The Mining Engineering Society of the State College of Washington, Pullman, Wash., has elected the following officers for this semester: F. MASON, President, WILLIAM WHITE, Vice-President,. L. E. TRAEGER, Secretary and Treasurer. The Society holds meetings every two weeks at which papers on mining and metallurgical topics are presented by students and members, of the faculty. At the meeting of Oct. 25, Prof. H. R. Robbins gave an interesting talk upon the Rankin Process for the treatment of base-metal ores. In this process the metals are extracted by the use of nitric acid, the acid -being recovered almost entirely. Prof. Robbins thinks the process has great possibilities, but it has not yet been worked on a commercial scale. The Missouri Mining Association, the student organization at the Missouri School of Mines, Rolla, Mo., has. elected the following officers for the ensuing year: L. W. EHLERS, President, H. A. KLUGE, Treasurer, J. G. REILLY, Vice-President, N. E. RITTER, Secretary.

Building up the USSR's economic strength was the result of all the achievements and successes of our economy. The Soviet Union was the first to begin planned guidance of the economy. The mining industry of the USSR, which holds the first place in the world output of mining production, has always been considered as the main raw materials basis of the country's economy. High and stable development rates are a feature of planned economic management, based on the social ownership of the means of production. During the past ten years from 1965 to 1875 the national income used for consumption and accumulation increased practically by 1.9 times. There has been no inflation, no unemployment in the Soviet Union for about forty years already. High and stable growth rates of the production of mining industries and that of the branches, which are their direct consumers are characterized by the data in table I. The achievements and successes of the economy's development are to a great extent determined by the three planning components, which are as follows:

U.S. Steel Uncovers Massive Iron Ore Deposits in Nevada United States Steel Corporation has confirmed that mineral investigation in Lyon County, Nevada. has been under way since 1960. Confirmation followed press reports of a statement attributed to a Nevada State inspector of mines to the effect that the Corporation has found a major iron ore deposit that may also contain copper ill West Central Nevada. Drillings over the years in a number of locations have indicated extensive iron ore bodie containing a possible quarter of a billion tons of ore of a basically magnetite composition. analyzing less than 40% iron, which would require beneficiation for commercial use. Some of these deposits are deep- lying while others would permit open pit mining. These bodies contain copper in quantities of approxiimately 0.3%. More recent drilling in another area has disclosed evidence of additional deeply-lying deposits of a lower fe content but with more promising indications of copper. A realistic estimate of fe and cu ore reserves cannot be made until more drilling is completed.

THE important permanent-magnet alloys 15 years ago contained carbon and depended upon it for their permanent- magnet properties. In recent years great, advances have been made in a number of new alloys substantially free of carbon. These include Remalloy,l an alloy of iron, cobalt, and molybdenum, the various iron- nickel-aluminum alloys of the Mishima2 type, and the more recent Alnico V3 in which the best properties are developed by heat-treating in a magnetic field. The Mishima and the Alnico types of alloys are very brittle and after casting must be ground to size. This article describes a permanent-magnet material4 that can be machined as cast, and when handled with some care can be .rolled to thin sheet and drawn to fine wire. Optimum magnetic properties are developed by a simple heat- treatment, and at this time the ductility A of the alloy disappears. If the cast alloy is heat-treated without cold-working the magnetic energy product is about 1.0 X 106. This material is called Vicalloy I (pronounced vicalloy, V for vanadium, I for iron, and C for cobalt). When the alloy is first hot-worked and then considerably reduced in area by cold-swaging, drawing or grooved rolling, it is found that after heat-treatment the magnetic energy product measured in the direction of previous extension can be increased to 2.0 to 3.5 X l06. These higher values have been obtained only after reductions in area of 75 to 95 per cent, and since the material hardens considerably during working, the reduction ordinarily can be accomplished only in fine wires, although larger sizes can be reduced by the use of powerful machinery. When the material has been cold- worked in such a manner as to improve its energy product substantially, it is called Vicalloy II. Commercial use of Vicalloy has been made in the recording of speech. Tape 0.002 by 0.050 in. has been found superior in quality to all others tried, and is now used in the Western Electric Mirrorphone In a variety of forms Vicalloy I or II is useful in many laboratory instruments, and in experiments in which the sizes and shapes required cannot be obtained with the other more brittle permanent-magnet materials. In 1936, during a study of other age- hardening magnetic systems, it occurred to the author that some of the iron-cobalt-vanadium alloys might be suitable for permanent magnets. The proportions of iron, cobalt, and vanadium were varied and a range of alloys of particular interest was found, as shown by the indicated area in Fig. I. The limits of this range of com- position are 30 to 52 per cent iron, 36 to 62 per cent cobalt, and 4 to 16 per cent vanadium. The compositions indicated by points outside this area were also tested. RESOLUTION ADOPTED BY THE BOARD OF DIRECTORS AT ITS MEETING ON APRIL 17, 1936 Recognizing the fact that the problems of the committee named by the Board to prepare the " official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee. NOMINATIONS TO BE MADE Each year the Nominating Committee is to select "official" candidates for eight places, as follows: (1) President and Director (2) Vice-President and Director (3) Vice-President and Director (4) Director (5) Director (6) Director (7) Director (8) Director GEOGRAPHICAL DISTRIBUTION The Bylaws provide that "the Nominating Committee shall, so far as practicable, distribute representation on the Board geographically." Pursuant to this provision, the United States, Canada and Mexico have been divided into fifteen districts, as shown on the official map.* Districts 1, 5, 6, 10, 11, 12,13,14, and 15 are assigned one Directorship each; District 2, three Directorships; District 3, eight Directorships; District 4, two Directorships; and Districts 7, 8, and 9, two Directorships between them. It will be the duty of the Nominating Committee to make selections that will give effect to this allocation of Directorships. There is nothing to prevent a Director being named to succeed himself. Attention is called to the: fact that many Institute members now resident in New York formerly lived in the West, South, or North and still have intimate business connections that compel them to visit various parts of the country periodically. Such men are particularly valuable as Directors and their nomination and election tends to minimize the objection that a large number of Directors reside in New York.

