As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

As metal prices fluctuated over the years, so too have the fortunes of many of those mining in Canada?s Yukon province. With a rich mining history that dates back to the Klondike gold rush of 1896 to 1898 and continues to thrive today, Yukon has experienced several ?boom-and-bust? cycles. However, during the world?s most recent mining ?bust? Yukon has held strong and has re-mained one of the world?s hottest destinations for mineral exploration. In fact, the area even exceeded forecasts in 2009, more than doubling last year. And the near-future looks just as bright.

Amsterdam City Council is building a new metro line, the North–South Line. The line passes under Amsterdam Central Station (a listed building) about 18m below street level. The retaining wall that has to be built underneath the existing building is an innovative construction consisting of two rows of steel piles interspersed with a solid mass of overlapping jet grout columns: a composite ‘sandwich’ wall. This paper gives an overview of the approach taken to designing (computational models) and building the retaining wall. Special attention is paid to the observational method used for the construction of the jet grout columns.

The Piedras Verdes copper mine is a new run-of-mine (ROM), heap leach, solvent-extraction/electrowinning (SX-EW) operation located 21 km (13 miles) north-northwest of the town of Alamos in the state of Sonora, Mexico. The Piedras Verdes copper mine is wholly owned by Frontera Copper Corp. (FCC), a Canadian corporation, through its 100 percent beneficial interest in Cobre del Mayo S.A. de C.V. (CDM), a Mexican registered company. The January 2008, minable reserves were estimated to be 193.6 Mt (213 million st) at a grade of 0.36 percent copper. The overall recovery of total copper was estimated to be 61.9 percent. The property has an additional 17-year life and is designed to produce 31.7 kt/a (70 million lbs/year) of cathode copper. Construction commenced in early October 2005. The first copper cathode was produced 12 months later at a total capital cost of $100 million. Elevations at the site range from 150 to 300 m (490 to 985 ft) above sea level. The area has excellent infra-structure in the form of towns, power, water, roads, rail, airfield and access to the deepwater port of Guaymas (Fig. 1). The surrounding area is also famous for its numerous polymetallic (lead, zinc, copper, silver and gold) epithermal veins. Some of these were mined for more than 200 years and provided the wealth on which the town of Alamos was built. The original village of Piedras Verdes was located in the area of the proposed openpit mine and, consequently, it was necessary to construct a new townsite 6 km (3.7 miles) to the south before project development could commence. The new town site (Fig. 2), complete with power and water supplies, roads, sewer system, schools, clinic and recreational facilities, was completed and occupied by 49 families in September 2005. CDM received its remaining permits from the Mexican environmental authorities on Sept. 20, 2005. This enabled the company to proceed with full-scale development. CDM owns or controls 27 mining concessions covering the resource. Surface rights to the Piedras Verdes project were controlled by four Ejidos (communal agrarian and/or ranching societies) and five individual landowners. CDM has acquired all surface rights necessary for its mining operations and associated facilities either through outright purchase or long term lease agreements.

Lineament analysis, a remote sensing application for geological structures, has been criticized for reliance on subjective interpretations. The Mine Safety & Health Administration’s Roof Control Division performs lineament analyses with a technique that removes much subjectivity. Study areas are viewed on satellite images with software that allows examination under artificial sun azimuths and elevations. Extraneous lineaments are removed through successive steps of superposition, resulting in selection of the most robust linear features. Field investigations revealed a strong coincidence of joint and fault zones that were parallel with projected lineaments. The Roof Control Division’s successful identification of lineaments associated with roof falls and highwall failures has prompted some mine managers to incorporate lineament analysis as a mine-planning tool. The identification of potentially hazardous ground conditions will allow mine operators to obviate safety concerns that might otherwise adversely affect miner health and safety.

