The purpose of this paper is to establish a qualitative method to estimate the risk level (e.g. rating and ranking) resulting from mining activity. Risk is the product of two factors: probability of failure and cost of consequences. A resultant assessment scale matrix is then used to assign a risk index value which is directly proportional to the potential for excavation instability. A case study, the No. 1 Shear East orebody at Vale?s Garson Mine in Sudbury, Ontario will be examined. A three-dimensional, elastoplastic, finite difference model (FLAC 3D) is presented for a mine development intersection situated 1.5 km below ground surface. The developed assessment scale matrix is used to estimate risk index for intersection (2981) located on 5000 level. The results are presented and categorized with respect to risk-index value, probability of instability, cost of consequence, and mining stage.

A new heuristic sublevel mining stope optimizer is presented. The optimizer seeks the best locations and lengths of a series of vertical raises that, together with the blocks linked to each raise, define a mining stope. Five design constraints ? the footwall angle, the hangingwall angle, the number of raises, the maximum distance of a block from a raise, and the minimum width required to move the farthest block towards the raise ? allow the shape of the sub-stopes associated with each raise to be controlled. The optimization is done on the locations and lengths of raises using a genetic algorithm to efficiently sample the parameters? space. For each raise, a local network is defined in cylindrical coordinates around the raise such as to impose the design constraints. A maxflow algorithm on the local network is used to determine the optimal sub-stope for each raise. All substopes are combined to define the global stope for the entire deposit. The best global stope is obtained using a genetic algorithm to find the raise parameters providing the best profit over the entire deposit. Two synthetic cases and one real deposit are used to evaluate the new algorithm and compare the results with the single-raise optimizer. The multiple raises approach leads to significantly improved economics compared with the single-raise stope optimizer, and the dilution is also substantially reduced compared to the single-raise case.

"The low cost and availability of micro-computers and their peripherals provides the metallurgical engineer with the opportunity to use such computers in a wide variety of applications. In this paper, the authors describe the development of a low cost data acquisition system capable of measuring up to 8 analogue channels at a sampling rate of up to 5000 measure mentsper second. This system is equipped with proper hardware and software so that the micro-computer can be linked to a central computer facility such as the McGill System for Interactive Computing (MUSIC). This central computer facility is supported by an AMDAHL V7 computer. Using the present interface, communication rates between the microcomputer and the central computing facility can be as high as 9600 (baud).The above mentioned data acquisition system is currently used for monitoring dissolution kinetics of ferro-alloy additions in liquid steel. In addition to this, special software has been developed which enables the user of this system to monitor solidification rates of ingots, etc. As economic considerations are always important, comparisons have been made with existing recorders which show that the cost Of the present system is only 30 per cent more than a two-pen strip chart recorder.RESUMELa disponibilité et le bas prix des micro-ordinateurs et de leurs périphériques permet à l'ingénieur métallurgiste d'utiliser de tels ordinateurs pour diverses applications. It is with considerable trepidation that I set out to defend "litigation" to Design Professionals (DPs), as a better method of resolving disputes than arbitration, in the light of my personal feeling that an increasing amount of America's productive process is being squandered in litigation. Newer methods of dispute resolution, particularly arbitration, are fashionable, and opponents of these schemes risk being viewed as cynical or self-serving. My quandary is heightened since for some smaller disputes, arbitration seems clearly the better choice. I must concede, for example, that when the cost of dispute resolution--i.e., the cost of the process (such as arbitrators fees, attorneys fees, etc.), plus the cost impact of the non-productivity of involved employees--approximates the amount of the dispute, controlling that cost may be as important as a correct resolution. This principle is particularly true for small disputes arising during the progress of a project; it is probably more cost-effective for all parties to resolve their disputes quickly than permitting the dispute to drag out.

