[The formation of gas hydrates in natural-gas pipe lines depends on temperature and pressure conditions in the lines as well as on the presence of condensed water. The operating pressure in a pipe line may be determined easily and usually is available from the records of operation, but the temperature seldom is known. In cooperation with the American Gas Association, the Bureau of Mines, in its investigation of gas hydrates, conducted a pipe-line-temperature survey and studied underground temperatures at depths at which pipe lines ordinarily are buried and the relationship of these temperatures to prevailing atmospheric conditions. A similar but more limited study of this type was, conducted by engineers of the Bureau of Mines a number of years ago.4/A summary of the earlier findings was included in a general report by the Bureau on the flow of natural gas through high-pressure transmission lines.5/ In the present study, data on temperature variations were obtained at several places widely separated geographically. This information should assist pipe-line engineers in designing and operating natural-gas pipe lines. In the pipe-line-temperature survey here resorted, a study was made along a 22-inch natural-gas pipe line: originating near Amarillo, Tex., and extending northwestward through New Mexico into Colorado (fig. 1). Electrorefining yttrium from selected low-melting yttrium--base alloys is investigated, and various halide systems are studied as potential electrolytes for use in preparing low-oxygen yttrium by electrorefining unalloyed yttrium. Yttrium cathode products having significantly less metallic impurities than the anode materials were prepared from alloys containing nickel, iron, and manganese by electrorefining in LiCl-YC13 electrolytes at 900° to 1,000° C. Yttrium-copper and yttrium-magnesium alloys are not suitable as anode feed materials, An evaluation of chloride, fluoride, bromide, and mixed chloride-fluoride electrolytes showed that cathode products containing much less oxygen than the anode material can be obtained in the fluoride and mixed chloride-fluoride systems. Initial cathode current density has no apparent effect on the purity of the products obtained in both phases of the investigation.

U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. One phase of this investigation is the burning of coal on an automatic stoker to gain the advantages of control, constant rate of application of heat, and ability to burn cheaper coal than can be used in the hand—fired furnaces of kilns. It a stoker in to be used it is desirable that the coot of the installation should be low, the control of operation simple, and the distribution of heat in the kiln as good or better than with hand firing. These desiderata were sought in the stoker and furnaces that were used for the tests described herein. The tests were made to determine whether it is feasible to fire a large kiln with a single stoker, whether the use of a single furnace simplifies control, and whether the admission of all the hot gam at the center of the kiln will give symmetrical distribution of heat."

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. The Juneau Office of the U.S. Bureau of Mines has undertaken a study of the environmental permitting process for major mines in Alaska to identify the effects ecosystem management has had or could have on the permitting process. To date, ecosystem management affects major mine permitting in Alaska primarily through the NEPA environmental assessment process. In Alaska, only the Forest Service has instituted ecosystem management in an overt and organized manner, while other agencies are doing so less directly. In recent Bureau of Mines publications, the mine permitting process has been described using case studies of several recently permitted mines in Alaska. The insights into the permitting process and the conclusions of these reports are reviewed and summarized. Several ecosystem management issues were identified in the case studies, including the need for: effective communication between agencies; standardization and coordination of NEPA environmental impact assessment and environmental monitoring programs among agencies, and assessment and selection of alternatives based on risks to ecosystems regardless of jurisdictional boundaries or environmental media-specific regulations. Ecosystem management could be used as a way to systematize, organize, standardize, and coordinate permitting and monitoring requirements and management perspectives among government agencies and project proponents.

This Bureau of Mines study identifies and examines the costs of Federal, State, and local environmental protection controls on domestic phosphate rock mining, The costs include the expenditures needed to comply with government regulations and the effects that these expenditures and regulations have on supply. The study analyzes costs of environmental impact assessments, air and water quality standards, reclamation laws, potential solid waste controls, and local government restrictions. In addition, an industry survey and the Bureau's Minerals Availability System (MAS) are used to evaluate land management policies that restrict access to phosphate resources, Conclusions drawn from these analyses confirm that (1) domestic phosphate mining has incurred substantial control costs and may be subject to significant new regulatory costs in the next several years, (2) certain environmental controls can discourage mining investment, (3) environmental policies governing land-use controls affect the disposition of sizable phosphate resources, and are key determinants in the development of those resources on the Federal do- main, and (4) environmental costs could diminish the competitiveness of domestic producers.

