Safety problems in the mining and allied industries have led the Bureau of Mines to investigate over a period of years; the flammability (explosibility) of many types of combustible atmospheres principally at ordinary pressure; the results of these investigations have been made available as a bulletin. However, more recently, the demand for information on the flammability of gaseous mixtures at high and low pressures has increased greatly. In particular, the rapid development of high-altitude aviation has brought demands for information on the flammable (or explosive) characteristics of certain gases and liquids at low pressures. The present report gives the results of about 900 tests made to determine the flammability of the lighter paraffin hydrocarbons mixed with air and nitrogen at pressures of 400 200, 100 and 70 ram. Hg. The gases tested include natural gas, methane, ethane, propane normal butane and isobutane. The minimum pressures at which these gases are capable of propagating flame whorl individually mixed with air also were investigated.

A review of development and a reevaluation of uses of the hydraulic air compressor are suggested by the constant changes in technology, which frequently make an old art valuable in solving current problems. Contacts with research workers in various branches of engineering indicate that this older method of producing compressed air may not be familiar to some or that its salient features might be useful in solving problems involving uses of compressed air. Briefly, a hydraulic air compressor may be described as an inverted siphon, consisting of an intake head where water and air are mingled, followed by a gravity-fall tube in which air is intimately mixed with the water and is compressed as the water pressure increases during the fall down the tube, then a separating, or stilling, chamber in which air bubbles rise to the surface of the water and collect in the upper portion of the chamber at a pressure equal to the weterhead maintained by the height of water in the discharge leg of the circuit. The water, which now contains only the fraction of air that has gone into solution, passes out of the separating chamber and rises up the discharge leg to the surface, which is, of course, at some suitable distance below the level of the intake. Present-day applications include (1) utilizing low hydraulic heads, which otherwise have little commercial values; (2) utilizing low hydraulic heads in reclamation work to supply compressed air, or in some instances to produce a small suction, for air-lift pumping (or for operation of air motors), with minimum attendance and without need for electric power; (3) utilizing medium heads, as at dam and lock installations, to produce compressed air for pneumatic operation of airlifts, gates, valves, and rubber gate seals; (4) utilizing underground waters, as in mines, to produce compressed air for general mine use; (5) using this method of isothermal compression of air in combination with standard compressors wherever hydraulic head is available, thereby securing the advantages of low-temperature intake to the mechanical compressors and reduction of moisture content below that of atmospheric air; (6) development of large air supply at pressures up to 150 p.s.i.g., which, after performing work in reciprocating or centrifugal expansion cylinders, is available at temperatures approximating -50° F. Possibilities in freezing and reheating should be mentioned which may prove economical for obtaining uniformly dry air for process work, wind-tunnel tests, or large air-conditioning installations, such as ventilation of underwater traffic tunnels, and may be economic for supply of supercharged air to gas-turbine plants.

The underground car park "Admonterhof in the historical centre of Graz is an example for the technical and economical success of a complicated structural design using a concept on the basis of the observational method. The intention to built a 20 m deep excavation beneath a protected monument was accompanied by some essential issues: the preservation of the existing state avoiding extensive displacements by means of a girder grid of reinforced concrete, its support on large bored piles and small steel-tube piles with possible active compensation of differential settlements, the excavation support in none built-up areas with secant bored piles, the underpinning of existing buildings with different structures by means of jet grouting. Furthermore the hydraulic gradient and the permeability of a rock formation in a part of the excavation had to be explored with the purpose to control the inflow of groundwater with a level difference of more than 10 m.

In Chinese coal mines, extraction of deep, highly gassy soft coal seams sandwiched between soft floor and soft roof in complicated geology is commonly encountered. How to safely and efficiently excavate such seams is a very significant and important problem. It has been a focused research area in recent years. By combining the characteristics of fully mechanized longwall mining methods such as large cutting height and mining along the dip, an integrated method and technologies for the Zhangji Coal Mine were developed. This technology includes the design of a complicated geological exploration system, optimization of mining method and working face parameters, control of rock pressure and high levels of gas, reliability model of the production system, and selection and compatibility of equipment. Engineering practice shows that the integrated technology was successful in mining these complicated seams. This study not only enriches the mining method, but also improves the coal mining practice, especially ensuring both safety and productivity under complicated geological conditions.

