LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. NOTE--The original Act of February 15, 1855 (Laws 1855, p. 170), makes no reference to the dead bodies of persons killed" by accident to, in or about any mine."

The largest potential reserves of manganese in Nevada are in the Pioche district. To date, these large reserves of 10-to l2-percent manganese cannot be upgraded economically. Other large, low-grade deposits, such as the Virgin River and Boulder City deposits in Clark County, cannot be considered immediate sources of manganese. Reserves of the principal manganese deposits in Nevada, based on the most reliable estimates, total about 17 million tons analyzing 7.6 to 13.6 percent manganese. Most of the deposits are of a type that cannot be prospected systematically but have been prospected and developed in the course of productive mining operations. To realize production from low-grade deposits that are amenable to concentration, a ready market must be provided. Thus far, Government stockpiles have been the major outlet for these low-grade ores. Research and experimentation over a period of years have led to development of several processes technologically applicable to these low-grade ore bodies, but their economics is not sufficient to allow competition with imported ores on the open market.

This report contains the Phase I findings of a study to select and test devices for preventing lack of alertness in haulage truck drivers. The extent of the problem was determined by visiting surface metal and nonmetal mines, interviewing drivers and safety personnel and reviewing accident reports. A number of devices for detecting a lack of alertness were considered and three were recommended for testing in actual operation.

A seismic monitoring network has recently been installed in the North Fork Valley coal mining region of western Colorado as part of a NIOSH mine safety technology transfer project with two longwall coal mine operators. Data recorded with this network will be used to characterize mining related and natural seismic activity in the vicinity of the mines and examine potential hazards due to ground shaking near critical structures such as impoundment dams, reservoirs, and steep slopes. Ten triaxial strong-motion accelerometers have been installed on the surface to form the core of a network that covers approximately 250 square kilometers (100 sq. miles) of rugged canyon-mesa terrain. Spread-spectrum radio networks are used to telemeter continuous streams of seismic waveform data to a central location where they are converted to IP data streams and ported to the Internet for processing, archiving, and analysis.

Recent studies by researchers from the National Institute for Occupational Safety and Health indicate that shear loading contributes significantly to failure of bolts used for rock reinforcement in coal mine roofs, Laboratory tests on 17 bolts were conducted to study the behavior of roof bolts subjected to shear loading over a range of axial bolt loads, Fourteen strain gauges were attached to each bolt to measure axial and bending loads at seven locations along its length. The instrumented bolts were grouted through two high-strength concrete blocks, and axial tension was applied to as much as 75% of yield strength. With the block interface acting as a failure plane, shear loads were applied to the blocks at a constant rate of displacement to the ultimate strength of the bolts. The tests characterized the relationship of axial bolt loads to shear forces across a rock bedding plane and measured the distribution of axial and bending strain along the length of the bolts. 'These results will improve the selection of roof reinforcement in mine areas where high shear stresses are present, thus improving the safety of miners working in these areas.

INCREASED production and utilization of minerals fuels and power accompanied the overall expansion in U.S. economic activity during 1963, which saw continued advances toward higher production, employment, and purchasing power. During 1963, record levels of wages, profits, and consumption were attained, while costs and prices maintained the stability exhibited throughout most of the recovery period. Expanding industrial production, the average index of which went from 118.3 in 1962 to 124.3 in 1963, narrowed the gap of unused manufacturing capacity to an estimated 5 percent. Gross national product (GNP), another major indicator of economic activity, reached a record level of $583.9 million (current dollars) during the year, this being $27.7 billion, or 4.9 percent above 1962. These achievements were somewhat marred by unemployment, which remained at 5.5 percent of the labor force in 1963, and the continued deficit in the U.S. balance of payments. Against this general background, total national consumption of energy resources for the year was equivalent to 49,816 trillion British thermal units (Btu), an increase of 4.2 percent over 1962. This represented a somewhat lower rate of growth than for GNP during the year.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. The use of a partially slotted 6.5-inch-inside-diameter vertical pipe to remove methane from a longwall gob area at a depth of 2,260 feet in the Pocahontas No. 3 coalbed ms investigated. The value of gas removed by such a pipe under free-flow conditions was found to equal the cost of the installation in this case. Approximately 25 percent of the available methane passed through the pipe without the use of an exhauster; an additional 10 percent was removed when an exhauster was employed. The diversion of methane through a vertical slotted pipe to the surface permitted the use of increased mining rates and decreased the ventilation air requirements.

