The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Figure 1 shows this building, market; "Main high school building?, with respect to other buildings, pipe lines, oil wells, and gas lines on the property.

The objective of this work was to define jet fan performance in d variety of large cross-section underground mine applications and to develop guidelines for thin performance in open airways, dead headings, and multiple face areas. Measurements include common ventilation instruments, continuous recording remote electronic anemometers to measure air velocity, and sulfur hexaflouride tracer gas with chromatograph analysis to determine dilution rates and air recirculation. For open airways the following were determined: Large jet fans are leas efficient in smaller airways, but quite effective in larger open airways for achieving both uniformity end greater air entrainment, when inclined about 10° or elevated. For dead headings the following were determined: The jet fan must be placed against the rib of the heeding closest to the incoming airstream from the crosscut or recirculation will increase. The fan should be placed at the pillar corner to increase airflow. As the fan is moved closer inby, recirculation increases. Larger fans promote recirculation. Inclining fans about 12° improves airflow in large headings. For face areas the following were found: For panels having uncontrolled airflow, the fan should be placed in the incoming airflow, about one pillar inby, and directed diagonally across the faces. For panels having narrower rooms and controlled airflow, the fan should be placed alongside the panel side in the first room so as to direct or intersect the incoming airflow at the next entry or crosscut.

A tractor-integrated version of an explosive ripping system was developed for mining application. This system utilizes diesel fuel and a tractor-mounted blower supplying 30 psig compressed air to a two-stage combustion chamber to produce a high pressure (600 psia) gas charge. The charge is rapidly released into the rock formation near the tip of the ripper. The system, mounted on a D9 tractor, was tested at several quarry and mining operations to investigate rock fracturing effectiveness. Although the results of comparative ripping passes conclusively demonstrated that the system increases rock fracture, performance of the system is strongly dependent on rock morphology and properties as well as basic performance of the tractor-ripper. The theory of conventional and explosive ripping modes is described and existing correlations of seismic velocity and ripper performance are shown to be in error.

Three-dimensional velocity tomograms were generated on a daily basis to image mining-induced changes to the overburden above a longwall mine. The hypothesis was that a coherent redistribution of seismic velocity, due to the development of high-stress zones, could be imaged at the mine scale. Seam depth was 360 m and source location depth varied from 100 to 1000 m. Sixteen geophones were distributed over a 600 by 600 m square area on the surface above the mine. More than 12,500 events were recorded over an 18 day period. The recorded seismicity provided input for the local-earthquake tomography code, SIMULPS. Eighteen tomograms were generated and high-velocity regions correlated well with high abutment stresses. Additionally, the high-velocity regions were observed to redistribute as the longwall face retreated. These results indicate that velocity tomography can be used to provide a better understanding of temporal changes within a rock mass, and can potentially be used to produce a better understanding of the mechanisms that lead to unanticipated ground failures.

In this paper, closed expressions have been obtained for the frequency spectrum of a Born-Karman square lattice in terms of elliptic and hyperelliptic integrals. This work is part of continuing research by the Bureau of Mines with the thermodynamic properties of metals and minerals. Although other workers have obtained various types of approximations for the general case of the frequency spectrum of a square lattice, no one previously has obtained closed analytic expressions for this spectrum. To understand the optical and thermodynamic properties of crystals, several investigators have studied the distribution of frequencies of normal modes of vibration of the crystal lattice. Born and Karman3 laid the foundation for the theory of lattice dynamics and obtained detailed results for the case of a one-dimensional lattice. Blackman4 used numerical techniques to estimate the frequency distribution of a two-dimensional square lattice. Mbntroll5 analytically determined the frequency distribution of a square lattice for a particular value of the force constants. He also studied the more general problem and obtained some analytic approximations, using the method of moments. However, the calculations by this method were so difficult that it was not always practicable to carry them out. The accident-frequency rate for placer mining in 1942 is reported as 36.923 accidents per million man-hours worked. This figure places placer-mining accident frequency slightly higher than that given for quarrying-35.7-but considerably under the 78.0 for coal mining and 56.5 for metal mining.4 Placer mining is subdivided into four types of activity: Underground, surface, dredging, and hydraulicking. It is the purpose of this paper to present and discuss safety practices in dredging and hydraulic mining; therefore, the following considerations will be limited to these two types of placer mining.

