This report is submitted in accordance with the provisions or une Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325, as amended), which require that: "The Secretary of the Interior shall render to Congress on or before the first day of January of each year a report on all operations under this Act." Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1951 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: Oil from Coal. R. I. 4865, Part I - R. I. 4866, Part II - Oil from Oil Shale. Identical in each report, the introduction summarizes research progress made in 1951 under the entire Synthetic Liquid Fuels program. A free copy of these publications may be obtained by a written request to the Bureau of Mines, Publications Distribution Section, 4800 Forbes Street, Pittsburgh 13, Pa. The R. Noise surveys conducted in underground coal mines have consistently indicated that auger mining machines subject the operator and helpers to excessive noise exposure. The machine cutting heads have been identified as the primary noise source. This report documents the research program conducted to (1) investigate the nature of the cutting head noise problem, (2) develop noise control concepts, (3) devise in-mine survivable techniques to implement the noise control concepts, and (4) build and demonstrate prototype reduced-noise auger miner cutting heads. The dynamic forces generated during coal cutting by the brittle fracture of coal are predominently low frequency. The low-frequency (less than 1500 Hz) structural response of the cutting head, therefore, determines the noise radiated by the cutting head. The most feasible methods of reducing the cutting head low-frequency response are to increase both the structural stiffness and the low-frequency damping. A technique was devised to achieve these goals. The standard plate helix was replaced by a sand-filled hollow helix of triangular cross section, and the core diameter was increased with an attendant reduction in helix depth. Extended in-mine tests demonstrated the operational capability of the reduced-noise auger cutting heads. The simple noise control concepts are valid for all continuous miner cutting heads. The sand-filled hollow helix technique, which achieved a 10 dB(A) noise reduction for the auger, can be used on any helix-bearing Cutting head.

"Tetrandrine is a bisbenzylisoquinoline alkaloid which has been shown to exhibit antifibrotic activity against silicosis. Tetrandrine is characterized by its strong binding to alveolar macrophages and inhibition of particle-induced respiratory burst activity in these phagocytes. In contrast, tubocurine and tubocurarine are structurally similar to tetrandrine but exhibit little effect on fibrosis or activation of alveolar macrophages. The objective of the present study was to test the effect of tetrandrine on macrophage production of monokines in response to occupational dusts, and to determine tetrandrine's effect on monokine-medicated cell growth using a mouse thymocyte proliferation assay and lipopolysaccharide (LPS) as a positive control. Stimulation of alveolar macrophages by respirable silica dust resulted in a release of monokines which caused a fourfold increase in thymocyte proliferation. Coal dust, on the other hand, had no effect on macrophage production of this cytokine. Tetrandrine was found to exhibit a dose-dependent inhibition of monokine release from both silica and LPS-stimulated alveolar macrophages. In experiments where thymocytes were directly treated with tetrandrine, a dose-dependent inhibition of thymocyte proliferation was noted with both interleukin-1- (IL-1) specific and nonspecific mitogenic (concanavalin A) actions. In contrast to the inhibitory potency of tetrandrine, tubocurarine was found to have no effect on either the production of monokines by LPS-stimulated alveolar macrophages or IL-I-mediated thymocyte proliferation. These results provide a correlation between the ant:fibrotic effect of tetrandrine and inhibition of macrophage activation. INTRODUCTIONThe pathogenesis of chronic pulmonary fibrosis caused by inhalation of occupational dusts has been associated with abnormal activation of alveolar macrophages such as the release of various cytokines capable of inducing fibroblast proliferation and collagen synthesis. These macrophage-derived cytokines include interleukin-1 (IL-1), tumor necrosis factor (TNF), platelet-derived growth factor (PDGF), transforming growth factor-B (TGF-(B), macrophage derived growth factor (MDGF), and interferon [1, 2].Interleukin-1 is a major macrophage-derived cytokine that has been shown to exhibit multiple biological effects on a variety of target cells. It is known to cause leukocyte [3, 4] and endothelial cell activation [5, 6], and to affect the synthesis and maintenance of the extracellular matrix by stimulation of fibroblast proliferation [7-9], synthesis of collagens [10] and gluco-saminoglycans [11], and prostaglandin E2 production [12]. In addition, IL-1 plays an important role in the initiation of an immune response through its direct activation of lymphocytes and stimulation of the production of other cytokines, such as interferons and hemopoietic colony-stimulating factors, needed for the expression of an immune response [13]. As a major cytokine in the immune-inflammatory sequela, IL-1 is also produced by epidermal, epithelial, lymphoid, and vascular tissues after infection, injury, or antigenic challenge [14]. Agents such as lipopolysaccharide (LPS), phorbol myristate acetate (PMA), immune complexes, and particulates are known to activate the synthesis and release of IL-1 by monocytes and macrophages [15]. These substances also trigger intracellular signals leading to altered arachidonic acid metabolism. Although the mechanism is still not clear, prostaglandins have been shown to suppress IL-1 translation via the induction of cyclic adenosine-monophosphate (CAMP), whereas leukotrienes produce a positive signal for IL-1 production [13]."

