Twelve linear test foundations were constructed over an advancing longwall panel in southern Illinois, six were located along the centerline, and six in the maximum tension zone. One footing in each set was a control foundation constructed according to conventional practice. It suffered severe damage. Footings with reinforcing bare and post-tensioning had much smaller elongations, with the post-tensioning preventing cracking of the footing. Footing-soil interface treatments of plastic-on-sand and plastic-on-soil served to reduce damage. The addition of steel fibers to the footing had about the same effect as an interface treatment. Sill plate construction (butt-jointed versus lap-jointed) appeared to significantly affect the behavior.

The oxide fraction of industrial zinc ash was characterized in terms of chemical and phase composition, leaching behavior in sulfuric acid solutions, and leaching thermal effect. The waste product contained about 68 percent zinc (Zn), 7 percent chlorine (Cl), 2 percent aluminum (Al) and less than 1 percent other metals, such as iron (Fe), manganese (Mn), calcium (Ca) and silicon (Si). It consisted mainly of zinc oxide contaminated with metallic zinc and zinc hydroxide chloride. The dissolution of metals from the zinc ash was determined for solid-to-liquid ratios ranging from 100 to 500 kg/m3, acid concentrations of 10 and 20 percent, and temperatures of 20 and 40 °C. The past two decades has seen the application of the mechanical flotation machine, originally developed primarily for metal1iferous ore beneficiation, increasingly applied to cleaning coal in the 28x0 T. Mesh size range. Internal cell hydrodynamic studies of mechanical flotation machines of all sizes, as well as computer aided modeling studies of flotation kinetics has, within the last five years, established a basis for optimizing coal flotation circuit design and machine operation, and has a1 so pointed a way toward improvements in mechanical flotation machine design for the future. Consideration of the trend toward increased fines produced by current mining techniques, as well as the environmental need for a progressively cleaner product, lends support to basing the design of the mechanical coal flotation machine of the future on finer feed; below 100 microns in size. Future types of mechanical flotation machines, which may satisfy the fine coal cleaning requirements for a significant improvement in product grade while maintaining the combustible recovery levels of current technology, are discussed.

The new legislation is sweeping in its demands for cuts in smog, acid deposition, toxic air pollutants and ozone-depleting chemicals. The Amendments will siqnificantly alter air quality permitting and compliance and are estimted to cost billions of dollars to implement. This article provides an overview and summary of each of the eleven titles of the Amendments. It also addresses how the Amendments will be implemented.

INTRODUCTION AND SUMMARY World mineral trade during 1960 to 1984 has shown substantial changes both in value and tonnage. Although fuel commodities dominated total mineral trade during this period, this paper will focus attention primarily on nonfuel minerals. Brazil and Australia, modest producers of iron ore in 1960, have become dominant producers and exporters, together accounting for about half of major iron ore exports in 1984, far surpassing traditional export suppliers such as Sweden. Australia has also become the largest producer and trader of bauxite and alumina, and worldwide alumina trade has increased at the expense of bauxite trade. Similarly, shipments of ferroalloys have increased more than shipments of ores such as those of chromium and manganese. Canada, retaining its first rank in world export of zinc, has become also the leading source of potash and sulfur in world trade, and South Africa has been the dominant factor in chromite, manganese and their respective ferroalloys. Developing countries' share of world copper trade has increased, with Chile maintaining first rank, but developed industrialized countries have continued to dominate production and trade of lead and zinc. Phosphate, sulfur, and potash have been the principal crude nonmetallic minerals traded worldwide. Looking to the near future, dramatic increases in export of iron ore, phosphate, potash and sulfur are not envisaged. Bauxite exports will continue to decline relative to alumina but at a slower rate than in the recent past. Zinc concentrate will continue to be exported but lead will be traded more as metal than as concentrate. For iron and steel, there will be some production shift from traditional producers to certain developing countries and recently industrializing developing countries such as Brazil, India, the Republic of Korea, and Taiwan. In the following sections dealing with specific commodities, it should be understood that information is presented only on the major forms of each commodity that move in trade, and only for a selected group of countries for each commodity or major form of each commodity. Thus, totals shown or mentioned generally represent only the totals of figures presented here and do not include estimates for minor forms of material or for countries that are not listed. However, the data provided is regarded as sufficiently complete to reflect major patterns and trends, and exclusions are there- fore not seen as affecting conclusions that may be drawn from the material provided. FUEL AND NONFUEL TRADE Values of Fuel and Nonfuel Trade The value of world export trade in major mineral commodities (ores, concentrates and scrap, crude minerals, iron and steel, nonferrous metals, nonmetallic minerals and mineral fuels) in 1983, the latest year for which comprehensive data are available, was reported by the United Nations in May 1985 to have totaled over 514 billion current U.S. dollars (Table 1). This was 79% of the historic record high of nearly $649 billion ,current dollars set in 1980, but almost 18 times the current dollar value reported for 1960. [1/] The value of these 1983 exports in constant 1960 dollars was $164 billion (Table 2), only 66% of the record 1980 high of almost $250 billion, and only about 5.7 times the 1960 dollar level.

