The 29th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 3, 2011. Each year, one living inductee, two recipients of Medals of Merit, and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Chilean Minister of Public Works and former Minister of Mining, Laurence Golborne Riveros will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Golborne Riveros was instrumental in managing the rescue of the 33 Chilean miners in October 2010 and in the coordination/management of the ?townsite? for family members, rescue support and the media. His engineering background and executive management skills made him ideally suited to assist in both a technical and managerial role in this emergency.

This section is unique to the Handbook in that it is the only section that deals with underground excavations for nonmining purposes. The editors were of the opinion that the section should be incorporated because the subject matter covered by the chapters is closely related to mining, and many mining engineers are currently involved in these activities. As we enter the decade of the 1990s activities in this category will increase, enhancing the relevance and utility of the material discussed. As the population increases, especially in metropolitan areas, the necessity to go underground will be greater. At the present time, not only are subsurface shopping malls and pedways connecting buildings becoming commonplace, but structures as diverse as the Civil and Mining Engineering Building on the University of Minnesota campus, a road-and-fleet maintenance facility in Multnomah County, OR, and even an ice cream parlor (Dairy Queen) in northern Wisconsin have been constructed underground. Placing utilities below the surface has numerous advantages and is now customary. Rapid transit and highways through tunnels in urban areas have been the norm for many years, but subterranean stormwater reservoirs, power plants, industrial warehouses, and food storage silos are relatively new innovations. The philosophy of underground defense installations is ancient, but their requirements and designs have trans-formed radically as technology advances. The use of under-ground space for disposition of wastes is modern, since it is recently that environmental concerns and waste disposal costs have assumed increased significance.

Treatment of plant effluent including waste water and associated soluble and insoluble substances, is of a primary concern of many process industries including mineral processing operations. The major objective of such treatment is the removal of such impurities which can interfere with the process through the use of recycled water, and/or to comply with environmental ordinances. For example, Ramirez and Clements (1978) state that molybdenum contents in the range of 19 mg/1 eventually poison ion exchange resigns used for the extraction of uranium. In addition, recent restrictions by the EPA on molybdenum discharge values for mining waste water necessitate removal of this metal to (0.5-1.0 mg/1).

In striving to develop this discussion about "Manpower for Industrial Mineral Industries" two fundamental classes of manpower are encountered. These are: 1) The Labor Force, comprised of unskilled and semi-skilled, nonprofessional personnel who participate in conducting economic, mineral deposit operations and; 2) The Professional People involved in the science, engineering, and management of such industrial enterprises. The commentary given here will be directed primarily to a review of the characteristics of the second or latter class. To pursue successfully a career as a scientist or engineer in today's industrial and social complex, it is necessary that technical knowledge must have been acquired by training and study in an institution of higher learning. Also, to act effectively, the individual must have achieved some degree of specialzation, although this element often is developed to most notable degree by post-graduate exposure and experience. In addition, and especially in the case of "management," it is desirable, indeed it is even necessary, that an individual recognize and appreciate the fundamental humanistic-sociological controls, and their nuances, as these elements exist to shape his total environment.

The Putnam Coal Mine, at design capacity, will be the third largest underground bituminous coal mine in the world and will feature the world's longest single flight belt conveyor. Construction is now in process; initial mining will commence in early 1969 and design capacity will be reached in 1971. I'm Jerry Workman, Assistant Mining Manager for the Coal Group of the Mining and Metals Division of Union Carbide Corporation, and I am acting as Project Manager for installation and start-up of the Putnam Mine. The Putnam Coal Mine reserves are located in south-central West Virginia and contain approximately 27,000 acres of prime Pittsburgh No. 8 coal; reserves are sufficient to support a 3.5 MM tons per year operation for over 30 years. The mine portal area is located some six miles inland from the Kanawha River. The river loading facility is located approximately 156 miles by way of river from the market.

