This program plan is one of three research alternatives being considered by the Bureau, each based on a different level of anticipated funding. This report documents the low funding level program plan.

"SUMMARY This report reviews the status of the packaged-for industry as of 1941. A field study was made of 35 representative plants to obtain technics and economic data on different types of processes used to make packaged fuel in the Central States. The report includes a classification of processes, photographs of typical operations, designs of different plants, an analysis of costs of manufacture, and a study of the physical and chemical properties of fuel cubes.It was observed that many of the smaller plants were having troubles in the manufacture of packaged fuel as the price of materials and costs of labor advanced toward the higher levels of 1942. In some instances, the total cost of manufacture was as high as $5.00 per ton, while in the better, medium-sized plants it was approximately $3.25 per ton. The direct manufacturing costs, excluding investment and depreciation, ranged from $3.17 to $2.37. These costs permit almost no profit at small plants when packaged fuel sells for the same price as competing lump coal under conditions existing in 1941-42.It was found that the predominant troubles in plants were due to inadequate drying and insufficient mixing of the starch binder. It was ob¬served that in the better plants, where proper mixing of binder was attained high-quality packages were made if 50 to 70 percent of the moisture was removed in the drying ovens. Experimental data obtained in the laboratory show the relationship between the temperature of dry air and the time required to remove different percentages of moisture in wrapped orunwrapped coal cubes.The average physical and chemical properties of fuel cubes made by five processes are listed, and tentative standards for minimum physical qualities and methods for measuring quantity are giver."

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. The method is highly dependent on rock properties governing internal heat generation The efficiency of dielectric heating in the experimental study is observed to increase with increasing dielectric loss of the rock material, ranging from about 10 percent in Sioux. Multiple seam interactions are a major ground control hazard in many U.S. underground coal mines. The two most common types are: • Undermining, where stress concentrations caused by previous full extraction in an overlying seam is the primary concern, and; • Overmining, where previous full extraction in an underlying seam can result in stress concentrations and rock damage from subsidence. The National Institute for Occupational Safety and Health (NIOSH) has completed a major study aimed at helping to identify the location and likely severity of these interactions. In the course of field visits to mines throughout the U.S., more than 300 multiple seam case histories were assembled into the largest data base of multiple seam case histories ever collected. These data were analyzed with the multivariate statistical technique of logistic regression. The study also employed LaM2D to estimate the multiple seam stresses, ALPS and ARMPS to determine pillar stability factors, and the CMRR to measure roof quality. The study resulted in the development of a computer program, called Analysis of Multiple Seam Stability (AMSS), which can help mine planners to evaluate each potential interaction and take steps to reduce the risk of ground control failure. AMSS first evaluates pillar design by calculating the single seam Stability Factor (SFSS) using ALPS or ARMPS. It also automatically generates a LaM2D analysis that provides the additional multiple seam stress so that the final, multiple seam SFMS can be determined. The second part of the AMSS procedure builds upon the statistical findings that overmining is much more difficult than undermining, isolated remnant pillars cause more problems than gob-solid boundaries, and weaker roof significantly increases the risk of multiple seam interactions. AMSS quantifies these effects and predicts the outcome in terms of three levels of risk: GREEN (where a major multiple seam interaction is considered unlikely), YELLOW (where adding a pattern of cable bolts or other equivalent supplemental support could greatly reduce the probability of a major interaction.), or RED (a major interaction should be considered likely, and it may be desirable to avoid the area entirely).

INJURY experience and employment data at all metal mines in the United States and Alaska are presented in this Information Circular for the calendar year 1958. This publication covers the metal mining industries, and contains statistical data on injuries and employment pertinent to metal mines, ore-dressing plants, and primary nonferrous smelters, refineries, and reduction plants. These operations report injury and employment information annually to the Bureau of Mines on a voluntary basis. The Bureau is authorized to make requests for such data, and the information submitted contributes immeasurably to the promotion of safety in the metal mining industry. Every effort has been made to make the annual canvass as complete as possible. This publication contains, along with production and development workers, the office employees at the mine location. The metal mines identified in this publication are classified according to the mineral ores mined; that is, copper, iron, lead-zinc, gold-silver lode, gold placer, and miscellaneous metals.

