The introduction of the Higher Education Qualifications Framework (HEQF) and the updated Higher Education Qualifications Sub-Framework (HEQSF) has caused many South African university departments to rethink their programme qualification mixes (PQMs). In addition to the requirements stated in the HEQSF, a number of other factors have to be taken into consideration by a university department. These factors include, for example, the standards generated by the Engineering Standards Generating Body (ESGB) and subsequently approved by the Engineering Council of SA (ECSA) and the need to prepare students for various categories of professional registration with ECSA. This means that a university department has to choose the correct mix of Learning Programmes (LPs) from the HEQSF menu (which consists of 13 types of LPs). Preparing students for ECSA registration is aligned with the mission of universities, which is to teach and undertake research. However, research and the LPs associated with research go beyond the requirements for current ECSA registration. Assuming that universities offering engineering LPs would elect to prepare students for both ECSA registration and teach them to produce research outputs, which is mostly done at Master and Doctorate levels (NQF Levels 9 and 10), then it follows that academics are more interested in NQF Level 5 to 10 pathways (abbreviated as ?L5-10?) rather than the shorter pathways required towards professional registration. (For example, ECSA requires an NQF L5-L7 pathway for registration as a candidate professional technologist. This specific pathway may consist, for example, of two LPs, namely the 360-credit Diploma and the Advanced Diploma.) A L5-L10 pathway is a combination of LPs that will prepare the learner with a NSC (or equivalent qualification at level 4) to Doctoral level (level 10). Universities may choose at least four major pathways from the HEQSF menu in order to educate and develop students from NQF Level 5 to 10. However, various pathways towards registration in the category of candidate with ECSA are also embedded into these four NQF L5-L10 pathways, where each consist of a unique combination of LPs. Each of these pathways has an opportunity cost, and economic reality means that smaller departments may have to choose between the four pathways. Of all the many factors involved in PQM decision-making, the focus of this paper is on the HEQSF requirements, ECSA standards, and ECSA registration and how these, together with the various qualifications and educational LPs provided for by the HEQSF may impact on the PQM decision taken by engineering departments and schools at South African universities. The proposed four NQF L5-L10 ?pathway tool? for PQM decision-making may be useful for pointing out the advantages, disadvantages, and applications of the various pathways and combinations of pathways. Rather than deciding from a menu of thirteen qualifications and associated LPs, this article proposes that decision-making be undertaken on the basis of a menu of four main articulated ?NQF L5-L10? pathways (which also include one or more of the ECSA?s pathways for professional registration). The proposed ?NQF L5-L10 pathway? tool is an attempt to move one step closer to the aim of achieving a structured decision-making approach for designing a PQM at departmental level.

This paper describes developments in ferro-nickel furnace technology, specifically improvements to cooling methods, furnace controls, and high voltage furnace operating regime. The evolution of these technologies is briefly presented, as context for describing the current state of the art that has enabled ferro-nickel furnace operation at over 75 MW and specific energy consumption of less than 400 kWh/t dry ore. Examples from existing operations are used to illustrate present best practices, and potential future trends are discussed. The paper begins with an overview of the fundamental aspects of pyrometallurgical treatment of lateritic ores that drive ferro-nickel furnace design. Furnace wall cooling methods are related to the requirements resulting from specific furnace process conditions, including slag and metal compositions, as well as arc and bath power. The benefits of high productivity and low specific energy consumption resulting from high voltage (shielded-arc) operating practice are discussed, along with the furnace controls and electrical power train that enable such operation even with captive power generation.

Pre-reduction of chromite outside the submerged-arc furnace (SAF) can significantly lower the specific power consumption in the SAF process. Conventional processes for the pre-reduction of the ore operate at relatively high temperatures, at 1400-1500°C. It is possible to enhance the rate of reduction at low temperatures by optimizing the flow rate of inert gas over the reaction site. The influence of the flow rate of inert gas on the rate of reduction of chromite ore was investigated. The rate of reduction initially decreased wit the flow rate of the gas. It increased subsequently at higher flow rates to be followed by a decrease again. There was an optimum flow rate at which maximum reduction could be obtained. It was possible to achieve high levels of reduction at 1200°C by optimising the flow rate of the gas. The degree of reduction obtained was comparable to that obtained at 1400-1500°C, by conventional process routes.