Helium has probably aroused more varied scientific curiosity than any other single element. Discovered by spectroscopic examination of the sun during an eclipse in 1868, helium is now known to exist not only in the sun and other stars but on earth occluded in minerals, accumulated with natural gases in pockets in the earth's crust, and in the atmosphere surrounding the earth. Astronomers study its presence in the various stars of the universe for clues to their origin and history. Geochemists and geologists study its occurrences in rocks, minerals, and meteorites to determine the age of the earth and the manner of its formation. Pathologists study its effect on living tissues in search for the ideal combination with oxygen for artificial breathing mixtures in medicine, diving operations, and space vehicles. Chemists study its physical properties and use it to trace the sequence of events in reactions in which it does not participate. Geneticists and bacteriologists use it for special studies. Physicists study its behavior when liquefied and the behavior of materials cooled to nearly absolute zero by its use. Nuclear physicists learn more about the universe through study of the nuclear reactions that produce it. Through study of helium and greater knowledge of its origin and properties, science continues to unlock some of nature's more closely guarded secrets. Unknown on earth before 1895, and not discovered as a minor constituent of natural gas until 1905, helium with its simple atomic structure--a nucleus with two electrons orbiting in a closed shell--is a unique element. It is next to the lightest gas, only hydrogen is lighter. It occupies position number 2 in the Periodic Table of the Elements and heads the list of so-called "rare" or ?noble? gases. Most of the naturally occurring helium has an atomic mass of 4.003874 (oxygen = 16). A trace (1.7 x 10-5 mol percent) is the light isotope helium-3 whose atomic mass is 3.0169800 Unstable isotopes of mass numbers 5 and 6 have been authenticated. Isotopes of mass numbers 7 and 8 have been reported, but their existence is less well established. All the heavier isotopes are radioactive and are the product of nuclear reactions.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining, prepara- tion, and utilization of coal. This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee, which cooperated with a counterpart British Committee. In some instances; engi- neers from other allied countries cooperated. The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter, Deputy Solid Fuels Administrator. The personnel of the mission consisted of H. F. Yancey, in charge, J. W. Buch, Thomas Fraser, L. L. Newman, and L. D. Schmidt of the Bureau of Minos; H. H. Lowry, Director of the Coal Research Laboratory, Carnegie Institute of Technology; H. J. Rose, Vice-President and Director of Research, Bituminous Coal Research, Inc.; and F. H. Reed, Chief Chemist, Illinois Geological Survey. E. 0. Rhodes, Manager, Development Section, Tar Products Division, Koppers Co., Inc., served on the mission for the Chemical Subcommittee of 1.I.I.C. in Europe. His assignment was the investigation of the coal-tar industry. In this connection he prepared this report on the German Low- Temperature Tar Industry as a companion to his provious report on the German High-Temperature Tar Industry (Bureau of Mines Information Circular 7409). Because of Mr. Rhodes' extensive experience in these fields and the impor- tance of the subject material to the coal producers and those utilizing coal-tar products, both reports are issued by the Bureau of Mines. The object of this investigation is to determine the field for the use of detachable bits in metal mines of the United States by correlating the data developed through the experience of mines using these bits. Most of the metal-mining districts in the Middle Western and Eastern States already have been visited. The purpose of the present circular is to define the problem and to discuss the factors that must be considered in order to determine, under different operating conditions, the advantages and disadvantages of this type of bit. Some of the data obtained to date are presented to emphasize points made in the discussion. It is hoped that, as the study progresses, a great many data on drilling will become available. It is evident that since in some cases these data will be confidential they cannot, therefore, be published except as they may be included in average figures covering several different mines. Some data already secured are of this nature, Although considerable information on drilling operations has been gathered at different mines, there were only a few instances in which there were available complete data on all the factors entering into the total cost of drilling with detachable bits and with conventional bits on regular drill steel.

Results of a comprehensive study of the absolute spectral radiance of the infrared emissions from methane-air explosions are reported. The spectral growth of these expanding flames were recorded with a time resolution of 1 msec in the spectral range of 1.7 to 5.0 µm. Time-resolved spectra were obtained for methane-air mixtures as a function of stoichiometry, nitrogen dilution, and Halon dilution, in a 9-liter vessel under different venting conditions. Data are also presented for coal dust-air explosions. Temperatures, obtained from the absolute radiances and from a band ratio technique for methane-air, are internally consistent and are generally 50° to 200°K below adiabatic flame temperatures. All near limit mixtures gave essentially the same flame temperatures (1,500° to 1,600° K) regardless of whether the limit was obtained by dilution with excess air, excess methane, excess nitrogen, or Halon. The coal dust explosion spectrum is essentially a blackbody continuum at 1,500° K with some selective emission at 4.4 µm from hotter CO2. The data are analyzed in terms of the radiative dynamics of a sperically expanding flame zone. The importance of radiative transport is assessed. An equation is derived which relates the instantaneous fraction of combustion power radiated to adiabatic variables.

