Williamson and Associates, Inc of Seattle, Washington has recently built a remotely operated seafloor coring system for Nichiyu Giken Kogyo Ltd and the Metal Mining Agency of Japan (MMAJ). The system is designed to core to depths of 20 meters in 6,000 meters of water and will be operated from MMAJ's research vessel Hakurei-Maru No. 2 The corer uses rotary rod coring methods and will recover a core diameter of 44 mm. To facilitate coring through soft or unstable formations, the corer has the ability to set casing. The corer is fitted with thrusters for positioning during landing and telescoping legs for leveling. The system is operated through a 12 km electro-optical cable. Data displayed to the operator provides the operator with real-time feed back and control over the coring process. The operator has independent proportional control over bit weight, advance rate, rotary speed, and flushing water flow. The process of making up, breaking down and storing the drill string is automated and is controlled by a logic driven software routine. The system is currently undergoing trials in Japan. This presentation will discuss the drill's capabilities and should be of interest to those in need of a tool for assessing the thickness of marine mineral deposits.

The GeoERA Co-Fund action is a joint contribution of 48 national and regional Geological Survey Organisations from 33 European countries “Establishing the European Geological Surveys Research Area to deliver a Geological Service for Europe (GeoERA)”. This is an ERA-NET action under Horizon 2020. The aim of GeoERA is to fund transnational projects contributing to the best use and management of the subsurface, addressing the following four themes: Geo Energy, Ground Water, Raw Materials and Information Platform. The European Commission recognises the significance of raw materials through its Raw Materials Initiative (RMI), the European Innovation Platform on Raw Materials (EIP-RM) and Horizon 2020 funding, specifically through Societal Challenge 5 – Climate Action, Environment, Resource Efficiency and Raw Materials. The GeoERA Raw Materials Theme will contribute to research and innovative developments for minerals inventory, minerals yearbook, exploration, mapping, modelling, metallogeny and critical raw materials in the pan-European framework including the sea. A major element in Europe’s long term economic strategy is to ensure security of supply for strategic and critical metals as part of the Blue Growth Strategy developing sectors that have a high potential for sustainable jobs and growth as seabed mining. The project MINDeSEA results of the collaboration between eight GeoERA Partners and four Non-funded Organizations at various points of common interest for exploration and investigation on seafloor mineral deposits. The Geological Surveys of Spain, Germany, Greece, Ireland, Norway, Portugal, Sweden and Ukraine are organisations with responsibility for coastal, marine geological investigation and mineral resources studies and mapping in their respective countries. The Non-funded participants: the Instituto Português do Mar e da Atmosfera; the United States Geological Survey; the All-Russia Scientific Research Institute for Geology and Mineral Resources of the Ocean; and the Geosciences Institute, host important databases, they have an international reputation for excellence in both science and technology, and are internationally-known experts on seafloor mineralisation and hydrothermal systems. This project addresses an integrative metallogenetic study of principal types of seabed mineral resources (hydrothermal sulfides, ferromanganese crusts, phosphorites, marine placers and polymetallic nodules) in the European Seas. The work program includes all the regional seas around Europe comprising the Atlantic Ocean, the Mediterranean Sea, the Baltic Sea and the Black Sea (Fig. 1). The MINDeSEA working group has both knowledge of and expertise in such types of mineralisation, providing exploration results, sample repositories and databases to produce innovative contributions. Until now, more than 200 sites of sea-floor hydrothermal activities are known on the midocean ridge but few of them are documented on South Mid-Atlantic Ridge (SMAR). This on some extent restricts our directly understanding of the hydrothermal mechanism on SMAR. In 2011, During the Cruise 22 of R/V Dayangyihao, a masive sulfide field was discovered in the center part of the first-order ridge segment that bounded between Cardno Fracture Zone and Saint Helena Fracture Zone, near 15.16°S/13.35°W, which give us an opportunity to recognize the mechanism of hydrothermal systems on SMAR directly. This newly discovered hydrothermal field, which informally called SMAR 15°S, is situated in a SE-NW offset depression of an axial neovolcanic ridge, with water depth of about 2793m. In the water column around this field, strong turbidity and temperature anomalies were detected. Ten meters high venting chimneys, hydrothermal mounds as well as a large amount of hydrothermal vent shrimps were also observed and recorded by ROV and Deep tow camera on the ocean floor. The samples we collected from this field include sulfide chimney fragments, massive sulfides and basaltic rocks. In this study, we are focusing on the mineralogy and sulfur isotope geochemistry of sulfide samples for preliminarily uncovering the geological characteristics and hydrothermal processes of this hydrothermal field.

INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

INTRODUCTION Metal components contained in deep-seabed mineral resources are being highlighted as “energy metals”, which are widely utilized in the entire fields of energy: harvesting and generation, storage and transportation, and saving. Those are mostly trace and rare metals, and rare earth elements as well: manganese, nickel, cobalt, copper, molybdenum, tellurium, selenium, platinum, etc. Toward low carbon society, for global sustainability, the role of metals and minerals is growing up in industries of energy and transportation [1]. In this context, the production and supply of energy metals from deep seafloor have to be approached also based on sustainable development. In deep-seabed mining activity, the sustainability is focused on potential impacts on ecosystems in benthic area and water column. The environmental impacts in deep-seabed mining are caused basically by intervention in benthic zones and transportation of materials. Those are, in particular, removal of benthic habitats, generation and dispersion of sediment plumes, surface transportation of seawater and sediment, tailing from mining vessel, sound and light noises, and chemical leakage, etc. This paper is aiming at fundamental guidance towards sustainable mining of polymetallic nodules.

INTRODUCTION Germany has a long history in marine research in the Indian Ocean. The first German scientific cruise started in 1964, followed by a series of state-sponsored research cruises between 1983 and 1995 leading to the first finding of polymetallic sulfides in the Indian Ocean. The research included regional bathymetric, geological, structural, volcanological, petrological and hydrothermal investigations along the Carlsberg Ridge and the Central Indian Ridge (CIR). Early environmental base line studies covered oceanographic and sedimentology aspects. In 2010, BGR took the initiative for the preparation of a license application for the exploration of polymetallic sulfides with the International Seabed Authority (ISA), and prospecting started in 2011 along the southern Central (CIR) and the northern Southeast Indian Ridge (SEIR) in the southwestern Indian Ocean (cruises INDEX 2011 on board R/V Sonne), INDEX 2012 (R/V Fugro Gauss), INDEX 2013/1-2 (R/V Sonne) and INDEX 2014 (R/V Pelagia). After three years of resource-oriented and environmental base line studies, BGR, in order for the Federal Ministry for Economic Affairs and Energy (BMWi), applied for an exploration license which was approved by and subsequently signed with the ISA in 2015. The license gave permission to start a detailed exclusive resource-oriented exploration program in the license area. The program includes the outline of potential ore deposits and a resource assessment but also extensive and detailed base line studies for the sustainable protection of the marine environment in the license area. The license contract has a fifteen years lifetime and may allow the application for a subsequent mining license. The exploration aims at the identification of inactive polymetallic sulfide deposits, formed below former discharge zones of hot hydrothermal fluids on the ocean floor (“black smoker” systems), by advanced and modern exploration techniques.

A geologist can be likened to a medical pathologist trying to figure out from faint clues how something had lived and how it died, often long after the event. Present-day seafloor hydrothermalism has empowered geologists/pathologists to dissect a living system, in this case volcanogenic massive sulfides (vms) deposits of copper, zinc, lead, silver and gold. On the other hand, a considerable amount of our understanding of seafloor hydrothermal processes and its products stem from our knowledge, much of it from industry, of these same processes and products that formed ancient ores in oceans as much as 2700 million years ago and are now mined on land.

The Alaskan Continental Shelf covers 76 % of the total shelf area of the United States. There are a lot of potential gravel deposits in the Alaskan offshore region. The gravel resources are currently not feasible for mining for the following reasons (U.S Congress, 1987): 1. Much of the glacial gravel is poorly sorted. 2. Gravel deposits are overlain by sandy and muddy layers. With the sea level expected to rise 70 cm in the next 100 years (Intergovernmental Panel on Climate Change, IPCC, 2001; Day, 2004), erosion of coastlines will be a major problem not only in Alaska but worldwide. Hence beach nourishment projects designed to minimize erosion will require large volumes of sand and gravel. Offshore areas will become a logical source for the fill material because of their proximity and ready availability. It is likely that future supply of coarse aggregate in Alaska may involve exploitation of marine deposits. The Chukchi Sea is a potentially favorable region for this type of mining because of extensive deposits of paleo beach and other relict gravel found in the near shore region (Stauffer, 1987). However a systematic analysis of potential gravel resource has not yet been conducted and it is the purpose of this research to estimate the size, extent and variability of gravel material that may be available in the continental shelf, offshore Kivalina.

