What attracts young engineering graduates into the coal industry? What do these young men expect of a career in coal mining? These questions are often asked and debated by mining men throughout the country. In order to present a comprehensive answer to them, an opinion survey was conducted at West Virginia University's School of Mines among the junior and senior classes and part of the sophomore class. The tabulation of the answers showed that the present-day mining engineering student is an older, more mature individual as compared with former years and as compared with other present-day college students. The average age of the country's record-breaking 150,000 college graduates is 24 years. Among this year's mining graduates at West Virginia University, 78% are of this age or older. Over half (54%) of those polled in the survey are married. This is com- pared to 30% as a national figure. Of those married, 38% have one child and over 6% have two children. The entire senior group covered by this survey has averaged almost three years in the armed forces. An article entitled "The Class of '49" in the June issue of Fortune magazine states that this year's class is the oldest, most mature class in history. Our survey indicates that the mining engineering students at West Virginia University are well above the average in this respect.

At the last meeting of the Institute, Mr. Per Larsson read a very interesting paper on the Chapin mine of Michigan, in which he described the systems of mining that had, at different times, been tried in that great ore-body, and especially the system now in use, which consists in working the ore out from the bottom upward in lifts. Shortly after that paper was written, but before it had been published, or that I had had an opportunity of reading it, I bad the pleasure of visiting the mine. At that time I was making a profes sional examination of a nnmber of the mines on theGogebic Range, and others in the Menominee region, Michigan and Wisconsin, and had occasion then, as during several previous visits, to study closely the methods and cost of mining in these districts. As the outcome of these investigations, it appeared evident to me that the system of working on the chamber-and-pillar plan, which up to that time had been the only method of underground work adopted in the Gogebic

The Australian continent possesses significant reserves of a wide range of minerals, including bauxite, coal, copper, diamonds, gold, iron ore, lead, manganese, mineral sands, nickel, phosphate, silver, tin, uranium, and zinc. Australia's identified economic resources of many minerals are very large as indicated in Table 1. A sophisticated and highly experienced mineral industry is now an established feature of the Australian economy and Australia is the world's largest exporter of iron ore, alumina, mineral sands and refined lead and amongst the leading suppliers of many other commodities such as coal, lead and zinc ores/concentrates, nickel, refined zinc, tungsten concentrates and bauxite. The industry exports 70% of its production. This is reflected in the value of Australian mineral exports which have grown from about $200m in 1960/61, comprising 10% of total export receipts, to about $1265m or 29% of export income in 1970/71 to around $7061 representing 37% of Australia's total export income in 1980/81. AUSTRALIA'S MINERAL RESOURCES POLICIES Federal and State Governments' Responsibilities Australia has a federal system of government comprising six States, a self-governing Territory and a Federal Government. Under the Australian federal system the Constitution sets down the powers of the Federal Government. All powers not assigned to the Federal Government in the Australian Constitution reside automatically with the States. Certain of these broad powers result in the Federal Government having a significant influence on resources development. For example, in being responsible for economic management, the Federal Government's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Federal Government is of direct importance to decision-makers in the resources industry. The Federal Government is responsible also under the Constitution for external trade matters; and international trade and commodity matters are increasingly important in Australia's international relationships. Foreign investment is another area where the Federal Government has a role to ensure that national interests are protected. This foreign investment power flows from the Federal Government's control of foreign exchange movements into and out of Australia. However, before enlarging on these and others of the Federal Government's powers and policies, it should be emphasized that the State governments, by virtue of their wide powers to regulate matters within their own boundaries, are more directly involved in the day-to-day administration and regulation of mining operations. For instance, the powers of the State governments include the responsibility-for the granting of exploration rights and mining leases, the approval of mining operations and the levying of royalties and other like charges. Administrative arrangements covering the granting of minerals and petroleum exploration and development titles vary from State to State. Before development rights are granted, State governments consider environment protection and rehabilitation aspects of development proposals. The provision of infrastructure within State borders is a matter primarily of State government responsibility. It is usual practice in Australia for State governments to construct and operate infrastructure services such. as railways, ports and electricity generation and transmission. The States may also provide certain public services such as electricity. and water, port and loading facilities, communications, health and education services which form part of the infrastructure of mining operations. In remote areas the mining companies themselves usually are expected to provide much of this infrastructure. However, the Federal Government is primarily responsible in some fields, such as telecommunications and parts of the railways network. State governments carry out preliminary exploration and geological mapping and some are directly involved in the mining of coal for power generation. The Federal Government's responsibilities in addition to economic management, taxation, international relations, foreign capital and investment, include regulation of exports, environmental matters and matters affecting the Aboriginals of the Northern Territory. FEDERAL GOVERNMENT POLICIES The continued sound development of the minerals and energy resources sector is regarded by the Federal Government as being of very great importance. However, the Government does not seek to participate directly in resource developments. It sees its role rather as that of establishing a sound economic and policy climate in which private companies can identify opportunities, seek out customers and marshall the necessary capital for the development of resource projects.