The U.S. Bureau of Mines Reno Research Center investigated, developed, and patented a high-temperature cyanide leaching process for recovering platinum-group metals (PGM) from automobile catalysts. A batch pilot plant was constructed at the center and operated to demonstrate this technology to industry. Approximately 1,600 kg of used pellet, monolith, and metal support catalysts containing 1,700 g (54 tr oz) of PGM was processed. Forty-five-kilogram batches of used catalysts were leached with sodium cyanide solution at 160°C for 1 h in a countercurrent processing sequence. This selectively dissolved the PGM. Average extractions from the used pellet catalyst were 96 pet Pt, 95 pct Pd, and 73 pct Rh. Average extractions from the used monolith catalyst were 84 pct Pt, 81 pct Pd, and 66 pet Rh. Heating the pregnant leach solutions to 275°C for 4 h destroyed the PGM-cyanide complexes, causing over 99.7 pct of the PGM to precipitate from solution. The PGM precipitate was predominantly a metallic powder concentrate, typically analyzing greater than 50 pct PGM. Heating destroyed the cyanide to less than 0.2 mg/L free and total cyanide. Both the pellet and monolith residues were evaluated for disposal using the toxicity characteristic leaching procedure developed by the U.S. Environmental Protection Agency.

"This report describes an examination and preliminary exploration of the Magnet Cove Rutile Co. property in Hot Spring County, Ark. The company in 1944 was producing titania for use in-the welding-rod and metallurgical industries but later ceased operations. The deposit appeared to contain potential reserves of rutile ore, and the Bureau of lanes in 1945 conducted an examination designed (1) to obtain samples for ore-dressing tests and (2) to gather information regarding the grade, character, and size of the deposit. This report presents the data obtained by geologic mapping, geophysical surveying, churn drilling, and core drilling. Beneficiation tests are being made at the Bureau of Mines Rolla, No. station, on the samples taken and will be discussed in a later report.The Magnet Cove operation had been called to the attention of the Bureau of Mines, and in view of the potential reserve of titanium-bearing material, it was decided to obtain samples for ore-dressing tests. Churn drilling was selected as a means of obtaining representative samples, and geologic mapping and geophysical surveying were done to throw more light on the nature of the deposit. Subsequently, a few holes were core-drilled.The property contains the NE1/4, W1/2 fractional NW1/4 and 82 acres of the N part of SE of sec. 18, and -29 acres of the SW1/4 NW1/4 sec. 17, all in T. 3 S., R. 17 W., Hot Spring County, Ark. The mine and mill are about 1 mile by graveled road northeast of U. S. Highway 270, a paved road connecting Malvern, 10 miles south and Hot Springs, 12 miles west. The area is served by two railroads, the Missouri Pacific, which passes through Malvern and Hot Springs and the Chicago, Rock Island & Pacific,,has a line connecting Malvern and Hot Springs an passes about 2 miles south of the property. A natural-gas pipe line and an electric power line reach the property."