INTRODUCTION This paper discusses aspects of rock engineering applicable to surface gold mines. Discussion particularly centers on areas in which rock mechanics can enhance the mine productivity or profit- ability. Methods of analysis are discussed briefly but for more detai1s the reader is referred to the appropriate references. A team approach to the overall design of the pit generally pro- duces a better result at an overall lower cost. In particular, money is wasted by asking for a "report on slopes" and then input- ting this slope angle into a pit design and economic analysis study without further reference to the geotechnical engineer. Pit slope angle depends on slope orientation, location, pit shape, pre-existing discontinuities and mining methods. Preliminary slope angles can be produced but optimization depends on ongoing inter- action between the mining engineers, geologists and geotechnical engineers. This interaction can a1 so substantially reduce overall design time which may be critical in bringing remote plays into production. Most surface gold mines in North America are in igneous or metamorphic environments. Rock mechanics aspects discussed in this paper will be discussed with reference to these environments al- though most of the principles and comments are applicable to sedimentary environments as we1 1.

A small size quarrying activity (3 different quarries with an overall production in blocks less than 10.000 m3/year) has been exploiting for a long time the ?Tonalite? deposit of Adamello-Presanella. In 1967, given the outstanding natural beauty of the area, a natural park has been established with the aim of preserving environmental quality and, at the same time, of providing a sustainable development to the area. Because of the potential impacts of a mining activity in such a context, a specific study has been recently carried out in order to define if and how the quarries could co-exist with the park, beyond the ?administrative results? of a classic environmental impact assessment. The paper deals with the process that drove to the conclusion that the activities are not ?a priori? incompatible with the aims of the park. In the opinion of the authors, a responsible quarry management, which must take inspiration from the care given to environment by traditional alpine productive activities (e.g. the use of water, of wood, and of the stone itself), and take advantage of modern technologies in terms of emissions and safety, can be considered not only compatible with the protected area, but even able to positively contribute to the protection of the land and environment (Barisone et al., 2001). A series of specific prescriptions, which have been adopted by the Park Authorities after this study, are also discussed in the paper: only the definition of suitable spatial and temporal limits, the adoption of effective technical practices and a strict control are considered to be able to drive this ?exceptional? activity towards the final goal of real sustainability.