According to the annual refinery-capacity survey of the Bureau of Mines, the number of refineries in the United States showed little change in 1940, increasing from 057 the first of the year to 562 at the close. Although a number of plants were dismantled in Texas and other States, more than compensating gains were made in California, Illinois, and other States. Low gasoline prices, competition for crude-oil supplies, particularly in Illinois, and the termination of a favorable distributing arrangement for independent plants in the Los Angeles area, forced about 50 refineries to close down in 1940. The number of operating plants accordingly declined from 461 on January 1, 1940 to 420 on January 1, 1941 and the number of idle plants increased from 86 to 136 in the same period. These developments were also reflected in the capacity data, the operating capacity declining from 4,196,694 barrels daily on January 1, 1940 to 4,180,588 daily on January I, 1941 and the idle capacity rising from 431,952 barrels to 53g8381 barrels in the same period. However, the completed capacity on January 1, 1941 (4,718,969 barrels daily) was 2 percent above the previous year.

ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and' informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year's meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. '

Economic activity in the United States picked up in the third quarter, according to the latest estimate released by the Department of Commerce. Real gross national product (GNP)--the Nation's output of goods and services--grew at a seasonally adjusted annual rate of 4.3%, or $17.6 billion, compared with a rate of 1.9% for the second quarter of 1985 and 1.6% for the third quarter of 1984 (table 1). The 4.3% rate is one percentage point above the preliminary estimate reported in the August/September issue of Minerals and Materials. Most of the upward revision was due to the change in business inventories and Government purchases, while the figure for net exports was revised downward substantially. The 4.3% growth bettered by 1.5% the average rate of growth in GNP from 1974 through 1984 and was 1.1 % above that of the period from 1975 through 1984 and 0.7% above that of 1980 through 1984. Of importance to the minerals industry was the $14.4-billion growth in personal consumption expenditures, $10.2 billion of which was for durable goods (especially domestically produced automobiles) and the growing residential investment. The net export deficit continued to grow, however, and investment in nonresidential structures, producers' durable equipment, and business inventories declined. Prices, as measured by the GNP fixed-weighted price index, increased at an annual rate of 3.1% in the third quarter, compared with 3.9% in the second quarter. The slower rate of inflation resulted mainly from a decline in energy prices, following second-quarter increases. Fourth-Quarter Prognosis Many of the economic data available for October and November indicate that the economy is growing modestly and will continue to grow over the next 3 to 6 months. The composite index of leading indicators, designed to predict economic activity within 3 to 6 months, rose 0.3% in October, the sixth consecutive monthly advance, according to the Department of Commerce. Six of the 11 available leading indicators were positive: Stock market prices rose, as did sensitive material prices, credit outstanding, and manufacturers' new orders for consumer goods and materials; initial claims for unemployment insurance decreased, and firms were getting slower delivery of goods. Four of the indicators were negative: Business formations, homebuilding permits, contracts and orders for plant and equipment, and money supply all declined. The average hours worked per week, already at a high level, remained unchanged.

Workers at the Consolidated Aluminum Corp. primary aluminum smelter at Lake Charles, LA walked out at midnight March 31 when their contract expired. Management personnel operated the smelter and prebaked carbon anode facilities until an agreement for a new 3-year contract was reached April 18. The Aluminum Company of America (Alcoa) began operations at its can recycling facility at Taylor, MS. The facility can process 3 million pounds per month of aluminum and steel cans. Alcoa announced plans to increase the capacity of its aluminum paste and flake production plant at Logan&apos;s Ferry, PA by 50 percent. Completion was scheduled for mid-1980.

Ask someone what they can tell you about the Royal Canadian Mint and most likely the first thing that they will mention, is coinage. The Royal Canadian Mint manufactures Canada&apos;s one-cent coins, nickels, dimes and quarters - over 1 billion per year. Most of these coins use copper and nickel as base material, and all of this metal is mined, refined and processed in Canada prior to being shipped to the mint for coin production. In 1985 alone, 1270 metric tons of Canadian nickel and 2160 metric tons of Canadian copper were absorbed in circulating coinage. July 1987 will have marked the introduction of Canada&apos;s new one dollar coin, an important new addition to Canada&apos;s monetary system. The first phase of this program will consume about 2,235 metric tons of Canadian nickel in the initial production run. Annual requirements in subsequent years are estimated at 225 metric tons. The Royal Canadian Mint is also a major producer of circulating coinage for foreign countries. Since the state-of-the-art Winnipeg plant swung into full production in 1976 the Mint has struck more than 5.2 billion coins for some 35 nations around the world. 1985 sales have increased almost 6 fold over 1984. 1987 already shows commitments for a further significant increase in volume in this business. The use of Canadian metals in export to foreign nations as coinage adds still more to the Royal Canadian Mint&apos;s key role as a major market maker for Canada&apos;s mining industry. The success of the Mint in this realm can be directly traced to it&apos;s 75 years as one of the world&apos;s most important refiners of gold. After World War I and 1931-33 depression, gold mainly reserved for official international transactions and internal use restricted. Changes since 1971 have shrunk official international use of gold. International payments deficits and surpluses now financed by private and official credit, rarely by gold. The first metal-mine accident-prevention course was prepared and published in 1942--45 as a series of seven miners&apos; circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners&apos; Circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners&apos; Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

