Well designed and maintained haul roads are the key to minimising truck haulage on-road hazards and costs, as well as increasing productivity. However, practically designing and managing a haul road for optimal performance is often diff cult to achieve. Poorly designed and built roads exhibit high rolling resistance - a one per cent increase in road rolling resistance can typically reduce speed on ramp by as much as ten per cent - and on the f at by up to 26 per cent. In the current economic climates, investment and operating decisions come under scrutiny. In the long run, this scrutiny returns improved efficiencies and leaner, healthier operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations - simply by virtue of their contribution to overall cost of operations - often in excess of 50 per cent of total costs for deep open-pit mines. Whilst the end result - improved efficiency and reduced cost per ton hauled - is not in itself problematic, it is the route, or process followed to achieve these savings that needs to be carefully managed. We can be guided on this journey by our understanding of how a road is designed, and, critically, the interplay between a good design and safe, cost efficient haulage.This paper brief y summarises the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for more safe and efficient haulage systems, and the truck manufacturers' requirements for a more predictable and controlled operating environment. These developments have been paralleled by the need to minimise haulage hazards, both from a health and safety perspective. Generally, both objectives have been achieved, but with some specific areas of design and operation still presenting ongoing potential health and safety hazards.The paper then summarises current design guidelines for these safety-critical issues, both from a road-design 'best-practice' and road management perspectives. Implementation of the approach is seen as a basis for reducing the potential of an under-designed mine road to lead to health and safety defects and secondly as a means of giving haul road safety and performance issues greater prominence in the minds of the road-user, operator, mine planner and designer alike.

A water/air model was developed to simulate the refining of molten aluminium by the sparging of gas through an impeller. The optimal gas dispersion depends upon selecting the correct gas rate for a given impeller rotational velocity to prevent flooding or channelling. Correlations illustrating this flooding behaviour exist for standard impellers within standard tank geometries. However the validity of these correlations has not been substantiated for gas dispersion in high temperature molten metals with non-standard tank and impeller dimensions. Metal refining is most efficient when fine bubbles are generated and uniformly distributed within the treatment tank. The application of some measuring technique able to detect this distribution within a non transparent operating treatment tank would be invaluable, enabling the optimisation of gas flow and impeller speed.   A technique has been developed to measure the pressure fluctuation levels at specific points in the water model. Comparison of these pressure fluctuation data with photographic evidence obtained in the water model suggests that the flow regime in the metal treatment unit may be determined using this technique.

Disasters are often tragic outcomes of high-risk technologies such as mines. In Australia, more mines are being developed every day, and the risk of disasters is ever increasing. No matter how effective our conventional safety devices are, there is a form of accident that is inevitable. These relate to accidents that result from æinteracting failuresÆ in a way that could not be foreseen by the designers. In so-called ætightly coupled production systemsÆ (processes that happen very fast, such as on a high producing mine) the risk is even higher and our risk controls mostly introduce some sort of a technological fix. While we are at the one hand attempting to control the risk, we are also introducing another level of complexity. Are we really controlling the risk? This is one of the fundamental questions that will be addressed in this paper: Do we have the ability within the mining industry and other industries to effectively prevent these catastrophes, or are we, on the contrary, faced with an increasing risk as a result of increasing complexities of our technology, management systems and practices. This paper will contend that perceived improvement in risk control is an illusion of activity, and that the likelihood of mining catastrophes may be exponentially increasing. Although the paper focuses on the mining sector many aspects may be applicable across a range of industries. This paper will further contend that we are applying the right solutions to the wrong problems. Our focus is technological and procedural, while our problem is one of production cultures ripe for error and failure.

Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

Over recent years the trend in Australia has been towards the definitions of sustainable development which emerged from the 1992 Rio Summit of retaining a commitment to ecological integrity, but also incorporating social and economic dimensions of sustainability. Sustainable development may be seen as maintaining and enhancing:natural capital: defined as all natural resources, both environmental and those of traditional economic value; manufactured capital: made by human kind; including produced goods, infrastructure and built environment; human capital: defined as the health, well-being, intellectual capabilities and spiritual welfare of individuals; and social capital: defined as social relations and institutions within and between societies, their norms and functionality (Ameef, 2002). This paper will endeavour to assess the challenges and opportunities facing the professionals and their Institute in the minerals industry in Australia because the MMSD Global and Regional Australia Reports do not, in the authorÆs opinion, adequately address the æhuman capitalÆ input into the current or future development of the minerals industry, in particular, the sustainability of the professionalsÆ skills, knowledge and experiences in a global context.