INTRODUCTION In the past three decades, world trade has grown from less than $100 billion per year in the years following World War 11 to slightly more than $300 billion in 1970 and over $2,000 billion in the early 1980s. Adjusted for inflation, the real growth of world trade in 1972 dollars increased from less than $175 billion per year in the early 1950s to slightly more than $342 billion in 1970 and almost $700 billion per year by the early 1980s. Thus trade as a whole has increased a little more than twofold in real terms in the past decade." Mineral commodities constituted approximately 20% of the value of total world trade in 1970, and significantly more than that proportion in terms of physical volume. By 1980, de- spite rapidly rising petroleum prices, mineral commodities accounted for roughly 18% of the total value of world trade. Crude oil alone ac- counted for about 16%, making it the single most important commodity in international trade. The worldwide recession of 198 1- 1983 brought a dramatic decline in both volume and price of crude oil, shrinking the impact of mineral commodities to roughly 10% of the value of total exports, worldwide, in 1982- 1983. The decline of mineral commodities as a pro- portion of the value of world trade in the decade 1970- 1980 is due largely to the increasing importance of manufactured goods and consumer products such as automobiles and electronic items. During this period, mineral commodity trade expanded roughly sixfold in terms of current dollars to an estimated $350 to 360 billion in 1980. This was equivalent to doubling the real value of mineral commodities in international trade in the 1970- 1980 period in constant dollars. The U.S. Bureau of Mines has expanded the traditional definition of mineral commodities to include semifinished products such as iron and steel (in addition to iron ore), refined metals such as copper, lead, zinc, aluminum, and tin, concentrates, scrap, and petroleum products. Since large quantities of essentially mineral derivatives travel in this form, it is reasonable to use these expanded definitions in stating the role of minerals in world trade. Thus minerals in world trade comprise 30 to 33% of total export trade in all commodities during the period 1976- 1980 (see Table 1.3.1). In addition, the U.S. Bureau of Mines estimates the value of all mineral commodities consumed in the world (at the national level) and compares this value to total worldwide commodity consumption. By this system, mineral commodities range from 30 to 40% of all commodities consumed each year in all countries during the period 1976- 1980 (see Table 1.3.2). The growth in export trade in mineral commodities by commodity group is shown for the period 1976-1980 in Table 1.3.3. These data parallel the swings in worldwide economic activity during the same time period. An electron optical and microprobe study was made to determine the physical and chemical nature of the silica minerals that occur as natural impurities in bentonite and montmorillonitic fuller&apos;s earth clay products (both granular and powder) and that occur in <10-µm dusts from plants that process these products. The purpose of the study was to determine if discrete "free" silica minerals, such as quartz, could be observed using SEM and EDS methods. No “free" silica minerals could be observed in the SEM images of the granular and powdered products, either among or on the surfaces of the particles. Also, no “free" silica could be identified by either SEM or EDS analyses of the dusts, even though quantitative X-ray diffraction analysis indicated that trace amounts of quartz occurred in all samples. It was determined that these quartz and other silica minerals were encapsulated or coated by montmorillonite. Vigorous washing, however, removed some of the clay coatings, so that small amounts of silica minerals could be seen by SEM and EDS analysis. It was found that all primary crystalline quartz grains in the bentonites have diagenetic overgrowths consisting of a mixture of montmorillonite, opaline silica and possibly microcrystalline quartz. Detrital quartz grains in the fuller&apos;s earth have thin diagenetic overgrowths of opaline silica, also containing montmorillonite. The clay encapsulation of the silica minerals in the products studied, as well as in the potentially respirable (<10-µm) dust produced during manufacturing of bentonite and montmorillonitic fuller&apos;s earth clay products, is considered to be an important factor influencing the potential health effects (e.g.. silicosis) of the contained silica. Even if clay dust containing silica should be inhaled, the montmorillonite encapsulating the quartz and other silica minerals would prevent direct contact of the silica with lung tissue. The clay encapsulation of quartz, as well as the highly hydroscopic nature of montmorillonite, may explain why not a single confirmed case of silicosis has ever been reported among plant workers in more than 65 years of production.

Coal has been mined in the Kailuan mining area for more than 130 years. The remaining reserves consist of, in large part, coals that would have been considered economically unminable or technically not feasible by the previous generations. Some of the current operations have to resort to overmining because the lower seams had been extracted in the past. This paper deals with the feasibility and proper layout of mining roadways of overmining carried out in the No. 5 seam of Qianjiaying coal mine of Kailuan mining area using numerical and physical simulation. FLAC2D was used to investigate the characteristics of stress and displacement in the overburden after extraction of the lower seams. It also analyzed the proper layouts of gateroads in the upper seams, i.e. locating them in the stress-relief zone of the gob so that their stability can be easily maintained. In addition, a two-dimensional physical model was constructed for investigation of damages to the upper seams due to mining of the lower seams. Finally, based on the results of investigations, proper gateroads layout was designed and successful extraction was implemented for panel 1357 in the No.5 seam.

Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. The persistent requirement for methods and equipment capable of detecting hazardous anomalies in advance of underground mining has led to the development by the U.S. Bureau of Mines of a directional radar probe. The probe operates from boreholes drilled from the surface into the underground region to be mined. The engineering model radar was completed in early 1982 and field demonstration tests were performed in May of that year at a selected coal mine. Preliminary in-situ electromagnetic tests were performed at several candidate coal mines to evaluate the radio-frequency characteristics of the coal. A coal mine in New Mexico was selected on the basis of low EM propagation losses in the coal and the presence of an extensive coal seam displacing fault as a radar target. The borehole radar was operated in two vertical boreholes which intersected the coal seam at approximately 25 and 40 feet from the fault interface. Radar reflections from the coal/ rock interface were detected in both tests. Underground tests in a horizontal borehole in the coal were less successful because of interfering reflections. Additional borehole-to-borehole tests were performed with a separate ground penetrating electromagnetic system to obtain radar range calibration data. The coal was found to be bounded by very lossy roof and floor sandstone and shale while propagation through the coal seam was obtained at distances up to 175 feet between test boreholes. Coal seam continuity was indicated by the hole-to-hole experiments through a section of the seam previously thought to be completely cut off by the fault.

Due to variation in the geological natures of underground coal mines, especially when the entry?s roof/floor are soft and weak, it is vital to select an appropriate roof bolting system to ensure entry stability, coal production, and miner?s safety. No single type of roof bolting system perfectly fits for various types of openings, even within a mine. From the results of continuous research on roof bolting in the past 10 years, the authors used a novel concept of ?Self-screwed? mechanism to develop five types of roof bolting under a patented Self-screwed Tube Bolting System (STBS)©. This roof tube bolting system can be applied to meet different timing-strength requirements under varying mining conditions to increases the stability of mine workings. This paper outlines the structures and mechanisms of the five types of self-screwed roof bolting systems along with their unique characteristics, advantages and disadvantages, and limitations. Two case studies using a Self-screwed Tube Drilling Bolting (STDB)©, one of the five types of roof tube bolting systems, show the principles of mechanics, suitability and parameters for a mine entry and a subway?s construction/ supports in the surrounding soil layers and soft sands, respectively are presented. The results confirmed the time dependent anchorage capacity between predictions and on-site measurements. Currently, other types of the self-screwed tube bolting systems are also being applied to different coal mines in China to increase entry stability and meet safety requirements.

Steel mesh has been used successfully for many years to control friable roof conditions and prevent loose roof and rib material from caving into the roadway. Despite its extensive use, the installation of steel mesh is difficult to automate and many other products have been evaluated as an alternative for skin control. Ideally, the properties of these new products should be similar or better than those of the steel mesh. In particular, development of a strong and resistant shell that minimizes movement along the fractured rock and coal surfaces between the bolt anchors is recommended. A strong surface adhesion and the strength of a reinforced polymer skin can provide the necessary toughening mechanism required to enhance roadway surface support by forming a reinforced polymer/rock surface layer. Most of the Thin Spray-on Liners (TSL) evaluated in the mines are weak with slow curing times, and the plastic mesh currently used to support the coal ribs is relatively weak. Therefore, neither material can seriously compete with steel mesh. Currently, a new polymer product that cures in seconds and forms an instantaneous strata binder that surpasses the properties of steel mesh is under development at the University of Wollongong.

The Barneys Canyon orebody is a sediment-hosted disseminated gold deposit located 8 km (5 miles) north of the Bingham Canyon porphyry copper mine. Mineable oxide reserves are 8.6 million tonnes (9.5 million short tons) grading 1.64 g/tonne (0.048 oz/ton) gold. Host lithologies are carbonates and siliciclastics of the Park City and Kirkman-Diamond Creek Formations of Lower Permian age. Gold distributions are controlled by favorable stratigraphic units and associated alteration, and structures. Dominant alteration is decalcification and bleaching of carbonates, and argillization and bleaching of sandstones. Gold to silver ratios are greater than 1:1. Anomalous trace metals include arsenic, antimony, mercury and thallium. The Melco deposit lies 2.4 km (1.5 miles) southwest of the Barneys Canyon deposit. It is spatially associated with a steeply northwest-dipping siliciclastic breccia in the Kirkman-Diamond Creek Formation at the contact with underlying orthoquartzites of the Freeman Peak Formation. Both gold-bearing oxidized and sulfide lithologies are present, often in sharp contact. Mineable oxide reserves are 2.8 million tonnes (3.1 million short tons) grading 2.40 g/tonne (0.07 oz/ton) gold. Anomolous trace metals include arsenic, antimony, mercury and thallium, which are generally present in concentrations greater than those at Barneys Canyon, particularly in sulfide-bearing material. A spatial, temporal and genetic relationship is proposed between the Melco deposit and late-stage gold mineralization at Bingham Canyon, although both the Melco and Barneys Canyon deposits have many similarities to Carlin-type gold deposits.