Abosso Goldfields Limited (AGL) is in the process of developing an expansion of their Damang Open Pit gold mine in Ghana. AGL acquired the Damang mine in January 2002, with SRK participating in the geotechnical investigation and design for the project since 2001. A deep resource drilling program, completed during 2004, intersected an extension of the orebody below the then planned final pit floor. A feasibility study has been completed to determine the economic extraction of this deep ore with an expanded pit shell. The Damang mine is in a stockwork sulphide deposit at the culmination of the Damang anticline. The deposit occurs as hydrothermal mineralisation associated with dominantly east dipping thrusts and sub-horizontal quartz veins. Primary gold mineralisation also occurs in the conglomerates of the Tarkwaian Formation. The geological units consist of steep easterly dipping dolerite, sandstone, siltstone and phyllite beds, with the weathering profile comprising saprolites overlying a relatively thin joint oxidized horizon. It is planned to deepen the current open pit to a final depth of up to 270 m, primarily by the development of a push-back of the eastern and western walls. The edge of the Eastern Tailings Storage Facility (ETSF) is currently located within 80 to 100 m of the crest of the existing pit. The geotechnical design focused on the optimization of the bench face angle and finally recommended a ?Steep Slope Strategy?, involving 24m high near vertical benches. Limiting bench stack heights of 96m at a maximum of 66° were derived from the influence of major structures and the variation in rock mass conditions. The overall slope angles in each pit sector were developed around the requirement for haulage ramps. One of the main design challenges was to optimise the standoff distance between the final pit crest and the ETSF. This process had to consider maximum access to the resource without undue influence on or from the nearby tailings dam. A planned increase to the height of the dam wall was an additional factor in the design. Dewatering of the pit walls was also a major consideration in this tropical environment.

The stability of slopes is a crucial problem not only in open pit mines, but also in civil engineering situations. The deformational behaviour of slopes is in general monitored during/after the excavation by carrying out field measurements where displacement measurements are commonly adopted. In monitoring the slope stability it should be emphasized that the measurement results must be properly interpreted so as to assess whether the slopes are stable or become unstable in the future. In order to interpret the data, back analysis is extremely useful. In this paper a slope stability monitoring system is described. It consists of displacement measurements by GPS, and a back analysis of measured data. The use of GPS has a great advantage, because of the fact that continuous displacement measurements with high accuracy for a large extent of concerned area can be easily achieved. On the other hand, the back analysis can reveal the mechanical characteristics of the ground, which make it possible to assess the stability of slopes quantitatively.

The Merensky Reef zone, as developed on Impala Platinum?s Rustenburg Operations, displays a gradational mineralized zone, with grades decreasing from the Merensky Pegmatoid Unit into the footwall and hanging wall. A system of identifying a manageable method of defining the mining cut is introduced, termed the grade profile attenuation cut-off grade. Although horizontal grade selectivity is not applied in the mining of the Merensky Reef zone, low extraction of the orebody, due to manageable and non-manageable factors, can contribute to a reduction in revenue, even losses, due to fixed cost contributions in the mining and beneficiation of the ore. A model is proposed that integrates all variables affecting the revenue of the mining operation, including the grade profile attenuation cut-off grade, the extraction factors, commodity prices and exchange rates, utilizing numerical simulation techniques in a PC-based environment. A breakeven extraction factor for a specific cut-off grade is delivered for a range of market conditions. The breakeven extraction factor is a useful guide when designing mining layouts in structurally complex and low metal content areas. Incorporating distribution functions for individual commodity prices and exchange rates into the model provides mineral resource managers with a risk profile for individual mining areas. Shaft areas have varying grade profiles and each area should have individual models run, to prevent generalizations being made about acceptable risk levels on mining areas.