Some low grade South Australian iron ores were classified on the basis of their physical characteristics. Ores from Mount Christie and Billeroo are coarse grained mixed ores; Mount Christie ore could be concentrated by gravity or dry magnetic separation at 10 mesh, but Billeroo ore needed to be crushed minus 36 mesh. Ores from Razorback Ridge and Wilgena Hill are fine grained mixed ores; ore from Wilgena Hill could be concentrated by flotation, but poor results were obtained on Razorback Ridge ore. Malcolm Creek ore is non-magnetic and crystalline, and can be concentrated by flotation, but the deposit is small. Ores from Grants Quarries and Peeralilla Hill are nonmagnetic and earthy and could not be satisfactorily concentrated.INTRODUCTIONThe Geological Survey of South Australia has for several years been undertaking a systematic study of the iron ore resources of the State (excluding the Middleback Ranges) in relation to their geology, reserves, and beneficiation. As part of the latter phase of the investigation samples of the ores have been submitted to The Australian Mineral Development Laboratories (AMDL), and it was the study of these samples which provided the material for this paper.The mineragraphic and metallurgical work was undertaken by several officers of AMDL and the results are contained in unpublished reports submitted to the South Australian Department of Mines. Field data published here was obtained from unpublished reports by G. F. Whitten, Senior Geologist, Iron Exploration, of the Geological Survey of South Australia.

Traditionally, the blast furnace (BF) has maintained a dominant position as the primary source of iron units. Notwithstanding the efficient nature of the process in respect of its material and energy consumption, the conventional blast furnace route is faced with limitations such as stringent quality metallurgical coke, high capital investment, etc. While BF will continue to retain its predominant position as the foremost ironmaking technology, the alternate processes may also have a role to play. Direct Reduced Iron (DRI) or sponge iron industry is all set to take a firm root in India as one important solution to the problems of shortage of metallurgical coal and ferrous scrap and high investment costs faced by the country's steel industry. The commercial proven DR processes coupled with electric arc furnace (EAF) steelmaking have also offered a viable alternative to the blast furnace - basic oxygen furnace (BF - BOF) route for the installation of integrated plants under specific local conditions. The performance and efficiency of DRI processes mainly depend upon the chemical and physical behaviour of the raw materials especially the iron bearing materials. Iron oxide pellet and sized lump ore constitute the oxide feed stock, while pellets form an ideal feed stock for direct reduction, use of lump ore is economically advantageous because of its lower price. National Mineral Development Corporation Limited (NMDC), being one of the major producer of iron ore in the country since last four decades, has established technology and developed process flowsheets for production of suitable calibrated lump ore for DRI production, besides supplying the natural lump ore for conventional blast furnace requirements. In addition to the above, extensive pilot plant tests have been carried out at the R&D Centre of NMDC for preparation of iron ore concentrates suitable both for direct reduction and blast furnace grade pellet feed using the iron ore fines from its own mines and as well as from the other iron ore mines in the country. For utilisation of the huge quantity of slimes generated in its ore processing plants, NMDC has planned to set up the first commercial plant adopting the smelt reduction process (ROMELT Process) for production of pig iron from Bailadila slimes. The paper mainly deals with various beneficiation techniques adopted for production of DRBF grade pellet feed from iron ore fines. Also presented in the paper, the extensive work carried out at R&D Centre on preparation and evaluation of calibrated lump ore (Natural Pellets), based on which, suitable modifications are incorporated in the ore processing plants of NMDC for production and supply of the same to sponge iron industries.