INTRODUCTION The first portion of this chapter is concerned primarily with the contamination aspects of fine coal cleaning that include both the solids and water discharged as waste products after coal preparation. Topics include characteristics of the water and solids, changes that occur to both of these phases during use and after impoundment, as well as the impact that these changes have on unit operations and the environment. Attention is also given to the formation of acid mine drainage and treatment options that may facilitate reuse of the water. The second part of the chapter analyzes the problem of air contaminants from coal preparation plants including analysis of air pollutants and control methods. An overview of air quality regulations is also presented; most provisions have little or no applicability to coal preparation plant operation but are presented to provide an understanding of end-user constraints. The final part of the chapter emphasizes the long-range problem of refuse disposal and control. An overview of characterization, maintenance, and control of the refuse area is presented, as well as design guidelines. A brief review of stability analysis procedures is also included. PREPARATION PLANT WATER Characteristics of Makeup Water for Coal Preparation There are few specific rules governing the quality of makeup water used in coal preparation processes.&apos;" It is generally accepted, however, that the solid matter content should be less than 5%. The solids concentration in plant makeup water typically varies between 0.25 to 0.9 lb per gal (30 to 110 g/L) and may reach concentrations as high as 1.7 lb per gal (200 g/L). The water used in coal preparation is usually obtained from one or more of the following sources: public supplies, rivers and streams, canals, mine water, and wells. In most cases, water is obtained at the lowest cost including any necessary treatment. A major portion of the recirculated water is clarified by thickeners and settling ponds to remove fine coal and clay particles. Sufficient water is generally available to meet the needs of coal preparation in most areas. It has been estimated that approximately 65 to 70% of the makeup water used in a coal preparation plant comes from surface sources. It is important to note that a variety of substances are commonly found in natural water supplies, whatever the available source may be (Table 11-1). INTRODUCTION Since the nineteen fifties, process engineers have been seriously concerned with process models for various purposes (1,2,3). Models serve as subroutines to mathematical flowsheets which simulate circuits of interest. Simulators can serve to increase process know- ledge, assess circuit performance, investigate flowsheet modifications, evaluate new flowsheets, perform off-line optimization, and compare alternative control strategies. This chapter describes a methodology to develop a simulator of a bulk Cu-Mo circuit comprised of roughers, scavengers and 3 stages of cleaning. The simulator was employed to evaluate the influence of water addition at circuit points and to estimate the optimal number of cells for each stage in the circuit. DESCRIPTION OF CIRCUIT Figure 1 is a flowsheet of the Brenda Mines Ltd. (located near Peachland, B. C.) bulk Cu-Mo flotation circuit as simulated prior to an expansion/renovation which involved the installation of large, new flotation cells. Referring to the flowsheet, feed to rougher cells includes fresh feed, scavenger concentrate and 1st cleaner tailing. Rougher con, 1st cleaner (sect ion 2) con and 2nd cleaner tailing are fed to 1st cleaners (section 1). 1st cleaner (section 1) concentrate and 3rd cleaner tailing serve as 2nd cleaner feed, while 2nd cleaner concentrate is fed to the 3rd cleaners which produce a final bulk concentrate. Table 1 lists cell types and specifications important to the circuit. DEVELOPMENT OF MODELS To develop flotation cell models a systematic procedure was employed (4). This involves the selection of responses and factors, proposing models to be fitted, the acquisition of raw data, the statistical adjustment of raw data, fitting models to adjusted data and testing the adequacy of fitted functions. Responses and Factors Responses of interest included recoveries, concentrate grades and concentrate solids/water flow rates for each stage. Factors that influence these responses, such as reagent addition rates, air flow rates to cells, solids and water flow rates to stages and feed grades were not manipulated during the sampling period.