Smith, B. T. Hosking. One Student Member Mr M. J. de Beer. Seven visitors. The Chairman reminded members of the intended visit to Barberton. Dr Stander, Director of the National Institute for Water Research, gave an interesting talk, illustrated with slides and a short film, on the conservation and reclamation of water in South Africa. After question time, Mr Hector, Witbank Town Engineer (visitor) thanked Dr Stander. The meeting closed at 7.10 p.m.

Professor R.P. King holds a Ph.D. degree in chemical engineering, which he obtained at the University of Manchester in 1963. After that he lectured in the Departments of Chemical Engineering at the Universities of the Witwatersrand and Natal. From 1968 to 1973, he was Leader of the Chemical Engineering Research Group of the National Institute for Metallurgy at the latter University. Mr C.E. Fivaz, Pr. Eng., is Chief Consulting Metallurgist of Rand Mines (Mining & Services) Limited, and is responsible for the metallurgical activities of the Gold and Uranium Division and the Coal and Base Minerals Division of the Group.

As the Platinum mining industry expands in the Eastern Limb of the Bushveld Complex it is increasingly evident that a major constraint to development is a lack of appropriate infrastructure. Of critical concern are water resources and spatial development / infrastructure. This paper identifies the context for infrastructure development in the Eastern Limb and two solutions that have evolved in the areas of water supply and spatial development. INTRODUCTION In an economics context, infrastructure is considered to be the structural elements of an economy which allow for the production of goods and services, without themselves being part of the production process. Despite the lack of a specific definition, infrastructure has largely become understood as to comprise road and rail transport systems, public transport systems, airports, public educational facilities, water supply and water resources, wastewater management, solid waste treatment and disposal, electric power generation and transmission, telecommunications and hazardous waste management systems. Critically it is important to understand that infrastructure not only comprises these physical elements but also the operating procedures, management practices and developmental policies that facilitate the effective utilization and development of the infrastructure in response to societal demand.

The paper presents the comments on the advantages of implementing an integrated system of managing mining exploitation in hard coal mines, as well as the comprehensive integration of information on the process of deposit exploitation with economic data, so as to achieve an optimum technical and economic effects. The principles of constructing the production management system have been presented, thanks to which the management boards are provided with reliable technical and economic information on a mining company via information technology. The strategic direction of a company’s operation may currently be verified according to the external conditions that change over time (the information on the deposit, force majeure events, changing expectations of customers, etc.).

A scraper based block cave method has been successfully applied to extract the Lower Ore Body at Nchanga since the 1950?s. Since inception, scraper drifts and service ways have been supported using steel arch sets fabricated to a specific design from high strength manganese steel To reduce costs and to improve productivity, trials commenced in 2002 using fibre reinforced shotcrete as an alternative support method. One of the areas; the 2420 8E 1C trial drift was subjected to abutment loading for several months prior to undercutting and cave mining. Shotcrete installed exhibited minor cracking shortly after application but very little deterioration thereafter. Following the success of the trial, the application of fibre reinforced shotcrete was extended to other drifts. This paper describes the application of fibre reinforced shotcrete at Nchanga and outlines design and quality assurance methods employed.