Introduction Continuous monitoring techniques have been used in the US and abroad for many years. A continuous miner has a monitor that measures methane and automatically gives a warning if the methane exceeds 1%. It deenergizes the continuous mining machine automatically at a maximum concentration of 2%. Main fans are also continually monitored to ensure operation. Alarms may also be given at a remote location should a fan slow or stop. The systems being developed can continuously monitor various gases and equipment throughout the mine and transmit pertinent data to a surface monitoring station. At this station, conditions throughout the mine can be monitored and, in some instances, controlled. These are known as Mine Wide Monitoring Systems (MWMS). History The use of environmental monitoring systems began in 1976 when a federal court approved the petition of modification to use belt air at the face. The first mine to receive a modification did install a system to supplement existing safeguards. Later, the Mine Safety and Health Administration (MSHA) and the US Bureau of Mines (USBM) conducted tests dealing with the use of belt air. Findings from these tests are being used to set guidelines as requirements of a petition. These requirements include: • Velocity of air has to be 0.25 to 1.5 m/sec (50 to 300 fpm); • Monitors will be installed at each belt drive and tailpiece and at intervals not to exceed 610 m (2000 ft); and • An alarm level of 10 ppm, above the ambient level is appropriate. The early uses of environmental monitoring could only be used outby the last open crosscut. That may be a reason for an initial slow growth of these systems. In June 1982, MSHA began evaluating systems that could be used in returns to ensure that monitoring systems being used in areas where permissible equipment is required does not of itself pose an explosion hazard. This is known as the Mine Wide Monitoring Systems Evaluations and Sensor Classification program. The evaluations and classifications granted are based on electric currents and voltages. Use of mine wide monitoring systems The environmental aspect of MWMS in today's coal industry deals with carbon monoxide (CO), methane (CH4), and air velocity. Just as all mines are different and encounter different problems, the MWMS are diverse and can be used to provide necessary data in all areas of coal mines. Mine operators in an ultragassy seam, for example, may be concerned with monitoring methane, while a mine that used diesel equipment may want to continuously monitor for diesel contaminants. In a mine with roof fall problems, airflow monitors may be helpful as an indication of whether the air is flowing in its normal course and at its normal volume. Today's MWMS can monitor any or all of these parameters. Most systems can be expanded as mining needs require. For example, a mine is now being monitored for methane and five years from now CO monitoring would help increase safety. It may be possible to use the same system by adding additional equipment. In the US, 30 environmental monitoring systems were installed from May 1985 through May 1986. In 1984 and 1985, there were 38 and 44 environmental monitoring systems in operation, respectively. Due to mine closings, 11 of these are no longer in use. However, the number of mines using environmental monitoring systems increased to 63. Tunnel boring machine (TBM) development continues to take on not only larger diameters, but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar have required innovative design approaches. A systems approach has been required to produce tunneling machines that can safely excavate the tunnel in an efficient, cost-effective manner that stresses production and labor saving approaches. This article reviews the current design developments and present recent projects where these most recent principles have been applied. The world?s growing population and rapidly proceeding urbanization are boosting an enormous demand for new and high-capacity infrastructures to secure the mobility of goods and people. Densely populated areas face the challenge of providing efficient traffic infrastructure such as a modern public transport system. At the same time, the maintenance and modernization of supply and disposal structures for water, sewage, energy and communication are essential. Last but not least, are supra-regional transportation routes such as long distance water diversion schemes. All of these projects are as demanding and are characterized by a tight time schedule. In this context, the demand for efficient tunnels for traffic and utility lines is increasing, as new infrastructures often leads underground because of limited space above ground. Also, tunnels are the obvious choice to cross natural barriers like mountain ranges. To handle the complex and variable geological conditions and other constraints, such as low overburden, high water pressure or long tunnel drives while facing increasing demand of a quick completion of a project, mechanized tunneling sets standards regarding safety, profitability and environmental protection in traffic tunneling projects as well as in the trenchless construction of utility tunnels. Different machine types and working principles have been developed to master various geological and hydrogeological requirements. Continuous activity in research and development leads to constant improvement of the mechanized tunneling process.

"Feather edging"- a major source of injury and fatal accidents in Australia, South Africa and USA, refers to a phenomenon where the roof, at the goaf edge, falls as a thin wafer of rock often suddenly, over-riding conventional timber breakerlines. It may run down and affect adversely a working bord at distances of 15 metres or more from the goaf edge. Feather edging typically occurs in relatively massive, strong roof strata such as sandstone or conglomerate. This paper presents the results of a mine trial where a concentrated row of fully grouted bolts were able to resist the feather edging in the first comprehensive, monitored trial in an Australian pillar ('total') extraction coal mine.

The Uetliberg Tunnel in Switzerland is the longest tunnel in Zurich?s new Western Bypass Expressway, connecting the Birmensdorf bypass in the west with the existing Zurich-Chur national motorway in the east. Thus the tunnel links the Zurich-West motorway interchange with the Zurich-South interchange (shown in Figure 1). The Uetliberg Tunnel project comprises two parallel tubes, each about 4.4 km long. The two tunnel tubes are connected every 300 m by a transverse walkway and every 900 m by a transverse roadway (Figure 2). The SOS niches are spaced 150 m apart. Portal stations with machinery rooms are located at the west and east portals. The tunnel falls with a gradient of 1.6% from the west portal at Wannenboden to the east portal at Gänziloo. The Project costs are about CHF 1.12 billion. The carcass construction started in March 2001. The Opening of the Uetliberg Tunnel is planed in spring 2009.