"The study described in this paper, on the reactions in an iron blast furnace, is part of the investigation being conducted by the Bureau of Mines on combustion of coke and the reduction of iron oxides in the blast furnace. Previous study of the combustion zone of the iron blast furnace, by means of a series of as samples taken through the tuyeres across the hearths of 13 blast furnaces, showed that the combustion of the coke in the blast-furnace hearth is complete at a distance of 32 to 40 inches from the nose of the tuyere, measured horizontally toward the center of the furnace. The results of this previous work are sum¬marized in the curves shown in figure 1, where it will be noted that practically all of the oxygen disappears at a distance of approximately 30 inches from the nose of the tuyere.In order to determine the height at which oxygen is found in a vertical direction above the tuyeres - it had been suggested that the combustion zone turned upward near the tuyere and to obtain comparisons with the samples taken at the Bureau of Mines experimental6 (5-ton) blast-furnace at Minneapolis, the Bureau extended the gas sampling on a commercial furnace to a number of planes between the tuyere level and the stock line. The sampling was conducted on a 300-ton furnace, making foundry iron, operated by the Central Iron and Coal Co., at Holt, Ala. The furnace was smelting Southern red and brown ores and nodules from pyrite sinter. Figure 3 is a vertical section of the furnace showing the six planes sampled."

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . In arriving at economic losses in coal mining due to accidents, a statistician is confronted with many difficulties on account of the lack of information relative to nonfatal accidents. For comparative purposes the ex¬ perience of those countries, States, or companies that keep complete records can be drawn upon and an extimate can be arrived at whereby one State can be compared with another, or one mine compared with another in the same district. Such a comparison for the United States has been compiled by the United States Bureau of Mines. It will be observed in Table 1 that the cost per ton for accidents in the State of Washington for the year 1927 is higher than for any other State, with the exception of Georgia and North Carolina, with a small combined tonnage of 130,089 tons. (The figures for coal production in Table 1 are taken from Bulletin 319, 1930, of the United States Bureau of Mines.) The reasons why the cost of accidents in Washington might be higher than the average are on account of physical conditions such as steep pitches, faults, igneous intrusions, highly explosive coal-dust, extremely friable coals, presence of gravel and water, very gassy coal beds, rugged topographic conditions, inherently bad roof and floor, thick beds, and heavy cover. The nature of the coal beds requires the use of preparation machinery. The mines are often deep, and topographic conditions are such that long and fast haul¬ age becomes necessary. All of these factors not only tend to cause high cost of production, which is manifested largely in a. lower than average daily pro¬ duction, per man, but..they.also affect to some degree a tendency toward a higher than average cost for accidents.

"INTRODUCTION Three representative lots of ore wore obtained from the Aguila minim district in Arizona during the Bureau's exploration of manganese deposits there. Since only selectively mined ore from this district will meet commercial-grade specifications, the ores were studied to determine their amenability to concentration.Although the purpose of the investigation was to determine the possibilities of the district as a source of commercial-grade manganese, testing was sufficiently comprehensive to indicate the response of the ores to several different types of treatment. Many data of secondary importance have been omitted, end only the more pertinent tests are presented in detail.At the beginning of the investigation of manganese-ore beneficiation in December 1940, the only product marketable to. Metals Reserve Company was ferro-grade manganese, grade B, the requirements for which follow: Mn, min., 48 percent; Fe, max., 7 percent; Si02, max., 10 percent; P, max., O.18 percent; Al12O3, max., 6 percent; Zn, max., 1 percent.Later the specifications were modified gradually. As of May 15, 1943, manganese products were acceptable if they contained over 35 percent manganese and less than 3 percent zinc and 1 percent phosphorus. Prices were based upon material containing 48 percent manganese, 6.O percent iron, and. 11 percent silica plus alumina. Premiums were paid for manganese con¬tent over 48 percent and iron content under 6 percent, penalties being imposed upon products containing loss than 48 percent manganese or more than 6 percent iron or more than U. percent. silica plus alumina.. The specifications for commercial manganese further required that the maximum particle size be 12 inches and that 75 percent of the product be coarser than 20-mesh. Therefore, fine material, such as table and flotation concentrates, had to be nodulized or sintered. In addition, carbonate manganese ores were not acceptable unless calcined.."

