An average of 13 mine workers are killed each year by being run over or pinned by mobile mining equipment. At surface mines, these accidents commonly involve large dump trucks that drive over a smaller vehicle or a person that is in the dump truck’s blind spot. One method of detecting a person or another vehicle in a blind spot is to use some type of sensor technology such as radar or radio-frequency identification (RFID). Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health tested a number of commercially available and experimental sensors that monitor obstacles in a vehicle’s blind spots. None of the sensors had been previously applied to the specific problem of rigid-frame surface mining trucks. This report documents the procedures and results of tests conducted after RFID and radar systems were mounted on a 50-ton-capacity dump truck. It was determined that both RFID and radar technology show promise for detecting obstacles in the blind spots of mining equipment; however, more development work is needed to meet the unique requirements of mining equipment and the mine environment.

Gob gas ventholes (GGV) are used to control methane inflows into a longwall operation by capturing it within the overlying fractured strata before it enters the work environment. Thus, it is important to understand the effects of various factors, such as drilling parameters, location of borehole, applied vacuum by exhausters and mining/panel parameters in order to be able to evaluate the performance of GGVs and to predict their effectiveness in controlling methane emissions. However, a practical model for this purpose currently does not exist. In this paper, we analyzed the total gas flow rates and methane percentages from 10 GGVs located on three adjacent panels operated in Pittsburgh coalbed in Southwestern Pennsylvania section of Northern Appalachian basin. The ventholes were drilled from different surface elevations and were located at varying distances from the start-up ends of the panels and from the tailgate entries. Exhauster pressures, casing diameters, location of longwall face and mining rates and production data were also recorded. These data were incorporated into a multilayer-perceptron (MLP) type artificial neural network (ANN) to model venthole production. The results showed that the two-hidden layer model predicted total production and the methane content of the GGVs with more than 90% accuracy. The ANN model was further used to conduct sensitivity analyses about the mean of the input variables to determine the effect of each input variable on the predicted production performance of GGVs.

Persons interested in th_e study of petroleum and allied substances have long felt the need of a bibliographic index to the literature. This bibliography, which is intended to be the first elf a yearly series, has been compiled by the petroleum division of the Bureau of Mines with a view to satisfying this need. The references include only the more noteworthy writings that appeared during the year 191.5 in both ·the United States and foreign countries. Only patents plainly applicable to the industries in point have been included, although, of course, a close scrutiny of the great volume of patent literature might reveal many other patents of possible value. The references are arranged according to the subject classification on pages 3 to 11. This classification, which is to be followed in the succeeding bibliographies of this series, is offered as a guide for further study and classification of the pertinent literature.

The Bureau of Mines is active in programs pertaining to solid waste disposal and land reclamation. Nine reclamation projects of mining companies and six projects of the Commonwealth of Pennsylvania were investigated to provide information on the procedures, costs, and results obtained from reclamation projects of bituminous coal-waste disposal areas. Refuse disposal costs of mining companies ranged from 9 to 28 cents per ton-mile, and quantities disposed of ranged from 600 to 4,500 tons per day. Spreading and compacting the refuse at the dump site ranged from 3 to 20 cents per ton. Cost of covering with soil and planting ranged from $750 to $1,646 per acre. Total costs of reclamation for the Pennsylvania projects ranged from about $1,800 to more than $15,000 per acre. Refuse preparation costs ranged from $772 to $5,550 per acre. Soil covering and planting costs ranged from $1,083 to $5,086 per acre. The best results were obtained by soil preparation and conditioning prior to planting. The type and depth of soil and effect of climate were also factors.

Until the end of 1918 Boulder County ranked as one of the foremost tungsten-producing districts of the world, but in August, 1919, there was practically no production in the district. The operators there could not compete with tungsten ores from foreign sources, particularly China, Burma, and South America. As a. result there · has been a strong movement for placing a protective tariff on all imported tungsten ores and products; and it seems to be the general belief of tungsten producers that some form of protection is necessary to the maintenance of the industry in this country. The stimulus, due to the great demand for · tungsten alloys in the manufacture of munitions during the war, was felt in all the productive localities of the world. The ores of Boulder County were especially in demand on account of their comparative. freedom from • harmful impurities, and this demand greatly extended mining operations in the district and increased the efficiency of the gen~ral milling practice there.

The Mine Safety and Health Administration (MSHA), U.S. Department of Labor, did a linear analysis for a new underground coal mine in Grant County, WV, through the interpretation of LANDSAT imagery and high-altitude, color-infrared aerial photography, to identify areas of potentially unstable roof in advance of mining. The Bureau of Mines included this mine in its ongoing study of the correlation between geologic features and linears. Three years after the analysis, after mining had progressed through the plotted linears, a cooperative Bureau-MSHA study evaluated the effectiveness of the linear plot in predicting areas of unstable roof and defined the geology associated with the linears. Adverse roof conditions at this mine include roof falls, potted-out roof, water inflow, and local areas requiring supplemental support. At the time of this study, 34 pct of the mine workings were within 200 ft of a plotted linear. Fifty percent of the adverse roof area in the mine occurred within this area. The primary geologic anomaly associated with the linears is an increased frequency of jointing. The majority of the plotted linears coincide with the prominent joint orientations. Additional features observed in the linear zones include roof rolls and a sandstone channel that cuts into the coal seam.

