The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

For mining medium-hard materials on the surface, "Continuous Surface Miners" have been employed for some years. The latest generation surface miner extends the performance of this type of machine to the point where the same cost efficiencies can now be achieved in medium-hard materials as has been achieved in softer materials by machines such as the bucket wheel excavator. The paper explains briefly the technology of the Krupp Surface Miner (recently released to the market) and develops the costs of ownership and typical operating costs. Comparisons are made between a shoveLtruck system and Krupp Surface Miner (KSM) systems based on both truck and conveyor transport systems. Further benefits of mining with the KSM, such as environmental, selective mining and improved product reovery are discussed briefly. The equipment is now available to mine semi-hard materials (with compressive strengths up to 60MPa) on a continuous basis and reap the benefits which continuous systems can deliver. All new and existing open cut mines should review their costs with regard to this technology.

Anglo American Platinum has adopted a strategy of Best Practice Principles (BPP) for sampling, mass measurement, analysis and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned.The design called for the high-grade material to be crushed to 95 per cent passing 2 mm and the design allowed for a single cutter primary Vezin sampler, increments taken from a gravity flowing stream at regular intervals, whilst filling a tanker for the pneumatic offload at our base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from our smelting complex and the input to our refineries. In addition, the design incorporated the functionality to collect increments in an ‘interleaved’ fashion from the Vezin sampler for internal precision checks.The metal accounting strategy for Anglo Platinum is the ongoing measurement of all inputs, outputs and stock levels for all our operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February every year, across the smelters and refineries (at least the base metal refinery). A trend was developing in the accounting period immediately following the introduction of the new crushing and sampling facility, whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter (sender) showed an increase in physical stock compared to the theoretical stock and the base metal refinery (receiver) showed that their theoretical stock increased against their physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question and it was confirmed through the physical stock measurement results, that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream.This paper showcases parts of the process that took place to explain the poor accountabilities for the respective sites. Previous results from the sampler ratification process (of the interleaved sampling design) were analysed again, a physical inspection was carried out on the sampling system again and the sampler performance was monitored (quality control parameters) for the period.From these investigations, it was found that airflows present inside the Vezin introduced the sampling bias and a change in sampling protocol was introduced as well as physical changes to the sampling equipment were made to eliminate the airflow and thus the bias conditions significantly. The accounting period which followed, after a phased upgrading process, showed that the accounting between our smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below five per cent relative to theoretical stock).CITATION:Kruger, C J and le Roux, E, 2017. Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.

Based on the concepts of statistical thermodynamics of athermal mixtures, an approach is developed which is capable of quantitatively explaining the thermodynamic properties of binary silicate systems. Expressions for the ionic fractions of various anionic linear and nonlinear chain polymers are derived. The developed expressions for free energy of mixing are tested by applying these to the system PbO-SiO2. The ionic fractions of various chain polymers in this system are calculated. The two cases, namely, of linear and nonlinear chain polymers are compared with each other.Limitations of earlier models are pointed out.

Kalgoorlie is the main mining centre of the Western Australian Goldfields. Its famous Golden Mile' has been noted for the exceptional width and richness of its goldtelluride lodes. Since the mid-1890s production on the major mines has been maintained practically continuously.Rich ore, though not as plentiful or as rich as formerly, is still (1948) being mined in places. Unexplored areas still remain within the main auriferous belt which offer reasonable chances of success with intensive exploration.Much detailed information has accumulated in recent years through the geological mapping of underground workings by some of the larger mining companies. The purpose of this paper is to correlate observations made in most of the accessible old and recent workings in the mines of the Lake View and Star group and elsewhere.GENERAL GEOLOGYRock TypesThe rock formations are:-1. Fine-grained (older) greenstones, locally referred to as calc schists. There were originally pillow lavas and other flow rocks of basic composition, now extensively chloritised and/or carbonated. Pillows and fragmental flow- tops are recognisable. Intercalated with flows near the top of the series are several beds of sediments.2. Graphitic slates and other more arenaceous sediments.Although referred to as slates, they are rarely more than well-bedded shales with poorly developed fracture cleavage:Thick bands of felsitic rock are found in places.

Using a cylindrical hydrocyclone with a long vortex finder as the separator, a batch sizer was developed for the fast comparative sizing of the coarse solids normally encountered in mineral pulps.Operating times as short as 2 or 3 min gave separations ranging from 16 mesh down to the subsieve sizes.Reproducibility was good and sensitivity was adequate for most applications.