Within the mining industry, open-pit mining has progressed to a point where a 200-yard walking dragline is as conceivable today as a 35-yard dragline was just a few years ago. This is possible due to the technological advances and efforts of the excavator manufacturers, and the manufacturers of electrical equipment have always stayed abreast with them in meeting their requirements and in making available their experience with the latest control techniques and hardware from various fields for application in the mining industry. An electrician in the coal mines of Pennsylvania who had not heard the word "thyristor" a few years ago now wonders how the old excavators with Rototrols® and magamps could ever work. The thyristors, transistors and operational amplifiers which were considered too fragile and delicate for a rugged and severe application like the mining industry, today constitute the brain of an excavator control taking commands from the operator and giving signals to the muscles of the excavator to move the bucket within a few seconds. A giant 200-yd bucket filled with overburden moves within seconds of the operator's command. Digging cycles for these excavators range from 40 to 60 sec depending on the swing angle. With these tremendous production capabilities of the excavators, the equipment failures and downtime become very expensive, and the loss of return on large capital investment for such machines becomes intolerable. Even though these failures and downtimes cannot be avoided completely, a good preventive maintenance program can help reduce them, thus increasing the machine availability. As we shall see below, the causes for breakdowns and failures of electrical equipment can be analyzed and a good preventive maintenance program can be drawn up to eliminate most of these failures.

THE northern anthracite fields, although facing the same economic problems as the southern fields, are confronted with the additional problem of fast dwindling reserves of anthracite which can be conventionally and economically won. The mining of coal which remains in thin beds and the recovery of pillars from areas heretofore considered unrecoverable, either by reason of cost or surface restriction, pose problems of in- creasing importance to the economic life of the northern field operations. Successful approaches have Been made to this problem and other work is being performed that holds promise. There exists in the northern anthracite field millions of tons of solid coal, the recovery of which has not been too successful due to the following inherent operating faults: inability to concentrate producing areas; the great quantities of rock to be cut and handled, lack of consideration of proper sequence and speed of second mining, and the continued use of the mine car as the basis of payment. A mining system that has successfully solved these major problems has been in operation in the Scranton area since 1944. Over 1% million tons have been produced from veins varying from 3 to 4% ft thick by this method, which is known as the multiple panel-triangular system-conveyor mining.

ThRee great deposits of iron-ore, in Camaguey and Oriente Provinces, Cuba, are well known to me through careful field-examinations executed in the years 1901 and 1907. In 1901 I visited the Cubitas iron-ore district, which lies about 12 miles distant from the city of Camaguey in a northerly direction, and the Mayari district, which includes the Sierra Nipe, lying opposite Nipe bay on the north side of Oriente Province. In 1907 I again visited the Cubitas district, and also made a sojourn of several days in the Moa district, where the extensive deposits of iron-ore were observed and studied. The observations of 1901 were made under the auspices of the then Military Governor of Cuba, Gen. Leonard Wood, and my conclusions concerning the value of these deposits were incorporated in a report.' The examination of certain denouncements of iron-ore in the Moa district in 1907 was made in behalf of iron-masters operating in the United States, to whom I reported the existence of large amounts of easily-workable limonitic iron-ore, properly designated " brown iron-ore " in the terminology now current among iron-ore producers in the United States. In 1908 I published a paper entitled, Three Deposits of Iron Ore in Cuba, outlining the occurrence and origin of the surfi-cia1 ores existing in the Cubitas, Mayari, and Moa districts.2

NORMAN CARMICHAEL.-We realized the objections too the gable-bottom car, but were almost forced to its adoption by the same reasons that caused us to retain the 20-in. gage. To use another car would have meant a vast number of changes, for our transportation system was quite extensive; all mine chutes and ore bins were arranged for that car. Had we been laying out, new works, many of our decisions would have been different. MEMBER.-If you were planning it now, would you not put in box bottom cars with a rotary dump? NORMAN CARMICHAEL.-We surely would. One objection to the gable-bottom car is the spill. No, matter how carefully the cars are kept up,: there is always leakage and spill. The cost of keeping and maintaining the cars in a good state of repair, so as to keep that loss at a minimum, is not necessary for a box-bottom car.

