The title of my address today 'An Environment for Mineral Development' is a play on words, but I wish to use the meaning of the word environment in the broadest possible context to comment on those factors that control mineral development in New Zealand today. Of prime importance, let us consider the current economic environment in which New Zealanders live and work, as individuals and communities, and as a trading nation. It is the expanding growth requirements of the emerging nations and the interactive economic forces of our international trading partners and competitors, that dictates New Zealand's economic environment and thus the priority to develop its natural resources. As an itinerant New Zealander who has kept a watching brief over the economic environment in New Zealand over the last 30 years, I say, without prejudice, that I am concerned to have seen New Zealand's external and internal trading position deteriorate so rapidly in the last decade. I am concerned that a significant proportion of the population has been extremely slow to realize that with the creation of the European Economic Community, in the late 1950s, and following the first OPEC oil crisis in 1973, New Zealand in a corporate sense came close to technical bankruptcy.

During the forthcoming reline of No.3 Blast Furnace at the Newcastle Steelworks of the Broken Hill Proprietary Co. Ltd., facilities for the screening and weighing o' coke will be installed. The equipment is needed to optimise the sizing and the quantity of coke immediately prior to it being charged to the furnace. Up till the time the furnace was blown out in November, 1982, coke was charged to the furnace by volume, ie by skip fulls only. This resulted in variation to the ore/coke ratio charged due to bulk density changes and erratic skip filling levels. This in turn affects the heat balance of the furnace and causes fluctuations in hot metal chemistry and temperature. A coke rate penalty has to be paid also. Coke layer thickness in the furnace burden cannot be controlled closely, resulting in loss of control over gas distribution in the furnace. A grizzly type screen was incorporated in the skip loading chute but this ineffective method left a great amount of fines with the coke being charged to the furnace. Furnace permeability was therefore reduced, particularly in the hearth.

In the 1989 best-seller The 7 Habits of Highly Effective People, the author, Stephen Covey, highlights the importance of maintaining not only ‘production’, but also, ‘production capacity’. When operating a modern flotation concentrator, production is often measured in terms of concentrate tonnage, tonnes milled and plant utilisation. There are very few metrics that focus directly on flotation equipment condition in relation to performance, which is analogous to Covey’s production capacity principal. It is evident on many mine sites that flotation equipment condition is not monitored on a proactive basis and that the prevailing culture is to wait for a failure, before addressing an issue.This paper discusses examples of how poor equipment condition can lead to production loss through poor metallurgical performance. Actual examples are given where these problems have occurred in operating plants. The practical application of LaneÆs theory on optimum cut-off grade policy has to date proved difficult for selective stoping in large-scale underground mining. The key to determining an optimum cut-off grade is the ability to rapidly perform complex mine layout designs combined with rapid output of multiple potential schedules. This paper describes aspects of the detailed investigation into estimating a practical static cut-off grade for the two main orebodies in Mount Isa MineÆs Enterprise Mine. Rule based automated scheduling software was used to evaluate thirteen different stoping layouts (including design infrastructure and capital development) of the Enterprise MineÆs two main orebodies, with over 200 schedules generated. The investigation illustrates the application of commercially available software to solve the problems of generating multiple cut-off grade stope designs and achieving the otherwise insurmountable task of rapidly generating and valuing multiple scenarios for each stoping layout. Each scenario was evaluated using modelled net cash flows of the mining, concentrating and smelting operations of the company and calculating NPV. The cut-off grade for each orebody was selected based on the cut-off grade that achieved maximum NPV û with an appropriate production rate. Underground mine scheduling is a complex task involving the adherence to a number of simple scheduling rules and the balancing of several competing drivers. The study also found that: while each scheduling rule itself is simple, the compounding complexities of their interaction preclude manual scheduling from being a realistic option. there is a maximum sustainable rate of production possible for any given stoping layout, and that the actual maximum production rate is also a function of the required number of years of sustainable production. the optimal cut-off grade was different for each orebody û a recognition of the impact of the different characteristics of each orebody.