The never ending search for lower unit costs led Pima Mining Company's management to study various alternatives shortly after Expansion III was completed. It soon became apparent that a considerable amount of ore assaying 0.35% copper had to be moved in order to maintain mill feed at the desired 0.54% copper content, which is the overall grade of the ore reserves. Detailed investigations revealed that for a period of 8 - 10 years, about 14,000 tons per day of 0.30 - 0.40% copper ore would pass by the crusher en-route to the low grade stockpile. This ore is very hard, very clean and has to be mined at a relatively uniform rate. A six month pilot plant run testing autogenous and semi-autogenous grinding gave very encouraging results. Since no mining costs need to be charged to the extra tonnage (it had to be mined anyway) the only major costs would be against milling. The decision to proceed was made in August 1970 and Fluor-Utah was retained as the prime design construction contractor. Ore was first put through the new mill on December 29, 1971. By March of 1972 design tonnage of 14,000 TPD had been attained. The first three expansions at Pima Mining Company, 20 miles south of Tucson, increased mill capacity from 3,000 TPD to 36,000 TPD. These expansions included a separate, conventional, three stage crushing plant plus additions to the existing concentrator that primarily duplicated the then current flowsheet. Expansion IV, however, consisted of an entirely new and separate primary crusher and a completely new mill building located about 2,000 feet southeast of the 01 d concentrator. The new mill, using semi-autogenous grinding, produces scavenger and rougher flotation concentrates that are pumped to the old mill for regrinding, cleaning, thickening and filtration.

The present article reports the recovery of potassium from mica scrap using carbide lime waste and NaCl. The acid leaching of mica [4 M H2SO4 at 90 °C] can recover a maximum of 25% potassium. However, in the chlorination roasting (with CLW and NaCl) water leaching process, it was possible to recover potassium to the tune of 94% [900 °C, 50 min roasting; mica:CLW:NaCl 1:0.75:1]. The formation of water-soluble phase like sylvite (KCl) and water-insoluble phases like anorthite ( CaAl2Si2O8) and nepheline ( NaAlSiO4) confirms the complete breakdown of the mica crystal structure. The extraction mechanism proceeds with the formation of a transition state followed by the release of potassium as KCl. The characterisation studies using ICP-OES, XRD, FTIR and FESEM support the proposed extraction mechanism. The salt produced by the evaporation of roast-leached liquor confirms the presence of sylvite and halite only, which can be separated to get the fertiliser grade KCl.

St. Marys Cement Company operates two cement plants in Southern Ontario, Canada. The original plant, located at St. Marys, a town 20 miles north of London, Ontario, began operations in 1912. A second plant, located at Bowmanville, Ontario, 40 miles north east of Toronto, began operations in 1967. In June 1973, St. Marys Cement began feasibility studies of modernizing their wet process plant at St. Marys. Over its 61 year life, this plant had been expanded from 335 m. tons per day (375 s. tons per day) to 2000 tpd (2200 s. tons per day), with all the original equipment retired several years ago. The objectives of the feasibility study were to develop a conceptual plan for a dry process plant and to de-, fine the appropriate process method and equipment. This study proceded along four fundamental fronts: a) How could the clay raw material, a glacial till with up to 20% boulder content, be processed in dry form and beneficiated? b) Were the raw materials suitable for the most efficient form of dry process kiln, the 4-stage preheater? If a 4-stage preheater kiln is selected should it utilize a precalciner? c) What type of clinker cooler should be used? d) What environmental constraints would be imposed on this plant and how can they be reconciled with capital and operating limitations? During the feasibility stage, pilot plant work was done on two possible solutions to the clay problem, operating plants in Europe were visited and discussions held with kiln and mill vendors.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. "INTRODUCTIONThe South Napa Earthquake of 2014 caused ground motion at numerous reinforced concrete-lined (shotcrete-lined) winery tunnels in Napa County and Sonoma County, California. The occurrence of seismic ground motion at these tunnel complexes, known as wine caves, presented an opportunity to reevaluate seismic performance of reinforced concrete and reinforced shotcrete lined tunnels. The authors of this paper updated the most recent comprehensive compilation and evaluation of case studies by Power and others (1998), which correlates peak ground acceleration (PGA) at tunnel sites to damage. For this update, the authors evaluated the seismic performance of 31 wine caves near the South Napa Earthquake epicenter; including some of the 90 wine caves they designed since 1991, some caves designed by others, and additional caves constructed by contractors that they frequently work with. Tunnel designers can use the new data presented in this paper to help evaluate the usefulness of detailed seismic design analyses. THE SOUTH NAPA EARTHQUAKE The South Napa Earthquake occurred at 3:20 AM Pacific Daylight Time on August 24, 2014. Figure 1 shows the approximate location of the epicenter, the measured/estimated PGA contours, and the location of wineries with wine caves added to the database where the PGA was at least 0.2 g. The epicenter was along the West Napa fault, about 5 miles south-southwest of downtown Napa, California. The earthquake moment magnitude was 6.0, and measured/estimated PGAs were up to about 0.7 g. The duration of strong shaking was about 10 seconds. This earthquake was characterized by right lateral strike-slip fault movement, ground surface rupture, and after slip at the ruptures. Increased surface water flows were observed at seven creeks after the earthquake. Groundwater level rises of up to 5 feet were observed in Sonoma County wells after the earthquake. The earthquake was the largest seismic event in the San Francisco Bay Area, which includes Napa and Sonoma Counties, since the 1989 Loma Prieta Earthquake. The Napa event caused an estimated $400 million in damage. This damage included moderate to extensive structural damage to older commercial buildings and to some newer buildings in downtown Napa. This damage resulted from ground motions, subsequent fires, and failed underground utility systems."