Stoppings are required to resist lateral forces on the face of the structure to control pressure differentials created by ventilating air. The design criteria in other parts of the world, including Australia, exceed this requirement by specifying over pressurization control to as much as 14 kPa (2 psi) in the active sections and 35 kPa (5 psi) in the main ventilating control areas. This is done to provide protection to the mine workers from explosive or air blast events within the mine that can create this over pressurization. The National Institute for Occupational Safety and Health (NIOSH) has been conducting research to develop a new testing protocol for rating mine ventilation stoppings. The premise of this work is that arch-loading conditions more accurately reflects the transverse load capabilities of stoppings in underground coal mines than the freestanding flexural strength test specified in the current Code of Federal Regulations (CFR). This work clearly shows that the transverse load capabilities of dry-stacked, mine ventilation stoppings are dependent upon the material strength of the block and the height and thickness of the wall, none of which are part of the current CFR criteria based on ASTM E-72 specifications. This paper compares the transverse load capabilities of several block materials and wall dimensions commonly used in stopping constructions based upon simulated three-hinge, rigid-arch loading tests of half-wall constructions in the NIOSH Mine Roof Simulator. The results indicate a wide-range of transverse load capacities, ranging from as low as 21 kPa (0.3 psi) to as much as 117 kPa (17 psi) for the conditions evaluated in this study. The current CFR criteria do not distinguish between applications of these stopping designs despite their wide variance in transverse load capabilities, which is not conducive to employing ventilation control strategies that isolate certain sections of the mine to prevent injury to mine workers.

Asbestos fibers are highly fibrous silicate fibers that are distinguished by having a large aspect (length to diameter) ratio and are crystallized in an asbestiform habit that causes them to separate into very thin fibers or fibrils. These fibers are distinct from nonasbestiform cleavage fragments and may appear as thick, short fibers which break along cleavage planes without the high strength and flexibility of asbestiform fibers. Since cleavage fragments of respirable dimensions have generally proven nonpathogenic in animal studies, little data exists on assessing well-characterized preparations of cleavage fragments in in vitro models. The available studies show that cleavage fragments are less bioreactive and cytotoxic than asbestiform fibers. © 2007 Elsevier Inc. All rights reserved. The use of coal as a fuel causes air, pollution in; a number of different forms, and in nearly all stages of its, handling, preparation, storage, use and-disposal of its residue. First let us consider the handling of coal. As shipped, particularly to large utilities, it is run-of-mine bituminous made up of large chunks as well as pulverized particles. Because it 'is in an open car or barge, it is subject to the action o winds and the small particles may be blown around adding to the-particulate load in the atmosphere. Mien un¬loaded from the barge or car, there is again an opportunity for the wind to blow the fine particles around. All of us I am sure have seen a barge at the dock of a utility plant being unloaded by a clamshell bucket. This, after grabbing its load from the barge, lifts it some 60 or 70 feet and, then drops it on a conveyor, which carries the coal to a storage area.

A 70% excess of mesothelioma, an asbestos-related cancer, has been reported among men in northeastern Minnesota, where iron mining has been the major industry. The Minnesota Department of Health has studied iron miners who developed mesothelioma to identify possible sources of asbestos exposure. A database of all Minnesota residents diagnosed with mesothelioma between 1988 and 1996 was linked to a database of approximately 72,000 current and former Minnesota iron-mining employees to identify cases who had ever worked in the mining industry. The job histories of the cases were examined to determine if any of their jobs could have involved exposure to commercial asbestos. Seventeen individuals diagnosed with mesothelioma in Minnesota between 1988 and 1996 were found to have worked in the iron mining industry. Of the 15 for whom adequate work histories were available, 14 had identifiable sources of exposure to commercial asbestos in jobs held both inside and outside of the mining industry. The time between employment in these asbestosexposed occupations and the diagnosis of mesothelioma is consistent with the 20 or more year latency period that has been observed in other studies of this cancer. © 2007 Elsevier Inc. South Africa (SA), a country in which all three commercially important asbestos minerals have been mined and milled, has retained proven cases of mesothelioma linked with environmental exposure to asbestos. This study illustrates the importance of fiber type in the occurrence of environmental mesothelioma. Four studies have reviewed the source of occupational or environmental asbestos exposure in 504 histologically proven cases of mesothelioma in South Africa. One hundred and eighteen cases (23%) were thought to be related to environmental exposure to asbestos. In the vast majority of these cases, exposure was linked to crocidolite mining activities in the Northern Cape Province. Two cases were thought to have occurred in relation to amosite and Transvaal crocidolite exposure in the Limpopo Province. In the balance of cases there was some uncertainty. No cases were reported with exposure to South African chrysotile. Consequently, in the vast majority of cases of mesothelioma, environmental exposure to asbestos occurred in the Northern Cape Province, in proximity to mines, mills and dumps where crocidolite was processed. Crocidolite appears to be far more mesotheliomagenic than amosite, and chrysotile has not been implicated in the disease. Nowadays, most grinding mills driven by a wrap-around ring motor are operating successfully. Some of the earlier problems could be attributed to the lateral stiffness and stability of their bearings. As a result, modifications to the bearings included the rearrangement of the shoes, or the addition of more shoes, closer to the horizontal centerline. This technical paper reports a study of the effects of bearings on the lateral stiffness of grinding mills driven by a wrap-around ring motor. The discussions cover the design of the four shoe trunnion bearings and examine the effects of the angular location of the shoes.

