A survey of 281 mineral exploration agreements examines the ratios among three ways that may be used to purchase an interest in a mineral property, viz: pay cash, pay shams and make future expenditures on the property. The dollar value of the future expenditures exceeds that of cash or shams by about nine times in most of the 110 agreements that contain cash-expenditure or share-expenditure components. Results suggest that cash and shams are treated about the same in terms of value. Buyers and sellers haw opposing priorities for the way that they prefer to purchase a mineral property. These opposing priorities should give rise to a perceived 50:50 balance between cash/share payment and future expenditures to satisfy the idealized situation described by most definitions of fair market value (FMV). This balance between cash/share payments and future expenditures appears to be rationalized in negotiations to a FMV when expenditures are nine times greater than cash and/or payments. On this basis, it is proposed that the FMV of a property may be determined by aggregating the dollar amount of the cash/share payments plus one-ninth the dollar value of future expenditures, as set forth in the respective purchase agreement, and proportionately applying such aggregate to full property value.

Summary Considerable test work has been done with the detachable type of carbide bit. In general, these bits improved drilling operations, but at a bit cost .greater than was compensated for by the reduction in man-hours of labour. Too few bits continued in service for the possible drilling life of the carbide inserts, and technical improvements or lowered first cost, preferably .both, are indicated ?in order that the bits can be generally acceptable as an economical drilling tool. In ?preliminary test work, the drill rods .with ?one insert of the chisel-bit type appear to be more trouble-free, to have a longer life, and to give a somewhat lower bit cost per foot drilled, than other types. INTRODUCTION The object of this paper is to outline briefly the 'methods used and the results obtained in test work with tungsten carbide bits used in combination with the smaller bore, lighter weight rock drills. As various articles have appeared in the past few years giving the historical background ?and early development of carbide ?bits, this information will not be repeated. Table I lists the equipment used in the test work. The stopers weigh about 95 pounds and the jackhammers with airleg from 97 to 110pounds. The smaller rock drills are stated to deliver about 2,200 blows per minute at 1 to 30 rotation and to require 85 to 95 cubic feet of air at around 100 pounds pressure.

ABSTRACT Reconnaissance exploration in the Kuene region Namibia has included geological mapping, soil and stream sediment geochemistry, and ground geophysical methods. Copper mineralization occurs within a well-defined belt with north-northwest to south-southeast trend, parallel to the regional strike of the sedimentary rocks. The occurrences vary in size but are generally stratabound. The mineralization is centred on the transition from calcareous shale and interbedded limestone, through carbonate rocks, to quartzite. Geochemical anomalies have been identified correlating to induced polarization (IP) and magnetic anomalies. The anomalies identify one potential metallogenic zone more than 17 km in strike length.

"Thickeners/clarifiers are widely used in coal preparation plants, potash processing and other mineral processing facilities. Thickeners play a very important role in slurry treatment systems to accomplish solid/liquid separation. The demand for larger plants and the increased thickener handling capacities sometime require thickener diameters as large as 200m. The development and use of high capacity thickeners makes it possible to increase the handling capacity of these thickeners by several to more than 10 times compared to conventional thickeners. Hence, for a given slurry rate, selection of a high capacity thickener will significantly reduce the footprint of the thickener. Much higher handling rate, higher concentration of underflow, clearer overflow and lower capital cost are obvious advantages of high capacity thickeners; however, some process requirements and the concerns of operational cost, especially the flocculant cost of a high capacity thickener operation, keep some engineers selecting conventional thickeners and staying away from the high capacity thickeners. Forty years after the first high capacity thickener was developed, there are still arguments in the selection of conventional thickeners or high capacity thickeners in mineral processing. The arguments will continue unless there is a clear picture of capital cost vs. operational cost for each of the thickener types. The purpose of this paper is to analyze these costs and to provide guidelines for selection of thickeners. INTRODUCTIONThickeners/clarifiers are widely used in various slurry treatment systems. For mining and mineral processing, thickeners are an integral part of the solid/liquid separation system. The feed to the thickeners are processing slurries. The fundamental mechanism for the solids/liquid separation is for the solid particles in the slurry to gravity settle inside the thickener tank. The clear water overflows from the top of the thickener tank and is typically reused in the processing circuit, and the concentrated underflow is discharged to different downstream process systems depending on the application of the thickeners. The general requirements for a thickener operation include high density of underflow and clear overflow. Since thickener operation consists of continuous feeding, overflow and discharge of underflow, the solid particles will gravity settle against an upward flow with its velocity dependent on the feed rate and the underflow discharge rate. Higher feed rates to a given thickener produce higher upward velocities. Underflow discharge is typically relatively small compared to the amount of overflow. The upward flow tends to take particles up to the overflow. Only those particles having a settling velocity greater than the upward flow velocity will possibly settle out. Hence, thickener feed rate has to be controlled so that the required overflow water clarity can be achieved."

