The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

The target in grinding circuit operation is usually to maximise the throughput and energy efficiency while keeping the product particle size on an optimal level for downstream operations. Furthermore, feed ore variations in size and hardness need to be compensated in order to stabilise the process. This is a challenging task for any circuit and requires good instrumentation, combined with careful control design. This study investigates the control of a two-stage iron ore grinding circuit with an AG and pebble mill at LKAB Kiruna KA3 concentrator in northern Sweden. A new control approach based on multivariable model predictive control (MPC) is designed, implemented and evaluated for the circuit. Additionally, advanced instrumentation including a volumetric charge measurement for grinding mills is utilised. The MPC control approach starts with step tests that are used to model the effect of manipulated variables (MVs) like feed rate, water addition and primary mill speed on controlled variables (CVs) such as final product particle size, power consumption and volumetric charge of the mills. In the control implementation phase, the models are then utilissed together with current process measurements and known operating limits to predict optimal future changes for the manipulated variables in order to reach the desired process output values. "SynopsisThis paper assesses the effectiveness of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH) and its potential to improve mine health and safety in South African mines. Developed by the Chamber of Mines, which represents the majority of the country's large scale mining employers, MOSH was devised to accelerate progress towards achieving health and safety milestones, which were set by tripartite agreement in 2003. The paper documents and builds on the findings of a study conducted by the Centre for Sustainability in Mining and Industry (CSMI) in 2011 that evaluated MOSH strategy, structures, and process of implementation.The study found that MOSH operated across the mining sector, was directed and dominated by experts and, despite best efforts to include other stakeholders, was led by employers. Statutory worker health and safety representatives and structures were not integrated into the complex change process developed by MOSH. The Mine Health and Safety Inspectorate (MHSI) and organized labour were ambivalent about direct involvement in MOSH and preferred regulatory measures to enforce the participation of mines. MOSH interventions were not targeted at mines with a poor health and safety record, and MOSH lacked a baseline from which to track impacts on sector-wide health and safety performance. The leading practices most widely adopted by mines were designed to improve, rather than fundamentally alter, existing practice. Although the depth of engagement with MOSH among stakeholders and on mine sites varied, mining companies, labour representatives, and the Mine Health and Safety Inspectorate (MHSI) saw the programme as significant.IntroductionIn 2011, the Chamber of Mines commissioned the Centre for Sustainability in Mining and Industry (CSMI) to evaluate the progress and effectiveness of the rollout of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH). CSMI, based in the School of Mining Engineering at the University of the Witwatersrand, is an independent research centre conducting health and safety research relevant to all major stakeholders in the mining sector. The purpose of the evaluation was to identify the factors that enabled or hampered the adoption of new technologies or practices. The timing of the evaluation, two years before the deadline for the 2013 safety and health milestones, allowed time for adjustments to be made. This paper summarizes the results of the evaluation and includes further analysis and discussion of the nature of the programme and the conditions that act to advance it or it hold back."

Rare earth elements (REEs) are indispensable components in the manufacturing of high-tech devices, renewable energy technologies, and defence applications. As global demand for these elements continues to rise, there is a pressing need to optimize extraction processes for both efficiency and environmental sustainability. This study explores approaches to rare earth extraction using Ionquest® 801 and integrates a predictive modelling to enhance process understanding and optimization. We conducted a screening test varying pH process to evaluate the best extraction efficiency. Starting pregnant leach solution (PLS), solution was prepared in the lab with the following rare earth elements: La, Ce, Gd, Dy, and Υ, at 0.02 M for each element. The data obtained were used to develop empirical and mechanistic models to predict rare earth extraction yields and flowsheet. Further tests were performed by mixing specific concentrations of different extractant and/or phase modifier. Our experimental results demonstrated the effectiveness of the proposedextraction methods, highlighting improvements in both yield and selectivity. The developedmodels successfully captured the complex relationships between process parameters and extraction efficiency, providing valuable insights for process optimization.

The Conference Minerals & Materials '96 was held in Somerset West, South Africa, from 31st July to 2nd August, 1996. It was organized by the Universities of Stellenbosch and Cape Town, the Cape Technikon, and the Western Cape Branch of The South African institute of Mining and Metallurgy (SAIMM). The three-day Conference was attended by 180 delegates, representing countries such as Australia, South Africa, United Kingdom, Finland, Sweden, Germany, Poland, Zambia, and Zimbabwe. The programme and associated exhibition were well organized, and each of the delegates received two volumes of proceedings containing the 77 papers presented at the Conference.

