Right now the South African mining industry is a high-profile, vital contributor to the nation just as it has been for the past one hundred and twenty-six years since the discovery of diamonds-perhaps even further back if the mining of copper, iron ore, tin, and other minerals in earlier centuries is included. The media in 1995, as has been the case over the years, bear testimony to the complex interactions between the industry and its stakeholders: shareholders, government, employees and their unions, training and educational institutions, researchers, markets, the public, and suppliers of goods, services, and infrastructure. The pressures and challenges that the industry continues to face can be summarized as safety and health, competitiveness, and social and environmental responsibility. There are no surprises here. The motivation for the industry to perform well in these areas is clear; the focus I intend to bring is on the most important tool required for success-that of good mining engineering. This Address sets out - to review the mining aspects that have been discussed in South Africa during the first five years of the decade, a discussion that shows the return of the country as an important mining forum, confirms the role of professional institutes and associations in the development of mining engineering, and brings current relevant issues into focus - to highlight the vital role of mining engineering in the industry, and to identify priorities for the remainder of the decade - to provide the prospective mining engineer, the mining-engineering student and trainee, and the practising mining engineer and mine manager with a better appreciation of the mining-engineering discipline. institutes and ssociations

The paper serves to show the importance of both a geological model and geostatistical model that support one another in mineral resource evaluation. It highlights the advantage of reference models for the geometry, the geological, statistical and geostatistical models of various orebody types and introduces a method for quantifying the combined uncertainty in these models. The example presented reveals how the above levels of information can be applied to add value to a resource evaluation process. It is a generic example in that it is the technique of combining uncertainty in the geological model (boundaries) as well as the grade model to assess the overall risk in the estimation of the resource. Data from the coal industry is used to illustrate the techniques. The geological uncertainty is considered via categorical simulations and these are combined with simulations of the variables (grades, thickness,) being estimated in the resource. The simulation techniques used are based on the application of GSLIB software1and a general discussion of the two simulation processes is included. In conclusion the paper demonstrates how the results of two types of conditional sequential simulation can be combined to produce confidence limits that take both uncertainties into consideration. This technique does not replace the resource estimation; it serves as an additional tool to quantify confidence in the resource evaluation model. The topics considered in this contribution are in terms of continuous improvement of mineral resource evaluation.

It is of great importance to prevent a leakage of hazardous substances from underground storage plants, because this certainly leads to a fatal disaster for human societies. Therefore, effective grouting system needs to be developed, which can inject cement grout into low-permeable rock masses. Authors have carried out a series of laboratory injection tests using a fracture model and field tests in low-permeable rock masses. In these tests, not only was the superiority of dynamic grouting confirmed, but also the relationship between grouting-efficiency and injection parameters was investigated. In this paper, the results of laboratory injection tests and field tests together with theoretical approaches to them are mentioned. Diese Versuche zeigten nicht nur die Überlegenheit des dynamischen Verfugens, sondern wurde dabei auch das Verhältnis zwischen Verfugen und Leistungsfähigkeit sowie den Einspritzungparametern untersucht. In dieser Studie werden die Ergebnisse der Laboreinspritzungtests und die Feldversuche zusammen mit den entsprechenden theoretischen Ansätzen erläutert.