1. Paper1?Identification and enumeration of asbestos fibers in the mining environment: mission and modification to the federal asbestos standard Arthur M. Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.

Paper 1?South African experience with asbestos-related environmental mesothelioma: Is fiber type important? Neil White, Gill Nelson, Jill Murray The purpose of this review was to illustrate the importance of the type of asbestos in environmental mesothelioma. South Africa is a logical place to assess fiber type. The three major types of asbestos (crocidolite, amosite and chrysotile) were mined (all asbestos mining stopped in 2002) in South Africa. The association between asbestos and mesothelioma was discovered in South Africa. The occupational literature indicates high mesotheliomagenic potential for crocidolite, less for amosite and less still for chrysotile. Since South Africa has been a major source of crocidolite, relatively high rates of mesothelioma in the mining population is not surprising. High rates of mesothelioma due to environmental exposure is surprising, except perhaps when the authors? point out potential sources for community exposures (e.g., mine tailings used for road surfacing, golf courses, brick and plaster making; insulation in residential ceilings; children playing on fiber-rich waste rock). The authors? reviewed four studies reporting on mesothelioma cases and their sources of exposure and fiber type. Overall 23% of the known cases were attributed to the environmental (not occupational) exposure and about 90% were due to crocidolite asbestos. The proportion of environmental mesothelioma is considerably higher than in Western Australia where crocidolite is also mined. There the overall rate of environmental mesothelioma is about 6% (and less than 1% from residence in a crocidolite mining area).

The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

A new comprehensive insitu instrumentation technique named this RCC Method has been developed for rapid assessment and improvement of the structural stability of underground openings. When applied to tunnel construction, the degree of present and prospective safety of underground openings can be determined in quantitative terms within 10 to 20 minutes of microcreep observation. When applied to mining, roofs and floors can be stabilized by controlling the stress conditions. This stress control method has eliminated the need for intensive roof bolting and extensive floor renewal in all cases where it was applied. Use of this technique is illustrated by field examples from the Seikan Undersea Tunnel of Japan and deep potash mining in Canada. NEW INSTRUMENTATION TECHNIQUE: THE RCC METHOD Failure problems in underground excavation usually arise in weak non-elastic grounds where conventional rock mechanics theories of elasticity are not only useless but also misleading. Presently, discontinuity planes in the ground are being considered a factor in assessing these failure problems, and while this development is interesting academically, it is not of much use in actual excavation work, where it is nearly impossible to identify and quantize all existing planes of discontinuity. Even if such an extraordinary task could be accomplished at an underground excavation site, effective use of the data would be difficult and impractical for rapid excavation work, with the possible exception of rare cases of ideally elastic ground.

Spray-on ground support membranes (GSM) or thin support liners hold today perhaps as much potential to impact underground (u/g) ground support operations as dry and later wet-mix shotcrete when introduced to mining in the latter part of the 20th century. This emerging technology has come a long way from the time the first single component experimental coatings were tested in the mid-1980s. Due to a number of factors, including occupational health risk and mine safety regulations, it has taken quite some time for the development of non-hazardous membrane products. However, at this junction most existing u/g mines that employ more conventional forms of ground support could benefit from evaluating GSM technology as a means of improving safety and the bottom line. The same is especially true for future mine developments. This paper describes Master Builders Inc.’s CS1251 GSM product and its implementation. It discusses the situations in which GSM may replace other forms of ground support. Furthermore, it evaluates GSM costs & safety issues and looks at present applications and the potentially bright future of this technology.