The island chains of the Western Pacific (Fig. 1), on account of their related origin, and the similarity of the rocks that compose them, constitute in the main a most homogeneous mineral province. They lie in a complex "mobile" zone of the earth's crust, that formed a geosynclinal area separating the continental margins of Australia and South-Eastern Asia (the so-called Sundaland) from each other, and from the margin of the Pacific Ocean proper (FIg. 2). The whole region was drowned at the close of the Ice Age, as a result of the rise of sea-level that accompanied the melting of the great ice caps in the polar regions, leaving only the higher portions as islands and peninsulas, many of them separated only by shallow seas or "shelves."The geosyncline was infilled with Mesozoic and Tertiary sediments that have undergone varying intensities of folding and metamorphism, and has been subject to intermittent periods of volcanic activity, continuing into the present. Midway between the two continental margins there is a narrow belt of pronounced negative gravity anomalies, with an extraordinary S-shaped convolution in the vicinity of the Banda Sea and Celebes, that marks the core of this unstable region. The folding within the "mobile" zonetrends parallel to it, so that the islands in its vicinity, which are regions elevated by folding, are all elongated in the strike direction of the folds. This explains not only the linear shape of Sumatra and Java, but the arc of islands enclosing the Banda Sea, and the peculiar shape of Celebes.Parallel to the belt of negative anomalies, at a close remove from it, is the line of Recent, or active volcanoes, that extends along the whole length of Sumatra and Java...

The integration of gravity, geomagnetic, LANDSAT data and geotectonic history is used to formulate an ore deposit model which can be used in the implementation of mineral exploration programmes. Field work was carried out to test and refine the model.

The role of the virgin in situ stress field in tunnelling projects is well known in the Sydney area. The effect of in situ stresses is mostly considered through the use of published relationships that describe the in situ stress conditions as a function of depth. Considering the significant scatter in the data, it is evident that by adopting such relationships, the designers are assuming an average distribution of stresses with depth that is generally a reasonable engineering approach; however, when building a geomechanical model, the tunnelling or geotechnical engineer needs to account for the interrelationship between ground conditions (rock mass quality – fracturing, strength and stiffness) and in situ stress, which may explain part of the stress data scatter. With the societal desire and drive towards low carbon energy sources, there is a growing awareness of the important role that minerals and metals will play with renewable energy technologies. Copper is an essential metal for technologies that generate energy from renewable sources, in particular for wind and solar photovoltaic energy systems. A recent report (Arrobas et al., 2017) estimated that the median increase in copper demand through to 2050 for wind technologies and for solar photovoltaics would need to be 250% and 300% respectively to meet the goal of a 2°C global temperature increase scenario compared with a 6°C global increase, which is largely an extension of current trends (IEA, 2018). The aim of this extended abstract is to demonstrate with the necessary increase in copper production for renewable energy technologies that sound sustainability performance across the global copper value chain is to the benefit of government, society and industry.CITATION:Corder, G D and Bangerter, P J, 2018. Mineralogy and critically the texture of both the ore and gangue phases are of paramount importance in the flotation recovery of copper from porphyry ores. Mineralogy and texture will define the theoretical grade recovery curve for a feed ore. Actual grade-recovery falling below this may be due to texture and gangue influences, whilst desired grade-recovery above this line will not be possible unless the characteristics of the feed are altered.This review discusses examples of porphyry copper deposits where process mineralogy has been used to characterise these textural and gangue influences on recovery by flotation. More specifically, the influence exerted by grain size, liberation, association and elemental distribution is explored. Obtaining a representative sample of bulk materials in process industries is critical to providing valid data for process control and custody transfer (valuation). The accuracy of a sample, that is to say how well the sample represents the material in the process, is directly related to how well the process can be controlled and to how much a product may be worth. The Sand Queen gold mine is a typical Archaean narrow, high-grade gold quartz lode deposit within a shear hosted system. Initial mining during 1904 - 1948 produced 181 659 ounces of gold from 248 564 tonnes of ore milled at an average production grade of 22.7 g/t Au, which equates to a minimum of 750 ounces per vertical metre. The current mining operation is using the old Sand Queen main shaft to access the Sand George deposit, which is a narrow quartz lode system discovered in the same shear structure along strike to the south of the Sand Queen mine workings. Current underground resources contain 360 200 tonnes at a grade of 11.8 g/t Au for 136 500 ounces. Mining is scheduled to produce 20 000 ounces of gold annually. Re-opening of the Sand Queen mine and underground development of the Sand George lodes has revived several grade control issues relevant to a narrow, ænuggettyÆ gold lode mining environment. These include the dependence of assay grade of individual samples upon a number of factors, including how and where a sample is collected, how and where it is analysed, and how grade data is used to estimate an æaverageÆ grade. Ideally, the only way to achieve an acceptable estimate of ætrue gradeÆ is to mine and mill a large parcel of ore (eg >100 tonnes) from each lode or ore type. In a mining operation producing relatively small tonnages from a number of separate ænuggettyÆ gold lodes, availability of resources and operational constraints may preclude intensive sampling for predictive grade control. At the Sand Queen mine, one of the key issues has been to establish a reliable system for estimation of gold grade with which to reconcile milling data. Extensive use has been made of detailed geological data to understand the grade distribution within individual lodes and between lodes, so as not to rely solely on assay results.