"Johnson Matthey has developed the first diesel particulate filter (DPF) for underground mining that controls particulate matter (PM) at the same time as maintaining emissions of NO2 at or below engine baseline levels. DPF technology is critical for controlling PM which is classified as a carcinogen, but passively regenerating systems rely on the use of oxidation catalysts that can potentially increase NO2 emissions. This paper reviews the development of low-NO2 PM control technology and the results from testing this technology underground on diesel mining equipment. KEYWORDS Decomposition catalyst, Diesel particulate filter (DPF), Diesel particulate matter, Mining Continuously Regenerating Trap (CRT®), NO2, SCR INTRODUCTION The introduction of diesel particulate filter (DPF) technology on heavy duty diesel (HDD) engines has been an important step towards addressing the clean air and health concerns for mining companies. Control of diesel particulate matter (PM) emitted from diesel engines is already being implemented for on- and off-road vehicles, and similar legislation is being prepared for mining equipment. In addition to PM, the diesel emission control strategies (DECS) also reduce carbon monoxide (CO) and hydrocarbons (HC). Some DECS control oxides of nitrogen, or NOx, which is composed of NO and NO2. Johnson Matthey has led the development of emission control technologies for diesel engines for almost 30 years. Over the last ten years alone JM has supplied over 3 million Continuously Regenerating Trap (CRT®) DPF systems for on-road vehicles, and over 200,000 systems for off-road vehicles. The patented CRT technology combines a diesel oxidation catalyst (DOC) with a DPF to effectively trap harmful PM from diesel exhaust, while removing CO and HC. The DOC converts part of the engine NOx to NO2, which reacts with the trapped soot to regenerate the filter. As engines become more fuel efficient, less waste heat enters the exhaust. This can be a disadvantage for after-treatment systems as it leads to lower catalyst operating temperatures. The CRT system regenerates passively, without addition of heat, at temperatures that are typical of diesel engine exhaust. JM recently launched the Mining CRT system which integrates CRT technology with NO2 abatement to reduce PM and tailpipe NO2 from underground diesel mining equipment. This is the first technology proven to control both PM and NO2 emissions for a cleaner, healthier working environment. The Mining CRT is also cost-effective compared to other technologies."

"The Pacific Nickel property lies 7 miles northwest of Hope and 100 miles east of Vancouver, in the Coast Mountains of southwestern British Columbia. Nickel-copper sulphides were discovered in ultrabasic rocks on this property in 1923 and the deposits were explored by Pacific Nickel Mines until 1937, then again between 1951 and 1954 by Pacific Nickel Mines and by Newmont Mining Corporation through its subsidiary,Canadian Ore DepositsWestern Nickel. The property was studied by C. E. Cairnes (1) in 1924, by W. E. Cockfield and J. F. Walker (2) in 1933, by H. C. Horwood (3), (4) in 1936 and 1937, and by the writer in 1951 and 1952. Except for a few thousand tons for trial shipments, the property has never been mined. Indicated ore reserves now total somewhat over one million tons averaging about 1.4 per cent nickel and 0.5 per cent copper, with lesser values in precious metals and cobalt.GEOLOGIC SETTINGThe nickeliferous ultrabasic rocks form part of the core of a 15-milewide block of Late Palæozoic metamorphic rocks and Mesozoic intrusives which extend north-south between the coast batholith of British Columbia and the Chelan batholith of Washington. Margins of this block are faulted in part against less metamorphosed volcanic and sedimentary rocks largely of Jurassic and Lower Cretaceous age (Geo/. Surv., Canada, Map 737 A, 1942). Serpentinites, suggestive of deep transgressive structure, occur within the block, and also at its east margin along faults which are southern extensions of the regional Yalakom-Fraser River fault zone. Some of the other mineral deposits in the Hope area appear to be spatially related to these major faults.The mineralization at Pacific Nickel occurs almost exclusively within a stock-like mass of ultra basic rocks which mingle with, and partly cut, a larger batholithic mass of genetically related diorites and norites of late Mesozoic age (Figure 1 ). The ultra basic mass consists essentially of fresh, medium-grained hornblendic pyroxenite with peridotitic cores and with a remarkable margin of pegmatitic hornblendite. The most hornblendic rocks appear to be chiefly products of reaction and replacement of the pyroxene and olivine rocks. The mineralization consists of disseminated and massive pyrrhotite, with subordinate pentlandite and chalcopyrite, amongst fresh olivine, bronzite, and, Jess commonly, augite and hornblende. Both the ultrabasics and mineralization are cut by small hornblenditic and dioritic dykes, and by veins and alteration zones."