Dating seafloor mineralization at hydrothermal centres of submarine arc volcanoes is important for understanding deep-seated volcanic events that can produce deposits rich in base and precious metals. The activity ratios, 228Th/228Ra, 228Ra/226Ra (Bq.Bq-1) and 226Ra/Ba values (Bq.g-1) are used for dating barite- rich seafloor massive sulphide (SMS) in the age ranges 0.3 ? 12 years, 3 ? 35 years and 500 ? 15,000 years, respectively. Thus, the time elapsed to amass an economic deposit and, ultimately, its capacity for sustainable extraction, can be estimated. 226Ra/Ba and 228Ra/226Ra values have been measured in relatively young chimneys that were collected, 1998 to 2006, from hydrothermal sites at Brothers and Clark volcanoes (Kermadec arc) and East Diamante volcano (Mariana arc) to check these initial ratios, essential for calculating ages for older mineralization at the same sites, were not varying significantly. We found that the 226Ra/Ba value for fresh SMS mineralization at the Brothers NW caldera and East Diamante hydrothermal sites have been reasonably stable for 6 years and 2 years, respectively. At both sites, the 228Ra/226Ra value for fresh SMS has been stable for 5 years. This was established from young chimneys where the measured 228Ra/226Ra value could be corrected for radioactive decay using the age derived via the 228Th/228Ra method. However, long-term stability of the initial 226Ra/Ba and 228Ra/226Ra values has yet to be proven. These isotopes of Ra are used as a proxy for better understanding of the transfer of Ba from deep magmas to the seafloor, via the circulating fluids of the hydrothermal system.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

The marine minerals program of the Minerals Management Service (MMSI has undergone significant changes during 1991. Formerly the Office of Strategic and International Minerals, the program has been renamed and invested with additional responsibilities. The new name, Office of International Activities and Marine Minerals, (INTERMAR) reflects its dual mission. INTERMAR'S role in the international area was broadened in January 1991 to provide the MMS with a focal point for identifying and coordinating international opportunities of mutual interest and benefit. Opportunities include energy and nonenergy minerals and a broad range of areas such as resource and environmental assessment and management, structural and operational safety, royalty management, regulatory matters and public affairs. Cooperative efforts involving information exchanges, training programs, research, and similar arrangements are receiving particular emphasis. Australia, Canada, France, Japan, Sweden, the United Kingdom and the USSR represent a growing list of countries with whom arrangements have been established. Support has also been lent to other Federal Agencies and the United Nations in areas where MMS expertise and resources can impart a significant contribution. Opportunities will also be explored which involve Pacific insular areas.

Hydrothermal mineralization along slow-spreading oceanic ridges and rift -zones that comprise more than half the global length of the seafloor spreading center system is related to anomalous physical and chemical conditions acting within the geologic settings that characterize early and advanced stages of opening of an ocean basin. Mineralization in the early stage of opening is represented by the Atlantis II Deep of the Red Sea. There, hypersaline hydrothermal solutions discharging as density stratified brines into an axial basin, have formed the largest massive sulfide deposit (70 x 106 metric tons) known at a spreading center. Mineralization at the advanced stage of opening is represented by two types of sites: (1) oceanic crust on the wall of a rift valley; and (2) oceanic crust exposed on the wall of a transform fault zone. The first type of site is the TAG Hydrothermal Field, located on a wall of the rift valley of the Mid-Atlantic Ridge at the top of the basaltic layer of oceanic crust. Evidence is presented for multi-stage, high- and low-temperature hydrothermal activity that produces Cu, Fe, and Zn enrichments within the thin sediment column and stratiform interlayered deposits of manganese oxides, iron oxides, hydroxides and silicates, on the seafloor. The second type of site occurs along walls of transform fault zones of the equatorial Mid-Atlantic Ridge and Carlsberg Ridge, which exhibit stockwork-type Cu-Fe sulfide mineralization