Bateman Engineering managed the establishment of a second diamond treatment plant at the Letseng Mine in the Mokhotlong District of northern Lesotho, about 100 km from the town of Buthe Buthe. Letseng Diamonds Proprietary Limited, is owned 70 % by Gem Diamonds and 30 % by the Government of the Kingdom of Lesotho. The second plant, which commenced construction in late 2006, doubled Letseng Mines' hard rock processing capacity from 2.6 million t/yr to 5.2 million t/yr, making it the worlds' seventh largest diamond mine by throughput. Bateman Engineering provided the engineering design, procurement and construction management of the new plant.

The Fourth Industrial Revolution has driven significant advancements in autonomous robotic systems, particularly in subsea exploration and offshore mineral dredging. This review examines the latest developments in electrically powered quadrotor-track subsea robotic crawlers, highlighting their potential to enhance efficiency, mobility, and adaptability in challenging underwater environments. The integration of advanced automation, artificial intelligence, and real-time control systems has paved the way for more effective robotic solutions in offshore mining. This study explores the dynamic performance of hydraulic crawlers to quadrotortrack robotic dredgers, focusing on their propulsion, navigation, and stability under high hydrodynamic conditions. By leveraging state-of-the-art technologies such as lithium-ion battery power systems, intelligent microprocessors, and sensor-based control mechanisms, these robotic crawlers offer a promising alternative to conventional subsea excavation methods. Furthermore, the review analyses recent experimental and simulation-based studies that assess the feasibility and performance of these systems in real-world applications. The findings of this review provide valuable insights into the role of 4IR in transforming subsea robotics for offshore mineral dredging. By addressing existing limitations and identifying key technological advancements, this study contributes to the ongoing development of nextgeneration robotic systems capable of operating efficiently in extreme underwater conditions

A nutating grinding mill, exemplified by the commercial HICOM mill, achieves efficient particle size reduction through the accelerated motion of the material charge within the nutating chamber. This design, characterised by high particle velocities and rapid charge circulation, offers a compact solution compared to tumbling mills. There have been concerns regarding the mechanical reliability of kinetic joints for certain specialised mining applications. Recognising the need to model internal forces in such systems, this study focuses on the uncoupled simulation using multibody dynamics and the discrete element method. The investigation employed a small-scale experimental test mill, referred to as the NuMILL, featuring a cylindrical chamber (140 mm internal diameter, 245 mm height, 6° nutation angle). Instrumented with an array of sensors, the NuMILL provided internal load data for validating the simulations. Experiments were conducted with an empty chamber or filled with charge material. Charge materials included coarse sand or steel pellets with a charge-to-chamber mass ratio of 0.25. The mill speed ranged between 100 to 700 RPM. Multibody dynamics modelled resultant inertial and frictional loads within 5%, while the discrete element method simulated the internal material contact loads with accuracies ranging from 1% to 19%. The combined simulation approach predicted the resultant forces in the critical kinetic joint within a 20% margin. Representing the charge using rigid lumped mass elements was also studied. The presented simulation techniques, validated against experimental data, offer a robust foundation for analysing larger systems, including the industrial-scale HICOM.

The response was good-one of the best the SAIMM has had to its various questionnaires. 231 replies were received from 2768 members representing a response of 8,35%. For fellows and Members together, the response was 13,7%. The spread of responses based on respondents' work situation appeared to be well balanced with some bias from those in consulting organizations. Members' perceptions of their employers' positions withrespect to environmental management looked somewhat optimistic, but it is encouraging to note that they reported that more than half were developing environmental management systems. Training of varying degree was taking place at al levels in their organizations. Members saw their Institute as an important agent inlifting environmental awareness, literacy and responsibility not only through the journal and symposia, but also by liaison with government departments and educational institutions. Most respondents saw environmental legislation both from local and overseas sources as affecting their organizations, their products and services with the emphasis on corporate image, core business and sales.

