The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

Real copper prices during the past several decades display two striking characteristics. First, they are highly volatile. Within a year or two, copper prices can rise or fall by 30% or more. Second, over the longer term, they are falling. Indeed, since 1970, the secular trend price for copper is down by more than 50%. Figure 1 highlights both of these characteristics. It shows the average annual US producer price for copper since 1970 measured in constant 2001 US dollars. While the London Metal Exchange (LME) copper price is not shown, it and the US producer price have for some time moved more or less together. So pronounced short-run fluctuations around a significant long-run decline describe copper prices, not only in the United States, but around the world.

The widespread environmental damage caused by slimes dam construction requires rehabilitation as one of the key management strategies towards land restoration. From the time when Mhangura Copper Mine in Zimbabwe was shut down in 2000 due to viability problems, no follow-up studies were carried out on the slimes dams to assess their development with respect to ecosystem function and longterm recovery. The ecosystem function analysis (EFA) method was thus employed to achieve this end. EFA is a monitoring procedure that establishes how well an ecosystem functions as a biophysical system through the use of rapidly assessed field indicators. The field procedure makes use of simple visual indicators that are related to various soil surface processes. Conventional sampling methods are used to collect the vegetation data. The data was first analysed using landscape function analysis (LFA) software packages and then with various multivariate statistical techniques. In total 27 species were recorded from 14 families; 21 of them occurring in the acacia woodland and only 8 on the slimes dams. Hyparrhenia sp. was the dominant grass on Dam 5 and Imperata cylindrica dominated Dam 6. Acacia saligna was the most abundant tree species on the dams. The tree layer on the slimes dams was not as developed as the grass layer. The rehabilitated slimes dams converged with the natural woodland for the LFA indices of stability, nutrient cycling, and infiltration, which suggested a high level of functionality. The main factors affecting the sustainability of the rehabilitation are postulated to be fire, grazing, and tree harvesting. The study contributed to the importance of, and methods used for, assessing ecosystem function on rehabilitated slimes dams in Zimbabwe, which are often ignored as most efforts focus on the establishment of vegetation on the dams. This paper 3/gives the results of a reconnaissance of mining districts in Clark County, Nev., made from November 18 to December 22, 1936, and from February 9 to March 8, 1937-in all, 63 days. While the field work Was being done, virtually all of the mining districts in the county were visited and many data on active and inactive properties were obtained. The report covers the locations of the various mining districts, the nature of the deposits, information on past operations, current activity, and general data likely to be useful to operators, investors, and others interested in mining. The geology of the deposits is discussed only briefly. The principal metal-mining districts in the county are Goodsprings, Eldorado, and Searchlight. The zinc-lead ores of Goodsprings have been the most important economically, followed by the gold-silver ores of Eldorado and Searchlight. In the industrial-mineral field, gypsum, limestone, silica sand, and borates are the principal products. Metal mining in the county is characterized by numerous small operations and the ores are either milled locally or shipped to distant smelters.

"Acid recovery is an important process step in pickling and leaching processes. Pyrohydrolysis in spray roasters and fluidized beds is a well-established technology to recover hydrochloric acid, but the hydrolysis in the liquid phase is more and more considered as an alternative new process route. The characteristic features of these three processes will be discussed along with select industry trends. For example, hydrochloric acid based leaching processes for ilmenite and nickel laterite ores produce far larger volumes of waste acid streams than the steel industry. Scaling-up of the spray roasting technology to the highest possible capacity is necessary in order to become more cost effective. In addition, process routes based on ferric chloride pyrohydrolysis allow the production of super-azeotropic HCl (up to 30 wt.%). Finally, the new ECOmode concept optimizes the operation of both pickling lines and the spray roast acid recovery plant. Long term results from industrial applications show that fuel savings in the spray roaster of 25% are easily achieved without additional process steps. An attractive feature is also to upgrade existing installations to higher plant capacities.INTRODUCTION Pyrohydrolysis is the conversion of metal halides into metal oxides at elevated temperatures in the presence of water vapor. Reaction products are a hydrogen halide gas and a metal oxide. The process was originally developed and introduced into the market by ANDRITZ Ruthner in the 1960’s. It has found wide technical application in the field of acid recovery and oxide production. The introduction of this process has revolutionized pickling technology. The use of hydrochloric acid has strongly increased over the last decades, since pyrohydrolysis is available for the total recovery of waste pickle liquors from mild steel pickling, as illustrated in Figure 1.Chloride media are also used increasingly in the metallurgical industry. Oxide production processes for Mg, Co, Ni, and Al have been installed. Processes using hydrochloric acid are known for the leaching of ores as well as for the re-extraction of metals from organic solvents. In both cases the recycling of HCl is of substantial importance to achieve highly economic processes and to reduce waste."