An experimental study of the soil mechanics of brown coal showed that brown coal consolidates in the same manner as does a clay and that the theory of consolidation for soils may be applied to brown coals. Moisture content is a function of the coal type, the existing effective stress, and the stress history of the coal.The effective stress in a brown coal seam is a function of the overburden pressure, the pore stress and tectonic stresses. Stress history may be deduced from geological evidence and determined by consolidation tests. Application of these principles to the brown coal seams of the Latrobe Valley shows that the distributions of natural moisture contents are consistent with consolidation.INTRODUCTIONThe nature and geology of the brown coals of Victoria, particularly of the Latrobe Valley, were discussed in some detail by Edwards (1945, 1948), Thomas and Baragwanath (1949) and Gloe (1960). A salient feature of these studies was the distribution of moisture contents in the brown coal seams. Recent experimental work, part of a soil mechanics study of the structure and strength of brown coal, showed that moisture content variation is a reflection of consolidation phenomena in brown coal and application of the results to .field condItions verified and modified the conclusions of Edwards in his pioneer work. Detrital gold in the Greymouth-Hokitika area has been won from: (a) gravel of the Pliocene Old Man Group, (b) glacial outwash gravel of Middle and Late Quaternary age, (c) raised shoreline deposits of Middle and Late Quaternary age, (d) deposits resulting from the erosion of (a) to (c). The source of the gold was probably widely dispersed quartz veins in great thicknesses of greywacke and low-grade schist eroded from east of the Alpine Fault, with a contribution from veins in Greenland Group greywacke in the south. At times of high interglacial and post-glacial sea level, gold was concentrated along marine shorelines, and subsequent progressive uplift has resulted in a set of sub-parallel beach leads up to 100 m above present sea level. During glaciations, gold was concentrated in outwash streams close to moraines, especially where ice forming one moraine penetrated and destroyed an older one. Worked deposits in the Old Man Group may also be associated with glaciation. Apart from workings that are essentially extensions of past workings, significant new prospects may depend on inferences as to where prospective deposits are completely obscured by younger ones.

Consequently most managers may argue that the decision process requires good judgement, intuition and extreme caution; and not one easily made through the use of fancy mathematical algorithms and computer programs. The advent of artificial intelligence and expert systems in the computer industry combined with recent technological innovations in mathematical and economic problem solving is sure to change this perception. PARETO OPTIMALITY is an economic and a mathematical optimisation concept applied to solving real life operational problems; and one that the current volatile economic forces would require managers to employ because it is virtually real. REALISMM is a computer software package developed using the principles of Pareto optimality, dynamic programming, optimal clustering of information and decision maker interaction to generate decision maker preferred solutions. REALISMM has scope for artificial intelligence and expert systems application for cases where the decision maker is unsure about his objective preferences.

The briquettes, prepared from chromite concentrate of Orissa Mines using molasses-lime, dextrinelime and tamarind seed as binders, were subjected to different temperatures and examined metallographically. The change of phase with temperature was analysed by X-ray diffraction.

Over recent years there has been a significant increase in the number of miners in the Pilbara region of Western Australia targeting channel iron deposits (CID) located in valleys, intersected by ephemeral creeks and below the groundwater table. The falling iron ore price has triggered a drive to reduce cost and maximise yield. Creek diversions provide an opportunity to maximise the utilisation of orebodies and extend the life-of-mine.Creek diversions that are required during mining operations to access ore and provide flood protection have historically been constructed as uniform engineered channels designed primarily for flow conveyance while minimising earthworks costs; however, the design of diversions becomes more complex when they are required to function in a similar way to the existing creek system during operations and remain stable during more extreme events than would typically occur following mine closure, in accordance with current regulatory guidance. The design specifications for closure are often more rigorous than the operational phase, and could incur significant additional cost to implement retrospectively if not planned and designed upfront.The complexity of diversion design depends on site specific factors such as: the size of the creek to be diverted; hydrology; corridor restrictions; geomorphology; hydrogeology; geology; environmental and heritage values; potential impacts and the risk to operations and environment. The complex interactions of these factors must be well understood and hydraulic modelling undertaken to characterise the existing creek system, demonstrate the diversions, provide adequate flood protection during operations, and can function in a similar way to the existing system following mine closure. ALTHOUGH it has been a matter of about one hundred years since the idea of the internal-combustion engine entered the mind of the inventor, the practical application of its use was not attained till 1860, when Lenoir produced an engine similar to the ordinary highpressure steam engine, with the valves arranged to admit the explosive mixture and the discharge of the exhaust gases. In this case no attempt was made to compress the gas before ignition, as it was then considered that the explosion under these conditions had a detrimental effect, inasmuch as it would act as a sudden blow to the working parts. Indeed, he went so far as to inject steam and water sprays to reduce the explosion.Under these conditions the consumption of gas was exceedingly high-about 106 cub. ft. of coal gas per b.h.p. per hour but the mechanical effect showed that the engine ran in every respect as smoothly and quietly as in best steam-engine practice.The extravagant consumption of this engine was clearly pointed out at the time by Gustav Schmidt in a paper before the German Society of Engineers, wherein he states :-" The results would be far more favourable if compression pumps, worked from the engine, compressed the cold air and cold gas to three atmospheres before entrance into the cylinder. By this means a greater expansion and transformation of heat is possible."