The 53 countries that constituted Africa in 1991 accounted for a significant portion of total world output of a number of mineral commodities. However, total output for the continent declined for many major mineral commodities produced compared with that of 1990. Also, Africa's share of total world output of these commodities generally declined. (See tables 1 and 2.) The most conspicuous declines were for cobalt and copper owing to mining and metal processing difficulties experienced by the world's two largest cobalt producers, Zaire and Zambia. Phosphate rock output declined primarily owing to a sharp fall in production from Morocco, also a leading world producer. Morocco's state corporation for phosphate production experienced marketing problems, leading to the decline.

This volume was prepared in support of an evaluation of the Advancing Oil Shale Mining Technology Program performed by The Aerospace Corporation under a Bureau of Mines contract. The evaluation is described in part within a companion volume entitled Benefit-Cost Analysis. The economic mine models outlined herein provide a quantitative basis for the assessment of program benefits. Reference is made to estimated oil shale mine costs to delineate the beneficial impacts that can be expected to accrue for the future implementation of program developed technology. Estimated mine cost data are provided for surface, underground, and modified in situ oil shale mining operations.

Models made by encasing strain-gage networks in epoxy are described and evaluated. With this technique relatively complex models can be constructed in which any number of gages can be located and alined precisely. Although the gages are an integral part of the model matrix, they create no important mechanical or thermal stresses. Model construction techniques and experimental data proved reproducible and reliable. In addition, the sGlution obtained with these models to the problem of the state of stress around a circular hole in a plate subject to a plane stress condition was in agreement with theoretical, photoelastic, and finite-element solutions.

Other Federal agencies have been coming to the Bureau of Mines for help with the purchase and utilization of fuel, largely coal, almost since the day the Bureau was created in 1910. The requests covered a wide range of fuel- economy problems and included boiler-water treatment after it became apparent that water-formed deposits on heating surfaces acted as insulators, decreasing heat transfer and impairing fuel efficiency. Dr. Ralph E. Hall, a Bureau of Mines physical chemist determined the 3 reactions that cause adhering scale to form in boilers (7)2 and went on to introduce scientific principles into water treatment for scale prevention (8). Widespread publicity of these achievements increased the requests for help from Federal steam-generating plants. Since no other Federal agency (even those which were more directly concerned with testing water) wanted to provide boiler-feedwater service, the Bureau decided to continue to give requested help to Federal agencies, Later, the Congress endorsed such agency cooperation as an economy measure,

In 2000, Laubscher’s Mining Rock Mass Rating (MRMR) classification system was updated and published. The new system brought a few fundamental changes that were in direct response to the challenges and problems encountered when applying the classification system in the mining environment, specifically caving operations. The fundamental changes introduced into the MRMR system in 2000 were the abandonment of the Rock Quality Designation (RQD) as an input parameter, accounting for healed and cemented joints, and the concept of rock block strength. The objective of this paper is not to discuss the role and usefulness of classification systems; the fact that classification systems are widely used in every stage of mining projects speaks for itself. This paper discusses some of the experiences gained with the MRMR 2000 system in various mining projects and shows how the changes to the system have resulted in improved assessment of rock mass conditions. Issues related to core logging for rock mass assessment are also presented.

A previous report of the Bureau of Mines dealt with the toxicity of dichlorodifluoromethane5, a new refrigerant that has a remarkably low toxicity. Continued research by the Prigidaire Corporation6 and toxicological experiments performed in the Laboratory of Applied Physiology of the University of Cincinnati7 revealed another organic fluoride, dichlorotetrafluoroethane, whose toxicity also appeared to be of a very low order and whose physical-and chemical properties make it suitable for refrigeration purposes. In addition to low toxicity, safety in its use is further enhanced by its physical properties, which permit the design of equipment that operates at comparatively low pressures and hence mitigates the dangers and problems of leakage. The investigation described in this report was performed by the Bureau of Mines at the request and with the cooperation of the Frigidaire Corporation.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. This paper briefly describes the principal known commercial and near commercial deposits of gold-bearing gravel end the principal placer mining operations of Idaho County, Idaho. It is one of a series of similar papers on western mining districts. The data used in writing this paper were gathered during the summer of 1937. Information concerning gold-bearing gravels was obtained from prospectors and operators, while operators supplied most of the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

The Bureau of Mines has developed a photoelectric concentrator apparatus which is capable of collecting incremental products from the discharge of wet concentrating tables. The instrument uses photoelectric cells as sensors to differentiate between two products which have differences in color or reflectivity. The photocells provide a signal that controls a mobile splitting device that separates the products. Tests conducted on a wet table demonstrated the ability of the apparatus to separate a product containing 81.5 percent pyrite from a lower-grade product containing only 68.8 percent pyrite. The photoelectric concentrator should have a broad application for collecting concentrates with visible color or reflectivity differences from wet concentrating tables.