A unique circumstance created by monitoring a pre-driven longwall recovery room permitted measuring the stresses of a coal pillar throughout its entire life cycle in less than a week. A fender pillar, created in approximately the middle of a longwall panel at a depth of 650 ft, transformed from a solid barrier pillar - to a yielding pillar - to a residual pillar as 3 ft slices were methodically removed with the longwall shearer. The complete transformation, or life cycle, took place in less than 12 hours. The stresses were quickly transferred from the pillar onto the standing pumpable concrete supports and into the outby pillars. Roof to floor closure measurements, combined with the timing of the pillar behavior, provides a detailed look at the uncontrollable convergence of underground mine openings. Pillars remain the most important form of “primary support” and understanding these life cycles is vital for safe and efficient mine design, in both room and pillar and longwall panel extractions.

An underground mine disaster is an accident of major proportions that takes a significant toll in human lives. A disaster usually disrupts the normal functioning of a mine and may result in entrapment of miners whose normal egress from the mine is cut off. A disaster often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. Explosion, fire, inundation of water or toxic gases, and collapse of a major portion of a mine are among the causes of mine disasters. Miners threatened by such an occurence must either bring the situation under control (e.g., by extinguishing a fire) or remove themselves from the danger. If control is unsuccessful, they must retreat to a place of safety. Four different activities may be involved: evacuation, escape, survival, and rescue. Evacuation is the orderly exit of people from the mine using previously identified escapeways and following a previously determined evacuation plan. Miners whose normal evacuation routes are blocked may be able to find alternative exit routes and escape by their own efforts. For those who cannot, the issue becomes survival while waiting to be rescued. The survival period may last for many days while rescue efforts are mounted from outside the mine.

The Bureau of Mines has constructed a special compression chamber for developing stress-strain relationships of mine backfill and simulating the high compressive ground pressures encountered in underground mines. A one-dimensional, or Earth-Pressure-at-Rest model is proposed for backfills subjected to these pressures. Results of the compression tests performed in the chamber indicate that reliable stress-strain relationships can be developed from these tests. The primary objective of the test series was to evaluate the effectiveness of compaction of common backfills in retarding ground closure. Analysis of the stress-strain data shows an eightfold reduction in relative strain in optimum well-graded, compacted backfills over poorly graded, loose backfill material. Analysis of the one-dimensional compression test data also indicates a significant retardation of transmitted stress in dense compacted samples of backfill and natural sands. Although not fully understood, a deformation mechanism is thought to occur at the intergranular contacts in cyclic fashion causing frictional heat loss and a reduction in transmitted stresses in the densely packed materials. The experimental values of transmitted stress are compared with theoretical values of effective stress calculated from the one-dimensional compression relationships developed by Hendron (4).3 These experimental values of transmitted stress compare very closely with the theoretical values of effective stress.

The Bureau of Mines is involved in research directed toward the utilization of municipal solid waste. One of the primary objectives is the recycling of the magnetic fraction of municipal solid waste (raw refuse). This is consistent with one of the Bureau's goals, which is to minimize the requirements for mineral commodities by maximizing metals recovery from secondary domestic resources, In this investigation, cupola trials were made using combinations of refuse scrap with shredded automobile scrap under basic and acid slag practices. Furnace operating information and the behavior of alloying and tramp elements was obtained. The research showed that it is possible to utilize up to 60 percent refuse scrap in the cupola under basic practice and 30 percent under acid practice, Aluminum in refuse scrap, present in bimetallic cans, increased the recoveries of silicon and manganese charged to the cupola. Increased use of refuse scrap provided iron of lower sulfur. The alumina resulting from oxidation increased the slag volume. The aluminum and tin contents of the iron increased with increasing levels of refuse scrap in the charge. Lead was not a problem with respect to contamination of the iron. In basic practice, operation of the cupola was satisfactory since all slags were adequately fluid. In acid practice, operation became troublesome above the 45-percent level. Under both practices, the cupola iron melting rate decreased. Particulates in scrubber water and stack condensate samples contained lead, zinc, and tin, and the dust load increased. The tensile and transverse strengths of the iron produced under both practices are reported.