CHAIRMAN'S REPORT The Chairman presented a report outlining the activities of the Branch during the past year. Membership of the local Branch had increased from 80 to 99 during the year. DECLARATIONOF OFFICEBEARERS The Chairman announced that owing to his transfer out of the Witbank area, he was unable to accept the nomination as Chairman for a further year of office. The outgoing committee had elected Mr J. Meintjes Chairman and Mr A. Bain Vice-Chairman for the ensuing year. Mr J. Meintjes then took the chair. Mr J. Meintjes thanked Mr C. G. Sowry for his successful steering of the Branch during its period of inauguration. A deposit to be mined by underground methods can be accessed by a number of methods: ? Adit ? Decline or ramp ? Inclined shaft ? Vertical shaft. Adits are an economical approach when the orebody is above the general floor elevation i.e. suitable in hilly or mountainous terrain. Incline shafts are limited to relatively shallow deposits, and because they are developed on an incline, development lengths for a given depth are the three to five times longer than for a vertical shaft. Vertical shafts are the preferred method for deposits deeper than 300 m but the development rate is slow and construction costs are very high. Declines or ramps offer early access to shallow deposits, which develops the ore body expediently, but are generally developed at a gradient of approximately 12 per cent. Decline haulages have become an attractive alternative to shaft hoisting, and over recent years the role of decline access has become more widespread throughout South Africa. Traditionally, South Africa has enjoyed the use of shaft systems, largely due to the large knowledge base of mining the Witwatersrand Basin, where vertical and inclined shafts were the norm. South Africa has also had the advantage of cheap electricity, giving shafts a definite economic advantage. However, in recent years the national power utility ESKOM has undergone an expansion programme that has led to tariff increases of nearly 100% over a three-year period. Based on the changes in electricity tariffs and technological improvements to underground haulage trucks, the economic inputs to access development have changed. This paper reviews mine access for shallow deposits as currently applied in South Africa. Based on current economic inputs, the paper investigates at what point a vertical shaft would be more economical than a decline system utilizing typical South African mining equipment.

Stirred milling technologies have firmly established themselves in concentrator circuits as energy-efficient alternatives to tumbling ball mills. High and continued increases in electricity costs, coupled with the ever-increasing power consumption by primary grinding circuits due to declining head grades of ore-bodies, provides a compelling case for these technologies. Additionally, the ability to successfully deploy stirred milling in coarse grinding applications extends the range of use in concentrators, thus increasing the opportunity matrix for energy optimization in a flowsheet. This paper therefore details methodologies and strategies that can be applied to evaluate the optimum stirred milling solution for different concentrator applications. These methods and strategies will focus specifically on the two major stirred mill machine types; namely, gravity-induced (VERTIMILL? grinding mill and Nippion-Eirich tower mill) and fluidized (SMD, Isamill?, Knelson-Deswik mill, etc. ). Finally, case studies from circuits across industry and laboratory tests will be used to illustrate the energy benefit from the use of stirred mills.

"Pillar design for underground mining is typically done using empirical formulae or numerical modelling. Practical experience and recent literature, nevertheless, illustrate the shortcomings of these design approaches. Ongoing monitoring of pillars is therefore recommended to minimize the risk associated with these designs.In a mine where a large number of pillars are cut, different pillar strengths can be expected owing to variations in rock mass strength from area to area. This problem is compounded by the fact that in mining environments the pillars are not always cut according to the prescribed dimensions. Although the original design using either empirical methods or modelling may predict stable pillars, unstable pillars will be encountered in reality. Very conservative designs with large factors of safety may circumvent this problem, but this approach is uneconomical.A possible solution to localized stability problems may be to enhance the strength of a few unstable pillars. It may even be hypothesized that reinforcing a few critical pillars may prevent ‘pillar runs’ on a much larger scale. Rockbolting, strapping of pillars, and pillar shotcreting have occasionally been used in the past as possible solutions. It appears that these have not been successful in all cases and large collapses have occurred in spite of the pillar remedial work.The authors investigated the strapping of pillars by conducting laboratory tests on cabled rock specimens. The results were qualitatively compared to actual attempts of pillar reinforcement available in the literature, as well as additional observations in an old haematite roomand- pillar mine in Spain. Based on these results, the value of steel cabling and mesh wrapped around pillars to improve stability is demonstrated. Some cases where this approach will not be successful are also discussed."