On-the-job training (OJT) is a very common method of teaching job skills. Much of the training is done by experienced workers. This paper discusses small investments that can help improve the effectiveness of OJT. Effective OJT involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the OJT trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The scope of this paper addresses (1) organizational considerations supporting structured OJT, (2) general strategies for structuring OJT, (3) a typical approach for conducting OJT, (4) characteristics and duties of OJT trainers, and (5) limitations of OJT as a teaching method. Health, safety, and operational skills can be connected through training. Haul truck operator training is used to illustrate some of the concepts discussed in this paper.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research on dust explosions by studying post-explosion dust samples. The samples were collected after full-scale explosions at the PRL Lake Lynn Experimental Mine (LLEM), and after laboratory explosions in the PRL 20-L chamber and the Fike I m3 chamber. The dusts studied included both high- and low-volatile bituminous coals. Low temperature ashing for 24 h at 515 °C was used to measure the incombustible content of the dust before and after the explosions. The data showed that the post-explosion incombustible content was always as high as, or higher than the initial incombustible content. The MSHA alcohol coking test was used to determine the amount of coked dust in the post-explosion samples. The results showed that almost all coal dust that was suspended within the explosion flame produced significant amounts of coke. Measurements of floor dust concentrations after LLEM explosions were compared with the initial dust loadings to determine the transport distance of dust during an explosion. All these data will be useful in future forensic investigations of accidental dust explosions in coal mines, or elsewhere.

This study involved a review of bonding and bond release practices in the states of the Eastern and Midwestern Coal Provinces. Data was collected from regulatory authorities and site visits to document the bonding and release procedures in the states related to achieving successful reclamation. The regulations related to PL95-87 were reviewed. The analysis included suggested modified or new bond release criteria, a review of applicable bond release inspection techniques was prepared, a conceptual graduated bonding system and incentive procedures for reclamation of surface mine sites to alternative or higher land uses. A number of conclusions and recommendations for further research were included. A detailed bibliography and a glossary are included in the report.

"Copper sulphate is a common flotation reagent for blende ores. Metallic iron also is present in the mill circuit, and a reaction between the iron and the salt would be in accord with well-known chemistry. The abundance of metallic iron in a flotation feed may be noted by even perfunctory examination. First of all the mine contributes metallic iron, then the coarse-crushing machines add their share, and finally the fine-grinding medium its portion. If the grinding is with cast-iron balls the amount of metallics is greater than when steel is used. Thus it is that much more metallic iron is present than would be indicated by noting the ball consumption. An estimate that the total amount of metallics is twice that supplied by the balls and liners might not be far amiss.That copper sulphate plates out on iron in an acid solution is well known, but since flotation is practiced commonly in solutions where acid has not been added this reaction has not been given sufficient thought.This problem has been the basis of a study undertaken jointly by the Mississippi Valley Station of the United States Bureau of Mines and the Missouri School of Mines and Metallurgy, at Rolla, Missouri. Its importance may be understood better when the tonnage of zinc ores now being treated by flotation in this country is considered. According to Gaudin4 5,536,244 tons of zinc or were treated by flotation during 1927. In these operations copper sulphate was employed as an activating agent; the amount per ton averaged 0.81 pound for straight sulphide zinc ores and 1.16 pounds for complex ores. Since such large quantities of zinc ore are treated by flotation and since metallic iron is always present, the importance of studying their reactions on each other and the effect of their reaction"

Transportation charges for mineral commodity movements in western Oregon and western Washington were determined mainly by a stratified random sample canvass of producers. Total 1965 mineral production value for this area was $53.3 million; the cost or charge to move this production from the mine to the consumer or to the point of consumption was determined to be an additional $38.7 million. Thirty seven companies were contacted as a sample out of a total population of 349; the statistically expanded sample production value deviated 3.6 percent from that obtained by the Bureau's annual canvass. The agreement between the sample results and the canvass totals demonstrated the effectiveness of the sampling method for obtaining data with a predesigned level of accuracy. For comparison, the north-central Idaho and western Montana area was studied, A random sample experiment was designed, but because of the dominance of a few major companies, a random sample technique would have required more visits to producers than if only the larger firms were contacted. Eighty-four percent of the 1966 mineral value ($198.6 million) was accounted for by interviewing 27 firms out of a total population of 199. Total transportation costs or charges for the area were $26.7 million. The significant difference observed between the relationship of minerals production value and transport charges between the two areas investigated can be attributed to the difference in the minerals produced. The western Oregon and western Washington region is a nonmetals-producing area as opposed to the predominance of metals production in the Idaho-Montana region.

"INTRODUCTION This is the second report of investigations describing tests in full-scale commercial heats of steel-using electrolytic manganese having a purity of about 99.95 percent, produced in the Bureau's pilot plant at Boulder City, Nev. The first report dealt with tests in cooperation with two companies can the use,of electrolytic manganese in the manufacture of stainless steel. 3/ Plans aril cost estimates for reasonably large commercial, electrolytic plants based upon pilot-plant experience, as well as the comments of a number of concerns where electrolytic manganese has been tried, are contained in another publication.4/ The tests in cooperation with industry are part of the Bureau of Mines program of investigations of methods of utilizing low-grade domestic manganese ores, thereby the United States leas dependent upon foreign sources of manganese for metallurgical use. The Boulder City pilot plant already has demonstrated the feasibility of producing electrolytic manganese from several of the most important reserves of low-grade manganese ore. As the ferromanganese normally used by the steel industry represents the bulk of the Nation's manganese requirements, the usefulness and possi¬ble advantages of electrolytic manganese in the manufacture of steel must be established if electrowinning from domestic ores is to become an important factor of manganese supply.Preliminary arrangements for the cooperative tests at the Atlas Steel Casting Co., Buffalo,. N. Y., were made with E. L. Altenburg, vice president and general manager of the company, by A. A. Dow. 5/ The data on the tests at the Atlas plant presented herein are based upon reports of E. L. The Bureau of Mines Information and Analysis organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 3291, to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.