Many ore reserves are harvested by a combination of open pit and underground mining methods. In these cases, there is often material that could be mined by either method, and a choice has to be made. The area containing this material is referred to as the transition zone. Deciding where to finish the open pit and start the underground mine is referred to as the transition problem and it has received some attention in the literature since the 1980s.In this paper, we provide a review of existing approaches to the transition problem encompassing: graph theory-based optimisation employing an opportunity cost approach, heuristics and integer programming. The paper is aimed at mining engineers and other mining practitioners in the metalliferous mining industry who are considering the use of roadheaders and wish to understand the basic geomechanical and operational principles controlling their performance. The paper aims to address metalliferous minersÆ general unfamiliarity with roadheader technology, which is one of the factors which has limited the application of these machines in such mines. The historical development of drag tool mechanical excavation machines is briefly discussed, and factors affecting the application of roadheaders are mentioned. The mechanics of cutting with drag tools is then reviewed as are the effects of these and tool wear on tool performance. The implications of tool performance to roadheader performance are mentioned, the potential benefits of high pressure waterjet assistance are discussed and the relative performances of different tool types and materials are compared. Roadheader performance factors including productivity and utilisation are mentioned, and the state-of-the-art of conventional roadheaders is discussed in the context of machine weight, power and cutting head configuration. The influence of these and rock strength on machine productivity is analysed. Alternative, developing technologies are discussed which may extend the effective use of mechanical excavation into stronger rock masses which are beyond the range of conventional roadheaders. Finally, conclusions on these discussions are presented, along with recommendations for continuing research and development.

Drill and blast mining techniques are used to mine coal outburst prone and high gas content coals in Australia. As the risk of an outburst is increased in high gas content coal, it is considered that drill and blast is the safest way to mine coals that refuse to yield gas even after considerable gas drainage efforts. The availability of suitable explosives for drill and blast in Australia is dependent on the æBuxtonÆ tests. With the diminished coal operations in England, the type and supply of such explosives is tenuous, causing significant disruption to the production of coal in some mines. In an attempt to free up the availability of explosives a review of the methods used for the testing of coal mine explosives was undertaken to ascertain the scientific basis for these tests. It was hoped that this comparison would allow regulators to have the confidence in explosives that had been tested elsewhere. Although this was not achieved, it has spawned a major research project that aims to better understand the mechanisms involved so that either confirmation of the current testing regime can be achieved or more suitable and scientifically based tests can be adopted. This paper looks at the ongoing research program investigating the parameters that are involved with methane ignitions from explosives. By utilising high-speed data capture and processing the research project is trying to view an ignition as it happens to identify the mechanisms involved so that better explosives can be designed for the coal mining industry.

Oceana Gold CorporationÆs (OGC) Frasers underground (FRUG) transitioned into production in early 2008. The mine uses a relatively unique yielding pillars mining method that takes its lessons from empirical coal mining practices more so than hard rock techniques. Being a low-grade, flat-dipping resource hosted in the highly structured relatively weak Otago schist in central South Island in New Zealand, meant a number of iterations were undertaken to find the right mix of mining cost and resource extraction. Mining is on the down dip extension of the active Frasers open pit at the Macraes site (that extracts the full shear zone package at a head grade of 1.5 g/t). The challenges for the FRUG feasibility study team was to deliver an net present value (NPV) positive operation that would exist as a coproduct with OGCÆs other New Zealand operations, allowing it to make use of the high throughput low cost refractory ore treatment facility.Key factors in the successful project design were: Net capital costs kept to less than NZ$30 M by realising significant gold revenues from mine development from month four onwards. Virtually eliminating waste development by putting all key capital infrastructure in the low-grade ore adjacent to panels and maintaining the option of extracting this resource on retreat from the mine. Targeting a specific higher grade halo ore package within the entire mineralised shear zone. Applying a mining method that accepted a higher degree of dilution, ore loss and resource loss (in yielding and non-yielding pillars) to the flat-dipping resource. Thus providing an acceptable margin per tonne and resource tonnes mix, as the resource could not support a conventional low-cost caving operation, nor a higher cost room and pillar or open stope and backfill operation. 2008 has seen increasing tonnes and grade performance with a corresponding decrease in cost per tonne and cost per ounce as the mine has reached nominal capacity and is producing an operating surplus. The challenge will be to maintain and improve.