INFACON conjures up many things for many people. For the fortunate few who have been actively involved with this event since its inception, it brings back memories of far places, stimulating debates and above all, the people who have over the years contributed to the outstanding success of the Congress and who have added to the wealth of knowledge on all aspects of ferroalloys. The International Ferroalloy Congress (INFACON) has been held every three years since 1974. INFACON X will be held in Cape Town in February 2004. Simple arithmetic shows that next year?s Congress should in fact be INFACON XI. Thus, one Congress was skipped. INFACON 74, as the name implies, was held in 1974, in Johannesburg, South Africa. The event was sponsored by the Ferro Alloy Producers? Association of South Africa (FAPA), the National Institute for Metallurgy (NIM - Mintek as it is known today) and the South African Institute of Mining and Metallurgy (SAIMM). You will see some of the same sponsors involved in INFACON X. Dr. Robbie Robinson, renowned academic and past president of the SAIMM, was the Chairman of the Organising Committee. The editor was Dr. Helen Glen. Anyone fortunate enough to possess a copy of the proceedings of this first Congress will agree that from a literary and technical perspective, it is still the benchmark for subsequent events. A unique feature of INFACON 74 was the use of rapporteurs (my first duty) to ensure that the discussions following the presentations were recorded (in direct speech) as accurately as possible. This involved time-consuming correspondence (can you imagine life before e-mail?) to all parts of the world between the author and the person posing the question, with the rapporteurs acting as go-betweens. It is understandable that the much-awaited proceedings only saw the light in 1975. The names recorded in the proceedings as the members of all six committees read like the who?s-who of the South African ferroalloy industry at the time: Dr. Peter Jochens, Mr. Harvey Reid, Mr. Piet Streicher, Prof David Howat, Mr. Sigurd Selmer-Olsen - to name but a few. The Congress was held in the new, very fashionable and upmarket Carlton Hotel in the CBD. In the Foreword of the proceedings, Dr. Robinson provides an insight into the event. Three hundred and thirty six delegates from twenty two countries attended the Congress, which was opened by the Honourable P.G.J. Koornhof, Minister of Mines. Again, the opening address makes fascinating reading. During the Congress an ad hoc committee was convened as the first International Committee on the Organisation of Ferroalloys Congresses, with representation from the main ferroalloy associations of the world. The following decisions were recorded: ? The Congress would be continued at three-yearly intervals under the name of INFACON ? Every third Congress would be held in South Africa ? NIM (Mintek) would provide the permanent secretariat. Six technical sessions were held, each preceded by a plenary address with a closing address by the session chairman. In all, thirty technical papers were presented. Prior to the closing address, a panel discussion on factors affecting the future of the ferrochromium industry provided stimulating debate in the form of a question-and-answer session. The hosting country for the next INFACON would be announced. Eventually, word got round that the next INFACON would be held in Japan. However, due to unforeseen circumstances, the event was cancelled ? thus no INFACON 77. INFACON 80 was subsequently held in Lausanne, Switzerland from 12th to 16th October 1980. The event was organised by IFPEO, Institut des Producteurs de Ferro-Alliages d?Europe Occidentale. The Congress was officially opened by the President of IPFEO, Mr. R. Björklund, who was also President of the Organising Committee. The technical sessions were held in the Palais de Beaulieu. The Congress was well attended by 400 participants from 28 countries as well as 100 accompanying ladies. A total of four plenary addresses and 18 technical papers were presented. As with the first event, an international panel discussion (questions and answers) preceded the closing address. In his closing address, Dr. Louw Alberts, Chairman of the International Committee on Ferroalloys and President of NIM, presented an insight into the factors affecting growth in the industry and where growth was likely to take place. Twelve exhibitors had stands at the Congress. Attendees could choose from four post-event tours to Belguim/France (SADACEM/Compagnie Universelle d?Acetylene et d?Electro-Metallurgie), France (CUAEM), Finland (Outokumpu Oy) and Norway (Elkem Fiskaa plant).

"In early 1987, the Patience Lake potash mine near Saskatoon, Saskatchewan, was closed due to uncontrollable floodingWater inflows were first encountered during routine mining in 1975 at the south boundary of the mine lease. Underground grouting and construction of bulkheads limited the flo but did not completely stop it. Subsequent seismic surveys showed that the mine had approached the edge of a large collapse structure in which the salt and potash had been partly dissolved and removed by groundwater.In 1986, the small flow into the mine started to grow. Despite renewed grouting, the flood increased and outstripped pump capacity. The grouting program temporarily slowed the inflow but was unable to stop it. Eventually, from seismic and drilling evidence, it became clear that the water source was an extensive system of vertical fractures which would be impossible to seal by drilling and grouting from underground. A new plan to install 14 bulkheads underground would have sealed the water source from the rest of the mine but the construction program could not be completed before rapidly increasing inflow threatened to fill the mine. The underground mine was closed and a new solution mine started in 1988."

The aim of short-term production scheduling is to decide which blocks of ore and waste to mine in which time period (shift, days, weeks or months) so that several operational and geometrical constraints can be satisfied simultaneously. Since 1960s several mathematical programming approaches were developed for solving production scheduling problems that are based on a combination of various operational research approaches such as linear programming (LP), integer programming (IP), dynamic programming (DP), etc. A number of models have been developed in the past three decades but some models have limited application especially to geometrical mining constraints. One of the geometrical constraints is block accessibility. All blocks must be accessible to mining equipments on the same bench. In this paper a binary integer programming model is developed in order to incorporate block accessibility constraints in an efficient manner. This mathematical model insures that each block has been open and can be loaded and transported easily by shovels and trucks.