The development and operation of "combination wells"5/ have created new and unusual problems, many of which can he solved only if information is available concerning the properties of the fluids produced. Data as to the characteristics of the fluids at the relatively high pressures that exist in the reservoirs are especially important, and there is growing economic concern to know what part, if any, of the liquid recovered at the surface was liquid in the reservoir, As an extension of this problem, it is important to know, whether liquid will be formed in the reservoir as a result of isothermal retrograde condensation when the reservoir pressure is reduced. The pressure range of such condensation, if it occurs, is significant in the design of gas-recycling plants for maintaining reservoir pressures. In connection with the operation of such plants, it is particularly important to know how pressure and temperature will affect the yield of the liquid phase and the composition of the gas to be returned to the reservoir. It has not been possible to predict the behavior of these fluids that have high ratios off gas to liquid by comparing them with the behavior of low gas-liquid ratio fluids at identical pressures and temperatures. Such comparison fails because the proportions in which a component will be distributed between the phases of a system at any given temperature and pressure depend increasingly on the composition of the mixture as the critical temperature and. pressure of the system are approached. Because many combination wells are producing from reservoirs that have temperatures near the critical point, experimental date on the properties of the Fluids under reservoir conditions are particularly important at this time, To meet the immediate requirements of the industry for such experimental information, an equilibrium cell has been constructed at the Petroleum Experiment Station of the Bureau of Mines, Bartlesville, Okla. When adequate experimental date have been accumulated, it may be possible to make dependable estimates of the phase relations for high gas-liquid ratio fluids at the pressures anti temperatures characteristic of "combination-well? reservoirs.

"Steel manufacturers have noticed a decided tendency on the part of many of their customers to become more exacting in their steel specifications. Under these conditions, the steel must not only meet the specifications of physical properties (tensile strength, reduction of area, elongation, impact strength, grain size, normality, etc.) and the chemical analyses, but must also pass the inspection test of ""cleanliness.""By cleanliness is commonly meant the absence of oxide and sulphide inclusions. Other foreign particles such as furnace or ladle slag, ladle and runner brick, etc., must also be absent. The determination of cleanliness at present is usually made by microscopic inspection or macroetching.The rejection of steel for lack of cleanliness is increasing, out cleanliness is one of the most difficult requirements for the manufacturer to fill. The reason for this is that every steel inspector has a different conception of a. clean steel. A material which does not pass the examination of one inspector way be regarded as entirely satisfactory by the metallurgist of an¬other company. The cause of this confusion and disagreement concerning the definition of a clean or a dirty steel is simply that as yet no standardized procedure for the determination of impurities has been proposed and generally accepted, since many variables are encountered which interfere with the development of a satisfactory method. An idea of the complexity of this situation will be obtained from the following pages.A Survey of Proposed Analytical MethodsAlthough no analytical method has been accepted, many procedures have been proposed, as may be seen in Table 1. Therein are listed 16 of the better-known processes, pith references to the work of their originators, their mechanisms of determination, and their applicabilities. Among these is included the electrolytic method developed by one of the present authors, and some comparison between this and previously proposed procedures may be obtained by a study of the table. It appears that this new method Las many advantages over the others, and this paper presents a critical Study of its value."

[The purpose of the study is to investigate cases of subsidence over abandoned mined-out areas of the Pittsburgh Coal identified from published and unpublished sources and to determine through a consideration of the geology, topography, climate, mining activity, and evidence at ground surface, what mechanisms control subsidence .and under what circumstances it takes place. The study wan performed it two phases, the first to identify all documented incidents of subsidence in mined-out areas of the Pittsburgh coal Region; and the second, to study a particular portion of the region in detail, collecting pertinent data relative to the sites within, characterizing roil the nature of the subsidence and its economic consequences, and determining the applicability of the findings to other areas whore similar problems with the collapse of abandoned miner have been encountered.]

RESEARCH strengthened the position of cesium as the preferred material (commonly but erroneously called "fuel") for ionic propulsion engines. Its use as an element of the plasma thermocouple for generating electricity also seemed more likely. Domestic Production.-No domestic ore of cesium and rubidium was produced. San Antonio Chemicals, Inc., San Antonio, Tex., and Maywood Chemical Works, Maywood, N.J., continued to produce cesium and rubidium compounds including carbonate, chromate, hydroxide, nitrate, sulfate, and all four halides. Rocky Mountain Research, Inc., Denver, Colo., began producing various cesium and rubidium salts. American Potash & Chemical Corp., Los Angeles, Calif., offered cesium and rubidium for sale.

The introduction of mechanized mining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and describes some systems of transportation utilizing rail haulage. ACKNOWLEDGMENT The information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines were studied. The descriptions of the transportation systems at the mines included herein have been checked for accuracy, and publication of the data has been approved by the executives of the several operating companies.