"The by-product potential of light rare-earth elements (LREE, La, Ce, Nd) and rare-metals (W, Nb, Sn) within the St Austell kaolin deposits (UK) is related to the kaolinisation process, which liberates the accessory heavy minerals of the host granite in the clay matrix and allows their separation in the waste streams. As a consequence these minerals are pre-concentrated in the micaceous residue which displays relatively high LREE content (around 170 ppm) hosted by monazite which is mainly distributed (up to 95%) in the -100 µm fraction. A combined gravity/flotation concentration flowsheet, starting with classification of the residue into 3 size fractions (+150 µm, 150-53 µm and -53µm) was developed. This study presents the results of the clay-rich -53 µm size fraction beneficiation by flotation using sodium oleate and hydroxamate as collectors.The effect of dispersant addition during de-sliming operations on flotation efficiency was also investigated. The LREE grade in the floated product obtained with sodium oleate increased from 3370 ppm to 5350 ppm and recovery from 30% to 80% with dispersant which is attributed to clay coating. Comparison of flotation performance and Falcon Ultra-Fine (UF) concentration of monazite to previous results obtained with Falcon Semi-Batch (SB) gravity concentrator on the unscreened raw residue clearly shows that flotation of the fine residue is more efficient than Falcon UF and Falcon SB. Indeed Falcon UF produced high recoveries (87-95%) but with almost no enrichment (1.3-1.4 ratios) whereas Falcon SB concentration of unscreened residue produced higher grades (up to 0.6 % LREE) but with low recoveries (17-22 %). These preliminary results show that LREE can be pre-concentrated suggesting that the micaceous residue stream (and the associated tailings dams) could be considered as a potential resource for these metals."

The Quebec province in Canada is a major producer of aluminium through electrolysis of alumina. The alumina that feeds the electrolysis cells is mainly imported from foreign countries, where it is extracted from bauxite. Other alumina sources, such as clays, have sometimes been considered as potential substitutes for bauxite. There is a large clay deposit in the area of Murdochville in Quebec, with sulfuric acid and electricity available nearby the orebody, as well as sea port facilities leading to the major aluminium plants in Quebec. These are favorable factors to assess the economics of an industrial plant to produce alumina from clays. This paper reviews some of the processes considered for the extraction of alumina from clays and presents results of the initial work carried out on the clay available from Murdochville.

THERE is at the present time a revived interest in amalgamation, due to the number of mines starting up, usually on high-grade ore, and utilizing this relatively cheap and convenient means of recovering gold, more especially in their initial stages of production. The marked increased use of the amalgamation process has revealed a dearth of amalgamators and there is no doubt the art of amalgamation has stood still for a generation or two and is not readily applicable to the modern practice of milling gold ores. Mill operators of long experience are learning the art for the first time and are giving it intelligent study, and considerable testing and research work is now being undertaken Most millmen consider amalgamation a simple process, and so it is when we have a clean ore with coarse gold, specially when stamps are used for crushing. In treating Nova Scotia ores by stamps and amalgamation, recoveries of 95 to 97 per cent are common and easily obtained. So-called 'under-water feed' is almost universally used in Nova Scotia and is quite beneficial. The water is supplied through jets between the dies and below the die surface and maintains this space as a live trap which catches the gold particles before they are overground and spoilt for amalgamation. With this method, the portion of gold recovered in the battery is higher than usual and often amounts to 80 per cent of the total gold in the ore, the remaining 20 per cent being caught on the plate. As a continuous amalgamator, the simple plate cannot be excelled. Some of the modern devices having moving or covered and not very accessible plates, which cannot be readily inspected and dressed to keep them in condition, do not give the best results in service. An exception might be drawn in the case of amalgamation of very heavy ore or concentrate which would bank up unless the plate is carried at such a steep inclination as to weep mercury. Difficulties in stamp-mill amalgamation are encountered when acid water is used or when grease is present. Also, certain sulphides and graphitic and talcose ores give trouble, resulting in poor gold recovery and high mer-cury loss. The older literature on gold milling deals with the common troubles of this type and the old-time amalgamator was well able to take care of day-by-day difficulties. When the difficulties were unsurmountable, the ore was classed as 'refractory' and other processes were used.

