THE treatment by chlorination of the Mount Morgan Gold Mining Company's ores was first accomplished, early in 1886, by a works having a capacity of 25,000 tons per annum. Shortly afterwards another works was established, capable of dealing with 50,000 tons per annum. The extraction of gold was originally successful and satisfactory, but running expenses were high, averaging £2 19s. 6d. per ton of ore treated. These works were believed to be the largest chlorination pJants in the world at that time. As might have been expected, the mechanical details and chemical process had not been perfected, and, moreover, both works were hurriedly built, and operating expenses were not then considered of such prime importance, as the ore at that time was of very high grade the large quantities of low grade ore since dealt with not being then considered, since the bulk of it was not even known to be in existence.These two works consisted of lock-breakers, high speed rolls, screens, elevators, &c., for crushing; a large number of small handrabbled reverberatory furnaces for roasting; one-ton chlorination barrels and three-ton leaching vats for chlorination.

Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

The installation of the George Fisher flowsheet in the lead/zinc concentrator at Mount Isa Mines Limited has recently been completed. The George Fisher flowsheet involved moving flotation capacity from the lead circuit to the zinc circuit and changes in zinc circuitry, changes in the reagent regime and increased regrinding capacity, using IsaMills, to regrind some streams to 80 per cent passing seven microns. The project was highly successful, delivering a five per cent increase in zinc recovery within a fortnight of commissioning. The George Fisher flowsheet was developed over six years. Laboratory work built upon the knowledge gained from investigating and processing the Mount Isa and Hilton orebodies. The engineering design and construction for the brownfield expansion of the existing lead/zinc concentrator had significant involvement from the operational, maintenance and technical personnel. Experienced personnel were seconded from the concentrator to the design and construction groups to ensure smooth integration of the new flowsheet into the existing concentrator with minimum downtime, and maximising the reuse of existing equipment. The combination of thorough design, good project integration with operations, and a good commissioning plan allowed almost immediate delivery of project gains. The project was highly successful, the full design improvements were achieved within two weeks, allowing the focus to move to developing future improvements.

The preeipitation of dissolved lead from a strong brine by metallic iron is a chemically controlled, first order reaction. The precipitation rate is sensitive to changes in chloride concentration and temperature. The precipitation of dissolved silver is a diffusion controlled, first order reaction. The precipitation rate is insensitive to changes in chloride concentration and temperature.INTRODUCTIONLead and silver sulphates can be extracted from electrolytic zinc plant tailings, or residues, by leaching with strong brine solutions, the lead and silver going into solution as complex chlorides. One of the methods which can then be used to recover the dissolved lead and silver is to precipitate them with metallic iron. The deposition reactions which take place are of the type Pb++ Fe - Fe++ Pb............ (a)To fit such a method of precipitation successfully into a practical flowsheet it is necessary to have some knowledge of the kinetics of the various reactions, Le. to know how the precipitation rates vary with temperature, brine and metal concentrations, and so on. Reaction rates are also needed to design suitable precipitation vessels. However, when examining the possibility of using a brine leaching process to extract the lead and silver from the residue produced at the Risdon plant of the Electrolytic Zinc Co. of Australasia, it was found that, although the use of metallic iron to recover lead and silver from the pregnant brine had been reported by Ralston (1924) and by TrumbulI, Hardiek and Lawford (1948), very little was known about the precipitation reactions. In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