The mineral Industry, following the economy as a whole, experienced little growth in 1992. However, with modernized plants, efficient workforces, and lower operating costs, the industry is well positioned to take advantage of possible improvement in the national economy during 1993. In addition to the significant 1992 events highlighted below, important events, trends, and issues within individual mineral industries are addressed in the commodity sections that follow. The value of processed materials of mineral origin is estimated to have been about $310 billion in 1992. The value of U.S. raw nonfuel minerals production in 1992 is estimated at approximately $32 billion, a 3% increase over 1991. The value of domestic minerals production has increased in all but 4 of the last 32 years.

The East Side Access (ESA) Project will extend Long Island Rail Road (LIRR) into midtown Manhattan via 11 km of tunnels, a new terminal station and associated support facilities. In addition to the hard-rock tunneling currently underway in Manhattan, soft-ground tunnels in Queens will traverse beneath Amtrak?s Sunnyside Yard and Harold Interlocking, the busiest rail interlocking in North America. This paper details ESA?s coordinated approach to interfacing with both Amtrak and LIRR with regard to the planned tunnels, shafts and related construction beneath or adjacent to the operating railroads. This interface includes integration of railroad staff, extensive presentations, reviews and agreements with the railroads regarding settlement mitigation, real-time automated geo-instrumentation monitoring, ground improvement, and geotechnical/environmental controls.

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

An attempt is made here to collect together various reports and publications that are based on research supported all or in part by Contract No. H0155008 for the past two years. The subject matter deals primarily with the excitation, transmission, and reception of electromagnetic waves in mine environments. This contract from the U.S. Bureau of Mines with the Office of Telecommunications supports the efforts of James R. Wait (Principal Investigator and Consultant to OT), David A. Hill (Co-Investigator), and various associates within the Boulder scientific community. The contributions of Samir F. Lithium minerals occur predominantly in pegmatites that contain mineral assemblages derived from the crystallization of post- magmatic fluids or from the metasomatic action of residual peg- matitic fluids. They have been the traditional sources of raw material for ceramic and chemical industries. With the discovery of the Searles Lake deposits, brines became new sources of lithium, and, today, two brine deposits satisfy nearly one-half of the free world demand for lithium chemicals. Indeed, lithium production from pegmatites has been superseded by brines sources. In the United States, the brines of Clayton Valley, NV, have been exploited since 1964 by Cyprus Foote Mineral Company, a subsidiary of Cyprus Minerals Company. In Chile, Sociedad Chilena de Litio Ltda., an affiliate of Cyprus Minerals Company, is now producing lithium carbonate from the brines of the Salar de Atacama. Recently identified brine deposits suggest that these may well become the prime sources of lithium chemicals. In Bolivia, the government is negotiating the rights to exploit the brines of the Salar de Uyuni. The Salar del Hombre Muerto in Argentina is being evaluated as a future center of chemical production. The brines of the Great Salt Lake of Utah, the Smackover Formation, and the Imperial Valley geothermal field have been defined as important resources of lithium. In Tibet, high concentrations of lithium have been reported in several saline lakes. In the People&apos;s Republic of China, lithium may be produced from the brines of the Dabusan playa in the Qinghai Basin. The 1950s saw a great number of lithium companies develop. However, following the termination of the Atomic Energy Commission purchase program in 1959, several companies, such as Maywood Chemical Co., American Lithium Chemicals, and Quebec Lithium Corp., were forced to close their operations. Nevertheless, with the development of new applications in glass ceramics, air conditioning systems, synthetic rubber, and metallurgy (aluminumpotlines), the lithium industry grew steadily. With the potential application of lithium metal in batteries, nuclear reactors, and fuel cells, a steady growth can be foreseen. New products and new applications are likely to stimulate exploration for expanded reserves as well as the search for new sources from which lithium could be extracted economically. Presently identified reserves and production capacity are sufficient to satisfy the conventional market growth of lithium.