Two principal types of the hydrothermal fields in Atlantic - axial and off-axis - could be established based on their structural setting in the rift zone of the Mid-Atlantic Ridge (MAR) (Figure1). The first (axial) type is represented by five high- and three low-temperature hydrothermal sites (Table 1). All of these fields are connected with young axial effusive volcanism and related to large linear volcanic ridges or central volcanoes at the inner floor of the rift valley. The hydrothermal activity here is controlled by the intersection between longitudinal magma feeding faults and transverse weakened zones characterized by high permeability. [ ] The hydrothermal sites of the second (off-axis) type (such as Rainbow, TAG, 24°30?N, Logatchev, newly discovered 13°N (Figure 2) and possibly 16°48?N sites) are related to large tectonic dislocations forming marginal scarps of the rift valley as well as transverse discontinuities.

Environmental considerations are a key driver within the marine mining consenting process across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. The risks can be mitigated by the common application of existing seabed biological expertise in baseline assessment and monitoring. The key ingredients of a fit-for-purpose, cost-effective seabed ecological assessment include early consideration of ecological issues within the project life-cycle through undertaking detailed desk-top studies as-wellas the multiple-use of data that have been acquired as a consequence of prospecting processes, with such data including remote acoustic data, seabed imagery and sediment samples. These data can be used to inform the design of robust benthic baseline surveys which provide adequate information on the ecological character of the environment in question and habitats and species of conservation importance - decreasing project risk and increasing the likelihood of securing consent.

Hydrothermal exploration aboard the R/V Onnuri was performed along the northern Central Indian Ridge (CIR) between 8°S and 12°S in January 2010. The main objectives of this first Korean research cruise on mid ocean ridge system was 1) to understand the nature of spreading segments of the northern CIR area, where no systematic survey have been operated before, by mapping and sampling of volcanic rocks and 2) to discover new hydrothermal venting along the spreading center of northern CIR. During the first leg (IR09 Leg1) bathymetric data, in ~50 km width, were collected by multibeam echo sounding system (EM120), which reveals the exact location and structure of axial rift valley of northern CIR between ~ 8°S and 17°S. Then, rock sampling and CTD casts and tows were performed in northern half of the multibeam survey area in the second leg (IR09 Leg2). The results of bathymetric survey clearly display ocean core complex between 10°S and 11°S. The ocean core complex is featured by topographic-high area with corrugated surface. Lineament of corrugations of the ocean core complex are clearly perpendicular to abyssal hill direction which are triggered by symmetric-normal faults. Symmetrical and asymmetrical segments are characterized by parallel abyssal hills and ocean core complex and/or subparallel abyssal hills, respectively. Geochemical analyses of basaltic glasses from spreading axis show geographic trend of increasing of incompatible elements north to south along the spreading axis, which might be influenced by Reunion hotspot plume. However, local but clear enrichment of incompatible elements is observed in volcanic lava from segment 2, which suggests possible local mantle heterogeneity of uncertain source. Lots of serpentinite and gabbroic rocks with coarse-grained feldspar was recovered in the ocean core complex. Ultramafic and/or mafic rocks indicate the gentle-domed block was traveled from upper mantle. Along the spreading axis of the northern CIR, significant hydrothermal plume signatures were detected by CTD castings and tows. Plume signatures were observed at all 5 surveyed segments, suggesting vigorous hydrothermal activities along the northern CIR. However, the optical signals (light transparency and backscattering) of the nearly every cast along the axial valley of the CIR showed increased background level, which might be due to higher level of suspended particles within the axial valley not only by widespread hydrothermal plumes but also by other processes like resuspension. Onboard dissolved methane analysis indicates that the greater part of the plume signals are originated from hydrothermal venting, not by resuspension. However, more detailed examination, including analyzing additional hydrothermal tracers, need to distinguish actual hydrothermal plume signature.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0 - 17 bars, 0 - 25°C), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. The Indian offshore is promising with the occurrence of gas hydrates in a total of about 80,000 km2 area in the bathymetry range of 700 to 3000 m as reported in the earlier surveys. A gas hydrate stability zone thickness map was prepared using bathymetry and sea bottom temperatures along the continental margins of India. This map is expected to provide the depth window while searching for the ?Bottom Simulating Reflectors? (BSR). The study indicates that a minimum water depth of 750 m is required for the formation of gas hydrates, and above which the chances for gas hydrates occurrences appear minimal despite other favourable conditions like presence of sediment rich organic content etc. Single channel seismic analog records (Gupta et al., 1998) suggests that Western Continental Margin of India (WCMI) offers greater promise with to gas hydrate occurrences, particularly with regard to the number of BSRs traced on the analog records as compared to the earlier surveys.