Some design and feasibility studies have been made into possible methods of economic recovery of sulphur from smelter gases emitted at Western Mining Corporation's Nickel smelter at KalgoorIie in Western Australia. The smelter discharges some 330 000 tonne/yr of sulphur dioxide in a stream of approximately 6 per cent by volume of S02.Three possible recovery methods have been considered:1. The manufacture of sulphuric acid using the contact process.2. The concentration of sulphur dioxide to a pure form using dimethyl aniline as an absorbing medium.3. The reduction to elemental sulphur using natural gas as the reducing agent.Design studies were carried out by final year chemical engineering undergraduate students at Royal Melbourne Institute of Technology (RMIT) in 1981 under the supervision of the author and other teaching staff of the chemical engineering department. These studies indicate that sulphuric acid manufacture is the economically preferred recovery route.Markets for sulphuric acid include several potential mineral processing applications and the established fertiliser industry.Sulphuric acid is currently manufactured in a number of plants located at coastal regions of Western Australia using imported sulphur. The sulphuric acid is then used for superphosphate or titanium dioxide pigment manufacture at adjacent plants.The possibility is considered of manufacturing superphosphate at Kalgoorlie from locally produced acid obtained from the smelter gases and from phosphate rock railed to the site from the coast. The advantages of such a scheme include improved scale and technology of operation compared with some existing coastal operations, use of a waste material to replace imported sulphur, and avoidance of costs and hazards associated with railing large quantities of sulphuric acid.

Few, if any, reliable thermodynamic data are available for the activity of tin oxide in slags. In this work, the activity of the oxide in silica saturated iron silicate slags has been measured at 1573 K using the equilibrium Sn (alloy) + Y2O2-SnO (slag).Slag and a Ag-Sn alloy were sealed in a zirconium oxide crucible to prevent the escape of volatile tin oxide, and the oxygen pressure at equilibrium measured in situ using the zirconium oxide as a solid electrolyte. Activity of tin was calculated from known data for the Ag-Sn system and activity of tin oxide calculated from free energy data. The results have been extrapolated to predict the industrially important distribution of tin and iron between Fe-Sn alloy and iron silicate based slags.

A method is described for the rapid and effective production of polished section mounts of ore and mineral particulates to the standards required for automated image analysis. This requires mounting without segregation of particles by mass or density, and it is also preferable to avoid having particles in contact so that they can be recognised as individuals. To achieve this, the particle samples are first split to an appropriate degree in a rotary riffle, and the sub-sample mechanically diluted and thoroughly mixed with an inert filler of the same size range as the particles. Just sufficient epoxy resin is added to make the mixture fluid. During setting, the ore particles are mechanically supported by the inert filler particles, thus maintaining the particles in a random three-dimensional distribution. A rapid two-stage grinding process, based on the successive use of 600 mesh silicon carbide and 1200 mesh (10 um) corundum on cast iron plates, is followed by three stages of mechanical diamond polishing on cloth laps. Hand polishing is entirely avoided, as is the use of papers.

A poured slag bottom is universally considered to be the best type bottom for copper reverberatory furnaces. It is impervious to molten matte and ready for immediate use.When molten slag is not available a monolithic silica bottom is the second best; such a bottom has been adopted at Mount Morgan. The laying of such a bottom is a phase of smelter construction on which so little real information is obtainable that a day to day record of such a recent example as Mt. Morgan's 19 ft. x 40 ft. reverberatory may be of interest. The work was done under the direction of E. Pesout, of McGill Smelter, Nevada. PREPARATION OF THE BOTTOMA 26-inch bed of closely packed firebrick with sand-filled joints was first laid on the clean, dry concrete foundation and the whole dried out by small fires maintained on the brickwork for several days. Ninety tons of silica sand was meantime thoroughly dried and stored in clean drums. This sand must be low in FeO and CaO and contain about 95% Si02 , the majority of which should be present as tridymite. This form of silica shows little expansion at high temperatures, for it is the form stable between 870° and 1470° C.Its presence thus minimises disturbance to the bottom by the expansion which, during the burning in, would mark the transformation of quartz to tridymite.

Thirty mixed cultures of microorganisms from soil, water and mineral samples from the Groote Eylandt Mining Company mine site were approximately three times more effective in biodegrading manganese dioxide (34± 18 mg Mn++/1/day) than sixteen purified strains (11 ± 10 mg Mn++/1/day) isolated from the primary enrichment cultures. Two pure bacterial genera identified as a Pseudomonad and a Bacillus, with an excess MnOz and nutrient, were able to dissolve 106 mg Mn++/litre/day in mixed culture compared with 29 mg Mn++/litre/day when grown separately.

