The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. Because of an urgent national need for manganese, the deposits in the Little Florida Mountains of Lune County N. Mex., were visited by O.H. Metzger, an engineer of the Bureau of Mines, on June 12 and 13, 1940, accompanied on the second day by S. G. Lasky, a geologist of the Federal Geological Survey. After this preliminary examination, it was recommended that exploratory work be done by the Bureau of Mines on several properties in the district. An exploratory project of trenching, sampling, and core drilling was started by the Bureau of Mines in September 1940 and completed in May 1941.2/ Work was done on three properties - the Luna mine, the American group of claims, and the Manganese Valley mine. The Little Florida manganese district is situated on the eastern slope of the Little Florida Mountains about 2 miles south of U. S. Highway 80-90, 12 to 14 miles southeast of Deming, Luna County, N. Mex. The principal claims comprise the Luna Manganese, American, and Manganese Valley groups.

"The first study of this subject has been made in Illinois, but as opportunity affords, similar studies will be made in other States. It is hoped that the data obtained will assist the coal—mining industry to standardise the forms of leases, and so avoid some of the abstruse and ambiguous clauses which may be found in many of then and the consequent liability of costly litigation.In some of the publications of the Illinois Mining Investigations prepared under a cooperative agreement with the U. S. "Recently4/ it was shown that the total energy method5/ of spectrochemical analysis is suitable for the quantitative estimation of many of the elements of which ores are composed. It was shown how this method can be applied to the determination of germanium, tin, and lead. Continuing this work, the present report deals with analyses for beryllium, zinc, cadmium, and indium.There are three basic problems in these investigations. The first is to study the influence of those elements that make up the greater part of an ore sample on the spectral-line intensities of the elements for which analyses are being made, the latter generally being the minor constituents. The second is to develop proper methods for the preparation of standard spectrographic curves. Finally, we are concerned with improvement in equipment and procedure, so that greater accuracy can be achieved.As discussed previously, it is better to study as groups those elements that belong to the same group in the periodic table because their spectra are similar. Beryllium, zinc, and cadmium are thus related. Indium was included in this work because it is associated with zinc and cadmium in zinc ores.The authors wish to acknowledge the valuable assistance of the staff of the Bureau of Mines Analytical Laboratory who made the chemical analyses and supplied the ore samples used in this work.A brief description of the procedures followed in making the standard curves and analyses is given below; a detailed discussion will be found in an earlier paper.6/Basically, the procedure for determining a standard curve consists of two parts: (1) Choosing a suitable line in the spectrum of the element to be determined and (2) determining the variation in the intensity of this line with the amount of the element burned in the arc."

Several aspects of mine safety grounding systems and equipment are studied. Electrolytic corrosion of test ground beds has shown a high incidence of stray current damage, while efforts to build a reliable continuous ground bed monitor continue. Laboratory and field investigations of trailing cable splices have yielded strong evidence that splices can contribute to stray current problems in the mines, but a method is suggested for discovering deteriorating splices before they pose a serious hazard. A prototype device has been constructed to evaluate the electrical resistance of rail bonds underground as a source of stray current. Theoretical modeling of ground electrodes, has advanced considerably, now covering measurements of large cylindrical electrodes, multiple-rod ground beds, rod electrodes in stratified earth, and measurement of connected beds. A prototype instrument design is given for a potential gradient plotter to quickly evaluate voltage gradients near earth electrodes. Additional ground-check monitor testing is reported.

Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

Endless lines at service station gasoline pumps, limited travel at reduced speeds, thermostats set at an uncozy sixty-eight degrees in the dead of winter-these are but a few of the inconveniences and discomforts that awakened Americans to a realization that our domestic minerals resources, traditionally taken for granted, are not boundless. We begin to accept and practice principles of conservation, yet we are aware that this alone cannot appreciably forestall the inevitable depletion of our minerals, metals, and fossil fuels-resources critical to our Nation's economy. The key to warding off shortages is the development of technology that will insure a continuing, adequate supply of minerals and energy from reliable sources at the lowest possible costs to society and the environment. The mission of the Bureau of Mines is to develop this improved technology. Established in 1910, the Bureau of Mines of the Department of the Interior is the Federal Government's primary research arm in the minerals and fossil fuels fields. In addition to its research role, the Bureau keeps the Government informed of the Nation's mineral posture. The Bureau also seeks to stimulate private industry, through the awarding of grants and contracts, to produce minerals and fuels at a rate compatible with the country's increasing demands.