These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. The Bureau of Mines is engaged in a research program on the characterization of tars produced by low-temperature carbonization of coal and their economical upgrading to more valuable materials, Throughout the years, hydrogenation has played an important role in the treatment of these tars, mainly as a means of converting the whole crude tar or selected fractions to motor fuels; diesel oil, lubricating oil, or various solvents. In some instances, production of specialty chemicals has been the objective. The purpose of this report is to summarize, without critical review, the information of the past 25 years on the hydrogenation of low-temperature tars and related substances as presented in the literature or its English translation. Published articles and patents not abstracted in the main body of this report are included in a bibliography at the end. The Bureau of Mines evaluated creep properties of Zn-Cu-Ti alloys that were annealed after finish-rolling either cold) or at 480° F (249° C). Compositions ranged up to 1.25 pct Cu and 0.36 pct Ti. Most data are for sheet annealed after finish-rolling to 92-pct total reduction. Annealing times were varied at temperatures between 320° and 560° F (160° and 293° C). For a number of the alloys, annealing after hot-rolling at 480° F affects creep properties very differently in longitudinal and transverse sheet directions. The detrimental result is that the anisotropy in creep properties between the two directions can be vastly increased. Conversely, specific annealing treatments of certain heavily cold-rolled alloys result in surprisingly low anisotropy in creep properties and the low anisotropy coincides with excellent creep resistance for both directions. Supplemental data are presented on tensile, hardness, and thermal expansion properties, and microstructures.

Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

Iran's petroleum industry is nearly 50 years old and the oldest in the Near East. According to published figures, Iran ranks third in production and reserves in the Near East. These reserves (including probable reserves) are estimated at 35 billion barrels and constitute about 11 percent of the world's total. Iran is the sixth largest producer of crude petroleum in the world. The 1961 output of more than 430 million barrels was 5 percent of total world output for the year. In the same year, Iran ranked fourth among world petroleum exporters, providing 8.4 percent of total world exports.

The immediate concern is an application of cushioned blasting in coal mining In cushioned blasting, various means are employed to reduce the intensity of the application of energy in an explosive action in a borehole. The primary object is to increase the efficiency of the use of explosives.

Burnout Control is a process developed by the U.S. Bureau of Mines for accelerating the burning of wasted coal fires in situ, while at the same time controlling the heat and fumes produced. The Albright fIre project is a fIrst fIeld trial of Burnout Control as applied to a coal waste bank. An exhaust ventilation system was designed and constructed and then operated over a 1-year period at the site of an existing abandoned mine land fire near the town of Albright, WV. While predicted exhaust gas temperatures of 900° C and thermal power levels of 5 MW were achieved at 20-to 3O-in H20 vacuum levels, problems were encountered with engineering designs, equipment breakdown, and fuel-rich combustion that curtailed the time period of satisfactory operation. Effective afterburning of the exhaust gases (as they were drawn from the bank) corrected the problems associated with combustion stoichiometry and led to high thermal outputs. It is believed that with (1) improvements in engineering design and construction, (2) better control of the afterburning process, and (3) the use of conventional stack gas air-pollution controls, Burnout Control can be applied successfully to a coal waste bank fire.

One of the lithium minerals most widespread in the earth's surface is spodumene (Li20-A1203-4Si02), a lithium aluminium silicate. For some time, deposits of this mineral were known to exist in the Black Hills of South Dakota, but it was only quite recently that Hess4/ pointed out the great magnitude of the low-grade deposits in forth Carolina. The theoretical lithia (Li20) content of spodumene is 9.04 percent. The only other minerals with such high lithia content are the phosphates, but these occur only in pockets and are not in extensive deposits5/. Actually, however, the lithia content in spodumene is never found to be this high, being nearly always below 7 percent for the pure mineral, and part of the lithia is apparently replaced by other alkalies.

This bibliography was compiled by the Bureau of Mines as part of an investigation into the possible utilization of low-temperature coal-tar bases. The bibliography consists of literature and patent references from about 1945 to 1961 and is divided into the following headings: Analysis and Composition; Production, Synthesis, Reactions, and Utilization; and Separation, Purification, and Properties. Although over 1,000 references are included, no attempt was made to insure a comprehensive survey. The literature and patent references are arranged alphabetically by author or patentee. When several publications have the same author they are listed in reverse order of age, with the newest first. An author index is included because secondary authors are not cross-indexed. In almost every instance, the entry is accompanied by a Chemical Abstracts reference for those interested in locating an abstract of the original paper.