"The University of the Witwatersrand presents an accredited four-course training programme for community relations practitioners (CRPs). Between May 2013 and October 2014 six courses were facilitated for 145 participants, of whom 82% were from sub-Saharan Africa, 62% worked in mining, and 58% worked directly with communities. Thematic analysis of the comments of course participants collected during course exercises found that there were a set of coherent drivers for resilient companycommunity relationships, but that the restrainers to resilient relationships were often context-specific and dominated by politics. CRPs reported facing as many difficulties in the internal company environment as in the external environment. These findings for CRPs in Africa resonate with those worldwide.InroductionMuch has changed in how the extractive industry responds to social and community issues. There has been a growing prioritization of community-related issues within the extractive industry globally (Kemp, 2010; Tatar, n.d.). According to Kemp (2010) this can be attributed partly to escalating pressure from local-level stakeholders to push mining companies to take greater responsibility for the social, economic, and environmental impacts of mining. Securing and maintaining the social licence to operate is ranked fourth in terms of the top risks facing the mining and metals industry in 2016, up one place from 2015 (Ernst & Young, 2016).Conflicts between local communities and large-scale mining companies arise because of the social, environmental, and economic impacts of mining. Worldwide, large-scale mining companies have a poor reputation amongst communities, including those in Africa (Gilberthorpe and Banks, 2012; Kemp and Owen, 2013a; van Wyk, n.d.). For mining companies, conflicts for whatever reason, result in loss of productivity, lost opportunities, lost time, and adverse impacts on reputation (International Council on Mining and Metals, 2015). Conflicts also have a significant financial impact on mining operations (Franks et al., 2014). Davis and Franks (2014), estimated that US$10 000–50 000 is lost each day when a project is delayed during the exploration phase, and about US$20 million per week when in operation. Today these costs could be expected to be higher due to increasing input costs."

A special three-dimensional boundary element method has been developed for the simulation of the development of fracture zone in rock mass. This approach comprises a boundary element method and a three-dimensional tessellation mesh generator. By using the tessellation generator, a set of pre-defined potential fractures is defined, and the fractures activate when the failure criterion is exceeded. This approach is justified by the reproduction of features observed in laboratory simulations of fracturing in blocks of rock subjected to compression. An attempt is then made to explain some of the attributes of fracture zone surrounding underground openings. Eine spezielle drei-Dimesionen Grenze Element Methode ist entwickelt zu simulieren die Entwicklung der Fraktur Zone in der Steinmasse. Diese Untersuchung benutzt eine Grenze Element Methode und ein drei-Dimensionen tessellation Masche Generator. Cette approche comprend une méthode de élément frontière et un générateur de maillage de la mosaïque tridimensionelle. En utilisant le générateur de mosaïque, une série des fractures potentielles predéfinies est définie avec d’une procédure de la triangulation de Delaunay. Les fractures activent lorsque le critère de rupture est dépassé et sont inclues dans les éléments du déplacement discontinuité. Cette approche est justifiée par la reproduction des caractéristiques observées dans le laboratoire, les simulations des blocs de roche fracturé et sujetés en compression. The sixth underground pumped powerhouse cavern is under construction now in Korea. For the stability analysis of the five underground powerhouses, finite element method was used. For this analysis, in-situ rock stresses were measured by overcoring method and horizontal to vertical stress ratio was calculated 1.07-1.32 at four sites. Rock mass strength and elasticity were assumed from intact rock properties. The ratio of elasticity of rock mass was 0.16-0.55 of intact rock core elasticity. In general, elasto-plasticity with Mohr-Coulomb failure criterion was applied and the input cohesion and internal friction angle were approximately 0.12-0.22, 0.6-0.87 of intact rock strength parameters, respectively. Der sechste Untergrund-gepumpt-Powerhouse-Cavern ist jetzt im Bau in Korea. Für die vergan-gene Stabilitätsanalyse des fünf unterirdischen Powerhouses in Gebrauch wurde ein begrenztess Elementsmethode benutzt. Für die Analyse wurden In-Situ Felsenspannungen von overcoring Methode gemessen und Horizontale zu senkrechtem Spannungsverhältnis waren als 1.07-1.32 an vier Stellen kalkuliert. La methode d'element fini a ete utilisee pour analyser la stabilite de cinq dernieres centrales en service. Dans cette analyse, la reaction de la roche sur place etait mesuree par la methode d'overcoring et celle du rapport horizontal-vertical etait calculee de 1.07-1.32 en quatre places. L'intensite et l'elasticite de la masse de roche ont ete estimees de la roche intacte. Quant a l'elastic-ite, sa masse de roche etait 0.16-0.55 fois que celle de la roche intacte. En general, elasto-plasticite avec le critere de defaut Mohr-Coulomb etait utilisee et sa cohesion d'energie et son angle de friction interieure etaient supposees respectivement 0.12-0.22, 0.6-0.87 fois que la parametre de l'intensite de roche intacte.