DURING the spring of 1910 I visited a number of open-pit brown-coal mines and underground workings in the vicinity of Halle, Halberstadt, Leipsic, Cologne and Bonn. The notes which I took and the observations which I made at the time have been condensed and make up the principal part of this paper. Certain supplementary information has been taken from several sources which are given in the paper. The mining of brown coal is one of the important industries of Germany. The coal varies in color from dark brown to almost black and is soft like loam. Pieces of wood and strips of bark and, even parts of tree trunks are frequently encountered in the excavation although the coal for the most part consists of a pulverulent, more or less matted mass of small particles of vegetal matter. It is a product between peat and lignitic coal. An analysis, taken from Coal Resources of the World shows the approximate composition of the material: Moisture, 53.73 per cent.; ash, 4.98; fixed carbon, 18.08; volatile carbon, 23.31 per cent. The principal characteristic is the amount of moisture. This seldom runs less than 48 per cent. The ash is usually low and ranges from 5 to 10 per cent. The sulphur content is usually less than 0.5 per cent. The heating effect of the fuel ranges from 2,000 to 2,500 calories.

Discovery of a hitherto unsuspected extension of the Vermilion range iron formation in Northern St. Louis County, Minn., has been announced by the director of the State's geological survey, Dr. George M. Schwartz. USGS aeromagnetic maps show that the Vermilion range curves southeast from the Tower-Soudan area into the wilderness between Embarrass and Bear Head Lake. Dr. Schwartz believes that this new information justifies considerable exploration and drilling for iron ore in an area of about 20 sq miles southeast of Soudan. The aerial maps were a result of a three year USGS-Minnesota Geological Survey aerial search for iron formations in a 30,000 sq mile area in northern Minnesota.