In view of the singleness of traditional methods about international petroleum (Brant) price forecast, ten main factors that affect international petroleum price are fully analysed. Based on time series method and multivariate linear regression method, the simulation model with the theory and idea of system simulation is firstly established. And this forecasting system realizes visual operation under the environment of MATLAB/SIMULINK. So this article tries a new way for further exploring petroleum price’s running law and guiding its forecasting practice. Abstract : The deformation monitoring data of the middle pier of the in permanent ship lock in Three Gorges revealed several interesting deformation phenomena. Conclusions and explanations are made concerning the phenomena in this paper, based on the finite element and engineering geology analyses. Firstly, the fluctuation of the horizontal transformations can be attributed to the alternate excavation of the two neighbouring ship lock rooms. Secondly, the rock mass discontinuities result in the displacement breaks. Lastly, the main reasons for the one-sided leaning phenomena are the natural stress, which is not evenly distributed, and the presence of discontinuities. This paper presents a valuable reference for studying the ‘individual phenomena’ in geotechnical engineering. ZUSAMMENFASSUNG: Die Beobachtungs claten an der Mittelpier deformation bezüglich Permannenter Schiffsschleuse in den Drei Schluchten offenbaren einige interessante Deformationsphänomene. Die Schlußforgerungen und Erklärungen dazu in dieser Arbeit basseren methodisch anf der ‚’ ‘Endlichen-Elemente-Analzse’ und der ‘Ingenieurnissen-Geograhnie-Analzse’. Erstens kann die Fluktuation der horiyontalen Transformation durch die ungleichzeitige Ausgrabung der zwei benachbarten Schiffsschleusenräume verursacht werden. Zweitens resultzert die Diskontinuität der Felsenmasse ans dem verlagerten Bruch. Drittens: Die Hauptgründe für das Zu-einer-Seite-Neigung-Phänomen in manchen Stellen sind der ungleich eigeteilte natürliche Druck und das vorhandersein der Diskontinuität. Diese Arbeit präsentiert eine wertvolle Referenz für die Untersuchung der Sonderfälle in geotechnischen Bau. Résumé: Cet article a analysé sérieusement et profondément , en utilisant des procèdes d’étude par exemple l’analyse d’éléments défini et celle de la condition géographique de traveaux , des règles typiques de la déformation montrées dans les données surveillantes à propos de la déformation des pierres centrales dans les écluses éternelles du Trois Gorges , on en a tiré une conclusion : 1) le changement des chiffres des déplacements horizontaux des pierres centrales est causé par les creusages séquentiels des cannelure voisines ; 2) l’inclinaison au Nord de toutes les pierres centrales entre les deuxième et troisième chambres d’écluse est causée par la différence de la gravitation entre les deux chambres d’écluse et par l’existence de la surface structurale ; 3) l’existence de la surface structurale cause le changement des chiffres des déplacements horizontaux des pierres centrales au niveau profond . Cet article donne une référence utile pour l’étude du ‘ problème d’indivudualité’( ou les situations anormaux) dans les données surveillantes de la déformation des pierres centrales de la génie civile.

The rebound phenomenon, which occurs during rockfalls when a rock block impacts with a slope surface, is influenced by several parameters related not only to the slope material but also to the block and the kinematics. The paper presents a small-scale testing campaign undertaken at the LMR (EPFL) to better understand and quantify the bouncing of blocks on granular slopes. The influence of some factors related to the ground material, the block and the kinematics is examined. Bei Steinschlägen wird die Flugbahn eines stürzenden Felsbrockens maßgeblich durch den Abprall vom Hang bestimmt. Der Rückprall hängt von verschiedenen Parametern ab, wobei nicht nur das Hangmaterial sondern auch Blockeigenschaften und Kinematik eine große Rolle spielen. Zum besseren Verständnis dieses Phänomens und seiner Quantifizierung werden am LMR (EPFL) kleinmaßstäbliche Versuchskampagnen auf granulären Materialien durchgeführt. Der vorliegende Artikel stellt die Versuche vor und untersucht den Einfluss verschiedener Boden-, Block- und kinematischer Parameter. Le phénomène de rebond qui se présente lors de l’impact d’un bloc rocheux sur la surface d’un versant dépend non seulement des caractéristiques du terrain, mais aussi de facteurs relatifs au bloc et à la cinématique. L’article présente une campagne d’essais sur modèle réduit entreprise au LMR (EPFL) afin de mieux comprendre et quantifier l’impact de blocs sur des matériaux granulaires. L’influence de divers paramètres relatifs au sol, au bloc et à la cinématique est mise en évidence.