This report is the first substantial description of the carbonizing process and the details of experimental work conducted at the Denver laboratories under a coopeative agreement between the Bureau of Mines and the Texas Power & Light Co. It presents the results of tests on several Texas lignites and other typical western coals that have been processed in the first pilot plant operated at Denver. Investigations on drying fine coal in the entrained and fluidized state have been under way at Bureau of Mines Denver laboratories for several years. Reports on this work were published in 1949 and 19505/ describing the theory and practice of re-moving inherent moisture from the lower -rank coals. The investigation did not include a study of the removal of surface moisture from fine fuel. Private industry in Canada became interested in the possibilities of drying fine coal, employing the closed-circuit system and techniques recommended by the Bureau. Large, commercial-scale drying units were built by a Canadian company, which successfully demonstrated that surface moisture could be removed from fine coal at high efficiency and capacity ill drying units similar in design to those developed by the Bureau.

The Bureau of Mines investigated the conversion, at both laboratory and pilot plant scale, of a low-grade ilmenite to chlorination-grade feedstock that could substitute for imported rutile used to produce titanium tetrachloride. The concentrate was derived from the Tahawus, NY, lode deposit of ilmenite-magnetite in rock that contains anorthosite and gabbro. Charges of the ilmenite concentrate, containing 46.6 wt pct Ti02 blended with soda ash, were carbothermically reduced in an electric arc furnace, which separated most of the iron and left a high-titanium slag. However, the slag contained Ca, Mg, and Mn constituents that rendered the material unsuitable for continuous chlorination by causing plugging problems. After being ground and pelletized, the slag was reacted with S02 and air at 7000 to 9000 C, which selectively converted the harmful impurities to soluble compounds that were removed in a subsequent water or dilute HCI leach. In laboratory tests, the combined levels of harmful impurities were decreased from 5 to as low as 0.5 wt pct in leached slags. In pilot plant tests, leached slags sulfated at a rate of 10 lb/h averaged 85.5 wt pct Ti02 with pertinent impurity levels averaging 1.86 wt pct. The leached slag was successfully chlorinated in a laboratory fluidized-bed reactor at 9500 C to extract titanium as TiCI4.

McCrone Associates, Incorporated has examined 71 samples of airborne mine dusts using the techniques of x-ray diffraction, electron microprobe analysis and light microscopy. This report details the procedures which were used in this work and documents the results which were obtained.

The Bureau of Mines developed hypereutectic aluminum-silicon alloys which 11.7.d better mechanical properties than the unmodified hypereutectic alloy. A commercial aluminum-20 weight-percent silicon LIr alloy was selected as a ary base for improvement. The primary silicon. grains were reduced from ASTM 4-5 to ASTM 8.5 by the use of phosphorus and phosphorus compounds. The remaining eutectic matrix was refined by sodium metal additions of 0.2 weight-percent. Solid solution strengthening of the alpha aluminum was obtained by adding 2 percent copper and 0.5 percent magnesium. Also, 1 percent nickel was added to harden the alloy. Optimum thermal treatment consisted of a solution treatment for 10 hour:, at 480° C with hot water quench, followed by aging for 6 hours at 175° C. The final alloy exhibited a Rockwell B hardness of 75 ±2 in the heat-treated condition. The ultimate tensile strength was 39,5O0 psi with no recordable elongation. The coefficient of linear thermal expansion was 20.4 x 10-6 per °C in the temperature range 20° to 300° C. No wear resistance data were collected.

The properties of coal from the Pittsburgh seam, procured from the Bruceton and Federal No. 2 Mines were found to be similar. Strength and stiffness properties of Beehive Mine coal were determined and the material found to be isotropic. Mechanical, index and geologic properties of roof and floor coal measure rocks from Beehive mines were measured and correlated. Analytic formulations are given for coal creep under uniaxial loading, while triaxial creep is being investigated. Results of testing of coal model structures are compared with predictions from using several material models.