IN a laboratory devoted to the furtherance of the science of communication, the breadth and variety of the problems encountered are challenging to a metallurgist. In my own long association with the Bell Telephone Laboratories, our metallurgical group has dealt with a vast number of alloys, both ferrous and nonferrous, and with many materials in the border range of metallic properties., The objectives of our design engineers embrace every phase of telephony, and the properties they desire in metals are generally unusual, frequently unique, and often conflicting. Commercial alloys have not always been available with properties to meet a special requirement in the telephone plant, and many alloys have had, therefore, to be custom-made. Anyone who has had the opportunity to observe the results of tests of all types on numerous such alloys, both commercially and specially produced, or who has taken part in the development of an alloy of some necessary, but new or unusual combination of properties, could not fail to be impressed by the frequency with which a desired goal has been reached or adequately approached through the presence of decimal quantities of alloying elements. Nor could One fail to be struck by the occasions when, conversely, of a minute amount Of impurity element has rendered an alloy useful. It is no exaggeration to state that the content be- hind the decimal point often spells success or fail-ure, and the critical content is sometimes far to the right of the decimal point as I shall later illustrate. The great effects of small additions have long been recognized and have, in fact, been described by many investigators. The importance of the minute, however, cannot be overemphasized. Therefore, in this discussion, I propose to illustrate for you some of the startling instances, drawn primarily from our own experiences, wherein small, even vanishingly small, proportions of stranger elements in otherwise common aggregates have com-pletely changed the customary pattern of behavior. No one property has a monopoly as to being dis-proportionately affected by minor elements. Nearly all properties are affected, but there is time here to include only a selected few. I have chosen, there-fore, three of general interest: strength, magnetic, and electrical properties. I shall inquire into both the mechanisms and consequences of these disproportionate effects and try to share with you the fascination and challenge of this field. Strength Properties of Lead and Lead Alloys To illustrate the effect of the minute on strength properties I have selected lead and its alloys, with which we have worked extensively for many years. Lead has the advantages of being available in quantity in a state of high purity and of being fairly easy to melt and fabricate without contamination to any extent detectable by the spectrograph. The following letter was received from Prof. Kemp in reply to a telegram expressing the greetings of the members attending the Annual Meeting in New York. "Melbourne Beach, Fla. Feb. 17, 1916. Dear Mr. Stoughton: The welcome telgram from the members of the Institute, which you kindly trans-mitted to me, came safely yesterday and I catch the next available mail with a heart-felt acknowledgment. I cannot express to you how greatly the remembrance cheers and braces me during the days of patient waiting for the feeling of over-strain to fully pass, and for the time when I can again be back among the friends in the Institute who are very clear to me. While I cannot reach all the members who joined in the telegram I will ask you to say to such as are available that I am profoundly sensible of the thoughtfulness which prompted the message. I write from a little bungalow on the ocean. side of the half mile or more of sand dunes, thickly grown with palmetto, which separate the ocean from the Indian River. Two miles or more of Indian River still intervene between the little colony of Melbourne Beach and Melbourne on the mainland and on the Florida East Coast R. R. where the telegraph station is. IN AS MUCH as our Institute, by tradition, never adopts any official view of matters upon which difference of opinion exists, it may be taken for granted that the duty of its Production Control Committee does' not embrace the formulation of any general policy on that much-discussed subject. During the first years of its existence the Committee confined its activities to making arrangements for an annual general session at which the broader aspects of the general problem were discussed by men both within and outside the mineral industry. These general sessions, although interesting, did not indicate any definite path of progress, so during the last year the Committee has held a number of luncheon meetings at which the members might discuss in detail problems existing in the specific industries with which they are most closely acquainted, in the hope that discussions dealing with conditions rather than theories might result in the bringing to light of some general truths. Most of these truths have been fairly obvious from the beginning but they are of such basic importance that a periodic restatement of them seems worth while,

And almost boundless new sources of timber, coal, oil, ores, and power were being opened to ever-expanding markets. Today, however, that picture has al- most completely changed. Today, with population increase tapered way off and the opportunity for free expansion into western frontiers gone, the great industrial development of our country continues on a vastly different front. GOLD was discovered in Gold Canyon on May 15, 1849. Following this discovery placer miners worked the gravels in the canyon for-ten years, finally discovering the outcrop of the Comstock lode at Gold Hill in May, 1859, and in Ophir ravine on June 12 of the same year. Before long large quantities of gold and silver, were taken from the lode and one of the West's most spectacular mining booms drew thousands of fortune seekers to Nevada. After a long period of production activity waned and in late years little mining was done. The recent reopening of the old mines and the discovery of ore in other parts of the vein, and in other veins of the district, has led to a revival of interest in the Comstock. Virginia City, Gold Hill, and Silver City, situated along the great vein system, are enjoying a period of prosperity and a large influx of people.

T HE preceding chapter has recorded the initiation of mineral industry education during the period 1890-1910 in numerous institutions that had not previously offered it. It should also be emphasized that in many institutions where instruction had begun before 1890, as recorded in earlier chapters, but had not yet become firmly established,, this period was one of marked growth and development. This was not universally true, however, for at the Universities of Pennsylvania, Michigan, Illinois, Wisconsin, Washington (St. Louis), Iowa, Vanderbilt and Tennessee, and at the Polytechnic College of Pennsylvania, mineral industry instruction was being dropped during this period, instead of gaining in strength. It is necessary to emphasize this, because writers on the subject have not infrequently , attempted to make a much too simple correlation between mineral -discovery or production and the intensity of student interest in mineral industry curricula. It would naturally be true that periods of large mineral production would, in general, coincide with cycles of business prosperity, and the latter are conducive to starting new ventures, educational as well as business. It should be equally evident that opportunities for business and professional success might, in such periods, appear to increase at a more rapid rate in industries other than mineral, or in the utilization of minerals rather than in their production. The author has not been able to perceive any simple and clear relation between interest in mineral industry education and mineral discovery, production, and utilization, or general business prosperity. On the contrary, the more the problem is studied the more complex the factors involved in it appear to be. In a later chapter an attempt will be made to analyze them in more detail.