The increasing availability of tools on the web provides a great opportunity for the research community to boost investigation by accessing computational resources from all over the world. For example, data analytics libraries implemented in languages like Python can be accessed through many open and commercial platforms, therefore providing researchers with a common set of tools or shared datasets. Unfortunately, that is not the case with research in resource assessment and mine planning, where the most standardised tools are commercial applications designed to work on the desktop, but there are not many standard platforms for research. As a result, researchers from different groups often need to start from scratch in order to develop their work, and rarely share implementations details. Similarly, apart from a few publicly available examples, there is a lack of common datasets that are validated and can be used to compare results between different approaches. In this paper, we introduce a platform that provides tools for resource assessment and mine planning, which can be accessed remotely utilising Jupyter Notebooks. In its current version, the platform provides (i) definition and implementation of basic structures for managing samples and models (loading, saving, adding or removing columns, etc.), (ii) definition of experimental and modelled variograms for spatial continuity analysis, (iii) definition of standard interpolation methods in resource evaluation (inverse distance and kriging), (iv) definition of standard problems in mine planning (ultimate pit and precedence constrained production scheduling), (v) generation of 2D standard graphs like grade distribution, conditional means, tonnage-grade, and production plans (vi) a set of datasets, which can be used for case studies, and (vii) a set of notebooks with examples and documentation. In this paper, we introduce the platform and show some examples that illustrate some of the possibilities that it has for research and education in the area of resource assessment and mine planning.

Technology is advancing at a rate that makes it extremely difficult for the mining Industry to keep pace. Many advances occur within a given piece of technology and often this is missed by the disciplines that could have gained advantage by its implementation. Often this may have been simply an aspect of cost exceeding benefit. However, there are some technologies that potentially have such a far-reaching impact on the mining industry that the benefits simply outweigh the cost. The application of 3D laser scanning in the mining industry has the potential of taking the concept of ?Google maps?? underground. This presents an opportunity where the virtual world of underground can be traversed with relative ease and many aspects of measurements could be obtained without having to visit the working place again, potentially saving countless man-hours and still delivering precision work with significant savings in downtime, stoppages, and exposure to safety incidents. Anglo American Platinum maintains its competitive advantage though the review and application of appropriate technology. This paper describes the 3D laser scanning trial at one of Anglo American Platinum?s new shafts, and goes on to show the benefits encountered through the application and the involvement of the various MRM disciplines.

The slag-tailings based artificial reef concrete (ARC) is made of CaO-CaSO4 activated granulated blast furnace slag (GBFS) as cementitious material and deslimed gold ore tailings as aggregate. In order to investigate the potential application of the material as ARC, the strength development, hydration characteristics and application performance were investigated under different preparation conditions. Results indicated that using seawater as the mixing water can effectively promote the hydration of slag and generate a large amount of hydration products such as ettringite, CSH gel, hydrotalcite and Friedel ’s salt in the early curing period and so render the material with good early compressive strength. Seawater curing can also accelerate the hydration reaction in the early stage of hydration. The hydration reaction of slag and the compressive strength of ARC can be effectively promoted by increasing the specific surface area of slag. The 28-day compressive strength of the slag-tailings based ARC prepared with 30-50% CaO-CaSO4 activated slag and 50-70% tailings can reach to 19.88-42.87 MPa. Also, the material has a low surface pH value, good resistance to chloride ion penetration, and sulfate corrosion. Professor R. P. Plewman graduated with a B.Sc. in mining engineering from the University of the Witwatersrand in 1943, after which he had two years of military service. Mr P. W. J. van Rensburg attended St Andrew's College in Grahamstown before proceeding to the University of the Witwatersrand, where he obtained a B.Sc. (Eng.) degree cum laude in mining and metal. lurgy at the end of 1942 and was awarded the Chamber of Mines Scholarship and Gold Medal. Dr M. G. Atmore, Deputy Technical Director of the Anglo American Corporation of South Mrica, is also Manpower and Education Adviser to the Chamber of Mines of South Mrica and a Visiting Professor at the Imperial College of Science and Technology, London. Mr D. A. Vi1joen attended Queen's College, Queenstown, and then Rhodes University, where he gained a diploma in chemistry and a B. Comm. degree. Mr B. E. Protheroe, C.Eng., obtained a degree in Physical Metallurgy at University College, Cardiff, and an M.sc. in corrosion science from Swansea University. Mr N. J. Devine holds a B.Sc. in Metallurgical Engineering and a G.DE Mining Engineering, both from the University of the Witwatersrand. Dr Oskar Steffen graduated as a civil engineer at the University of the Witwatersrand in 1961, and obtained his master's degree in 1963.

Magotteaux, with the co-operation of Anglo Platinum, has erected a fully instrumented pilot plant at Frank concentrator, which is being used to study the influence of a variety of grinding parameters. This paper will discuss only the influence of mill speed and pulp density on secondary stage grinding. A Ø0.82 x1 m open circuit mill was used with reclaimed Merensky tailings as feed. The conclusions apply to this pilot plant but further investigation needs to be done to verify whether the same trends will be applicable to a large industrial-scale mill.
