. Bureau of Mines, is father of the statement, "The existence of a nuisance is evidence of an economic waste." This pointed expression of the internationally recognized scholar and explosives engineer has a direct relation to the prevention of accidents. Every injury and death in industry is a waste in human endeavor and a lessening of productive gain. Dr. Munroe has aptly paraphrased his previous summation with reference to wastes as follows: "A lost-time accident is evidence of an economic waste." That the economic waste entailed by occupational accidents is chargeable to industry is well substantiated by the fact that all but four states (Mississippi, South Carolina, Florida and Arkansas) now have workingmen's liability and compensation laws.

ALL technical men who are planning to visit the Century of Progress Exposition in Chicago this summer-and all reports indicate that it will be worth visiting-should try to be there during Engineers' Week, beginning June 26. At that time most of the national engineering societies of the country will hold important meetings in that city. Engineers will thus have an opportunity not only to see the Fair at a time when special programs have been arranged for their benefit, but will have the opportunity to meet their professional brothers and to attend technical sessions of direct interest to them. The A.I.M.E. headquarters will be at the Stevens Hotel, and it will be to the interest of every Institute member who expects to attend the Fair at that time to secure his accommodations as promptly as possible. I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator. Its area is 908,000 sq. miles, which is almost one-quarter that of the United States and Alaska, or more than one and one-half times that of Alaska. Stated in other terms, its area is nearly one-third that of the United States, exclusive of Alaska and the insular possessions, or more than that of all the United States east of the Mississippi river. Large deposits of manganiferous iron ores, representing several million tons of metallic manganese, occur in the United States. The Minnesota deposits of such ore are of outstanding importance because of their size, state of development, ease of mining and proximity to the Great Lakes, which permits water transportation to steel centers. In view of the fact that our steel industry requires large quantities of manganese, for which no satisfactory substitute has been found, and because our reserves of ferro-grade ore are comparatively small, the development of methods that will make our large deposits of manganiferous iron ores available as a source of ferromanganese is an important problem. Realizing the importance of this problem, some years ago the North Central Station of the U. S. Bureau of Mines and the Minnesota School of Mines Experiment Station undertook jointly the development of methods for recovering the .manganese content of manganiferous iron ores in a form suitable for the production of ferromanganese, the 80 per cent. alloy indispensable in producing steel. Two types of manganiferous iron ores have been described in previous reports.' The brown ores are higher in iron and lower in manganese than the black ores; the black ores are more siliceous but contain less phosphorus. The utilization of the iron content of the brown ores in the production of steel appears to furnish the best basis for their treatment. The method of attack has been to work out modifications in iron and steel practice so as to recover manganese in the form of slag comparable to ferro-grade ores. The greater part of the experimental work has been conducted with a 6-ton blast furnace and a 1/2-ton basic open hearth. The extraction of quartz from siliceous iron ores by dissolution in sodium hydroxide solution has been described in detail in AIME Transactions. l923 data reported covered the temperature range from 230-416°F, where a continuous increase in the amount of silica extracted with increase in temperature was found. It is the purpose of this paper to describe some unexpected results of more recent work exploring principally the range of 500600°F where higher rates and greater amounts of silica extraction were antici-p ted. In brief, the experimental procedure consists in digesting the ore under pressure in solutions of sodium hydroxide, filtering the suspension and weighing and analyzing the dried residue for iron content. The amount of extraction is calculated from the weight loss or from the iron analysis of the residue and that of the original ore.

MANY members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American. mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. In the presence of oxygen, galena is oxidized in an aqueous medium containing ammonium acetate in accordance with the following reaction: PbS + 1/2 0, + 2 NH~Ac -» PbAc, + So + 2 NH: + H2O. This reaction was studied in an autoclave under oxygen pressure by polarographic measurement of the concentration of lead ion in solution. Oxidation rate is parabolic. The reaction products are lead acetote and elemental sulfur, the latter forming a film on the galena crystal. Reaction kinetics appear to be determined by the diffusion of lead from the galena phase to the solution interface through the film of sulfur. RECENT applications of pressure leaching on a commercial scale have emphasized the metallurgical importance of the oxidation of sulfide minerals in aqueous media by oxygen under pressure. Research experience has shown that sulfates, thio-nates, and metal oxides are the products of humid oxidation of sulfide minerals in basic solutions. The metal oxides may be solubilized in the presence of a complexing ion.' Certain oxide minerals are also amenable to treatment by this type of oxidation.' Several kinetic studies have been made of reactions of this type. Stenhouse' found that pyrite (FeS?) oxidized in a sodium hydroxide solution to produce a soluble sulfate and an insoluble layer of iron oxide and that the kinetics of the reaction were controlled by oxygen diffusion through the oxide layer. Andersen' studied the oxidation of galena (PbS) in a sodium hydroxide solution under oxygen pressure. He found the lead and sulfur to be simultaneously oxidized to