Oxide gold reserves are being rapidly depleted, especially in regions with long histories of gold mining, such as the Black Hills of South Dakota. However, these districts often have substantial additional deposits, where gold is refractory. It is not amenable to traditional cyanide extraction due to the presence of sulfide minerals that encapsulate or otherwise preclude the economic extraction of the gold. Several technologies have been developed to render refractory sulfide deposits amenable to traditional cyanide processing. These include roasting and pressure autoclaving. Unfortunately, these oxidation processes require substantial capital investment and incur significant operating costs. Microorganisms that obtain energy for their life processes by the oxidation of iron sulfides can be used to treat gold-bearing refractory sulfide minerals. As the bacteria convert the sulfide to sulfate, they expose any gold associated with the sulfide matrix. This makes the gold amenable to cyanide extraction.

The Andacollo gold mine is located near the town of Andacollo (population 14,000 people) in Chile’s region four. It is about 56km (35 miles) by paved road from the coastal city of La Serena. Santiago is about480 km (300 miles) south. Site elevation varies between 1,000 and 1,280 m(3,300 and 4,200 ft). The climate at the Andacollo site is moderate but arid. Average annual rainfall is only 130mm (5 in.). Because there is little rain and the temperature varies only a few degrees (14 to 24 C or 57 to 75F), there are no problems with freezing, solution dilution or pad saturation. The climatic conditions are ideal for heap leaching.

The Michigan Department of State Highways makes extensive use of geophysics for subsurface surveying which would be applicable for uses in other fields. Examples of resistivity surveys are given which include a proposed large volume excavation with suggestions for land use after excavation, subsurface evaluation for engineering design, and a subsurface survey for land appraisal. An example of a combined refraction seismic and resistivity survey is shown where the resistivity is used for outlining the unconsolidated soils, while the seismic method Is used to outline bedrock and to evaluate it for rippability. A refraction seismic survey at the bottom of bridge caissons for evaluation of bedrock uniformity and a relative aid In assessing rock strength is reported.

Subsidence events occurring above inactive room-and-pillar (R&P) mines, including abandoned mines or sealed portions of active mines, are classified as unplanned subsidence, because of their timing and distribution are unpredictable. When investigating such subsidence cases, many uncertainties exist and disputes often focused on whether the observed structural damages are caused by mine subsidence or other natural or artificial causes. However, solid evidence to identify the cause is often lacking. In order to conduct a complete and impartial investigation, thorough knowledge of subsidence theories and other ground control topics, as well as broad experience, are required.

The leaching behavior of copper powders recovered from waste printed circuit boards (WPCBs) was investigated using electrogenerated chlorine and aeration in a sulfuric acid solution with added NaCl and CuSO4. Various parameters were studied to understand the mechanism of the copper leaching. When the current density increased from 0 to 0.1 A/cm2, the temperature from 30 to 60° C, agitation speed from 100 to 400 rpm, and the size ranged from below 75 to 150 µm, the leaching ratios of copper powders increased. The leaching kinetics were analyzed using a shrinking core model: 1-(1-X)1/3 = kt, and the leaching process was chemically controlled with an activation energy of 14.7 kJ/mol due to Cl- ion catalysis. The ratios of [Cu+]/[Cu2+] at various temperatures (30, 40, 50, 60 and 70° C) showed a periodic variation with the increasing of the leaching time. The redox potentials of the leaching solution and copper leaching ratios in different conditions were measured. The result indicates that dissolved oxygen achieved the dissolution of coppers and electrogenerated chlorine can promote the dissolution of copper powders and improve the reaction rate of kinetics in the presence of oxygen.