WITH the movement of American capital into foreign investment, a new field of specialization for the American mining engineer is gradually opening a field hitherto entered almost wholly by chance and without full appreciation of its possibilities. Our age has been fitly called the "Age of Specialization." The special application of one's knowledge and ability to a definite and restricted branch of .his profession is purely a modern condition. Any profession, or branch of a profession or, industry, in which the problems may be segregated into definite types, calls for specializa-tion. Modern industry demands efficiency and that, reduction and ultimate annihilation of waste. Effort and time wasted by workers' on a problem with which they are not familiar is as flagrant a waste of money -the final standard-as any waste of materials. One of the subdivisions of mining engineering which is beginning to be recognized is of engineers who are clearly conversant with the particular and peculiar problems obtaining under foreign operating conditions. The need is as yet obscured, however, by the domestic prosperity of our American mining industry. The opportunity here lies more with the American engineer than with other nationals. The foreign en-gineer now in that service is not there through a realiza-tion of the special opportunities that exist, but through necessity, whereas, with the American engineer, more especially ,the recent graduate or those who will soon graduate, this is a new field to be entered wholly by choice. As a matter of fact, many engineering students will find it necessary to seek foreign service if they wish to remain in mining. Although the scope of the domes-tic industry is tremendous and there are many positions open to the junior engineer, there are not enough for the great number of graduates turned out yearly from our, mining schools. Educators tell us that less than 40 per cent. of the students in engineering schools gradu-ate; and of these but a minority continue in engineering. Even this minority is too great for our domestic. In-dustry, and although the young engineer realizes that condition after a few years he rarely seeks foreign work. A. perusal of the directory of the American Institute of Mining Engineers indicates that, but about one-half of one per cent of the Junior Associates are in positions outside of North America. Granting that most of them are still in school, the figure is surpris-ingly small.

BLANDFORD. C. BURGESS, the new Chairman of the Industrial Minerals Division, took the advice of Horace Greeley in reverse-he turned his hack on San Francisco and the Golden Gate, and after a few side excursions toward Alaska and Arizona, hit the trail eastward, not for the lonesome pine, but for Spruce Pine, N. C. Born Aug. 10, 1893, in San Francisco. Burgess found his first job, shortly after finishing high school at 19, as axeman for a surveying party of engineers working for the Southern Pacific Co. in Oregon. Later he moved on up with them into Alaska. He liked the engineering profession, and decided to equip himself further so he entered the University of California in the fall of 1913. and for the next two years devoted himself to acquiring an education in civil engineering.