Equipment maintenance is 30 - 50 per cent of the operating costs for a typical mining company. While this is substantial, its importance is beyond its significance as a cost heading. Modern mining requires large amounts of investment in capital infrastructure and equipment to produce a product sold at a low unit cost. To stay competitive, such a business has to focus on full realisation of its capital investment, ie sustained production at high levels. Maintenance plays an essential role in achieving this goal. Mining companies typically use a mix of breakdown or corrective maintenance, planned maintenance, and some condition-based maintenance. The share of breakdown maintenance has been coming down through more effective planned maintenance and better condition monitoring tools. Planned or preventive maintenance (PM) is playing an increasingly important role in todayÆs mining maintenance. This is the suite of inspection and repair/replacement actions performed at scheduled time intervals as part of a preplanned activity. The activities are scheduled well in advance and, usually, the current wear-state of the machine is irrelevant. For example, the replacement of a major gear may have been planned 18 months in advance; replacement is carried out when the time comes regardless of the actual condition of the gear. The PM costs are significant and include direct cost of parts and labour as well as the opportunity cost of lost production while the machine is under maintenance. It is important to identify the optimum PM effort because over-maintenance should be avoided as much as under-maintenance. A new concept called severity-based maintenance is introduced in this paper. We have seen that measuring equipment ageing in mining merely by counting the engine hours is a very imprecise way of planning and scheduling maintenance because the damage accumulated in one hour varies enormously from operator to operator and with changing pit conditions. We recommend continuous monitoring of duty on all major equipment. This is feasible without having to fit out the machine with an army of sensors because most of the physical sensors required by dutymeters are already installed and maintained as part of the existing performance monitors. While the investment is modest, the potential benefits are huge and can be grouped under three headings:Immediate benefits will come from providing operators with direct feedback on the effect of their behaviour on machine health and training them to use this feedback to correct their operating style. The equipment can operate closer to the limits of capacity, producing more without unduly sacrificing the availability by monitoring and controlling the severity of the operation, ie the duty on the machine. Longer term benefits accrue from establishing correlations between actual time to failure data and measured equipment duty and using these correlations to optimise maintenance effort as well as planning new equipment purchases and warranty conditions.

Five major veining events have been identified within the area surrounding the Mount Whaleback microplaty hematite deposit. These veining events can be directly correlated to the established deformation history of the Hamersley Province (Brown et al, in press). Vein formation temperatures of 203 to 231¦C have been obtained from primary fluid inclusions within veins which formed around the postulated time of ore formation. Preliminary proton induced x-ray emition (PIXE) analysis of these inclusions indicates KCl is the dominant salt species with varying levels of Ca, Fe, Ti, Mn present. It is suggested that some of these veins may have formed from feeder or effluent fluids from microplaty hematite ore formation.