"The material presented in this paper will be subject to modification as new data become available, but it is presented in the hope that it will inspire more intensive mineral exploration and geologic studies of what appears to be one of Canada's richest mineral provinces. A metallogenic province 400 by 150 miles in extent, lying mostly northeast of Tintina trench, encompasses most of the base metal deposits of Yukon, as well as deposits of other metals. Its main features are northwesterly trending arcuate fold belts, with several orogenic axes, which include most of the metamorphosed rocks, granitic intrusives and mineralization; and which are modified by regional uplifts, northwest-striking fault trenches, and lesser transverse folding and faulting.The main base metal occurrences and their regional controls are summarized briefly. Most of the replacement-type deposits are localized in late Proterozoic to early Paleozoic rocks, particularly Lower Cambrian -probably because these are the most physically and chemically favourable hosts encountered in an appropriate temperature and pressure environment; perhaps because of early age of deposition. Most of the deposits also occur near heat sources or intrusives with associated structural uplift, which has, moreover, served to expose the older rocks. They also tend to occur near known or suspected regional fault trenches, such as Tintina, Macmillan and Hess, although this relationship may be fortuitous. In detail, they may be localized in fold axes, flat-lying beds or other appropriate structural traps. Vein-type deposits are fracture-controlled and localized by dilational localfties, the competence of wall rocks and ""damming"" effects.In the Anvil district, large stratiform iron-zinc-lead replacement deposits lie parallel to gently plunging flex-ures in phyllite in a zone parallel to the Tintina trench, along the southwest flank of the arch-like Anvil batholith. About 80 million tons of massive sulphide ore probably existed before erosion of the Faro orebody, the Vangorda deposit could have been of similar magnitude before erosion and much more tonnage probably remains to be discovered in the district. The Anvil deposits may differ from others found to date in Yukon, but resemble the Sullivan orebody of southeastern British Columbia in their large size, localization in essentially non-limy peptic to arena-ceous host rocks of Proterozoic or early Paleozoic age and proximity to the Rocky Mountain -Tintina trench sys-tem. These features suggest an origin from primordial subcrustal sources.More major ore deposits, not only of lead, zinc and copper but probably of other metals as well, will no doubt be found in similar environments in Yukon or Alaska. Thus, the base metal province of Yukon offers challenging opportunities for prospecting, development, field studies and basic research."

Clay, quartz sand and lignite deposits overlie Carboniferous rocks in central mainland Nova Scotia. Recent evidence indicates that these deposits are fairly extensive. Sands consist of almost pure angular quartz grains. Clays are highly plastic and range in colour from black through grey and blue to mottled red and white. Palynologica/ information dates the sediments as Ear{y Cretaceous, and mineralogical studies show them to consist primarily of quartz, kaolinite and mica. There is not yet enough evidence for detailed stratigraphic description, but sequence and thickness of sediments are known to vary greatly over short distances. Drill logs from Musquodoboit Valley recorded Cretaceous sediments at 168 m thick. Of the three active pits in Cretaceous sediments of central Nova Scotia, two are for silica sand production and are located at Elmsvale and Brazil Lake while a third pit at Shubenacadie produces clay for manufacture of structural clay products.