The Rosebery and Hercules mines, situated in the Rosebery-Williamsford district in western Tasmania, have a history of production dating back to 1896-7, although full scale production did not commence until 1936, following the development of a satisfactory process of selective flotation (Hall, Cottle, Rosenhain and McGhie, 1953). The mineral composition of the Rosebery zinc-lead ores was first described in detail by Stillwell (1934). The Hercules ore is generally similar, but as yet no descriptions of it have beenpublished.Since Dr. Stillwell's paper appeared, the management of the Rosebery and Hercules mines has from time to time submitted a number of interesting mineral specimens to C.S.I.R.O. Mineragraphie Investigations. Examination of these specimens brought to light eight minerals, some relatively uncommon, not previously recognized in these ores.They are cassiterite, molybdenite, stannite, electrum, meneghinite, boulangerite, pyrargyrite and pyrrhotite. Some of the specimens are also rich in tetrahedrite and gold. In addition each of the other ore minerals described by Stillwell, viz. pyrite, sphalerite, galena, bournonite, chaleopyrite and arsenopyrite, was detected in one or more of the specimens examined during the present study. The principal gangue minerals were found to be quartz, manganiferous carbonate, sericite and barite, agreeing closely with the observations of Stillwell.The present study was based on the examination of the following eight specimens.

WHEN mining and treatment first started at Broken Hill only oxidised ores were available. These ores were rich in silver and lead-the silver mainly existing as chloride and the lead as carbonate.Treatment processes aimed mainly at the recovery of silver, lead being regarded as a by-product, and its recovery, except in so far as it affected silver recovery, was of minor importance.The first ore mined was carted to Terowie and thence railed to Melbourne, being smelted by the Intercolonial Smelting and Refining Co., of Spotswood.The first parcel (50 tons) returned £7442, or £148 16s. per ton to the Broken Hill Proprietary Company.The second parcel of 1053 tons, smelted at the Day Dream smelter, returned 132,142 oz. of silver, but no record is available as to its lead content.These results obtained from two parcels showed that by smelting the ore a handsome profit could be obtained, and Mr. La Monte was engaged to erect two 30-ton Nevada water jacket blast furnaces on Block 13. To many Australian Mining Engineers, we take it, the singular features of banket deposits are not as familiarly known as they would wish, possibly because in the majority of instances they are not in touch with the South African milling world, and have had little opportunity of studying the development of the banket beds, either from correspondence or literature. The writer hazards this opinion feelingly, because, when in Australia and before he had visited Africa, the utmost knowledge he was able to obtnin was a mass of conflicting theoretic discussion as to the agencies which formed the banket bed, without any practical hints as to their geological horizon, the rocks with which they are associated, the usual appearance and character of the ore, in fine, without that everyday detailed description which the miner requires when seeking information regarding mineral or metal deposit foreign in character to any that he has yet studied, or as yet had any opportunity of studying in his own country.The writer recognised that many more able men than he have from time to time discussed the features and formation of the banket beds of the land, notwithstanding which and feeling that many of his Australian colleagues have found themselves in a similar position regarding accurate detailed information respecting these African banket deposits as he himself was, he hopes that the present paper on the said deposits, as found on the fields under notice, will prove useful to some and of interest to all.

Author's Note: Since the paper on "All-Flotation at North Broken Hill Limited" was read and discussed, the metallurgical results obtained have conclusively justified the adoption of the All-Flotation treatment.At present the shipping grades of lead concentrate produced from North mine ore range between 74% and 75% Pb, carrying approximately 43 oz. Ag and 4.5%-5% Zn. The lead recovery in lead concentrate is recording 95%-96% of the lead content of crude ore, and the milling and treatment cost on 6400 tons crude ore perweek of 96 hours has dropped to 6s. 3.6d. per ton on ore. With an increased ore tonnage, and with a new mill, considerable further reduction in costs is certain.New flotation machines, with 30 in. vertical depth of overflow (instead of 42 in. depth), are now being tried for the secondary granular treatment, with advantageous results. The treatment to-day is practically the same as that outlined in the paper, excepting that additional concentrate is returned for retreatment in the existing units.(Signed) A. LOWRY.Mr. T. A. COMPRESSED air is held in high esteem by the mining engineer as a medium for the transmission of power. The transmission, however, is accompanied by a high percentage of loss. Of the total work done by the steam cylinder'in compressing the air inthe air cylinder, less than 50% is ultimately utilized by the machines underground. These losses are due to its essential and inherent properties as a gas. One of the sources of loss is that due to transmission through the pipes which distribute the air from the receiver to the various places where it is used.