The Bureau of Mines conducted research to develop triggered barrier systems for protection against gas explosions that can occur in underground coal mines during the use of continuous miners. Several extinguishing agents were tested in barriers at a simulated mine face. Water, powered by pressurized nitrogen, was found to be efficient in stopping fully developed gas explosions, but it had little effect against the explosion during its incipient stage. Hybrid combinations of currently known extinguishants, however, were successful against incipient explosions. Three hybrids that were developed and tested consisted of Halon 1301, combined with either an aqueous foam solution, water, or a dry chemical powder. The three hybrids were found to be more efficient than any constituent alone. Results of the tests point to a synergism between the hybrid components, and indicate that the Halon aids in dispersing its constituent and also converts the aqueous foam solution into a stable fine foam and the water into fine drops.

Excellent metal quality, with lower power requirement, is attained in electrorefining titanium by using internal heating of the fused-salt bath. An internal heater provides more effective heat utilization, simplifies structural components in cell design, and prolongs cell life by eliminating direct application of heat to the cell container. This Bureau of Mines report covers one phase of the research in progress at the Electrometallurgical Experiment Station at Boulder City, Nev., for improving the techniques and lowering the total power requirement for electro-refining titanium metal.

The Duparquet mining camp situated along the Quebec segment of the Porcupine-Destor Fault was the site of gold exploitation from 1933 to 1956 and 1988 to 1991. Numerous gold showings and deposits straddle the fault. An ongoing regional metallogenic study by the Quebec Geological Survey has identified five main types of gold mineralization, each showing a distinct style, alteration, control, metal content, and timing. In order to maximise the impact of this study, a 3D regional common-earth-model was constructed along a critical segment of the Porcupine-Destor Fault with the gOcad® technology. The realisation of this model required the maximum use of the public SIGEOM numerical database, as well as the recovery of significant private data from exploration company partners. The 3D model is also a powerful new dynamic exploration tool, which can be queried using geological criteria characteristic of the different gold deposit types. This 3D model can be modified and improved continuously by adding data from new drilling, mapping or geophysical surveys. The case of the Porcupine-Destor Fault illustrates the importance of 3D common-earth-modelling in delivering refined technological geological syntheses likely to attract significant investments from the mining exploration industry, especially for deep exploration programs within mature mining camps.

The Second Avenue Subway is a $16.8 billion project planned by the Metropolitan Transportation Authority (MTA) in New York City. It will reduce overcrowding and delays on the Lexington Avenue Line, improving travel for both city and suburban commuters, and improving access to mass transit for residents of the East Side of Manhattan. The project is a new, two-track, 13.5 km (8.5 mile) subway extending from Lexington Avenue at 125th Street in Harlem on the north end of Manhattan, to Water Street at Hanover Square in Lower Manhattan. The first phase of construction includes rock tunnels from 92nd Street to 62nd Street and connection to the existing 63rd Street station, three new stations, and track and systems from 105th Street to 63rd Street, allowing service between 96th Street and Brooklyn via an existing Broadway Line. The following describes the Project in detail, discusses the construction challenges addressed in the design, and the initial design/build contract to be awarded in 2005. A discussion of the planned mined construction of two rock caverns and a cut-and-cover station construction are also included.

The expansion of the West Point wastewater treatment plant located in Seattle, Washington, will require a permanent tieback retaining wall to enlarge the plant site for the new treatment plant facili­ties. The retaining wall will extend approximately 3,000 feet along the property boundary between the treatment plant and the neighboring Discovery Park. Wall heights will range from 35 to as high as 65 feet. The purpose of the retaining wall is to provide a more uniform grade on the plant site and to resist lateral pressures exerted by the upslope, unstable hillside. During preliminary design of the retaining wall, various wall systems were evaluated based on assumed subsurface soil conditions. Results of preliminary studies indicated that expected subsurface conditions and wall heights made a permanent tieback retaining wall feasible. However, uncertain loads on the wall and the capacity of anchors in the native soils were significant. As a result, a detailed geotechnical program was conducted. The scope of the program included conventional drilling, sampling, analyses, and a field test program to determine site-specific anchor capacities. This paper describes the anchor test program and results.