"In the context of today's continuously changing world, there are many factors which must be considered when attempting to assess the ability of Canada's primary copper producers to remain competitive in the face of increasing competition in world markets. In this paper, we have attempted to document those factors that will have the greatest impact on the future viability of Canada's copper industry, and to suggest possible strategies to fully utilize whatever inherent advantages Canada may have to enhance its competitive position. Technological factors related to the efficiency of precious and by-product metals recovery, energy type and utilization efficiency, production and sale of sulphur by-products, and control of 502 emissions are given high priority in this evaluation of Canada's future needs to remain competitive. Particular emphasis is placed on assessing the relative viability of hydrometallurgical versus pyrometallurgical processes for copper; to address uniquely Canadian conditions and problems. Due consideration is also given to the economic incentives required to allow Canada's copper producers to compete under anticipated world market conditions and to facilitate the continued development of Canada's copper resources. IntroductionWhen we try to assess the viability or competitiveness of any industry the bottom line is still usually, ""Can we produce a pound of product cheaper than the competition?"" Canada's copper industry is certainly no exception. However, as with most resource-based industries dependent upon exports, there are many factors which have a significant effect on the cost components which make up the total cost of producing and selling a pound of copper. It is desirable therefore to have as clear a picture as possible of the cost components, the major factors affecting them, and how they compare with the competition, particularly the third-world copper producers.In this paper we have attempted to provide a brief outlook for world copper markets and a brief overview of Canada's competitive position. We have also attempted to document those factors which will have the greatest impact on future production costs, and have suggested possible initiatives to utilize inherent Canadian advantages to enhance our competitive position. Inter formational sliding of bedding planes between two different rock types in Badong formation is an important reason that leads to the instability and fracture of rock mass in this stratum. There are no specific research achievements on bedding planes between two different rock types in Badong formation. In order to study the shear mechanical properties of bedding planes between two different rock types. This paper using the software of particle flow code (PFC) and JRC model to establish several typical structures of different roughness coefficient of surface morphology based on the laboratory tests on silty mudstone and marlite in Badong formation. A great deal of numerical shear tests were carried out by ball production, radius expansion and servo infliction. The research results are as follows: First, shear strength of Badong formation is found to vary between that of silty mudstone and marlite isotropic planes by analyzing shear strength of the homogenous bedding planes and inhomogeneous rock types, we can find that the shearing strength in Badong formation is between silty mudstone and marlite isotropic planes and which is closer to the shearing strength of silty mudstone isotropic planes. Second, the basical friction angle of bedding planes between two different rock types in Badong formation is between silty mudstone and marlite isotropic planes and which is closer to the basical friction angle of silty mudstone between isotropic planes. Third, based on the experimental results, an expression is obtained to describe the relationship of the ratio of shearing strength between bedding planes of two different rock types and isotropic planes in soft rock, the rock combination coefficient, and the roughness coefficient. This study has important significance for further research on the shear mechanical properties of bedding planes between two different rock types.

"This paper traces the development of Ontario 's cap lamp standard. Over the years, numerous Coroner's Juries investigating fatal mine accidents have made recommendations with respect to underground lighting. As well, recommendations to improve mine lighting have been made by two Commissions, investigating mine safety in Ontario.During the past few years, the performance of any cap lamp worn by miners involved in serious accidents, have been measured by the Mining Heal/h and Safety Branch. Large variations in light output were found between and among cap lamp types. These variations have been attributed to the lack of quality control on the bulbs, design of the cap lamp head piece and in some cases, poor maintenance.In 1986, a series of underground tests were conducted to establish the minimum light output from cap lamps required to visually identify loose ground. The results of these tests indicated that a cap lamp should produce a minimum peak illuminance of 1500 lux measured at 1.2 metres from the light source. On May 30, 1987, Ontario became the first province in Canada to legislate the minimum amount of light required to visually assess ground conditions. INTRODUCTIONPoor lighting has been identified as a factor which can contribute to mining accidents. Over the past decade, several Coroner's Juries as a result of inquests into mining fatalities, have recommended improved lighting in mines.The Joint Federal-Provincial Inquiry Commission into Safety of Mines and Mining Plants in Ontario, was appointed to report upon the adequacy of existing arrangements and practice s that may affect safety. This Commission completed their report in April 1981, and recommended that inadequate lighting be investigated as a possible cause of all reportable underground accidents, and that a comprehensive research programinto mine lighting be undertaken.In response to the first recommendation, the Mining Health and Safety Branch of the Ministry of Labour, hereafter referred to as the Branch, initiated a program to measure lighting levels in all fatal accident investigations where inadequate lighting was a possible factor."