Three well-known copper and gold deposits in northern Luzon, Philippines are located in the Mankayan Mineral District. These are the Lepanto Copper-Gold Deposit, the Far Southeast Porphyry Copper Deposit and the newly discovered Victoria Gold Deposit. The latter discovery led LCMC to shift from a predominantly copper mine to a gold mine. The pre-Eocene Lepanto basement andesite and the middle Miocene Balili volcaniclastic sequence underlie the Mankayan Mineral District. They are intruded by tonalitic to gabbroic Bagon Intrusive followed by diorite-quartz diorite intrusions. Diatreme emplacement of late Miocene-early Pliocene Imbanguila dacite pyroclastics and porphyries took place much later. Faults in the district mostly form a conjugate fracture pattern dominated by north and northwest trending shears, east-west trending extensional fractures and few north-south trending fissures. Victoria is an epithermal gold-base metal rich quartz vein deposit. The veins occur along tensional structures and it is common to observe crustiform and banded features among the sulphides and gangue minerals. It is an open space infilling type of mineralisation. The Victoria vein systems are divided into zones based on continuity. In each zone are major veins and associated spits. Dacite pyroclastics and porphyries predominantly host the major veins with a few narrow veins hosted by the Balili volcaniclastics and the Lepanto metavolcanics. The veins generally trend east-northeast with 75 - 80 dips towards the south. The longest vein can be traced fairly continuously for a horizontal distance of about 600 metres. The vertical persistence of major veins exposed on three level drives has a range of 150 metres and can reach as much as 400 metres based on drill hole intercepts. The vein widths vary from two to eight metres. Right lateral movements of either the NW or NE shear faults could have produced the east trending tensional fractures. The development of ore shoot patterns was recognised and has been helpful to the mining operations. Cymoid loops with defined pinch and swell features are noted both laterally and vertically. Complementing the structural pattern is the distribution of gold values along veins where lateral and vertical continuity is also observed. Gold is associated with quartz, sphalerite, galena and chalcopyrite. In relatively high gold zones, the abundant sulphides are sphalerite and galena. In relatively high copper zones, there is an abundance of chalcopyrite and tetrahedrite. Galena is always associated with sphalerite but less in abundance. Chalcopyrite occurs either as separate bands from or associated with sphalerite-galena. Chalcopyrite and tetrahedrite appears contemporaneous with sphalerite and galena but in some portions the former cuts the latter sulphides. The predominant gangue minerals are quartz, carbonates and gypsum. Rhodochrosite is the predominant carbonate gangue. Few sulphides are found in the carbonates. Gypsum (anhydrite) is found cross-cutting early mineralisation. It carries very few sulphides. The alteration halos around veins are relatively narrow. In an outward sequence, the silicic alteration occurs very near the veins, followed by sericitic-argillic alteration then to propylitic zones. It is also common to observe veins bounded by propylitic alteration. Preliminary paragenetic studies show apparent three stages of mineralisation, the early-quartz (-gold) stage followed by a carbonate stage and a late-gypsum stage. The abundance of base metals relatively decreases towards the gypsum stage. The Victoria gold deposit could have some genetic associations with the Lepanto Cu-Au deposit and probably indirectly with the FSE porphyry system. It is relatively apparent that the Victoria quartz-gold-base metal veins could have occurred similarly as the quartz-gold roots overprinting the Lepanto enargite mineralisation. This overprinting signifies the waning stages of the entire hydrothermal system.

High-grade hematite ores in the Hamersley Province of Western Australia are associated with hydrothermal magnetite-apatite and magnetite-hematite-carbonate-apatite proto ores below the modern weathering surface. In addition, hydrothermal alteration of country rocks, once believed to be absent, is now recognised widely in shales and dolerites up to several hundreds of metres away from the ores. Both observations appear to exclude a simple supergene model for ugrading the host iron formations to high-grade hematite ore. Similar hydrothermal proto ores and country rock alteration are now being recognised in other high-grade hematite deposits worldwide, or have been recognised in the past.

Power Plant. The power for the metallurgical operations is supplied by the company's own power plant, which is centrally situated. Power is also supplied to Metal Manufactures Ltd. and Australian Fertilizers Ltd., both being adjacently situated to this company'sworks.The power supplied is direct current, 250 volts, and is obtained from direct-current generators coupled to turbines and to Belliss & Morcom triple expansion engines.The steam supply is obtained from Babcock & Wilcox water tubular boilers, the fuel used being drawn from the South Coast coal mines.Transport. - The works are connected by standard broad gauge railway to both the jetties and the Government railway. Two steam and three electric locomotives are employed in this service.In addition to its own requirements, transport is provided to Metal Manufactures Ltd. and Australian Fertilizers Ltd.The various operating departments are connected by a 2-ft. gauge railway operated by Jeffrey electric locomotives.Ore Storage and Sample Mill - These departments are connected by broad gauge line to the Government railway and jetties. All material which is railed or shipped to the works from the various centres is weighed, sampled and placed in the ore store, or outside gantries, before being treated.Since the whole of the material received is either purchased or treated on a toll charge, great care is necessary in the weighing and sampling of all the receipts.Assay Oflice--The assay office is divided into several laboratories, where analyses of the various purchased materials and works samples are carried out.