The present three-year long phase of the SOPAC/Japan Deep Sea Co-operative Mineral Resources Programme [Programme], commenced in 2000. The Programme has been funded by the Government of Japan through the Japan International Co-operation Agency (JICA) and the Metal Mining Agency of Japan (MMAJ), since 1985. Field survey activities and associated data analysis and interpretation, for the Programme, has largely been carried out by the Deep Ocean Resources Development Co., Ltd. (DORD). The Government of Japan has, since 1982, recognised DORD as one of its ? Pioneer Investigators? for manganese nodules in the Clarion Clipperton Fracture Zone . Although the objective of this paper is to present the results of the drilling cruise that was conducted from December 2001 to January 2002, within the North Fiji Basin, in Fiji?s EEZ, it will also seek to provide a broad overview of the results of the cruise conducted within the Cook Islands in May to June 2000, as well as present preliminary results of the cruise conducted in the Marshall Islands in June to July 2002.

The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.

The continental shelves occupy a vast area of Russia and contain complexes of commercial placer minerals. Of prime importance are Cenozoic placers of valuable minerals including gold, cassiterite, diamonds, chromite, platinoids, and minerals of titanium, zirconium and rare earth elements, biogenic amber and fossil ivory (1). Commercial placer minerals are associated with shelf placer formation zones (SPFZ). These zones are located at junctions of marginal orogens and shelf troughs in morphostructures where upwarping, subsidence, and sign-variable neotectonic movements are not significant. The SPFZs are characterized by ancient buried leveling planes with mantles of waste, series of wave-cut aggradation terraces on land and beneath the sea, and drowned and buried stream valleys. The occurrence of mineral placers in the SPFZs was caused by endogenic mineralization and exogenic placer hosted formation. Concentrations of commercial biogenic minerals are associated with areas of burial of biogenic material (release of resins by plants and theriofauna thanatocoenoses) and with their transition zones. Since the Oligocene, alternations in marine transgression-regression have dominated the shelf areas. This has resulted in the formation of polygenic placers. Climatic conditions are of great importance: warm and humid climate in the Paleogene-Neogene changed to colder climates in the late Pliocene (polar type sedimentation; formation of permafrost strata and sea glaciation). These events are responsible for the regularity in placer formation during the Cenozoic in which the early Cenozoic (Eocene-Oligocene-Miocene) and late Cenozoic (late Pliocene-early Pleistocene and late Pleistocene-Holocene) epochs are prominent.

Concern over the availability of domestic critical and strategic mineral supplies has led the Bureau of Mines to evaluate the reserve development potential of alternative sources in Alaska. Near the village of Platinum, on the southwest Alaska coast, the Red Mountain concentrically zoned ultramafic complex is a source of onshore alluvial placers containing platinum-group-metals (PGM). It has long been suggested that valuable placers may also underlie the shallow coastal waters of the Bering Sea. A direct correlation of placer PGM and chromium to ultramafic rocks in the area was studied by the Bureau and the extent of the complex was mapped. Magnetometer and gravity data and geological studies suggest the complex is a large lensoidal body trending several kilometers offshore to the southwest with a probable steep southeasterly dip. Multiple Pleistocene glaciations and marine transgressions have eroded the western and southwestern portion of the complex. Sediments containing PGM, chromium, and associated gold (largely derived from glacial till) have been transported northward along the advancing coastline by littoral currents. Beyond the breaker zone, these sediments are generally buried by recently winnowed sand and gravel transported by strong longshore tidal currents. There is also evidence that paleoplacer channels underlie the marine sediments.