Deformed regions of the Hamersley Province, Western Australia, contain several major iron ore deposits where banded iron-formation (BIF) of the Dales Gorge Member was converted to martite-microplaty hematite. The genesis of these ores remains controversial, in part because no study has systematically documented how stratigraphically equivalent rocks change chemically from undeformed regions into the deposits. Profound chemical and mineralogical differences do occur between rocks in the undeformed north and mineralised south. BIF and shale can be classified into three types: BIF, altered BIF and iron ore, and black shale, altered black shale and red shale. A series of low temperature (20 to 250¦C) chemical reactions can explain the observed differences in chemistry and mineralogy. The inferred reaction paths indicate that no single process could have produced all of the altered rocks at Mt Whaleback. Recently described carbonate-rich, silica-poor rocks at Mt Tom Price (Taylor et al, 2001) suggest this alteration sequence is even more complex. Our favoured explanation for the genesis of hematite ores is one that can explain deposits at Mt Whaleback and Mt Tom Price: following regional metamorphism, hydrothermal fluids locally formed carbonate-rich, silica-poor BIF with magnetite and carbonate-rich altered black shale. Subsequent surface derived fluids oxidised this magnetite, crystallised microplaty hematite (mpl) and eventually dissolved carbonates and silicates leaving high-grade ore. Either during or sometime after mineralisation, acidic, oxygenated fluids converted altered black shale to red shale and unaltered BIF to martite-rich BIF without carbonates across the southeast of the province.

In the course of work being carried out in the Lubricants and Bearings Section of the Council lor Scientific and Industrial Research on the production of copper4ead 'bearings for 'use in aircraft, it has been found necessary to develop special metallographic methods. For proper control of the production of steel-backed copper-lead bearings it is necessary to adhere to rigidly controlled conditions, and it is essential that a method of examination be adopted which will readily detect actual defects or any variations in quality. Some defects can be observed with the naked eye, whilst others are detected by radiographic examination. This latter method is invaluable as a rapid, reliable test in the production of aircraft bearings, but it is necessary to observe the structure of the alloys under the microscope, both to be able to interpret the radiograph correctly and to determine what has occurred to the metal during and after solidification. The use of a sound metallographic technique is'particularly important in developmental work and research connected with these bearings.Polishing TechniqueCopper and lead are practically immiscible in the solid state, but whilst they are miscible only in certain limited proportions in the liquid state; consequently "alloys" of copper and lead consist of a mixture of the constituent metals. The metallographic difficulties are obvious. Copper is a relatively tough metal, although it readily scratches, whilst lead is extremely soft and easily deformed. It wouId be expected if any normal polishing technique were applied that the lead would be readily torn out of the surface being prepared, and, in addition, that the lead would tarnish very easily.Grange(2) has described a method by which these difficulties can be overcome. The method involves an etch-polish procedure using "chrome regia" as an etchant for the copper. The chrome regia was a solution of chromium trioxide and hydrochloric acid in water. This type of etchant has been adopted, but it was found necessary to make certain changes.The method now adopted in this laboratory is as follows: The specimen (which is usually mounted in bakelite) is wet ground in a series of successively finer Hydro-Durexsil emery papers down to 60.0· grit paper.The specimen is then etched in the chrome regis, etchant (the composition of this etchant will pe discussed later) for approximately five seconds.Most efficient etching is obtained by swabbing the surface of the specimen...

A pilot plant was constructed for the low temperature carbonization of Wallarah (N.S.W.) coal at the rate of 300 lb/hr. The design was based on an entrained state carbonizer developed by Parry and D.S. Bureau of Mines co-workers. Prior to delivery to the client, the plant was successfully operated over periods of several days duration.INTRODUCTIONIn September 1961, the Australian Mineral Development Laboratories (A.M.D.L.) was engaged by the Broken Hill Pty. Co. Ltd. (B.H.P.) to design, construct and test an entrained state coal carbonizer with a capacity of 300 lb/hr of Wallarah (N.S.W.) coal. Char product was required within the specification 15·5 -I- 1 per cent volatile matter. The design was to be based on a pilot plant developed by Parry and others in the D.S. Bureau of Mines Coal Research Laboratory at Denver, D.S.A. The method involved the carbonization of fine coal by entrainment with air in an externally heated reactor. The heat required for the carbonization of the coal was to be supplied to the bed both through the reactor walls, and also by internal combustion of products in the bed. Several D.S. Bureau of Mines Reports of Investigations weFe used as the main guide to the physical layout and proportions of the plant. However, the individual units required detailed designing, before engineering drawings could be prepared and fabrication begun.A 10 ton sample of crushed Wallarah coal was used for preliminary testing of the plant. The first test run on the pilot plant was carried out in February, 1962. After some modification a second test of longer duration was conducted in August, 1962.