The offshore Maui gas/condensate field was discovered by Shell BP and Todd on Services Limited in 1969. Subsequent appraisal drilling and negotiations with the Government led to a development agreement, æThe Maui White Paper' being concluded in 1973. Part of this agreement provided for the Government to take a 50 per cent shareholding in the field. The field is comprised of a double domed anticlinal structure containing two gas reservoirs at depths ranging from 2700 - 3000 m. Water depth is 110 m. The development plan called for two standalone steel platforms to be installed sequentially over a period of some years depending on gas demand. The first platform (MPA) was put in place in 1976 but difficulties were experienced with piling and drilling of the 12 (later increased to 14) wells did not start until 1978. First gas was piped ashore late in 1979.

Uplift of the antiformal ranges in Central Otago, New Zealand , has resulted in the progressive evolution of eluvial placer deposits in tectonic sediments on the range flanks and along their margins. The placers are derived from the reworking of fine-grained gold from the auriferous Manuherikia Group fluvial sediments which covered the basement prior to uplift of the ranges. Gold in the tectonic sediments at Matakanui shows a progressive increase in grainsize in successively younger sediments and nuggets in the youngest gravel sequence are up to two orders of magnitude larger than gold grains in the parent alluvial source. Most of the gold in the tectonic sediments is highly irregular in shape, commonly with delicate surface textures which could not have survived fluvial transport and are indicative of authigenic precipitation. Some coarse grains have been rounded by recycling, and further addition of authigenic gold has occurred. Placer gold values result from both physical and chemical enrichment during sedimentary recycling. Continued range uplift and back-thrusting of sediments on to the ranges results in recycling of earlier formed placer sediments. They also result in further enrichment of gold values through the incorporation of additional supplies of the parent alluvial source sediment The host sediments are widespread along the ranges and are not confined to sites of historic mining activity.

Tumbling mills and some theoretical and practical aspects of milling are discussed. Attention is directed towards the difficulty of relating the dynamical analyses of the motions of particles within mills to the existing treatments of breakage processes. This synthesis may be advanced by a study of milling that utilizes the matrix analysis of breakage processes. Application of the matrix analysis to results obtained on (i) grinding in open-circuit a zinc ore in a conical pebble mill and in a modified conical mill, (ii) "grinding of cement clinker in a compound mill, and (iii) to some drop-weight grindability tests is discussed. It is shown that the 'IT-breakage model adequately describes the breakage processes of each of the tests. (The proportion broken in each breakage cycle is given by 'IT and is independent of particle size.)The size distributions of the products are accurately predicted in the cases considered. Matrix analyses of the breakage of coals, various ores and a cement clinker have been made. Appendices give an elementary account of the matrix methods and give the equations fully describing reverse order closed circuit operations. Vitrinite reflectance forms the basis of a study of coal rank variation in two areas of the Upper Hunter Valley, New South Wales, on the northern margin of the Sydney Basin. A selective analysis procedure, based on samples rom twenty-two boreholes, has resulted in a small range of reflectance values for each sample and consequently a high degree of significance for calculated mean values. The patterns of rank distribution derived from these data have facilitated an interpretation of the rclative timing of coalilication and deformation in each area.This study provides support for the suggestion by several authors that there were at least two periods of folding in the tJpper Hunter Valley. In the Hebden-Ravensworth area, minor folding took place after most of the coalilication was completed.To the west, in the region of the Muswellbrook Anticline, coalification occurred during or after the formation of this major structure. Tectonic instability during deposition of the Singleton Super-Group, in the region of the Hunter-Thrust on the basin margin, is evidenced by rank variation suggesting differential subsidence across this zone.

On the southern flank ofLihir Island, a group of three volcanic cones were discovered at water depths from 1000 - 1500 m. The volcanoes are located in a narrow zone of recent seismic activity and elevated heat flow (up to 100 mW/m2). The recovered rocks consist of fresh alkali-olivine basalts, clinopyroxene-rich basalts, and porphyritic phlogopite basalts. One of the volcanoes has a recently erupted ejecta blanket (recovery of warm ash!), containing a suite of abundant mafic to ultramafic xenoliths. These xenoliths appear to represent a unique cross-section of subduction-modified mantle material sampled by volatile-rich primary fore-arc magma during its ascent to the seafloor. The most spectacular finding was the discovery of an active hydrothermal system with associated vent fauna and mineralization at Edison Seamount, and the recovery of unusually gold-rich (up to 43 ppm Au) hydrothermal precipitates in 1050 m water depth at the top of Conical Seamount, only 25 km south of the world-class epithermal Ladolam gold deposit on Lihir. The discovery of submarine hydrothermal vents associated with highly alkaline, quartz-undersaturated fore-arc volcanics represents a significant departure from similar hydrothermal systems on the mid-ocean ridges and in back-arc basins. The high gold grades in hydrothermal precipitates at Conical Seamount may indicate the first documented example of a shallow-marine epithermal system analogous to those known on land, and has important implications' for the gold potential of submarine arc environments.