"The synthesis of 3-hydroxy-2-naphthyl hydroxamic acid (H2O5) as a collector for bastnaesite is described. The flotation performance of H2O5 with respect to bastnaesite was investigated by flotation tests, measurements of the surface adsorption capacity, and polarizing microscopy. The results indicated that H2O5 exhibits superior collecting performance compared with direct flotation recovery of bastnaesite, with recoveries above 90% at pH 8–9. The adsorption mechanism of H2O5 on bastnaesite was studied by solution chemistry analysis and ?-potential tests. The results showed that the adsorption of H2O5 is associated with the types and concentrations of hydrolysis products of rare earth cations on the bastnaesite surface. At pH 8–9, the hydrolysis-dominant components RE(OH)2+ and RE(OH)2 + of the rare earth cations were adsorbed onto the bastnaesite surfaces, which were considered to be the major positive active points and were beneficial to chemical adsorption of the reagents. The pH range of 7–10 was optimum for bastnaesite floatability, and the adsorption of H205 on bastnaesite was by means of chemical adsorption through formation of a five-membered ring chelate. IntroductionThe rare earth elements (REEs) have long been known as ‘industrial gold’ and are widely used in the petroleum, chemical, ceramic, metallurgical, and permanent magnet material industries because of their special physicochemical properties (Chen, 2011; Krishnamurthy and Guptac, 2002; Esquivel, Bohe, and Pasquevich, 2002; Abrahami, Xiao, and Yang, 2015). Demand for REEs is growing in response to continuous advances in science and technology. Currently, most REEs are extracted from bastnaesite ((Ce,La)CO3F) (Chelgani et al., 2015; Yosry, 1990), which is recovered from rare earth ores by flotation. Typically, hydroxamic acids are used as bastnaesite collectors (Xu, 2015; Ren, 1997; Mousumi and Venugopal, 2016). Research into the mechanism of interaction between hydroxamic acids and bastnaesite is important for improving the recoveries of bastnaesite. However, there have been few studies that examine this mechanism."

Mining of sand in South Africa is rapidly growing to sustain an increasing demand for sand for building purposes. Although mining of sand is regulated by environmental legislation, such as the National Environmental Management Act 107 of 19981, previous bad mining practices have left areas of land degraded and vulnerable to erosion. This study was conducted in the Seringveld Conservancy, where mining of sand has left the landscape with a degraded and unsightly appearance, and where little rehabilitation of the original vegetation has taken place. The aim of the study was to develop rehabilitation techniques for the degraded mined soils on two sand mines, Boekenhout Sand and Krokodil Sand, and to develop an overall strategy of revegetation by regenerating key plant species. Techniques for regenerating indigenous tree species cover, using modified mined sludge if topsoil is not available, were used to develop a practical and cost-effective strategy to be used in revegetation. A comparative trial was used to cultivate indigenous tree species in different soil mixtures. The study is important as it provides new information on the rehabilitation and revegetation of sand mined areas in the Seringveld Conservancy. This