Extensive drilling for gas and increased pipe-line building were the major petroleum activities in West Virginia during 1937. According to the West Virginia Department of Mines, 1034 permits to drill were issued. A running account of operations from trade journals and other reports shows that 1041 wells were drilled, resulting in 193 oil wells with 1238 bbl. of daily production; 680 gas wells with 1,048,057,000 cu. ft. of daily open flow; and 168 dry holes. The new oil-well average is 6.4 bbl. per well per day; the gas-well average is 1,541,260 cu. ft. per well per day; the ratio of dry holes to completions is 16.13 per cent. Very little attempt was made to develop new supplies of oil. Because of the continued low price, operators evidently considered it good business to leave oil in the ground rather than to produce it at a loss or on a small profit basis. The principal oil wells completed, by counties, are: Calhoun, 16; Clay, 10; Pleasants, 17; Ritchie, 42; Roane, 16; Tyler, 13; Wetzel, 11; Wirt, 14; Wood, 13. The leading counties in gas, with the number of successful wells in each, are: Boone, 54; Braxton, 31; Cabell, 48; Calhoun, 46; Gilmer, 82; Kanawha, 134; Lincoln, 44; Ritchie, 56; and Wayne, 26. General State of the Industry In Table 1 will be found an approximate summary of oil and gas territory and reserves, oil and gas production and number of oil and gas wells. The amount of land under lease is an approximation, because the exact figures are not available through any public or private agency. The proved land and reserves represent the opinion of the writer. The oil production for 1937 is subject to revision, and the gas production for the same year is only an estimate, based on demand and supply. The number of oil and gas wells now active is also an approximation, based on previous studies, and revised for completions and abandonments. Principal, Areas of Activity In Boone County, 62 wells were drilled in various localities, resulting in 4 oil wells and 54 gas wells with 18,170,000 cu. ft. of new production.

IN THE congressional act establishing the Bureau of Mines one of the functions outlined was "to assist I the industry in the prevention of mineral waste." This had not only to do with the waste in mining but in milling and metallurgical practices, including smelting. The organization of the Bureau of 'Mines includes many divisions, each working in a particular field and charged with certain investigative work. The metallurgical division has the above duties under its immediate supervision, and the station located at Salt Lake City is directed by the chief of this division: There are ten experiment stations of the Bureau of Mines, located in various parts of the country, most of them being housed at state universities under cooperative agreements. Considerable care was exercised in locating the stations and in choosing the particular type of work to be investigated at each place. Inasmuch as the Bureau was designed to serve and cooperate with the industry it is only natural that the investigative work be of interest and importance to the territory immediately adjacent to the respective stations.

B RITISH COLUMBIA in its mining activities is going ahead by leaps and bounds both in development and production. Mineral production for 1925 was $61,492,242 in value as compared to $48,704,- 604 in 1924, or an increase of about 26.2 per cent. This is a new record. It is the first time in the history of mining in British Columbia that we have gone over the fifty million mark. But we have got in the habit of making new records. The year 1924, with its mineral production of almost forty-nine million was a new record. And I am confident that when the mining history of 1926 is written it will be found that we have established yet another new record and that we can report another 25 per cent increase over 1925. What is the explanation? It is not only that the world is settling down, and settling up, after the war. It is not only that in the rebuilding, the refashioning in which all nations are busily engaged, the metals that come from our mines are needed. More than anything else, at least as far as we are concerned, it is because British Columbia has the resources and the fact that the province has been fortunate in recent years in finding men with the enterprise and the vision required to push ahead the labor of their development. From the ranks of our own people in Canada we have prospectors who have faith, energy and requisite knowledge. They are combing our hills season after season and they are of the type of manhood that does not know the meaning of the word quit. More and more these men are learning the importance of the guidance furnished by geological reports, and to an ever increasing extent such reports, thanks to the valuable work of the Canadian Geological Survey, covering areas little known to man, are made available to them-but it is recognized that in the opening up of our Province, containing within itself 372,000 square miles, it is essential that we should have the cooperation of our cousins on this side of the line as well as of our fellow citizens of the Dominion and of the Mother Country.

[The observations here presented were made during a short visit at Calico, in December, 1886. The accompanying map, which does not claim to be more than a careful sketch, is based on the position of a few mines obtained from Mr. F. Lewis, at Calico, and the plats in the Land Office with the patented claims. Only a few claims are shown by their boundary lines: as usual in mining districts, there is an enormous number of them, often conflicting or overlapping, the correct mapping of which would be useless for the present purpose. The rest of the topography and the drainage are mapped from sketches, aided by compass and aneroid. The elevations are taken from Daggett as base, the altitude of this station being determined by the railroad to be 2000 feet.] Until a few years ago the product of silver in California was of little importance, compared with that of gold, and often fell short of $1,000,000, the only noteworthy counties being Mono, Inyo and San Bernardino. About 1881, however, important discoveries were made in the deserts of San Bernardino, and the remarkable increase in the production may be seen from the following figures, taken from the Reports of the Director of the Mint: Silver Production of California.