Reservoir properties including porosity and permeability distributions in longwall coal mine gobs have direct application to modeling the flow patterns and gas distributions in the gobs. Proper assessment of these distributions is required to assess gob gas hazards such as spontaneous combustion and explosive methane mixtures and to optimize gob gas venthole operation and nitrogen inertization. Determining the reservoir properties is difficult given that the gob is inaccessible and direct measurements cannot be easily taken. Several techniques have been used by previous researchers and will be discussed. This paper will present the methodology used to model the gob compaction by simulating the sequential extraction of coal. Two Western US coal mines were used for case studies. By determining volumetric strain, the porosity and permeability distributions in the gob can be calculated. The geo-mechanical model predicts an axisymmetric volumetric strain distribution with a steeper slope near the start-up room and a shallower slope near the active face.

"Government support for Canada’s mineral industry was on full display during the Prospectors & Developers Association of Canada (PDAC) conference in Toronto, ON, Canada on March 3-6. First, there was the announcement of the five-year extension of Canada’s Mineral Exploration Tax Credit (METC), the first multi-year extension of the METC since its inception in 2000. Canada’s Minister of Natural Resources, Amarjeet Sohi, added to that support when he spoke at the opening keynote session and announced the Canadian Minerals and Metals Plan (CMMP), a plan that aims to map out the future of the industry in Canada. Finally, the support for the mining industry was buttoned up with a visit to the conference by Canadian Prime Minister Justin Trudeau.More than 25,000 people from 135 countries attended the annual conference that features a robust trade floor, technical sessions and an investors’ exchange that aims to put mining companies in touch with potential investors. Mining companies and ambassadors from nations around the world are given the opportunity to present to small audiences throughout the conference and this year PDAC was able to sway the Prime Minister to speak on its behalf.Trudeau sat down with PDAC President Glenn Mullan on March 5 to talk about the METC extension and a host of other issues important to the Canadian and global mining industry, giving the home country a bit of a profile advantage when it came to making a pitch to investors.Trudeau entered the week of the conference in the midst of the most serious political scandal of his career and was defending himself against accusations of political interference with the top prosecutor in the land over a criminal case involving one of Canada’s largest companies, SNC-Lavalin. During the question-and-answer session at the Metro Toronto Convention Center, Trudeau seemed more than happy to keep to the discussion about mining. He spoke favorably about the industry during the half hour conversation and praised the industry for its work with Indigenous people as well as its efforts to advance technology and innovation. He made a case that Canada is a safe and reliable place for investment in the minerals sector.“We are at a time of change right now, of transformation with new technologies and global supply chains, and everyone is trying to adjust to the new realities that have accelerated so much these past years,” Trudeau said. “What we are trying to do as a country and what you have done as an industry is to try to look at where things are going – go to where the puck is going to be, not where it is. You, as an industry, know that investments in innovation, research, science — investment in technology and partnerships with Indigenous communities are all things that are going to give you opportunities to be competitive in the coming years.”"

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. To further understand this field, background research was studied pertaining to blasting emission gas formation, laboratory and field measurements, harmful effects of blasting emission gases, and relevant government regulations. "The froth flotation process was patented by E.L. Sulman, H.F.K. Pickard, and John Ballot in 1906 . . . . . . . . . .James M. Hyde installed the first froth flotation process in the U.S., about August 1, 1911, at the Basin Reduction Co. plant, Basin, Montana . . . . . . . . . .By 1914, 42 mining companies were operating or experimenting with the flotation process . . . . . . . . . .The period 1930 to 1960 saw the application of flotation spread to nonsulphide ores and become the key factor in the economic production of many industrial minerals". So states FROTH FLOTATION, 50th Anniversary Volume, published by AIME in 1962. It is interesting, to observe that the Mines Branch, now part of the Canadian Department of Energy, Mines and Resources, was established in 1907 through an act of Parliament entitled, "The Nines and Geology Act". In 1911, a mineral dressing group was formed and a laboratory was constructed. By 1921, an engineer was devoting full time to industrial mineral processing problems.