study will determine if alternatives could be used to replace topsoil on mined areas where none is available. The study is needed to determine whether revegetation of the mined areas would be possible using indigenous plant species that are difficult to grow. The overall results indicate that replacing topsoil was successful for various modified soil mixtures that could sustain the growth of indigenous vegetation on the sand mines. Different indigenous tree species require different modified soil mixtures for successful propagation. A revegetation strategy was developed to complement and enable the rehabilitation of the mined areas in the Seringveld Conservancy. The use of plastics in the coal mining industry is making slow progress whereas these materials could make a greater contribution to safety, to a reduction of working costs and to the higher productivity of mine workers. Possibly the reluctance to experiment with the new material of our age is due to the low profit margin of coal mining. This note has been prepared to present a brief survey of what has been done in the last few years and to mention some of the investigations the author has made and is making in an attempt to develop more use of plastics in the industry. Some of the plastics used on the mines have taken their place in the industry in the same manner that they are used in everyday life while others have been introduced because there has been a need for them. New uses and applications are being developed and these are the ones that are most interesting. The plastic that is specially developed to give the maximum benefit and not the one that is a modification of some other everyday product is the next development in the field. Many manufacturers are keen to promote such investigation but are not aware of the problems the mines wish to solve and therefore it is only through management itself that this development can be carried out. This note deals with plastic material under three headings: (a) Plastic as the superior material, and briefly describes how plastic has replaced a few major items which are better when made from plastic. (b) Plastics of necessity, being a short summary of how plastics had to be introduced because of laws and conditions making it a necessity. (c) Development of new ideas, being briefly some of the ideas being developed overseas and some of the ideas being tried by the author. Plastic items in common use such as in housing, electric cables, laboratory equipment, awnings, nylon bearings, locomotive brake linings, etc. being well known are not discussed. PLASTIC AS THE SUPERIOR MATERIAL Plastic belting underground Following a fire in a belt road in England resulting in the deaths of many workers, and subsequently a fire accompanied by fatalities in a belt road in a mine in this country, a law was introduced which states that only flameproof belting is to be used underground. This ruling forced the mines to use P.V.A. belting as no other was available. This belting has non-inflammable characteristics that are superior to rubber. Due to the high tension on long-distance belts used today the need for stronger belting material called for something better than cotton and the answer to this was nylon. Nylon also has the ability to withstand dry-rot which reduces the life of a belt very quickly.