Primarily, this report presents the results of direct efficiency tests which were conducted on the 200-hp Coal-Pak, hot water generator, No. 3 unit, at the Otterbein College heating plant in Westerville, Ohio. Also included is a comparison of fuel consumption of the old plant with that of the new plant, a comparison of efficiencies obtained by the indirect method on a 300-hp Coal-Pak, and the cost of gas vs coal to show the savings effected by the latter. Tests were conducted with ten different bituminous coals selected by Mr. S. A. Frye, business manager at Otterbein College. The coals, of ten different suppliers, from four different states and eight different seams, represented competitive products economically available to the heating plant. The tests were conducted by the usual plant personnel which consisted of the plant superintendent and two assistants. No outside supervision of any kind was given during the tests. The tests were made from Dec. 13, 1960, through Mar. 4, 1961. During this period, 300.03 tons of coal were burned in the No. 3 unit. This tonnage represented 25.5 pct of the total coal requirements for the 1960-61 season. Operation during the period was typical for the comfort heat load which the plant supplies. Of the 78.12 operating days, the boiler was on bank or holdfire 14.31 days, or 18.32 pct of the time. The length of individual bank periods varied from 2 hr to three days. Run periods varied from about 2 hr to 7.26 days. DESCRIPTION OF PLANT AND HEATING EQUIPMENT The new Otterbein College heating plant, completed in the summer of 1957, is located in a 50x50 ft boiler room on the lower level of a combination maintenance building and heating plant. The building is situated away from the main college complex on a hillside, which allows for on-grade delivery of coal to the three bunkers. The bunkers are located directly above and connected with the individual stoker hoppers. Fig. 1 shows an in-plant view of the Coal-Pak installations. The No. 3, hot water, unit is at the extreme right. The heating plant consists of three 200-hp Coal-Paks. Unit No. 1 is operated at 4 psi and carries the steam heating load of 14,000 sq ft EDR (steam) installed in two buildings. Provision has been made to convert these buildings to hot water heating at some future date. Since the unit under maximum load conditions operates only at about 50 pct steaming capacity, a heat exchanger was installed to convert steam to hot water. Thus, during light loads in mild weather the unit can be employed more efficiently to supply both steam and hot water and eliminate the need for operating either of the two hot water units. Units No. 2 and No. 3 serve a hot water heating circuit for a large group of 21 buildings of the College. These boilers deliver hot water at temperatures up to 200°F to the various buildings through distribution lines in tunnels. The present calculated maximum heat loss for the College is 15.195 million Btu per hr. The Coal-Paks have individual design capacities of 6.700 million Btu per hr. Table I lists the design date for the Coal-Paks. The No. 3 unit was chosen as the test unit, primarily because of its bunker location at the far end of the delivery ramp. Because of this location any excess coal above bunker capacity could be conveniently stored and isolated from the adjoining bunkers. Each bunker has a capacity of 30 to 35 tons of coal. The notes given in this paper, the result of observations made during recent brief professional trips to the northern States of Mexico, are offered as a slight contribution to the geological knowledge of a region little known, but long famous for its rich gold- and silver-mines. They are not detailed geological studies, but they contain, I believe, the salient facts. The following districts were visited: 1. Santa Eulalia (silverlead) ; 2. Parral (silver-lead); 3. Las Vigas (copper); 4. Jimenez (copper); 5. Guadalupe y Calvo (gold); 6. La Cumbre (gold); 7. Palmarito (silver); 8. Cananea (copper); 9. Sierra Pinitos (gold); 10. Sierra Azul (gold). 1. The Santa Eulalia Silver-Lead Deposits. Seventeen miles SE. of Chihuahua is the mining district of Santa Eulalia, to which that city owes its origin and long prosperity. Discovered in 1703, this district has been, and still is, one of the great silver-lead producers of the world. For 86 years after its discovery, the total output upon which the crown tax was paid amounted to $112,000,000. Worked until within the last 20 years by the most primitive methods, without machinery of any kind, the deposits continued to yield a vast treasure of silver; at present the yearly tonnage far exceeds that of former times. A broad-gauge road runs from Chihuahua up the valley of a small creek to the village of Santa Eulalia, which is situated within the borders of the mountains of that name. A few miles out of Chihuahua a narrow-gauge railway, owned by the Chihuahua Mining Co., branches off to the mines. This road ascends a smooth but steeply-rising plain to the base of the mountains, and winds about the slopes until the mines are