RESUME : Le comportement mécanique partiellement saturé du minerai de fer a été étudié à partir d’essais de compression simple sur des éprouvettes à pression capillaire imposée par les solutions salines. Les échantillons restent peu saturés (32 %) même pour une humidité relative de 94 %, du fait de la présence de mésopores. Jusqu’à 90 % d’humidité relative la résistance diminue régulièrement. De 90 % à 94 % une forte chute est observée et pourrait être liée à la fois aux effets capillaires et à l’hydratation de certains minéraux. Le cycle hydrique subit par la roche dans la mine a été modélisé en 1D à l’aide d’un code de calcul entièrement couplé pour les milieux poreux partiellement saturés. Les calculs ont montré notamment une diminution importante en paroi des contraintes totales au cours de la phase de désaturation et une augmentation importante au cours de la phase de resaturation. Ces variations pourraient induire un endommagement du massif et être à l’origine d’instabilités, et soulignent l’intérêt d’une modélisation avec une géométrie plus adaptée. ABSTRACT : The partially saturated mechanical behavior of iron ore has been studied from uniaxial compression tests on samples in which the suction is imposed with aqueous solutions. Samples are little saturated (32 %) even for a 94 % relative humidity because pores are too large. Up to 90 % relative humidity the strength decreases regularly. From 90 % to 94 % a great decrease is observed ; it could be explained by the capillary effects and the moisturizing of some minerals. The hydrous cycle imposed to the rocks in the mine has been modeled with an 1D fully coupled code for partially saturated porous media. The computations have shown an important decrease in the total stresses at the wall during the desaturation stage and an important increase during the re-saturation stage. These variations could induce a rock mass damage and instabilities, and highlight the necessity of a modeling with a well-adapted geometry. ZUSAMMENFASSUNG : Das mechanische Verhalten von teilweise gesättigten Eisenerz wird durch einachsige Druckversuche untergesucht. Die Prüfkörper haben einen durch Salzlösungen gestimmten kapillarischen Druck. Sie bleiben kaum gesättigt (32 %), sogar bei einer relativen Feuchtigkeit von 94 %, aufgrund der Anwesenheit von Mesoporen. Bis eine relative Feuchtigkeit von 90 % verringert sich gleichmässig die Druckfestigkeit und zwischen 90 % und 94 % merkt man eine starke Abnahme in Verbindung, möglicherweise, mit kapillarischen Effekten und Hydratation von bestimmten Mineralen. Die nümerische 1D Modellisierung des gezwungenen Wasserzyklus im Stein der Mine ist mit einem für porösen Medien ganz vernetzten Rechnungcode geführt. Sie zeigt besonders ein bedeutendes Sinken der Gesamtspannung während der Entwässerung und eine bedeutende Steigerung während der Sättigung. Diese Veränderungen könnten die Beschädigung des Gesteines herbeiführen und die Grundlage von Unstabilität sein. Goode, President of the S.A. Institute of Mining and Metallurgy; Nine Members: Messrs N. A. Honnet, W. R. Lawrie, J. N. Saunders, D. D. Waterman (Committee Members), M. G. Cullen, G. C. P. Labuschagne, H. A. G. Slater, I. G. Thomas, T. Zadkin and Nine Associate Members: Messrs R. Campbell, D. E. Couperthwaite, T. M. Espach, J. M. Ferguson, G. W. Futcher, A. G. C. Merson, E. R. Penny, R. B. Sutherland, J. W. van den Munckhof and One Visitor: Mr D. J. McLaren. The Chairman declared the meeting open and, on behalf of the Branch, thanked the President for coming from Johannesburg to attend. MINUTES OF THE PREVIOUSGENERALMEETING As the Minutes of the General Meeting held on June 18, 1969 had not yet been published in the Journal, the Chairman moved that their adoption and the discussion thereof be deferred to the next General Meeting. This motion was adopted unanimously. CHAIRMAN'S ANNUAL REPORT 1968/69 At Mr Kirchner's request, Mr. R. C. J. Goode took the Chair during the presentation of the Chairman's Annual Report. (This report was published in the August 1969 issue of the Journal.) OFFICE BEARERS AND COMMITTEE MEMBERS FOR THE YEAR 1969/70 The Chairman announced that the outgoing Committee had elected the following office bearers for the coming year: Chairman: N. A. Honnet; Vice-Chairman: J. N. Saunders; Immediate Past Chairman: J. G. Kirchner. The Chairman then read a letter from the scrutineers reporting that the following had been elected to the Committee: M. S. Grobler, W. R. Lawrie, L. O. W. Leimer, A. T. Lewis, R. S. Pearson, T. Zadkin. The Chairman thanked the scrutineers for their services, and congratulated Messrs Lawrie, Leimer and Zadkin on their re-election and Messrs Grobler, Lewis and Pearson on their election to the Committee. The Chairman announced that he had heard, with regret, that Mr. T. Zadkin would be leaving the O.F.S. at the end of August, 1969. Mr Zadkin had served on the Committee continuously since the inception of the O.F.S. Branch and records showed that he had only failed to attend three General Meetings in over nine years. The Chairman expressed the gratitude of the Branch for Mr Zadkin's invaluable services to the Institute, congratulated him on his well earned promotion and wished him well in his new position. INDUCTION OF CHAIRMAN The Chairman introduced Mr N. A. Honnet to the meeting by briefly outlining his past career and, after congratulating him on his election, called upon him to take the Chair. In congratulating the out-going Chairman on a very successful term of office, Mr Honnet said that due to the absence of many Committee Members for a large portion of the year Mr Kirchner had carried a heavy burden, and he moved a vote of thanks and appreciation for Mr Kirchner's efforts. This was carried unanimously. GENERAL BUSINESS There were no points raised under this heading. MINING AND METALLURGICAL CONGRESS The Chairman called on Mr W. R. Lawrie to give his talk on aspects of the Mining and Metallurgical Congress recently held in Britain. This presentation was illustrated with photographic slides and proved of great interest to Members. Mr D. D. Waterman proposed a vote of thanks to Mr Lawrie and the Chairman then asked Mr R. C. J. Goode to contribute to Mr Lawrie's address. Mr Goode thanked Mr Kirchner for his efforts during his very successful term of office and congratulated the in-coming Chairman and Vice-Chairman on their election. He then gave a brief talk on aspects of the Congress not dealt with in Mr Lawrie's address. These included the industry's requirements of graduates, the necessity of their rapid advancement and the desirability of sending such young men to attend future Congresses. Mr Goode announced that two symposiums will be sponsored by the Institute next year, one on Tunnelling and the other on Open Cast Workings.