A. H. Mokken: I am pleased to have been given this opportunity to make a contribution to Dr Muller's paper tonight. The reason for this is that, at one stage in our careers, we were associates in the same undertaking. Dr Muller, then fresh from University, with a degree in pure science, had just stepped onto the first rung of the ladder, which, it was then thought, would lead him to a career in gold extractive metallurgy. However, endowed with an enquiring mind and conscious of a lack of fundamental training in general metallurgy and engineering, he felt a need for further academic study. To meet this need and, more importantly, to meet the necessary finances, he found his opportunity in steel. Armed with a bursary, he bade farewell to gold and proceeded overseas, to the University of Sheffield, to train as a steel metallurgist. The outcome of these academic efforts, which were followed by assignments in the steel industry and a further period at Sheffield, is the man we have listened to tonight-a highly qualified metallurgist who has displayed a sound knowledge of his subject. In choosing Sheffield, Dr Muller became associated with a steelmaking centre of world renown, a centre usually credited with the first systematic production of alloy steels, as far back as the 18th century. Since that time, great advances have been made in the production of alloy steels and this is especially so in the last decade or two, when major developments in civil, mechanical, electrical, aeronautical and nuclear engineering have been made possible by the development of steels with improved properties. In spite of spectacular advances in the technology of non-ferrous alloys, plastics and other materials of construction, steel has maintained its role as a pre-eminent material for engineering use. With the gradual accumulation of data on the properties of steels, and the use of thin film electron microscopy, to study the behaviour and characteristics of such phenomena as dislocations in metals and other microstructural features, the physical metallurgist appears to be approaching the stage of an exact understanding of such phenomena as strength, ductility and brittleness-a knowledge which could lead to close control of such properties and, therefore, to the attainment of the highest goals. An interesting example, illustrating the use of fundamental principles, based on physico-metallurgical research, is the development of the maraging steels developed by Bieber at the International Nickel Company. These steels have met the extreme technological requirements of the space age by providing the material for the cases of large rockets in which qualities, such as high tensile strength, toughness, workability and weldability are most important. Attractive as they might appear to be in considerations of savings of weight, cost of erection, transport of materials and foundations, the use of high strength steels has been accompanied by special problems such as brittle fracture, hydrogen embrittlement, notch-toughness and fatigue. It has been found that high strength steels, which performed acceptably in conventional tension tests, were found to undergo failure, in a brittle manner, in service. Hydrogen embrittlement has caused spectacular failures at a fraction of the normal ultimate tensile strength, and a lack of correlation between fatigue and tensile strengths has diminished the advantages to be obtained from the use of high strength steel in some applications. A new approach to the selection of materials for engineering design has resulted from a consideration of these phenomena in which strength, as such, is no longer as significant as it was previously. We report on further progress in improving seismic locations by using the so-called double-difference method (Spottiswoode and Milev, 1998 and Waldhauser et al., 1999). Double-differences are obtained either using picked arrival times or various measures of time differences obtained from waveform pairs. The double-difference method provides for much improved relative locations by reducing the effect of the errors in the wave velocity of ray paths between each event and each geophone. Further improvements are obtained by using known locations, such as blasts. One of the difficult problems that we have overcome is that of finding the best “weights” for the time corrections. Experience obtained in relative moment tensor inversions by Andersen (2001) suggests that use of median corrections is both more stable and more accurate, even while the locations of the individual events is based on weighted least-squares minimization. A hybrid location program with known reference events has been developed. Tests on a synthetic data set gave relative locations that were much less widely spread than the absolute locations. The use of known event coordinates (blasts) moved the relative locations back towards the real locations. These results are confirmed in preliminary analysis of data from a mine. The absolute locations are adjusted using blast events restricted to the line of tunnel development. Inter-event distances are distributed in a power-law fashion that suggests that the relative location accuracies are improved by a factor of three or more. L’expérience obtenue dans des inversions de phases tensorielles relatives par Andersen (2001) suggère que l’utilisation de corrections médianes est à la fois plus stable et plus exacte, même lorsque la location des évènements individuels est basée sur minimisation pondérée de moindres carrés. Nous avons développé un programme hybride de location avec des évènements connus pour référence. Des tests sur des données artificielles ont donné des locations relatives qui étaient beaucoup moins étendues que les locations absolues. L’utilisation de coordonnées d’évènements connus (coups de mine) a ramené les locations relatives vers les locations réelles. L’analyse préliminaire des données d’une mine a confirmé ces résultats. Les locations absolues sont ajustées en utilisant des évènements de coup de mine restreints à la ligne du développement du tunnel. Les distances entre chaque évènement sont distribuées comme par loi exponentielle ce qui suggère que les degrés d’exactitude des locations relatives sont améliorés par un facteur de trois ou plus. What is the role of The South African Institute of Mining and Metallurgy at a time when so much is developing and changing in South Africa? The minerals industry is represented through employers, employees, government, education, research, public views, and even pure political interests. The role of the Institute is to represent the mining and metallurgical profession. In this role the Institute has aligned itself with Associated Scientific and Technical Societies, the Council of Scientific Societies and the Engineering Association. The Institute is also active on the Engineering Council of South Africa.