In this study, a process to separate manganese and iron from manganiferous iron ores by reductive acid leaching followed by magnetic separation was conceived and experimentally tested. In the leaching process, sulfuric acid was used as lixiviant and oxalic acid was used as reductant. The experimental results showed that the manganese and iron separation was optimum when the concentration of the sulfuric acid and oxalic acid were 0.75 M and 30 g/L, respectively, at a temperature of 80 °C, a solid/ liquid ratio of 67 g/L, stirring speed of 400 rpm, and leaching duration of 60 min. Under this condition, 90.49% and 6.78% of Mn and Fe were dissolved, respectively, from the ore sample with a size fraction of − 106 μm. It was determined that the leaching of manganese from the ores was a second-order reaction with an activation energy (Ea) of 53.38 kJ/mol. The leaching residues obtained under the optimum condition were subjected to high-intensity wet magnetic separation tests to recover the remaining iron content. This separation process produced a concentrate containing 56.20% Fe and 1.79% Mn with iron and manganese recoveries of 56.83% and 66.73%, respectively. A magnetic separation test from an unleached ore sample was also carried out as a benchmark. To the best of our knowledge, this is the first time that a magnetic separation process was used to a residue obtained from reductive acid leaching of manganiferous iron ores to recover iron.

Based on the examination of thirty sets of contiguous matte and slag samples taken from industrial nickel smelters a relationship is predicted between oxidic nickel in slag, oxygen in matte and the Ni/Fe ratio in the matte. Oxidic nickel in the slag is found to increase with an increase in oxygen content of a matte of constant Ni/Fe ratio, and it is proposed that the relationship may be used to predict nickel solubility in slag from a knowledge of matte composition alone.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

The incidence of liquid inzmiscibility in binar)) indium alloys has been theoretically analyzed on the basis of the Hildebrand-Alott equation. Bedictions of miscibility or otherwise Imve in general been found to agree with those phase diagrams that are already publislzed in the literature. Out of a total of 27 systems, where either the complete phase diagrams are published or liquid immiscible behavior is reported, the Predictions agree with the experimental data in 25 systems, the exceptions being the Te-In and Ni-In systems. According to the equation, liquid immiscibility is also indicated in the binary alloys of indium with K, Rb, Cs, Na, Sr, Ba, Ti, Zr, V. Nb(Cb), Ta, W, U, Re, Ru, Rh, Os, and Ir. RECENT investigations by the author have shown that indium when alloyed with iron, chromium, and cobalt shows liquid immiscible behavior.1"3 The Fe-In phase diagram shows a wide range of compositions where the liquids are immiscible.4,5 No intermediate phases are present in this system. No precise information is available about the extent of liquid immiscibility in the Co-In system. However, it is certain that there is a range of compositions where the liquids are immiscible and that there are two or three intermediate phases,376 in the system. Liquid immiscibility is also strongly indicated in the Cr-In system and no evidence was obtained in the brief investigation to indicate the presence of intermediate Cr-In phases.2 The present paper deals with a theoretical analysis of binary alloys of indium with certain elements of the periodic table and indicates the systems where liquid immiscibility may be expected. The incidence of liquid immiscibility in binary systems has been theoretically examined by many workers and many excellent papers are available on the subject. In this paper, the alloy systems are examined on the basis of the more recent ideas proposed by Mott.7,8 It has been claimed8 that the Mott parameter predicts the incidence of miscibility or otherwise with reasonable accuracy and consistency. BACKGROUND TO MOTT&apos;S APPROACH Hildebrand applied his immiscibility rule for non-polar liquids to various alloy systems.9 The basis of this rule is that the equation for the excess free energy of formation of a liquid solution is rather similar to the theoretical expression for the energy of mixing of a regular solution. He postulated that when the heat of mixing is sufficiently high, separation into liquid phases will occur and the condition for complete CUPPAM DASARATHY is at the Research Centre, British Steel Corporation, (South Wales Group), Port Talbot, Glamorgan, Great Britain. [2] several systems known to be miscible in the liquid state were predicted as immiscible. MOTT&apos;S ANALYSIS ~ott&apos;" regards that the reason for the inconsistencies arising out of Hildebrand&apos;s equation was largely due to the electrochemical attraction between the two elements, not being considered. Hence, Eqs. [I] and [2] were modified by taking into account the electro-negativities of the two elements XA and XB, and Mott arrived at an equation for immiscibility, i(VA + VB)(6A - aB)2 - 23,Q60n(XA - XBf > 2RT [3j which can be written as i **&£*&* >&apos;*°™- &apos;• HI T being the melting point of the more refractory component of the system. In Eq. [4], the numerator was called the Hildebrand term, the denominator, the electronegativity term, and their ratio, the Mott number. Mott observed that if the Mott number of a given binary system was greater than the maximum number of Pauling bonds which the two metals could form, then liquid immiscibility could be expected. The maximum number of bonds formed by a given metal was considered to be directly related to the number of bonding electrons available, i.e., to its maximum valency. Since the valencies of the elements considered vary from 1 to 6, Mott assumed that if the ratio of the Hildebrand term to the electronegativity term was >6, then immiscibility could be expected. On the contrary, if the ratio is <1, the metals should be miscible. Further, the alloying behavior is not only influenced by the valencies of the two elements but also by the relative atomic sizes that influence the types of packing and hence the coordination number. Mott considers that on average the maximum number of near neighbors of unlike atoms is 6. Thus, on both valency and size factor considerations, Mott concludes that the maximum number of bonds&apos; possible in any system was 6, this being the upper limit of the Mott number for miscibility. Ongoing development work on ultra-fine grinding for various applications at the Group?s concentrators has been conducted by Anglo Platinum over the last few years. Current potential applications for mainstream grinding and concentrate grinding are the subject of a group-wide research and development programme. The first 10 000-litre 2.6 MW IsaMill was jointly developed by Anglo Platinum, Xstrata Technology and Netszch for installation at the Western Limb Tailings Re-treatment project in Rustenburg, South Africa. The unit was commissioned in late 2003/early 2004,and has operated in an intermediate concentrate regrind application successfully since. This paper describes the operational performance to date, as compared with the original duty specifications and objectives. The first mainstream M10 000 IsaMill with a 3 MW drive will be operational in November 2006 at the Potgietersrus Platinum (PPL) ?Platreef? Sandsloot Concentrator in South Africa?s Limpopo Province. This: symposium was sponsored by the Bureau of Mines, U.S. Department of the lnterior, in order to critically examine the state-of-the-art of sulfide flotation chemistry and to define current and emerging problems that should be emphasized in future fundamental research. The topics covered through invited papers include both reviews and recent research results in the areas of thermodynamics of reagent-mineral interactions; collector adsorption processes; the effects of solid-state point defects on flotation; activation and deactivation phenomena; the electrochemical role of oxygen in sulfide flotation; environmental problems in flotation; and selective flocculation of fines. Papers riving perspectives on flotation research in relationship to our national mineral requirements and the relationships between industrial flotation research and academics are also presented. An edited summary of the symposium follows the papers.