The question of what stress condition exists in the hangingwall of tabular stopes remains topical and largely unanswered. Limited field data exist to quantify the situation and provide calibration for investigative computer modelling exercises. Work conducted in1989 and 1990 under a Chamber of Mines Research Organization (now the CSIR: Division of Mining Technology) programme of research into the behaviour and benefits of backfill may assist with this situation. The original work was motivated by the premise that the improved hangingwall stability in backfilled panels (identified by rockfall accident analyses) is due to a change in the hangingwall stress regime. Current, largely theoretical, studies into mechanisms of stope hangingwall behaviour and support interaction could benefit from considering these data. This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

"Longwall abutment loads are influenced by several factors, including depth of cover, pillar sizes, panel dimensions, geological setting, mining height, proximity to gob, intersection type, and size of the gob. How does proximity to the gob affect pillar loading and entry condition? Does the gob influence depend on whether the abutment load is a forward, side, or rear loading? Do non-typical bleeder entry systems follow the traditional front and side abutment loading and extent concepts? If not, will an improved understanding of the combined abutment extent warrant a change in pillar design or standing support in bleeder entries?This paper details observations made in the non-typical bleeder entries of a moderate depth longwall panel; specifically, it explores data collected from borehole pressure cells and roof extensometers, observations of the conditions of the entries, and numerical modeling of the bleeder entries during longwall extraction. The primary focus was the extent and magnitude of the abutment loading experienced due to the extraction of the longwall panels. Due to the layout of the longwall panels and bleeder entries, the borehole pressure cells (BPCs) and roof extensometers did not show much change due to the advancing of the first longwall. However, they did show a noticeable increase due to the second longwall advancement, a maximum of about 4 MPa of pressure increase and 5 mm of roof deformation. The observations of the conditions showed little to no change from before the first longwall panel extraction began to when the second longwall panel had been advanced more than 915 meters. Localized pillar spalling was observed on the corners of the pillars closest to the longwall gob as was an increase in water in the entries. In addition to the observations and instrumentation, numerical modeling was performed to validate modeling procedures against the monitoring results and evaluate the bleeder design. ITASCA Consulting Group’s FLAC3D numerical modeling software was used to evaluate the bleeder entries. The results of the models indicated only a minor increase in load during the extraction of the longwall panels. These models showed a much greater increase in stress due to the development of the gateroad and bleeder entries—about 80% development and 20% longwall extraction. The FLAC3D model showed very good correlation between modeled and expected gateroad loading during panel extraction. The front and side abutment extent modeled was very similar to observations from this and previous panels."

The Golden Cross Gold Mine is located at the head of the Waite kauri Ri ver, 8 km northwest of Waihi near the southern end of the Coromandel Range. The mine produces gold and silver from epithermal veins hosted by Miocene andesitic flows and pyroclastics of the Coromandel Group. Golden Cross is owned in joint venture by Coeur Gold NZ Ltd (80 per cent) and Viking Mining Company Ltd (20 per cent). Mining is by open pit and underground methods. Mineralisation in a near-surface sheeted/stockworked vein zone is mined from the open pit. The deeper Empire Vein System is mined from underground where higher grade mineralisation is restricted to generally discrete veins. The open pit stockwork zone is west of and offset from the updip trend of the Empire Vein System. The Empire (hangingwall) Vein strikes generally north-northeast and dips steeply west. Dips become subvertical at greater depth. The hangingwall vein is a well developed, generally continuous structure with relatively high gold grades. A complex footwall vein system forms shallow west-dipping offshoots to the hangingwall vein. Structure and gold grades become increasingly erratic away from the hangingwall vein. The better developed footwall veins carry economic grades and high 'spot' grades over 50 g/t Au are not uncommon. Highest gold grades are associated with tightly crustiform banded sections of quartz veins and with dark fine grained siliceous breccias. The main hangingwall vein occupies a major north-northeast trending fault structure, the Empire Fault. Footwall veining forms within subordinate splinter fault zones. There has been extensive multidirectional pre-, syn- and post-mineralisation faulting. Fault manifestation is highly dependent on host rock characteristics. The central part of the hangingwall vein and surrounding silicified country rock has been shattered by a major fault structure, the West Mine Fault, forming a poorly consolidated, blocky quartz-breccia ore zone. Away from the more brittle ore zones and associated silicified envelope, wide clay-filled shears mark the major fault trends. Development of the deposit is considered to have occurred in two distinct stages related to separate episodes of dilational jog movement on the Empire Fault. The first phase reactivated the pre-existing Empire Fault as a dilational fissure with subordinate splinters on the footwall side. The Empire Vein System (hangingwall and associated footwall veining) formed during this phase. A second phase of renewed movement with further dilation resulted in more extensive fracturing of the Empire Vein and surrounding country rock and formed the sheeted/stockwork veining of the open pit. An upwards/westward migration of the hydrothermal system is assumed but fluid pathways between underground and open pit veining are unclear. Ore extraction and mining geology methods have responded to improved understanding of the grade and structural variability, and changing ground conditions inherent in the vein system. The underground mine produces ore from flatback cut and fill, post-pillar and bench stopes. Open pit and underground ores are campaign milled through a conventional CIP plant.