The Iscor Board has given its Mining Division the authority to proceed with detail engineering and design for a Heavy Minerals Project which comprises a mine in Northern Province near Gravelote, a mine in KwaZulu/Natal near Richards Bay and a central processing complex with a beneficiation plant and smelter which will be located near Richards Bay and Empangeni.

Professor G.T. van Rooyen has guided the Department of Materials Science and Metallurgical Engineering at the University of Pretoria in South Africa for the past 32 years. During this period, 54 masters' degrees have been awarded in the Department, and 17 doctorandi promoted. He has also made a major contribution to industry by his incisive analysis, relevant and practical synthesis, and his exceptional talent in innovative design. He is still active in fracture analysis, thermal fatigue, weld simulation transformation kinetics, and fracture mechanics, and continues to contribute to a better understanding of metallurgical problems encountered in practice. He has advised many companies, and has received many honours and recognitions.

Splaine, in opening the discussion on Mr Perlman's paper, asked whether the model, as fitted by data up to 1963, predicted the rise in the price of copper in 1967, and whether the model could be used to capitalize on short-term price fluctuations.Answering the second question first, Mr Perlman said that the horizon used is six months to one year. In the very short term the activities of speculators obscured the effect of the fundamental econometric variables. This effect, however, was removed if one moved to a longer term, say, quarterly. In 1963 the model had predicted a price rise in 1964 and 1965 and a drop in price in 1966. The rise in 1967 had been caused by a strike, and imponderables such as large strikes were difficult to include in the model since they were unpredictable. Model simulation can be used to show the effect of strikes on price and the effect of small strikes is small.Mr B. R. van Rooyen said that because models are both calibrated and tested on historical data a bias was introduced which gave rise to an overoptimistic estimate of the accuracy of the forecasts. To this Mr Perlman replied that there seemed to be no alternative to the use of historical data for calibrating and testing models, and thus little hope of avoiding the bias. A second point made by Mr. van Rooyen was that manage¬ment tended to be suspicious of complex models and that frequently more heuristic models were sufficiently accurate and preferable for investment decisions. He added that if management were not involved in the model building the econometrician might easily go astray, Mr Perlman replied that symbiosis between data analysts and users of the model was essential and that the experience of the practitioner must be reflected in the model.Mr M. R. Fuller-Good remarked that a clear understanding of future price trends was essential for effective capital planning, and asked, first, how one went from the compiled data on supply and demand to the determination of their effect on price, record, whether necessary data, for example, capacities, could be obtained timeously, and, third, when strikes restricted supply, whether stockpiling by consumers induced large price fluctuations."

The exploration of deposits generates geological data which are suitable for creating a preliminary tectonic and stratigraphic model. Linked with the topographical map and analysis data from exploration drillings, this information forms a numeric representation of the deposit. The following example demonstrates an expert system which connects chemical quality requirements and quarrying criteria, and develops a quarrying strategy based on the calculated model. Additional constraining factors like process technology, quarrying methods, landscape protection regulations, etc. are included. The goal is to guarantee a long-term, homogeneous material flow from the quarry at acceptable production costs - even in the case of an extraordinarily inhomogeneous deposit. In order to fulfil this requirement it is necessary to consider a large number of rules, criteria and instructions which can be structured as an expert system and programmed with LISP at a comparably low cost. The chosen strategy is not necessarily final, but can be changed any time by altering or varying the framework of conditions. The output consists of a block-working sequence which best satisfies the set requirements for appropriate points of quarry opening.

Water auditing and water efficient practices are evolving as the quantitative tools for water balance reporting in the mining and minerals processing sector. This paper was written to describe the process of water auditing in a gold mining environment. It will contribute towards building an appropriate water management framework for The Cooperative Research Centre (CRC) for sustainable resource processing (CSRP). The research assists with the assessment of water balances in mining and hydrometallurgical processes and provides, on the ground, steady-state data for ongoing probabilistic modeling underway at most of Newmont?s gold mine operations. Five Newmont case study mine sites including the Tanami Granites Goldmine are central to this PhD water project study. The function of the Tanami-Granites water audit exercise was to measure a controlled flow of various water quality types and set a framework to establish further research for water efficiencies and water conservation in mining.

Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

"Cut-off grade is a decision-making criterion often used for determining the quantities of material (ore and waste) to be mined, ore processed, and saleable product. It therefore directly affects the cash flows from a mining operation and the net present value (NPV) of a mining project. A series of different cut-off grades that are applied over the life of mine (LOM) of an operation defines a cut-off grade policy. Due to the complexity of the calculation process, previous work on cut-off grade calculation has mostly focused on deterministic approaches. However, deterministic approaches fail to capture the uncertainty inherent in input parameters such as commodity price and grade-tonnage distribution. This paper presents a stochastic cut-off grade optimization model that extends Lane’s deterministic theory for calculating optimal cut-off grades over the LOM. The model, code-named ‘NPVMining’, uses realistic grade-tonnage realizations and commodity price distribution to account for uncertainty. NPVMining was applied to a gold mine case study and produced an NPV ranging between 7% and 186% higher than NPVs from deterministic approaches, thus demonstrating improved project value from using stochastic optimization approaches.