The question of whether the air curtain principle could be used under conditions prevailing in Canadian metal mines was investigated. A vertical, portable BERRY air curtain was tested, at first in a wind tunnel built at Ecole Polytechnique at full scale (8-by 8-ft cross section) to simulate a drift and its lateral connections, and then in the haulage ways of a metal mine under actual conditions. The results permit us to predict under what conditions this type of air curtain is capable of acting as an air stopping or flow regulator and how it could be further developed.

The background for the 630-million-dollar-plus iron ore project at Kudremukh is outlined. The system and plants for mining, crushing, concentrating, transporting via a slurry pipeline, filtering and shiploading 7.5 million metric tons of iron ore per year are fully described. The mode of operation and the problems encountered in such a transfer of North American technology to developing countries are analyzed. In this paper, the argument is put forth that the codes used for public reporting of mineral resources and mineral reserves have some significant limitations with regard to the information provided to investors on the short- to medium-term value of mining properties. Such limitations include a) failure to explicitly incorporate a time element and b) failure to state explicitly the quantity and quality of mineral product that will be produced for sale. A time-value framework for reporting mineral assets is proposed in order to overcome these limitations. The proposed system is based on two classification axes: a) an X-axis representing time in years during which the value of the asset is likely to be realized and b) a Y-axis representing the value identified by a mining or exploration company\u2019s activities. The potential benefits of this system are discussed, including the ability to incorporate factors, such as permitting and construction times, directly into the magnitude of the reported mineral assets. The proposed framework would assist in the standardization of mineral assets reporting in such a manner that they could eventually be more readily included in financial statements. "The free-world production of columbium ore concentrates has doubled in the last five years. St. Lawrence Columbium and Metals. Corporation has contributed largely to this expansion, its production rate increasing from 720 tons of concentrates per year in 1961 to 2 200 tons in 1965.To follow the normal market development, the Company initiated an engineering study aimed at establishing the most economical mining methods, thus permitting it to increase its milling rate from 1,000 tpd in 1964 to 2,000 tpd in 1967 and possibly to 3,000 tpd in 1968. The results of this study pointed out the advantages to be gained in converting from an open pit to an under-ground operation. "Coal mining in New Brunswick dates from the year 1639, when, as today, coal was produced from the area surrounding Grand Lake near the geographic centre of the province. Current production by N.B. Coal Ltd. is approximately 453,000 tonnes per year and comes from a single, thin Pennsylvanian age seam. The history of development and understanding of the geological setting of New Brunswick coals is discussed, beginning with the work of A. Gesner in 1839. The lithostratigraphic sub-divisions of the Pennsylvanian strata proposed by various workers are summarized and the present hypothesis that only biostratigraphic subdivision is possible is detailed. The Pictou Group, which includes the New Brunswick coals, consists of repetitive sequences of sediments consistent with flu vial and upper delta plain sedimentation. The development of coal mining in the province has progressed from horse-powered stream-bank stripping operations prior to the late 1800s through to the present use of open stripmining techniques utilizing eight walking draglines of various sizes. During the intervening years the introduction and eventual phasing out of underground mining occurred with the near termination of the coal mining industry in the province prior to 1973. The coal seam worked by N.B. Coal Ltd. averages 46 cm in thickness, has never been found to be more than 76 cm thick and has both high ash (12.4 -31.1%) and sulphur (4.9-7.8%) content. The wide variety of coal beneficiation studies and tests completed on New Brunswick coals have lead to the conclusion that a washed New Brunswick coal product could be expected with 10 to 12% ash, 5 to 6% sulphur, and 30,225 to 31,388 1/gm. Recoverable coal reserves, including those in the area licenced to N.B. Coal Ltd. and those licenced, although not yet in production, to both the St. Lawrence Cement Co. Ltd. and Provincial Holdings Ltd. at Lake Stream and Beersvil/e, total 60 million tonnes. At present, coal in New Brunswick is removed from prospecting and staking and all existing and future coal exploration and development will be administered by agreement under the Mining Act. Based on the results of a recently completed drilling project undertaken by the Department of Natural Resources, seventeen coal exploration blocks which carry minimum work commitments will be offered to the New Brunswick Electric Power Commission on a sixty-day first right ofrefusal basis. Those blocks not taken up by the Power Commission will be offered under the same commitments to the private sector."