Potash is riot only an important ingredient in the manufacture of many products of modern industry, such as chemicals, explosives, medicines, paints, soap, matches, glass, paper, aniline dyes, bleaching agents, and a host of others, but is indispensable in agriculture. Justus von Liebig is credited with being the first to discover, about 1858, that potash salts in the soil constitute an essential plant food which is not replaced by nature when exhausted through continued cultivation, that this exhaustion results in a decreasing yield of crops, and that the virgin productivity of the soil may be restored, and indeed even increased, by the addition of suitable potash fertilizers. The fact is now well established that wherever intensive cultivation is employed, whether for the raising of cereals, cotton, tobacco, fruit, or garden truck, the replenishment of the potash content of the soil is essential to the maintenance of production. Hence potash is of primary importance in modern life, not only for the economic welfare of industry but for the production of valuable raw materials and the very food supply of the nation itself. SOURCES OF POTASH The main sources of commercial potash are: (1) The solid deposits of soluble potash minerals, such as carnallite, sylvinite, and kainite; (2) sea water, brines, and salt-lake deposits containing appreciable amounts of potash salts associated with sodium salts; (3) vegetable substances, such as wood ashes, bee sugar residues, seaweed, and sunflower stalks; (4) animal material, such as wool washings; (5) products resulting from the decay of organic nitrogenous matter, such as Indian niter; (6) dust in flue gases from cement kilns or in the top gases of iron blast furnaces; and (7) insoluble potash minerals, including alunite, feldspar, leucite, muscovite, and glauconite, all of which contain a considerable quantity of potash.1

To provide a flexible, low-maintenance, low-cost continuous mine air monitoring system as an alternative to conventional fixed-point, electronic monitoring systems. Background Continuous monitoring of mine air is highly desirable (and often required) not only to improve miner safety, but also to increase mine productivity. Continuous air monitoring systems can provide earl" warning of developing fires, excessive methane accumulation, reduced oxygen levels, and other developing problems in remote, inaccessible or sealed areas, and in active workings. Fixed-point, electronic systems require one Sensor for every gas to be measured at every defined monitoring location. As the number of monitoring locations increases, so does the cost, along with increases in the time required for routine maintenance and calibration of the sensor System cost also increases when monitoring locations are identified for mine areas requiring permissible electrical equipment.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, has undertaken a study to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), hold up in the underground environment with regard to both physical damage and aging. This report presents findings regarding laboratory-tested SCSRs in the sixth phase of testing from mid-1996 to early 1998. The SCSRs were tested on human subjects and on a breathing and metabolic simulator. These results indicate that most of the apparatus, if they pass their inspection criteria, perform satisfactorily. However, the deployed CSE SR-100s exhibited significantly higher inhaled CO2 levels than new units, as in the previous phase. This will cause higher ventilation rates in most users, which will, in turn, result in higher breathing pressures, possibly causing users to prematurely remove the apparatus. CSE Corp. has developed a noise test that can identify apparatus suffering from chemical-bed degradation causing the early CO2 breakthrough. This test was added to the inspection criteria for the SR-100. In addition, several of the MSA Portal-Packs that passed their inspection criteria were found to have KO2 dust in their mouthpieces. Further investigations by NIOSH and the Mine Safety and Health Administration confirmed these findings, which resulted in the decertification of the apparatus and their removal from service.

1962 was the second year of recovery from the mild 1960-61 recession. The year-to-year gain in constant dollar gross national product, our most comprehensive measure of the country's economic performance, was 6.0 percent (from $447.7 billion in 1961 to $474.8 billion in 1962). The unemployment rate declined from 6.7 percent to 5.6 percent. Although it was a good year, there were still unused resources of labor and capital which implied that the economy was operating below its potential. The year-to-year change in the Federal Reserve Board (FRB) index of industrial production of 7.6 percent masked the fact that more than one-third of the growth took place within 196L The monthly index rose only 4.8 percent during 1962, from 114.3 in January to 117.8 in September. The fact that the economy as shown by the industrial index, rose rapidly in the first half of the year only to remain on a plateau of 119-120 during the second half, led some people to fear an imminent downward turn. This did not occur. Neither production nor consumption of mineral fuels advanced as fast as the total economy. But consumption showed more gain than production, 5 percent compared with somewhat less than 4 percent. Production of both crude oil and natural gas reached new highs while bituminous coal production was the highest in 5 years.