This Bureau of Mines report presents a Fortran IV computer program for the structural analysis of (1) protective canopies used in underground mines to protect equipment operators from roof falls and (2) rollover protective structures (ROPS) used in surface mines to protect equipment operators during vehicle overturn accidents. The program, entitled PLASTIC CANOPY, permits rapid and inexpensive calculation of the ultimate strength and deformation characteristics of a canopy for a variety of static loading conditions. The structure is modeled as a series of interconnected beam and/or plate elements. Stresses in, and displacements of, each structural element are computed and printed out at the yield strength of the canopy, at several intermediate load levels between the yield and ultimate strength of the canopy, and at the ultimate strength of the canopy. Other features of the program include prediction of buckling of a beam member under combined axial compression loading and bending, plotting of the input geometry of the structure, and plotting of the deformed shape of the loaded structure. Program description, input instructions, program listing, and four example problems are included.

A study of the accident statistics in the coal mining industry convinces one that an organized effort must be put forth to prevent the vast destruction of human life in this industry . The fatality rate in Pennsylvania has not improved in the past several years and during 1928 it was higher than the average for the period 1916 to 1927 , inclusive . Although the accident rate for this State is less than that of the coal mines of the United States as a whole , nevertheless the rate is unduly high ; however , there are many companies which have exceptionally good records as regards both fatal and nonfatal accidents . A study of the methods used by some of these relatively good- record companies to reduce accidents in their mines shows that they exert an organized effort to prevent accidents , and that their safety organizations usually affect every employee in and about the mine from the highest official to the check boy . The chief executive must be actively and personally interested in accident prevention if real safety results are to be obtained ; when he shows this interest it is almost invariably reflected in the officials under him and throughout the organization . Safety organizations vary in form and are readily changed or adapted to the varying conditions found in the bituminous field . The companies whose organizations were studied in preparing this report are all getting good results , and it is their opinion that the safety organizations have been a big factor in obtaining these results . At their request the identity of some of the companies whose organizations were studied has not been divulged in this paper , but this does not affect the value of the information concerning their safety organizations .

This final report describes the work accomplished under U.S. Bureau of Mines Contract #H0242011 - "Feasibility of Automated Rail Haulage Systems in Underground Coal Mines." The report outlines the base for the development and evaluation of automated rail haulage systems in terms of the service requirements for haulage systems in underground coal mines, and of the performance of existing haulage systems. A generalized automated rail haulage system concept is defined. A safety impact analysis of automating the mainline portion of the underground system indicates a 50% reduction in injuries and fatalities. A cost effectiveness (over the total life cycle) study for the system indicates a cost benefit can be obtained from implementing an automated rail system. The design specifications for the total automated rail haulage system - including subsystems and components -are developed, and the equipment types and general design approaches evaluated, with selections outlined. A detailed conceptual design for a prototype automated system is described. Conclusions and recommendations are presented, and a program plan devised for implementing a proto-type automated rail haulage system demonstration in an operating underground coal mine by 1980.

Computer programers are often required to make modifications to unfamiliar Fortran routines. This Bureau of Mines report describes a computer program designed to aid the programer in such a situation by reorganizing: Fortran routines. This reorganization includes a sequential renumbering of the routine's statement numbers, a sequential renumbering, and relocation of format statements, an alphanumeric reordering of dimensioned and typed variables, a uniform pattern of text spacing, and a sequential numbering of the records in the final Fortran routine. The computer program has been extensively tested by the author and has proved to be a valuable tool for reorganizing Fortran routines developed under contract and later utilized by the Bureau, and for preparing routines for publication.

The Code of Federal Regulations (CFR) requires that the transverse load capacity of stoppings be equal to or greater than traditionally accepted in mine controls, which for block stoppings is generally accepted as 39 psf as referenced in the preamble to the CFR standard. This measure is based on physical testing of a freestanding wall in accordance with ASTM E 72 specifications, where our past research has shown that the dominant parameter is the tensile strength of the sealant. A new protocol based on rigid arch loading of the structure is proposed to determine the true transverse load capacity of block stoppings. Arching is achieved by the restraint of the stopping against the mine roof and floor, whereby compressive forces are developed within the wall. A laboratory procedure using the NIOSH Mine Roof Simulator (MRS) to simulate rigid arching of block stoppings was developed and results verified through full-scale in-mine tests. The rigid arch tests have demonstrated transverse load capacities more than an order of magnitude higher than the ASTM E 72 evaluation method from which the 39-psf requirement is derived. More importantly, the rigid arch tests have shown that the load capability is dependent on the physical properties of the block and geometric properties of the wall and not the sealant.