Relatively few longwall mines in the U.S. operate under multiple seam conditions where the two seams are less than 200 ft apart. This paper describes the experience of six that do. These operations are located in PA, WV and UT, and include examples of both undermining and overmining. Some operate above or beneath their own workings, others are in historic mining districts and must contend with abandoned mines that are decades old. The lessons that these mines have learned cover a broad range of topics, including: • Whether to stack gateroads or place them under old gob areas; • How to size pillars and select artificial support to cross longwall stop lines; • How to use yield pillars to minimize multiple seam stresses and coal bump potential, and; • When to anticipate the creation of pathways for gas, water, or oxygen between current and abandoned gobs.

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. A uniquely mineralized area extends from northwestern Canada through Alaska into eastern Siberia. Some of the metals found there are relatively rare in the conterminous United Stales. Among these are cobalt, the platinum-group metals, and chromite. Geologic evidence suggests that cobalt and the platinum-group metals may be present in deposits that could constitute nationally important reserves. Chromite in potentially minable deposits is known, but it may be relatively less abundant. Limited reserves of these metals have been delineated, but most of the favorable terranes and reported occurrences throughout the vast expanse of Alaska remain unexplored. As part of the mineral studies mandated under the Alaska National Interest Lands Conservation Act, the Bureau of Mines' Alaska Field Operations Center and the Bureau's research centers at Albany, Oreg., and Reno, Nev., are cooperating in a long- range program to investigate occurrences and delineate reserves of cobalt, the platinum-group metals, and chromite in Alaska. Studies of other critical and strategic minerals will be phased in during succeeding years, as ongoing projects are completed. This first in a series of annual reports summarizes available information about deposits and past production of cobalt, the platinum-group metals, and chromite, and describes current and planned Bureau investigations of these minerals.

This report describes in detail three waterflooding projects and a pressure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water-treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

The Bureau of Mines made a study of mines and prospects of the Benton Range RARE II area (No. 5056), Mono County, California in October and November 1980. The study area is west of Owens Valley and 30 mi (40 km) north of Bishop, California. The mineral deposits were evaluated by examination of mines, prospects, and mining claims by the Bureau of Mines. Geological, geochemical, and geophysical studies were conducted by the Geological Survey. The principal mineral commodities of the Benton Range RARE II area are gold and silver but tungsten deposits may also extend into the area. Properties with resources are listed in table 1; their locations are shown on figure 1.

INJURY experience and related employment information are presented in the chapter for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1964. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. All rates in the text are calculated separately on data before rounding, hence component rates may not add to the total rates shown in the tables. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III. COAL Injury experience of the coal mining industry was improved in 1964, as measured by the declines of 1 and 14 percent, respectively, in the frequency and severity rates. Although the total number of injuries increased in 1964, a slightly greater proportional increase in man-hours worked caused the frequency rate to drop to 44.65 per million man-hours. The injury-severity rate in 1964 was 7,832 days lost per million man-hours of exposure. Employment and injury data for 1964 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines. Fatality experience improved significantly with a record low number of 240 deaths in 1964. This total was 44 less than in 1963. The Nation's coal mines during 1964 were free of major disasters (a single accident resulting in the death of five men or more) for the first time since 1956. The

The research described in this report was conducted under a cooperative research agreement between the U.S Bureau of Mines Twin Cities Research Center (TCRC), Cleveland-Cliffs Inc. (CCI), and three operations in Northern Michigan managed by CCI: the Empire and Tilden surface taconite mining operations, and the Central Shops maintenance facility. All of these operations are in or near Ishpeming, MI. The Human Factors Research Group at TCRC is responsible for designing, planning, and conducting the research, and reporting on the findings. This project was carried out in order to investigate the high prevalence of back injuries being experienced by workers employed at the three CCI Northern Michigan sites, In an analysis of Company accident records for workers employed at these sites, it was determined that back injury problems confronting the CCI sites mirror those confronting the entire mining industry.