The paper presents the limit equilibrium equations for the analysis of toppling blocks on a rock slope. The safety conditions are assessed by a numeric procedure implemented in an Excel worksheet. The UDEC numerical program was exploited to validate the procedure. A probabilistic model considering the spacing variability of the discontinuities was developed to define the most relevant parameters in this kind of problems. La communication presente les equations d’équilibre limite pour l’analyse de blocs rocheux sur une pente. Les conditions de securité sont évaluées par une procédure numérique en Excel. Le logiciel UDEC a été exploité pour valider cette procedure. Un modèle probabilistique a été developpé pour définir les plus importants paramètres dans ces problèmes. This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

In 1991 the Government of the Republic of Zambia passed legislation providing for the privatisation of Zambia Consolidated Copper Mines Limited (ZCCM). The newly formed Mining Companies, established after nearly a decade of difficult and protracted negotiations on such matters as, cash at close; retained percentage interest by ZCCM; equity investment; future investment commitment and tax concessions, were faced with great internal challenges and a harsh external environment. There was a convergence of a number of negative forces that had and will continue to have an impact on the mining environment in Zambia. The most crucial of these being, the competitive pressures of the global economy, fluctuating copper price and the prevailing HIV/AIDS pandemic. In the short period after privatisation, the Industry has seen the collapse of Binani Industries (Luanshya Mine), the withdrawal of Anglo America Corporation from Konkola Copper Mines Plc and the disposal of Chambishi Cobalt and Acid Plants by Anglovaal Mining Ltd. The objective of this paper is to provide a theoretical and practically researched foundation, which may be used to assist Zambian Mining Companies in making informed decisions on the issue of Strategic Outsourcing and the degree to which this may support the successful and sustainable growth of the Zambian Copper Mining Industry. If judiciously implemented, Strategic Outsourcing has the potential to generate a practical business valuation and process to assist Mine Management in the achievement of their business goals and consequently the return on investment to their Shareholders.