The distribution or the userul minerals or Tasmania is so closely connected with the geological structure of the island that it will be convenient to briefly recapitulate the principal ract or its geological history, before describing the ore and other deposits. In many cases these present features which are very puzzling in the absence of knowledge of the structure of the districts in which they are found and in all cases it is of benefit to mining engineers to be acquainted with the main facts of the geological·history of the regions in which they have to carry on operations. Moreover, in speculating as to the origin of lodes and other deposits, we have constantly to rerer to the crumplings or the earth's crust by mountain-making movements, and to the igneous rocks which have been thrust throngh the other strata, to explain the origin or the lode fissures, and this discussion cannot be carried on without knowledge of local geology.The oldest rock yet met with in Tasmania are of Archooan age, and consist of highly crystalline quartzites and micaceous schist. They are most extensively developed towards the western side ot the island, forming a belt parallel to the West Coast from South-West Cape to Cradle fountain; but they also crop out here and there to the west and northward of this belt, where the covering strata or later age have been denuded away. Though not seen in situ in the eastern part of the colony, the abundance or pebbles derived from this formation in the conglomerates of the coal measures shows that it must in those day have formed land surfaces there also, and makes it likely that the archooan strata exist at no great depth: below many of the beds of later age now occupying the surface. Lying unconfortably upon these highly metamorphic strata we find next an extensive series of subcrystalline metamorphic conglomerates, grits, sandstones, slates, and limestones,of Cambro-Silurian age. These are well seen in the Gordou River Basin, along the West Coast Range, aloug the North Coast, and in the goldfields of the north-eastern portion of the colony. They are much broken by later intrusive rocks, and covered by younger rormations, but the series is spread more or less over the whole island.

The project to reopen the Tasmania Mine has centred around efforts to reopen the Hart Shaft to access the high grade reef remaining below the old workings, which extend down to 457 in. Efforts in 1982 and 1987 were frustrated by unstable clay ground around the shaft, which resulted in significant subsidence of the shaft collar and lining. A successful program has since been implemented to solve the problems, stabilize the collar and recover the upper shaft which had collapsed down to 90 m.

"Mine waste storages including tailings dams and waste rock dumps represent arguably the biggest risk on a mine site from both physical and geochemical viewpoints, related firstly to structural stability and the consequences of failure and secondly from potential on-going seepage or run-off of acid and metalliferous drainage (AMD). The risks are most likely to increase during operations and continue through the closure and post-closure phases, with the waste storages likely to be the most difficult features to resolve in the mine closure process. Contaminated water quality from tailings dams and waste rock dumps can require treatment "in perpetuity" at a cost of hundreds of millions of dollars. The problem is increasing with ever larger mine operations and waste generation volumes. This paper identifies leading practice methodologies in planning and operating mines and process plants to minimise the risks from tailings storages and how this might also affect waste rock management and even the design of mine excavations. These methodologies require a "big-picture" approach to develop an understanding of the overall issues and identify synergies between the different operational areas on a mine site that can reduce overall risk. With a conservative approach and realistic allowance for future costs it is possible to facilitate decisions at the mine planning stage that can reduce risk and save cost over the long term. This is in contrast to the common approach where each operational area is looking to minimise its own costs with a short-term view. Incorrect mine methodologies can be developed by allowing net present value (NPV) accounting methods to trivialise future closure issues.Methodologies discussed include: Integrated Waste Management - Significant structural improvements to tailings dams can be achieved if the structures can be incorporated into the waste rock dumps. Risk of AMD can also be reduced by utilising the tailings and waste rock effectively. This could go even further to consider the placement of wastes to limit mine void environmental issues; Process Optimisation - Water quality and the nature of potential tailings dam structures can be highly influenced by the geo-chemistry of the tailings. This can be modified by processing, where simple changes such as maintaining separate streams of geo-chemically different tailings rather than recombining them or by initiating further processing to remove problematic minerals such as sulphides; Enhancing Geophysical Properties - The geochemical performance of waste repositories can be greatly influenced by the geophysical properties of the stored materials, particularly the air-water characteristics, which are influenced by particle size, density and permeability. The geotechnical properties can be enhanced by strategic paddock dumping, blending and compaction.These methodologies are demonstrated by case histories.CITATION:Brett, D, 2013.