On the 18th November, 19'58, the first coal was delivered to the Morwell Power Station from the adjacent Open Cut using conveyors for the transport of the coal from the working face to the boiler bunkers. As the cut develops the coal seam will be worked for its full depth of about 360 feet from four benches, each feeding a conveyor line along th.e face and up out of the cut to the power station and briquette factory. By 1970 the estimated maximum daily demand reaches 60,000 tons and the total annual output 18 million tons. The complete conveyor installation will then total some 9 miles with a capital cost of over £3~ million.The choice of conveyors in place of the more usual rail system was made possible by the development of movable belt conveyors which use mechanical conveyor shifting, high belt speeds and flexible high strength belts and the paper deals with these and some other aspects of the scheme.INTRODUCTIONThe development of brown coal deposits is usually based on open cut workings equipped with a few large dredgers giving an almost continuous output of coal or overburden which has to be hauled a comparatively short distance. These are ideal conditions for conveyor operation, and it is surprising that, until recently, rail transport has been used almost exclusively in brown coal open cuts. In some cases inclined conveyors have been introduced to take the coal from the coal levels up out of the cut to bunkers at groundlevel, but trains have been left to operate between the ditch bunker feeding the conveyor system and the dredger.

The goal of the life-of-mine plan is to ensure that while the site is left safe, stable and non-polluting, the landscape is such that optimal use can be made of the site post-mining and closure. However, in the face of evolving shareholder expectations and the current international economic climate, numerous mines are ceasing operations and moving into a care and maintenance phase. These changes bring with them a high degree of community concern, not only about the potential legacy of closed operations, but also those mines that continue to operate.While mines across Australia are committed from the earliest planning stage to develop clearly defined post-mining land use and landform objectives, broader expectations related to these objectives may change and evolve during the life of the operation. This is especially the case where a mining operation has a project approval where the land use objectives are aligned to land capability and land use commensurate to that which occurred premining. Heavy minerals recovered from recently discovered deposits in the Murray Basin are proving to be somewhat more difficult to process into saleable ilmenite products than ilmenites from existing operations. This is due to the nature of the gangue minerals present, the impurities in the valuable minerals and the size distribution of the mineral assemblages. Ilmenite product quality, in particular, can be adversely affected by any of these factors. Over the past two years the authors have been involved in assessing the potential to manufacture ilmenite products from a variety of mineral sand deposits in the Murray Basin. The steps undertaken to define the potential products and develop suitable flowsheets have evolved in parallel to the exploration efforts, in cooperation with companies undertaking exploration in the Murray Basin. A combination of an understanding of detailed mineralogy, application of magnetic fractionation and modification of magnetic susceptibility of the ilmenites has in all cases, been successful in improving ilmenite product quality. The targeting of particular ilmenites to specific downstream processes for TiO2 pigment manufacture is the most challenging aspect of this development.

For up to 75 years large scale coal mining has been carried out within the Latrobe Valley region of Victoria. Withdrawal of groundwater from Tertiary aged sediments within the Latrobe Valley is essential to allow coal mining to proceed to depth. Water within the overburden layers, coal seams and interseams must be drained to avoid flooding during the mining process. The pressure in deeper aquifers must also be lowered to avoid floor heave, batter instability, and to maintain safe operating conditions as the mines develop in size and depth. The cost-effective management of the groundwater systems at and adjacent to the mining operations in the Latrobe Valley is essential to enable the efficient utilisation of the coal resource whilst minimising the environmental impact of this major industry in rural Victoria. Large-scale depressurisation and dewatering programs within the Latrobe Valley mines are managed through the use of detailed groundwater management plans. These incorporate:an extensive monitoring network which extends up to 60 kilometres from the mines; detailed mine scale and regional groundwater and hydrogeological models; and established operational procedures aimed at minimising capital and operational costs associated with the mine groundwater systems. Groundwater extraction system optimisation programs have been introduced into two of the mines with the aim of reducing extraction rates, improved risk management, and reducing operational costs by approximately whilst not compromising mine safety. This paper reviews the aquifer depressurisation and mine dewatering operations of the Latrobe Valley mines and illustrates the techniques utilised to ensure that high artesian pressures do not adversely impact on the mining operations.