THE slag performs two useful functions. in open-hearth steel-making. First, it is the means of disposal of all the impurities, save carbon, which are removed from the charge materials in refining the steel, so it must be suited to receiving and retaining as much as possible of undesirable elements with minimum loss of iron and useful alloying elements. Second, the slag serves as a buffer between the flame and the bath and transfers oxygen to the metal at a measured pace contrasted with the violent and difficultly controlled oxidation of the bessemer process. At the same time, the slag is a thermal insulator that limits the rate at which heat can be delivered to the metal from the flame, and a heavy slag blanket thereby serves as a brake on production rates. It has been said with justification that the secret of good steel- making is to make a good slag and the steel will take care of itself. In a broad sense, the subject of slag control includes not only the adjustment of the composition of the slag but also of its relative weight in terms of percentage of the metal-bath weight. The slag is made up essentially of: (1) oxides formed by oxidation of silicon, manganese, phosphorus, and iron in the charge, (2) SO2, MnO, MgO, and other oxides charged as such or introduced incidentally with ores or fluxes or by refractory erosion, and (3) lime charged or fed to the heat to neutralize the "acidic" oxides present (SiO2 and P2O5). Obviously, if practically perfect control were possible over the composition of the charge as well as over the oxidation process during the melting period, both slag weight and composition would be very nearly predetermined, and the control problem would be solved. Unfortunately, only a somewhat imperfect control over these factors is possible, so the operator must begin during the lime boil and continue through the refining period to discover and correct departures from the normal pattern of slag development. IN previous papers' ' details were given of the constructlon and use of an apparatus to study the rate of chlorine consumption and the rate of sul- fate and sulfur production when dilute aqueous chlorine solutions were allowed to react with pyrite and galena in acid solutions at or near room temperature. The reaction with pyrite was very rapid, and hence entirely transport-controlled in its kinetics, and produced only ferric and sulfate ions. Discussion of Mr. Baker's paper, read at the Lake Superior Meeting, September, 1904. MR. T. F. WITHERBEE, Durango, Mexico (communication to the Secretary*) : Mr. Baker's paper is very instructive in that it shows how furnace-derangements sometimes originate from apparently slight causes. In 1896 a similar burning through of the lining occurred at the Mayville furnace of the Northwestern Iron Co., Mayville, Wis., in exactly 38 days from the time the furnace was blown in. At that time I attributed it to the fact that the bell was carried several inches to the front side of the furnace, the length of the versed side of the arc described by the lever, thus dumping a little more of the charge on the back side, which made the front side of the furnace-charge more open and consequently increased the circulation of the furnace gases through it. After reading Mr. Baker's description, I believe that possibly a little more ore was charged on the back side of the hopper, due to the fact that it was nearest to the elevator. This unequal charging, however, was unconsciously done, as the fillers were both honest and faithful. The illustration of the burned lining of Furnace No. 1, given in Fig. - of Mr. Baker's paper answers very well for the Mayville furnace. It shows that in both cases the destruction of the lining was largely due to faulty construction, in that there were no cooling-plates in the angle of the bosh and in one or two courses of brick above it, where I believe they are-more in demand than anywhere else in the furnace. The presence of these cooling-plates at the angle of the bosh would have obliged the current of the hot gases to turn the corner and would have prevented them from following the angle of the bosh com¬pletely through the lining and shell.

The State Mining Bureau of California under the direction of Fletcher Hamilton, State Mineralogist, is starting a field campaign to report on the economic minerals of California, which have an important industrial and military bearing on the present war situation. Particular interest and value attaches at the present moment to our available supplies of chrome, coal, iron, magnesite, manganese, molybdenum, quicksilver and tungsten. Trained geologists and engineers of the Bureau's staff are being sent, out to obtain information with relation to the latest developments. Advance notices will be sent to the local newspapers, from time to time, of the arrival of the engineers in the various districts. All persons interested in the minerals mentioned are earnestly urged to cooperate with the State Mining Bureau by meeting the field men while in their districts or by communicating direct with the State Mineralogist at his office in the Ferry Building, San Francisco. The State Mining Bureau has just issued Bulletin No. 72 on The Geologic Formations of California. It was written by Prof. James Perrin Smith of Stanford University, and contains a complete bibliography and resume of all of our present knowledge relative to the geological formations occurring in California. It also contains much previously unpublished data, and six tables showing geologic columns. It covers 41 pages.

All crude oils become more viscous when chilled, but the only oils that congeal and precipitate paraffin to such an extent as actually to cause production troubles are those that contain an appreciable amount of wax. In handling these oils of high wax content, three distinct problems may be encountered before the oil reaches the refinery. The first problem is the precipitation and accumulation of paraffin in the well, either in the oil string or on the face and in the pores of the sand. The second problem is the accumulation of paraffin and the congealing of oil in the transportation lines. The third problem is the precipitation of paraffin and the formation of tank bottoms. Factors That Control the Solubility of Paraffin in Crude Oil Two main factors, possibly three, govern the solubility of wax in crude oil. The first of these is temperature. The solubility of wax in crude oil increases with an increase in temperature, and as the temperature approaches the melting point, the wax becomes soluble in all proportions in the crude oil. The higher the melting point of a wax, the less soluble it is in crude oil below its melting point. All crude oils containing wax can be chilled to a point where the oil is saturated with wax. If the temperature is decreased below this point, some of the wax will crystallize from solution. Fig. 1 shows the effect of temperature on the solubility of crude paraffin in oil. The second factor is the amount of volatile constituents and gas removed from the crude oil. Evaporation of the volatile constituents and gas lessens the volume of the oil and concentrates the solution of wax in the oil; therefore less wax can be held in solution at a definite temperature. As the natural amount of wax present in the oil is constant, this results in the oil becoming saturated with wax at a higher temperature than if the volatile constituents and gas were still in the oil. As an example of this, a fresh sample of crude oil having a gravity of 39.8

The opening session of the Institute was held at the rooms of the American Society of Civil Engineers, No. 4 East 23d Street, VicePresident R. W. Raymond in the chair.