This report is the 23d in a series summarizing research and technologic work by the Federal Bureau of Mines on coal and related investigations; it is the fifth report to be issued on a calendar-year basis.2/ Publications by Bureau personnel in 1958 are cited;3/ in addition work in progress during the year is briefly described. To conserve our reserves of coal the Bureau of Mines conducts a program concerned with the development of fundamental information on coal characteristics and behavior, and the improvement of technology related to its production and utilization. The ability to anticipate and meet future demands for coal depends on a number of factors: (1) Knowledge of reserves from a stand- point of both quantity and quality; (2) the development of improved mining methods, health and safety measures, and preparation techniques that will insure its most efficient exploitation; and (3) knowledge of the controlling factors in efficient use of coal in combustion, carbonization, gasification, direct and indirect hydrogenation, and other new processes. The enormous and constantly increasing demand for limestone to supply a multitude of uses is a remarkable feature of the mineral industries. As approximately 130,000,000 tons of limestone are produced annually, it is not surprising that deposits at or near the surface are gradually being exhausted and that less advantageous supplies are being worked. Quarries are becoming deeper and wider year by year, and in many places the volume of overburden that must be removed to allow open-pit work has increased alarmingly. Quarrymen are also gradually learning how expensive it is to sort and clean stone from a deposit overlain by poor material. As such conditions confront the limestone industry, the natural tendency is to seek some modification in method whereby the handicaps of increasing cost may be met and overcome. Operators, some of them unwillingly, have been forced to conclude that underground work in drifts and tunnels is the most logical solution of the problem. The unwillingness of some is largely due to unfamiliarity with mining and to the unfounded fear that costs must increase and dangers multiply when mining is undertaken.

Dolomite, heretofore regarded merely as a variety of commonplace limestone, has suddenly attained headline prominence, partly because of the increase in demand for dolomite refractories to line metallurgical furnaces now working at an unprecedented rate of activity, but chiefly because it has become an ore of the light-weight metal, magnesium, needed in vast quantities for the manufacture of war machines. A multitude of inquiries, chiefly from war agencies and prespective operators, for data not only on locations of dolomite deposits but on their size and quality, has made it necessary for the Bureau of Mines to assemble all information available on this important subject. From the Bureau's own records, published information, and correspondence, date on locutions, extent, thickness, accessibility, workability, and chemical composition of high-grade dolomite deposits throughout the United states were accumulated for presentation herein. The report includes about 1,000 tabulations of analyses and a map showing locations of the deposits. The uses of dolomite are discussed in Bureau of Mines Information Circular 7192, "Occurrences and Uses of Dolomite in the United-States," published in 1941. The cordial corporation of many State ecological surveys and various individuals who have contributed information is gratefully acknowledged.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970. During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining I research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and, the results are described in this report.

The development of the potential supply analytic system has advanced to the point that quantitative estimates of economically recoverable resources can be made as the final step of the traditional regional mineral resource assessment process. In 1983, the BOM and the ADGGS jointly developed a methodology to quantitatively assess the potential for undiscovered yet economically recoverable minerals within a designated geographic area. This methodology was first applied in the assessment of the undiscovered mineral potential of the Kantishna Hills, Alaska (White et al., 1987). At that time the assessment procedure combined a series of technical judgements regarding the major geologic, engineering and economic factors that influenced the occurrence and exploitation of mineral resources in the Kantishna Hills area. Since then the methodology has been further developed and enhanced, particularly with respect to the engineering and economic analysis components. The resulting Potential Supply Analysis System (PSAS) was recently used to evaluate the economic potential of selected types of undiscovered precious-metal deposits in the Tonopah quadrangle of Nevada (Gunther, et al., 1988) and, with some enhancements, has been used to estimate the' economic value of the undiscovered mineral potential of the WMNRA/SNCA study area. The PSAS has been designed to address five basic questions about the mineral potential of an area: 1) What alternative states of geologic nature are possible in the area of interest (e.g. How many and what types of undiscovered deposits could be present and what might be their grade, tonnage and depth attributes?) ?;