To reduce U.S. dependence on imports of titanium, the U.S. Bureau of Mines has investigated the recovery of titanium from perovskite (CaTi03). Domestic perovskite deposits represent a significant, but untapped, titanium resource. An acid sulfation method was developed that will extract about 97 pct of the titanium and the columbium and 70 to 90 pct of the rare-earth byproducts from perovskite concentrates. A flow-sheet for recovering titanium as pigment-grade titanium dioxide (Ti02) is discussed. Test work performed in developing each unit operation is described. The first three unit operations have been demonstrated using laboratory-scale continuous methods of operation: acid sulfation of perovskite concentrates, leaching sulfation residue to dissolve metal values, and precipitation of titanium oxysulfate monohydrate (TiOS04?HP) from the resulting leach flltrate. Batch testing of other unit operations was performed: TiOS04?H20 redissolution and iron reduction, precipitation of Ti02 by hydrolysis, and regenerating recoverable acid with rare-earth byproduct recovery. Cost evaluation results are provided, indicating that processing perovskite concentrates by acid sulfation may be an economically viable means of producing Ti02.

The objective of this project was to collect information applicable to the design of ground support systems in deep mines to include in-situ rock deformations, deformation-modulus, stresses, and geology and laboratory physical properties. All data collected was to be integrated and evaluated using a finite-elements computer code. In addition, considerable professional "cross pollenization" was anticipated from the association of University and SMRC personnel. Scope of Investigation Before a ground supporting system can be evaluated, the loading conditions existing in the region of investigation, strength, deformation characteristics, as well as other engineering properties of the rock structure immediately surrounding the openings, together with the pertinent geological information, must be obtained and analyzed. It was for this reason the following items were included in this research project: (1) The selection of a suitable area for the investigation. (2) The mapping of the important geological features of the area of investigation. (3) The measurement of in-situ deformation of rock masses immediately surrounding an underground opening of the area of investigation. (4) The determination of ground stresses. (5) The obtaining of in-situ modulus of deformation of the rock masses. (6) The testing of useful engineering properties of

During fiscal year 1966 the Bureau of Mines published 99 scientific and technical papers and engaged in 67 research projects on petroleum, natural gas, and oil shale. A basic appropriation of $3.4 million was supplemented by $1 million in cooperative funds from other Governmental agencies and industry groups. Petroleum conservation was advanced by development of scientific knowledge and improvement of technologic methods in both the extraction and utilization of petroleum, natural gas, and oil shale. Experimental work was carried out at research centers in Bartlesville, Okla., and Laramie, Wo., and in laboratories in Morgantown, W. Va., and San Francisco, Calif. ACHIEVEMENTS IN FISCAL YEAR 1966 Bureau of Mines--Petroleum Research in fiscal year 1966 (July 1, 1965- June 30, 1966) was involved in many public issues--air pollution, peaceful uses of nuclear explosives, utilization of oil-shale resources, computerization of recovery-stimulation techniques, and fuels for supersonic airplanes. Scientific contributions included compositional studies of petroleum and oil shale, determination of thermodynamic properties of petroleum compounds, development of analytical techniques, and correlations of petroleum properties with geologic occurrence. Technologic advances included rock-fracturing research, in situ combustion studies, waterflood techniques, use of radio-tracers to study stability of petroleum fuels, and hydrogenation as a tool to prepare shale-oil products.

Approximately 30 million pounds of tungsten trioxide in the form of ferberite concentrates have been shipped from Boulder County. Since 1940, the production has varied considerably, being affected by the emergency needs of World War II and the Korean conflict. During World War II, attempts to stimulate production were made by the Metals Reserve Company by stabilizing the price for a specified period, the Reconstruction Finance Corporation by small mining development loans, and the Bureau of Mines and the Geological Survey, who cooperatively explored some of the district by surface and underground core drilling. During the Korean conflict and continuing through the first half of 1954) tungsten production was being stimulated by a Government-gauranteed price and by financial assistance loans under the Defense Production Act of 1950 to qualified operators of properties that have merited exploration. This combined program has increased production in Boulder County from about 1,900 pounds in 1949 to an estimated 383,000 pounds of tungsten trioxide in 1953. The 1953 production came from 67 properties. One of the problems confronting producers is the need for improved beneficiaton methods. Ores from the area have not been amenable to flotation concentration and gravity methods have resulted in poor recovery, often less than 70 percent.

This volume constitutes the final report for the Rescue Subsystem portion of the Coal Mine Rescue and Survival System program conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated Jung 17, 1970). The program was directed by the Special Systems Department of the Westinghouse, Baltimore, Maryland facility. The basic objectives of the CMRSS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major- sources: the Request for Proposal from the Bureau of Mines and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering (NAE).