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. Underground coal mining in Illinois has a lengthy history dating back to the early 1800?s. High extraction underground mining has played a significant role in production through out this time. Modern mechanized longwall mining methods were introduced in the 1960?s and have been in continual use ever since. Regulations governing subsidence from underground coal extraction and the mitigation of resulting impacts to surface structures and surface land initiated in 1983. Despite the history of experience with subsidence, recent plans to longwall in Illinois have stirred public emotions and strong opposition. Anti and pro longwall groups formed and divided a community over the potential economic benefits new mining ventures could bring verses the potential problems associated with longwall mining in productive flat farmland. The debate culminated in a county wide referendum vote on the use of longwall mining. This paper provides an overview of the history of underground mining in Illinois, the controversy that has risen in central Illinois regarding longwall mining, and the efforts to educate the public about regulations that govern longwall subsidence.

The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. When a new bridge was needed across the upper reaches of the Yellowstone River in Montana, removing the old concrete bridge piers became an environmental concern for the highway department engineers. The location is about fifty miles downstream from the north edge of Yellowstone Park. The determination was made by the federal and state agencies charged with protecting the resource, that the old piers had to go but the river bed had to remain unchanged. Concerns were expressed that removing the concrete presented the potential for environmental damage to this protected portion of the river. These concerns prompted the state to place stringent restrictions on the contractor in the way they carried out the demolition and disposal of the piers. The reinforced concrete masses had to be removed to an elevation at least fifteen feet below the river bed and every bit of concrete debris had to be removed from the river channel. Explosive removal was discouraged, but the only other options: saw cutting, mechanical or chemical breaking, were not viable.

The annulus thickness, for bolts anchored with resin, effects the systems final performance. Recent developments in the manufacturing process of these support systems, coupled with improved resin characteristics, have resulted in design changes to minimize hole drilling requirements and reduce resin usage. The amount of resin to properly anchor a 7/8-SRD (Special Rolled Dimensions) bolt in a 25.4 mm (1-in) diameter hole has been reduced to about one-third of the resin required to anchor a No. 7 rebar bolt (22 mm (7/8-in) diameter) traditionally installed in a 35 mm (1-3/8-in) diameter borehole. More importantly, laboratory and field tests, indicate that higher bond strengths and anchorage capacities can be realized with reduced annulus systems. These factors have a direct bearing on reinforcement efficiency and subsequent roof support performance.

Project feasibility no longer involves just technical and economic viability-today&apos;s feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.