About two-thirds of the manufactured gas supplied to the public by the gas plants in the Illinois district is cnrbureted water gas. The leading generator fuel is coke, ma.de in by-product c.oke ovens or in retorts, chiefly from eastern gas coals. During the fall and winter of 1917-18, when the demand for coke by war industries and the restrictions of the Fuel Administration in connection with the transportation of coke from eastern States made it almost impossible for many gas companies to obtain their coke requireml'nts, several water-gas plants had to use bituminous coal as generator fud. Many operating difficulties were encountered, some of which were solved more or less satisfactorily in different plants. A number of plants attacked the problem rather blindly because facilities for making tests were lacking and because technical men were too busy with labor and supply problems to study thoroughly the conditions involved or to ascertain what other plants had done with this fuel. It was therefore with the hope of assisting the gas industry during this critical period, and of promoting the use of Central District coals for gas making, that the Illinois Mining Investigations, a joint agency of the U. S. Bureau of Mines, the University of Illinois, and the Illinois Geological Survey Division undertook the, tests discussed in this paper. • This report was compiled under the auspices of a technical committee appointed by Gov. Frank 0. Lowden to promote the use of Central District coals in gas manufacture as a war measure. This committee included the following representatives of the various agencies concerned: U. S. Bureau of Mines, E. A. Holbrook and W. W. Odell; Illinois Gas Association, C. W. Bradley and R. B. Harper; University of Illinois, Dean C. R. Richards, Prof. S. W. Parr, and Prof. H. H. 1. The major sources of heavy metal ions in wastewaters of the Coeur d'Alene Mining District are effluents from metallurgical processing plants. Effluents from mine operations provide a secondary source for heavy metal ions. Based on data analyzed by the Federal Water Quality Administration, mercury and arsenic are escaping from some mill waste ponds, but they are in the suspended phase. 2. Metallurgical process effluents are combined with mine waste effluents in tailings ponds, consequently, the quality of the tailings pond decant water is highly degraded. The major effect of combining metallurgical process effluents with mill wastes is a drastic change of pH in the tailings pond. This chance may be an increase or a decrease depending on the metallurgical process. The effluent from an electrolytic antimony plant drastically increases the pH in the tailings pond permitting the removal in solution of antimony via the pond decant system. The addition of low pH effluents to the tailings ponds results in a net decrease in pH which makes lead, zinc, cadmium, and copper more soluble, thereby permitting their removal from the pond via the decant system.

Bauxite was first discovered in Tennessee, at Chattanooga, in 1906, during the construction of' the McCallie Street tunnel through Missionary Ridge. Several years later, bauxite was found in sinking a well on the Perry or Isabella Stewart property. These and other deposits furnished a substantial tonnage for the abrasive and chemical industries during the years 1906 to, 1920. The search for domestic sources of war material prompted by World War II brought the Tennessee bauxite deposits to the attention of the Bureau of Mines. During the summer of 1942, James S. Cullison and E. Godwin, geologists of the United states Geological Survey, made a survey of the bauxite deposits of the area. In August 1942, Harold B. Ewoldt, a Bureau of Mines engineer, accompanied by the Geological Survey party visited the area and a drilling program was prepared. Drilling was started in November 1942 and continued until March 1943. A total of 2,519.5 feet in 38 holes was drilled on three properties.

Papers presented at a U.S. Bureau of Mines (USBM) technology transfer seminar describe the causes of violent material failure in U.S. mines, measurement techniques for monitoring events that result in violent failure, and mitigation techniques for controlling failure. Specific factors contributing to violent failure are identified on the basis of geotechnical monitoring in 16 U.S. hard-rock and coal mines and on statistical analyses of 172 coal bump events. New monitoring and analysis techniques developed as tools for assessing violent failure; geotomographic methods that provide new capabilities for the study of material failure and stress changes over large areas; and seismic methods for determining source locations, calculating energy release, and determining source mechanisms are described. Fair correlations have been established among seismic parameters, elastic stresses, face support load, and violent events. USBM studies have identified the advantages using both yielding and stable pillars for coal bump control. A computer program has been developed as an aid for selecting room-and-pillar layouts. The practical aspects of implementing a destressing program is outlined for coal mines, while the importance of mine orientation and timely support installation in controlling buckling-type failure is identified for hard-rock mines.

"MANGANESE-SILOCON ALLOYS AS DEOXIDIZERSThe basic open-hearth process for steel mining requires large amounts of oxidized iron for oxidation of the elements carbon, silicon, manganese, and phosphorus which are to be removed from the metal. Some of this oxidized iron (FeO) dissolves in the metal during the refining process, Subsequent to the elimination of the elements named, a considerable amount of dissolved iron oxide must be removed before the metal may be cast into ingot form. The elements generally used, for iron oxide removal, or deoxidation, are silicon, manganese, and aluminum. Silicon and manganese are always alloyed with iron, either singly or in combinations of various compositions. Aluminum generally is used in a commercially pure state and sometimes in complex alloys. A double deoxidizer of manganese and silicon alloyed with iron for furnace deoxidation has been the subject of an extensive cooperative investigation between the United States Bureau of Mines, the Carnegie Institute of Technology, and the Metallurgical Advisory Board. Certain grader of steel, especially low-carbon rimming steels, require a low-carbon deoxidizer to keep the finished steel within the carbon specification after deoxidation.