produce plum bite ions and sulfate ions, and that the reaction rate was proportional to the surface area of the galena. The kinetics appeared to be determined by the reaction of oxygen and water with the galena surface. In each of the above reactions the metal and sulfur components of the mineral were oxidized simultaneously and at equal rates. In the present study the alkaline medium has been replaced by an approximately neutral solution of ammonium acetate in which lead sulfate is soluble. Under the conditions no sulfate was produced and no sulfur could be detected in the solution. The metal component of the mineral was solubilized and the liberated sulfur remained as a film of elemental sulfur on the surface of the galena crystal. A kinetic study of this reaction was undertaken to establish the kinetic mechanism and to determine the rate controlling step. Specific reaction rates were determined by oxidizing crystals of galena of measured surface areas in an autoclave maintained at the desired temperature and oxygen pressure. The rate of reaction was followed by measuring the concentration of lead in the ammonium acetate solution with a cathode ray polarograph, employing stationary platinum electrodes incorporated in the autoclave. An equation derived from first-order kinetics and accounting for return from froth to pulp has correlated continuous flotation data. The concentration of floatable material in the pulp can be altered either by changing the feed concentration or the feed rate. The latter does not affect the flotation rate constant, the froth to pulp return constant, and the concentration of non-floatable material in both the pulp and concentrate. Both the return constant and the concentration of non-floatable material in the pulp are directly proportional to the feed concentration, while the concentration of non-floatable material in the concentrate is related to the feed concentration. The investigation of the froth flotation process by continuous test methods, previously used by Brown and smith,1 Jowett and Safvi2 and Jowett and West,3 is being continued. Recent tests, primarily concerned with flotation cell design, have yielded kinetic data suitable for testing an equation proposed by Arbiter and Harris4 which postulates that a flotation process is defined by two rate constants: 1) the rate constant for mass transfer from pulp to froth. Previous workers have regarded this as the flotation rate constant. 2) the rate constant for mass transfer from froth to pulp, which has previously been ignored. THEORY Under continuous flow conditions at the steady state in Fig. 1 the equation developed4 is Symbols are defined in Table I. An improved technique has been developed for the deoxidation of palladium with aluminum which is especially suitable for use in making small castings with an induction-melting and casting machine. The effect of various crucible linings on the efficiency of the residual deoxidizer and accompanying oxide film in protecting palladium against oxidation during remelting also has been examined; the preferred crucible lining consists of zirconia cement. THE objective of this work was to develop a simple method of deoxidizing induction-melted palladium which would be suitable for use by manufacturers of jewelry and other small castings. In a common method of deoxidizing torch-melted palladium a piece of aluminum foil is dropped on the surface of the molten metal. If a film is present, which is usually the case, it must first be removed by oxidizing the molten metal thoroughly because it would interfere with the entry of the aluminum into the melt. Removal of the film is probably facilitated by a mild fluxing action of the silica crucibles which are used for torch-melting. However, removal of an alumina film from molten palladium in the crucibles normally used for induction melting is a much slower process and it became necessary to modify the de-oxidation procedure. In the modified procedure the charge is simply melted and the desired amount of aluminum, crimped to one end of a tungsten wire, is plunged through the film into the palladium and the wire immediately withdrawn. The trace of tungsten which dissolves along with the aluminum can be avoided, if considered objectionable, by using a palladium wire. In view of the persistence of the alumina film under the conditions of induction-melting it also was decided to ascertain the efficiency of this film in protecting palladium against oxidation during repeated remelting and casting. Melting Equipment and Materials The equipment used for melting and casting consisted of an Ecco GC:6, 6 to 8-kva high-frequency converter and an Ecco M34B centrifugal casting machine. This unit is being increasingly used for making jewelry and dental castings and it also has been found useful in making exploratory melts of a variety of nickel alloys, for which purpose it is well suited on account of its speed of melting and economy of material. A description of the machine and its operation will be published elsewhere.' A common palladium jewelry alloy, 95.5 palladi-um-4.5 ruthenium (referred to as "palladium" in the trade), was selected for the deoxidation tests. It was available as melting stock which had been melted in air to free it from oxidizable impurities, and also as clean scrap from previous melts which had been deoxidized with aluminum. The latter was thought to be typical of clean "palladium" scrap to be found in a manufacturing jeweler's establishment and it is also similar to one brand of "casting palladium." By the same token, the oxidized melting stock corresponds to "casting palladium" after the latter has been melted and thoroughly oxidized: Pure aluminum wire (99.9 pet), 0.032 in. diam; 1 in. = 0.036 g. Scrap tungsten wire, 0.014 to 0.020 in. diam. Argon, commercial water-pumped; 99.9 pet pure Experimental Procedure Samples of about 50 to 75 g of the palladium alloy were melted in a crucible lined with a proprietary refractory alumina cement. Some charges were melted in air, others in argon. The oxidized melting stock was melted and solidified a number of times in order to remove as much oxygen as possible before deoxidizing, but this treatment was unnecessary in the case of scrap.
